A new state law beginning tomorrow, will make the cost of Insulin on insurance cheaper. The law eliminates co-pays for insulin covered by health insurance plans, making New York the 1st state to eliminate co-pays. The American Diabetes Association estimates that about 1.8 million adult New Yorkers have the illness, the measure is expected to save New Yorkers $14 million in 2025.

The Delaware County Chamber of Commerce announced that they are offering a Defensive Driving Course in Delhi next week. Drivers are able to reduce the cost of their auto insurance coverage by taking the Course offered at Chamber's Business Center in Delhi on Tuesday, January 7 from 10:00 am to 4:00 pm. Certificates of completion will be issued to each participant’s home and New York State Department of Motor Vehicles will be notified of attendance. Students are responsible to notify their insurance carriers. The course fee is $35 and attendance is limited to 20 people. Advance registration is required by calling 607-538-9632.

Otsego County Sheriff's Office arrested 53 year old Donald Lane of Oneonta for Sex Offender Failure to Update Change of Address, Failure to Provide Updated Photograph and Failure to Complete Annual Verification. Lane was located in the City of Oneonta by the Oneonta Police Department and taken in to custody on an active warrant issued by the Town of Middlefield Court, he was turned over to deputies who processed him and lodged him in the Otsego County Correctional Facility to await Centralized Arraignment.
State Police were dispatched to I-81 in Cortlandville for a 2-vehicle crash with injuries. Police reported that a Toyota rear-ended a Honda, then traveled into the center median. Troopers broke the window of the Toyota to remove 54 year old Kenneth Thompson of McDonough, who was breathing but unconscious, he was taken to a Syracuse Hospital, the driver of the Honda, 43 year old Darrell Batchelor of Colorado & his passenger, 60 year old Eddy Larson of Wyoming were both checked out by EMS on scene but were not transported to a hospital. The investigation is on-going.

The State Department of Labor announced that Private sector jobs in New York State increased over the month by 11,900, to 8,409,100 in November. New York State's seasonally adjusted unemployment rate held constant at 4.4% in November, the labor force participation rate held constant at 61.2%.
New York State Health Commissioner Dr. James McDonald today declared that influenza is now prevalent in New York State, with a total of 23,313 positive flu cases across 60 counties in New York have been reported this season to date. Outside of New York City, week-over-week lab-confirmed flu cases are up 75%, rising from 2,058 cases in the previous week to 3,603. Hospitalizations due to influenza climbed by 48%, up from 270 in the previous week to 399 across the State. More information is available at nyshc.health.ny.gov.
A new law that begins January 1st will help new mothers in New York. The state is making it easier for new moms to take time off to care for their health before their babies are born, employees are now able to receive an additional 20 hours of paid sick leave for prenatal care, in addition to the existing sick leave. The state is also using $250,000 to start a grant program that will expand access to community-based program to help train, support and mentor, especially in vulnerable communities.
State Residents can celebrate the New Year at State Parks, historic sites, natural areas, environmental education centers, and public lands across the Empire State on January 1st. The 14th annual First Day Hikes program is offering varied hike options for people at nearly 100 locations across the state to enjoy, there will be no parking fees at all State Parks on New Year’s Day. Admission to State Park grounds is always free.

Charlotte Bennett voluntarily dismissed her federal lawsuit against former Governor Andrew Cuomo and 3 of his top aides, but will continue to pursue her case in State Court. Bennett filed the lawsuit in federal court 2 years ago, which faced numerous delays and various tactics by Cuomo's legal team. Bennett started working for New York State in 2019, she claimed that Cuomo sexually harassed her while she worked as an executive assistant, she resigned from the position and pursued legal action, Cuomo denied the allegations, but eventually resigned as Governor.

State Police & multiple area Fire Departments responded to 68 White Birch Lake Road in the town of Windsor Sunday for a house fire. 84 year old Daniel Price, was located deceased inside the residence by members of the Windsor Fire Department. An 82-year-old female and a 53-year-old male were transported by ambulance to Wilson Medical Center for what appear to be non-life-threatening injuries. The investigation is ongoing.

Chenango County Sheriff’s Office arrested two State of Louisiana residents on several weapons charges, as well as charges from a Domestic Dispute. 27 year old Jennifer Cascio, and 40 year old Jonathan Rieben were arrested after a domestic dispute in the Town of New Berlin. Deputies found that Cascio and Rieben were in possession of several handguns, high-capacity magazines, as well as an assault weapon. Deputies verified that the firearms were not stolen. Both subjects were arrested, and all weapons were seized for the time being. Cascio, was charged with Criminal Possession of a Weapon, Rieben was charged with Harassment and Criminal Possession of a Weapon, both were released and were ordered to appear in court at a later date.
State Police are reminding people to keep their vehicles locked and to never leave valuables in the vehicle. Criminals are finding vehicles that are unlocked and stealing valuables, also Police remind gun owners to never leave a firearm in an unattended vehicle, it is now a crime in New York to leave a firearm in a vehicle and could result in misdemeanor charges. ALL firearms out of your immediate control should be unloaded and stored in a safe storage depository which requires a key, keypad or other mechanism to access it.

The Jennings Creek/Sterling Forest State Park wildfire on the New York border was fully contained over the weekend, Response actions in the area will continue in the coming days with a smaller force of state and local experts as final fire control efforts advance. To date, the fire has burned 5,304 acres across New York and New Jersey since Nov. 8. The fire is 100-percent contained and 100-percent controlled.
Governor Kathy Hochul today announced nearly $220 million in federal funding to support counter-terrorism and emergency preparedness efforts across New York State. The funding is provided by the FEMA, it supports planning, organization, equipment, training and exercise activities which are critical to sustaining and improving community prevention, protection, response and recovery capabilities. Locally, Chenango & Otsego Counties get over $93,000 each, Delaware County receives more that $85,000.
New York State repealed on Friday a law that made it a crime to cheat on your spouse, which was a misdemeanor punishable by up to 3 months in prison. Governor Hochul signed the bill that repealed that law that dates back to 1907, about a dozen people have been charged since the 1970s, and 5 of those cases resulted in convictions.

During the 2023 Thanksgiving holiday period, law enforcement officers arrested 1,342 drivers for DWI, issued 7,656 speeding tickets and 970 tickets for distracted driving.

51 year old David Louden of Sidney appeared in Delaware County Court Friday after being arrested for a probation violation. The Delaware County Department of Probation had filed a revocation petition alleging 10 violations of the terms of his probation, for failing to report to his probation officer, possessing and consuming alcohol in violation of his conditions, possessing illegal narcotics, and refusing to answer the door to probation officers at his residence. Louden was remanded to the Delaware County Jail, he is scheduled for a conference on December 9th. .

Local sales tax collections in New York state increased by 2.3% in October according to State Comptroller Tom DiNapoli. Local collections totaled $1.84 billion for the month, up $41 million from the previous October, County and city collections outside of New York City increased by only .4%, 36 of 57 counties experienced year-over-year increases.

State Police at Troop C in Sidney announced that 24 people were charged with DWI, from the period of November 1st through November 12th. State Police will continue with DWI patrols, with increased efforts during the upcoming Thanksgiving & Christmas Holiday seasons.
Firefighters from Sidney Center & surrounding departments responded to the report of a structure fire late Sunday morning at 1129 Vandervoort Hill Road. The fire was contained to the basement and was quickly extinguished, no injuries were reported.
U.S. Senator Kirsten Gillibrand will join elected officials and educators to encourage Binghamton University students to apply to the DoD Cyber Service Academy scholarship program, which provides full college tuition in return for public service in the Department of Defense or the Intelligence Community. Successful applicants will serve one year in the DoD or the IC as a civilian employee for each year of their scholarship. Gillibrand's event begins at 3:00 this afternoon at the Binghamton University Innovative Technologies Complex at 85 Murray Hill Road in Vestal.

Melius was charged with Criminal Possession of a Weapon & 3 counts of Criminal Contempt for possessing of firearms & ammunition despite having multiple court orders prohibiting him from possessing them. Melius was taken in to custody and transported to the Otsego County Sheriff’s Office for processing, he was issued an appearance ticket returnable to the Town of Pittsfield Court for the above charges. The defendant was then transported to the Otsego County Probation Department where he was processed on a probation violation and arraigned in the presence of an Otsego County Court magistrate. Several Area Fire Departments responded to a Chimney Fire at 9 Ceperley Avenue in Oneonta early this morning. The Fire was reported shortly before 4:30 AM this morning, with fire on the 1st & 2nd floor, coming through the roof, mutual aid was received by the Oneonta Fire Department from West Oneonta, Worcester, Sidney, Franklin, Milford, Laurens & Otego, at about 5:30 AM, the Fire knocked down, the investigation into the cause of the fire in ongoing.
New York State funding was allocated to improve facilities and response capabilities for volunteer fire departments around the state. Locally, the Oxford Fire Department will receive up to $1,000,000 to improve their facilities

56 year old Claude Manon of Margaretville, was sentenced to 6 months of incarceration to be followed by 5 years of probation supervision for Grand Larceny. Manon was accused of stealing over $3,000 in cash from a home he was doing work in on February 1, 2024, in the Town of Middletown, if Manon violates the terms of his probation, he faces one and a third to four years in State Prison.

The Emergency order is in effect until November 2nd.

Healthcare providers Must collect consent for payment separate from consent to receive healthcare services; & they are prohibited from requiring credit card pre-authorization or requiring a patient’s credit card be kept on file prior to the delivery of emergency or medically necessary services, & they Must notify patients of the risks of using credit cards to pay for healthcare services.

The Delaware County Cooperative will lead a partnership composed of 6 small electric cooperatives across 3 states to increase grid resilience against outages caused by weather events and tree damage caused by invasive species. The Cooperative will deploy advanced software to enable proactive grid management, as well as hardware such as grid sensors and drones to provide real-time data and monitoring capabilities.
The Delaware County Board of Elections announced that the ballot drop box previously outside the Board of Elections Office at 97 Main Street in Delhi, has been removed. Officials stated that It was taken down by maintenance in response to a directive from the chair of the Board of Supervisors, Tina Mole, citing security issues and a contentious election. Anyone who received an absentee or early vote by mail ballot who prefers not to return it by mail can deliver it to the Board of Elections office during normal business hours, from 8:30AM to 4:00 PM, and during some extended hours during early voting being held at our Delhi Office, October 28 through November 3. Absentee/early mail ballots can also be delivered to any poll site on Election Day, November 5th.

The Chenango County Sheriff’s Office is currently looking for 40 year old Donald Shurock Jr. A Chenango County Deputy was called to a State Highway 26 in Pitcher Thursday for a suspicious vehicle complaint, the Deputy identified one of the occupants as Shurock, who has active warrants for his arrest. Shurock resisted arrest and fled the scene on foot, causing the Deputy to sustain physical injury. The Deputy was transported to a local hospital and was treated & released. Shurock is described as a white male, approximately 5’8” tall, weighing approximately 165 pounds, balding with short brown hair, brown beard and mustache, wearing a black winter hat, blue/gray Carhartt jacket, jeans, and boots. In addition to the active arrest warrants, Shurock is now wanted on charges of Assault on a Police Officer and Resisting Arrest. Governor Kathy Hochul today announced that 221 State and local government workers have been deployed to North Carolina, South Carolina and Georgia to help with response and recovery efforts following Hurricane Helene. Team members include staff from the National Guard, Division of Homeland Security and Emergency Services, Department of Transportation, DEC, State Police, Department of Agriculture and Markets, among many others. State Agencies are also gearing up deployment top Florida following the expected devastation from as Hurricane Milton heads towards Florida.

Norwich Police Department concluded a five-month long investigation into the sexual desecration of a deceased woman in the City of Norwich. 45 Year Old Mark Randall of Norwich was charged with Tampering with Physical Evidence & Sexual Misconduct, On May 1st, 2024, the Norwich Police Department responded to 12 Columbia Street for the unattended death of a 71-year-old female, Norwich Police Detectives, along with the State Police Forensic Investigation Unit collected evidence from the residence, they accuse Randall of performing sexual acts on the deceased woman multiple times, over a period of several hours. Randall is a Level 3 Sex Offender, he was arraigned at Norwich City Court and held on $25,000 bail to reappear at a later date.
Chenango County Sheriff's Office arrested 34 year old Daniel Dungey of Oxford for 2 counts of Menacing, 3 counts of Endangering the Welfare of a Child, and 1 count of Criminal Obstruction of Breathing or Blood Circulation. Deputies and State Troopers responded to a domestic dispute in the Town of Plymouth, where a firearm was displayed. Law enforcement arrived and secured the scene. It was determined that during the physical altercation, Dungey displayed a loaded handgun and threatened the victims, in the presence of several children. Deputies and Troopers located multiple firearms inside Dungey’s vehicle on scene, he was arraigned & was released on his own recognizance & will appear in the Town of Plymouth Court at a later date.

State Police conducted an Underage Drinking Initiative in Delaware County Friday. During the initiative 15 business were checked for compliance, and ALL were found to be in compliance. State Police, the Office of Cannabis Management, the Department of Tax and Finance & local law enforcement, have deployed 150 investigators to inspect, reinspect, padlock, and seize products from of illegal cannabis storefronts. Since May 21st, More than 700 inspections, resulting in 7,485 pounds of illegal cannabis seized, 345 stores were padlocked and 596 Notices of Violation issued. One of the stores was Sidney Exotic on Main Street, There are currently 166 legitimate adult-use retail dispensaries across the Empire State.

State Police arrested 23 year old Brandon Fancher of Cobleskill, last week, for DWI, in Oneonta. While on roving patrol during a DWI Sobriety Checkpoint, a Sergeant observed a vehicle speeding on Main Street in Oneonta and made a traffic stop, the Sergeant smelled an odor of an alcoholic beverage and observed other characteristics associated with impairment. Fancher failed a Standardized Field Sobriety Test, he was arrested, he was processed and issued appearance tickets to the Oneonta Town Court on September 3rd.
Walmart has recalled nearly 10,000 cases of apple juice sold in stores across the U.S. that were found to contain potentially harmful levels of inorganic arsenic. The recall applies to 9,535 cases of Great Value brand apple juice sold in 25 states, including New York State, as well as Puerto Rico and the District of Columbia. Florida-based manufacturer Refresco Beverages voluntarily recalled the contaminated 6-packs of 8-ounce juice bottles after discovering levels of the chemical contaminant that exceeded industry standards.

State Police Troop “C” Traffic Incident Management unit in partnership with the Department of Transportation held an Operation Hard Hat enforcement in Windsor along State Highway 17 east between exits 78 and 79. In just over four hours, 75 tickets were issued, 58 for Speeding, including 1 person was observed and ticketed for traveling 92 mph in the 55 mph active work zone.

Sidney Village Mayor Ray Baker told WCDO News that the village had to find a new water source after years of manganese in the old supply, and was ordered by the DEC to correct the problem, there was state money & loans available to help pay for it, which led to the rate increase:

Delaware County Sheriff's Office arrested 54 year old Stephen Kiss of Davenport for Criminal Contempt and Harassment following an Order of Protection Violation incident, in the Town of Davenport. On August 14th, Deputies responded to the Charlotte Creek Mobile Home Park, Deputies found that the victim had been harassed by Kiss while an order of protection was in place, On August 19th, Deputies arrested Kiss, he was held at the Delaware County Correctional Facility to await centralized arraignment.

21 year old Leyska Rivera-Mateo of Binghamton, was sentenced to 4.5 years in New York State Prison followed by 3 years post-release supervision for 2nd degree Assault, in Broome County Court. Rivera-Mateo went to Endicott on July 23, 2023, where she attacked a female victim by throwing her to the ground, pinned her & repeatedly punched & kicked her, dragged her by her hair down concrete stairs, and resumed the attack, the victim sustained multiple jaw fractures.
State Police are now accepting applications for the Trooper Entrance Examination, and testing for candidates will start on August 15th, Candidates can sign up to take the exam at joinstatepolice.ny.gov. Minimum qualifications needed to sign up for the examination, applicants must be a U.S. citizen, at least 20 years old and a maximum of 34 years old at the time of application.

35 year old Tadd Sherwood of Oneonta was sentenced to 1 year of incarceration for his part in the theft of $1,368.77 worth of goods from Tractor Supply on August 18, 2023, in the Town of Davenport. Sherwood & Autumn Knapp stole merchandise from the Tractor Supply in Davenport and fled the scene in a Mazda, security camera footage offered positive identifications on the suspects and a license plate from the vehicle. Arrest warrants were issued for the pair, deputies with the Otsego Sheriff’s Department arrested Knapp, State Troopers apprehended Sherwood.

State Police at Troop C will be at the Spiedie Fest in Otsiningo Park. Troopers will have displays & demonstrations of their K9 unit, the Bomb Disposal Unit, drones, the Underwater Recovery Team, Collision Reconstruction Unit among many others. There is also a demonstration tentatively scheduled with the Special Operations Response Team and their Helicopter on Saturday, at noon and 2:00 pm, weather permitting. Smallze was convicted of Burglary and Criminal Mischief, by a Broome County Jury in May. Smallze forcefully entered 75 Prospect Street in the City of Binghamton on January 22, 2023, where he assaulted the resident, caused property damage to the victim’s residence by hurling a brick through a window.

The Broome County Sheriff's Office announced that the County's #5 Most Wanted Fugitive was arrested in the Town of Union. 42 year old Matthew Knapp of Kirkwood was tracked down by the Warrants Division & was taken into custody without incident and was transported to the Broome County Correctional Facility. Knapp had been on the run since May 16th, when he absconded from probation for a Sex Offender Registration Violation, as he failed to update his address with the State Sex Offender Registry Under the Sex Offender Registration Act.

49 year old Demetrius Armstrong of Binghamton, pleaded guilty to Burglary in Broome County Court Wednesday. On September 7, 2023 Armstrong broke into a residence in the City of Binghamton with the intent to steal items and was found inside of the residence by the Binghamton Police Department. Troopers received information that a vehicle was traveling the wrong way on State Route 17, they located the vehicle, traveling eastbound in the westbound lanes near Deposit. Troopers attempted to flag down the driver from the opposite lanes but were unable to gain his attention, Jacobson stopped near mile marker 274 in the town of Sanford when another vehicle blocked the roadway. Jacobson was arrested, his BAC was .17%. He was issued appearance tickets to the Sanford Town Court on August 2nd.

Tourism in New York state has grown post-pandemic but employment in tourism-related industries remains 4.3% below pre-pandemic levels, according to State Comptroller Tom DiNapoli. The report found strong increases in domestic and international travelers to the state, visitors flocked to outdoor destinations, with attendance at state parks 9.1% higher in 2023 than 2020. During the pandemic, New York lost $10.9 billion in economic activity from travel and tourism, but by 2023, had fully recovered, and was $792 million higher than in 2019. Tourism generated $34 billion in direct economic activity and provided almost 417,000 jobs statewide in 2023, ranking New York second behind California in tourism.

59 year old Dolores Barse of Sidney was indicted by the Delaware County Grand Jury for Welfare Fraud & Offering a false Instrument for Filing, for allegedly obtaining $14,203.00 dollars that she was not entitled to, and for providing a false information about her income with the Delaware County Department of Social Services in an effort to obtain public assistance benefits she was not entitled to. State Police responded Sunday to 3410 Luther Street, Apartment 1 in the town of Union for a structure fire, Troopers attempted to put the house fire out utilizing fire extinguishers from their patrol vehicle, Troopers and Endwell fire members located 70-year-old Marino Panaro deceased in the entryway of the residence. Broome County Fire Investigators determined the origin of the fire to be in the area where Panaro was located, and the fire appears to be ruled accidental. An autopsy is scheduled to determine an official cause of death.

On June 16, 2023, as Trooper Albert was making a driver-side approach on a traffic stop of a recklessly speeding vehicle at 112 miles per hour on I-88 near Duanesburg, as he was approaching, he immediately came under fire and was struck in the left shoulder, he retreated for cover while returning fire, he called for back up. The suspect & the driver attempted to flee the scene but a passing tractor-trailer driver turned his vehicle into the path of the fleeing suspect vehicle, they then attempted to carjack a disabled pick-up truck at gunpoint, Trooper Albert continued his pursuit, the suspect fled into the woods, the driver was taken into custody, and Trooper Albert was transported to the hospital. the shooter was located deceased from a self-inflicted gunshot.

The New York State Supreme Court Appellate Division unanimously voted in favor of the city’s eminent domain proceedings against the owners of the Binghamton Plaza. This ruling allows for Binghamton to take ownership of the Plaza and use the property as a space for redevelopment or additional greenspace connecting to the adjacent Cherie Lindsay Park and river walk, as well as fixing up sidewalks and other amenity and facility improvements.

32 year old Timothy Boulton of Binghamton was sentenced as a second time felony offender in Broome County Court to 5 1/2 years in New York State Prison, followed by 3 years of post-release supervision for Criminal Possession of a Controlled Substance. On November 9, 2023, after a traffic stop by the Binghamton Police Department, Boulton was discovered to be in possession of methamphetamine, and $5,545 in cash at the time of his arrest.
