State Police responded Tuesday Night to a crash involving an SUV and a motorcycle at State Highway 28 and County Highway 48 in the town of Oneonta. An investigation determined that 76 year old Patricia Howard of Sidney, was operating an SUV on County Highway 48 and began making a left turn onto State Highway 28 when she failed to observe a Motorcycle driven by 57 year old Gabriel Mizrahi of Syosset, he was transported to A.O Fox Hospital & was airlifted to a trauma center but succumbed to his injuries. The investigation is on-going.
State Police responded to a motorcycle crash with an injury on State Highway 7 in the town of Worcester Tuesday. 27 year old Jacob Sprague of Otego was traveling on Route 7 in the town of Worcester when he exited the roadway and struck a utility pole. Sprague was assisted by civilians in the area until EMS arrived. Sprague was transported by Lifenet to Albany Medical Center for further treatment. The investigation is on-going.
State Police Superintendent Steven James announced the Annual Trooper Awards, for bravery & service to New Yorkers. The Brummer Award, which is the Highest Award for Heroism, went to Trooper Thomas Stiehler of Troop G, who on July 4th 2025, responded to a shooting involving a teenage male and a structure fire one block from the Plaza, he entered the burning building to ensure all occupants had evacuated. He then entered the adjoining smoke filled residence, and removed a disabled woman, carrying her down several flights of stairs to safety. Locally, Trooper Timothy Murray at Troop C, who also volunteers as a firefighter and EMT with the Delhi Fire Department, responded to a fatal motor vehicle accident and provided life-saving care to a severely injured fellow trooper. State Police participated in the 1st National Top Trooper Competition in Texas, Sergeant Nicholas Trentanelli and Trooper Lindsey Rumenapp of Troop C, were both selected to participate following a statewide tryout process.
The collaboration between the Tri County Senior Center & The Delaware Valley Humane Society has resulted in a cookbook for sale, to raise money for the Shelter, Carol Allen of Tri County Senior Center & Erin Insinga of the Humane Society told WCDO News how the plan started:

The Broome County Department of Public Works announced that a culvert replacement will be taking place along Old Route 17 in the Town of Sanford starting next week, the road will be closed from May 11th through August 14th, motorists will need to seek alternative routes, Detour routes will be posted for motorists to follow.
The Intensive Crisis Stabilization Center is now open and it will be one of only 12 such centers in New York State, they provide on-site care for people experiencing mental health or substance use crises, offering stabilization services for up to 24 hours. The center is for residents in the Mohawk Valley area counties, including Otsego County.
A new poll from Sienna Research Institute shows that Governor Hochul's lead over Nassau County Republican Bruce Blakeman increased by another 3%, in the race for New York Governor. Hochul had 49% of prospective voters, while Blakeman had 33%.

The Appalachian Regional Commission announced approval of an INSPIRE grant in the amount of $378,704 to the Leatherstocking Education on Alcoholism/Addictions Foundation, also known as LEAF, to support individuals in recovery with education & workforce training, to improve their chances for successful employment and sustained recovery. LEAF Project Coordinator Kyleen Joslyn told WCDO news that the stigma of hiring those in recovery is lessening, in the face of the current workforce shortage in area counties:

The funeral for 13-year-old Brennan Loveless was held this afternoon at Osterhoudt-Madden Funeral Home in Harpursville. Loveless was struck by a hit-and-run driver while riding his bicycle on January 2nd, 34 year-old Bradley Law of Harpursville was charged with criminally negligent homicide and leaving the scene of a fatal motor vehicle accident, Law was released from the Broome County Jail after recently posting Bail.
The Department of Labor will be holding the Southern Tier Regional Virtual Job Fair on Thursday, January 19th, from 11:00 am to 2:00 pm. Preview day is on Wednesday, January 18th. Registration for job-seekers is available at nysdolvirtual3.easyvirtualfair.com. There are currently 46 businesses registered with over 2,400 job openings.

The investigation revealed that the Motorcycle was stolen in the overnight hours of New Year’s Eve into New Year’s day, & the man was caught on video searching the exterior of a local business before returning and stealing the motorcycle. New York State has collected more than $709.2 million in taxes on legalized sports betting on the 1st anniversary of the wagering law going into effect. An additional $200 million in licensing fees has also been collected, revenues from mobile sports wagering are distributed as follows: $5 million to fund sports programs for under-served youths, $6 million to fund problem gambling education and treatment, the remaining funds education aid.

Chenango County Sheriff's Office arrested 38 year old Shawn Fowlston of Norwich for 2nd degree sexual abuse, forcible touching, unlawful imprisonment and endangering the welfare of a child, following reported attacks on 2 teen-aged girls. Fowlston was on parole and wearing an ankle bracket with a GPS monitor, he is a level 3 sex offender, with previous rape & sexual abuse convictions. Fowlston was remanded to the Chenango County Jail without bail for violating his New York State Parole, more charges are expected.
Delaware County Sheriff's Deputies responded to a one car motor vehicle accident with injuries on State Highway 10, near Bobs Brook Road in the Town of Walton. Deputies found a vehicle had left the roadway, struck an earth embankment and a tree, causing the vehicle to rollover, then coming to rest in the lane of travel. The driver was 44-year-old Timothy Bennett of Walton, he was charged with DWI, aggravated driving while intoxicated with a BAC greater than 0.18%, Aggravated Unlicensed Operator among other similar charges, Bennett was released on tickets returnable to the Town of Walton Court at a later date.
Property tax levy growth for school districts and the state's biggest cities will be capped at 2%, the same as last year, according to data released today by State Comptroller Tom DiNapoli. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions, including a provision that allows school districts to override the cap with 60% voter approval of their budget. The 2% allowable levy growth affects the tax cap calculations for 676 school districts and 10 cities with fiscal years starting July 1st.

Governor Kathy Hochul has directed State Agencies to deploy additional assets to downstate regions devastated by the remnants of Hurricane Ida. Governor Hochul said that the storm pounded the Hudson Valley, New York City & Long Island with More than 8 Inches of Rain, which led to Flash Floods, Power Outages and the shutdown of Mass Transit systems throughout the region. The Governor said that President Biden has promised to send all resources necessary, with FEMA teams ready to respond shortly.
About $11.5 million dollars in federal funding will be distributed to fire departments across the State. The funding will be used to provide protective gear, training, and supplies to emergency personnel across more than ninety fire departments. This federal funding was administered through the U.S. Department of Homeland Security’s Assistance to Firefighters Grant, Locally, in this round of funding, the Milford Fire department will receive over $40,000 in funding, and Richfield Springs will receive over $48,000.

Deputies charged Hahn with criminal possession of a controlled substance; he was released on an appearance ticket for Town of Walton Court at a later date.

So far, More Than 23 Million Vaccine Shots have been delivered Statewide, with over 52,000 Vaccine Doses Administered Over the most recent 24 Hour period. Over 156,000 people were tested for COVID Tuesday. With over 4700, or just over 3% testing positive. 75 more New Yorkers were hospitalized bring the total close to 1900, over 380 patients are in ICU Beds, 157 are on ventilators. There were 20 COVID deaths reported.
New York State 1st Responders & Law Enforcement Agencies Are Gearing up For action that may be necessary due to the heavy downpours that may come from Tropical Storm Fred. The State Department of Transportation will be patrolling areas susceptible to flooding. State Police has instructed all Troopers to remain vigilant and closely monitor conditions for any problems. Additional personnel will be deployed to affected areas as needed, including in the Southern Tier, Central New York. All four-wheel drive vehicles and all specialty vehicles, including Utility Terrain Vehicles, are in-service. Utility companies are urged to be ready to respond for issues masticated with flash flooding as well as downed trees & power lines.
Governor Andrew Cuomo is now being investigated for alleged sexual harassment by the Manhattan & Westchester District Attorney's offices, in addition to the investigation already underway by the Albany County Sheriff’s Department. The findings of the State Assembly Impeachment investigation are being turned over to all who are investigating Cuomo's alleged improprieties.
Following the United States Department of Agriculture’s announcement that up to $500 million in American Rescue Plan emergency rural health care funding will be newly available, Senator Kirsten Gillibrand is encouraging all eligible New York entities to apply ahead of the deadline. Applicants may apply for Impact Grants by October 12th, and Recovery Grants on a continual basis until funds are expended. The program provides for assistance for those who are not able to purchase their own transportation, to get to & from work in the Southern Tier. Following the United States Department of Agriculture’s announcement that up to $500 million in American Rescue Plan emergency rural health care funding will be newly available, Senator Kirsten Gillibrand is encouraging all eligible New York entities to apply ahead of the deadline. Applicants may apply for Impact Grants by October 12th, and Recovery Grants on a continual basis until funds are expended. Governor Cuomo announced that the state tested over 110,000 New Yorkers Sunday, with 1,222 positive tests, or 1.1%. The state has had over 464,000 positive tests for COVID 19 since March, Hospitalizations were steady at 618, there were 14 deaths from COVID 19 Sunday statewide, and the state death toll is 25,519.
Chenango County Public Health announced Monday that their COVID 19 numbers went up slightly to 261. The Department reports 11 Active cases with 3 people hospitalized & 97 quarantined, they have had 7 deaths, 231 recoveries & they have conducted over 30,200 tests since March.
Broome County Health Department announced that they had another 29 positive cases of COVID 19, giving them 180 since Friday. They report 1863 cases since March, they have had 82 deaths, 1368 recoveries & the Health Department is monitoring 1700 people. Due to the high rate of infections of COVID 19 in Broome County, both UHS and Lourdes will not allow visitors into their facilities starting Tuesday. The restriction affect the hospital's primary care and specialty care locations and outpatient surgery locations, there are exception for end-of-life patient situations & Pediatric patients.
State Police responded to a report of a structure fire with an entrapment at a residence on Jones Road in the town of Otsego, early Sunday morning. 39-year-old male, 32-year-old female and 3 children were able to escape the residence unharmed, but the male returned to the residence to assist a 77-year-old male out of the home, the 77-year-old male was transported to Bassett Hospital where he later died. Many area Fire Departments responded, the cause of the fire is under investigation, no foul play is suspected.
State Police and the Department of Transportation continue to work together targeting reckless and distracted drivers in active work zones with “Operation Hardhat”. Last Thursday, 2 work zones on I-81 in Broome County were targeted, during the initiative, 33 tickets were issued, 10 for Speeding, 9 for Cell Phone Use, 6 for not wearing a Seatbelt & 8 more for a variety of infractions. As of mid-September, over 1,600 tickets have been issued throughout New York; the initiative began in July and continues through construction season through the month of November.
Local Congressmen Antonio Delgado & Anthony Brindisi announced a $255,000 grant award from the Appalachian Regional Commission for the DCMO BOCES. The funding will help expand the Career Destinations – Connecting Students to Local Jobs and Careers program to 14 middle and high schools in Delaware, Otsego, and Chenango counties.

Delaware County Public Health reports that there has been an 8th death from COVID-19. Delaware County reported 3 new cases of COVID-19 Friday. The known active cases in the County is now 6, all are recovering at home. To date there have been 126 confirmed positive cases of COVID-19 in Delaware County, with 53 people now under mandatory quarantine, 8 people have died and 112 have fully recovered

Governor Cuomo today signed into law sweeping election reforms that will make it easier for New Yorkers to vote and be counted in November. The 3-part package includes new measures allowing absentee ballot applications to be submitted to the Board of Elections immediately, expanding the necessary protections to allow a voter to get an absentee ballot due to risk or fear of illness including COVID-19 and ensuring all absentee ballots postmarked on or before Election Day or received by the Board of Elections without a postmark on the day after the Election will be counted. Ballots with a postmark demonstrating that they were mailed on or before Election Day will be counted if received by November 10.
State Police at Oneonta arrested 39 year old Daniel Merwin of Jefferson for the 1st degree Assault, plus Menacing, Criminal Mischief & 2 counts of Endangering the Welfare of a Child, they also arrested 37 year old Jeremy Chase of Harpersfield for Criminal Possession of a Weapon, Reckless Endangerment, Menacing & 2 counts of Endangering the Welfare of a Child. Troopers and Delaware County Sheriff’s Deputies were dispatched to a dispute between neighbors with a shot fired. Merwin is accused of striking Chase with a wooden fence post & using his vehicle to damage a fence, Chase is accused shooting a firearm into the ground, and the altercation allegedly took place in the presence of children. Merwin and Chase were processed & will appear at the town of Harpersfield court on August 24th.
U.S. Senators Charles Schumer and Kirsten Gillibrand announced $286,263 in federal funding to expand nursing opportunities and combat workforce shortages in the Southern Tier. The funding will be used to establish clinical education and training programs in the region at UHS, SUNY and Broome County hospitals. The Appalachian Regional Commission will provide $110,111 of the total $286,263 project fund.
Representatives from Casinos across the state were rallying in Albany today, as they seek guidance from the Governor's Office & The State Health Department in order to re-open. Chenango county Public Health released their latest COVID 19 numbers today. They are still at 218 total cases & have been for several days, they report that there are 101 Active Quarantines, 1 current Hospitalization, 7 deaths, 199 Recoveries and over 20,270 tests have been administered.
Broome County Health Department reported a small increase in their COVID 19 positive tests; they are up to 1128 total cases since March, with 75 deaths, 989 recoveries, and 500 being monitored by the Health Department. The have performed over 34,300 tests.
State Police arrested 21 year old Jordan Pratt of Ithaca for Criminal Possession of a Controlled Substance and 2 counts of Criminal Possession of a Weapon. Troopers monitoring traffic on I-88 in Otego observed a vehicle a traffic infraction, troopers detected an odor of marijuana; Pratt is accused of possessing 2 illegal and loaded handguns and a quantity of drugs. The driver and 2 other passengers were not charged. Pratt was arraigned virtually and was remanded to the Otsego County jail on $5,000 cash bail or $10,000 bond.

The testing is for people who are not sick but want to be tested, by a nasal swab. This is a drive up testing site. Individuals will be required to remain in their vehicle and wear a mask when pulling up to the testing tent. This testing site is for Otsego County residents only, call 547-4279 to pre-register for the clinic.
The Otsego County Chamber of Commerce will host its 34th Annual Chamber Classic Golf Tournament today at the Oneonta Country Club, with a 1:00 PM shotgun start. State Police responded to Betty Beavers Gas Mart on County
Road 48 in the town of Otego early this morning for a report of a vehicle that
crashed into a concrete wall. Troopers
reported that an unidentified 27-year-old woman from Unadilla was operating a
2015 Kia at a high rate of speed on State Highway 991J, she traveled through
the intersection of County Road 48, through the parking lot of Betty Beavers
Gas Mart and into the wall. Troopers
pulled the woman out of the vehicle and life saving measures were performed by
Otego EMS personnel but were unsuccessful.
The body was transported to Lourdes Hospital for an autopsy & the
investigation is continuing.

public’s assistance in locating 48 year old Roxanne Shipman-Hull of the town of
Hartwick. She is described as white,
with brown hair, Brown eyes, about 5’6” 115 pounds, she was last seen Sunday
September 29th leaving her residence, telling her boyfriend that she was
leaving & had no future plans.
Deputies said that she has a history of leaving, and a history of self-harm,
she was driving a 2011 Gray colored Honda CRV with license plate number
HZN-9505, she may also be with her brown colored female Labrador
retriever. Anyone with information is

afternoon, to announce that he is looking to get funding for an emergency
system to alert residence of potential floods, Sidney Mayor Andy Matviak

Schumer is looking to acquire the $150,000 Grant from the Appalachian Regional Commission, for
a system that would be more reliable than any existing broadband systems, which
would fail to work in areas of the region that has limited or no broadband
service.

The 2nd Otsego County Economic Development Summit will be held today at the Foothills Performing Arts Center in Oneonta from 7:00 AM to Noon.
