NYSEG officials reported that many customers were still without power this afternoon around the tri-county region, following last night's powerful thunderstorms. NYSEG Reported about 1200 without power in Broome county, about 600 in Otsego County, 120 in Chenango County & about 25 in Delaware County, as crews continue to restore power in areas that had downed trees & power lines.
Delaware County Sheriff's Deputies responded on August 13th, to a report of vandalism in the Town of Kortright. It was reported that someone had driven a bulldozer on West Kortright Church Road causing extensive damage to the roadway, on September 4th, Deputies arrested Robert Sargent for Criminal Mischief, he was released on an appearance ticket, for the Town of Kortright Court at a later date.
The Community Foundation for South Central New York announced that the Chobani Community Impact Fund Grant Proposal Guidelines are available online. Foundation Executive Director Tina Barber explains:

Delaware County District Attorney's office announced that 32 year old Nicholas Durbin formerly of Deposit, appeared for arraignment on a 4-count indictment in Delaware County Court. Durbin is charged with Sexual Abuse & Course of Sexual Conduct Against a Child, for allegedly sexually abusing a 4-year-old child on 4 separate occasions, he pleaded not guilty to the charges, and he was remanded to the Delaware County Correctional Facility on $50,000.00 cash bail.
The 29th annual Colorscape Chenango Arts Festival will occur this Saturday and Sunday, in East and West Parks, downtown Norwich, spokesperson Celeste Friend comments:

The New York Hot Farm Pulling Series tractor and truck pull has been rescheduled for Saturday at the Chenango County Fairgrounds in Norwich. Admission is $10 and previously purchased tickets will be honored. In memory of 911, all first responders will be granted free admission with valid identification.

Delaware County District Attorney's Office announced that 37 year old Randy Condon of Sidney was arraigned on a 3 count indictment in Delaware County Court. Condon was charged with 3rd & 4th Degree Grand Larceny, & 2nd degree Burglary for breaking into a Masonville Residence & stole rifles and shotguns, & over 10,000 rounds of ammunition, worth over $3,000 Dollars. Condon pleaded not guilty at the arraignment, he was remanded to the Delaware County Correctional Facility without bail.
49 year old Richard Foster of Middletown appeared in Delaware County Court & entered a guilty plea to Attempted Assault, Foster was originally charged with a series of crimes stemming from a domestic assault that took place on March 14th. Foster was observed obstructing traffic on State Highway 28, Officers apprehended him after he struck a woman multiple times and attempted to steal prescription pills. Foster was sentenced to one year in jail, an Order of Protection was issued for the victim for a period of 2 years.
The State Department of Labor today released preliminary local area unemployment rates for July 2023. The state’s seasonally adjusted unemployment rate held constant at 3.9% in July, locally, Chenango County had 2.9% unemployment, Delaware County 3.7% & Otsego County 3.3% in July.

32 year old Steven Barrows of Sidney appeared in Delaware County Court for violating several terms of his probation, he was being supervised on a five-year term as a result of a conviction for Burglary in Otsego County Court. Barrows was arraigned and was declared delinquent and a probation violator, he was sentenced to serve 2 to 6 years in jail, he was also ordered to pay fines, fees and surcharges imposed by the court.
Delaware County Sheriff’s Deputies conducted a traffic stop August 12th in the Town of Colchester, Deputies identified 27 year old Brooke Klinegardner as a passenger, Deputies learned that Klinegardner had an active Arrest Warrant issued by the Delaware County Family Court, Klinegardner was arrested on the Arrest Warrant and was arraigned & was remanded to the Delaware County Correctional Facility without bail and is to appear in the next session of Delaware County Family Court.

37 year old Thomas Wright of Sidney, appeared in Delaware County Court Monday and was arraigned on a sealed indictment. The 6 Count Indictment accuses Wright with intending to sell the heroin, fentanyl, and methamphetamine that was discovered in the trunk of a car on April 30th in the Village of Sidney. Wright Pleaded not guilty to the indictment, if convicted, each of the felonies carry a maximum 9-year sentence.

Otsego County Sheriff's Office arrested 27 year old Chase Northrop of Morris as a Fugitive From Justice out of the state of Texas. The Investigation revealed that Northrop violated the terms of his probation which led to a warrant for his arrest, Northrop turned himself in to the Otsego County Sheriff’s Office today where he was taken in to custody, he was arraigned and was remanded to the Otsego County Correctional Facility to await extradition to Texas.
Broome County Sheriff's Office reported that a mudslide occurred this morning in Windsor, partially blocking State Route 79 near Piper Hill Road, shortly after 5:00 AM today. The southbound lane was blocked for several hours as State DOT crews worked to clear the road.

The Otsego County Sheriff’s Office arrested 25 year old Tyler Gano of Worcester for Criminal Possession of Stolen Property, following an investigation in to a report of motor vehicle that was stolen from the Hartwick Commons parking lot in October of 2022. The motor vehicle was located abandoned in Worcester, Gano was located Saturday in Oneonta and was taken in to custody by deputies. The defendant was processed and lodged in the Otsego County Correctional Facility to await centralized arraignment.
Delaware County Sheriff's deputies arrested 34 year old Travis Loucks of Hobart on Friday, after a Deputy observed a vehicle traveling at 75 mph on State Route 10 in Delhi. in a posted 55 mph zone. Loucks' Drivers License & vehicle registration was suspended, he was ticketed for Operating a Motor Vehicle with a Suspended/Revoked Registration, Aggravated Unlicensed Operator, speeding & several other charges, Loucks was released & is scheduled to appear in the Town of Delhi Court at a later date.
Broome County District Attorney's Office announced that 36 year old Robert Simpson of Binghamton was sentenced to 9 years in State prison after pleading guilty to 1st degree Robbery. Simpson forcibly stole property from another person while brandishing a knife on August 14th 2022 in Binghamton, he was identified hours later through video surveillance of the area of the crime. Simpson will also serve 5 years of post release supervision.
Delaware County Sheriff’s Deputies responded to a report of a domestic incident in the Village of Walton, Deputies arrived at the scene and interviewed both parties involved in the initial incident. Melissa Knorr had struck the victim multiple times as well as violated an order of protection, Deputies arrested Knorr for Criminal Contempt as well as Harassment, Knorr was arraigned & was released, she is scheduled to appear in court at a later date.

Otsego County Sheriff's Office arrested 55 year old Troy McDonald of Unadilla following a traffic stop on July 23rd. McDonald was charged with Operating a Motor Vehicle while Registration is Suspended, he was issued Uniform Traffic Ticket returnable to the Town of Unadilla Court at a later date.
Pennsylvania State police Arrested 40 year old Christopher Boyle of Binghamton, for allegedly selling large amounts of methamphetamine in Susquehanna County. Troopers encountered Boyle during a pre-arranged drug sale and arrested him without incident, they eventually seized Methamphetamine, Boyle was arraigned Friday and was sent to the Susquehanna County Prison on a $50,000 cash bail, he was charged with 3 counts of possession with intent to manufacture or deliver a controlled substance, 4 counts of criminally using a communication facility, and more than a dozen other related charges.
State Police are looking for 15 year old Emily Clapper, who was last seen leaving a house on State Route 51 in the Town of Winfield on July 29th. Clapper is described as a 5’4" white female with red hair, she was last seen wearing a grey hoodie, black leggings, and a pink shirt, she is originally from Oneonta, she may be returning to Oneonta or possibly Utica. Delaware County Sheriff's Deputies responded to a report of domestic in progress occurring in the Town of Walton.  43-year-old Gerald Murphy of Walton, threatened another person with physical harm In the presence of a minor, Murphy was charged with 2 counts of Endangering the Welfare of a Child and Menacing, he was arraigned in the Town of Walton Court where he was released on his own recognizance. The Town of Walton Court issued an order of protection on behalf of the victim.
Otsego County Sheriff's Office announces the arrest of 32 year old Kyle Packer of Edmeston following an investigation of a temporary order of protection violation. Packer was charged with Criminal Contempt he is accused of being at the residence of the protected party violating the order of protection, he was being held pending arraignment at Otsego County Central Arraignment.

Delaware County Sheriff’s Deputies observed a vehicle traveling at 80 mph in a posted 55 mph zone in the town of Colchester. A traffic stop was conducted, 61-year-old Mark Mclaren of Hortonville was driving in unregistered vehicle without insurance, he was issued tickets for Speeding & Operating a Motor Vehicle with a Suspended/Revoked Registration, Mclaren was released & is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.
The Otsego County Health Department reported that a raccoon located in Unadilla has tested positive for rabies. The Broome County Special Investigations Task Force executed a narcotics search warrant in the Town of Chenango, at the Comfort Inn on Upper Front Street. 42 year old James Konidis of Binghamton is accused of throwing a package of narcotics out of his 4th floor window in an attempt to hide or dispose of the drugs, investigators located 6.1 grams of Fentanyl thrown from the window, plus they seized methamphetamine as well as a scale for weighing narcotics from the room. Konidis was charged with Criminal Possession of a Controlled Substance, Tampering with /Attempting to Conceal or Destroy with Physical Evidence, Criminally Using Drug Paraphernalia, Konidis was taken to Central Arraignment at the Broome County Sheriff’s Correctional Facility for processing and arraignment.

State Police arrested 3 teens after fleeing from law enforcement in a vehicle. Troopers were in Endicott they observed a Hyundai Elantra that was reported stolen out of the Syracuse area. Troopers attempted to make a traffic stop, The vehicle accelerated and failed to comply. Numerous violations occurred through multiple villages, towns and city. While on Interstate 81 near exit 5, Troopers deployed a Stinger, which is a tire deflation device, All 4 tires deflated and 3 juvenile occupants were taken into custody, they were charged with Criminal Possession of Stolen Property, the 16-year-old driver was also charged Unlawfully Fleeing from a Police Officer in a Motor Vehicle. All were arraigned at Youth Part Court.

The Otsego County Sheriff's Office arrested 49 year old April Hillier of Davenport, following a traffic stop in the Town of Oneonta on July 23rd. Hillier was charged with Driving While Intoxicated, Aggravated Unlicensed Operation of a motor vehicle, speeding & other charges, she was found to be operating a motor vehicle on a public highway while intoxicated, with a suspended Driver’s License. Hillier was arrested and held at the Otsego County Jail pending arraignment; due to a refusal to submit to a chemical test.
The Otsego County Sheriff's Office arrested 42 year old Beau Holloway of Texas following a domestic dispute. Holloway was charged with 3rd degree Assault following an investigation into a physical domestic dispute that occurred in the Town of Hartwick, Holloway was issued an appearance ticket for a later date.

The Broome County Sheriff’s Office is investigating a burglary that occurred on July 17th at the Mirabito Gas Station at Old Route 17 in Damascus. The suspect arrived in an white four door sedan, possibly a BMW. The suspect used a sledgehammer to smash the front door and make entry. The Broome County provided an update on the progress of their new Criminal Investigations Unit at the Broome County Correctional Facility. The new unit consists of a supervisor and 2 full-time investigators, including a trained K9 handler that can search for drugs and various contraband inside the facility. The Unit has made 8 arrests resulting in 6 felonies and 3 misdemeanors, ranging from Promoting prison contraband to assault, to criminal mischief.
43 year old Nicholas Marte of Mount Upton  was sentenced to 1 year of Drug Treatment Court, along with 5 years of felony probation supervision in Delaware County Court. On April 7, 2022, Hancock Police discovered Marte passed out in his vehicle at the Valero Parking lot, police confiscated needles and heroin. Marte pleaded guilty to Attempted Criminal Possession of a Controlled Substance, on Monday he was sentenced on his conviction, he must enroll in and successfully complete Adult Treatment Court.
Otsego County Sheriff's Office arrested 34 year old Jesse Dilatush of Burlington following an investigation of a burglary which occurred in 2022. Dilatush was charged with Burglary, Grand Larceny Petty Larceny & Criminal Mischief, he is accused of forcing his way into a dwelling and stealing a Kubota tractor which was later found abandoned in the Town of Burlington. Chenango County Sheriff’s Office located Dilatush in the Town of Columbus and he was turned over to investigators for arrest processing, he was being held at the Otsego County Correctional Facility pending court proceedings.

Sidney Police Department arrested 33 year old Jesse Terry of Unadilla Wednesday, for criminal possession of stolen property, unlawful fleeing a police officer, aggravated unlicensed operation of a motor vehicle, driving while under the influence of drugs & resisting arrest amon other charges. Sidney Police received an alert about a stolen vehicle out of Oneonta, the vehicle was observed at a car wash, with State Police assisting the traffic stop, Terry did not comply and rammed the Sidney Police car, police pursued along West Main Street, the pursuit ended at the Circle Drive Apartments, where Terry hit 1 of the apartment buildings with the vehicle, he fled into an apartment building and was taken into custody, he was treated at the hospital & was later arraigned in the Village of Sidney Court & was remanded to the Delaware County Jail. More charges are pending.
Delaware County District Attorney's Office announced that 41 year old Darren Moscato of Delhi, was arraigned on a sealed indictment in Delaware County Court Monday. The indictment was unsealed, Count One accused Moscato of attempting to endanger the welfare of a child, the other counts accuse him of Attempted Disseminating of Indecent Material to Minors, Engaging in a sexually explicit conversation with a minor with the intention of enticing the child to engage in sexual activity, and for sending explicit pictures to the minor. Moscato was released to the supervision of the Delaware County Probation Department, pending a conference on July 24th.

Delaware County District Attorney's office announced that 58 year old Mark Seeley of Walton, was sentenced to 2 years in the County Jail for Aggravated Harassment and Criminal Contempt. On September 11, 2022, Seeley, threatened several individuals, the Court issued orders of protection for the victims, Seeley violated the orders of protection multiple times. On May 8th, Seeley agreed to a plea deal in County Court, but on May 31st, State Police were contacted by the victims who had discovered that Seeley posted about the victims on social media. Due to the numerous violations the District Attorney’s Office voided the plea & Seeley was sent to jail.

State Police and other law enforcement agencies continue to search the State Route 79 area and continue to maintain a presence searching for a man that may be a threat to himself and others in Chenango Forks. State Police said that the man may be armed, residents from Route 369 to Richards Road were advised to stay inside, keep their doors and vehicles locked. State Route 79 has been re-opened to traffic. The suspect is described as a white male, with dark hair, approximately 6 foot 1 inches tall and 275 pounds, last seen wearing a black shirt, light-colored pants or shorts and may be wearing glasses. Anyone with information should call 911, & should not approach the suspect..
Delaware County Sheriff's Office arrested 51 year old Stacy Coss of Andes for driving while ability is impaired by the use of drugs, and aggravated unlicensed operator. On July 7th, Deputies stopped a motor vehicle in the Town of Andes being operated by Coss, her driving privileges were revoked from a prior DWI and she was operating a motor vehicle in an impaired state. Coss was released on appearance tickets and directed to appear at the Town of Andes court at a later date.

Delaware County District Attorney's Office announced that 41 year old Mary Cutting of Sidney appeared in Delaware County Court Monday & was arraigned on a sealed indictment, which was unsealed & accuses Cutting of selling fentanyl in the Village of Sidney on January 19th, another Count accuses her of selling methamphetamine in the Village of Sidney on January 25th. Cutting pleaded not guilty, she was released from custody, and faces court action on July 31st. Cutting could face up to 9 years in State Prison if convicted.
37 year old Leroy Poole was sentenced to 4 years in State Prison and 2 years of post-release supervision in Broome County Court. Poole pleaded guilty to Criminal Possession of a Controlled Substance for possessing fentanyl with intent to sell, The Broome County Special Investigations Unit executed a search warrant at Poole's residence and seized cocaine, methamphetamines, a scale, packaging materials & fentanyl, he was on probation from a 2021 felony narcotics possession charge.

The Norwich Police Department is investigating a homicide. Around 6:30 pm. on Sunday, officers responded to 89 North Broad St. for a welfare check and missing person complaint. During an investigation, police found the body of 44-year-old Alisa Ann Martin in the residence. Norwich Police are working closely with the State Police and Chenango County Sheriff’s Office. Anyone with information about this case is asked to contact Norwich Police at 607-336-8477.
Delaware County Sheriffs Deputies received a Trespassing complaint in the Town of Davenport. The investigation revealed that 73 year old George Sydlar had called 911 3 times on July 6th and more than 20 times prior to report similar incidents which were all determined to be unfounded. Deputies arrested Sydlar for falsely reporting an incident, he was released on an appearance ticket to the Town of Davenport court at a later date.

The Delaware County IRT will be held July 11th through the 19th at the Walton High school, featuring a variety of free services for Medical, Dental, Veterinary as well as mental health, Director of Delaware County Planning & Watershed Affairs, Shelly Johnson-Bennett said that most of the services are available without an appointment, but one service requires registration:

58 year old Phillip Peterson was indicted by a Delaware County Grand Jury on 2 counts of attempted assault, for allegedly attacking his wife in the town of Franklin by punching her in the chest after open heart surgery & by throwing a TV at her in April. Peterson will be arraigned on the charges on July 10th.
Otsego County Sheriff's Office arrested 37 year old Daniel Pope of Laurens following an investigation of a motor vehicle accident in the Town of Morris. Pope was charged with 3 counts of Aggravated DWI for allegedly having a Child Less Than 16 Years Old in the vehicle, plus DWI, Operating a Vehicle with a BAC of .08% or higher, 3 counts of Endangering the Welfare of a Child & Speed Not Reasonable and Prudent The 3 children in pope's vehicle sustained minor injuries in the accident and were treated and released at the scene by EMS, Pope was released on an Appearance ticket and for Town of Morris Court at a later date.
Congressman Marc Molinaro will host a round-table on mental health and substance use disorders with local public officials, mental health and substance use providers, hospital administrators, law enforcement, and school administrators today. The round-table will begin at 3:00pm at the Broome County Public Library at 185 Court St in Binghamton.
Preparations are continuing for the upcoming Chenango County Fair in August, Fair spokesperson Mary Weidman said that tickets are available ahead of time:

27 year old Chad Underwood of Sherburne was arrested by the Chenango County Sheriff's Office for Menacing, Aggravated Harassment and Making Terroristic Threats. Underwood was involved in a Domestic Dispute & a harassment complaint. Underwood was arrested, arraigned and held with no bail in the Chenango County Jail pending future court action.
The Sidney Chamber of Commerce will hold their next meeting this morning. The meeting will begin at 8:00 AM at the Sidney Golf Course, the guest speaker will be Glen Nealis of the Delaware County IDA.

Chenango County Sheriff's Office arrested 33 year old Brandon Cullipher Of Plymouth On May 31, for DWI, Driving with a .08% BAC or Greater, and Aggravated DWI for driving while a child under the age of 16 is in a motor vehicle. Cullipher was observed driving a vehicle with no affixed inspection sticker on the windshield, he is also accused of driving the vehicle with an open container, with passengers under the age of 16. Cullipher was taken into custody, processed and released on an appearance ticket, to appear in the Town of North Norwich Court at a later date.

27 year old Joseph Hahn of Walton was arraigned on a Sealed Indictment in Delaware County Court last week. The indictments against Hahn accuse him of possessing fentanyl with intent to sell, he was released in his own recognizance, he must not possess or consume any illegal drugs or alcohol and he must check in with the Delaware County Probation Department weekly.
The Otsego County Sheriff's Office arrested 35 year old Alicia Klein of Cooperstown, following an investigation of an accident on May 27th in the Town of Milford. Klein was charged with DWI, Refusal to take a breath test, speed not reasonable & prudent, among other charges, Klein was issued appearance tickets returnable to the Town of Milford Court at a later date.
20 year old Brandon Navas of East Meredith was sentenced to 2 to 6 years in State Prison after admitting to violating the terms and conditions of his probation sentence. Navas was previously sentenced to a 5-year term of probation for his 2022 Conviction of Criminal Possession of Stolen Property, he is accused of committing a Burglary in Roxbury while serving the sentence, he appeared in Delaware County Court last week and admitted to violating probation, he was sentenced & was remanded to the custody of the Delaware County Correctional Facility pending his transfer to state custody.
Delaware County Public Health will have free Rabies Vaccination Clinics today for dogs, cats and ferrets from 5:30 to 7:30PM at the Franklin Fire Hall, and another at the Walton Town Highway Garage from 5:00 to 7:00 PM, more information is available at 607-832-5200 or at delawarecountypublichealth.com.
Broome County Sheriff's Office is partnering with the Southern Tier chapter of the American Red Cross for a Blood Drive today at the Sheriff's Office in honor of the late Broome County Deputy Kevin Tarsia, from 9:00 AM to 3:00 PM. on July 4th, 2002, Deputy Tarsia was killed in the line of duty during an encounter with suspects from a firearms burglary at Grange Hall Park in Kirkwood.
