Governor Cuomo is maintaining a strong lead over potential challengers despite a sharp drop in his job approval rating among voters according to a new poll released Thursday.  The NBC/Wall Street Journal/Marist Poll has Cuomo leading just-announced Republican candidate Rob Astorino by a 65% to 25% margin.  The poll shows a 10 point drop in the percentage of voters who believe Cuomo is doing a good or excellent job, dropping to 42%, the decline attributed to minority voters & upstate voters.   The poll surveyed 658 registered voters and has a margin of error of plus or minus 3.8 percentage points.


The state Assembly passed a bill this week that would delay portions of the Common Core education standards.  The bill would prevent schools from using Common Core-based test scores on staff evaluations for 2 years and prevents schools from using scores to decide whether a student will advance to the next grade.  The bill was sent to the state Senate where there is no sponsor on a companion bill.


Congressman Chris Gibson announced that the House of Representatives passed the Homeowner Flood Insurance Affordability Act.  Congressman Gibson stated that the bill permanently removes the home sale/new policy rate increase trigger for primary residences, Reinstates grandfathered rates by decoupling rate increases from FEMA remapping & Ensures greater solvency of the program by authorizing a $25 annual fee on residential policies and $250 on business/ non-primary residence policies, with the revenue placed in a reserve fund.


Firefighters from New York & Pennsylvania battled a blaze at 247 Grange Hall Road in the Town of Windsor early this morning.  Fire fighters from Windsor, Kirkwood, as well as Hallstead and Susquehanna Pennsylvania battled the blaze, the cabin was a total loss and the cause of the fire in under investigation by Broome County fire investigators, no injuries were reported.


The state Senate approved legislation to hold criminals responsible for the environmental damage occurring during their crimes. Sponsors said current criminal mischief statutes don’t address environmental devastation, so the bill would make crimes that result in large-scale environmental damage, a class C felony. The bill follows an incident in western New York in which criminals, who broke into an electrical transformer to steal copper, caused an oil spill that resulted in $1 million worth of environmental damage. The bill was sent to the Assembly.


The state Assembly passed a package of bills to increase access to childcare and establish paid family (/l%20)  leave. The measures include increased funding for childcare by nearly $400 million over the next four years and a one-time investment (/l%20) of $11 million for childcare subsidies. Another bill would require employers to provide a paid family leave insurance policy for employees, which would be partially funded through an initial weekly employee contribution of up to 45 cents.  The bill moves to the senate for consideration.

Michael Buck of Middlefield was arraigned in Otsego county court on charges of 2nd degree murder, 1st degree assault, criminal use of a firearm and criminal weapons possession.  A grand jury indicted Buck earlier this week, in connection with the murder of his father Joseph Buck on September 22nd in the town of Middlefield.  Buck was returned to the Otsego county jail on $500,000 cash bail or $1 million dollars bond pending additional court action.


The Amphenol building project Sidney is rapidly progressing at the new site next to K-Mart on Delaware avenue.  Project Manager Tom Czernicki comments:

Czernicki said that office staff is scheduled to move into the new facility in April of next year, manufacturing will be moved over in increments, with the final pieces moved by December of 2014.


Governor Cuomo was presented with the final report of the New York State Tax Reform and Fairness Commission, which, outlines options to modernize the current tax system.   The report suggests modernizing the sales tax while funding low- and middle-income tax relief, modifies the estate tax, reforms the state’s corporate and bank franchise taxes & reviews best practices to make the system more equitable for local governments, businesses and homeowners.   Governor Cuomo will consider the Tax Relief Commission’s recommendations for including in the next state budget.


Assemblyman Cliff Crouch announced that he would be hosting 2 town hall meetings next week.  The first meeting will be the Town of North Norwich, on Monday at 5:30 PM at the town hall at 188 County route 23, followed by a town hall meeting for the Town of Nanticoke on Tuesday November 19th at 6:00 PM at the Nanticoke Town Hall at 755 Cherry Valley Hill Road in the town of Maine.


New York’s utility regulating agency has removed a barrier to the spread of charging stations for electric vehicles. The Public Service Commission decided it doesn’t have jurisdiction over publicly available electric vehicle charging stations. The PSC said its decision reduces regulatory barriers, in keeping with the Governor’s initiative to encourage growth in the use of electric vehicles.  The Governor wants to see a statewide network of up to 3,000 charging stations over the next five years


The 315 area code in central and northern New York will not be split up any time soon. The state Public Service Commission is postponing the proceedings to determine how to create an additional area code in the 315 region, which includes all or part of 18 northern and central New York counties. Officials thought the 315 area code would run out of numbers in the first quarter of 2015, but now they project that won’t happen until the third quarter of 2016. Regulators say they should be able to re-start the proceeding quickly should the need arise.


Upstate New York homeowners would avoid increases in their flood insurance premiums under legislation introduced in Congress, according to U.S. Senator Charles Schumer. Under the Homeowner Flood Insurance Affordability Act, premium increases in National Flood Insurance Program policies would be delayed until the FEMA completes an affordability study.  The legislation would apply retroactively to homeowners who recently purchased a home in a flood zone. The rate hikes for those homeowners took effect October 1st.
