Following a lengthy investigation, The Delaware
County Board of Supervisors voted to fire County Social Services Commissioner
Dana Scuderi-Hunter, for alleged disciplinary issues during her tenure.  Deputy Commissioner Sylvia Armano will
continue to head up the department following Scuderi-Hunter’s dismissal.


State Police arrested 25 year old Emily Ives of
Morris for DWI, with a B.A.C of .14%.
Troopers were advised of lookout for a vehicle with out of state license
plates driving erratically on Otsego County Road 48 in the town of Otego.  Troopers located Ives in a running vehicle in
the town of Oneonta, she attempted to leave the scene unsuccessfully, and she
was issued appearance tickets & was turned over to a sober third party.


Mirabito Energy Products has committed $100,000
toward the construction of a new emergency department and walk in center at UHS
Chenango Memorial Hospital in Norwich.
The pledge is the latest commitment to the Norwich hospital’s capital
campaign kicked off their capital campaign in August, which is likely to
continue through the end of the year.

State Police at Norwich arrested 51 year old Eden
Nelson of Greene for DWI following a report of an accident in the town of
Greene, with 1 vehicle struck in a guiderail and the operator fleeing the
scene.   Nelson was located, arrested
& she was processed then released on appearance tickets to the town of
Greene court on January 9th.


Governor Cuomo today signed legislation to ensure
health insurers do not deny coverage for urgent and medically necessary
procedures and treatments. The law expands prior authorization exceptions and
requires insurance companies to cover additional services and procedures
related to existing surgical or other invasive procedures, concurrent symptoms
and associated side effects.   This new
law will take effect in 90 days.


The Broome County Sheriff’s Office is currently
looking for Eric Marks of Conklin on an outstanding warrant.  Marks is a White Male, 6’ 4”, 220 Pounds,
with Brown Eyes & Hair, anyone with information on the location of Marks is

The Delaware County
Sheriff's Office is asking the public's assistance with 2 forced entry
burglaries on December 9th at the Mirabito Convenience Store and Subway at 494
West Main St. and the Hancock Post Office.
Authorities asks that anyone with information regarding these burglaries
to contact the Delaware County Sheriff's Office Investigators at
(607)-832-5629.

State Police at Oneonta arrested 37 year old Hector
Reiter of Otego for the felony Aggravated DWI, and Aggravated Unlicensed
Operator, after a trooper initiated a traffic stop on Lower Main Street in the
city of Oneonta after he observed Reiter operating a vehicle in an unsafe
manner.   Reiter's B.A.C was .21%, he was
processed then transported to Otsego County Central Arraignment and Processing.


State Police at Sidney arrested 57 year old Thomas Brainerd of Unadilla forAggravated DWI with a reportable B.A.C of .26%.  Troopers were dispatched to a report of a two-car crash on State Highway 7 in the town of Unadilla.  An investigation revealed that Brainerd failed to yield to another vehicle while leaving a driveway, while intoxicated.  A passenger of the other vehicle was taken to AO Fox Hospital Tri-Town Campus,  Brainerd was processed and released on appearance tickets to the town of Unadilla court on December 16th.

Broome County District Attorney Steve Cornwell held a press
conference earlier today, regarding the investigation of the shooting involving
Trooper Timothy Conklin & Nicholas Philhower on January 28th, when Conklin
attempted to apprehend Philhower in the town of Kirkwood:

Cornwell state that Trooper Conklin responded to the report
of a stolen Nissan that Philhower took from his mother without permission, and
she reported the car stolen.   Philhower
was pronounced dead at the scene, Trooper Conklin was treated for an arm wound,
he will return to duty this week, and Trooper Conklin’s actions have been ruled
as justified.


State Comptroller Tom DiNapoli's office conducted an audit
of the Bainbridge Fire Department.  The
audit stated that the board established adequate controls to help safeguard
assets, and the legally required procurement policy, investment policy and code
of ethics were in place. The treasurer's financial records and reports
accurately and properly accounted for all financial activities. Although the
board did not perform a formal annual audit of the treasurer's records, it
reviewed reports each month and performed a thorough audit of claims before
they were paid to ensure they were supported and funds were used for legitimate
expenditures.


Governor Cuomo announced plans to close up to 3 correctional
facilities following record reductions in the State's incarcerated population
and reported crime.  The Department of
Corrections and Community Supervision will select the prisons, transition staff
and incarcerated individuals, and cease facility operations by no later than
September 1st.   Since 2011, the prison
population has declined by nearly 10,000 or 16.7% from 56,419 to 46,973 people,
currently.


The Delaware County Chamber of Commerce will hold Job and
Resource Fairs on Wednesday, April 10th from 11:00 am to 3:30 pm at ONC BOCES
in Grand Gorge and on Thursday, April 11 at DCMO BOCES Harrold Campus in
Masonville.  Employers will be connected
to a viable workforce consisting of recent high school and college graduates as
well as adults who are eager to obtain employment.   There is no fee to participate, but
registration is required.  To register or

The Delaware River Basin Restoration Program received $6
million in funding in the new federal budget bill.  The funding level for the program was
increased by $1 million from last year’s appropriation.  The Program provides grants throughout the
Delaware River basin, where communities are working on flood prevention,
aquatic habitat protection, and building river based recreational

Governor Cuomo announced that
all Supplemental Nutrition Assistance Program recipients will receive next
month's benefits no later than March 7 - approximately one week earlier than
scheduled. The early release is intended to ease the burden on recipients that
have been forced to stretch February's benefits for more than six weeks because
of the recent unprecedented shutdown of the federal government.  Nearly 20,000 New Yorkers were furloughed
during the federal shutdown and many more were working without pay for 35 days,
leaving countless New Yorkers with no choice but to seek emergency food assistance
for the first time.

State Police responded Friday night to a pedestrian that was
struck by a vehicle on State Route 23 near the entrance to Wal-Mart in the town
of Oneonta.   The pedestrian disregarded
the crosswalk sign and crossed in front of the vehicle's path on State Route
23, the pedestrian has been identified as 62-year-old Steven Grant of Oneonta,
and He was airlifted by Life Net to Wilson Memorial Hospital with serious
injuries.  The driver of the vehicle, a
31-year-old male has been cooperative with troopers.  At this time, no tickets have been
issued.  The investigation is continuing.


On January 20th troopers were dispatched to a possible
overdose in a vehicle parked in Dollar General on North Road in the town of
Windsor.  Troopers observed both
occupants passed out, they were assessed by paramedics & were charged with
a variety of drug & other charges.  Arrested
were 24 year old Caitlynn Rhodes of Colesville, & 24 year old Tieler
Kennerup of Windsor, they were arraigned at Broome County Central Arraignment
and Processing.  Kennerup was released on
his own recognizance and Rhodes was remanded to the Broome County Jail without
bail.


22nd District Congressman Anthony Brindisi will kick off an
infrastructure tour today, in the Town of Windsor where he will meet with local
officials about the town’s water needs.
The event will be held at the West Windsor Volunteer Fire Department
Hall at 4:00 pm.


19th District Congressman Antonio Delgado holds his first
in-county “Town Hall” meeting on Today at Cooperstown Village Hall starting at
12:30 pm. Delgado’s Oneonta office opened last week and a grand opening is to
be held in the near future.


The AO Fox Hospital Tri Town Campus in Sidney will hold an
American Red Cross Blood Drive today from 1:30 to 6:30 PM.  Appointments can be made with the American
Red Cross Blood Donor App, at redcrossblood.org or by calling
1-800-REDCROSS.  All blood types are
needed.

With the National Weather
Service forecasting Wind chills approaching 30 degrees below 0, it is advised
that people try to limit their time outside, according to area meteorologist

The Wind Chill Warning is
remaining in effect until Thursday at 6:00 PM.


At approximately 7:35 p.m. on
Tuesday evening, Delaware County Sheriff's Deputies and Emergency Crews
responded to a tractor trailer roll-over accident, with entrapment, on State
Highway 10 in Town of Hamden.   The tractor
trailer had struck and severed a utility pole, bringing power lines down on the
overturned truck. The driver of the truck, 77 year old James Updyke of Homer
was pronounced dead at the scene.  The
highway was closed down for several hours for the investigation & clean up;
it was re-opened for traffic Wednesday morning.
Investigators determined that Updyke failed to negotiate a curve in the
roadway, crossed the roadway and ran off the southbound shoulder where the
truck struck a utility pole and tree and overturned.  The cause of the accident remains pending
upon the completion of an autopsy.


Governor Cuomo has directed the
State Police & The State Education Department to launch an investigation
into the allegations that 12-year-old girls were strip searched for drugs at
the Binghamton middle school recently.
Cuomo said that the girls were strip searched as they were perceived as
“'hyper and giddy” and it raises concerns of racial and gender bias.


Congressman Antonio Delgado will
open an office at the County Office Building, 111 Main Street in Delhi on
Monday, February 4th.  An open house will
be held from 12:00 Noon until 2:00 PM, the Delhi office regular hours will be
from 10:00 AM to 4:00 PM Tuesdays and Wednesdays and by appointment.


27 year old Steven Barrows of
Sidney has Pleaded Guilty in Chenango County Court for 3rd degree
Burglary.  Barrows was arrested along
with Nicole Bell of Oneonta & Zachery England of Sidney last year, for
allegedly burglarizing buildings & stealing lawn care equipment, Barrows
will serve 1 1/2 years in prison & was ordered to pay restitution.


Delaware County Corrections
Sergeant Alan Weaver of Andes was named “Corrections Officer of the Year” by
the New York State Sheriff’s Association winter conference held in Albany, last
week.  Corrections Officer of the Year is
an award that is bestowed on a Sheriff’s Correction Officer who has
demonstrated an exceptional degree of dedication and commitment to the duties
of the Sheriff’s Office in operating County Jails.


Franklin Fire Fighters along
with assistance from firefighters Sidney Center, trout Creek & Treadwell
responded to a structure fire to an unoccupied farm house at 6402 County
Highway 21 at about 1:30 AM Tuesday.  The
building had been in the process of being renovated, it was listed as a total
loss; the cause of the fire was under investigation.


The Murder Trial of Aaron Powell
has been turned over to the jury in Broome County Court for deliberations this
afternoon.  Powell is facing a 2nd trial
for the murder of his estranged wife Christina & Mario Masciarelli in
Binghamton on March 22nd, 2013. Powell’s early conviction had been overturned
by a higher court & this 2nd trial was ordered.


State Police received a report Monday that 30 year old
Nicholas Philhower had taken his mother’s vehicle without permission and she
requested he be located and arrested.
Trooper Timothy Conklin observed the suspect vehicle on State Route 17
in the Town of Kirkwood,  Philhower took
evasive action, traveling through the median and then onto State Route 17 east
bound, coming to a stop shortly thereafter.
Philhower was armed with a military style semi-automatic rifle,
immediately opened fire on Trooper Conklin through the rear window of the
vehicle.  Trooper Conklin returned fire
through the windshield of his troop car as Philhower exited his vehicle and
continued to advance and fire upon the trooper.
Trooper Conklin was able to reload, exit the troop car and continue to
exchange fire.   Philhower was struck
several times and died at the scene.
Trooper Conklin sustained a minor shrapnel injury to his upper right arm
and was taken to Wilson Hospital in Johnson City where he was treated and
released.  An autopsy on Philhower will
be performed today at Lourdes Hospital.
The investigation is on-going.


Governor Cuomo today announced that $30 million in Upstate
Revitalization Initiative funding has been awarded to Binghamton University to
complete its Health Sciences Campus in Johnson City. This latest investment
will finalize the nursing school building that will be housed in an historic,
former Endicott Johnson shoe box factory, and co-located with the University’s
new School of Pharmacy and Pharmaceutical Sciences.


The Southside Mall Job Fair will be held today, with a
number of area businesses participating.
The Job Fair will be held from 2:00 to 4:00 PM today, a list of area
businesses that will have representatives at the job fair, can be found at the

The Pink Door Thrift Shop, operated by the Chenango Memorial
Hospital Auxiliary, has relocated to 13 South Broad Street in Norwich.  An Open House will be held today from 10:00
AM to 4:00 PM; it will be free and open to the public. Light refreshments will
