Town of Vernon Code Officials in
Oneida County rejected the promoters of Woodstock 50’s 3rd application for a
permit to hold the 3 day concert at Vernon Downs.   Officials said that the  Application was filed after 120 day deadline
passed, & that the Public Health, Safety, Traffic, Parking & Security
concerns for an event that size were not properly addressed.  The event is supposed to be held from August
16 through August 18, on the 50th anniversary of the original festival in
Bethel, it was rejected previously in Watkins Glen, before the latest rejection
in Vernon.

Governor Cuomo today signed legislation banning the
performance of declawing procedures on cats, making New York the first state to
prohibit the practice. Declawing involves the removal of all or most of the
last bone of each of the toes of the front feet, and tendons, nerves and
ligaments that allow for normal function of the paw are severed, resulting in
pain and other serious medical or behavioral issues. The bill takes effect
immediately.

exemptions from school vaccination requirements for children. The United States
is currently experiencing the worst outbreak of measles in more than 25 years,
with outbreaks in pockets of New York primarily driving the crisis. As a result
of non-medical vaccination exemptions, many communities across New York have
unacceptably low rates of vaccination; this new law will help protect the
public during this ongoing outbreak.

The state's Gaming Commission approved regulations to permit
sports wagering at Resorts World Catskills in Monticello, Rivers Casino and
Resort in Schenectady, Tioga Downs in the Southern Tier and Del Lago Resort and
Casino in the Finger Lakes.  Sports’
betting is not expected to start until later this summer after the facilities
receive their wagering licenses.  The
state's tribal casinos also plan to allow wagers too.

declawing of cats under legislation approved by lawmakers this session.  The bill would subject veterinarians to
$1,000 fines for performing the operation; it heads to the desk of Governor

State Police arrested 52 year old Antonio Fiorino of
Worcester for 2 counts the Agriculture and Markets Law of Overdriving,
Torturing and Injuring Animals.    A trooper was dispatched to Worcester where
the complainant believed Fiorino poisoned her cats, the investigation revealed
that the cats were poisoned with antifreeze which led to their death.   Fiorino was arraigned in Worcester Town
Court where he posted $500 cash bail.
His return court date is May 7, 2019.

New York will become the next
state to rise the legal age for buying cigarettes and e-cigarettes from 18 to
21.  Governor Cuomo announced that he
supports raising the age to 21 for purchasing cigarettes; he is expected to
sign the legislation shortly.   7 states
and hundreds of small cities & municipalities have similar laws in place.

The Eastern League of Professional Baseball has announced
the league will be changing their playoff format from a full season format to a
split season format. Under the new format the first place team from each
division during both the first and second halves of the season will qualify for
the postseason. This change will go into effect immediately, starting with the
2019 season.  The Rumble Ponies kick off
the 2019 campaign on the road April 4 against the New Hampshire Fisher Cats.
