State Police & local law enforcement agencies, will increase patrols to crack down on drunk and drugged driving and other traffic infractions this 4th of July weekend. Troopers will conduct sobriety checkpoints, along with speeding and seat belt enforcement details, & they will also be looking for distracted motorists using their phones and other electronic devices while behind the wheel. Drivers should also remember to “move over” for stopped emergency and hazard vehicles stopped on the side of the road. State Police will also be targeting the illegal sale of alcohol to minors during the enforcement period from Saturday through midnight Tuesday, July 4th
Governor Cuomo announced that lane closures for road and bridge construction projects on New York highways will be suspended TODAY until 6:00 AM on Wednesday, July 5th, in order to accommodate travelers during the busy Independence Day holiday weekend. Some work may continue behind permanent concrete barriers or for emergency repairs.
The Delaware County Public Works Committee will host a public presentation on the proposed rebuild and relocation of the county highway garage. The Meeting will be held on July 12 at 7:00 PM at Delaware Academy in Delhi.
Governor Cuomo signed a bill Thursday, which prohibits low-level sex offenders from becoming drivers for ride-hailing companies Uber and Lyft. The state's law allowing ride-sharing took effect Thursday, it initially blocked Level 2 and 3 sex offenders from driving for the companies, which allow passengers to summon drivers using smartphone apps. Earlier this month, the state legislature voted to expand the law to also block Level 1 Sex Offenders.

The State Court of Appeals reversed a decision today, that would have granted convicted murderer Ganesh Ramsaran of New Berlin a new trial, The Court of Appeals sent the case back to the appellate division to re-examine the Ramsaran trial in Chenango County Court, Ramsaran was found guilty in September 2014 of killing his wife, Jennifer in 2012, last July, a state appellate court ruled that Ramsaran should get a new trial due to ineffective defense regarding DNA evidence
Sidney, Unadilla & Masonville fire fighters responded to a fire at 80 Main Street in Sidney today at about 2:45 PM, in the basement of Ermeti’s Community Lounge. Sidney Fire Department Assistant Fire Chief Ray Baker told WCDO News that the fire appears to have started in a dryer, & it was under control in about 30 minutes.
Delaware County Sheriff’s Deputies arrested 20-year-old Rumeal Soler of Davenport, on a Bench Warrant from the Town of Oneonta Court for Failure to Pay Fines. The arrest came as the result of an investigation into a two-car motor vehicle accident in which Soler was one of the drivers. Soler had an active warrant for his arrest; he was taken into custody and turned over to the Oneonta Police Department for arraignment.
40-year-old David Burton of Johnson City was found guilty today in Broome County Court on murder & arson charges. Burton was found guilty of starting a fire at an ex-girlfriends residence in October 2015 in Johnson City, the fire Killed the Ex-Girlfriend's 2 sons, 3 year old Michael Maxwell & 4 year old Joshua Maxwell, and injured 2 others. Burton will be sentenced on September 14th.
Ride Sharing services began in New York State today, after Uber & Lyft paid to begin operating in the state. The ride sharing services were only allowed in New York City, until legislation was passed this year, allowing for it to expand into all 62 New York Counties. An app must be downloaded in order to order a ride, which will be available anywhere in the state where drivers have signed up to participate.
Commerce Chenango is accepting applications for Entrepreneur of the Year and Business of the Year. These awards will be presented at the Chamber's Soiree in the Park on Thursday, September 14th in East Park, Downtown Norwich. The form with criteria can be found at files.constantcontact.com.
State Lawmakers have reportedly reached a deal to name the new Tappan Zee Bridge after the late Governor Mario Cuomo. A new bridge is currently being built to replace the old span over the Hudson River, which was originally named after Governor Malcolm Wilson, who served as Governor in the 70's.
The Chenango Arts Council Board of Directors have officially appointed Alecia O'Neill the Council’s new executive director, she told WCDO News that they have a full slate of activities planned already:

Former Area Congressman Maurice Hinchey is suffering from a degenerative disorder that is adversely affecting his speech & movement. The 78-year-old former lawmaker is suffering from Frontotemporal Degeneration; he served for 18 years in the State Assembly & 20 years in the US House of Representatives from 1992 to 2012.
Congresswoman Claudia Tenney announced the first "Coffee With Claudia" event, to be held on July 15th from 11:00 AM to 1:00 PM, at her Binghamton Office. Tenney's office said that there would be a series of small groups meeting with Tenney, on a first come, first serve basis, appointments are requested at 315-732-7013. Tenney decided against Town Hall Meeting in the 22nd district earlier this year, following a series of contentious meeting with constituents by other Republican Congressional Members, and a series of threats against Tenney, that were turned over to Capital Police to investigate.
Delaware County Sheriff’s Deputies were dispatched Tuesday Morning to West Front Street in the Village of Hancock for a property damage accident involving a camp bus and tractor trailer. The bus was driven by 78 year old Richard Weaver of Bethany, Pennsylvania, struck the rear end of a tractor trailer driven by 47 year old Shawn Smith of California. The camp bus had discharged all of its passengers just prior to the accident, Weaver was issued traffic summonses for following too closely, failure to keep right and failure to have a US DOT number and failure to display the carrier’s name on the bus. Both drivers also face administrative action against their commercial driver’s licenses as a result of safety and log book deficiencies.

Ridesharing companies like Uber and Lyft will be able to start offering rides statewide beginning on June 29, in time for the 4th of July Holiday. The State Senate legislature passed a bill this year to allow for ride-sharing in the Upstate communities, but it did not allow it to start until July 9th. The new bill allows for ridesharing to begin in time for the possible Lucrative July 4th holiday.
In conjunction with the Governors Traffic Safety Committee, The Delaware County Sheriff’s Office participated in the statewide, zero tolerance Click It or Ticket Seatbelt Campaign from May 22nd, to June 4th, with 3 highway checkpoints & dedicated patrols. National seatbelt usage in 2016 reached 90% for the 1st time. Delaware County Deputies issued 123 traffic tickets during the 2 week period, with 72 of those tickets being issued during the grant funded “Click It or Ticket” activities.
Governor Andrew Cuomo announced a "Clean Energy for Agriculture Task Force" plan to help New York farmers cut energy costs and utilize clean energy. Recent Studies show that nearly 36,000 farms account for 3% of the State's greenhouse gas emissions and 25% of NY's land use, the plan aims to reduce the emissions by 40% by year 2030,

The site of the 1969 Woodstock Music and Art Fair, The Bethel Woods Center for the Arts, has officially been placed on the State and National Register of Historic Places. The National Register is a program of the National Park Service and U.S. Department of the Interior, which recognizes the significance of buildings, structures and sites throughout the country. In August 1969, more than 400,000 people traveled to Max Yasgur's dairy farm for the now-famous three-day music festival, featuring some of the most iconic musicians of all-time. Currently, The Bethel Woods Center for the Arts is located at the Woodstock site.
The Chenango County Sheriff’s Office is now taking applications for Sheriff’s Camp 2017. The camp program runs Monday mornings though Thursday afternoons and is for youths 9 years to 12 years old. Sheriff's Office Staff put on demonstrations on drugs, canines, gun safety, horse & buggy rides, boating safety and scuba diving. The State Senate passed of a package of bills to reduce mandated costs and other expenses that drive up local taxes for municipalities and school districts. Included in the package is a bill sponsored by Senator Jim Seward, to change the requirement for school districts to conduct internal audit risk assessments from annually to biennially. The package of bills was sent to the Assembly.
The operators of New York State’s power grid expect electricity demand to be manageable. The New York Independent System Operator reported that electricity supplies are expected to be adequate, with enough resources to meet any peak demand this summer, even during heat waves where air conditioner usage peaks. Operators forecast that peak demand will be over 33,000 Megawatts, slightly above last years peak.
Governor Cuomo announced $1.5 billion dollars for renewable energy projects such as wind, solar, hydroelectric & fuel cells, to advance the state’s goal of achieving 50% of electricity from renewable by 2030. The investment is expected to produce over 40,000 jobs in the coming years.

State Police arrested 27-year-old Denzil Kelly of Binghamton, for Identity Theft, Criminal Impersonation, Aggravated Unlicensed Operation, & Operating a Motor Vehicle without an Interlock Device. Kelly had been driving a vehicle and was stopped for speeding on Place Road in the Town of Windsor in January. During this traffic stop, he is accused of impersonating another person to keep from being arrested. Kelly was driving with a suspended license and his vehicle did not have a court ordered ignition interlock device installed. Kelly was arraigned in the Town of Windsor Court and was remanded to the Broome County Jail on $1,000 cash bail or $2,000 bond.
Governor Cuomo launched the 2nd round of "NaturalizeNY" which is a public-private partnership to encourage eligible immigrants in New York State with becoming U.S. citizens. The initiative provides free eligibility screenings, application assistance, naturalization exam preparation, and for Round 2, a lottery for up to 1,500 vouchers for low-income citizenship-eligible immigrants. Nearly 960 immigrant New Yorkers registered for the initial round of the randomized lottery in 2016, registration is available at www.NaturalizeNY.org.
State Comptroller Tom DiNapoli reported that state tax collections were down 13.1% in the first month of the new fiscal year, compared to the same period in 2016. New York collected 7.1 Billion dollars in April, which was 1.1 Billion dollars lower than April 2016 due to a decline in personal income tax collections.

Attorney General Eric Schneiderman is leading a coalition of 6 state Attorneys General, they are urging the Trump Administration to immediately close a loophole that allows highly flammable, highly explosive crude oil to be shipped by rail through communities in New York and across the country. The trains are responsible for several rail accidents in recent years, including the 2013 explosion in Quebec that killed 47 people; in New York alone, these trains cover roughly 700 miles of the state.
The Delaware County Firefighters Association is conducting their annual fund drive; they are looking to raise money for upgrades at the Charles Cook Fire Training Center in Hamden. Checks can be sent to the Delaware County Firefighters Association at 280 Phoebe Lane, Suite 3, Delhi 13753.

The corruption conviction of late State Senator Tom Libous of Binghamton has been vacated. Yesterday, the U.S. Second Circuit court ruled in the appeal of Libous & the corruption conviction was vacated and the fine was ordered returned. Libous was convicted in 2015 of lying to the FBI for allegedly using his political influence to get his son a job with a Westchester County law firm. In October 2015, Libous was sentenced to 6 months house arrest and a $50,000 fine, an appeal was filed in November 2015, and Libous died in May 2016 after a long battle with cancer.
State Lawmakers will return to work in Albany on June 5th, with many bills to be considered before the end of this year's session in Late June. Lawmakers will consider a bill to raise the age of marriage from 14 to 17; also, Governor Cuomo is expected to sign a measure to allow for the start of Ride Sharing services like Uber & Lyft to start in late June, rather than on July 9th.

The American Cancer Society announced that the recent Tri-Town Relay For Life was forced to closed early due to inclement weather back on May 6th. The luminaria & closing ceremonies have been rescheduled as a separate event, to be held tonight at General Clinton Park in Bainbridge. The event will run from 6:00 to 9:30 PM.

Area HazMat teams were called to 54 South Street in Walton this morning, for a reported gas leak at the Waste-water treatment plant. State Route 10 was closed from the village of Walton to the Beerston area, and there were some evacuations. WCDO NEWS will have more details as they become available.
New York State is now accepting applications from companies interested in testing or demonstrating autonomous vehicles on public roads. New legislation allows for testing autonomous technology through a year-long pilot program. Applications for testing may be submitted by manufacturers, all vehicles will also have to comply with federal safety standards as well as State inspection standards, and a person holding a valid driver license must be present in the driver's seat at all times while it is operated on public highways. Testing results must be sent to the Commissioner of Motor Vehicles no later than March 1, 2018. The law permitting demonstrations will expire April 1, 2018.
State Attorney General Eric Schneiderman announced settlements with 6 ticket brokers that illegally purchased and resold hundreds of thousands of tickets in New York State since 2011, including on popular ticket resale platforms like StubHub and Vivid Seats. 5 of the companies violated New York’s ticket laws by using illegal ticket “bots” to purchase large numbers of tickets on websites such as Ticketmaster.com before the tickets could be obtained by consumers, then resold them at a large profit. The settlements require the six companies to pay a combined total of $4.19 million in penalties, a separate settlement was reached with Componica of Iowa, that developed software libraries used by ticket bots to try to get around security tests used by ticket selling websites.
State Senator Jim Seward announced that he has signed on as the co-prime sponsor of legislation to fast track the start of ridesharing services in New York State. The bill would allow transportation network companies to begin operating in time for the Fourth of July holiday weekend. Ridesharing regulations were included in the recently adopted state budget, but the law allowed Uber & Lyft to begin operating on July 9th. The new legislation would allow ride sharing to start on June 29th.
The Chenango United Way is doing their annual '2017 Annual Personal Hygiene Collection' throughout the end of the month of May. New York State's tourism industry set new records for total number of visitors, economic impact and direct spending in 2016. a record 239 million visitors traveled to New York State, generating an economic impact of $104.8 billion, visitors generated an all-time high $64.8 billion in direct spending.
The Town of Unadilla Highway Department announced that they would have their Spring Clean Up on Thursday May 18th this year, from 6:30 AM to 4:00 PM. State Police arrested 69-year-old Leroy Bigelow of Little Falls, for Criminal Sexual Act, 2 counts of Sexual Abuse and 2 counts of Endangering the Welfare of a Child. Bigelow is accused of having sexual contact with 2 different victims less than 11 years old while in the Town of Guilford. Bigelow was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail on $50,000 cash bail.
Animal Adventure Park announced that they will delay their opening day due to the weekend storm. The park had planned to open the gates on Saturday morning at 10:00 AM; the opening has been postponed to Monday, at 10:00 AM. Due to the weather, a number of species would be off exhibit and indoors for their safety if the opening occurred on Saturday. Animal Adventure Park recently became an international known park as the live stream of April The Giraffe giving birth was watched by Million worldwide.
During Trauma Awareness Month in May, the American Red Cross urges eligible donors to help ensure that blood is available for patients with traumatic injuries and other serious medical needs by donating blood. Ernest & Heather Franklin of Guilford will be arraigned in Chenango County Court on Friday, they were indicted by a Chenango County Grand jury last week on charges of 2nd degree murder, arson & tampering with physical evidence. The couple is accused of murdering their 16-year-old son Jeffrey & setting fire to the family residence to cover up the murder on march 1st. Both are being held in the Chenango county jail pending Friday’s court action
Free college tuition or tuition assistance, upstate expansions for Uber & Lyft ride sharing services & juvenile justice reforms are among some of this year’s top issues as lawmakers negotiate the state budget, with the deadline fast approaching, Assemblyman Pete Lopez comments:

Lopez said that there were 3 different sets of numbers for state aid to school districts from the Governor, the assembly & the state senate, for the education portion of the budget, with is one of the largest portions of the state budget each year.
The State Unemployment rate dropped 2 tenths to 4.4% in February, according to the State Labor Department. Local Unemployment rates were higher, with Chenango County at 6.3%, Delaware County at 6.6% and Otsego County at 6% in February.
Otsego Now and State Senator Jim Seward have filed a Memorandum of Understanding along with entities from 9 counties today, calling on NYSEG to address energy infrastructure deficiencies. Seward stated that when prospective employers look to relocate, reliable energy infrastructure is near the top of their list, & NYSEG's infrastructure has been eroding. Seward and the others are calling on the Public Service Commission to intervene.
Delaware County Sheriff’s Deputies arrested 19-year-old Max Spangenthal of Manhattan Saturday for driving while ability impaired by drugs following a traffic stop in the Village of Delhi. Spangenthal was additionally charged with failure to dim headlights, among other violations, he was released on tickets returnable to Delhi Town Court at a later date.
Governor Cuomo today announced that for the first time in 14 years, the State would increase funding for the maximum Tuition Assistance Program or "TAP" award. With the increase, the State has allocated more than $1 billion for grants and scholarships for New York students who pursue higher education at a public or independent college or university in the State. Last year, TAP served nearly 400,000 students across the State.
The State Office of Community Renewal has announced a $400,000 award to the city of Oneonta under the state HOME program. The city had submitted an application requesting funding to assist low to moderate-income homeowners & occupants to correct deficiencies in their homes. The Village of Sidney crews will be working on a tree removal tomorrow beginning at 8:00 AM. West Main Street from Pearl Street to Concord will be closed for most of the day, motorists are urged to take alternate routes around the work area.


Several Law Enforcement agencies responded to the report of a bomb threat at the Greater Binghamton Airport Monday morning. No Bomb was found in a vehicle parked at the facility, the investigation revealed that the caller suffers from Mental Health issues, & was not taking her medication, she will not be charged. No flights were cancelled & only a few delays were reported.
State Police arrested 24-year-old Melanie Suchy of Oneonta, for Aggravated Driving While Intoxicated with a B.A.C. result of .26%, plus Unlawful Possession of Marijuana and other traffic violations. Troopers responded Saturday to check on a vehicle that was off the roadway on County Road 48 in the Town of Oneonta. Troopers accuse Suchy of driving while highly intoxicated when she attempted to turn her vehicle around and became stuck on a snow bank, she also was found to unlawfully possess a small amount of marijuana. Suchy was issued tickets returnable to the Town of Oneonta Court today.
Investigators arrested 34-year-old Michael Kilmer, of Delhi, for possessing contraband within the Delaware County jail. Kilmer is accused of possessing Marijuana & prescription tablets upon entering the jail Friday on unrelated charges. Kilmer was charged with Promoting Prison Contraband and Criminal Possession of a Controlled Substance, and Unlawful Possession of Marijuana, Kilmer remains incarcerated on the previous charges and will be arraigned on the new charges in the Town of Delhi Court at a later time.

The New York State Department of Health today announced several enhancements to the state’s Medical Marijuana Program that will improve patient access. The measures include authorizing physician assistants to certify patients and adding chronic pain as a qualifying condition. The State Senate & State Assembly passed their budget resolutions this week, paving the way for the conference committees to begin negotiating the differences in the 2 plans next week. Both budget plans call for increases tuition assistance for college students and increasing aid to public school districts and tackling the state's aging water infrastructure issues. Other issues include stopping the practice of prosecuting 16 & 17 year olds as adults in criminal cases, and allowing for Uber & Lyft to begin serving upstate counties.
The IRS will extend deadlines to file business income tax returns for small businesses affected by the recent wind & snowstorms. Senator Chuck Schumer's requested the extension beyond the March 15th, the IRS Agreed to extend it 5 more days to March 20th.
Broome County Sheriff's deputies are looking for 42 year old Nneka Simmons of Endicott, who is wanted on grand larceny and identity theft charges. The American Red Cross is urging all eligible donors throughout the state to give blood following the recent winter storm, which forced 56 regional blood drives to cancel and blood donations centers to shut down, causing about 1,480 donations to go uncollected. Governor Cuomo reminds New Yorkers who need help paying their heating bills to apply to the Home Energy Assistance Program by tomorrow, March 17. Nearly 1.3 million households have already received help heating their homes this winter through the program. Households eligible for HEAP can receive one regular benefit per year, of up to $626, depending on income, household size and heating source. People may apply for online at myBenefits.ny.gov.
Manufacturing in New York State expanded for the 5th straight month in March, but at a slower pace that February, when activity reached the highest level in 2 years. The Federal Reserve Bank in New York reported that the empire state manufacturing index in march stood at 16.4, down from 18.7 last month, the level for new orders was the highest in several years, the level for unfilled orders jumped to the highest levels in about a decade. The increases follow 2 years of mostly flat output.

The Hillcrest Fire Department reported that it was 74-year-old Roberta Bush who died in a trailer fire Sunday night. The fire was reported at around 8:30 PM Sunday at 417 West Service Road, Bush was found in the back portion of the trailer after fire fighters extinguished the blaze.
State police reported that they are investigating the death of Greene County Sheriff’s Deputy say a sheriff's deputy Kevin Haverly on State Route 23 in the town of Ashland. The accident occurred shortly before 6 a.m. This morning, where Deputy Haverly’s patrol vehicle left the roadway and hit a utility pole, He was pronounced dead at the scene.
Governor Cuomo was one of 6 governors who did not attend a governors meeting with President Trump this week, where the President told the governors that federal aid to the states for Medicaid would be cut. Cuomo had a private meeting with trump in New York City on January 18th.
Talks are continuing in Albany among lawmakers to Expand access to ridesharing services like Lyft & Uber into the upstate counties. A number of ridesharing companies have successfully operated in New York City over the last several years; a bill is expected to make it to Governor Cuomo’s desk this year.
Governor Cuomo has proposed the Clean Water Infrastructure Act of 2017, to invest a record $2 billion in critical water infrastructure across New York State. The bill follows reports of tainted water from industrial pollutants in Flint Michigan, and Hoosick Falls New York last year.

New York State is expanding it’s testing of foods & Beverages in an effort to prevent food borne illnesses. The state announced that over 67,000 samples were tested last year, which was up 10% from 2015. State testing resulting in over 300 recalls last year.
