The Unatego Board of Education received 3 proposals after
their recent Request for Proposals to repurpose the former Otego Elementary
School building, Unatego Superintendent Dr. Dave Richards’s comments:

The 3 proposals are from Dirig Design, a drafting and design
firm located in Wells Bridge, Granite Data Solutions of California which is an
IT service provider & the Oneonta Christian Academy, who wish to move their
private school from Oneonta to Otego. More

Another development in the October 6th 2018 Schoharie
Limousine crash has come out, where a former repair shop manager told
investigators that brake work was billed but not performed on the stretch
limousine that crashed & killed 20 people.
The former manager of a Mavis Discount Tire shop told investigators that
a brake system master cylinder was invoiced but not installed at the time of a
May 2018 inspection on the 2001 Ford Excursion limo, the vehicle did not stop
& blew through an intersection and crashed into a convenience store parking
lot, killing all 18 on board & killing 2 people in the parking lot. Limo company operator Nauman Hussain is
facing numerous felony counts in connection with the crash; He is expected in
court in January.
The U.S. Army Corps of Engineers released the new East
Sidney Lake Master Plan to serve as a guiding document for decision making at
the lake for the next 15 to 25 years.
The Plan includes land use classifications that govern the way land is
managed and used as well as outdoor recreation to meet the needs of the
public. The final Master Plan, previous
master plans and additional information can be found on the project website

A ST. BALDRICK’S EVENT will be held in Oneonta at the Red
Jug Pub at 195 Main Street on October 12th from 2:00 to 5:00 PM. The St. Baldrick's Foundation is a
volunteer-powered charity that funds more in childhood cancer research grants

The City of Norwich has appointed Lorraine Keckeisen as
their new Grants Coordinator; she will identify potential Federal, State,
County and private grant funds to address the needs of the City of
Norwich. Keckeisen is a member of the
Sidney Rotary Club & She leads the Tri-Town Coalition on Substance Abuse
Prevention.
Governor Cuomo today announced
that $1.5 million is available for eligible school districts to support the
growth of Farm-to-School programs across the state. Grant funding of up to
$100,000 per project will be awarded for employing a local or regional
farm-to-school coordinator; Training of food service staff & the Purchase
of equipment needed to increase capacity of school kitchens. More information is available at

Workforce Summit this morning at Morris Hall at SUNY Oneonta starting with 9:00

will co-sponsor an American Red Cross Citizen Preparedness Corps training this

registration form for the November 5th General Election. Offices that are up for election in November
include Supreme Court Justice & many Town Offices. Early voting will be from October 26th

donors through the newly-modernized New York State Donate Life Registry. Nationally, 20 people each day die while
awaiting a match for a transplant, according to the federal Health Resources
and Services Administration. A person is added to the wait list every 10
minutes, but one donor can save as many as eight lives. State residents can enroll to be organ donors
through 2 online options, donatelife.ny.gov, or dmv.ny.gov

State Police responded to Betty Beavers Gas Mart on County
Road 48 in the town of Otego early this morning for a report of a vehicle that
crashed into a concrete wall. Troopers
reported that an unidentified 27-year-old woman from Unadilla was operating a
2015 Kia at a high rate of speed on State Highway 991J, she traveled through
the intersection of County Road 48, through the parking lot of Betty Beavers
Gas Mart and into the wall. Troopers
pulled the woman out of the vehicle and life saving measures were performed by
Otego EMS personnel but were unsuccessful.
The body was transported to Lourdes Hospital for an autopsy & the
investigation is continuing.

Delaware County Chamber of Commerce at the Sidney Golf & Country Club this

public’s assistance in locating 48 year old Roxanne Shipman-Hull of the town of
Hartwick. She is described as white,
with brown hair, Brown eyes, about 5’6” 115 pounds, she was last seen Sunday
September 29th leaving her residence, telling her boyfriend that she was
leaving & had no future plans.
Deputies said that she has a history of leaving, and a history of self-harm,
she was driving a 2011 Gray colored Honda CRV with license plate number
HZN-9505, she may also be with her brown colored female Labrador
retriever. Anyone with information is
asked to contact the sheriff’s department at 547-1697.
The Chenango Arts Council will begin their 2019-2020
Performance Season with a free concert on Sunday at 2:00 pm in the Martin W.
Kappel Theater in downtown Norwich. The Catskill Valley Wind Ensemble will be
performing; and the Chenango Arts
Council will also be announcing the winner of the “Dinner and a Show” raffle,

The Annual Grand Finale Cruise In will be held in the Sidney
Industrial Park this Sunday. The event
is open to many types of antique vehicles,
trophies will be handed out in a variety of categories, the cruise in

with 5K & 10 K races. A variety of

afternoon, to announce that he is looking to get funding for an emergency
system to alert residence of potential floods, Sidney Mayor Andy Matviak

Schumer is looking to acquire the $150,000 Grant from the Appalachian Regional Commission, for
a system that would be more reliable than any existing broadband systems, which
would fail to work in areas of the region that has limited or no broadband
service.

have named an Oxford Business as the Manufacturer of the day today, Kerri Green
of Commerce Chenango explains:

33 Year old Kevin Wilcox of Harpursville pleaded guilty to
aggravated vehicular homicide for a Binghamton crash March 11th that killed 16
year old pedestrian Harper Stantz & injured 19 year old Britney
Laserinko. Wilcox admitted to being on
Suboxone when he drove his vehicle onto the sidewalk & struck the 2
teens. Wilcox was sentenced to 5 to 15
years in prison this morning in Broome County Court.
Officials with the Greater Chenango Cares IRT events in
Chenango County & Cortland County last week, announced that combined, they
saw 3,500 patients, who received over 21,000 procedures, at no cost to
patients. Services included medical,
dental, eye care & veterinary services over the 10 day events.
Bainbridge Rotary announced that they will hold their 15th annual Golf Tournament at the Afton Golf Course on August 15th, Rotarian Dave DeClue comments:

making it a misdemeanor offense. The law will defines "revenge porn"
as the unlawful dissemination or publication of an intimate image, with the
intent to cause harm to the emotional, financial, or physical welfare of
another person and when the image was taken with a reasonable expectation that
it would remain private. It was also allow victims of "revenge porn"
to seek civil recourse for the damages. Those convicted could face penalties up
to a year in jail.
Delaware County Public Health announced that they are
looking for participants for a focus group in Sidney on July 29th from 2:00 to
3:00 PM in the Sidney Library Smart Community room. The focus group will discuss challenges &
strengths of the community in meeting family needs, more information is

before 12:00 noon today for a structure fire at the intersection of Hathaway
Road & Beaver Lake Lane in the town of Laurens. Fire fighters from Laurens, West Laurens, and

Oneida County rejected the promoters of Woodstock 50’s 3rd application for a
permit to hold the 3 day concert at Vernon Downs. Officials said that the Application was filed after 120 day deadline
passed, & that the Public Health, Safety, Traffic, Parking & Security
concerns for an event that size were not properly addressed. The event is supposed to be held from August
16 through August 18, on the 50th anniversary of the original festival in
Bethel, it was rejected previously in Watkins Glen, before the latest rejection
in Vernon.

performance of declawing procedures on cats, making New York the first state to
prohibit the practice. Declawing involves the removal of all or most of the
last bone of each of the toes of the front feet, and tendons, nerves and
ligaments that allow for normal function of the paw are severed, resulting in
pain and other serious medical or behavioral issues. The bill takes effect
immediately.

Ernest Franklin of Mount Upton is seeking a retrial, after
being found guilty of murdering his special needs stepson Jeffrey, and setting
fire to the family residence to cover up the murder. Franklin was due to be sentenced in Chenango
County for the murder arson & tampering with physical evidence charges when
the motion for a retrial was filed.
Ernest Franklin's wife Heather pleaded guilty to manslaughter, arson and
evidence tampering for her role in the case.
The Chenango County Sheriff's Department announced 18 year
old Cody Coleman has been charged with 2nd degree murder & criminal
possession of a weapon, in connection with the death of 16 year old Amelia
Wakefield in Smithville on May 3rd.
Coleman was being held on a probation violation in the Chenango County

Delaware County Sheriff's
Deputies, State Police and the Stamford Fire Department and Emergency Squad
responded to a 911 report of a fatal hit-and-run vehicle-pedestrian accident on
State Highway 10 in the Village of Stamford.
The Preliminary investigation indicates that the victim, 24 year-old
Shannon German of Stamford was lying in the roadway when she was struck by a
tractor trailer that continued traveling north following the collision. State Highway 10 was subsequently closed to
traffic for several hours for the investigation. The tractor trailer and driver was located in
the Schenectady area by State Police, who has been identified as 50-year-old
Peter Baldauf of Delancey, who did not see German lying in the roadway and
unknowingly struck her. Baldauf has not
been charged in relation to the accident.
Assemblyman Cliff Crouch has
been named to participate in the budget conference committees, now that both
houses of the legislature have passed their budget bills:

the state budget office stated that the Senate budget would add 3.5 billion
dollars to the deficit, the assembly bill adds unnecessary spending & added
taxes to pay for it.
A town of Norwich resident was
arrested by the Chenango County Sheriff’s Office for 2nd degree Assault. 20 year old Kyle Nowalk was arrested
following an investigation into an incident in the Chenango County Jail for
allegedly caused physical injury to a victim within the detention
facility. Nowalk will appear in the Town
of Norwich Court at a later date.
A Town of Norwich resident was
arrested by the Chenango County Sheriff’s Office for Aggravated Unlicensed
Operation of a Motor Vehicle. 46 year
old Leon Lamb was arrested following a traffic stop on County Road 32 in the
Town of Norwich, Lamb was allegedly operating a motor vehicle with a suspended
license, and he was arraigned in the Town of Norwich Court and remanded to the
Chenango County Correctional Facility on $1,000 cash bail. Lamb is to appear in
the Town of Norwich Court at a later date.
Officials with Social Security
report that a scam reported in January is still continuing. The scam includes a phone call from someone
claiming to be from Social Security or another agency, thee calls can even
display the Social Security national customer service number, on the caller
ID. The scammer states that Social
Security does not have all of your personal information on file, or needs
additional information so the agency can increase benefit payments, or that
Social Security will terminate your benefits if they do not confirm your
information; none of These calls are from Social Security. Officials stated
that if you receive these calls, do not give personal information, hang up
& report the call to the Office of the Inspector General at 1-800-269-0271.
State Police and local law
enforcement will conduct a special targeted enforcement detail this St.
Patrick's Day weekend to deter drinking and driving. The traffic enforcement
detail begins today and runs through Monday. Drivers can expect a number of
sobriety checkpoints, additional DWI patrols, underage drinking and sales to
minors details during the campaign. State Police will also be ticketing
distracted drivers who use handheld electronic devices. During the 2018 St. Patrick's Day weekend
enforcement effort, Troopers made 243 arrests for DWI and issued nearly 13,000
tickets.

Aaron Powell of Binghamton was sentenced to life in prison
without the possibility of parole in Broome County court on Today. Powell was recently retried for the murder of
his estranged wife Christina & Mario Masciarelli in the Powell family home
in 2013, he was convicted a 2nd time after he was granted a retrial by a higher
court, Powell will serve the same sentence that he received following his first
conviction.
Final arguments were being delivered today in Chenango
County Court in the Ernest Franklin murder trial. Franklin is accused of killing his special
needs son & setting the family home on fire in the town of Guilford in 2017,
watching the movie "Manchester by the Sea" with his wife, which
featured a similar plot. Heather
Franklin will be tried separately at a later date, also in Chenango County
Court.
Broome County district Attorney Steven Cornwell announced
that 33 year old Shawn Kostick of Endicott was indicted on 10 counts by a grand
jury last month, for the 2014 murder of his father Harry Kostick in
Endicott. Kostick is charged with 2nd
degree murder, 1st degree manslaughter, intimidating a victim or witness,
forgery, & criminal contempt.
30 year old Lance Beckwith of Norwich was arrested by the
Chenango County Sheriff’s Office for Promoting Prison Contraband and Criminal
Possession of a Controlled Substance.
Beckwith allegedly possessed dangerous contraband while incarcerated at
the Chenango County Jail, where he was being held on other charges, he will
appear in the Town of Norwich Court when called upon.
35 year old Joshua Whaley of Pitcher was arrested by the
Chenango County Sheriff’s Office on an active New York State Parole
warrant. Whaley was picked up for a
parole violation, he was also charged with criminal possession of a controlled
substance and criminal possession of a weapon, for allegedly possessing
methamphetamine and guns at the time of arrest.
Whaley was remanded to the Chenango County Correctional Facility without
bail pending future court action.
33 year old Kevin Begeal of Oxford has been arrested by
Oneonta City Police on Burglary, Grand Larceny & other Charges. Begeal is accused of breaking into a Chestnut
Street home and stealing two guitars and a television, and he allegedly tried
to sell them to a Norwich Music Store.

61-year-old Phillip Stein of Binghamton was charged with 3rd
degree attempted robbery in connection with Thursday's Bank robbery at
Citizen's bank in Binghamton. Stein is
accused of entering the Bank at 10:25 AM and gave a bank teller a note that
demanded cash, he ran before taking any money.
Stein was apprehended near the bank in the area of Glenwood Avenue, he
was also charged with violation of parole.

Roger Clough has officially resigned as Superintendent of the Walton School district, following an out of court settlement where Clough will receive 2 years pay, and possible charges of professional misconduct against him will be dropped will be dropped. The Walton School Board has appointed Larry Thomas as the new Superintendent.
A "Go Fund Me" page has been set up for
Cooperstown Police Chief Mike Covert, who is suffering from a variety of Health
issues & had to take a leave of absence.
Covert faces expensive medical bills & will need a kidney
transplant, his health insurance had lapsed briefly, and the fund was set up,
it has raised almost $14,000 dollars through yesterday.
The Rotary Club of Sidney will be hosting a fundraiser on
March 16th for the Howard & Catherine Lynch Scholarship fund for a
graduating Sidney High School Senior.

welcomed J.P. Dewey from Sidney High School to Monday in Albany as part of the
annual “Music in our Schools Month” celebration. Dewey performed as a member of the
prestigious All State Instrumental Jazz Ensemble. He is the first ever pianist
from the Sidney area to be selected to play with the 18 member group. Choirs, orchestras and bands from across the
state travel to Albany throughout the month of March to perform in the
concourse of the Empire State Plaza as part of “Music in our Schools Month”.
Otsego County Sheriff’s deputies arrested 19 year old Skyler
Blass of Otego & 18 year old Treyton Hathaway of Oneonta on Felony drug
charges after traffic stop Friday.
Deputies were alerted to be on the lookout for a vehicle that fled the
scene of a motor vehicle accident in the Town of Davenport. Deputies observed the vehicle on State
Highway 23; it was stopped on East Street in the City of Oneonta. Deputies seized 3 pounds of packaged
psychedelic mushrooms and 5 pounds of packaged marihuana in the vehicle. Blass & Hathaway were arraigned, Blass was remanded to the Otsego County Jail
on $20,000 Cash Bail / $50,000 bond, Hathaway was remanded on $10,000 Cash Bail
/ $20,000 Bond. The motor vehicle
accident is still under investigation by the State Police.
State Police arrested 39 year old Brad Keesler of Triangle
for Criminal Obstruction of Breathing, Criminal Mischief and Unlawful
Imprisonment, after a report of a domestic dispute. Keesler allegedly choked a victim and
prevented the victim from calling 911 and leaving the residence. Troopers attempted to locate Keesler for
several days; he turned himself in on March 3 and was arrested. He was processed then taken to Broome County
Central Processing for arraignment.
The announcement of the City of Oneonta Downtown Improvement
awards will be made Today by Mayor Gary Herzig as part of his annual State of
the City address during the regularly scheduled meeting of the Oneonta Common
Council beginning at 7:00pm. The meeting will be held in the Foothills
Performing Arts Center’s Production Center on the first floor to accommodate
those wishing to attend. As part of Oneonta’s
Downtown Revitalization Initiative, $2.3M was set aside to be provided to
downtown business and property owners for grants to update exterior signage and
building facades along with the development of quality upper floor housing. The
Mayor and Common Council had appointed a Project Selection Committee chaired by
former Mayor Kim Muller to review the more than 100 applications which were
received.
Delaware County Sheriff’s Deputies arrested 25-year-old
Allen Conkling of Fish’s Eddy for 2 counts of Burglary & 2 counts of Petty
Larceny. Conkling is accused of entering a building at a Lumber Yard and
stealing various items on 2 separate occasions. Conkling was arraigned in the
Town of Colchester Court he was remanded to the Delaware County Correctional
Facility on $2,500 cash bail or $5,000 bond.
The next General Clinton Canoe Regatta committee meetings
will be held tonight at Galaxy Bowl in Bainbridge. At 6:30 the Race committee will meet,
followed at 7:30 by the General Meeting.

Vincent Vetromile, Brian Colaneri, Andrew Crysel, and
Nicholas Pheilshifter were indicted Monday in Monroe County Court; they were
arrested last month for allegedly plotting a violent plan against the residents
of Islamberg here in Delaware County.
The 4 had 3 homemade bombs and 23 firearms, they were charged with
criminal possession of a weapon and conspiracy.
Pheilshifter is 16 years old; his case will be handled in criminal court
or family court.
Governor Cuomo told reporters last night, after he returned
from his meeting with the President, that Trump was open to discussing the SALT
issue. Cuomo said that The president’s Economic advisor Lawrence
Kudlow said that he we would sit down and go through the issues, President
Trump said that he would like to see a package of reforms together. Governor Cuomo refers to the SALT tax
exemptions being removed from New York Property owners as a tax on taxes.
State lawmakers are holding hearings today in Albany on the
issue of Sexual Harassment in the workplace.
Victims of Sexual harassment & assault are describing their
experiences to lawmakers in the hearings; their testimony may lead to reforms
