A raccoon tested positive for rabies in the town of Davenport, it's the 2nd confirmed positive case of rabies in Delaware County this year. 1 dog & 3 people were exposed to the rabid raccoon, the raccoon was sent for testing to the State Department of Health Wadsworth Laboratory. The exposed dog received a booster, the 3 people exposed have begun Rabies Post-Exposure Prophylaxis. State Police are warning the public, about scams where individuals are falsely told they are “wanted on a warrant” and must pay money to avoid arrest. Scammers are contacting victims impersonating law enforcement officers, court officials, or government agencies, The victim is pressured to make payment using cash, gift cards, wire transfers, cryptocurrency, or other non-traceable methods. On April 1, a victim was instructed to meet an individual who was purported to be a law enforcement officer to collect funds at a location in Bainbridge. This would have been the 3rd occasion for a sum of money to be over $100,000. After the victim handed over the cash, Troopers intervened and arrested Tushar Sharma of India for 2nd degree Grand Larceny, Scheming to Defraud & Conspiracy, he was arraigned and was released on his own recognizance, and is scheduled to appear at Bainbridge Town Court on April 20th.

The Broome County Sheriff’s Office released the autopsy findings following the death of Chelsey Davis of Port Dickinson that occurred shortly after entering the Broome County Correctional Facility on October 8th. Davis’ cause of death was listed as “Chronic Alcohol Use with Hepatic Cirrhosis,” with contributing factors listed as “hemorrhaging pancreas and heart disease. The toxicology report found no alcohol or controlled substances in her system at the time of her death. Davis was remanded to the Correctional Facility by the Town of Chenango Court., after booking procedures, she received a full medical and substance abuse screening with Correctional Facility medical staff before being housed in the Medical Unit. Over the next several hours, Davis was seen by medical staff 2 additional times, she was not exhibiting any issues, 20 minutes after the third visit with medical staff, Davis experienced a medical emergency, staff administered CPR and a Defibrillator but were unable to revive her.

Otsego County Office of Emergency Services reported that the Garrattsville Fire Department and nearby departments responded to a structure fire at 436 Texas Road in New Lisbon. The house was fully involved, & was a total loss, several cats & a guinea pig were believed to have died in the blaze. One tanker responding to the blaze rolled onto its side in adverse weather conditions, no injuries at the fire or the accident were reported. The cause of the fire is being investigated.

State Police arrested 64 year old Joseph Wyble of Harpersfield after an urgent rescue of animals in Delaware County. Wyble was charged with 12 counts of Overdriving, torturing and injuring animals; & failure to provide proper sustenance, The arrest stems from an investigation in partnership with the Susquehanna SPCA. One pig, three geese, five cats, three chickens and 8 domestic cats were removed from the residence on Odell Lake Road in Harpersfield. Wyble was issued appearance tickets and is scheduled to appear in the Harpersfield Town Court on January 26, 2026.

The Dick’s Sporting Goods Open announced that Kelsea Ballerini will be performing at En-Joie Golf Course in Endicott on Friday, June 26th next year. Ballerini has enjoyed several hits in her young career and in February she debuted as a coach on the 27th season of The Voice. The Dick’s Sporting Goods Open runs from June 22 to June 28. Chenango County Health Department reported that a raccoon found along State Highway 80 between Sherburne and Columbus was tested by the Wadsworth Laboratories, and was found to have rabies. Residents and visitors in the area are advised to not pick up or handle any stray or wild animal, If your pet or livestock is behaving strangely contact your veterinarian immediately. State Police & the Broome County Humane Society responded to a residence in the town of Union, to remove animals living in poor conditions. State Police were at the residence on another matter when they discovered deplorable living conditions inside the home. 50 animals which included dogs, cats, guinea pigs and birds were removed from the home, they were surrendered to the Broome County Humane Society. 3 children under the age of 17 were living in the home, their mother, 50 year old Rayelene Lott was charged with 3 counts of Endangering the Welfare of a Child, The investigation is on-going at this time.

The Chenango County Sheriff’s Office arrested 58 year old Frederick Clarkson of McDonough for Strangulation, Criminal Mischief, Assault and Menacing, following a Domestic Dispute. Clarkson is accused of causing physical injury, menaced the victim with a blunt object, strangled the victim and took the victim’s phone preventing them from calling 911. Clarkson fled the scene prior to Deputies arriving and was later located in the City of Norwich and was taken into custody without incident, he was arraigned and was remanded to the Chenango County Correctional Facility on no bail.

State Police assisted the Susquehanna SPCA with securely removing several animals at properties located on Clark Lane and Pig Farm Lane in the town of New Berlin, after information was developed that the owner of the properties was violating a court order by possessing animals. 3 cows, 1 sheep, 3 dogs and 15 cats were removed and transported to the Susquehanna SPCA. Almost a year ago, over two dozen animals were located deceased and over 100 neglected animals were removed from the same property, 4 people were charged with numerous felonies and misdemeanors from the Agriculture and Markets Law, As a result of court proceedings, the owner of the property was not to own or possess any animals.

On February 27, State Police executed a search warrant at multiple properties on State Highway 80 in the town of Springfield. 8 dogs, 13 cats and A turtle were removed after they were observed to be in need of immediate medical care. They were all turned over to the Susquehanna SPCA. On Tuesday. 64 year old Brian Fleming, and 61 year old Theresa Fleming of Springfield, were both arrested for 11 counts of Torturing or Injuring Animals/Failure to Provide Sustenance and 2 counts of the Aggravated Cruelty to Animals, They are scheduled to appear in the Springfield Town Court on April 3rd.

Delaware County Sheriff’s Deputies investigated an animal abuse case where multiple cats were living in a residence, the owner was advised to get the animals treatment and was provided with contacts for local humane societies and veterinary clinics, she failed to improve the living conditions of about 70 cats, the majority of the animals were voluntarily surrendered to a 3rd party. Deputies were assisted by the Heart of the Catskills Humane Society and the Delhi Veterinary Hospital in Delhi to ensure the proper care of the animals. Deputies discovered that several animals died, they arrested 66 year old Gail Kutler of Walton for 5 counts of aggravated cruelty to animals & 60 counts of animal cruelty. Kutler was taken to the Delaware County Correctional Facility where she was held for arraignment, she is scheduled to appear at a later date in the Town of Walton Court.

State Police executed a search warrant in the town of Springfield for possible animal neglect. The investigation resulted in the removal of over 2-dozen animals. 8 dogs, 13 cats and 1 turtle were in need of immediate medical care and were turned over to the care of the Susquehanna SPCA. State Police were assisted by the Otsego County Emergency Services and the DEC, The investigation is on-going, charges are likely.

State Police arrested 24 Year Old Fiona Taylor of Norwich & 47 year old Lauren McKinley of Norwich in connection with a case of animal neglect in Chenango County last month. On January 22nd, 56 animals were removed from a property on Mudge King Road in the town of North Norwich. During the execution of a search warrant, 30 horses, a pig, 7 sheep, 4 goats, 4 chickens, 7 dogs and 3 cats were in need of immediate care and were transported to various local animal rescue locations, 12 dead animals were observed on the property that included horses, goats, pigs and chickens. Taylor & McKinley have been charged with 16 counts of Aggravated Cruelty to Animals and 65 counts of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance Both women were issued appearance tickets and are scheduled to appear at the North Norwich Town Court on February 26th.

State Police arrested 73 year old Patricia Crossman of Greene, for 21 counts of the Agriculture and Markets Law for Overdriving, torturing and injuring animals & failure to provide proper sustenance. The arrest stems from an investigation where the State Police and the Susquehanna SPCA removed 21 cats from a property, On November 12, Investigators were advised of a possible animal cruelty case on State Route 206 in the town of Coventry, Investigators determined that the cats were living in deplorable conditions within the home and in surrounding buildings on the property. The cats were removed on November 13 and will be receiving further medical care from the Susquehanna SPCA. Crossman was issued appearance tickets and is scheduled to appear in the Coventry Town Court on December 18, 2024.

The Otsego County Department of Health reports that a bat tested positive for rabies in the town of Oneonta, 1 person was exposed and started rabies post exposure vaccinations. All dogs, cats, and ferrets must be vaccinated for rabies, Unvaccinated pets in contact with wildlife that is suspected or confirmed to be rabid must be either euthanized or strictly quarantined at owner’s expense for 6 months. State Police will continue in a special traffic enforcement initiative to crack down on unsafe driving behaviors during the upcoming Thanksgiving holiday through Sunday, December 1, 2024. State Police will supplement regular patrols statewide, including fixed sobriety checkpoints, which targets distracted drivers by utilizing Concealed patrol vehicles to better locate drivers talking or texting on handheld devices. Elevated traffic volumes are expected, and wintry weather is expected to impact portions of the state, including in the Catskills & North Country.
