State Police arrested 59-year-old Carl Pritchard of Exeter
for overdriving, torturing and injuring animals; failure to provide proper
sustenance and failure to provide appropriate shelter for dogs left
outside.  K. Pritchard was arrested after
Troopers responded to a complaint from a UPS driver who observed a dog whose
left leg appeared to be missing, The Susquehanna SPCA responded and a
veterinarian was contacted, who believed that Zoe had chewed off her own leg
after they observed bone fragments in her stomach, she also had previous
untreated injuries and scarred ear tips.
Zoe was transported to Cornell University College of Veterinary Medicine
for further care.  Pritchard surrender
Zoe due to his inability to pay for any vet bills, he is due to appear in the
town of Exeter court on December 4th.

2 unidentified people were arrested Monday night at
Binghamton University, following protests of republican Economist Arthur
Laffer, who was scheduled to give a speech on campus after being invited to
speak by College Republicans.  Laffer was
not able to deliver his speech; the protest came 2 days after an outside
protest on the campus following a separate event, also by College
Republicans.    State Senator Fred Akshar
announced that he has cancelled his planned visit tonight to Binghamton
University’s campus; he extended an invitation to the leaders of the Binghamton
University College Progressives, College Democrats and the College Republicans
to meet to discuss the incidents.

Sunday night, the Deposit Fire Department and Eastern Broome
Emergency Services were dispatched to a motor vehicle accident where the
vehicle involved had gone into a creek in the Town of Sanford. The sole
occupant of the vehicle was able to get out of the vehicle and water prior to
our arrival. The occupant sustained injuries as a result of the accident and
was transported to a local hospital for treatment.

Orlando Tercero has been sentenced to 30 years in prison in
a Nicaraguan court room this morning, for the 2018 Murder of Binghamton
University Student Hailey Anderson in Binghamton.   Tercero was found guilty earlier this month
on a charge of "Femicide" after he killed Hailey Anderson in his
Binghamton apartment & fled back to his home country to avoid arrest & prosecution
in the US.  Tercero was tried in his home
country for the Binghamton murder & faces the maximum term in jail for that
crime.

A.O. Fox Hospital will begin construction at Fox Care Center
in Oneonta to remove the awning at its west entrance near the outpatient
laboratory. The entrance and its adjacent parking area will be closed for the
duration of the demolition for everyone’s safety; everyone should use the 2
main entrances from the front parking lot.
The project is expected to take about 1 week to complete,
Weather-permitting.  Security personnel

Governor
Cuomo announced that application fees for the State University of New York and
City University of New York systems will be waived for veterans and their
spouses.  The SUNY and CUNY systems
require applicants to pay a fee ranging from $50 to $65.  The Board of Trustees for both CUNY and SUNY
will include resolutions to implement the change at their next board meetings.

O’Connor
Hospital has granted $1,600 through its Complete Streets Committee to the
Catskill Recreation Center for their work on walkable communities. The grant
will help fund a ½ mile trail on the Center’s property in Arkville that will be
connected to a larger network of trails to help establish the hamlet as a
recreational hub.  Trail development will
begin this month.

Governor
Cuomo today announced that New York residents and non-residents can fish for
free without a fishing license today, on Veterans Day.    Legislation signed by the Governor in 2015
allowed an increase in the number of authorized statewide Free Fishing Days.
Every year since, Veterans Day has been designated as a Free Fishing Day.

The New Berlin Art Forum presents the Navy band Commodores
for a free concert Wednesday night at the Unadilla Valley Central School

47-year-old Andrew Menke has died following a Saturday
Afternoon Fire in his 3rd Floor Apartment above the Little Venice Restaurant in
Binghamton over the weekend.  Menke was
discovered in the hallway at 111 Chenango Street, he was taken to Wilson
Medical Center, and He was moved to Upstate University Hospital in Syracuse.  Fire damage was confined to the third-floor
apartment where the blaze originated. The restaurant sustained some water
damage, but was able to re-open Sunday.
The investigation is continuing.

The Otsego County Sheriff's
department announced that Roxanne Shipman-Hull was found dead in the town of
Plainfield along with her dog.
Shipman-Hull was reported missing October 1st, her body was found
Sunday, along with her deceased dog.  An
Autopsy is scheduled to be performed at Lourdes Hospital in Binghamton, and
this investigation is ongoing.

Norwich City
Police are investigating the theft of 2 vehicles this weekend from the Hayes
Street Parking Lot & West Main Street.
Police said that both vehicles were unlocked, they remind city residents
to always lock up unattended vehicles, and never leave valuables in plain sight
in a vehicle.  so far, the vehicles have
not been recovered & no arrests have been announced.

The body of a missing Cornell
University student was recovered by Ithaca Falls Saturday Night.  18 year old Antonio Tsialas’s death is under
investigation but foul play is not suspected, State Police are assisting Cornell
University Police, Tsialas had not been seen or heard from since Thursday
evening after leaving an event, he failed to meet a family member Friday
afternoon, the investigation is continuing.

Nobel Prize-winning professor M.
Stanley Whittingham will be celebrated at the Binghamton University campus this
Friday at 3:00 PM at the Osterhout Concert Theater at the Anderson Center.  Whittingham and 2 others were awarded the
Nobel Prize in chemistry last week for research that was instrumental in the
development of the lithium-ion battery.

Chenango County Public Health  will hold an informational public meeting
regarding the hazards of Vaping, Public Health Director Darlene Gramstad told

UHS Chenango Memorial Hospital
received a pledge for their new emergency room and walk-in center from Golden
Artist Colors this week.  Officials from
the paint manufacturer presented a ceremonial check in the amount of $30,000 to
campaign leaders during a small ceremony at their Town of Columbus

The 2019 Nobel Prize in Chemistry has been awarded to M.
Stanley Whittingham, who is a distinguished professor of chemistry and
materials science at Binghamton University.
Whittingham won the prize for pioneering research leading to the
development of the lithium-ion battery along with John Goodenough and Akira
Yoshino.   Whittingham came to Binghamton
University in 1988 after 16 years at Exxon Research and Engineering Company,
where he received the patent for a rechargeable lithium-ion battery.  The 3 winners will share a prize of $910,000.

Development Chenango has committed $100,000 to support the
UHS Chenango Memorial Hospital capital campaign, to support construction of a
new Emergency Room and Walk-In Center, as well as investments in Diagnostic
Imaging and infrastructure to support the growth of future services.

State Police investigated a tar
Truck Fire on Calder Hill Road in Otego Sunday.
Otego Firefighters put the fire out quickly, the unidentified driver
escaped without injury & no tickets will be issued.

SUNY Oneonta University Police believe that the reported
threat of violence on campus Wednesday afternoon was the result of a
cyber-crime and posed no actual danger.
A New York City crisis hotline contacted SUNY Oneonta to share a chat
message allegedly from a student of the college, that indicated that the caller
intended to shoot people on campus, officials deemed the threat to be credible
and issued a shelter-in-place directive at 5:30 PM, it was dropped at 6:15
after a student reported to Oneonta Police that her phone had been hacked &
she was working with the college’s IT staff to correct it.  University Police are investigating the
incident along with Oneonta Police, Otsego County law enforcement officials,
State Police, New York City Police and the FBI.

The commitment of $100,000 will be paid over 5 years; the capital

closer to its capital campaign goal thanks to a $500,000 commitment from the

Stagnaro said that the Follett foundation gift will be paid
out over the next 5 five years, it follows similar commitments from Blueox,

Governor Cuomo signed 6 Bills
yesterday to help ensure first responders and public sector officers and employees
who developed a qualifying health condition as a result of their response to
9/11 rescue, recovery and clean-up efforts at World Trade Center sites receive
the pension and health benefits they deserve.
The Governor posthumously awarded the Public Service Medal to Det. Luis
Alvarez, an NYPD Detective and 9/11 First Responder who fought to make the 9/11
Victim Compensation Fund permanent.

Memorial Hospital’s capital campaign, which will support the construction of a

is the largest corporate commitment to the Norwich hospital’s capital campaign
to date.

State Police responded to a 2 vehicle crash at County Routes 36 and 37 in Guilford today. a 52-year-old male of Bainbridge was operating a Honda, he made a U-turn directly in the path of a Pick-up truck pulling a loaded cattle trailer with 12 cows, driven by a 68-year old unidentified female from McDonough. The vehicles collided & exited the roadway. The Honda driver was transported by helicopter to Wilson Memorial Hospital where he died of his injuries. The 71 year old unidentified female passenger of the Honda was taken to Wilson Memorial Hospital in Johnson City. The pick-up driver declined medical treatment, 1 of the cows was killed during the crash. The investigation is continuing.

in Oneonta; they are observing that milestone during their Founders Day Picnic

at the Academic quad.

21 year old Brandon Clark of Cicero was released from a
Utica Area Hospital & has officially been charged with 2nd degree murder,
for the death of 17 year old Bianca Devins of Utica last weekend.  Clark was remanded to the Oneida County Jail,
he is accused of Killing Devins, posting pictures of her body on 4chan & Discord
social media sites, discord followers & Clark himself notified police,
police found Clark stabbing himself in the neck.  Clark faces court action in Utica City Court
next week, Devin’s funeral mass is being held a church in Utica this afternoon.

State Police arrested 36 year old Joshua Brown of West
Monroe, for Criminal Possession of a Controlled Substance, Driving While
Ability Impaired by Drugs. Troopers responded to County Road 32 in the town of
North Norwich for a 1-car accident, they located the vehicle in a corn field
with Brown behind the wheel.  Brown was
transported to Chenango Memorial Hospital for an evaluation.  An investigation yielded suspected
concentrated cannabis, LSD, mushrooms and Marihuana wax.  Brown was arraigned in the town of Norwich
court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000
property bond.

NYSEG announced that during 2018 they provided more than $8
million in economic development assistance to 95 businesses and organizations
across New York State.  In Broome County,
Binghamton University has opened its new $70 million, 114,000 square foot Smart
Energy Building to accommodate research and development initiatives for its
chemistry and physics departments. This project includes space for faculty,
students and industry scientists and engineers to work side by side to create
new energy technologies and maintain and expand the regional workforce.  NYSEG worked with its community partners to
help offset the costs associated with electric infrastructure upgrades required
for this project.

The Delaware County Office for the Aging is looking for
volunteers to drive older residents to non-emergency doctor appointments, to
hospitals for testing, or various other appointments.    Those interested in being a volunteer

The City of Oneonta announced
that the Middle Level Parking Garage Closed will be closed on Friday for
repairs.  No parking signs are being
posted this afternoon.

Congressman Anthony Brindisi will visit Binghamton
University for a public forum on the climate crisis this evening from 7:00 to
9:00 pm on the 2nd floor of the University Union.  After a presentation, Congressman Brindisi
will answer audience questions. .

Overtime pay in 2018 at state agencies was at the highest
level within the past decade, rising to $787 million, according to a report by
State Comptroller Tom DiNapoli. Overtime hours also rose, with 18.1 million
hours worked.     Meanwhile, the average
number of state employees (excluding the State University of New York and the
City University of New York) decreased slightly in 2018 to 155,818 -- 12
percent lower than in 2009. The largest decreases occurred in the Department of
Labor, Office of Children and Family Services and the Department of Health.

State Police announced that Trooper Robert Annarino was
dispatched to a possible overdose Tuesday in Oneida County.  Trooper Annarino was directed to a bedroom
where he encountered a male subject face down on the bed, with his hand
clinched underneath his chest, he requested assistance from EMS, as they began
to roll the subject over, the man resisted & it was discovered that he was
hiding an 8-inch knife.  Trooper Annarino
gave verbal commands to drop the knife; the suspect lunged at Trooper Annarino,
who fired his weapon, striking the subject several times.  The subject is identified as 24-year-old
Tyler Johnson, he was pronounced dead at an area hospital, the results of the
autopsy will be released shortly.

State Police received a report Monday that 30 year old
Nicholas Philhower had taken his mother’s vehicle without permission and she
requested he be located and arrested.
Trooper Timothy Conklin observed the suspect vehicle on State Route 17
in the Town of Kirkwood,  Philhower took
evasive action, traveling through the median and then onto State Route 17 east
bound, coming to a stop shortly thereafter.
Philhower was armed with a military style semi-automatic rifle,
immediately opened fire on Trooper Conklin through the rear window of the
vehicle.  Trooper Conklin returned fire
through the windshield of his troop car as Philhower exited his vehicle and
continued to advance and fire upon the trooper.
Trooper Conklin was able to reload, exit the troop car and continue to
exchange fire.   Philhower was struck
several times and died at the scene.
Trooper Conklin sustained a minor shrapnel injury to his upper right arm
and was taken to Wilson Hospital in Johnson City where he was treated and
released.  An autopsy on Philhower will
be performed today at Lourdes Hospital.
The investigation is on-going.

Governor Cuomo today announced that $30 million in Upstate
Revitalization Initiative funding has been awarded to Binghamton University to
complete its Health Sciences Campus in Johnson City. This latest investment
will finalize the nursing school building that will be housed in an historic,
former Endicott Johnson shoe box factory, and co-located with the University’s
new School of Pharmacy and Pharmaceutical Sciences.

The Pink Door Thrift Shop, operated by the Chenango Memorial
Hospital Auxiliary, has relocated to 13 South Broad Street in Norwich.  An Open House will be held today from 10:00
AM to 4:00 PM; it will be free and open to the public. Light refreshments will
