Over $468 million in federal funding including in last week's Omnibus Spending bill will go for 2 Presidential Helicopter construction projects. Lockheed Martin in Owego will participate in the construction along with Sikorsky Aircraft.
Governor Cuomo signed a bill to increase protections for pets across New York State. The bill prohibits the piercing or tattooing of all pets, including cats and dogs, to protect the animals from unnecessary harm, yet still allows the use of piercing and tattooing for identification purposes only, or where the piercing provides a medical benefit to the animal & is performed by a licensed veterinarian. The law will take effect in 120 days; Senator Tom Libous of Binghamton sponsored it in the State senate.
Broome County Special Investigations Unit Task Force arrested 33-year-old Tyrone Middleton & 38-year-old Angela Cooley of Binghamton, on drug charges. The 2 are accused of possessing crack cocaine packaged for sale, they were charged with 2 counts of Criminal Possession of a Controlled Substance & 1 one count of Criminally Using Drug Paraphernalia. Both were arraigned in City of Binghamton Court this morning.
Governor Cuomo said he expects a decision on hydraulic fracturing for natural gas to be made before the end of the year, pending the outcome of the Department of Health's review on possible health related issues. The state instituted a moratorium on the practice under then-Governor David Patterson in 2008; hydraulic fracturing had been used in Western New York Counties since 1979.
The state Board of Regents requested a $2 billion increase in state education funding for the next fiscal year. In total, the Regents are asking the state to spend $24.4 billion on its education system next year, a 9 percent increase. The Regents' proposal includes a request, for $678 million of the roughly $5 billion the state has received from legal settlements with various banks and insurers. The Regents' request is in line with the $1.9 billion boost sought by the state Educational Conference Board, a wide array of groups, including school boards, superintendents and teachers. But it will ultimately be up to Cuomo and the Legislature to decide how much the state spends
Governor Cuomo today announced New York State has received $6.2 million in federal funds that will allow 90 community organizations, hospitals, police departments and district attorneys’ offices to enhance services and protections for victims of sexual assault and domestic violence. The grants will also support the work of health care professionals who are specially trained in examining sexual assault victims and collecting evidence that can be used by law enforcement, as well as allowing the New York State Coalition Against Sexual Assault to develop protocols and training that better address sexual assaults on college campuses.

State Police arrested 37 year old Brian Johns of Sidney & 43 year old Jason Rude of Unadilla for Trespassing. The arrest occurred after a complaint from a residence on Sanly Road in Franklin, , where both men were accused of walking near the residence while wearing dark clothing and possessing binoculars at night. Johns and Rude were arraigned in town of Sidney Court and were remanded to the Delaware County Jail on $1,000 cash bail. An order of protection was issued against both men.
The city of Oneonta has hired a new city manager, who will officially begin his duties on Monday. 54 year old Martin Murphy will start at an annual salary of $110,000. Murphy was most recently a Cortland County administrator. Murphy succeeds Michael Long, who retired May 29th
As the deadline to register to vote in next month's general election approaches, the State Board of Elections reminds residents to turn in their paperwork as soon as possible. The final day to register to vote for the Nov. 4 General Election is Oct. 10. Registration forms are available at elections.state.ny.gov. The forms can also be found at the post office, DMV site or by calling your county board of elections
Binghamton Police arrested a Broome County legislator for DWI after a crash involving a bicycle rider. 49 year old Anthony Fiala of Binghamton, was charged with DWI early this morning. The arrest was the result of a car and bycyle crash on the corner of Clinton and Oak streets in Binghamton. Fiala allegedly hit a bicyclist with his vehicle and left the scene. The unidentified rider received minor injuries and refused medical treatment. Police later located Fiala at his home on Stanley Street. Fiala was released on an appearance ticket at a later date

Sidney village police & NYSEG are alerting residents of a scam, where a caller poses as a NYSEG representative to report a passed due bill & threatens to turn off electricity if a payment is not made. A second person will then pose as a manager to acquire personal financial information from the caller. NYSEG does not operate in this manner, if you should receive such a call, offer to call back at the phone number on your NYSEG Bill, do not give out financial information to unsolicited callers.
New York will mail a second rebate check to homeowners – the “Property Tax Freeze” credit. To qualify, homeowners must: Receive the Star Property Tax Exemption, The property must be the homeowner’s primary residence, The total household income must be $500,000 or less and The School District in which the property is located must comply with the state’s property tax cap. The check amount will be the actual increase in your tax bill with an inflation factor – whichever is greater. Homeowners whose tax bills go down, stay the same, or increase less than the inflation factor will receive a credit equal to the previous year’s tax bill with inflation
Governor Cuomo said October is Domestic Violence Awareness Month. The office for the prevention of domesitc violence works to raise awareness of the issue by launcing a campaign to turn New York State purple. Purple is the color chosen to help spread the message. The campaign is a low- or no-cost way for organizations to show their support for ending violence against women. Mang Insurance Agency officials announced that the company would now be known as NBT-Mang Insurance Agency. Mang became part of the NBT Bancorp organization in 2008, the name change requires no action from customers, and no services will be affected by the change.

New York City DEP will build a new hydroelectric facility at the Cannonsville Reservoir. The 14-megawatt facility will generate enough electricity to power roughly 6,000 homes & avoids the emission of 25,620 metric tons of greenhouse gases each year. The facility is also expected to generate $2 million in revenue each year; construction of the $72 million plant could begin as early as 2016, it’s also expected to create 60 construction jobs and 5 full-time jobs to operate the plant.
Governor Cuomo announced an additional $55 million in funding for 5 economic development projects in the 3rd round of the competitive NYSUNY 2020 Challenge Grant Program. 1 of the 5 projects is the SUNY Bridge to Entrepreneurial Excellence will receive 6 million dollars. The facility will be housed at Broome Community College, within the Southern Tier High Technology Incubator and they will be partnering with SUNY Binghamton. NY SUNY 2020 funding will ensure that the space is constructed & equipped to launch outcome-oriented inventions.

The final Department of Energy report from a federal study on hydraulic fracturing, found no evidence that chemicals or brine water from the gas drilling process moved upward to contaminate drinking water at a site in Pennsylvania. The report was the first time an energy company allowed independent monitoring of a drilling site during the fracking process and for 18 months afterward. Researchers found the chemical-laced fluids used to free gas stayed about 5,000 feet below drinking water supplies. The fracking process uses millions of gallons of high-pressure water mixed with sand and chemicals to break apart rocks rich in oil and gas. That has led to a national boom in production, but also concerns about possible groundwater contamination.
Former Delaware County Board Chairman Ray Christensen of Davenport has died at the age of 76. Christensen was the Town of Davenport supervisor for 17 years and Chairman of the Delaware County Board of Supervisors for 6 years.
Governor Cuomo announced the Farm to Fork Solutions Forum to focus on helping New York State food and beverage manufacturers grow their business. FuzeHub will host the forum and connect businesses with technical experts to identify solutions to overcome challenges; FuzeHub has assisted more than 450 manufacturing companies across New York. NBT Bank presented a $50,000 check to the Chenango County Historical Society on September 10th at their Business After Hours. The money will be used to continue the reconstruction of the Perry Loomis Horse barn. Once complete, it will be an Agricultural Education Center.

Otsego County Sheriff, The state DEA, the Otsego County DA's office, & Oneonta Police arrested 22-year-old Nicholas Michael Torres of Mohegan Lake, following a 4-year investigation into heroin and oxycodone powder trafficking in and around Otsego County.  Torres allegedly distributed narcotics that were stolen from Covidien Pharmaceuticals in Hobart plant, he was taken into custody in Carmel, he was arraigned and was remanded to the Otsego County Jail on $25,000 bail returnable in the Town of Oneonta Court on August 21st

State Troopers arrested 19-year-old Victoria Niedbalec of Laurens for 3rd degree Assault. The arrest was the result of a dispute that occurred at a residence in Laurens, Niedbalec was arraigned in the Town of Laurens Court and remanded to the Otsego County Correctional Facility on $250 cash bail. An order of protection was issued by the town court against the suspect.
The Chenango County Sheriff's department arrested 25-year-old Christopher Bonno of New Berlin for Criminal Possession of Stolen Property. Bonno is accused of being in possession of a DeWALT Jig Saw, which was reported stolen on an earlier date from a parked vehicle in the Village of New Berlin. Bonno faces court action at a later date.
While voters in the Southern Tier support casino development, the majority of residents would not frequent a new gambling parlor once it's up and running, according to a Time Warner Cable News/Siena College poll. Southern Tier voters support casino development, 45 to 36%, 57% of the same voters said they would not likely frequent their region's casino. The Gaming Commission said the casino applicants would make presentations in front of the Gaming Facility Location Board on Sept. 8th and 9th in Albany. Public hearings are scheduled for Sept. 22 to 24th.
The state Education Department has produced a preliminary parents bill of rights on the use and security of student data. Lawmakers in April required the bill of rights, the appointment of a chief privacy officer and other changes to protect student data, after there was a statewide backlash against the Education Department's plans, to share identifiable student data with inBloom. The law forced New York to pull out of the inBloom project, which closed shortly thereafter.
Empire State Development has approved SUNY Broome Community College's plan for the START-UP NY economic development initiative, which establishes tax-free business areas around college campuses. The college plans to offer information sessions about the initiative, more information is available at 778-5012.
SUNY Oneonta has made Forbes magazine's ranking of America's Top Colleges. The State University College at Oneonta was ranked 167th in the Northeast and 520th overall on the annual list. Factors taken into consideration were student satisfaction, post-graduate success, student debt, graduation rate and academic success.
Up to $300 million has been made available through the State's NY Rising Housing Recovery Program, to support home elevations for 6,575 homeowners. Individuals eligible for funding experienced damage to their homes as a result of Super storm Sandy, Hurricane Irene and Tropical Storm Lee. The Optional Home Elevation and Mitigation Initiative is being offered, in addition to other housing recovery assistance that has been made available through NY Rising. 6 former players & managers will be inducted in the National Baseball Hall of Fame in Cooperstown this weekend. Former managers Bobby Cox, Tony LaRussa & Joe Torre will be inducted, along with former Pitchers Greg Maddux, Tom Glavine & slugger Frank Thomas, the ceremonies will be held at 1:30 Sunday afternoon at the Clark Gymnasium in Cooperstown.
About $80 million for 17 construction projects at some New York community colleges is hung up because the state budget approved in March inadvertently dropped the funding from the spending plan. A "clean-up" budget bill never materialized before the Legislature ended its session last month, so projects at about a dozen colleges, including Broome, will temporarily be without the funding. Broome Community College is without $5 million for the SUNY Broome Hospitality Center to be built at the Carnegie Library in downtown Binghamton. State lawmakers are not expected back before January.
The Chenango County Sheriff's Office Narcotics Division arrested an 18 year old Takell Henry of Utica for Criminal Sale of a Controlled Substance, following a traffic stop in the Town of North Norwich. During a narcotics investigation Henry allegedly sold crack cocaine to an undercover Police Officer, he was arraigned in the Town of North Norwich Court and remanded to the Chenango County Jail on $25,000 cash bail pending future court action.
Cornell University and Owego’s Lockheed Martin, are among seven research teams, awarded project grants to develop technologies that will improve New York State’s electric grid. Governor Cuomo announced a total of $3.3 million will go toward seven smart grids. The governor said the smart grid technologies will use innovative methods to reduce the risk of power outages, lessen environmental impacts and energy consumption, as well as lower the cost of power delivery
Assemblywoman Donna Lupardo announced her campaign for a sixth term in the State Assembly at a fundraising event last night at En-Joie Golf Club. Lupardo was first elected to the assembly in 2004. She has no primary opponent, and is unopposed in the November election. Governor Cuomo today announced a statewide initiative to combat the rise of heroin use, which includes the addition of 100 investigators to the State Police Community Narcotics Enforcement Team.  The State will make supplies of the heroin antidote “Naloxone” available to all first responder units in the State; Cuomo also announced a targeted awareness campaign that will take place on all on all public college and university campuses.

State Police from Oneonta arrested 19-year-old Matthew Hill Jr. of Oneonta for 3rd degree Assault.  Troopers responded to a report of a dispute at a residence on Orchard Street in Oneonta, where Hill is accused of injuring the victim.  Hill was issued a ticket returnable to the Town of Oneonta Court on June 17th.


9 of the top 10 finalists from this year’s season of American Idol will be visiting NYSEG Stadium for the Binghamton Mets game on Tuesday, June 17th at 6:35 PM. Fans can interact with the group at a pre-game meet & greet from 5:15 PM to 6:00 PM at the stadium. The singing stars will throw out the first pitch prior to the game and sing the National Anthem as a group.  The American Idol Live! Tour opens on Tuesday, June 24 in the Southern Tier at the Broome County Veteran’s Memorial Arena.


Chobani is laying off production workers while adding positions at its headquarters in New York City as part of a company-wide restructuring. Chobani is eliminating fewer than 100 jobs,  mostly production workers, at its South Edmeston plant. Meanwhile, more than 100 new jobs are being added at the company headquarters in Norwich, and at its sales and marketing hub in New York City. Chobani officials declined to disclose the exact number of people who are losing their jobs or its total number of remaining employees. Chobani also established a business service center at its Norwich headquarters, to provide better support and service to its operations


This year’s state budget saw changes to the Estate Tax that was blamed with preventing family farms from being passed down form generation to generation.  New York Farm Bureau President Dean Norton explains:

Previous estate tax laws and inflationary increases in the value of land, often appraised farm land at millions dollars in value, making it almost impossible to the next generation to pay millions in estate taxes to keep the same operation going, resulting in the loss of farmland permanently.


SUNY Chancellor Nancy Zimpher will head a national group of college leaders that will promote  the Common Core standards across the country. She said the tougher testing is needed to prepare students for college, but this year, State leaders made modifications to the program following widespread complaints from educators, parents and students. More than 200 college and university leaders from 33 states will form the “Higher Ed for Higher Standards.” (http://higheredforhigherstandards.org/) Promotion.


The state's top teachers union, which is suing New York over its property tax cap, is now saying the state's property tax freeze plan is also unconstitutional. NYSUT filed suit against the state in February of 2013 over the property tax cap. Now it said the freeze plan, which offers rebates to those in localities, which stay within the cap, is unfair to districts whose residents vote to exceed the cap since they won't get the rebate.  The Cuomo Administration responded to the request, to have the State Supreme Court consider both the state's tax cap, and property tax freeze in the same case; the tax cap has reigned in property tax increases to at or below the rate of inflation.

State lawmakers held budget hearings last week, and those from the agricultural community were not happy with some of the cuts proposed by Governor Cuomo this year.  Assemblyman Bill Magee explains:

Magee said that each house will pass their budget bills shortly, and then the conference committee will get to work on the various pieces of the budget, which is due to be passed on April 1st.


In less than 2 months, Sidney village leaders will know if their aggressive plans to get residents out of the flood zone, will beat out other plans for ran additional 3 million dollars from the state.  John Redente has been helping to put together the final plans based on public input:

The state will announce which community plans will get the additional funding in the first week of May.


State police arrested Cody McNeilly of Binghamton with Unlawful Manufacture of Methamphetamine, Criminal Possession of a Controlled Substance and Driving While Ability Impaired by Drugs.  McNeilly was charged after a trooper located His  vehicle running, in a snowbank with McNeilly  asleep at the wheel.  McNEILLY was arraigned in Town of Triangle court and sent to the Broome County Jail


SUNY Broome Community College will hold its annual Job Fair from 10:00 AM to 2:00 PM on April 10th  in the SUNY Broome Ice Center on Front street in Binghamton.  The event is open to the public, in recent years, the Job Fair has hosted between 60 and 70 employers.


Upstate residents continue to be more positive about their current economic status than they are about the future, according to the Siena Research Institute’s monthly Index of Consumer Sentiment. The current pulse of upstate consumer sentiment yields a 83.4 index, up more than 2 points since January. consumer confidence dips to 68.4, up 2 points from January, but still far lower than New York City’s 79.8. Overall, the state’s confidence index fell 1.2 points in February, while the nation’s index rose by 0.4 points


US  Senator Charles Schumer said a standardized heroin database could help law enforcement and public health professionals throughout New York fight the drug.  Schumer said police could use the database to discover heroin use patterns, helping them crack drug rings. Data about heroin-related hospitalizations and overdoses can also help police. Schumer wants the federal Office of National Drug Control Policy, to work with law enforcement agencies to set up the statewide database, to create a blueprint for the database. The office would work with interested counties, and state health entities, to build the database, to track heroin abuse trends, fatal overdoses and emergency room admissions


A collection of Southern Tier labor unions, landowners and business groups are uniting to form a pro-fracking group. Southern Tier Residents for Economic Independence launched with 6 groups from the Binghamton and Elmira areas joining up, including the Joint Landowners Coalition of New York and the local carpenters union.  Some of the same unions, and the landowner group, were part of a group called Clean Growth Now, which launched a pro-fracking coalition in late 2011. Health Commissioner Nirav Shah has given no indication when his work may be completed on a heath effects study on Hydrofracking.
