The Broome County Sheriff's Department is searching for a
missing teenager from Port Crane.  15
year old Rebecca Sabrina Cortez left her parent's home in Port Crane last
night; she is described 5', 6" tall weighing between 115-120 pounds and
has dark hair with highlights in it.  She
was last seen wearing light brown pajama pants and a dark blue sweat
shirt.  Anyone with information should
contact the Broome County Sheriff's office at 778-1911, option 1 or the Broome
County Sheriff’s Office tip line at 778-1196.


Delaware County Public Health announced that a raccoon in
the Town of Bovina has tested positive for rabies. The rabid raccoon exposed 1
dog that was not up to date on its rabies vaccinations; Public Health is
working with the dog owner and Town of Bovina officials to implement six-month
quarantine on the dog. The Remaining 2019 rabies clinics in Delaware County are

Governor Cuomo today announced $187 million in funding to
support 25 statewide projects that will protect and transform New York State's
health care system. This funding from the Statewide Health Care Facility
Transformation Program will improve patient care through the development of
high-quality medical facilities and programs serving the inpatient, primary
care, mental health, substance use disorder and long-term care needs of
communities throughout the State.  The
Southern Tier will get 11.5 Million Dollars.


Now that the Woodstock 50 festival has been completely
cancelled, fans who want to commemorate the original festival can still see a
series of concerts at the original Woodstock 1969 site, over the August 16th
through 18th Weekend.  Bethel Woods will
have the Ringo Starr All Star band August 16th, Santana & the Doobie
Brothers on Saturday August 17th, & John Fogerty on August 18th, Santana
& John Fogerty played at the original festival in 1969.  More information is available at

Local law enforcement officers
will take to the rooftops of several Dunkin' restaurants Friday Morning for the
annual "Cops on Top" event in order to raise awareness and funds for
Special Olympics New York. Locally, Law enforcement agencies are participating
Friday morning at the Dunkin Donuts at 117 State Route 7 in Sidney.

Governor Cuomo signed legislation authorizing firefighters
and other emergency medical responders to remove animals in unattended motor
vehicles under conditions that endanger their health or well-being. This
legislation will help reduce wait times when calls are made to 911 that a pet
is in danger, especially in areas and at times when law enforcement or animal
control availability is limited. The bill goes into effect immediately.


19th District Congressman Antonio Delgado will be holding a
town hall meeting today at Awestruck Ciders at 8 Winkler Road in Sidney.  The meeting will be held from 6:30 to 7:30
PM.


State Police continue to search for 32-year-old Brandon
Williams of Endwell, who has not been heard from since March 5th. Williams was
last seen in the area of State Highway 38B and State Route 26 in Maine.  Williams is described as 6'2", 220
pounds with brown hair and brown eyes.

The Sidney Village Planning Board's regularly scheduled
meeting for Today at 6:00 PM has been cancelled.  The next meeting will be held Thursday
September 5, 2019 at 7:00 pm.


The Bainbridge-Guilford Central School will hold a Board of
Education Meeting today in the District Conference Room at the Jr-Sr High
School at 6:30 PM. The business portion of the meeting will start at 7:00 PM.

State Police Were dispatched to break up a fight between 2 men on I-88 when the two turned on the trooper and began attacking him.  Other troopers came to assist and a second trooper sustained injury.   The incident occurred Tuesday afternoon in Worcester; the 2 males have been identified as 65 year old Gary Lubrano & his 34 year old son Michael Lubrano of Cobleskill.   During the physical assault, the trooper sustained injuries to his jaw and lip, back up responded both suspects continued to fail to comply with Police, when a K9 handler arrived and the Police dog bit Gary Lubrano.  The struggle continued & a 2nd trooper was injured, suffering from a broken hand.  Both Lubrano’s were transported to Bassett Hospital, they were treated and released & were charged with assaulting a police officer & resisting arrest, they were arraigned in the town of Otsego Court Michael Lubrano was additionally charged with DWI.  Both were remanded to the Otsego County Jail on $50,000 cash bail or $75,000 property bond.  The injured troopers were transported to local hospitals and released; it is unknown when they will return to duty.


Organizers at the Bethel Woods Center for the Arts announced that plans for a 3-day musical event commemorating the 50th anniversary of the Woodstock festival at that site, have changed.  Plans now call for an Anniversary Week with a series of concerts & events, kicking off on August 15th with a screening of the 1970 documentary “Woodstock”, followed by an August 16th concert headlined by Ringo Starr and his All Starr Band, along with Arlo Guthrie and Edgar Winter.  Santana will headline a show August 17th with The Doobie Brothers. More events will be announced soon.   Another 50th anniversary celebration of the 1969 Woodstock festival will take place August 16th to August 18th Watkins Glen.


The Otsego County Sheriff's Department arrested 53 year
Robert Braun of Otego, following an investigation into 4 separate accidents
from Oneonta to Otego on February 13th.
Braun faces a number of charges including DWI; he faces court action in
both localities shortly.


On Saturday, February 17th, Delaware County Sheriff’s
Deputies arrested 50-year-old Clara Moore of Bainbridge, on a charge of
Aggravated Unlicensed Operation of a Motor Vehicle following a traffic stop on
in the Village of Sidney. Moore was also issued tickets for Unsafe Tire,
Unlicensed Operator, Uninspected Motor Vehicle, and Failure to Notify DMV of
Address Change. Moore was released on an appearance ticket and is scheduled to
return to the Village of Sidney Court at a later date to answer the charges.


Governor Cuomo today announced that $23.6 million in
infrastructure funding has been awarded to support safety enhancements,
modernization of facilities, operational improvements and local business development
at 31 airports statewide. The projects are funded through the Governor's State
Aviation Capital Grant Program initiative, locally, $828,000 will go to upgrade
and modernize the aircraft fuel facility at the Greater Binghamton Regional
Airport in Broome County


Delaware County Sheriff Deputies’ arrested 24 year old
Rebecca Allen of Monticello on an Arrest Warrant issued by the Town of Hancock
Court. Allen was charged with Burglary, Criminal Mischief, Grand Larceny &
Petty Larceny; she is accused of stealing personal property of another person
in an amount exceeding $1,000 in July of 2018.
Allen was arranged in the Town of Hancock Court where she was remanded
to the Delaware County Correctional Facility in lieu of $25,000 cash bail.


The Oneonta Common Council approved of a contract at their
latest meeting with the Wendel consulting group, to design a downtown transit
hub.  The city was awarded $3.8 million
by the State Department of Transportation for the construction of the transit
hub, to be located on Market Street.


Delaware County Sheriff’s
Deputies arrested 32-year-old Joseph Evans of Davenport, on 1 count of
Endangering the Welfare of a Child, following an investigation of a report of
child abuse in the Town of Davenport.
Deputies allege that Evans acted in a manner which was injurious to the
physical, mental, and moral welfare of a child less than 17-years-old.  Evans was arraigned & was remanded to the
Delaware County Correctional on $5,000 cash bail, or $10,000 bond, pending
future court action.

A Town of Columbus resident was arrested by the Chenango
County Sheriff’s Office for 1st degree Rape & 2nd degree Menacing.  Sheriff’s Detectives arrested 20 year old
Lukest Wahlberg following an investigation into an alleged rape complaint.
Wahlberg is accused of forcibly holding down a female victim on 2 separate
occasions and raping her. On a separate day Wahlberg allegedly held a knife to
the female victim’s neck. Wahlberg was arraigned in the Town of North Norwich
Court where he was remanded to the Chenango County Correctional Facility on
$25,000 cash bail. Wahlberg is due back in court on a later date.


Governor Cuomo has proposed extending the seatbelt mandate
to include adults in the back seat of a motor vehicle.  Current New York State law says anyone in the
back seat under the age of 16 must buckle up.
Statistics show that seat belts cut the risk of serious crash-related
injuries by more than 50%.


A City of Norwich resident was arrested by members of the
Chenango County Sheriff’s Office.  35
year old Amanda Vanhouten was arrested for Criminal Sale of a Controlled
Substance; she was arraigned in the City of Norwich Court and remanded to the
Chenango County Correctional Facility with $20,000 bail.  The Chenango County Sheriff’s Office was
assisted by the City of Norwich Police Department.


19th District Congressman Antonio Delgado's Oneonta office will have an open house today.  Constituents are invited to attend from 2:00 to 4:00 at 189 Main St, 5th floor.

Governor Cuomo today announced nearly $224 million in federal funding to support counterterrorism and emergency preparedness efforts in counties across New York. The funding is provided by the FEMA through its Homeland Security Grant Program, to support regional preparedness efforts, including planning, equipment, training and exercise activities that are critical to sustaining and improving community prevention, protection, response, and recovery capabilities. Full details and the amounts allocated to individual counties are available at governor.ny.gov.
The Unatego Touchdown Club will be holding a 5K run or Walk in otego this Saturday. Proceeds raised by the event will benefit Unatego Athletic Programs. The Chenango County Department of Health and Area Agency on Aging will be hosting their annual Senior Flu Vaccination Clinic for adults age 60 and over on Tuesday, September 25th from 9:30 to 11:30 at the Norwich Family YMCA. The Norwich Police Department will be doing a drug take back, they will collect outdated or unused prescription medications for proper disposal, more information about the event is available at 337-1660.

Governor Cuomo announced the strategic deployment of assets throughout the state as heavy rain and flash flooding are forecast for areas of the Southern Tier, Central New York, Mohawk Valley, Capital Region and Mid-Hudson Valley. Remnants of Tropical Depression Florence are hitting the state today; the DOT is setting up staging areas in Binghamton, & Oneonta locally in anticipation of the need for storm response, with a variety of heavy equipment ready to go if needed.
Some flash flooding is affecting local schools this morning. The Bainbridge Guilford, Oxford & Greene School Districts are closed today, & the Afton & Harpursville School districts are on a 1 hour delay, & the Laurens school district is delayed 2 hours.
The State Department of Transportation will hold a public open house meeting on Wednesday, September 26 at Afton Central School, from 5:30-7:00 pm to discuss 2 bridge replacements on State Route 41 in the towns of Afton and Coventry. The project will replace the bridge carrying Route 41 over Cornell Creek in the town of Afton as well as the bridge carrying Route 41 over Wilkins Brook in the town of Coventry. Both bridges, which were built in the 1930s, are inspected regularly and safe for continued travel. The bridges will likely be replaced during separate construction seasons in 2020 and 2021. Delaware County Sheriff's Department responded to the report of a man with a shot gun near the Charlotte Valley School Monday. The school was in lockdown while deputies investigated, the man with the shot gun was a hunter in the area behind the Davenport head Start, the lockdown was lifted, and no arrests were made.

Referencing the recent suicides of designer Kate Spade and celebrity chef Anthony Bourdain, Senate Minority Leader Chuck Schumer commented that federal funding of suicide prevention needs to be increased after years of stagnant growth. Schumer said that the 3 most successful suicide prevention programs are The Garrett Lee Smith Suicide Prevention, The Suicide Prevention Lifeline & The GLS Suicide Prevention Resource Center; he said those 3 programs have received $50 million annually combined since 2013 without any increase.
The 2018 Chenango County Dairy Day celebration will be this Saturday, June 16 at the Chenango County Fairgrounds. The day will begin at 10:30AM with a parade in the City of Norwich leading to the Fairgrounds, beginning at the CWS parking lot and proceeding down Maydole Street to the Fair grounds.
Delaware County Sheriff’s Deputies arrested 34 year old Jessica Palmatier of Margaretville for 1 count of endangering the welfare of a child & unlawful possession of marijuana. Deputies allege that Palmatier neglected the appropriate care of a 3 year old child she was responsible for while engaging in smoking marijuana. Palmatier was issued appearance tickets and is scheduled to reappear at the Town of Middletown court at a later date to answer these charges.
The State DEC reports that the number of Toxic Algae Blooms in the state has doubled in the last few weeks. the state recorded blooms in 19 bodies of water from central New York to downstate, only 10 were recorded on the Memorial Day weekend. The state is working on algae-reduction plans for a dozen lakes; some provide drinking water for neighboring communities.

The murder and arson trial of Ernest Franklin has been adjourned until November in Chenango County Court.  Jury selection was scheduled to begin Monday in the murder and arson trial of Ernest Franklin.  Franklin and his wife, Heather were indicted on charges of 2nd-degree murder, arson and tampering with physical evidence in the death of their 16 year old son Jeffrey at their town of Guilford home in March of 2017. The Franklins will face separate trials.
