State Police issued 10,949 tickets and arrested 225 people for DWI on Memorial Day weekend. The special enforcement period began on Friday, May 24, 2024, and ran through Monday, May 27th, in the Troop C Area, there were 770 total arrests, 11 for DWI, 192 for speeding & 234 violated the child restraint & seat belts laws.
31 year old Cachet Fernandez of Unadilla was convicted of Failing to Register as a Sex Offender, on Monday in Delaware County Court, Fernandez appeared in Delaware County Court for a conference on his pending case, after the conference, he pleaded guilty to the indictment. Fernandez relocated from Delaware County to Binghamton, but never changed his address with the State Sex Offender Registry. Judge John Hubbard sentenced Fernandez to a 3-year conditional discharge, if he fails to keep his address current during that 3-year period, or violates any laws, he is subject to being re-sentenced to 1 and 1/3 to 4 years in state prison.
Governor Kathy Hochul today announced the ratification of a three-year labor agreement with the Police Benevolent Association of New York State, which includes more than 1,100 members of the New York State Agency Police Services Unit in titles such as Forest Ranger, Environmental Conservation Officer, Park Patrol Officer and University Police Officer. The agreement, which runs until March 31, 2026, won the approval of 97 percent of PBA of New York State members who cast ballots.
An audit released by State Comptroller Tom DiNapoli found Medicaid managed care organizations made as much as $1.5 billion in improper and questionable payments to providers who did not appear to be enrolled in Medicaid. 5 Managed care Organization were paid $916 million in claims for services by in-network providers whose IDs did not match with a Medicaid enrolled provider on the date of service, $832.5 million in claims were for services by providers whose Medicaid application was denied or had been withdrawn because they failed to meet Medicaid standards or the application was missing information. 20 year old Aidan Demorier of Johnson City, was sentenced to 1 1/3 to 4 years in prison for Bail Jumping in Delaware County Court. On April 1, 2022, Demorier failed to appear in court after being released on his own recognizance, On March 21, the Delaware County Grand Jury indicted Demorier, An arrest warrant was issued, and he was taken into custody & he pleaded guilty & was sentenced yesterday.

ACHIEVE in Norwich gave a tour of their new facility at East Main Street in Norwich yesterday, the renovated facility will offer a 200 capacity multi-purpose meeting space, a cafe & kitchen for job skills training, a nursing station, Hoyer Lift Systems and a community center. The 213th State Police Academy Graduation, will be held on Thursday, at 11:00 AM at the Empire State Plaza Convention Center, Albany. 232 new Troopers will graduate from the Basic School of the New York State Police Academy, they will then be assigned to the Troop following graduation.

The Class of 2024 will be facilitated by Melissa Stagnaro, it will kick off with an orientation and two-day retreat in February. Otsego County Officials announced that several roads are closed due to flooding conditions, including County Highway 48 between Chamberlain Hill and Downey Road Spur in Otego, County Highway 4 between Mill Street and Hilton Street in the Town of Butternuts, Miller Road in Pittsfield, Bemis Road from State Highway 51 to Pegg Road in Morris. In Delaware County, State Route 30 in Roxbury has flooding issues, officals in all around counties advise motorists to turn around if they find flooded roads & report them to authorites as soon as possible. Motorists can check 511ny.org for road closures.
The Otsego County Sheriff's Office held a public meeting Monday afternoon, Investigators announced that the occupant of 18 Richards Avenue, 60-year-old Desmond Moan, allegedly fired a gun inside his home severing a gas line. NYSEG was called to 24 Richards Avenue around 8 am Saturday after a report of the smell of gas, that was followed by another report at 14 Richards Ave for a similar issue, then 18 Richards Avenue exploded, the technician was uninjured. The Town of Oneonta code enforcement office has waived fees for building permits for those whose homes were damaged in the blast.
Delaware County Sheriff's Office arrested 31 year old Cachet Fernandez of Sidney on a sealed indictment arrest warrant issued out of the Delaware County Court. On Friday Morning, Broome County Sheriff’s Deputies, located and identified Fernandez, he was turned over to the custody of Delaware County Sheriff’s Deputies. The Delaware County Court issued a sealed indictment arrest warrant, stemming from Fernandez allegedly not reporting his new residence as a registered Sex Offender to the proper authorities upon moving. Fernandez was remanded to the Delaware County Jail to await arraignment in Delaware County Court at a later date.
The Governor's Office & the Public Employees Federation and Civil Service Employees Association announced an agreement to award nearly $3 million in backpay to more than 2,100 New York State employees who worked overtime during the COVID-19 pandemic. Starting this week, more than 1,700 PEF members and more than 400 members of CSEA will receive payments for work completed beyond traditional work hours at the height of the pandemic.
The Delaware County Sheriff's Office arrested 38 year old Richard Santiago of Masonville on a bench warrant, issued by the Village of Sidney. Deputies responded to Delaware County Correctional Facility where Richard Santiago was being arraigned on a separate charge. Deputies subsequently arrested 38-year-old Santiago on two active bench warrants issued by the Village of Sidney Court. Santiago was arraigned at Delaware County Central Arraignment Court, released on his own recognizance, and directed to appear in the Village of Sidney Court at a later date to answer for the charges.

Governor Kathy Hochul signed legislation which aims to protect consumers during storms and other emergencies by requiring utility companies to develop plans to prioritize responding to reports of downed wires. If a member of the public identifies a downed wire that presents a hazard, they now can report that wire to their utility, which must respond to no later than 72 hours after the response to an emergency ends. Previously, the power companies only had to have a plan to securing a wire on a schedule if the wire was reported by a municipal emergency official.
NYSEG is reporting that over 2200 were without power in Broome County from last night's breezy conditions, 770 were without power this afternoon in Chenango County & about 200 in Otsego County. Crews are working to restore power as quickly as possible.
State Police announced that 41 year old David Maycumber of Newfield, was indicted by the Tioga County Grand Jury and was arraigned before the Tioga County Court for 1st & 2nd Degree murder, Kidnapping and Intimidating a witness, in connection with the kidnapping & murder of Thomas Rath in Tioga County earlier this year. To date, 13 subjects have been arrested for various felonies regarding the murder investigation of Thomas Rath.
State Police & Local Law Enforcement Agencies are reminding the public to remember to lock your car doors. Numerous reports of criminals stealing from unlocked cars have been reported to Police across the region, they also remind people this holiday season to never leave valuables in plain site inside the passenger compartment of a parked vehicle.

The State Department of Environmental Conversation announced that a 72 year old New Jersey man has died. On November 18, at around 10:45 pm, Forest Rangers responded to a call for an overdue hunter in the Town of German, after a member of their hunting party never returned, Members of local law enforcement, Forest Rangers & 1st responders found the man deceased at about 3:00 AM.
The Delaware County Sheriff’s Office is requesting the public’s assistance in locating 31-year-old Cachet Fernandez, who is a registered as a level 2 sex offender, he is described as a black male with brown hair, brown eyes, and is approximately 5’7” tall, anyone with information should contact the Delaware County Sheriff’s Office 607-832-5629 or contact local law enforcement agency.

The village of Deposit will use $50,000 to complete a preliminary engineering report for an evaluation of the municipally owned water system. The village of Hancock in Delaware County will use $995, for Phase 2 of its Critical Sewer Improvements.

The Town Of Guilford will hold a special Board meeting will be held tomorrow at the Town Hall on Marble Road, regarding the High Bridge Wind Project, Guilford Town Supervisor George Senek told WCDO News that a new company "Invenergy", is getting involved:

Delaware County Sheriff Deputies were contacted by the Sidney Dog Control Officer about an abandoned dog in February. Deputies found & secured the animal & transported it to the Delaware Valley Humane Society. Attempts to make contact with the owner were unsuccessful, Earlier this month, Deputies responded to the residence where the canine was found abandoned and arrested 30-year old Cachet Fernandez for abandonment of animals. Cachet was released on an appearance ticket and is scheduled to appear in the Town of Sidney Court at a later date.

Argo said that the 2 organizations are currently working to finalize details on operations, membership, staffing, specific space features for the Oneonta Family YMCA’s oversight while maintaining key services to the community. Services will remain uninterrupted, A.O. Fox Hospital will continue to operate outpatient cardiac, physical, occupational, and pulmonary rehabilitation services within the FoxCare Fitness space.

Broome County Sheriff’s Office arrested 29 year old Nicholas Sorensen of Johnson City following a traffic stop in Binghamton. Sorensen was found to be driving without a license & was wanted on a warrant for a DWI in Pennsylvania. Sorensen fled the scene on foot through traffic, he was subdued by 2 taser cartridges. Sorensen was treated at the scene by EMT's, he was charged with Resisting Arrest and Obstruction of Governmental Administration plus several traffic violations, he was taken to Central Arraignment and transported to the Broome County Correctional Facility as a fugitive from justice to await extradition by the Monroe County, PA Sheriff’s Office to answer for his outstanding charges.
The Governor's office announced Friday that the The Richmondville fire was contained. The Incident Command Post closed Friday Night, State Forest Rangers will continue to patrol the region to ensure it stays contained and mop up hot spots. Trains are still required to travel between 10 to 15 miles per hour out of an abundance of caution to prevent sparking additional fires.
Broome County Special Investigations Unit Task Force executed a search warrant at Thursday at 100 Robert Street in Binghamton. Police arrested 33 year old Daquan Brown of Binghamton, for criminal possession of a weapon, criminal possession of a controlled substance and criminally using drug paraphernalia, police seized a handgun, ammunition, over $7,000 in cash from drug sales, and items used to package drugs for sale. Brown faces court action shortly.

Bassett Healthcare Network and A.O. Fox Hospital announced today that they have reached an agreement with the Oneonta Family YMCA to keep FoxCare Fitness open to the public, Fox Spokesperson Gabby Argo explains:

Argo said that the 2 organizations are currently working to finalize details on operations, membership, staffing, specific space features for the Oneonta Family YMCA’s oversight while maintaining key services to the community. Services will remain uninterrupted, A.O. Fox Hospital will continue to operate outpatient cardiac, physical, occupational, and pulmonary rehabilitation services within the FoxCare Fitness space.

Broome County Sheriff’s Office arrested 29 year old Nicholas Sorensen of Johnson City following a traffic stop in Binghamton. Sorensen was found to be driving without a license & was wanted on a warrant for a DWI in Pennsylvania. Sorensen fled the scene on foot through traffic, he was subdued by 2 taser cartridges. Sorensen was treated at the scene by EMT's, he was charged with Resisting Arrest and Obstruction of Governmental Administration plus several traffic violations, he was taken to Central Arraignment and transported to the Broome County Correctional Facility as a fugitive from justice to await extradition by the Monroe County, PA Sheriff’s Office to answer for his outstanding charges.
The Governor's office announced Friday that the The Richmondville fire was contained. The Incident Command Post closed Friday Night, State Forest Rangers will continue to patrol the region to ensure it stays contained and mop up hot spots. Trains are still required to travel between 10 to 15 miles per hour out of an abundance of caution to prevent sparking additional fires.
Broome County Special Investigations Unit Task Force executed a search warrant at Thursday at 100 Robert Street in Binghamton. Police arrested 33 year old Daquan Brown of Binghamton, for criminal possession of a weapon, criminal possession of a controlled substance and criminally using drug paraphernalia, police seized a handgun, ammunition, over $7,000 in cash from drug sales, and items used to package drugs for sale. Brown faces court action shortly.
