Binghamton Police are investigating the death of Binghamton university student Stefani Lineva of Queens, who was found around 2:00 AM Saturday lying on State Route 434 South Washington Avenue and the Pennsylvania Avenue ramps. Lineva was taken to Wilson Hospital where she was pronounced dead from injuries consistent with getting hit by a vehicle. No eyewitnesses have come forward. Anyone with information is asked to call Binghamton Police at 772-7080, calls will remain confidential. A $10,000 reward is being offered for information leading to the arrest of the driver of the vehicle that hit Lineva Saturday.

A New York state environmental conservation officer was hospitalized after being shot while investigating illegal hunting in Columbia County. State police say 2 En-Con officers were checking out reports of trespassing with shots fired Tuesday afternoon; Officer James Davey was shot in the pelvic area by 54-year-old Alan Blanchard of Gallatin. Davey underwent surgery at MidHudson Regional Hospital and is listed in stable condition. Blanchard was charged Tuesday night with assault. He was being held Wednesday in county jail without bail.

Lieutenant Governor Kathy Hochul will be in Cooperstown & Binghamton this afternoon. At 12:00 PM Hochul will tour Brewery Ommegang in Cooperstown & at 2:00 PM she will announce the 76West Clean Energy Business Competition Winners at Binghamton University.

Governor Cuomo announced plans for Binghamton University's Health Sciences and Technology Innovation Park in Johnson City,at a press conference their this morning.

The $105 million project includes construction of the new School of Pharmacy and Pharmaceutical Sciences, as well as the relocation and expansion of the Decker School of Nursing to Corliss Avenue in Johnson City, near the UHS Wilson Hospital Complex. The move is expected to result in the creation 150 new jobs.

On Friday night, October 28, members of the Delaware County Sheriff’s Office, State Police, Delhi Village Police, S.U.N.Y. Delhi University Police and Delaware County Probation Department conducted an Enhanced Traffic Safety Enforcement Campaign in the Delhi area. The campaign resulted in the arrest of 4 drivers impaired by the use of drugs and or alcohol; 3 of whom were also charged with Unlawful Possession of Marihuana. Additionally, 2 Walton residents were arrested and charged with Criminal Possession of a Controlled Substance that led to the discovery and seizure of heroin. 54 summonses were issued during the detail.

Grant funding will support a partnership between the state Department of Health & Cornell University that will evaluate the effectiveness of a curriculum that promotes healthy relationships and gender roles to adolescent males aged 12-14. The evaluation will assess the curriculum’s impact on participants’ perceptions of gender norms, social norms around violence. The goal is ultimately to reduce youths’ risk for future acts of sexual violence. The CDC grants enhances the states Enough is Enough initiative.

Oneonta City Police arrested 25-year-old Benjamin Williams of Oneonta for 6 counts of 2nd degree assault, & possession of obscene sexual performance by a child. Williams is accused of injured the infant on several occasions; Police also discovered child pornography on 2 devices. Williams was arraigned in Oneonta City Court he was remanded to the Otsego County Jail on $20,000 cash bail or $40,000 bond for each of the felony charges, the infant was taken to Bassett hospital in Cooperstown for a variety of injuries including a broken leg.

2 teenagers are accused of shooting an 11 year old in Johnson City Tuesday night. Police reported that the 17 and 16-year-old boys are charged with felony assault, the 16 year old was also charged with felony criminal possession of a weapon. The 11 year old victim was treated at Upstate University Medical Center in Syracuse and later released, the injuries were not life threatening.

The Oneonta City Department of Public Service announced that they would continue with flushing water mains on the low service today through Friday. Flushing will affect residents & businesses in the area around Fox Hospital, during flushing, water pressure may be decreased & water may change in color. More information is available at 432-2100.

The Ithaca Police Department is opening a homicide investigation after one of two Ithaca College students stabbed on the Cornell campus early Sunday morning, was pronounced dead at Cayuga Medical Center. 19-year-old Anthony Nazaire of Brooklyn was killed, a 2nd student was injured, and was treated and released from a Syracuse area hospital. The incident occurred at around 2:00 AM Sunday at the conclusion of a campus event, several altercations broke out as students left the hall, and police are looking at video recorded by witness on their phones.

Governor Cuomo has signed legislation designed to help incapacitated people at the end of their lives. “Peter Falk’s Law,” requires all people entitled to notice of a person’s death, funeral and burial arrangements to be identified in court orders appointing a guardian to oversee the person’s care. In some circumstances under the current law, legally-appointed guardians have failed to notify family members or close friends of the person when they become sick, are admitted to the hospital, or pass away, the new law will help ensure legal guardians will no longer be able to improperly isolate an incapacitated person at the end of their lives. The famous actor's daughter had alleged the actor’s second wife obtained conservatorship of him and blocked all contact with other family members at the end of his life.

A fundraiser will be held this Sunday in Sidney for the family of 31-year-old Shayne Charles, who was fatally injured in an explosion & house fire in Masonville July 13th. The fundraiser will be at the Moose Lodge in Sidney from 11:00 AM to 6:00 PM to help pay for medical and funeral expenses and establish a trust fund for Charles daughter. Charles was severely burned when he tried to ignite a propane hot water heater at his mother’s house on State route 206, he was transported to the burn unit at Upstate Medical University Hospital in Syracuse, he died there 10 days later. . The Broome County Sheriff’s Office arrested 68-year-old Earl Eaton of Greene, Saturday following an accident on Pigeon Hill Road in the Town of Fenton. Deputies responded to the report of a car hitting into a tree, Eaton was transported to an hospital for evaluation, Eaton was charged with DWI, Unreasonable speed, Failure to maintain lane, & driving left of pavement markings, he will answer to the charges in Town of Fenton Court at a later date.

The Greater Oneonta Economic Development Council will hold a presentation today at 4:00 PM in the conference room at the Oneonta Hampton Inn. Professor Jeff Freedman of Albany University will discuss wind and solar energy possibilities for the city.

State Police responded to a Delaware County 911 report of a motor vehicle accident on West Kortright Church Road in the Town of Kortright, Monday at around 5:45 PM. Troopers determined that 58 year old Michael Berry of East Meredith, lost control of his pickup truck, he left the roadway, struck a culvert, & overturned. Berry was transported to Fox Hospital in Oneonta where he was pronounced deceased from internal injuries. The investigation is ongoing.

Governor Cuomo today announced that New York State will award $1 million each to Bard College, University at Buffalo and SUNY Broome as part of the “Energy to Lead Competition, ” which challenged student-led coalitions to design and develop plans for clean energy projects. SUNY Broome’s “Geothermal Learning Laboratory” project shows how a geothermal system can harness the energy stored in the earth to heat and cool a campus, serve as a hands-on learning resource for students, and generate energy bill savings that can be reinvested in energy conservation measures. The project is expected to result in the avoidance of 135 metric tons of greenhouse gas emissions annually.

Governor Cuomo announced $20 million to support Binghamton University in its leading role as home to new NextFlex Flexible Hybrid Electronics Manufacturing Innovation Institute. The state’s $20 million commitment, from the Southern Tier’s $500 million Upstate Revitalization Initiative, will support the retrofitting of space in the former IBM facility in Endicott, it is expected to create up to 200 academic and private sector jobs, & up to 1,000 new jobs over the five years of the Flex Tech Alliance Program.

Delaware County Sheriff’s Deputies investigated a personal injury head-on collision Tuesday involving a tractor trailer and a car on State Highway 10 in the Town of Delhi, just south of Peakes Brook Road. The tractor trailer driver, 30 year old Michael Thompson of Philadelphia, Pennsylvania attempted to pull into a parking lot when he struck a car being driven by 56 year old Tammie Wycoff of Grand Gorge. Wycoff and her passenger were transported to O’Connor Hospital with minor injuries and were later released. Thompson was issued a traffic summons for moving from lane unsafely, he faces court action in Town of Delhi Court on April 25th.

State Police were on the lookout for a Dodge Magnum driven by 27 year old Elvis Guzman of Cincinnatus, following the report of a violent domestic dispute. Trooper Michael Gardner observed the Guzman vehicle & he refused to stop. After a brief pursuit, Guzman purposely drove off of State Route 79 and into a field that led down a steep embankment and into an ice-covered lake in the town of Barker. Trooper Gardner with the help of a passing motorist, tied a rope to his belt and entered the ice-covered water & pulled Guzman out. Guzman's vehicle was located & removed, Guzman was transported to Wilson Hospital in Johnson City where he refused medical attention, he was issued numerous traffic tickets to the Town of Barker court & he was then turned over to the Cortland County Sheriff’s Department for a possible felony assault charge.

Attorney General Eric Schneiderman issued a statement on today’s decision by the Appellate Division, in the office’s lawsuit against Trump University: Schneiderman said that the decision was a victory in the state’s effort to hold Donald Trump and Trump University accountable for defrauding thousands of students. The state Supreme Court had already determined that Trump and his University are liable for operating illegally in New York as an unlicensed educational institution. The state’s fraud case will move forward on behalf of 5,000 consumers who paid out millions of dollars for tuition to Trump & Trump University.
