Delaware County Sheriff's Deputies observed a vehicle recently traveling at a very slow rate of speed, & serving on State Highway 28. Deputies identified the operator as 38-year-old Casey Manwarren of Delhi, Deputies determined that Manwarren’s privileges to operate a motor vehicle was revoked and that a passenger in the vehicle, 47-year-old Jodi Alvarez had an active arrest warrant from State Police. Deputies located a quantity of Fentanyl, scales and packaging materials. Manwarren was charged with aggravated unlicensed operation of a motor vehicle and several lesser traffic violation, he was released on appearance tickets for the Town of Andes Court at a later date. Jodi Alvarez was also arrested on the warrant & was turned over State Troopers, she was charged with Criminal Possession of a controlled substance with intent to sell, Tampering with physical Evidence and 2 counts of Criminally using drug paraphernalia Alvarez held for arraignment at the Delaware County Correctional Facility.


The State Department of Health has launched a new weekly report summarizing infectious disease outbreaks. The report will be updated every Friday and will include information on infectious disease trends and outbreaks occurring across the globe with the potential to pose a health risk to New Yorkers. The reports are available at health.ny.gov/statistics.


Delaware County Sheriff’s Deputies observed a vehicle parked in Delhi, occupied by an individual known to have an active arrest warrant. Deputies identified the operator as 37-year-old Elyse Logan of Andes, whose driving privileges had been suspended. Deputies arrested Logan for 2 counts of criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle among other charges, 45 year old Nathan Diamond of Andes was charged for 2 counts of criminal possession of a controlled substance, 29 year old David Piskacek of Andes was charged for 2 counts of criminal possession of a controlled substance, all 3 were released on appearance tickets for the Town of Delhi Court.


The State DEC announced the acquisition of more than 190 acres in the Chenango County town of Plymouth to Pharsalia Woods State Forest, which will permanently conserve Round Pond and surrounding wetlands and grows the forest to 9,469 total acres. Round Pond and the surrounding wetlands provide vital habitat for several rare plants and a variety of resident and migratory bird species. Pharsalia Woods State Forest is part of the 54,409-acre Pharsalia Woods Important Bird Area designated by the National Audubon Society. Maps and additional information can be found at dec.ny.gov.

State Police responded Friday to a crash on State Route 12 in the town of Greene, where a tractor trailer sideswiped a Ford that was waiting to turn into Chenango Sales, the tractor trailer continued & struck a Dodge Ram Pick Up head-on, the tractor trailer then continued into the Chenango Sales lot striking multiple unoccupied new vehicles. The driver of the Dodge Ram was transported to Wilson Medical Center, a passenger in the Dodge Ram was airlifted to Packer Hospital. The driver of the Ford was transported to Wilson, the driver of the tractor trailer was transported to a local hospital. DEC Spill Response cleaned up the oil and fuel that spilled. The investigation is on-going.


State Police responded to an accident on Delaware County Highway 23 in the Town of Sidney Saturday at about 1:00 PM. State Police reported that a Chevrolet pick-up driven by 23 year old Victor Gonzalez-Salazar of Middletown, was making a lefft turn from Crane Hill Road onto County Route & collided with a GMC pick-up driven by 67 year old Leon Boyles of Walton. Boyles pick-up went up an embankment & came to rest on the highway, the Gonzalez-Salazar vehicle ended up in the ditch. Gonzalez-Salazar was taken to Wilson Hospital for non-life threatening injuries, a 27 year old Female passenger in his vehicle was also brought to Wilson, 3 other occupants were checked out at the scene & were released. Boyles was brought to AO Fox Hospital's Tri-Town Campus in Sidney, his passenger, a 54 year old female was brought to Wilson Hospital.

Chenango County Sheriff's Deputies arrested 38-year-old Nathan Diamond of Syracuse on an active bench warrant, for failure to comply with the conditions of his release on a previous charge of Criminal Possession of Precursors of Methamphetamine. Diamond was remanded to the Chenango County Correctional Facility without bail. The Chenango County Sheriff's Office was assisted by the Broome County Sheriff's Office.
State Police arrested 17-year-old Jacobe Wormuth for making a terroristic threat, while on a Whitney Point School Bus Thursday. Wormuth is being held in the Broome County Jail. Whitney Point Central School District officials announced that Wormuth did not have any weapons, and that the state police presence at the district was in response to the school shooting in Parkland, Florida. State Police will be maintaining a presence at the Whitney Point District through this week.
State Police are investigating reports of threats made to the Franklin Central School District. District officials were informed by State Police about an unidentified 20-year-old who made threats against members of the Franklin school community, the individual has been arrested, but is not, and never has been a Franklin resident or Franklin student. The Sidney Chamber of Commerce announced that they will hold the "Irish For A Day Festival" on St. Patrick's Day on Saturday March 17th. Activities include a parade at 2:00 PM on Main Street. Participating sponsored include trackside dining, Sidney flowers & gifts, awestruck ciders, main street 88 tavern& Hound’s-tooth. Parade line-ups will start at 1:30 in the Great American Parking Lot; more information is available at 435-5620.
Chenango County Sheriff's Office arrested 51-year-old Cynthia Vanderwarker of Norwich for making a False Written Statement. Vanderwarker allegedly provided a false written statement in regards to signing a title to a motor vehicle, she denied signing the title and filed a forgery complaint against a separate individual. It was later determined that Vanderwarker did sign the document, she was processed at the Chenango County Sheriff's Office and is scheduled to appear in the City of Norwich Court at a later date.
Delaware County Solid Waste is reminding county residents to be diligent when separating recyclables for pick up, as demands from China, the world's biggest buyer of recyclables, is cracking down on what they will accept. Delaware County Solid Waste Coordinator Sue McIntyre explains:

McIntyre said that the previous average of acceptable deviations in collected recyclables was 5%; China's new demands are 1/2%.
The 23rd Annual Goodyear Lake Polar Bear Jump raised over $128,000 this year. The money raised will go to several area children suffering from a variety of medical issues.

Governor Cuomo today urged New Yorkers who live in areas along streams and rivers to take precautions against potential ice jam flooding in the wake of much warmer temperatures and rain expected this week. The combination of warm temperatures, some rainfall and snowmelt could lead to more ice jam movement and minor flooding Tuesday afternoon into Thursday. Since mid-December, There have been 50 ice jams across New York.
The Oneonta Common Council will hold their next regular meeting this evening at City Hall. The meeting begins at 7:00 PM in the Council Chambers on the 2nd floor.

5 people were arrested Friday on drug charges, after Norwich police, with help from the Chenango & Delaware County Sheriff’s department, executed a “no knock’ search warrant at a suspected “One Pot Meth” operation on Eaton Avenue in Norwich. Arrested were 23 year old Bradley Bishop, of Norwich, 37 year old Nathan Diamond of Norwich, and 42 year old Michael Hackett of Norwich in connection of the alleged manufacturing of Methamphetamines at that location, Police also charged 45-year-old Heather Angelino & 40-year-old Neil Graef of Norwich, for loitering. Bishop, Diamond and Hackett were arraigned in Norwich City Court & all were remanded to the Chenango County Jail, Angelino and Graef were both released on appearance tickets.
New York state will have new rules in effect March 1st, that will require financial institutions to create & maintain cyber-security programs in order to prevent illegal access to sensitive personal records of their customers from hackers. Most banks already have programs in effect, but the new rule makes in mandatory instead of optional.
The Office of Parks, Recreation & Historic Preservation announced that they are selling a plastic card version of their "Empire Pass" for state parks & recreation areas. The cards will cost $80; it streamlines the process by allowing a family to enter using one card only, instead of having decals permanently affixed on multiple vehicles within the same family, at a cost of $65 per decal.
Governor Cuomo announced that 12 Million dollars would be added to the Energy Affordability Policy, to provide 1.7 million low-income residents with help on energy costs. The change limits energy costs for low income New Yorkers to no more than 6% of the household income on energy, about half of the state's average household average.
State Budget hearings wrapped up Friday in Albany, as lawmakers look towards a final plan to submit to the Governor in about 6 weeks, assemblyman Pete Lopez comments:

Lawmakers are on a break until February 28th, they will then be working on the 152.3 Billion dollar Budget proposal submitted by Governor Cuomo in January, they hope to pass the budget on time by the state of the next fiscal year, on April 1st.
New York State spent about 8.1 Million dollars on "I Love New York" signs on highways all over the state, but the signs do not comply with federal regulations & may have to come down. Cuomo administration officials said that the signs were put up to promote New York Agriculture & tourism related industries, Federal officials said that the signs are too " busy" & too large.

State Police arrested 2 men on drug charges Friday after an attempted traffic stop, & an 8-mile chase from Kirkwood to Reynolds Road in Johnson City. During the pursuit, the operator was observed throwing a plastic bag containing 150 grams of cocaine. Police arrested 37-year-old Anthony Thompson of Johnson City, for Criminal Possession of Controlled Substance, Tampering with Physical Evidence, Unlawful Fleeing a Police Officer, Aggravated Unlicensed Operation and numerous Vehicle and Traffic Law. Also police arrested 29-year-old Tyrell Tomlinson of Tarboro, North Carolina for Criminal Possession of Controlled Substance. Both were arraigned and remanded to the Broome County Jail without bail.
31-year-old Bradley Miles of Binghamton was sentenced Friday to 30 years in state prison for his role in an August 2015 robbery that resulted in the death of Michael Thomas. Miles pleaded guilty to first-degree manslaughter and second-degree attempted robbery, In August 2015, Miles and 38-year old Ariana Edwards robbed and stabbed Michael Thomas to death at their apartment at 11 Mather Street, & left his body there for 2 weeks, after luring him there for a drug deal.

State Police arrested 30-year-old Todd Hamilton of Unadilla for menacing, criminal possession of a weapon and criminal possession of a controlled substance, 35-year-old Nathan Diamond of Unadilla and 33-year-old Jodi Babcock of Sidney for criminal possession of a controlled substance on Thursday. Troopers responded to report of a two men fighting in a car in Preston. Hamilton was driving, he allegedly tried to stab Diamond with a knife, and Babcock called 911. The 3 were found to be in possession of heroin, they were arraigned in Town of Oxford court and were remanded to the Chenango County jail on bail pending court action Tuesday.
State Comptroller Tom DiNapoli announced that Tax collections of $38.2 billion through the first half of the fiscal year were $675.6 million higher than the latest projections largely due to strong personal income tax receipts. The General Fund ended the first half of the year with a balance 33% higher than the year earlier, largely because of legal settlement dollars. Tax receipts through the first six months were 11.7% higher than the same period last year, and collections in September were 16.2% higher than a year earlier.
State Senator Jim Seward will be in Oneonta this afternoon, at City Hall he will be joined by City of Oneonta Mayor Gary Herzig, Acting City Manager Meg Hungerford, and other city officials. Seward will discuss his mandate relief legislation that would provide state aid to Oneonta and other SUNY-host municipalities.

Cuomo also announced that the Adirondack challenge would move to the Catskills next year, to further publicize the Catskills.
State Police and the Broome County Sheriff’s Department arrested 2 people Friday, after a string of convenient store armed robberies. State Police arrested 24 year old Ruslan Opatskyy of Binghamton & 21 year old Cathrine Boyea-Kaninsky of Port Crane for 2nd degree Robbery 2nd. Both are accused of committing the October 20th armed robbery of the Kwik Fill Gas Station in Port Crane, they were arraigned in the Town of Fenton court and held without bail at the Broome County jail. The investigation is continuing and additional charges are pending.
State Police arrested 19-year-old Daniel Dumond of Milford for DWI & unauthorized use of a vehicle. The arrest occurred after troopers responded to a single car accident on Upper Dutch Hill Road in the Town of Milford. Dumond was driving while intoxicated when he rolled the vehicle, he was driving the 2004 Pontiac Grand Am without permission from the owner. Dumond was issued tickets returnable to the Town of Milford court on November 3rd.
The Delaware County Sheriff's Office and State Police arrested 32-year-old Erin Harrington of Unadilla, on charges of forgery & petty larceny. Harrington is accused of stealing money from the Sidney Youth Football Program following a recent fundraising event. Harrington is further accused of then trying to cover up her theft by creating a fictitious document purporting to be from the Sheriff's Office to try to convince officials that the money had been stolen from the Harrington residence during a burglary that did not happen. Harrington was also issued traffic tickets charging her with operating an uninsured motor vehicle with a suspended registration. Harrington was and released on recognizance pending a future appearance in the Town of Sidney Court.
The Delaware County Sheriff’s Office graduated 6 new officers professionally trained in equine mounted patrol activities. The mounted patrol was re-established in 2012,it is made up of a team of officers from various law enforcement agencies throughout the County. the horses will be used for searches in Delaware County where much of the county is not accessible by conventional methods.
Pathfinder Village of Edmeston, announced that a Donor & press event for the new $1.2 million Dr. William Streck Community Health Center would be held on Friday November 6th from 4:00 to 6:00 PM. The new 3,800 sq. ft. Streck Health Center is just east of Pathfinder Village, off of NYS Route 80, Pathfinder Village will lease the new facility to Bassett Healthcare Network, which will oversee medical operations. The new health center replaces an older, smaller clinic in Edmeston, and is expected to offer expanded access to healthcare services to area residents.

90-year-old Betty Clark of Oneonta was hospitalized for suffering burns & smoke inhalation at a fire at 348 Chestnut Street in Oneonta Thursday morning.  Clark was taken to Fox Hospital in Oneonta, after she unsuccessfully attempted to rescue her pets.  Investigators determined that cardboard boxes were too close to a gas range in the kitchen, they caught fire at around 9:20 Thursday morning, and passing motorists reported the blaze and helped bring Clark to safety.  Firefighters from Oneonta, West Oneonta, Otego Franklin, Worcester & Sidney responded.

The Chenango county sheriffs department arrested 33-year-old Nathan Diamond of the town of Butternuts on an active arrest warrant.   Diamond was arrested by deputies following his release from the Chenango County Jail on unrelated charges, he was turned over to the Binghamton Police on a warrant for Possession of a Forged instrument and Falsifying Business records.

The Chenango County Sheriff's Office & State Police arrested a Town of Plymouth man on an active Bench Warrant.  33-year-old Todd Jackson was wanted on a Bench Warrant from the Town of Norwich Court for Failure to enroll in Chenango County Family Treatment Court. Jackson was taken into custody without incident and arraigned in the Town of Norwich Court, he was released following enrollment into Family Treatment Court.

Governor Cuomo today announced that $13.5 million is available through the NY-Sun initiative for projects aimed at reducing the overall cost of installing solar electric systems and streamlining the inspection and permitting process.  $10 million will support efforts to lower the overall cost of the systems and $3.5 million will fund a 2-year statewide effort to educate local officials and first responders. Binghamton City police are looking for a 33-year-old Matthew Ford of Binghamton, on a City Court Warrant for 4th degree grand larceny.   Ford is described as a white male, 5 foot 7, bald, 150 pounds with hazel eyes and glasses.  Anyone with information can contact the Binghamton Police Department Warrant Division at 772-7044.

A 3.8 Million dollars federal disaster award was made by the Economic Development Administration to the Delaware County IDA.  The award will fund the purchase and preparation of the new site for Amphenol on Delaware Avenue in Sidney, as well as for the construction of the new building, the extension of a natural gas line to the existing site & the new plant, and for the recent construction of a levee around the existing facility.


The Chenango county sheriffs department arrested 33-year-old Nathan Diamond of New Berlin on an active arrest warrant for 3rd degree Criminal Trespass and 2nd degree Harassment.   Diamond is accused of failing to leave the premises of the Unadilla Valley Central School as advised by the principle; he is accused of pushing staff and making threats.  Diamond was arraigned in the Town of Columbus Court and is being held on $2,500 cash bail. He is to appear in the Town of New Berlin court on a later date.


Delaware County Sheriff’s Deputies arrested 25-year-old Paul Poss of Sidney on a bench warrant issued by the Masonville Town Court for failing to appear.  Poss had previously been arrested for Unlawfully Cultivating Marihuana and had failed to appear at the court to address the initial charge; he was arraigned in Tompkins Town court & was released on $100 bail.


The Chenango county sheriff’s department arrested 20-year-old Caden Cruz of Smithville for Criminal Possession of a controlled substance.  Cruz was arrested following an incident at the Dollar General Store in the Village of Oxford, he was found to be in possession of prescription medication that he could not legally possess.  Cruz was issued an appearance ticket and is scheduled to appear in the Village of Oxford Court at a later date.

Members of the Governor’s cabinet will deliver Regional STATE OF THE STATE Messages today around the state.  Locally, state DMV commissioner Barbara Fiala will deliver the state of the state message at 11:00 AM at the Broome County Legislative Chambers at 60 Hawley Street in Binghamton.


The Chenango county sheriff’s department arrested 33 year old Jeb Davis and 33 year old Nathan Diamond on charges of 3rd degree attempted burglary, 3rd degree criminal mischief and 5th degree conspiracy.  The two suspects are accused of Attempting to break into the Service Pharmacy in the Village of New Berlin to steal prescription medication, they were later arrested in Otsego County.  Both were arraigned in the Town of New Berlin Court and remanded to the Chenango County Correctional Facility on $10,000 cash bail.


The Chenango county sheriffs department arrested 36 year old Veronica Donahue of Utica for Practicing Or Appearing As Attorney-at-law Without Being Admitted And Registered.  Donahue alleged represented herself as an attorney on behalf of a client in the Town of North Norwich Court, and she is not an admitted or registered attorney.  She was issued an Appearance Ticket and is scheduled to appear in the Town of North Norwich Court at a later date.


The Sidney town board has called a special meeting for tonight at 7:00 PM in the Sidney civic center board room.  The purpose of the meeting is to discuss the draft moratorium on gas drilling, it will be distributed to board members, if it is acceptable to the majority of the board, it will be sent to Delaware county for a general municipal law review.
