Several Area Fire departments responded to a fire at 72 chapel street in Windsor at about 6:20 this morning. Fire Fighters from Windsor, Sanitaria Springs, Harpursville, West Colesville, Susquehanna Pennsylvania responded to the scene. WCDO will have more details as they become available.
Broome County Sheriff’s Deputies responded Friday to a report of a domestic incident in the Town of Barker. The victim reported that she had met 31 year old Ryan Storm of Endwell, 2 days prior on Snapchat. Storm began repeatedly calling her and sending threatening text messages, he then allegedly broke into her house to retrieve a personal possession & he threatened to rape her. Storm was charged with Burglary, Criminal Mischief & Harassment, he was arraigned, released & is due back in Town of Barker Court at a later date, an Order of Protection was issued on behalf of the victim.
Governor Hochul announced that temporary lane closures for road and bridge construction projects on State highways will be suspended from 6:00 AM Saturday, July 1 to 6:00 AM on Wednesday, July 5, to ease travel throughout the July 4th holiday weekend. Motorists should be aware that some work may continue behind permanent concrete barriers or for emergency repairs. AAA predicts record breaking traffic volumes over the holiday weekend, an increase of 2.4% over 2022.
Catholic Charities in Sidney is offering schools supplies & backpacks to local children in need, Spokesperson Penny McKnight explains:

The New York City Department of Environmental Protection announced a schedule change for planned work on the Delaware Aqueduct, with the project now scheduled to start in October of 2024. The project calls for shutting down a portion of the aqueduct in order to attach a bypass tunnel under the Hudson River, it was scheduled to begin in October of this year and last up to eight months. The shift in schedule was necessary to allow for additional pumps, as well as related drainage infrastructure and electrical support, to be installed to keep the construction zone dry and ensure worker safety during the repair of decades-old leaks.
The Greater Oneonta Historical Society and the Oneonta Job Corps Academy will unveil a historical marker for Homer Folks Tuberculosis Hospital at the corner of West Street and Homer Folks Drive this morning, This yellow and blue marker recognizes the former state hospital that treated hundreds of TB patients between 1935 and 1973. The hospital grounds are now occupied primarily by the Oneonta Job Corps Academy campus, along with several other entities.
The Chenango County Historical Society will hold their annual Summer Barn Party fundraiser, tonight from 6:00 to 8:30 PM 41 Rexford Street in Norwich. More information is available at (607) 334-9227.

Broome County Sheriff's Fred Akshar held a press conference this afternoon into the deaths of 2 people at Village Manor Apartments on Gary Street in Windsor. Sheriff Akshar said that this was a murder & suicide, the deceased have been identified 53 year old Kent Johnson of Windsor and his former girlfriend, 47 year old Tess Savage of Binghamton. Investigators have determined that Savage went to Johnson's apartment, even though she had an order of protection against him, she died of strangulation, a few hours later, Johnson killed himself with a gun.
Norwich City Police Department responded to 90 East Main Street Monday afternoon following a complaint of Gunshots from a tenant at that location. Norwich Police Officers arrested Sean Frear for criminal possession of a weapon, reckless endangerment & criminal mischief, Police stated that Frear was under the influence of methamphetamine when he discharged a 12-gauge shotgun into the apartment below him, he was arraigned & was being held on $5,000 cash bail pending future court action.
The Broome County Special Investigations Unit arrested 34 year old Carnel McCarden of Johnson City, police stated that McCarden dove through a glass window at 57 Miriam Street Tuesday to elude police investigators. McCarden was armed with 2 handguns, he was injured by broken glass, police searched the residence They Seized crystal methamphetamine and drug paraphernalia. McCarden was charged with 3 counts of criminal possession of a weapon, 2 counts of criminal possession of a controlled substance, criminal possession of stolen property and obstructing governmental administration, McCarden was arraigned and sent to Broome County Jail.
The Delaware County District Attorney's Office announced that 28 year old Paris Belton of Patersonville pleaded guilty to DWI In Masonville Town Court. Belton was charged after crashing his vehicle on State Route 8 on March 5th, Sidney Police & State Police responded, Belton had his licensed revoked, was ordered to attend a drug & alcohol evaluation, & must comply with recommendations, Belton was also charged $900 in fees & fines, and he must install an interlock device on all of his vehicles.

Firefighters from Laurens, Hartwick, Milford, West Oneonta, Morris & Oneonta have responded, The fire was called in an occupant, who reported that all other occupants escaped without injuries. Delaware County District Attorney's office announced that 52 year old Robin Reese of Bainbridge pleaded guilty to 2 counts of Driving While Intoxicated, in the Village of Delhi on 2 separate occasions. Reese admitted that she had a previous DWI conviction within the prior 10 years, which resulted in these charges being felonies, she was sentenced to 2 separate terms of 5-year felony probation supervision, she was also sentenced to Adult Treatment Court, she must undergo a drug and alcohol evaluation, and successfully comply with any treatment recommendations. Reese's license was revoked, and the Court imposed fines and surcharges in the amount of $4,140.00.
Broome County Sheriff's Office will hold the 1st of 4 Public Safety Town Halls, Today’s meeting at the Town of Chenango Town Hall from 6:00 to 7:30 PM. Sheriff Akshar, Undersheriff Davis and members of the Sheriff's Office team will be present to discuss issues, answer questions. The Town of Chenango Town Hall is located at 1529 State Route 12, Binghamton.
State police and local law enforcement will be stepping up patrols and targeting drug-impaired driving during an enforcement and prevention campaign on April 20, due to marijuana-oriented celebrations that take place annually on April 20. The State Police, Department of Motor Vehicles and the Governor's Traffic Safety Committee remind motorists that driving under the influence of drugs and alcohol, including cannabis, is not only dangerous, it is illegal in New York State.
Cornell Cooperative Extension sponsors the Walton Farmers’ Market and would like to expand the number of produce vendors this year. Former Broome County Executive Assistant in the Broome County DA's Office, James Worhach, pleaded guilty to felony Grand Larceny In Broome County Court this week. Worhach admitted to stealing more than $1,000 from Broome County to pay for unauthorized parking for himself and former District Attorney Stephen Cornwell, in a commercial parking lot from 2016-2019. Previously, Worhach pleaded guilty to Criminal Possession of Stolen Property for working to cover up a felony DWI arrest of Cornwell in 1995, by wiping it out of the DA computer system. Worhach will be sentenced on March 7th, he faces up to 4 years in prison, and the prosecution will seek $5,455 in restitution.
Delaware County Sheriff’s Deputies noticed a disabled tractor trailer on State Highway 17 on January 20th, Upon making contact with the driver, 34 year old Jeiron Vallejo of Bronx, was found to be operating the tractor trailer with a suspended registration & without insurance. Deputies charged Vallejo with Operating a Motor Vehicle while Registration is Suspended, he was released on an appearance ticket to the Colchester Town Court at a later date.
Sidney Federal Credit Union has partnered with the National Forest Foundation to plant a tree for every new member and business account enrolled at the credit union in 2023, spokesman Andrew Smith explains:

State Senator Peter Oberacker Supported the Senate approval of legislation to help increase safety for limousine passengers. The comprehensive package of bills follows recommendations advanced by the Stretch Limousine Passenger Safety Task Force:

The task force was created as a direct result of the deadly crash in the Town of Schoharie in Ocotber of 2018 where 20 people died, the legislation passed by the state senate must still be approved by the state assembly and signed by the governor to take effect.
Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 206 in the Town of Walton Saturday Night, the vehicle had failed to maintain operation within its designated lane of travel, by crossing over the center roadway markings multiple times. Deputies identified the driver of the vehicle as 22-year-old Paul Akinware of New York, A check of Akinware’s driver’s license revealed that his driving privileges were suspended in the State of New York. Deputies subsequently arrested Akinware For Aggravated Unlicensed Operation of a Motor Vehicle, Failing to Turn in License to DMV, Unlicensed Operator, Moving from lane unsafely and No/Inadequate Lights, Akinware was released and is scheduled to appear in the Town of Walton Court at a later date.
State Comptroller Tom DiNapoli oversees more than 46 million unclaimed funds accounts valued at $17.5 billion. In February, staff from the Comptroller’s office will attend community events to help residents search for lost and forgotten money that is owed to them, New Yorkers can also check at ouf.osc.state.ny.us or by calling 1-800-221-9311.

Governor Kathy Hochul will present the Executive Budget Proposal at the Capitol at 12:00 Noon today. The budget will be turned over to the legislature for consideration ,they have until April 1st to get it passed.
State Attorney General's Office of Special Investigation released its report on the death of Paul Weeden in Walton. On October 4th 2021, Weeden called 911 and said he was going to hurt himself & needed a police officer sent to 14 Griswold Street, A Walton Police Officer responded who requested back up from the Delaware County Sheriff's Office, a deputy met the Walton officer at Weeden's residence. Weeden called the officer to come inside, he was covered by a blanket, and asked the officer to come closer. The officer asked Weeden to take his hands out from under the blanket, Weeden was holding a gun, the officer retreated out the front door, urging Weeden to drop the weapon, Weeden moved to the front door with his gun pointed at the officer, and the officer fired his service weapon, Weeden fell, but then raised the gun, and the officer fired again. Weeden was pronounced dead at the scene. Officers recovered a pellet gun at the scene, there were no markings on The gun that distinguished it from a firearm. The Attorney General's Office determined that criminal charges could not be pursued against the officer.
Deposit Fire Department responded on Saturday to a fatal fire on Lumber Road in the town of Deposit. The fire started around 4 pm. and the house was deemed a total loss, the name of the victim has not been released pending family notification. The cause of the fire is still under investigation. Firefighters from Afton, Hancock, Harpursville, Masonville, and West Windsor fire departments responded.
The largest open-access electric vehicle fast charging hub in the Southern Tier region is open, as the New York Power Authority developed the 16-charger site at Hancock Town Hall in Delaware County in partnership with Tesla along Route 17. The site includes 8 universal charging ports installed by the Power Authority and 8 Supercharger ports by Tesla for its EVs.

State Police responded to a crash Monday involving a pedestrian in town of Sherburne. Police reported that a vehicle was traveling west on State Highway 80 when a pedestrian who was standing in the roadway and wearing dark clothing was struck. The pedestrian has been identified as 30 year old Megan Mikalunas of North Norwich, she was pronounced deceased on scene. A preliminary investigation revealed that a tractor trailer and a van were both traveling south on State Route 8. The driver of the tractor trailer was making a right turn when the van struck the rear of the tractor trailer. A female passenger in the van, from Rome, was killed, the male driver from Lee Center, was airlifted to Upstate Medical Hospital in Syracuse. The unidentified driver of the tractor trailer was not injured. The crash remains under investigation.

In the month of November, members from the State Police at Troop "C" removed 61 impaired drivers off the roadways. 1 of those impaired drivers also had a child under the age of 15 in the vehicle with them, 14 of the drivers were more than double the legal limit, 5 drivers had been previously convicted of DWI in the last 10 years, 11 of those drivers were under the influence of drugs

With residential energy costs expected to rise nationwide this winter, U.S. Senator Kirsten Gillibrand is calling for emergency supplemental funding for the Low Income Home Energy Assistance Program or "LIHEAP":

Senator Gillibrand said that over 1 million New York households get LIHEAP support to heat their homes, but additional funding is needed with the rising prices. Gillibrand said she favors the idea for the state to go back to a program where families that received help through SNAP, would automatically get LIHEAP assistance, without extra paperwork or bureaucracy.
Firefighters from Windsor, West Windsor, Five Mile Point and Kirkwood responded to a structure fire at 24 Riley Road this morning just before 6:00 AM. 1 occupant safely escaped the fire, the investigation into the cause of the fire is underway.
Governor Kathy Hochul today announced nearly $7.9 million is being awarded through the Climate Resilient Farming Grant Program to help over 70 farms across the state reduce their environmental footprints and prepare for extreme weather events related to climate change. Locally, in the Southern Tier, a Total Award, of more than $693,000 will distributed, the Delaware Soil & Water Conservation District was awarded $159,160 to assist three farms.
State Police will be participating in the Law Enforcement Torch Run for the Special Olympics, starting tomorrow. The mission of the Law Enforcement Torch Run is to raise awareness and funds for the Special Olympics movement. The Otsego County Sheriff's Office is continuing with an investigation into animal cruelty at a farm in the town of Butternuts earlier this week. State Police arrested 56 year old Francesco Carotenuto of Schenevus for 1st degree rape, he was previously arrested on charges for Promoting Sexual Performance by a Child and Possessing Sexual Performance by a Child on September 8, 2022. After a further investigation, Investigators learned that Carotenuto forcibly engaged in sexual intercourse with a victim several years ago. Carotenuto was in jail for the previous charges, he was processed and returned to jail.

State Police responded Friday to State Route 17 west to a crash involving several vehicles. In the 1st crash, vehicles were stopped on State Route 17 due to a construction barrel in the road, a vehicle was unable to stop and struck the rear of a vehicle, causing 2 vehicles to spin, 1 of them hit the guide rail, the other vehicle, struck a different vehicle and pushed it into 1 of the original vehicles. 2 drivers were taken to Wilson Hospital with non-life-threatening injuries, 2 other drivers were injured, & were treated at the scene.
The Chenango County Weekly Wastewater Surveillance Data Report showed an increase in COVID 19 levels over the past 2 weeks, which changes the county's detection level to "HIGH". The Otsego County Sheriff's Office arrested 32 year old Emily Wood of Morris for Aggravated Harassment, following a complaint in the Town of Morris. Wood is accused of sending threatening and unwanted text messages to the victim. The defendant is set to appear in the Town of Morris Court at a later date.
Broome County Sheriff’s Deputy responded to a 2-car accident on I-86 in the Town of Windsor. During the investigation, 39 year old Michael Morgan of Queens, failed a field sobriety test & was charged with operating a motor vehicle while impaired by drugs. Morgan was processed and released on tickets returnable to the Town of Windsor Court.

Firefighters from Bainbridge, Guilford, Mount Upton, Masonville, Coventry, Franklin, Trout Creek, Afton and Sidney all responded to a structure fire at the Auto Plus Store at 4 Front Street Monday Night at about 9:00 PM. Investigators are trying to determine how the fire started, the store was closed when the fire broke out, no injuries among fire fighters were reported.
The fire at the Minnewaska State Park Preserve was contained on Sunday, according to the Governor's office. The State DEC Forest Rangers are leading the incident response in cooperation with the Office of Parks, Recreation and Historic Preservation, Division of Homeland Security and Emergency Services, State Police and many other State and local partners. Response actions in the area will continue in the coming days with a smaller force of state and local experts as fire control efforts advance. More than 200 firefighters, bulldozer operators, pilots, and other professional staff and volunteers have been working to contain the fire.
The Town of Guilford announced that a repair to the water tank will begin today for customers of the Mt. Upton Water District. The repairs are expected to take 1 week to complete, back up tanks are in place & no disruption of service is anticipated, but water conservation measures are encouraged., more information is available at 607-895-9966.

In Otsego County, only 80.4% of 2 year olds are recorded as having the recommended doses of polio vaccine, locally, Delaware County has a vaccination rate of 89.4%, and Schoharie County 88.8%. So far, 8 polio cases are being investigated in Rockland, Sullivan and Orange Counties.

The Deposit Fire Department and Eastern Broome Emergency Services responded to a house fire in the Town of Sanford, Oquaga Lake Road was closed between Old Route 17 and Hanson Road. No injuries were reported, the structure sustained significant fire damage. Mutual aid was provided by fire fighters from Windsor, West Windsor, Harpursville, Ouaquaga and Afton.
Agriculture in New York state paid close to $1 billion in wages and produced roughly $3.3 billion in gross domestic product in 2021, according to a report by New York State Comptroller Thomas P. DiNapoli. The sector has proved to be among the most resilient during the COVID-19 pandemic, losing just 1% of jobs in 2020 compared to the statewide annual employment loss of 8.7%. Broome County District Attorney Mike Korchak announced that 32 year old Amanda Hoyt of Binghamton, pleaded guilty to the felony offense of Attempted Burglary in the Second Degree. In January, Hoyt illegally entered a St. Charles Street apartment in the Village of Johnson City and struck the resident in the arm with a hammer causing injury. Hoyt is a Second Violent Felony Offender and will be sentenced to 5 years in state prison on November 15th.
Delaware County Sheriff’s Deputies responded to a Fight-in-Progress Complaint in the Hamlet of Arkville on July 16th. Rolland Billadeau of Shandaken allegedly pushed and struck the victim, Billadeau was located on August 21st and was served with a criminal summons on the charge of Harassment in the Second Degree. Billadeau is scheduled to appear before the Town of Middletown Court at a later date to answer for the charge. Sheriff’s Deputies were assisted by members of the New York State Police.
The U.S. Department of Agriculture’s Food Safety and Inspection Service issued a public health alert for Perdue’s frozen ready-to-eat chicken breast tenders “gluten free”, They may be contaminated with small pieces of clear plastic and blue dye. The National weather Service issued a Winter Storm Warning in effect overnight tonight into Saturday evening.
The Broome County District Attorney Mike Korchak announced that Scott Mawhiney of Deposit filed an application in State Supreme Court requesting bail while he appeals his recent conviction in Broome County Court. Mawhiney was found guilty for attempted murder of a police officer & was sentenced to 30 years in prison, for shooting State Trooper Ryan Thorp in June of 2021, after Trooper Thorp responded to the report of a domestic dispute. The motion was argued before New York State Supreme Court Judge, who denied Mawhiney’s request. Mawhiney will remain in prison.
Several Fire Departments responded to the report of a fire at the Town of Windsor barn Thursday afternoon. The investigation revealed that the fire started in the bay area of a garage, with fire damage to the entire garage itself with most of the damage occurring in the bay area. Windsor, West Windsor, Harpursville, West Colesville, 5 Mile Point, Deposit fire departments responded, no injuries were reported.
As New Yorkers prepare to set their clocks forward one hour on Sunday, for Daylight Saving Time, the Firefighters Association of the State of New York is urging everyone to check their smoke alarms and carbon monoxide detectors. New York State currently leads the nation in home fire deaths in 2022, with 51 deaths & the the Firefighters Association reminds people to Test alarms at least once a month, If you have an alarm with a removable battery, be sure to check the batteries every six months, and change the batteries every year. The Chenango County Sheriff's Office announced Modified visitation procedures for inmate visitation beginning on Saturday, March 12th. Visitors are encouraged to make an appointment for visitation by calling 607-337-1967, Monday through Friday during normal lobby hours. Visitation will be on Saturdays and Sundays ONLY, 2 visitors will be allowed per inmate, for 1 hour. All visitors and inmates will be required to wear a face mask in the facility.

Sidney Police Department responded to a domestic dispute Tuesday, police arrested 38 year old Roberto Rincon of Sidney for Criminal obstruction of breathing or blood circulation, Rincon was arraigned in Village of Sidney Court where he was released on his own recognizance to appear back in court at a later date.
Late Wednesday Night into early Thursday Morning, State Troopers and members from the State DOT assisted with the closure of State Route 17 west between exits 67 and 66 to remove a large piece of machinery. Back on February 25th, a tractor trailer, which was not permitted properly, was pulling a large piece of machinery when it suffered a mechanical failure during transport. The weight of the machinery was too heavy to move and a crane from Rogers Industrial & Crane Specialists was brought in to move the load off the first trailer and onto another properly permitted trailer.

Deputies determined that Wenk was operating a motor vehicle while intoxicated, he is charged with aggravated DWI & Wenk will appear in the Tompkins Town Court on a later date.

His kayak was located but he did not resurface. The incident remains under investigation. THE PROPOSAL INCLUDES AN ANNUAL $5 FEE FOR COUNTY RESIDENTS WITH VEHICLES WEIGHING 35 HUNDRED POUNDS OR LESS AND A $10 FEE FOR HEAVIER VEHICLES. THE COUNTY BOARD ESTIMATES THE ADDITIONAL FEE WILL GENERATE NEARLY 300 THOUSAND DOLLARS EACH YEAR.
