Statewide, there were 33 school districts designated in
fiscal stress, according to State Comptroller Tom DiNapoli. This year, 4 districts are categorized as
being in significant fiscal stress, including the Norwich City School
District. Local districts that were
listed as susceptible to fiscal stress were the oxford Academy, & the
Schenevus Central school district. The
report also noted that the Southern Tier was the only region with a decrease
from the previous school fiscal year in the number of districts in fiscal
stress. Central New York and the North Country regions had the largest
percentages of districts in a fiscal stress category.
Governor Cuomo has proposed spending 10 million dollars to
make sure that the Census takers count every individual living in the state to
be counted:

The proposed budget announced by Governor Cuomo this week
has a 6.1 billion dollar gap, about 1/3 of that from Medicaid Spending, Local

The Greater Oneonta Historical Association announced today
that the Friends of the Oneonta Theater are looking to revitalize the building.

Governor Cuomo today announced legislation in the Executive
Budget to make New York's fracking ban permanent. The measure would restrict
the Department of Environmental Conservation from approving permits that would
authorize an applicant to drill, deepen, plug back or convert wells that use
high-volume hydraulic fracturing as a means to complete or recomplete a well.
State Senator Fred Akshar released his latest Community
Voice Survey on the controversial new bail reform law that went into effect at
the beginning of the year. The poll
found 49% of respondents said the changes were bad for New York while 37% said
they were good for the Empire State.
Akshar supports a full repeal, he has also introduced legislation to fix
key parts of the bail reform law, including a bill to restore bail for several
violent crimes & he also introduced legislation to remove the option of
cashless bail if the arrested individual has been convicted of a felony in the
past 10 years.
Citizens Energy Vice President Michael Kennedy will dedicate
a major solar array in the town of Chenango today to provide green power to
subscribers of the company’s JOE-4-SUN program.
Citizens Energy has partnered with Southern Tier Solar Works, a
non-profit program of the Binghamton Regional Sustainability Coalition, to
bring clean energy to the region. The event will take place at 11:00 AM at 400
WEST CHENANGO ROAD in CASTLE CREEK.
The American Red Cross will hold another Blood drive today
in Otsego County. The drive will be held
at the Foothills Performing Arts Center on Market Street in Oneonta, from 1:00

The Chenango County Sheriff’s Office arrested 34-year-old Jodi Babcock of Bainbridge, who was stopped for operating a suspended vehicle, aggravated unlicensed operation of a vehicle, and loud exhaust. During the course of the traffic stop hypodermic needles & heroin were found. Babcock is accused of possessing the heroin with intent to sell, she was also wanted on a bench warrant by the City of Norwich Court. Babcock was charged with Criminal Possession of a Controlled Substance, along with vehicle and traffic violations. She was arraigned in the Town of Bainbridge Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. The Sheriff’s Narcotics Division and Village of Sidney Police Department assisted with the Investigation.

The State Department of Health today confirmed 2 additional cases of Zika virus in New York, bringing the total to seven. All of the infected patients are travelers returning to New York from countries where Zika virus is ongoing. Zika virus cannot be transmitted by casual person-to-person contact. Infected mosquitoes primarily transmit Zika virus, there is very limited chance of local transmission in New York during the winter. pregnant woman who have traveled to a country where Zika is ongoing, & are experiencing fever, rash, joint pain, or conjunctivitis, should contact their health care provider. Governor Cuomo announced that the ReCharge NY program, which utilizes low-cost power from the New York Power Authority to spur economic development, has supported 400,000 jobs since its inception 5 years ago. The Power Authority has awarded ReCharge NY power to 741 business operations, including 71 not-for-profit enterprises. This weekend, clocks get pushed ahead 1 hour as part of Daylight Savings Time, & the Firemen’s Association of New York urges all New Yorkers to check their smoke and carbon monoxide alarms to ensure that they are functioning properly. the Association recommends cleaning all alarms to remove any debris that might impede their function and to change batteries. They also recommend testing alarms monthly, vacuum or blow out any dust that might accumulate in the unit, & never paint a smoke or Carbon monoxide alarm. Governor Cuomo announced the return of the Craft New York Brewers Festival to the Desmond Hotel and Conference Center in Albany tomorrow. 41 craft brewers from across the state will be offering more than 100 beers to sample and pair with food from more than a dozen restaurants. The second annual festival will run from 4:00 PM to 8:00 PM Saturday at the Desmond Hotel and Conference Center, 660 Albany Shaker Road in Albany. Tickets can be purchased at thinknydrinkny.com.

Governor Cuomo announced that 11 more businesses plan to expand in or locate to New York State under the START-UP NY program. The businesses will invest nearly $30 million, creating 158 new jobs over the next 5 years in tax-free areas sponsored by State university schools. Morrisville State College will have 54 new jobs that will be created by Empire Farmstead Brewery at a microbrewery where beer will be manufactured for regional and international distribution. Also at Morrisville, K16 Corporation is a new technology device and software development firm focused on developing technology based solutions in teaching methods. K16 will be locating to on-campus space in Morrisville and create two net new jobs while investing $10,000.
State lawmakers are working toward getting a state budget together by the April 1st deadline, in spite of the governor’s acknowledgment that a budget might be late if ethics reforms are not passed. Area assemblyman bill Magee comments:

Reed said that a recent fundraiser raised about $800 in order to pay to get the dancers to New York City to perform their routing in front of the crowd at Madison Square Garden.
State Attorney General Eric Schneiderman announced that since January 2011, his office has helped over 17,000 people successfully resolve their consumer complaints, totaling over $13.5 million in refunds and other relief for over 12,000 of those consumers. The largest number of complaints deals with the Automobile industry, followed by Credit and Identity Theft issues, the Service Industries, Utilities and Landlord/Tenant complaints. The Attorney General's Consumer Helpline for those who beleive they may have been victimized is 1-800-771-7755.

Commerce Chenango's Economic Development Department announced the approval of a foreign-trade zone in Chenango County. Commerce Chenango CEO Steve Craig told WCDO News how it works:

Craig said that CWS & Norwich Pharmaceuticals would be taking advantage of the program, which could lead to job growth at both companies in the future.
The Chenango county sheriff’s department arrested 22-year-old Phillip Kennedy of Greene for 2nd degree obstructing governmental administration. Kennedy is accused of attempting to prevent law enforcement from interviewing a witness to domestic dispute in the Town of Greene; he was arraigned in the Town of Greene Court and was released and ordered to reappear at a later date.
Walton Central School agriculture education teacher Tina Miner-James is being recognized this afternoon as 1 of the top 6 Outstanding Agricultural Teachers in the U.S. by receiving a complimentary 2-year lease on new 2013 Toyota Tundra. A Toyota representative will recognize James during a special assembly at the Walton Central School this afternoon.

State Troopers arrested 32-year-old Shakeen Elliott of Johnson City for Driving While Intoxicated with a BAC result of .15 %. The arrest resulted from a traffic accident on State Route 12 in Greene; Elliott was issued tickets returnable to the Town of Greene Court at a later date.
State Troopers at Sidney arrested 31-year-old Larry Miller of Oneonta, for Driving While Intoxicated. The arrest resulted from a traffic stop on State Route 7 in the Village of Unadilla; Ellis was issued tickets and released pending further Court action in the Town of Unadilla Court on April 22nd.

Comfort was originally charged with 3rd degree Forgery, 3rd degree Identity Theft & Petty Larceny.
