Joseph Swarts of Binghamton, pleaded guilty to Criminal Possession of a Controlled Substance in Broome County Court. On May 4, 2023, Swarts was found to be in possession of Methamphetamine after a traffic stop by the Binghamton Police, he admitted to possession with the intent to sell. Swarts will be sentenced to 3 years in State Prison and 2 years post-release supervision. Sentencing is scheduled for April 18th.


25 year old Caleb Lane of Walton appeared in the Delaware County Court for sentencing on 1 count of Possessing a Sexual Performance by a Child. On August 25, 2022, the National Center for Missing and Exploited Children received a cyber tip that an individual account had downloaded a sexually explicit image of a child. Investigators with the State Police were able to track down the account to Lane, Searches of his computer included numerous images and videos. Lane had previously pleaded guilty on December 4, On Monday Lane was sentenced to 10 years of probation supervision subject to sex offender conditions, he was also ordered to register as a Sex Offender.


Broome County Sheriff’s Deputies responded Monday in the Town of Chenango to meet with a domestic violence victim in the Town of Colesville. The female victim and her 2 young children fled their residence due to a physical dispute, Deputies utilized the Lethality Assessment Program and advocates from Crime Victims Assistance Center responded to provide victim safety and support services. 30 year old Timothy Backes of Windsor is accused of violating an order of protection & physically assaulting the victim, Deputies located Backes & charged him with 2 counts of Criminal Contempt, Aggravated Family Offense & Harassment, he was taken to Broome County Central Arraignment and remanded to the Broome County Correctional Facility, he attempted to contact the victim to solicit funds for bail, violating the Order of Protection again, he was additionally charged with another count each of of Criminal Contempt & Aggravated Family Offense, & was remanded after arraignment on the new charges.


The Bainbridge Lions Club has started a fundraiser to purchase their own camera to test children's eyes at several area school districts, spokesman Cliff Crouch said that they previously borrowed the device, but they would like to get their own camera & continue the program more efficiently:

Crouch said that last year they tested over 1400 students, donations can be sent to the Bainbridge Lions Club Treasurer Robert Evans, 167 Cornell Drive Bainbridge New York 13733.


The State Labor Department has corrected their earlier "Warn" statement regarding the Acco Plant in Sidney. The Labor Department amended the closing date of the Sidney facility to April 8, 2025, earlier they state on their website that the plant would be closing in April 2024. The total number of employees at the plant is 290, the number of workers affected by the closing is 231.

The Otsego County Sheriff's Office arrested 37 year old Michael Ide of Oneonta following a narcotics investigation. Ide was charged with several counts of Criminal Possession of a Controlled Substance, plus 2 counts of Criminally Using Drug Paraphernalia. On December 11th 2023, members of the State Division of Parole, Oneonta Police Department and the Otsego County Sheriff’s Office conducted a search of a residence in the Town of Oneonta, Officers seized methamphetamine, heroin, fentanyl, suboxone, plus $669 in US currency, digital scales, packaging materials, drug paraphernalia and a notebook containing drug sales records were also seized, Ide faces court action shortly.


Broome County Sheriff’s Deputies responded to reports of a stolen pickup truck from Pennsylvania Monday, the driver failed to comply & a pursuit continued at high rates of speed, until the vehicle was stuck in mud in the Town of Maine. 21 year old Samuel Pierce of Candor was taken into custody, officers seized a loaded handgun & Pierce was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of Stolen Property, Criminal Possession of a Firearm, Unlawful Fleeing a Police Officer, Reckless Endangerment & 17 Traffic Violations. Pierce was wanted on a warrant from Tioga County for Criminal Possession of a Controlled Substance with Intent to Sell. He was arraigned and remanded to the Broome County Correctional Facility. 2 juvenile females who were with Pierce for part of the pursuit were charged with Criminal Possession of a Controlled Substance.


Oneonta Police responded last night to a report of a gunshot fired at 30 Center Street. An unidentified male was taken to Fox Hospital with a gunshot wound, the investigation is continuing.

State
Senator Jim Seward announced today that the cancer he first experienced in 2016
has recurred.  Seward said that his
doctors have recommended a series of treatments over the next several weeks
that will curtail his schedule around the district, but his office will still
be open.  Seward expects to return in
time for the new legislative session in January.


The
Oneonta Common Council voted Tuesday night to sell a portion of the Dietz
Street municipal parking lot for the "Lofts on Dietz" Project, which
calls for housing for artists & classrooms for Hartwick College.  About 115 parking spots will be eliminated
for the project, 600 will still remain,


Governor
Cuomo signed legislation prohibiting landlords from collecting rent or
maintaining a nonpayment eviction proceeding during the period for which there
is no valid certificate of occupancy. This law also prohibits tenants and
owners from living in a residence that does not have a valid certificate of
occupancy. The law would expand existing laws to cover cities with a population
of less than 325,000 people. The law goes into effect immediately.


The
Sidney, Bainbridge & Unadilla Chambers of Commerce will hold a Tri-Town
Business Mixer on Wednesday November 13th, from 5:00 to 7:00 PM.  The event will be held at 55 Union Street in
Sidney, RSVP's are requested by this Friday at 561-2642.

The
results are in for area elections, for the State Supreme Court 6th district,
the 3 winners are Republicans Chris Baker, Oliver Blaise & Mark
Masler.  In the Sidney Town Clerk's Race,
Sheila Paul wins over incumbent Lisa French.
In Chenango County key races, the Norwich mayor will be Republican Shawn
Sastri, in the Norwich city council races, the winner in Ward 3 is Nancy
Allaire & in Ward 5, David Zieno.
The Town of Coventry Supervisor is Republican Jennifer Boudreau.  Guilford Supervisor George Senek is
re-elected over write in candidate Dan Harrington, in the Guilford Town Council,
Terence Ives & Gilda Ward win over 3 others.  In the Town of Bainbridge Council: Robert
Evans wins, the Town of Norwich Supervisor winner is Stanley Foulds, the Town
of Pharsalia Supervisor is Jeremiah Micklas.
In the Otsego County Board of Representatives races, the winners are, in
district 2: Michele Farwell, District 3:
Rick Brockway, District 14: Jill Basile.
The Laurens Town Supervisor race is won by Republican David Neske,  In the City of Oneonta Common Council races,
the winners are, in Ward 2: Mark Davies, Ward 4: Kaytee Lipari Shue, Ward 5:
Leonard Carson, Jr., Ward 6: Scott Harrington, Ward 8: Mark Drnek.  In the Broome County District Attorney:
Libertarian Michael Korchak leads by a slim margin over Republican Paul
Battisti, with absentee votes yet to be counted.


Governor
Cuomo signed legislation requiring that death certificates in cases of opioid
overdose specify which opioid was involved in the death, if known. This new law
requires that information be recorded so that more data will be available to
better address the opioid crisis.   Under
current law, if a person dies of an opioid overdose, there is no requirement
that the death certificate specify which opioid was involved. The legislation
signed today takes effect immediately.

State Police Were dispatched to break up a fight between 2 men on I-88 when the two turned on the trooper and began attacking him.  Other troopers came to assist and a second trooper sustained injury.   The incident occurred Tuesday afternoon in Worcester; the 2 males have been identified as 65 year old Gary Lubrano & his 34 year old son Michael Lubrano of Cobleskill.   During the physical assault, the trooper sustained injuries to his jaw and lip, back up responded both suspects continued to fail to comply with Police, when a K9 handler arrived and the Police dog bit Gary Lubrano.  The struggle continued & a 2nd trooper was injured, suffering from a broken hand.  Both Lubrano’s were transported to Bassett Hospital, they were treated and released & were charged with assaulting a police officer & resisting arrest, they were arraigned in the town of Otsego Court Michael Lubrano was additionally charged with DWI.  Both were remanded to the Otsego County Jail on $50,000 cash bail or $75,000 property bond.  The injured troopers were transported to local hospitals and released; it is unknown when they will return to duty.


Organizers at the Bethel Woods Center for the Arts announced that plans for a 3-day musical event commemorating the 50th anniversary of the Woodstock festival at that site, have changed.  Plans now call for an Anniversary Week with a series of concerts & events, kicking off on August 15th with a screening of the 1970 documentary “Woodstock”, followed by an August 16th concert headlined by Ringo Starr and his All Starr Band, along with Arlo Guthrie and Edgar Winter.  Santana will headline a show August 17th with The Doobie Brothers. More events will be announced soon.   Another 50th anniversary celebration of the 1969 Woodstock festival will take place August 16th to August 18th Watkins Glen.


The Otsego County Sheriff's Department arrested 53 year
Robert Braun of Otego, following an investigation into 4 separate accidents
from Oneonta to Otego on February 13th.
Braun faces a number of charges including DWI; he faces court action in
both localities shortly.


On Saturday, February 17th, Delaware County Sheriff’s
Deputies arrested 50-year-old Clara Moore of Bainbridge, on a charge of
Aggravated Unlicensed Operation of a Motor Vehicle following a traffic stop on
in the Village of Sidney. Moore was also issued tickets for Unsafe Tire,
Unlicensed Operator, Uninspected Motor Vehicle, and Failure to Notify DMV of
Address Change. Moore was released on an appearance ticket and is scheduled to
return to the Village of Sidney Court at a later date to answer the charges.


Governor Cuomo today announced that $23.6 million in
infrastructure funding has been awarded to support safety enhancements,
modernization of facilities, operational improvements and local business development
at 31 airports statewide. The projects are funded through the Governor's State
Aviation Capital Grant Program initiative, locally, $828,000 will go to upgrade
and modernize the aircraft fuel facility at the Greater Binghamton Regional
Airport in Broome County


Delaware County Sheriff Deputies’ arrested 24 year old
Rebecca Allen of Monticello on an Arrest Warrant issued by the Town of Hancock
Court. Allen was charged with Burglary, Criminal Mischief, Grand Larceny &
Petty Larceny; she is accused of stealing personal property of another person
in an amount exceeding $1,000 in July of 2018.
Allen was arranged in the Town of Hancock Court where she was remanded
to the Delaware County Correctional Facility in lieu of $25,000 cash bail.


The Oneonta Common Council approved of a contract at their
latest meeting with the Wendel consulting group, to design a downtown transit
hub.  The city was awarded $3.8 million
by the State Department of Transportation for the construction of the transit
hub, to be located on Market Street.


Delaware County Sheriff’s
Deputies arrested 32-year-old Joseph Evans of Davenport, on 1 count of
Endangering the Welfare of a Child, following an investigation of a report of
child abuse in the Town of Davenport.
Deputies allege that Evans acted in a manner which was injurious to the
physical, mental, and moral welfare of a child less than 17-years-old.  Evans was arraigned & was remanded to the
Delaware County Correctional on $5,000 cash bail, or $10,000 bond, pending
future court action.

A Town of Columbus resident was arrested by the Chenango
County Sheriff’s Office for 1st degree Rape & 2nd degree Menacing.  Sheriff’s Detectives arrested 20 year old
Lukest Wahlberg following an investigation into an alleged rape complaint.
Wahlberg is accused of forcibly holding down a female victim on 2 separate
occasions and raping her. On a separate day Wahlberg allegedly held a knife to
the female victim’s neck. Wahlberg was arraigned in the Town of North Norwich
Court where he was remanded to the Chenango County Correctional Facility on
$25,000 cash bail. Wahlberg is due back in court on a later date.


Governor Cuomo has proposed extending the seatbelt mandate
to include adults in the back seat of a motor vehicle.  Current New York State law says anyone in the
back seat under the age of 16 must buckle up.
Statistics show that seat belts cut the risk of serious crash-related
injuries by more than 50%.


A City of Norwich resident was arrested by members of the
Chenango County Sheriff’s Office.  35
year old Amanda Vanhouten was arrested for Criminal Sale of a Controlled
Substance; she was arraigned in the City of Norwich Court and remanded to the
Chenango County Correctional Facility with $20,000 bail.  The Chenango County Sheriff’s Office was
assisted by the City of Norwich Police Department.
