The City of Oneonta Police Department Detective Division & State Police BCI arrested 18-year-old Duquan Davis of Oneonta for 1st degree Robbery, 1st degree Burglary, Criminal use of a Firearm, 2nd degree Assault & Menacing, following an investigation into an incident in January. Details have not yet been released and the investigation is still ongoing.
The State Liquor Authority issued suspensions to Legends Filling Station at 84 Main Street and Choice Ultra Lounge at 3-5 Market Street, both in Oneonta. State officials received complaints of alcohol being served to under aged patrons; both were shut down on Saturday. Both establishments were fined $3000 last year for similar complaints.
The Oxford Police Department is continuing with a multi-step program to try to get help for those with heroin or Opioid addictions, rather than put them in jail for a short period, release them and repeat the cycle of dependency. Oxford Police Chief Richard Nolan Comments:

Chief Nolan said that they do have grant money coming to set aside an area for this aspect of the program; on February 13th they will hold another Narcan training session for first responders.
State Lawmakers are looking at the Education portion of Governor Cuomo's Executive Budget Proposal. Area Assemblyman Pete Lopez said that a key portion of the education equation, is to get the teacher evaluation portion right:

Lawmakers are looking at getting the budget completed for the begining of the state's fiscal year, which is April 1st.
State Police at Oneonta arrested 47-year-old Donald Reutter of the town of Maryland, for felony DWI, Reutter was observed weaving while driving on State Route 7 in the Town of Oneonta. The arrest is a felony due to a prior conviction for DWI within the last 10 years. Reutter was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail. His next court date in the Town of Oneonta is on February 25, 2016.
Governor Cuomo today launched a new web-based service that will help connect New Yorkers struggling with addiction to treatment. The State Office of Alcoholism and Substance Abuse Services' Bed Availability Dashboard application collects the information from treatment providers daily and makes it available in real-time on the agency's website. Oneonta Police investigated a burglary at 73 Center Street Monday night, following an investigation, the resident, 27 year old Alexander Coffran was charged with Criminal Possession of a controlled substance & criminal possession of marijuana, after 9.6 lbs of marijuana was recovered as police investigated the robbery call from that address. $300 worth of concentrated cannabis and $2,377 in cash was seized. The investigation into the burglary is ongoing.
Governor Cuomo today launched the Municipal Restructuring Fund, a $25 million program to assist local government and school officials with developing projects that will lead to property tax reductions. Projects will be ranked by metrics that include potential impact across local governments, service delivery areas and municipal functions, and have potential for long-term property tax savings. The town of Guilford is currently seeking candidates to fill openings on their planning board, board of assessment review, & the Mount Upton Park committee. Those interested should call the Guilford Town Clerk’s office at 895-9966; the deadline of applications is today.

The Avon Breast Health Outreach Program has awarded a $60,000 one-year grant to Chenango Health Network to increase awareness of the life-saving benefits of early detection of breast cancer and to assure that women in Chenango County are screened and receive follow-up care. Chenango Health Network's Every Woman Counts in Chenango County Campaign is a local community-based effort to encourage and help women to have breast cancer screenings. More than 650 Chenango County women are actively participating in this program. More Information is available at 337-4128 or chenangohealth.org.
Lawmakers in Albany are conducting budget hearings this week, getting information from each state department on their needs for the upcoming fiscal year. Assemblyman Pete Lopez comments:

Lawmakers have until April 1st to complete their work on the proposed 1456 billion dollar executive budget proposal.
With peak flu season right around the corner, and an increase in the number of flu cases reported statewide, the State Department of Health reminds New Yorkers that it's not too late to get their annual flu shot. Flu season occurs primarily from October through May. The current season has been mild so far but cases are on the increase, with 369 flu-related hospitalizations in the State. Over the last 4 years, there have been a total of 26 pediatric flu deaths in New York and an average of more than 7,767 flu-related hospitalizations per year. More information about influenza is available at health.ny.gov/diseases.
82 school districts have been designated as fiscally stressed under New York State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System, for the fiscal year ending on June 30th 2015. The 8 school districts were classified in “significant stress” none of those were in the local tri-county area. The 2nd level, entitled “Moderate Stress” included the Unatego School distinct, The Cooperstown district was listed as susceptible to fiscal stress. School districts found to be in fiscal stress are operating with low fund balances, a pattern of operating deficits and limited cash on hand & are more likely to have a shrinking property tax base, low budget support and a low graduation rate.
a Town of Otselic resident was arrested by Chenango County Sheriff’s Office for Criminal Possession of Controlled Substance and Promoting Prison Contraband. 30 year old Steven White was found to be in possession of controlled substance while being booked into the Chenango County Jail, he is scheduled to appear in the Town of Norwich of Court at a later date.
Governor Cuomo today announced $11 million is available to protect soil and water resources through the Agricultural Nonpoint Source Abatement and Control Program. These grants will assist farmers in implementing the best management practices to address water quality challenges in priority watersheds throughout New York State while increasing productivity and economic activity. County Soil and Water Conservation Districts can now apply for the AgNPS Program through agriculture.ny.gov.
The Delaware County Sheriff’s Department & State Police announced that 7 people were sent to jail on felony drug charges following the discovery, dismantling and clean-up of an active meth-lab at 116 East Street in the Village of Walton Tuesday night. Police executed a search warrant, 7 adults and 3 children were removed, and the children were provided medical evaluation for potential contamination of toxic chemicals and were placed into emergency foster care. Police seized an active meth lab, prescription medications, cocaine, marijuana and public assistance benefit cards. Sheriff’s Investigators arrested James Nash, of Walton; Amanda Bicknell, of Walton; James Klinegardner of Tennessee, Brooklyn Alford of Walton; Tammy Lewis, of Walton; Johnny & Emily Uhl of Swan Lake, on a variety of drug charges plus Endangering the Welfare of a Child. All 7defendants were returned to the Delaware County Jail on $150,000 cash bail or $300,000 property bond.

Governor Cuomo today announced that the New York State Division of Human Rights has adopted new regulations that ban discrimination and harassment against transgender people. The regulations are effective today, and affirm that transgender individuals are protected under the state’s Human Rights Law. Governor Cuomo first introduced these regulations in October – marking the first time that any Governor has issued statewide regulations to prohibit harassment and discrimination on the basis of gender identity, transgender status or gender dysphoria.
State Police at Oneonta arrested 50-year-old Lisa Morse of Oneonta on 9 counts of petty larceny. The investigation determined that over the past 3 weeks, Morse allegedly stole property on 9 different occasions from the Oneonta Wal-Mart, totaling over $480. Morse was issued a ticket returnable to the Town of Oneonta Court on January 26th.
Governor Cuomo announced $2 million in new funding to support 50 new treatment beds to help New Yorkers with substance use disorders in upstate New York. The funding will support 50 new residential treatment beds in the Southern Tier, the Finger Lakes region or Western New York. The new residential treatment beds must be located in Areas such as Broome, Delaware, & other upstate Counties. The new beds will be in addition to recently announced funding for expansion of services at Fairview Recovery Services on Merrick Street in Binghamton which includes $3.6 million for a new 18-bed community residence offering substance use disorder treatment for women, and approval of new treatment capacity at Fairview’s existing Crisis Detox facility on Court Street.
Today’s Oneonta Airport commission meeting at 4:00 PM has been cancelled. The city clerk’s office also reminds the public that the Planning commission meeting will not be meeting today; it had been cancelled since a January 11th announcement.
Officials with the City of Norwich & Chenango County Emergency Operations Center are asking motorists to avoid the area of State route 12 in Norwich near the Dunkin Donuts, due to an accident. Only 1 lane of traffic was open this morning, which has led to lengthy delays. Further details about the accident will be released after the investigation is complete.
