State Police were dispatched to I-81 north near exit 2 Wednesday morning at about 10:00 AM for a reported 1-vehicle crash. An investigation at the scene revealed that the operator was traveling north when for an unknown reason, she went off the shoulder of the roadway and struck a tree, and was pronounced deceased on scene. State Police have identified the deceased as 33 year old Jocelyn Kendall of Binghamton, the investigation continues.
The State DEC announced that regular firearms season for deer and bear in the Southern Zone begins on Saturday, November 20th, through December 12th. DEC officials said that approximately 85% of New York's 550,000 licensed hunters participate, with the Harvest during that period accounts for nearly 60% of the total statewide deer harvest and 30-60% of the statewide bear harvest. State Assemblyman Joe Angelino, State Senator Mike Martucci, former Assemblyman Cliff Crouch, and Town of Colchester Supervisor Arthur Merrill will be unveiling the newly-named "Colchester Veterans Memorial Bridge" on Tuesday, November 9 at 1:00 PM. The ceremony will be held at the James S. Moore Post 167, River Road in Downsville in the parking lot. The Legislation was passed last year by Crouch; it designates a portion of the state highway system as the "Colchester Veterans Memorial Bridge" in honor of the fallen veterans who have sacrificed their lives to fulfill their patriotic duty.
Outgoing New York City Mayor Bill de Blasio has filed paperwork with the Board of Elections to create a fundraising committee; he is expected to announce a run for Governor. 2 top Democrats have already announced a run for Governor, current Governor Kathy Hochul & Attorney General Letitia James, who are considered the front runners for a Democratic Party Primary in the 2022 Governor’s race in the most recent Siena Poll.
Norwich Native Matt Beadle has formed a Billy Joel Tribute Band with top musicians in the state, and they will be performing in Norwich on Saturday November 20th at 7:30 PM the Martin W. Kappel Theater. Beadle told WCDO News about "The Billy Joel Guys"

Delaware County Sheriff’s Deputies responded to the report of a Domestic Dispute, they observed 62-year old Timothy Lynch of Treadwell, leaving the scene of the incident in a motor vehicle. Deputies stopped the vehicle and they determined that Lynch’s license was revoked due to numerous prior convictions for driving under the influence of alcohol and drugs. Lynch was charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was later released on traffic tickets and directed to appear at the Hamden Town Court at a later date to answer the charge.
Delaware County Public Health announced a COVID-19 Vaccination Clinic in Delhi of Johnson & Johnson & Moderna vaccines, with Pre-registration is required for Moderna Booster vaccines. The clinic will be held today at 97 Main Street in Delhi from 2:00 to 4:00 PM. The clinic is open to people over the age of 18. More information is available at 832-5200.

State health department tested over 173,000 New Yorkers Tuesday, with 6265 testing positive, or 3.6% of all tested. 41 died from the virus Tuesday, the state death toll is 26,482 & 2982 are hospitalized.
Chenango County Public Health continues to see smaller increases in COVID 19 cases; they reported 72 Active Cases, 5 hospitalizations & 410 Quarantines. Chenango County reported 20 more cases since Monday, they have had 583 Confirmed Cases since March, with 503 Recoveries & over 43,400 Tests have been performed.
Broome County Health Department reported 85 more cases of COVID 19 today; they have had a total of 4937 cases. They report 116 deaths, 4202 recoveries & about 2900 are being monitored by the department.
State Police and local law enforcement agencies are participating in a special traffic enforcement initiative to crack down on unsafe driving behaviors during the Thanksgiving holiday, starting today through Sunday. State Police will supplement regular patrols statewide with fixed sobriety checkpoints, underage drinking enforcement, and the "Operation Hang Up" initiative, which targets distracted drivers by utilizing Concealed Identity patrols. The Governor's Traffic Safety Committee & the STOP-DWI Foundation remind motorists that their "Have a Plan" mobile app is available, locate and call for a taxi or rideshare service.
Rockefeller the Owl was released back into the wild early this morning. The owl made the trip from West Oneonta to New York City on the tree that will be the official Rockefeller Center Christmas tree this year, the owl was found by workers & was turned over to the Ravensbeard Wildlife Center in Saugerties, it is expected to acclimate itself to the local Owl Population.
The Norwich City School District Board of Education announced that Scott Ryan will be the next Superintendent of the District; Ryan is expected to take over for Interim Superintendent Diana Bowers in January.
Oswego State Supreme Court Justice Scott DelConte has ordered an injunction stopping the review of ballots in the 22nd Congressional District race between Anthony Brindisi & Claudia Tenney. Judge DelConte stated that any new motions need to be filed by the campaigns’ attorneys by 5:00 p.m. Monday, November 30th; however, the State Board of Elections set a deadline of November 28th for county boards of elections to certify and transmit their election returns to the state. Tenney was leading Brindisi by about 200 votes when the counting of absentee ballots was stopped.

Otsego County Department of Health reported 21 new COVID 19 Cases reported Tuesday, 42 recent cases are linked to the Copper Fox in Oneonta, the department also reports a Potential exposure to COVID at the Red Jug Pub on Friday November 20th, patrons at that time should monitor for symptoms until December 4th. Currently, Otsego County has had 1236 total confirmed cases, with 115 active cases, 6 hospitalized; there have been 8 deaths since March. 764 cases are linked to SUNY Oneonta & 71 confirmed cases linked to Hartwick College
Oneonta City School District announced that they have learned of a 5th staff member COVID 19 positive case & 1 confirmed case in a student. All District schools will go fully remote until Tuesday, January 19th & then return to hybrid instruction on January 19th. 81 students are in quarantine & 27 staff members are also in quarantine. Meal distribution will continue to take place at the designated meal distribution points on Wednesdays.
Delaware County Public Health announced that they had 9 more cases of COVID 19 Tuesday, with 5 hospitalizations, 49 active cases & 222 in quarantine. Delaware County has had 324 total cases of COVID 19, with 266 recoveries & 9 deaths.
The Sidney Central School District has been notified that 3 members of the District have tested positive for COVID-19. The Department of Health Services is conducting and completing the contact tracing. The Health Department will be contacting people impacted by a potential exposure. There will be no change to the instructional model at this time. The district is working in collaboration with local health departments to make sure all necessary procedures are followed.
The State Department of Labor released preliminary local area unemployment rates for October, the State’s seasonally adjusted unemployment rate decreased from 9.7% to 9.6%. Locally, Chenango County had 5% unemployment, Delaware County had 5.2% and Otsego County had 5.6% in October.
State Senator Jen Metzger of the 42nd Senate District, conceded the race to Republican Michael Martucci Tuesday. There were 30,000 absentee ballots that needed to be counted in that district; the results confirmed Martucci's Election Day lead in the race.
The Delaware County Board of Supervisors adopted the county budget at their meeting Tuesday, several department heads received pay raises. The budget has a property tax levy increase of about 1.7%

Chenango County Public Health reported their 2nd death from COVID 19 this week & their 9th overall. The County reports 29 active cases, 218 in quarantine, & 7 are hospitalized from the virus. The number of cases is up to 430, there have been 377 Recoveries.
The Broome County Health Department had 80 more positive cases since Monday & 4 more deaths, from COVID 19. The county has had 3696 total cases, they now report 104 deaths, 3259 recoveries & over 4200 are being monitored by the Health Department.
Hartwick College reported 1 new case of COVID-19 Wednesday, they report that there are 26 active cases on campus; the total number of cases detected on campus since August 1st is 57.
State Police arrested 27 year old Tyler Palmatier of Otego for the DWI Saturday. Troopers observed damage to a guide rail near County Route 48 and State Route 205 in the town of Oneonta, the trooper also observed Palmatier near a vehicle on County Route 8 that had damage consistent with striking a guiderail. Palmatier and another male attempted to flee, but Palmatier was ultimately taken into custody, he was released on appearance tickets to the town of Oneonta court on November 17th.

State Police arrested 32 year old Brittany Parsons of Deposit for DWI, after Troopers were dispatched to the report of a vehicle on its side and against a tree on Old Route 17 in the town of Sanford. Parsons was extricated from the vehicle; she was transported to Wilson Hospital & was issued appearance tickets to the town of Sanford court on December 8th.
New York’s new coronavirus testing requirement for travelers began today. Those traveling to New York must have proof of a negative test dated within 3 days of arriving in the state & they must quarantine for at least 3 days upon arrival and get another COVID-19 test on the 4th day, if that test is negative, the quarantine ends. If the test is positive, the mandatory quarantine continues and contact tracing efforts will be deployed. The full list of regulations is available at coronavirus.health.ny.us.

With most ballots counted, winners are being projected in local races of interest. In the 22nd Congressional District, Claudia Tenney is leading over democratic incumbent Anthony Brindisi, in the 19th District, Brindisi won that seat over Tenney 2 years ago. Antonio Delgado wins re-election over Republican Kyle Van De Water. In local State Senate races, in the 42 District Republican Mike Martucci defeats Democratic Incumbent Jen Metzger, in the 51st district, Republican Peter Oberacker defeats Jim Barber for Jim Seward's seat, and Fred Akshar wins the 52nd district over Libertarian Thomas Quiter in a landslide. In the State Assembly, in the 122nd District, Joe Angelino has a comfortable lead over Rick Shaw with most of the votes counted, in the 121st District, Republican incumbent John Salka wins re-election over Dan Butterman.
The State Health Department announced 113,537 test results were reported with 1,943 positives tests on Monday. Patient Hospitalization increased by 76 to 1,227, with the Number of patients in an ICU bed dropping slightly to 268, the Number on ventilators was up slightly to 120, there were 14 Deaths, and the state death toll is 25,853.

A 911 call regarding a suspicious vehicle in the Town of Harpersfield last week resulted in a Vermont man being charged with driving while intoxicated. On October 25th, Delaware County Sheriff's Deputies were dispatched to investigate a suspicious vehicle on Peters Road, the driver of the vehicle, 25-year-old Antelmo Calvoperez of Vermont, was turned into a driveway and drove over the berm of the driveway causing his vehicle to become stuck over an embankment, he is accused of being intoxicated at the time of the accident. Calvoperez was charged with DWI and consumption of alcohol in a motor vehicle; he was released & was ordered to appear in the Town of Harpersfield Court on a later date.
The Next Rockefeller Center Christmas Tree will be coming from West Oneonta this year. The tree is located on State Route 23; another tree was pulled from Oneonta for New York City's display in 2016.

A checkpoint on State Highway 7 in the town of Unadilla had approximately 110 vehicles pass through. Several arrests and tickets were issued, 1 for Driving While Ability Impaired by Drugs, 1 for Criminal Possession of Marijuana, 1 for Criminal Possession of a Controlled Substance, 3 for Unlawful Possession of Marijuana, 1 Aggravated Unlicensed Operation of a motor vehicle, & 12 for a variety of Vehicle and Traffic violations.

SUNY Chancellor Jim Malatras visited SUNY Binghamton today, as that campus will re-open tomorrow after a 2 week pause following a high positivity rate for COVID 19:

Governor Cuomo announced that the state tested over 124,000 people for COVID 19 Tuesday, with 2026 people testing positive. 950 are hospitalized across the state for the virus, 201 are in ICU Beds & 103 on Ventilators, 7 died from the virus Tuesday, and the state death toll is 25,679.
Chenango County Public Health had another 18 positive tests for COVID 19, bringing their total to 331. There are 48 Active Cases, 224 Active Quarantines with 4 Hospitalizations, They also report 248 Total Recoveries, 7 deaths and over 33,900 Total Tests have been Performed.
The Broome County Health Department reports 132 more COVID 19 positive cases over the last 2 days, bringing their total to 2957. They are up to 88 deaths, 2270 recoveries and over 4400 people are binging monitored by the Health Department.
The Broome County Special Investigations Unit Task Force executed 3 narcotics search warrants in Port Crane, Binghamton, and a U-Haul storage unit in the Village of Johnson City Friday night. Investigators arrested 32 year old Worth Brown of Binghamton and 37 year old Amy Nieves of Port Crane, on a variety of drug charges, Police seized $27,000 worth of fentanyl & $78,000 in cash from suspected drug sales, along with a loaded handgun, ammunition, cocaine, Digital scales and drug packaging materials, Brown & Nieves were remanded to the Broome County jail to await further court proceedings.

Governor Cuomo announced that the state has administered 12 million COVID 19 tests, with over 91,000 tested Sunday, with 1029 positive tests. there were 13 COVID related deaths Sunday, giving the state 25,587 deaths since March. Hospitalizations, Patients in an ICU Bed & patients on ventilators have all been increasing in the last 2 weeks.
The Broome County Health Department announced another 93 positive COVID 19 cases Monday afternoon, giving them a total of 2386. They report 83 deaths, 1687 recoveries, and they are monitoring 3768 people. State Police arrested 73 year old Darrel Rich for 1st degree assault, in connection with a shooting in the town of Fenton on Saturday. State police reported that a 58-year-old woman was shot and was taken to Wilson Hospital in Johnson City. Rich was processed and transported to Broome County Central Arraignment, the shooting remains under investigation.

The Masonville Fire Department responded to a barn fire in Masonville Sunday on State Route 206. The fire started around 4:30 PM Sunday, 16 fire departments responded, the barn was filled with Hay, no people or animals were injured, it was completely destroyed, Delaware County Emergency Services is investigating the cause.
Governor Cuomo announced that 118,254 tests were conducted for COVID 19 Saturday, with 1143 positive tests. Hospitalizations are up to 820, 186 were in ICU, 84 were intubated, there were 5 deaths from Covid Saturday, Total Deaths are up to 25,574.
The Binghamton area has been designated as a Yellow zone, since the discovery of clusters in the City. Yellow Zone restrictions include no more than 25 people at a gathering, indoors or outdoors, houses of worship can have 50% maximum capacity, non essential businesses remain open, Indoor & Outdoor Dining are permitted with 4 maximum per table, Schools are Open with Mandatory weekly testing of students and school personnel, in accordance with DOH guidance.

The event is in violation of 2 Executive Orders where events must limit all non-essential gatherings to 50 or fewer. Violation of the restrictions comes with a $15,000 fine and individuals who attend the event and do not wear face coverings may be subjected to a $1,000 fine, The issue has been turned over to law enforcement.

Governor Cuomo announced today that the residential tenant eviction protection has been extended to January 1st. The state's Safe Harbor Act protects tenants from COVID-related residential evictions and foreclosures. Last week, the governor also announced an emergency moratorium on evictions and foreclosures for commercial tenants is being extended through October 20th.
Chenango County Public Health announced their latest COVID 19 numbers Monday. They have had 249 cases since March; currently there are 2 Active Cases, 1 hospitalization, 73 Active Quarantines 227 Recoveries, 7 deaths and over 28,600 Tests Performed.
The Broome County Health Department’s contact tracing team has interviewed a confirmed positive COVID19 case who reported having participated in the New York Off-Road Association Boondocks event in Pitcher. The confirmed positive individual was there September 19th & 20th. The Broome County Health Department also reported that a positive COVID case was from a person who was at the Old Union Hotel at 246 Clinton Street in Binghamton on Monday, September 21 between 4:00 and 8:30 PM. The Health Department asks anyone who was at either location during those periods to quarantine until October 6th, anyone exhibiting symptoms should immediately begin self-quarantine and contact a medical provider.
Hartwick College today reported no new cases of COVID-19 have been detected among students or staff. The current number of active cases is down to 2, their total number of cases detected on campus since August 1, 2020 is 18.

Delaware County Sheriff's Department & State Police investigated a 2-car fatal accident Friday morning in Delhi. Killed were 74 year old Sandra Elmore and her passenger, 80 year old Eugene Mills, both of Downsville. Elmore was driving north on state Route 10 when her car crossed over into the southbound lane and collided with a car driven by 32 year old Michael Beilby of East Meredith. The cause of the crash remains under investigation by members of the Delaware County Sheriff's Office Criminal Investigation Division and State Police Collision Reconstruction Unit.

Stevens was remanded without bail to the Delaware County Jail after his arraignment. This investigation is ongoing and additional charges may be filed in this case.

The State Department of Health has confirmed 2 more deaths
due to vaping-associated illness: an adult female in her 20’s in New York City
and an adult female in her 50’s from Ontario County. Governor Cuomo commented about the issue last

The State Department of Health is continuing its
investigation; the total number of vaping-related deaths in New York is now up
to 4.
The Delaware County Sheriff's Office arrested 18-year-old
Isaah Mann for criminal mischief, for allegedly destroying a cell-door window
while he was an inmate at the Delaware County Correctional Facility. Mann will be arraigned in the Town of Delhi
Court on January 21st.
The state Education Department announced that the graduation
rate for the Class of 2019 was 83.4%, up less than a percentage point from the previous
year. The rate reflects slight increases across most racial groups, the
achievement gap between white students and their black and Hispanic peers
decreased to 15% state wide.
Republican Mike Martucci announced his candidacy for the
42nd State Senate District. Martucci
started the "Quality Bus Service" & owns a farm in Westtown; he
is looking to unseat incumbent Democrat Jen Metzger in November's General
Election.
Governor Cuomo told reporters
today that he will release his state budget plan next Tuesday afternoon, and he
will detail how he will deal with the 6 Billion dollar projected budget
gap. Cuomo said that the budget gap is
largely due to overspending on Medicaid beyond the 2% per year spending cap.
The Chenango Arts Council will showcase the work of
recipients of 2019’s New York State Decentralization Grant Program in the
Mariea Brown and Raymond Loft Galleries.
The exhibit will feature visual and performing arts from regional arts
organizations and will open today at 5:30 pm.

Celebration, Saturday from 11:00 AM to 3:00 PM at Rogers Environmental
Education Center in Sherburne. The event s features live music, refreshments
& a variety of events, it is free & open to the public.
