On the 24th anniversary of Michele Harris’ disappearance, State Police continue to investigate. Harris was last seen on September 11, 2001, Despite extensive investigation, her whereabouts remain unknown. In the coming weeks, State Police investigators will be conducting additional searches for evidence related to this case. State Police ask that anyone with information relevant to the disappearance of Michele Harris is urged to contact the State Police Tip Line: (607) 561-7400.


State Police & State Parks Police continue the search for 20-year-old Jonathan D'Agostino, who is described as approximately 6’ tall, 210 pounds with a Shaved head, dark beard and mustache. Police reported that D'Agostino was spotted on Video footage as he was leaving Ithaca College on Sunday, Wearing blue jeans, gray sweatshirt and a green knit hat, his vehicle was located at lower Buttermilk Falls State Park in the Town of Ithaca and his cell phone was in the vehicle, with a note within the vehicle suggesting self harm. 41 year old Kenneth Todd of Middletown, pleaded guilty in County Court to 1 count of 3rd degree Grand Larceny, he admitted that he and two other individuals entered City of New York property by breaking through a locked gate and stole a DEP owned woodchipper. Todd was placed on interim probation for 1 year, He has to complete 100 hours of community service, If he were to violate these conditions, his sentencing date will be moved up and he faces the potential of 2 and 1/3 to 7 years in state prison.


New York State DEC announced a drought watch is being expanded by 30 counties, bringing the total to 50 counties under a watch across the state. The action was taken after consulting with the State Drought Management Task Force and federal partner agencies. 1 of the counties added to the drought watch includes Delaware County, residents are asked to Water lawns only when necessary, Reuse water collected in rain barrels, dehumidifiers, or air conditioners to water plants; Raise lawn mower cutting heights. Use a broom, not a hose, to clean driveways and sidewalks; Wash only full loads of dishes and laundry; Take shorter showers and Wash cars less frequently.


Sidney Mayor Ray Baker gave an update regarding projects underway in the village, 1st, he said that the Clover Lane Development near West Main Street has been purchased:

Baker also said that the Stewart's project is moving forward and should be coming before the Planning Board Shortly, and the Senator Schumer is looking to convince FEMA to reverse their negative decision on the Culvert project under State Route 8.

After 11 weeks of testimony, & more than 50 hours of deliberations, the jury in the 3rd Cal Harris murder trial has been dismissed & a mistrial has been declared. The jury reported that they were deadlocked on a decision regarding Harris’s guilt for the murder of his estranged wife Michele in 2001. Judge Bartlett and the attorneys for both sides will reconvene & they will have to decide if a new trial will be ordered. Harris was convicted twice before in Tioga county court, both of those convictions were overturned on appeal.
19-year-old Joseph Mueller of Delhi has died from injuries sustained in the Wednesday night crash & explosion of a propane tank at the Delhi American Legion. Mueller died Thursday night at Upstate Medical Center in Syracuse after suffering severe burns, after he drove a minivan into the propane tank, at about 8:25 p.m. Wednesday. The cause of the crash remains under investigation.
The General Clinton Canoe Regatta is still looking for volunteers for next weekend’s event for the gate and many other duties.

The state Department of Environmental Conservation finalized the 2,000 page Supplemental Generic Environmental Impact Statement on Hydraulic Fracturing this week. The document was 7 years in the making, with thousands of public comments delivered to the DEC on the controversial issue. The documents discuss possible environmental effects, Governor Cuomo banned Fracking earlier this year, fracking was permitted in New York State from 1979 to 2008.
The 31st annual Senior Council Barbecue and Pie Auction will take place on Tuesday, June 2nd, at the Delhi American Legion at 4:30 PM; the event will raise funds for programs and services for the elderly in Delaware County, and Tickets can be purchased from Senior Council members, or at the Office for the Aging, by Wednesday, May 27th.

State Police responded to a Delaware County 911 report of a vehicle in the Delaware River, just off Harvard Road in the Town of Hancock. Troopers located a 2000 Jeep Grand Cherokee, with a New Jersey registration, approximately 50 feet into the river and half submerged in the water. Troopers found a deceased occupant, identified as 37 year old Stephen Maikisch of Somerset, New Jersey. Troopers reported that Maikisch exited State Route 17 at Exit 90 at a high rate of speed, drove through a t-intersection at the end of the ramp, crossed Harvard Road striking a guide rail and several trees. The Jeep traveled about 200 feet from the road before it came to rest in the river. Police said that a toxicology screening would be conducted and the results are pending.
Governor Cuomo honored 27 fallen law enforcement officers from agencies across New York State, including officers who died last year in the line of duty. The names of the 27 officers honored today have been inscribed on the Police Officers' Memorial located on the Empire State Plaza in Albany. Among those added to the memorial were State Trooper Christopher Skinner of Troop C, who was struck and killed by a hit-and-run driver on I-81 on May 29th, and Johnson City Police Officer David Smith, who was ambushed while responding to a disturbance call on March 31. Jury Deliberations continue today in Schoharie County Court in the 3rd murder trial of Cal Harris. This third trial took over 11 weeks to complete, it had been moved to Schoharie County from Tioga county following a 2nd successful appeal by Harris's defense attorneys. He was convicted twice before for the September 2001 murder of Michele Harris in Tioga County.
State Senate Majority Leader Dean Skelos refused to step down from his leadership position yesterday, despite his arrest on charges of bribery & extortion following a federal investigation. Former Assembly speaker Sheldon Silver resigned his leadership position in January after being arrested for similar offenses, he did not resign from his state assembly seat and remains free on bail.
Chenango county sheriff’s deputies arrested 42-year-old Shawna Bourn of Norwich, for Criminal Mischief & Trespassing. Bourn was arrested following an investigation into a Domestic Dispute, where Bourne is accused of damaging a cell phone, trespassing on a 3rd parties property & refusing to leave. Bourn was arraigned in the Town of Norwich Court and remanded to the custody of the Chenango County Sheriff’s Office in lieu of $500 cash bail. Bourn is to reappear in the Town of Norwich Court at a later date.
The State Assembly looks to wrap up the legislative session in the coming weeks; on the agenda is the annual call by the Governor & assembly leadership to raise the minimum wage, as well as the farm labor bill. Area Assemblyman Cliff Crouch said that temporary Migrant labor is hired for the harvesting season, and they should remain exempt from state labor laws do to the different environment for work on farms:

State Senator Jim Seward honored Patricia Kennedy of Oneonta as the 2015 Senate "Woman of Distinction" from the 51st senate district at the 18th annual senate Women of Distinction ceremony at the Capitol. Kennedy serves as the CEO at Springbrook, which serves over 850 people with developmental disabilities, & employs more than 1,200 individuals.

Witness Testimony has begun in the 3rd murder trial of Cal Harris. Barbara Thayer was the first to testify, she served as the Harris family's nanny around the time of Michele Harris’s death in September 2001. Cal Harris was convicted twice before in Tioga county court, those convictions were overturned on appeal; this 3rd trial was moved to Schoharie county court.
US Senator Charles Schumer is calling on the Centers for Disease Control to make measles vaccines and booster shots free & readily available, following an outbreak of the long dormant disease in California. Schumer is also pushing for free mumps and rubella shots in schools & health clinics as soon as possible. The CDC reported that 121 people have the measles since January 1st, most of those cases stemmed from a multi-state outbreak linked to visits to a Disney amusement park in California, following an anti-vaccine movement.
Governor Cuomo today deployed New York State assets to Massachusetts to assist the state in its cleanup efforts following the historic snowfall in the region over the last several weeks. More than 60 personnel and 71 pieces of heavy equipment, left New York this morning, New York joins Vermont, New Jersey and Pennsylvania in assisting Massachusetts.
Republican in both houses of the state legislature are working to convince Governor Cuomo to can the "Gap Elimination Adjustment", which they claim has cut funding to poor rural school districts. Area Assemblyman Cliff crouch said that Governor Cuomo so far is playing hardball with the budget:

The Senate Majority announced that they are prioritizing the idea of removing the Gap Elimination Adjustment in the coming fiscal year budget.
The number of school districts overriding New York's property tax cap declined by more than half over the past three fiscal years, dropping from 44 school districts in 2012-13 to only 19 in 2014-15, according to a report issued today by State Comptroller Tom DiNapoli. The report also found low- and average-need districts were twice as likely to override the tax cap compared to high-need districts. 14 districts exceeded the cap in two of the three years and one district exceeded the cap all three years. Attorney General Eric Schneiderman announced that the Community Overdose Prevention program, which provides funding to equip state and local law-enforcement officers with naloxone, has saved more than 100 lives in less than a year. The abuse of heroin and prescription Opiod Drugs is a growing problem, Nationwide, fatal overdoses from heroin doubled from 2010-2012, according to the Centers for Disease Control and Prevention. The Broome County Sheriff's department was among the top life saving organizations with 5 saves by Naloxone since the program started.

Greene Firefighters responded to a house fire at 671 Hotchkiss Road yesterday afternoon at around 3:40 PM. Mutual aid from Coventry, Chenango Forks and Port Crane responded, with no injuries reported. All occupants escaped without injuries, damage was significant. The investigation into the cause of the fire is continuing.
Jury selection in the trial of Cal Harris continued for an 8th day in Schoharie County Court. Harris is charged with the murder of his estranged wife Michele in September 2001, and has been convicted twice before in Tioga Count Court.

The Awards will be given out at tonight’s annual Sidney Chamber Of Commerce dinner at the Sacred Heart Church on Liberty Street starting at 5:30 PM.


New York State is no longer requiring transgender people, to offer proof of surgery, when asking the state to change the gender on their birth certificate. The state will now issue a new birth certificate, if the person provides an affidavit from a medical provider, stating they have received "appropriate" treatment. The policy change had long been sought by advocates, who say an individual's official gender, shouldn't depend on whether they had a medical procedure. Five states have already made similar policy changes.


Cal Harris, the Tioga County businessman who has been convicted of murdering his wife twice, spoke for the first time in a special interview with CBS. Facing his third trial in the fall, Harris gave his first TV interview to the 48 HOURS program.   The interview will air Monday at 10 p.m. Michele Harris went missing the night of Sept. 11th, 2001. Although amidst a bitter divorce, Michele and Cal were living in the same Tioga County home when she vanished after leaving a boyfriend’s house. Harris has been convicted twice of murdering Michele, but both cases have been thrown out on appeal.


State Troopers arrested 34 year old Craig West of Windsor for 3rd & 4th degree Criminal Mischief 3rd, Disabling Equipment to Prevent Request for Emergency, & 2nd degree Harassment.  The arrest resulted from a complaint in Windsor, where West has allegedly engaged in a physical altercation, and smashed a phone that the victim was using to get help from Police, damaged other property and injuring the victims head & jaw. West apprehended and arrested, he was arraigned in the Town of Colesville Court and remanded to the Broome County Jail on bail, an order of protection has been requested against him.


Greek yogurt maker Chobani has laid off employees at its plant in Chenango County, but has also charted a new direction for growth. Chobani would only say it reduced certain positions at the plant in New Berlin, as well as temporary positions at the facility in Idaho. The local plant will continue to produce for east coast customers, as well as markets in Latin America and the Caribbean. Chobani also opened a new business service center in Norwich.


National Guard members may soon have the right for memorial headstones, thanks to a push from Rep. Richard Hanna. The House of Representatives passed the Guard Units and Reservists Deserve Remembrance Act. The act allows National Guard and Reserve members, who have served more than six years, to receive a memorial headstone or marker when they pass away. The GUARD Remembrance Act is part of the National Defense Authorization Act. It will head to the Senate for a vote.

State Police arrested 29-year-old Kyle Whitfield of Greene, for 2nd degree Murder.   The arrest followed the investigation into a physical altercation and the subsequent stabbing death of 33-year-old James Button Jr. of Greene, at Whitfield’s residence at 132 Loomis Lane in Greene. Whitfield was arraigned in the Town of Smithville Court and remanded to the Chenango County Jail without bail.  State Police were assisted at the scene by the Village of Greene Police Department.


State Police from Sidney arrested 37-year-old Bryan Ohara of Mount Upton for 2nd degree Criminal Contempt.  Ohara is accused of violating a court order of protection by initiating unwanted communication with the protected party.  Ohara was arraigned in the town of Guilford Court and remanded to jail in lieu of $30,000 cash bail or $100,000 secured bond.


Governor Cuomo today announced that New York State Police were successful in 15% of Automated External Defibrillators saves for individuals under sudden cardiac arrest, since 2007. Cuomo said that the success rate of state police was twice the national rate of 8%.   All marked State Police vehicles and state buildings are equipped with the devices, and troopers are given comprehensive, special training to use them in emergency situations.


Chenango County Sheriff Ernest Cutting announced that his office has launched a smartphone app that allows the office to communicate much more effectively with the community. The Chenango County Sheriff’s Office app is a free download and is available for both iPhone and Android smart devices, Users simply search “MobilePatrol” and after downloading, select the Chenango County Sheriff’s Office.


State Police from Oneonta arrested 27-year-old Natalie Hilyer of Erie, Pennsylvania for Driving While Intoxicated with a reportable BAC result of .14%.  Hilyer was stopped by Troopers on state route 28 in the town of Oneonta for driving without her headlights; troopers determined that she was intoxicated.  Hilyer was issued tickets returnable to the Town of Oneonta Court on March 18th.


The family of Michele Harris in Tioga county is hoping to gain new information on her 2001 disappearance.  A confidential tip line is being set up by her four children and their father Cal Harris.  Cal Harris was arrested for the murder of Michele in 2005, and has since had two convictions overturned on appeal. Harris will go to trial for a third time in Schoharie County, after a state appeals court granted a venue change. No trial date has been set. Michele's body has never been found. Former New York Governor David Patterson now has a permanent presence in the Capitol's Hall of Governors. Paterson's official portrait was unveiled Sunday afternoon. Governor Andrew Cuomo introduced Paterson at the event, hailing his leadership through a time of fiscal catastrophe. Paterson took office on March 17th 2008, just as the nation's financial system began its meltdown. Paterson was lieutenant governor under Governor Eliot Spitzer and rose to governor when Spitzer resigned due to a prostitution scandal. Spitzer’s portrait has not been added to the Hall of Governor’s.  Paterson's did not to seek re-election in 2010, which cleared the way for Cuomo to successfully run.
