16-year-old Brandon Palmatier of Guilford has been identified as the youth shot accidentally Friday in the town of Guilford. State police investigating the incident said that it was an accidental shooting, at about 9:00 AM Friday in a residence on Chenango County Route 35 in the town of Guilford. The name of the person who accidentally discharged the rifle has not been identified.

A Delaware County Grand Jury handed down a Sealed Indictment Wednesday afternoon relating to a narcotics trafficking investigation. Delaware County Sheriff’s Deputies arrested 30 year old Chellie Warner of Trout Creek, on a warrant charging for 3 counts of Criminal Sale of a Controlled Substance. Warner is accused of selling Fentanyl laced Heroin; she was arraigned and was remanded to the Delaware County Correctional Facility without bail pending further court action.

Delaware County District Attorney’s office announced the indictment of 61 year old Anthony Bellissimo of Roxbury for theft of Public Assistance Benefits in excess of $42,000.00. Bellissimo was indicted by a Delaware County Grand Jury on 7 felony charges for Welfare Fraud, and Offering a False Instrument for Filing in the First Degree for allegedly collecting benefits he was not entitled to for 5 years.

The Otsego County Board of Representatives Public Safety & Legal Affairs Committee released a report today regarding their attempts to investigate alleged terrorist threats made by Otsego County Corrections officer Sergeant Ros Devlin last January, Devlin is the son of Otsego County Sheriff Richard Devlin. Today’s report outlined the efforts made to investigate the matter where Ros Devlin was accused of threatening to bring a duffel bag full of guns to work at the Otsego County Jail, shoot co-workers & to shoot up an area school. The Committee sought legal advice or action from Sheriff Devlin, the Otsego County District Attorney, the Otsego County Attorney, State Police, and the state Attorney General’s office & Governor Cuomo's office with little success. The committee recommends that Sheriff Devlin recuse himself, & appoint the County Board or another board to investigate & short of recusal, they recommend that the sheriff require a full mental health examination of Ros Devlin, that the DA's office appoint a special prosecutor, that a process be enacted to insure better coordination among law enforcement agencies to deal with terrorist threats coming from a law enforcement officer. The committee expressed concerns that the school in question was never notified of the threats, they have vowed to continue with their investigation. Ros Devlin has been suspended with pay, had his gun permits suspended and is not allowed on county property.

Assemblyman Cliff Crouch announced that the U.S. Small Business Administration is offering federal Economic Injury Disaster Loans to certain small businesses, small agricultural cooperatives and most private, nonprofit organizations across New York, following the excessive rain on April 1st this year. The disaster declaration includes Chenango, Delaware and Otsego counties; eligible farm-related and nonfarm-related entities qualify for the SBA's Economic Injury Disaster Loan program. The State Office of Alcoholism and Substance Abuse Services announced that the documentary “Reversing the Stigma” is now available to view on YouTube. “Reversing the Stigma” highlights the work being done in New York State to combat addiction and reminds viewers that addiction is a chronic disease that is treatable. The film profiles multiple people in various stages of recovery, who share their stories and experiences. The state Office advises residents to visit CombatAddiction.ny.gov to learn more about the warning signs of addiction, review information on how to get help, and access resources on how to facilitate conversations with loved ones and communities about addiction, more information is also available at the State's Talk2Prevent website.

State Senator Jim Seward announced state grants of $50,000 each for Charlotte Valley, Franklin & Unatego School Districts. Franklin and Unatego will use the grants to assist with general education and classroom needs. Charlotte Valley will use the funds to help with costs associated with a parking lot improvement project to correct drainage problems and enhance safety.

A Special blood drive is being held in Norwich today in memory of Savannah Williams. Residents of Norwich and surrounding communities are asked to donate blood today from 3:00 to 7:00 PM at Holy Family School in Norwich. Williams died unexpectedly in Geneseo after her car collided with a tractor-trailer; she was a freshman at SUNY Geneseo & was a graduate of the Norwich City School District

23 Year old Kevin Perry of Laurens has been charged with 1st degree murder & criminal use of a weapon, for allegedly killing his parents in their home on New Road in the town of Laurens last night. The sheriff's office received a call from a relative who found Tim & Solveig Perry dead in their home, The Otsego County Sheriff's department alerted area law enforcement agencies to be on the lookout for Perry's Pickup truck. Schoharie County sheriff’s deputies spotted the Pick Up truck, on I-88, Perry was apprehended following a high-speed chase, & a crash where Perry’s vehicle overturned at Exit 23. Perry was arraigned today in Town of Oneonta court, he was remanded to the Otsego County Jail without bail.

Delaware County Sheriff Deputy’s arrested Matthew Bowden of Hancock for Unlawful Possession of Marijuana and Aggravated Unlicensed Operation of a motor vehicle, after a stop in Hancock for traffic violations. Deputies observed a strong scent of marihuana emanating from the vehicle; a search of the vehicle uncovered a quantity of marihuana. Deputies also discovered that Bowden’s operating privileges in New York State had been suspended. Bowden was released with appearance tickets to appear in the Town of Hancock Court at a later date.

Governor Cuomo today announced that more than $755 million in economic and community development funding has been awarded through Round VII of the Regional Economic Development Council initiative. All 10 regions won money for their projects, the top 5 winning regions were Central New York, Mohawk Valley, the Capital Region, The Mid Hudson region & Long Island. Locally, the Mohawk regional Council, which includes Otsego County, receives $85.5 Million dollars for their projects, which includes a $525,000 award for Brewery Ommegang for their Hospitality Center in Cooperstown. The Southern Tier Region, which contains Delaware, Chenango & Broome Counties will receive 67. 3 Million dollars for their various projects.

State Comptroller Tom DiNapoli announced his office completed audits of several school district around the state, including the Oneonta City School Districts. The Comptrollers report regarding the Oneonta District said that the district ensured the accuracy of compensation and benefits provided to employees. Officials effectively segregated the multiple aspects of the payroll process and provided adequate oversight.

Broome County District Attorney Stephen Cornwell announced that Joshua Taylor was sentenced in Broome County Court Tuesday, for the murder of James High in Binghamton in 2015. Taylor will spend 25 years to life behind in jail for the murder of High outside the Antler Lodge in July 2015.

Norwich Police & Chenango County Sheriff's deputies arrested 3 people on various charges after the execution of a "no-knock" search warrant at 29 Silver Street Tuesday. Arrested were 50-year-old Alan Banks of Norwich for Criminal sale of a controlled substance & Criminal nuisance, 31-year-old Steven White of Norwich for Criminal sale of a controlled substance & 29-year-old Amanda Strozier of Norwich for Criminal nuisance. Banks and White are accused of selling cocaine; while Banks and Strozier are accused of allowing people to sells drugs at their Norwich apartment. Banks and White were sent to the Chenango County Correctional Facility on $10,000 bail each, while Strozier was sent on $5,000 bail. All 3 will appear in Norwich City Court Thursday.

Oneonta Police arrested 20-year-old Julian Vancourt-Weis of Schenectady, on charges of 1st degree attempted murder, 1st degree assault, and criminal possession of a weapon. Oneonta Police responded late Friday night to the report of a domestic dispute at 30 Maple Street, the victim was taken to Albany Medical center with stab wounds to the face, neck, shoulder & arms, she was subsequently released from the Hospital Saturday night. Vancourt-Weis was arraigned & was sent to the Otsego County Jail without bail pending future court action.

The Delaware County Tourism Advisory Board is now accepting applications for funding under the newly created Tourism Promotion & Development Grant program, to provide funding assistance to eligible applicants for projects that seek to attract more tourists. Applications for grant assistance under this program must be hand-delivered to the Delaware County Department of Economic Development or postmarked by 5:00 pm on Wednesday, January 31, 2018. The Broome County District Attorney, the State Commissioner of Taxation and Finance and State Police announced a large scale bust of untaxed tobacco products which resulted in 14 arrests. 13 people from Broome County and one person from Elmira were arrested in a bust of shops selling untaxed cigarettes. State Police made the arrests Thursday evening, in simultaneous sweeps of 11 convenience stores, more charges are anticipated.

Delaware County Public Health is hosting a free training session called "Self Care: A Response to Vicarious Trauma". The program will be held today from 9:00 AM to 12:00 Noon & from 1:00 to 4:00 PM. The program is geared to professionals who treat people with physical or emotional traumas full time and often find themselves in need of counseling.

A review of the Oneonta Police Department’s actions, following the recent death of a man in custody has been completed by the Oneonta Police Department & the Otsego County District attorney's office. Oneonta Police had a search warrant for a city residence & to perform a strip search of 52-year-old Kenneth Faulkner of New Rochelle, following a lengthy drug investigation. Faulkner resisted the efforts of 4 officers; he swallowed a packet of cocaine, which led to his death several hours after the struggle on November 2nd. The results of the department’s report have been submitted to state officials.

State Senator Fred Akshar and Assembly Members Donna Lupardo and Cliff Crouch have released answers to the many questions posed by the community regarding the planned repurposing of the former Broome Developmental Center to bring new Addiction Treatment Services to the community. The document compiles questions raised at the October 26th Town Hall Meeting, with answers from the Office of Alcoholism and Substance Abuse Services, Syracuse Behavioral Health, the Broome County Department of Social Service and the Broome County Health Department. An Autopsy performed at Lourdes Hospital in Binghamton has determined that Kenneth Faulkner of New Rochelle died from a Cocaine Overdose. Oneonta Police had picked up Faulkner where they had warrants to search Faulkner & an apartment in Oneonta, following a drug investigation. Faulkner struggled with Oneonta Police officers & swallowed a packet believed to contain Cocaine, EMT's brought him to Fox Hospital, and he died a few hours later, after the Police struggle Thursday night. The investigation into the incident is continuing by the Oneonta Police Department & the Otsego County District Attorney's office.

Delaware County Sheriff Deputies arrested 43-year-old Scott Burgess of New Jersey, for allegedly speeding on State Highway 268 in the Town of Hancock. Deputies accuse Burgess of driving while intoxicated, with a child as a passenger. Burgess was charged with Aggravated DWI & Endangering the Welfare of a Child, he was arraigned in the Town of Colchester Court & was remanded to the Delaware County Correctional Facility on $2,500 cash bail or $5,000 secured bond.

State Police arrested 75-year-old John Skerkis of Texas for DWI, and other traffic violations, after troopers responded to an accident on Main Street in Milford. Troopers accused Skerkis of being intoxicated when he drove into a ditch; he refused to submit to a breath test to determine his blood alcohol content. Skerkis was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail in lieu of $3,000 cash bail or $6,000 property bond. His next court date is on November 7, 2017.

The State Preparedness Corps will conduct disaster preparedness training Today at the Sidney Public Library. Otsego County Farmers will have 2 opportunities to drop off used agricultural film plastic for recycling under a special program offered by the County Solid Waste Department, the County Soil & Water Conservation District, Otsego County Conservation Association, and Casella Waste Solutions. Delaware County Sheriff’s Deputies arrested 23-year-old Gary Goslee of New Milford, Connecticut, for Aggravated Unlicensed Operation of a Motor Vehicle, following a traffic stop for speeding on State Highway 17 in the Town of Hancock. Goslee was arraigned & was later released on $500 cash bail, and scheduled to appear in the Town of Hancock Court at a later date for further court proceedings.

36 year old Jennifer Grenchus of Vestal pleaded guilty to criminally negligent homicide in Broome County Court on Friday. Grenchus was impaired by drugs on April 24th, when police responded to the parking lot of Tom's Cards and Gifts at 184 Main Street in Binghamton where they found that Grenchus hit 47 year old Ronald Richardson of Binghamton along Main Street and dragged his body underneath for several yards, before she turned into Tom's parking lot, Richardson died at the scene. Grenchus will be sentenced February 6.

Delaware County Sheriff’s Deputies arrested 31 year old Johnny Moxham of Delhi for aggravated unlicensed operation of a motor vehicle, and criminal possession of a controlled substance following a traffic stop in the Village of Delhi. Moxham is accused of possessing heroin while driving without a license as well as operating a vehicle with a loud exhaust & an unsafe tire. Moxham was released on tickets returnable to Delhi Town Court at a later date.

Oneonta Police Detectives arrested a 52- year-old man from New Rochelle Thursday afternoon following a 2-month investigation into narcotics trafficking. Search warrants were obtained for the suspect's person and for an 85 Ford Avenue. The suspect was transported to the City's Public Safety Building. A 2nd warrant was served that permitted officers to conduct a body search, the suspect became combative, officers observed that the suspect placed a substance believed to be cocaine in his mouth, which was swallowed after a struggle with 4 officers. EMT’s responded, the suspect was taken to Fox Hospital in Oneonta, where he died at 7:40 PM. The body was taken to Lourdes Hospital in Binghamton for an autopsy and toxicology screening. The suspect's name is being withheld pending notification of next of kin. The incident remains under investigation by the Oneonta Police Department under the supervision of the Otsego County District Attorney's Office.

Officials at SUNY Broome have confirmed that freshman Miranda Gifford of Rome, has died from injuries she sustained in a car crash on State Route 12 in Oxford Monday. The Chenango County Sheriff's Office said Gifford veered in to oncoming traffic around 12:00 noon & struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse, where she died Wednesday afternoon. The cause of the crash is still under investigation. Gifford was enrolled at SUNY Broome, they are offering counseling for students affected by Gifford’s death.

The Arc Otsego will host the 3rd Annual Hot Cocoa 5K Run & 1K Walk, Run & Roll Event, at Neahwa Park, Sunday. The Otsego County Sheriff’s Office arrested Dominic Centonze of Roseboom for allegedly make recordings through a 2-way mirror. Officer conducted a search Centonze’s home last Week and found the mirror along with recording equipment and several computers. Centonze was arraigned on 4 counts of unlawful surveillance and was remanded to the Otsego County Jail on $2,500 cash or $5,000 bond, pending court action on Wednesday

State Police arrested 34 year old Tobias Rundstrom-Wooding of Norwich, for 1st degree Murder, in connection with the murder of 11 year old Jacelyn O'Connor on July 30th. He was arraigned in Chenango County Court and was remanded to the Chenango County Jail without bail pending further court proceedings today at 11:00 am. Last week, police arrested James Brower in connection with the same case. The Chenango County Sheriff’s Office and the Chenango County District Attorney’s Office assisted with this investigation. A raccoon tested positive for rabies in the town of Davenport. 2 dogs were exposed to the diseased raccoon when they cornered and killed the animal. The dogs were up to date on their rabies vaccinations and each received a rabies booster. 2 people were also exposed and are receiving rabies post exposure treatment. This is the 3RD animal in Delaware County to test positive for rabies in 2017. Public Health recommends that pet owners take advantage of the free remaining rabies clinics in Delaware County, on August 9th from 4:00 PM to 6:00 PM, at the Franklin Fire Hall, August 23rd from 5:00 to 7:00 PM at the Sidney Fire Hall, an October Rabies Clinic will b held in Delhi; the date and time will be announced soon.

State DOT officials announced that that Interstate 86/ State Route 17 is closed between Nichols & Lounsberry to allow personnel to evaluate damage caused by Sunday night's storms & flooding. Also, Broome County emergency Services announced that The Town of Vestal is under a State of emergency due to flooding in several locations. McKnight said that last year they gave away 111 backpacks with school supplies for Sidney students. Catholic Charities office is located in the Sidney Civic Center.

State Police responded to a Delaware County 911 report of a two vehicle crash with serious injuries on River Road in the Town of Sidney. An investigation determined that 39 year old Jason Cunningham of Unadilla was driving his 2005 vehicle on River Road when he entered a sharp curve and drifted into the opposing lane, striking a pickup truck driven by 35 year old Matthias Wesner of Unadilla. Cunningham was transported to Fox hospital where he succumbed to his injuries. An autopsy will be conducted at Lourdes hospital and the results are pending. Wesner received minor injuries in the crash. No tickets have been issued at this time. This investigation is ongoing.

State Police responded to an Otsego County 911 report of motorcycle striking a pickup truck on County Route 11 in the Town of Hartwick. 28 year Kyle Bronson of Cooperstown lost control and crossed into the westbound lane and struck a pickup truck. Bronson was pronounced deceased at the scene due to crash related injuries. The operator of the pickup truck, 66 year old Thomas Stewart of Laurens was not injured. State Police Collision Reconstruction Unit assisted at the scene with the investigation. The investigation is continuing.

Chenango County Sheriff's Department arrested 2 Town of Coventry residents for Criminal Possession of a Controlled Substance, Criminal Using of Drug Paraphernalia and Unlawful Possession of Marihuana. Charged were 29-year-old Brenda Manwarren & 40 year old Jessica Sepulveda, they were arraigned & were remanded to the Chenango County jail on $25,000.00 cash bail each. The 2 were arrested following an investigation into the sale and possession of Heroin in Chenango County. Heroin, a digital scale, and heroin packaging material were seized. The Chenango County Sheriff’s Office was assisted by the Sidney Police Department and the Chenango County District Attorney’s Office.

Delaware County Public Health will hold another Free Rabies Vaccination Clinic For dogs, cats and ferrets tonight in Delhi. The Clinic will run from 6:00 to 8:00 PM at the Delhi Fire Hall. Delaware County Public Health announced this week that 2 dogs encountered a rabid Raccoon, and they suggest that pet owners get their pets up to date on rabies vaccinations. Chenango County Sheriff's department arrested 34-year-old Michael Benham of Guilford on an active arrest warrant for 1 count of 3rd Degree Assault & 2 counts of endangering the welfare of a child. Benham was arrested after a report of a domestic dispute, & deputies discovered that Benham had an active arrest warrant from a separate incident that occurred in April.

Chenango County Sheriffs department arrested 32-year-old Samuel Gould of Norwich for Criminal Contempt, Criminal Obstruction of Breathing, Criminal Mischief and Harassment, after an investigation into a domestic dispute that occurred in the Town of Sherburne. Gould was arrested for allegedly subjecting the victim to unwanted physical contact and choked the victim during the course of a dispute; Gould also had an active order of protection against him. Gould was arraigned in the Town of Sherburne Court and was released on his own recognizance.

Governor Cuomo today announced a major disaster declaration has been issued for 28 counties across the state due to the snow storm known as "Winter Storm Stella" that occurred from March 14-15. State and local governments had more than $31.4 million in response costs and infrastructure damage as a result of the storm. 28 counties were included in the declaration, including all of the local counties. According to the National Weather Service, Record amounts of accumulation were measured in Broome County, which saw 36 inches in accumulation, and in Chenango County which saw 35 inches, Delaware County recorded near record snow fall amounts of 30 inches for the duration of the storm

Broome County District Attorney Steve Cornwell announced that Crime in Broome County has decreased since 2015. 2 years ago, Broome County had the highest crime rate of all 62 counties in New York State, it is now ranked 6th. Crime in the county decreased by 16%, according to the Department of Criminal Justice Statistics. The DCJS counts index crimes - murder, rape, robbery, aggravated assault, burglary, larceny and motor vehicle theft.

Mallinckrodt has agreed to pay a settlement of $35 million after they were accused of supplying distributors an increasingly excessive quantity of oxycodone pills without notifying the DEA of the suspicious orders from 2008 until 2011. Mallinckrodt is also accused of violating record keeping requirements at it's manufacturing facility in Hobart in Delaware County, regarding the actual number of tablets manufactured in a batch, and the number of tablets they reported in their records.

State Police arrested 20-year-old Gerald Althiser Jr. of Springfield Center for intentionally starting fires in two campers. During the investigation, Althiser admitted to setting numerous fires, including the March 12th fire that destroyed the Milford United Methodist Church. Althiser was arrested for 3rd & 5th degree Arson; he was arraigned in the Town of Hartwick Court and remanded to the Otsego County Jail. The investigation is continuing with the assistance of the Otsego County Fire Investigators.

The Chenango County District Attorney's office announced that 28-year-old Travis St. Denny of Norwich accepted a plea deal Monday in Chenango County Court. St. Denny pleaded guilty to 2 counts of criminal sex act, and one count of producing obscene materials to a minor. St. Denny agreed to serve 5 years for each criminal sex act charge, resulting in a 10-year prison term, followed by 10 years of post-release supervision. He will be sentenced in September.

A public meeting will be held this evening regarding the Proposed new Delaware County Public Works Facility. The event will be held at 7:00 PM at the Delaware Academy in Delhi. Delaware County Public Works Commissioner Wayne Reynolds and members of the public works committee will discuss the proposal.

The Broome County District Attorney's office announced that a Broome County Grand Jury handed up a 16-count indictment for 64 year old Ramadan Abdullah of Johnson City. Abdullah was indicted on 15 counts of criminal possession of a weapon, & Petty larceny, police seized numerous weapons from a storage unit & other proerties belonging to Abdullah last month, including pistols, assault rifles, thousands of rounds of ammo, several firearm parts and flak jackets. Abdullah was sent back to the Broome County Jail pending future court action.

Wayne Spratley of Greene is facing Hate Crime charges again, following an appeal by prosecutors to a Chenango County Court ruling to throw them out. Spratley is a State Corrections officer who was charged in connection with a July 2015 attempted murder of a black man in a city of Norwich parking lot; Spratley allegedly used racial slurs at the victim before the shooting.

Delaware County Sheriff’s Deputies arrested 19-year-old Dakota Coffey of Walton, for petty larceny & criminal mischief for allegedly entering a Masonville stone quarry & damaging equipment. Coffey was arraigned in Masonville Town Court and was remanded to the Delaware County Jail on $2500 bail.

Delaware County Sheriff’s Deputies arrested 39-year-old Matthew Maxim, of Margaretville for aggravated harassment & obstructing government administration following a report of a domestic dispute in the Town of Middletown. Maxim is accused of threatening to kill another person through a text message and attempting to obstruct the arresting officers by refusing to comply with police commands. Maxim was arraigned & was remanded to the Delaware County Jail on $1000 bail.

State Police announced the death of Trooper Joel Davis, who responded to a call of shots fired during a domestic dispute in the town of Theresa in Jefferson County Sunday night. While approaching the residence, Trooper Davis was shot once and killed. 32-year old Justin Walters, surrendered to other State Troopers without incident. Walters is an active duty Army infantryman who is stationed at Fort Drum, Police said that his wife, 27-year old Nichole Walters was also found deceased at the scene. The incident remains under investigation.

The Delaware County Department of Public Works announced that they will begin Oil & Stone operations on many county roads Today. Affected roads include county routes 41, 8, 36, 37, 3, 6 & 18 in that order. Oil & stone work will then continue in southern portions of the county on County Routes 17, 67, 20, 27 & 22, the project should take about 3 weeks to complete, weather permitting.

Due to road closures and bridge construction along State Highway 51 in Garrattsville, the Otsego Express Bus Route 9 will operate on a temporary detour route. A combined effort by local and regional emergency preparedness officials helped the 2017 Gus Macker Basketball Tournament run safely. More than 7,000 spectators watched 330 teams play in the 22nd annual double-elimination competition, sponsored by the Norwich Family YMCA. The City/County Emergency Operations Center was staffed with Responders from the Norwich Police Department, Norwich Fire Department, Norwich Emergency Management, Chenango County Bureau of Fire and the Southern Tier Regional Incident Management Team. Beside minor medical concerns, the players and fans enjoyed a problem-free event.

In conjunction with the Governors Traffic Safety Committee, The Delaware County Sheriff’s Office participated in the statewide, zero tolerance Click It or Ticket Seatbelt Campaign from May 22nd, to June 4th, with 3 highway checkpoints & dedicated patrols. National seatbelt usage in 2016 reached 90% for the 1st time. Delaware County Deputies issued 123 traffic tickets during the 2 week period, with 72 of those tickets being issued during the grant funded “Click It or Ticket” activities.

The State Senate passed of a package of bills to reduce mandated costs and other expenses that drive up local taxes for municipalities and school districts. Included in the package is a bill sponsored by Senator Jim Seward, to change the requirement for school districts to conduct internal audit risk assessments from annually to biennially. The package of bills was sent to the Assembly.

The Broome County District Attorney’s Office & Tunkhannock Police are searching for 2 fugitives, wanted on felony warrants for Escape, Criminal Conspiracy to Commit Escape, and other related charges. 27-year-old Chelsea Robinson of Montrose Pennsylvania escaped from the custody of Wyoming County Adult Probation officers at the courthouse on May 5th. Robinson's boyfriend, 32-year-old Shane Macnamee assisted in her escape. ROBINSON and MACNAMEE may be in Binghamton or the Town of Chenango in Broome County, possibly operating a silver Jeep Grand Cherokee with a Pennsylvania License plate of HKF-4361. Yesterday, an accident at the Walton Waste Water Treatment Plant required the dispatch of the Walton Fire Department, as well as the Delaware County HazMat Team, Delaware County Department of Emergency Services, Chenango County HazMat Team and Walton Police Department. A delivery vehicle emptied its contents into the wrong tank causing a chemical reaction and the production of potentially harmful gases. The Waste Water Treatment Plant employees were evacuated and the nearby Industrial Park businesses were evacuated as a precaution. No injuries were reported.

The annual Big Wheels Golf Tournament, held at the Delhi College Golf Course today. The event serves as a primary fundraiser for programs and services which provide assistance to Delaware County senior citizens. The Public Safety & Legal Affairs Committee of the Otsego County Board of Representatives announced that they continue to investigate the situation regarding Sergeant Ros Devlin of the Otsego County Corrections Department, who is also the son of Otsego County Sheriff Richard Devlin. Ros Devlin was accused of using excessive violence as a corrections officer, he is also accused of making threats, possibly against area schools and the public in general that led to his pistol permit being revoked, and he was banned from being on County Property, and his behavior was being investigated by the County District Attorney’s office, The County’s Labor Attorney, the Sheriff’s Department & State Police. Sheriff Devlin was requested to recuse himself from the investigation due to an obvious conflict of interest, which he initially refused; County officials said that the Sheriff did not advise them of his original disciplinary action until April 10th. The investigation is continuing.

Delaware County Sheriff’s Deputies arrested 21 year old Alissa Young of Hancock, Thursday for 1 count of Driving While Ability Impaired Drugs plus other charges, Following the report of a vehicle going off the road and into a ditch on State Highway 97 in the Town of Hancock, she was arraigned and was remanded to the Delaware County Jail on $1,000 cash bail or $2,000 bail bond. Deputies also arrested Young’s passenger, 26-year-old Anthony Rhinebeck of Hancock, for Criminal Possession of a Hypodermic Instrument, he is accused of possessing 3 hypodermic instruments, Rhinebeck was arraigned and was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bail bond.

Rotary District 7170 has received a Rotary Global grant to help with the local fight against heroin & Opioid abuse in 7 local counties, including Chenango, Delaware Otsego & Broome Counties. District Grant Committee Chairperson Lana Rouff told WCDO News what the money would be used for:

The Delaware County Tourism Advisory Board is now accepting applications for funding under the newly created Tourism Promotion & Development Grant program. This program will provide funding assistance to eligible applicants for projects that seek to attract visitors to Delaware County and enhance the overall tourism industry. 4 Chenango County Farms will benefit following an announcement by Governor Cuomo, to address the impact of climate change on agriculture. The Chenango County Soil and Water Conservation District was awarded $67,716 to work with four farms to plant 1,015 acres of cover crops over a three year period, to improve soil quality, reduce erosion, increase soil organic matter and improve resiliency to the farm from extreme weather conditions like floods & droughts.

State Police arrested 34 year old Rachel Howard of Burlington Flats for the Aggravated Driving While Intoxicated with a B.A.C. result of .18 and other traffic violations. This arrest occurred after a traffic stop when Howard was observed driving across hazard markings while on County Route 22 in the Town of Exeter. An investigation determined that she was driving while highly intoxicated. Howard was issued tickets returnable to the Town of Exeter Court on April 19, 2017.

Today is the last day to sign up for free income tax preparation in Chenango County through the Colgate University Volunteer income tax assistance program. State Police arrested 26-year-old Zachary Fry of Gouldsboro, Pennsylvania for Aggravated DWI with a B.A.C. result of .26%, Unlawfully Fleeing a Police Officer in a Motor Vehicle, Possession of a Loaded Firearm in a Motor Vehicle, and several other traffic violations. State police observed a vehicle speeding at 98 mph, in a 55 mph zone, while on Interstate 81 southbound in the Town of Chenango, the trooper attempted to catch up, the vehicle accelerated to about 115 miles an hour. Fry made a sudden stop partially just before the Interstate 81 & State Route 17 split & surrendered to the troopers without further incident. Fry was discovered with a loaded shotgun on the front passenger seat of his vehicle, he was arraigned in the Town of Dickinson Court and was remanded to the Broome County Jail with bail set.

The Oneonta City Clerk’s office announced that following tonight’s 6:00 PM finance-Human Resources Committee meeting, there will be a workshop on:” Annexation”, presented by the New York Conference of Mayors attorney Wade Beltramo The focus of the meeting for the City of Oneonta officials will be the reservoir & the airport properties. Thee meeting will be held in the Common Council Chambers at City Hall & is open to the public.

State Police arrested 31-year-old Tina Bremner of Afton for the felony of Aggravated Unlicensed Operation & Unauthorized Use of a Vehicle. Troopers responded to a report of a one-vehicle accident on State Route 41 in the Town of Afton. Responding troopers found the unoccupied vehicle, the driver was located walking on a nearby road, troopers determined that Bremner did not have permission to be driving the vehicle & a check of Bremner's driver’s license showed that she had 26 suspensions on 11 different dates. Bremner was arraigned and was remanded to the Chenango County Jail with bail set. Her next court date is pending.

Chenango County District Attorney Joseph McBride and Chenango County Sheriff Ernest Cutting reported that Ernest Franklin and Heather Franklin were indicted on Friday, by a Chenango County Grand Jury on charges of: 2nd degree Murder, 3rd degree Arson and Tampering with Physical Evidence, in connection with a fire at their residence on State Route 8 in the town of Guilford on March 1st. It was determined at autopsy that their adopted son, Jeffrey, was deceased prior to the fire. Investigators believe the fire was set to cover up the murder. Both defendants will be arraigned on the indictment in Chenango County Court at a later date.

Otsego County Conservation Association is seeking volunteers to assist with the 13th annual Earth Festival event at Milford Central School on Saturday, April 22nd, from 11:00 AM to 3:00 PM in the gym at Milford Central School. Oneonta Police responded Wednesday to a vehicle fire on Burnside Avenue in the City of Oneonta. Police said that a 2009 Subaru Forester was fully engulfed, The Oneonta Fire Department extinguished the blaze & officers conducted a neighborhood canvass. 31-year-old Jonathan Delgado, of Oneonta, was charged with 3rd degree Arson & Criminal Mischief. Delgado was arraigned in Oneonta City Court & was remanded to the custody of the Otsego County Sheriff Department. The investigation is continuing

Many members of the Congress & Senate have cancelled “Town Hall Meetings” in their home district while they are off this week. Freshman Congress members John Faso of the 19th District, and Claudia Tenney of the 22nd district have not scheduled town hall meetings this week, Tenney’s Washington office announced that they have received threats, they announced that Tenney was looking to set up a telephone conference call town hall meeting in the coming months.

Fire departments in & around Chenango county were kept busy Wednesday afternoon. Firefighters responded to a house fire at 266 Kilroy Road in Oxford, a stove fire at 11 South Main Street in Bainbridge, and another house fire at 389 County Road 27 in Coventry, all toned out within a 30 minute time frame. Chenango County EMS stated that firefighters from Coventry, Afton, Greene, Sidney, Bainbridge, Masonville, Oxford, Guilford, Norwich, Brisben, Preston and the Chenango County Bureau of Fire responded to all calls, no injuries were reported.

Chenango County Sheriff's office reported that on Tuesday at 10:40 PM, the 911 Center received a report of a snowmobile accident on Quarry Road in the Town of Oxford. The investigation determined that the operator of the snowmobile, 54-year-old Michael Buchanan of Bainbridge lost control of the snowmobile; he struck a guide and was ejected. Buchanan was pronounced dead at the scene.

Delaware County Deputies investigated a 1-car personal injury auto accident on Arbor Hill Road in the Town of Delhi. 79-year-old Nicholas Mastrandera of Delhi lost control of his vehicle on the snow-covered roadway, the vehicle traveled sideways leaving the roadway and slid down an embankment and struck a tree. Mastrandera was unable to free himself from the vehicle; Deputies were assisted by the Delhi Fire Department and EMS with the extrications from the vehicle and transporting Mastrandera to O’Connor Hospital for treatment of minor injuries.

On Monday Morning at about 11:10 a.m., Chenango County 911 received a report of shots being fired in the area of Algerine Street, in the Town of Afton. Responding Troopers located a male subject suffering from a shotgun wound to his upper leg, he was transported to Wilson Hospital in Johnson City, where he was being treated for his non-life threatening injury. The circumstances of how this subject was injured is currently under investigation. The continuing investigation determined a burglary had occurred in the Town of Afton. After consultation with Chenango County District Attorney Joseph McBride, State Police arrested 34 year old James Fletcher of Greene, for 2nd degree Burglary. Fletcher was arraigned in Town of Afton Court and was remanded to the Chenango County jail on $50,000 cash bail or $100,000 bond. The investigation into this incident is ongoing, Anyone with information is requested to contact State Police at 561-7400.

Chenango County Sheriff’s Office responded to a 2 car motor vehicle crash on State Route 12 in the Village of Greene. Deputies & Village of Greene Police reported that one vehicle was driven by 64 year old Danny Frayer of Oxford, when a 2nd vehicle operated by 33 year old Kyle Skidmore of Binghamton crossed the center line and was struck by Frayer’s vehicle. The passenger in Frayer’s vehicle, 54 year old Thomas Whittaker of Greene was pronounced dead at the scene. Frayer was transported to Wilson Hospital with minor injuries. Skidmore was transported to Wilson Hospital for treatment of serious internal injuries. Frayer and Skidmore were both wearing seat belts, Whittaker was not. The Sheriff’s Office has determined that Skidmore was operating at an unsafe speed for road conditions and failed to keep right.

35-year-old David Mikulski of Binghamton was sentenced to 8 years in prison Thursday, following a guilty plea for criminal sale of a controlled substance in November 2015. Broome County District Attorney Steve Cornwell stated that Mikulski was part of the drug trafficking network in Broome County led by Terrence Wise.

25-year-old Joshua Underwood has been indicted by an Otsego County Grand Jury on charges of 2nd degree murder and attempted arson, for the murder of 52-year-old Mark Morrison in Morrison's apartment at 229 Main Street in Oneonta on January 1st. Underwood is accused of killing Morrison & trying to start a fire to cover up the crime, he then called police to report the crime. Underwood was sent back to the Otsego County jail on $100,000 cash bail or $200,000 bond.

Norwich City Police and Chenango County Sheriff's deputies arrested 25 year old Paul Presnell & 20 year old Kailey Hughes after they executed a “No Knock” search warrant at 95 Plymouth Street in Norwich Thursday. Presnell is accused of possessing methamphetamine, he was charged with felony criminal possession of a controlled substance and criminal nuisance. Hughes was charged with criminal nuisance. Both were arraigned in Norwich City Court and sent to the Chenango Jail, Presnell's bail is set at $10,000, while Hughes' bail is set at $5,000m pending court action on January 31. The investigation is continuing and more charges are possible.

Chenango County Sheriff’s Deputies arrested Matthew Maclaury of Oxford for aggravated driving while intoxicated and DWI after a report of a 2-car accident on County Road 32 in the Town of Norwich it was found that Maclaury went off the roadway and struck a parked vehicle & that Maclaury was driving with a blood alcohol content of .18 or higher. Maclaury will appear in the Town of Norwich Court at a later date.

Attorney General Eric Schneiderman announced the guilty plea of 44 year old Darin Cox of Johnson City, who is the owner and operator of Broome Taxi, for his fraudulent actions in obtaining over $3,000 from the Medicaid system by operating his business without the licensing necessary to operate a taxicab in Broome County. Cox pleaded guilty to 1 count of Grand Larceny, he faces a sentence of up to 7 years in prison.

The Otsego County IDA will hold a public hearing this morning on the State Eminent Domain Procedure Law at 11:00 AM at their offices at 189 Main Street, Oneonta. The purpose of the hearing is to outline and/or describe the proposed acquisition by the Agency of the parcels commonly known as the Ford Block at Market Street in Oneonta.
