State Police Bureau of Criminal Investigation at Binghamton arrested 48 year old Stacie Congdon of Windsor for 3rd degree Grand Larceny. An investigation revealed that while volunteering for the Windsor Town Fair, Congdon made several unauthorized debit card purchases and cash withdrawals totaling over $10,000 between May and September 2023. Congdon was arrested and then turned over to the Broome County Correctional Facility for Arraignment. On September 29, Congdon was arrested for 2nd degree Grand Larceny, for allegedly stealing over $50,000 from the nonprofit, Punch Out Parkinson’s Inc.

Local sales tax collections in New York state increased by 2.5% in October compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled nearly $1.8 billion, up $43.5 million compared to the same time last year. County and city collections outside of New York City totaled $880 million, an increase of 2.2%. 45 out of 57 counties experienced some year-over-year increase.

Broome County Sheriff’s Office responded to an accident on the I-88 West / I-81 South overpass in the Town of Chenango yesterday morning involving 6 different vehicles. The investigation found that a pickup truck was traveling westbound on the I-88 overpass when the vehicle hit a patch of ice and flipped onto its hood. The 2nd vehicle behind the truck was able to stop before a collision could occur, but the next four vehicles all hit the ice, were unable to stop and collided with the vehicle two and each other. The accident led to the closure of I-88 westbound near Exit 2 for several hours for cleanup. 2 of the drivers were transported to Wilson and Lourdes hospital respectively for minor injuries. The ice was caused by a parked construction site water truck that was leaking water onto the highway. No charges have been filed at this time.
The Chenango County Health Department is hosting a COVID-19 vaccine clinic for uninsured and under-insured individuals through the Bridge Access Program. State Police at Norwich arrested 37 year old Michael Salamey of Frankfort, in connection with a renovation at home in Chenango County. Salamey was charged with 2 counts of 3rd degree Grand Larceny, Scheming to Defraud & Petty Larceny. Salamey is accused of entering into a contract for $33,000 to complete improvements to a home in the village of Sherburne, he did not finish the work and also stopped communicating with the homeowners. Additionally, Salamey is accused of failing to pay a surveyor & Sub Contractor, he was arraigned in the Norwich City Court and is scheduled to appear at the Sherburne Village Court on November 16, 2023.

45 year old Kellie Sanderson of Walton, appeared in Delaware County Court and was arraigned on a sealed indictment. The 5-count indictment charged Sanderson with 3 counts of Offering a False Instrument for Filing, Welfare Fraud & Grand Larceny, for submitting false applications to the Delaware County Department of Social Services on 3 separate occasions reporting incorrect household income to obtain public assistance benefits that she was not entitled to in an amount greater than $3,000. Sanderson pleaded not guilty to the charges and was released, the case is scheduled for a conference on November 13th.

Former Colonial Restaurant owners Yaron Kweller and Jordan Rindgen were aquitted in Broome County Court Tuesday of sexually assaulting a 21-year-old woman in Binghamton in November 2021. The Broome County Jury took about 2 hours to clear the 2 of all charges.
21 year old Patrick Dai of Pittsford, and Cornell University, was arrested Tuesday on a federal criminal complaint charging him with posting threats to kill or injure another using interstate communications. Dai is accused of posting messages to the Cornell section of an online discussion site, where he allegedly called for the deaths of Jewish people and a post threatening to shoot up 104 west, which is a Cornell University kosher dining hall located next to the Cornell Jewish Center. The charge filed against Dai carries a maximum term of 5 years in prison, a fine of up to $250,000, and a term of supervised release of up to 3 years. Dai is being held at the Broome County Correctional Facility pending court action in a federal court in Syracuse.

The Broome County Sheriff’s Office released the name of the victim killed in a fatal motor vehicle accident on Monday. 17 year old Makai Wilkinson of Harpursville was driving a pickup truck with 2 passengers on Welton Street in the Town of Colesville when the vehicle left the roadway and collided with a tree. The two passengers were transported Wilson Hospital, one for minor injuries and the other for serious injuries, but Wilkinson was pronounced dead at the scene. This is an ongoing investigation.
30 year old Terrence Mewborn pleaded guilty to 1 count of Criminal Possession of a Weapon, in Delaware County Court. On July 2, 2022, Deputies responded to a motor vehicle accident with a rollover in the Town of Franklin, several of the passengers were injured and required hospitalization. Deputies found narcotics, drug paraphernalia, and a semi-automatic handgun, Mewborn was charged with Criminal Possession of a Weapon, along with several other criminal charges, he entered a plea of guilty, he admitted the handgun was his, and that he did not have a pistol permit, it is anticipated that Mewborn will be sentenced to 2 to 4 years in state prison.

On Wednesday, State Police Traffic Incident Management Unit issued a total of 25 tickets in Broome County during an “Operation Hard Hat” detail. Troopers monitored traffic on State Route 17 in the town of Sanford where road crews were doing bridge work. Of the 25 tickets issued, 9 were for speeding, 6 for seatbelt violations & the rest for a variety of offenses.
Broome County Sheriff's Deputies responded Monday in the Town of Fenton for a Burglary complaint. The homeowner had found an unknown man in a 2nd floor room around 1:30 AM, the intruder left on foot, a laptop computer and several other electronics were missing from his residence, a downstairs window was left ajar with the screen ripped out. Deputies apprehended an individual with the stolen items in a drawstring bag, 24 year old Mitchell Paul of Binghamton, was charged with Burglary, Grand Larceny, Criminal Possession of Stolen Property & Criminal Mischief, he was taken to Central Arraignment and is currently being held at the Broome County Correctional Facility. Later that morning Deputies responded to a separate Burglary complaint in the Town of Fenton, where various items were stolen, they discovered that those items were in Mitchell Paul's drawstring bag, he was additionally charged with Burglary.
Delaware County Public Health will be holding a free Car Seat Safety Event at The Cullman Center in Sidney today from 3:30PM-5:30PM. 41 year old Paul Thayer of Utica was sentenced in Delaware County Court for his conviction of Attempted Dissemination of Indecent Materials to a Minor. On May 2nd, Thayer drove from Utica to the Village of Walton to meet a person he believed to be a 14 year old boy after sending the boy numerous text messages soliciting sexual acts. Thayer admitted he believed the boy was 14, the boy was actually a fictitious entity controlled by an organization dedicated to catching sexual predators, Judge Hubbard sentenced him to a 3-year term of probation supervision, which will include specific sex offender terms and conditions.
Otsego County Sheriff's Office arrested 42 year old Bobbi Jo Worden of Oneonta for allegedly for throwing toilet bowl contents onto corrections officers 2 separate times while incarcerated at the Otsego County Jail. Worden was charged with Aggravated Harassment of an Employee by an Inmate . The officers were treated at Bassett Hospital and released. Worden was issued an Appearance Ticket returnable to the Middlefield Town Court at a later date.
The Chenango County Health Department has lifted the BOIL WATER ORDER issued for the Village of Afton, issued Saturday. The Village of Afton’s water supply currently meets the minimum standards for Public Water Supplies, Based upon repeat sampling results, Residents may now resume normal water activity, more information is available at the Environmental Division of the Chenango County Health Department at (607) 337-1673.

State Police arrested 48 year old Theresa Price of Utica for 3rd degree Grand Larceny. Troopers were advised last week that Price took a used vehicle for a test drive from a car dealership, told them she’d like the vehicle checked out by her mechanic but never returned. An investigation revealed that on September 15, the vehicle was traveling on Interstate 90. Price and the vehicle were located at a truck stop in the town of Pembroke. She was arrested and was processed and was turned over to the Otsego County Jail for Arraignment.
Broome County Sheriff's Office conducted a traffic stop Saturday on Court Street in Binghamton. The Deputy stopped 28 year old Matin Avdel of Johnson City, the Deputy noticed a clear plastic bag filled with pills and powder in a fanny pack Avdel was wearing, he admitted to possessing illegal substances on both his person and in the vehicle he was driving. Avdel also identified a weapon hidden in his hoodie pocket. Avdel was charged with Criminal Possession of a Loaded Weapon, Criminal Possession of a Weapon, 4 Counts of Criminal Possession of a Controlled Substance, Deputies recovered Oxycodone, MDMA, Amphetamines, A loaded pistol, Avdel was taken into custody and arraigned in Binghamton City Court. He is currently being held at the Broome County Correctional Facility.

Broome County Sheriff Fred Akshar announced a further expansion of visitation hours at the Broome County Sheriff’s Correctional Facility effective immediately. Sheriff Akshar expanded visiting hours to 30 hours per week earlier this year, the latest increase brings the visitation time to 47 hours each week. The visitation expansion coincides with increased staffing levels at the Broome County Sheriff’s Correctional Facility after a successful hiring campaign for new and transferring Corrections Officers. The hours are explained at the Broome County Sheriff's Office Facebook page.

Delaware County Sheriff's Office announced that 2 people survived a plane crash in Delaware County Saturday Night in the town of Franklin. The pilot was 72 year old Ron Galuppo of Texas, the passenger was his son, 22 year old Nathan Galuppo, of Texas. Delaware County 911 was alerted by Air Traffic Control in Boston Massachusetts about a mayday transmission from a plane experiencing engine failure, they also received a call about a small plane crashing near a residence in Franklin. Both men crashed while attempting to fly home to Texas from Maine, they were taken to Delaware Valley Hospital in Walton after they were able to escape the wreckage of their plane, they suffered only minor injuries, Delaware County Sheriff’s Office was assisted by the Federal Aviation Administration with the investigation.
State Comptroller Tom DiNapoli, the Otsego County Sheriff's Office & The Oneonta Police Department announced the arrests of 3 people of Phinaliz Communications LLC, who are accused of operating a long-running scheme to steal over $1 million from the Medicaid program. The 3 defendants were identified as 46 year old Philip Mtui of Mechanicsville, who owns the company, operations manager Mbaga Kaiza, and Dispatcher & Driver Tony Taylor, who were arrested last Thursday. Over a 4-year period, Mtui and Kaiza defrauded the Medicaid program by claiming payment for rides that never occurred, and double, triple, or quadruple billing for rides that did occur. Mtui and Kaiza were arraigned in Oneonta City Court for 1st degree Grand Larceny, both were held on $250,000 bail. Taylor was arrested on 1 count of conspiracy, he will be arraigned on September 19th, more arrests are expected.
Delaware County Sheriff's Office announced that an Arrest Warrant issued by the Chenango County Sheriff’s Office has resulted in the arrest of a Sidney man. Sheriff’s Deputies were dispatched to a check the welfare on Interstate 88 in the Town of Sidney, for a man climbing on the bridge. Deputies subsequently located 43 year old Arthur Cotton of Sidney, who was wanted on an active arrest warrant out of Chenango County, for Sexual Misconduct. Cotton was arrested and turned over to the Chenango County Sheriff’s Office.
The Otsego County Chamber of Commerce announced a job fair will be held at the Southside Mall in Oneonta on Tuesday. The Job Fair will run from 2:00 to 4:00 PM & will feature numerous employees from throughout the region with job openings currently available.
Delaware County Sheriff's Office arrested 42 year old Leslie McClenon of Walton for DWI, Aggravated Unlicensed Operation of a Motor Vehicle & several other Traffic charges. On August 13th Deputies observed a car entering an intersection was nearly struck by another vehicle running a red light. Deputies conducted a traffic stop, McClenon had her driving privileges suspended and was operating the vehicle while intoxicated, she was released on appearance tickets and directed to appear at the Town of Walton court at a later date to answer for the charges.

Binghamton Police arrested Ismael Sanchez of Rockingham, North Carolina, who was wanted by Police in Richmond County, on an arrest warrant for assault with a deadly weapon with intent to kill, robbery with a deadly weapon, and conspiracy to commit robbery. Sanchez was arrested after a search warrant was executed at a Wilson Street apartment by the Binghamton Metro SWAT team. He was taken to Binghamton Police Department where he was arraigned as a fugitive from justice and remanded to Broome County Jail pending extradition back to North Carolina.

Governor Kathy Hochul at the Great New York State Fair today signed an Executive Order directing State agencies to increase the percentage of food sourced from New York farmers and producers to 30 percent of their total purchases within five years. The Governor also signed legislation to bring together students at the New York State Fair to develop innovative agricultural technologies as well as legislation to support smaller and newer fairs across the state while promoting youth involvement in agriculture and domestic arts.
Delaware County Sheriff’s Deputies arrested 23 year old Nicholas Wayman of Bainbridge, after they responded to a Domestic Report in the Town of Delhi at the Victims place of work. The investigation revealed that Wayman had been involved in a Domestic Dispute while in a moving vehicle, having unwanted physical contact with the victim while in the presence of a child within the vehicle, the victim possessed an order of protection against him. Wayman was charged with Endangering the Welfare of a Child, Criminal Contempt, Harassment & Aggravated Unlicensed Operation and other related violation, he was arraigned in the Town of Walton Court and was remanded to the Delaware County Correctional Facility and is scheduled to appear in the Town of Walton Court on a later date to answer the charges.
Delaware County District Attorney's Office announced that 31 year old Derek Wignall of Hancock, pleaded guilty to Criminal Contempt. Wignall violated an Order of Protection by contacting the protected party while incarcerated on an unrelated matter, he was placed back into custody upon discovery of the violation of the Order of Protection. Judge Rosa ordered a pre-sentence investigation to be undertaken by the Delaware County Probation Department. If found to be appropriate, Wignall will be placed on probation supervision for a five-year term.

Broome County Sheriff’s Deputies responded to a 911 call placed at a Fast Trac gas station in the Town of Fenton from a victim reporting that she had been assaulted and held hostage on Ballyhack Road in the Town of Fenton before escaping. 39 year old Steven Fish of Fenton is accused of threatening the victim with a machete, sexually and physically assaulting the victim, who was treated at a local hospital. Fish was charged with 1st Degree Rape, Criminal Sexual Act by Forcible Compulsion, Unlawful Imprisonment & Menacing, he was arraigned and remanded to the Broome County Correctional Facility.
35 year old Antonio Felice of Utica appeared in Delhi Town Court and entered guilty pleas to Driving While Ability Impaired by Drugs & Bail Jumping. Felice was apprehended in Utica, he was arrested on a warrant & was transported to the Delaware County Jail, he was sentenced to a jail term to be followed by a year of conditional discharge & his license was revoked.

State Police arrested 22 year old Dustin Dungey of Afton, for Predatory Sexual Assault Against a Child, Criminal Sexual Act, Sexual Abuse & Resisting Arrest last week, following an investigation that accuses Dungey of having inappropriate sexual contact with a child under the age of 13 in June. Dungey was arrested and was processed at State Police Troop C Headquarter in Sidney, he was transported to the Chenango County Central Arraignment and Processing where he was remanded to the Jail on $100,000 cash, $200,000 bond or $500,000 secure bond.
Delaware County Sheriff’s Office arrested 26 year old Kyle Buckley of Walton for Aggravated Unlicensed Operation of a Motor Vehicle, Failing to Turn in New York State License, along with other violations, after Deputies observed a vehicle traveling on State Highway 206 in the Town of Colchester with no license plate lamps. Deputies conducted a check of Buckley’s driver’s license & found his driving privileges were suspended in New York. Buckley was released on the traffic summonses and is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.
Otsego County Sheriff's Office arrested 49 year old Zacharias Fuller on over 80 counts of Criminal Contempt. Fuller is an Otsego County inmate accused of violating a court order of protection, for contacting the protected party prior to his incarceration, and while incarcerated in the Otsego County Correction Facility violating the order of protection. Fuller was turned back over to Otsego County Correctional Facility where he was being held for prior offenses, he is scheduled to appear in the Town of Worcester Court on a later date.
Broome County Office for Aging announced a scam targeting older adults has occurred in Broome County with an increased frequency lately. Binghamton Police & Firefighters responded Saturday to the report of shots fired & smoke coming from at 56 Howard Avenue. Binghamton police said that a man and woman were discovered inside after the fire was put out, they were taken to area hospital where they were later pronounced dead. The investigation is continuing.
Delaware County District Attorney's office announced that 26 year old John Macrabie of Walton, was arraigned on a 4 count indictment in Delaware County Court. Macrabie was charged with Endangering the Welfare of a Child, Disseminating Indecent Material to Minors & Criminal Sexual Act, he is accused of sending a child naked pictures of himself to entice sexual acts, which allegedly occurred, in the presence of a 2-year-old child. Macrabie pleaded not guilty, he was released to the supervision of the Delaware County Probation Department, the case is scheduled for a conference on September 5th.
Broome County Sheriff’s Deputies responded Saturday to the apartments at 101 Hooper Road for complaint of shots fired. Deputies located a male suffering from a gunshot wound to the abdomen on the lawn, he was taken to Wilson Hospital and was in stable condition following surgery. 25 year old Jeffrey Gates of Endwell was charged with Assault with a Weapon, Criminal Use of a Firearm & Reckless Endangerment, he was taken to Broome County Central Arraignment and remanded to the Broome County Correctional Facility, the investigation is continuing.

Broome County Sheriff's Office responded Wednesday, afternoon to a work zone accident on the I-88 westbound bridge north of I-81. The investigation found that after a heavy downpour, an employee exiting a port-a-John was struck by a passing water truck traveling within the construction area in reverse, which ran over the worker’s legs and lower torso. The victim remained conscious was transported to Wilson Hospital. The investigation revealed a questionable placement of the portable facility, no charges have been filed, the accident report was sent to the Occupational Safety and Health Administration.
The City of Norwich announced that their boil water advisory issued Thursday in the southern part of the city, has been lifted. The advisory was order following a water main Break & South Broad Street near Hale Street.

Broome County District Attorney' Office announced that 49 year old Kristina Doty pleaded guilty to 2nd degree Assault & will spend 5 years in jail. Doty admitted to causing physical injury to another person on March 12th, she injured a 63-year-old woman when she struck her in the head multiple times with a flashlight. Doty has a prior felony conviction for 2nd Degree Assault in 2015. She will be sentenced on November 16.

Chenango County Sheriff's Office arrested 52 year old Robert Colson of Norwich following a lengthy investigation into the burglary of two Chenango County Gas Stations in late October of 2022. Colson is accused of forcing his way into the establishements and stealing thousands of dollars' worth of tobacco products. The Chenango County District Attorney's Office presented the case to a Grand Jury where Colson was indicted for 3rd degree Burglary, 3rd & 4th Degree Grand Larceny, & 3 counts of criminal mischief. Colson was arrested Monday while he was incarcerated at the Chenango County Correctional Facility on separate charges, he was arraigned in Chenango County Court where he was remanded back to the Chenango County Correctional Facility and scheduled for a later day in court.
Broome County Sheriff's Office announced that State Route 17 Westbound has been cleared & re-opned following a tractoer trailer rollover Thursday afternoon. The highway was closed for several hours for the investigation & clean up, near exit 80 Damascus, No injuries were reported,

Otsego County Sheriff's Office arrested 27 year old Chase Northrop of Morris as a Fugitive From Justice out of the state of Texas. The Investigation revealed that Northrop violated the terms of his probation which led to a warrant for his arrest, Northrop turned himself in to the Otsego County Sheriff’s Office today where he was taken in to custody, he was arraigned and was remanded to the Otsego County Correctional Facility to await extradition to Texas.

The Otsego County Sheriff’s Office arrested 25 year old Tyler Gano of Worcester for Criminal Possession of Stolen Property, following an investigation in to a report of motor vehicle that was stolen from the Hartwick Commons parking lot in October of 2022. The motor vehicle was located abandoned in Worcester, Gano was located Saturday in Oneonta and was taken in to custody by deputies. The defendant was processed and lodged in the Otsego County Correctional Facility to await centralized arraignment.
Delaware County Sheriff's deputies arrested 34 year old Travis Loucks of Hobart on Friday, after a Deputy observed a vehicle traveling at 75 mph on State Route 10 in Delhi. in a posted 55 mph zone. Loucks' Drivers License & vehicle registration was suspended, he was ticketed for Operating a Motor Vehicle with a Suspended/Revoked Registration, Aggravated Unlicensed Operator, speeding & several other charges, Loucks was released & is scheduled to appear in the Town of Delhi Court at a later date.
Broome County District Attorney's Office announced that 36 year old Robert Simpson of Binghamton was sentenced to 9 years in State prison after pleading guilty to 1st degree Robbery. Simpson forcibly stole property from another person while brandishing a knife on August 14th 2022 in Binghamton, he was identified hours later through video surveillance of the area of the crime. Simpson will also serve 5 years of post release supervision.
Delaware County Sheriff’s Deputies responded to a report of a domestic incident in the Village of Walton, Deputies arrived at the scene and interviewed both parties involved in the initial incident. Melissa Knorr had struck the victim multiple times as well as violated an order of protection, Deputies arrested Knorr for Criminal Contempt as well as Harassment, Knorr was arraigned & was released, she is scheduled to appear in court at a later date.

The Broome County Sheriff’s Office is investigating a burglary that occurred on July 17th at the Mirabito Gas Station at Old Route 17 in Damascus. The suspect arrived in an white four door sedan, possibly a BMW. The suspect used a sledgehammer to smash the front door and make entry. On July 7th, Deputies received a complaint of a trespass in the Town of Sidney, Brooking had refused to leave a property and residence after an altercation, Brooking was arrested, & was released on an appearance ticket for the Town of Sidney court at a later date.

State Police arrested 44 year old Reghan Parker of the town of Union for Possession of a Forged Instrument and Criminal Possession of a Controlled Substance. Troopers observed a vehicle making vehicle and traffic violations, with an unlicensed driver operating the vehicle. Troopers said that the owner was Reghan Parker, who was in possession of suspected methamphetamine. Troopers also found that Parker’s vehicle had a homemade piece of paper on the front windshield attempting to represent a New York State Inspection sticker. Parker was issued appearance tickets to Broome County Centralized Arraignment and Processing.
Chenango County Sheriff's office arrested 30 year old James MacDuff of New Berlin today for 2 counts of Aggravated cruelty to animals, 2 counts of Failure to provide proper food and drink to an impounded animal, and 2 counts of Overdriving, torturing and injuring animals, failure to provide proper sustenance in the Town of Norwich. MacDuff was charged after he allegedly left 2 dogs locked in cages with no food or water in an uninhabited residence for over a month, both of the dogs died as a result. Neighbors alerted law enforcement after they noticed a foul smell coming from the residence. When law enforcement arrived, they found two decaying corpses that were still locked inside of their cages. Subject was arrested and released on an appearance ticket. He is set to appear in the Town of Norwich court on a later date.
The Broome County Sheriff's Office arrested 55 year old Daniel Erickson of Greene, who was the Principal of Johnson City Middle School, & who has been charged with luring a child and 3rd degree attempted rape. On Friday, Detectives arrested Erickson following an investigation into suspicious behavior involving a minor that attends Johnson City High School. Erickson is accused of communicating by Snapchat with a 16-year-old female student, he agreed to meet with her in a remote location with the intentions of engaging in sexual acts, however, detectives were at there and he was taken into custody without incident. Erickson was taken to Central Arraignment, he was remanded to the Correctional Facility without bail. The investigation is currently ongoing.
Delaware County Sheriff's Office Criminal Investigation Division assisted the State Office of Cannabis Management Enforcement Division at an inspection of a local business known as HEMPIRE on State Highway 30 Roxbury. Since June 7th, the New York State Office of Cannabis Management and the State Department of Taxation and Finance have conducted inspections of unlicensed cannabis retail businesses, At the HEMPIRE location, the proprietor did not have the necessary license required to legally sell hemp or cannabis, they seized about $40,000 worth of illicit products. Hempire was issued a Notice of Violation and Cease Order, Businesses found in violation are required to appear at administrative hearings where fines and penalties will be determined.

Delaware County Sheriff's Deputies arrested 24 year old Jamie Sophie of Unadilla after an investigation of a motor vehicle accident on June 25th on State Highway 28 in the Town of Meredith. Deputies found a vehicle left the roadway and collided with a front porch of a residence, Sophie had been operating a motor vehicle in an intoxicated state, he was charged with operating a motor vehicle while intoxicated, aggravated DWI, moving from lane unsafely, and inadequate brakes, Sophie was ordered to appear in the Town of Meredith Court at a later date.
Delaware County Sheriff's Deputies arrested 20 year old Kody Olsen of Bainbridge following a traffic stop in Sidney. Deputies found that the vehicle’s registration was suspended and Olsen had a suspended license, Olsen was charged with Operating a Motor Vehicle while the Registration was suspended, Aggravated Unlicensed Operation of a Motor Vehicle, driving without headlights, among other charges, Olsen was released on appearance tickets for Village of Sidney Court at a later date.
State Comptroller Tom DiNapoli announced that the State Common Retirement Fund’s investment return was -4.14% for the state fiscal year that ended March 31, 2023. The Fund closed the year valued at $248.5 billion. Delaware County Sheriff's Deputies were dispatched to a one car motor vehicle accident located on East Brook Road, in the Town of Hamden on June 14th. 48-year-old William Track of Delhi swerved to avoid a deer and drove over an embankment and into the stream causing his vehicle to become disabled. Track was taken to the hospital for his injuries.   Deputies arrested Track and charged him with driving while intoxicated, Consumption of Alcohol in a Motor vehicle, no seat belt and moved from lane unsafely, Track was released on uniformed traffic tickets and is to appear in the Town of Hamden Court on a later date to answer the charges.

27 year old Chad Underwood of Sherburne was arrested by the Chenango County Sheriff's Office for Menacing, Aggravated Harassment and Making Terroristic Threats. Underwood was involved in a Domestic Dispute & a harassment complaint. Underwood was arrested, arraigned and held with no bail in the Chenango County Jail pending future court action.

The Broome County District Attorney’s Office announced 40 year old Quentin Wilson of Binghamton was sentenced to 25 years in prison after being found guilty of burglary, obstructing governmental administration and endangering the welfare of a child in March. Wilson was charged after he knocked in the door of a residence on Julian Street in Binghamton while brandishing a handgun, which he used to strike a victim in the face, he stole property from the residence and fled the scene. Wilson will have to serve five years of post-release supervision after he serves his 25 years behind bars.

Search warrant targeted 33 year old Bienvenido Aponte of Apalachin, who was charged with 2 Counts of Criminal Possession of a Controlled Substance & 3 Counts of Criminally Using Drug Paraphernalia. Police seized 43.2 Grams of Fentanyl, $4,831 in US Currency, Multiple scales, cutting agents, and packaging materials used for weighing, cutting, and packaging narcotics for sale. According to the USDEA, as little as 2 milligrams of Fentanyl can be fatal, the amount recovered equals 21,000 fatal doses of Fentanyl.

Delaware County Sheriff's Office announced that a Bench Warrant issued by the Village of Sidney Court has resulted in the arrest of 55 year old Tina Kerschner of the town of Colchester. Last Saturday Night, Deputies & Town of Colchester Police located Kerschner at her residence, she was ordered to leave the premises at first she failed to comply, she was additionally charged with Obstructing Governmental Administration in addition to the bench warrant, she was remanded to the Delaware County Correctional Facility & is due to appear in the Town of Colchester Court on a later date.
The Broome County District Attorney's office announced that 42 year old Johnny Cobbins of Binghamton was sentenced to 5 years in prison after pleading guilty to felony Assault. Cobbins admitted to slashing a family member with a knife on May 16th, during a domestic argument inside a Lisle Avenue apartment. The victim suffered non-life-threatening injuries and was treated at a local hospital where they were later released.
The State Department of Labor released preliminary local unemployment rates for May. The State's unemployment rate dropped .1% to 3.9% in May, Locally, Chenango County's rate was 2.7%, Delaware County was at 3.1% and Otsego County 2.9% in May.

Police arrested 53 year old Steven Masciarelli and 54 year old Ann Forkey, they seized Methamphetamine, Fentanyl & Scales and packaging materials used for weighing and packaging narcotics for sale, Both were charged with a number of counts of Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia in the 2nd Degree, Masciarelli and Forkey were arraigned and released & will appear in court again at a later date to answer to the charges.
State Comptroller Tom DiNapoli reported that Local sales tax collections in New York state increased by 1.1% in May compared to the same month in 2022. DiNapoli said that it was the 3rd consecutive month in 2023 of less than 2% growth. New York City's collections increased 3.3%, however, County and city collections in the rest of the state decreased 1.8%.

38 year old Terell Wilson of Binghamton was found guilty by a Broome County jury of 9 felony charges. The jury deliberated 1 ½ hours before convicting Wilson of 4 counts of Vehicular Assault, 3 counts of Assault and 2 DWI related charges. On February 18, 2022, Wilson was driving while intoxicated on Hawleyton Road in the Town of Binghamton and crashed the vehicle into a tree. The front seat passenger suffered serious injuries including spinal injuries, a broken pelvis, and a broken arm, requiring surgery and lengthy hospitalization. Wilson has prior convictions for narcotics possession, assault and DWI, faces up to 7 years in New York State prison when he is sentenced on September 14, he also faces additional prison time for Criminal Possession of a Weapon.

The Department of State reminds businesses of a new law to protect consumers from potential Gift Card Scams. Effective June 20th, all businesses selling gift cards must display a notice at or near where any gift card or gift certificate is displayed or sold to caution consumers about gift card fraud. Requesting gift cards as payment has become increasingly popular with scammers as funds are nearly impossible to trace. According to the Federal Trade Commission in 2022, nearly 65,000 consumers filed a complaint related to gift card scams, equating to a total loss of $228.3 million.

The Otsego County Sheriff’s Office arrested 33 year old Caitlyn Berkeley of Norwich following a traffic stop in the Town of Burlington. Berkely was found to be operating a motor vehicle while intoxicated, she failed to comply with officers and physically resisted arrest, with 1 officer being injured who was later treated at the hospital and released. Berkeley was arraigned & was released on her own recognizance & will appear in Town of Burlington Court at a later date.

Terry DeCutler of Sidney & Nicholas DeCutler of Unadilla were sentenced in Otsego County Court, to 20 years to life in prison, for the murder of Kaleb O'Neill in Oneonta on Memorial Day last year. The DeCutler brothers both pleaded guilty to 2nd degree Murder, for the fatal stabbing of O'Neill in an alley near Dietz Street in downtown Oneonta.

Opening statements began in Schoharie County Court Monday, in the trial of Nauman Hussain. Hussain is the owner of Prestige Limousine, he is charged with criminally negligent homicide and second-degree manslaughter in connection with the 2018 crash in Schoharie that killed 17 passengers, the driver and 2 people in a gas staion in Schoharie, where the vehicle's safety is in question.
Broome County Sheriff’s Deputies responded to reports of a vehicle in the Chenango River Friday off of I-88 near Exit 3. The updated report stated that 21 year old Colby Degnan went off the highway into the Chenango River, he & passenger Colleen Bobola escaped the vehicle as it started floating down the river & was sinking, Bobola was able to make it to shore, the currents swept Degnan further down the Chenango River. Deputy Mark Hamilton tied a rescue line around his waist before jumping into the river, Hamilton brought Degnan back to shore, but he was unresponsive, CPR was performed, Degnan was transported to Wilson Hospital where he remains in critical condition, Bobola was taken to Wilson Hospital for minor injuries and released. The Broome County Sheriff’s Accident Reconstruction Unit is currently investigating the accident.

Delaware County District Attorney's office announced that 45 year old Timothy Bennett of Walton, pleaded guilty to Aggravated Driving While Intoxicated by alcohol and Aggravated Unlicensed Operation of a Vehicle, Wednesday. Bennet crashed his car in January on State Highway 10, in the Town of Walton. The investigation revealed that the Bennet was intoxicated by alcohol and had a BAC of .18 & had a suspended driver’s license, he was sentenced to a 3-year term of probation supervision, he must complete the impaired driver program and a victim impact panel, undergo a drug and alcohol evaluation, & he must install an ignition interlock device in any vehicle he owns, his license was revoked for a minimum of 1 year, and he was ordered to pay over $1600 in fines and surcharges.

Broome County Sheriff Fred Akshar released details on a pregnant inmate who attempted to smuggle drugs into the Broome County Correctional Facility and overdosed after entering the facility, leading to the death of her unborn child. Akshar said that his staff worked to saved the life of 36 year old Quashaia Oranchak of Owego on March 20th, after she was arrested by State Police on felony drug charges, she began showing signs of a drug overdose shortly after arriving, Narcan was administered & EMT's were called to transport her to Wilson Hospital, where she had a baggie of a substance located in her body, which tested positive for both methamphetamine and fentanyl. Toxicology reports from the Coroner show that both the unborn fetus’s blood and cerebral spinal fluid contained an extremely high & fatal level of methamphetamine. Delaware County Sheriff's Office arrested 45 year old David Moxley of Hamden following a motor vehicle accident on April 14th. Deputies responded to a 1 car motor vehicle roll over with entrapment on County Highway 14, in the Town of Meredith, the vehicle went off the road into the ditch, and had rolled onto the roof. Moxley was charged with DWI and aggravated driving with a BAC greater than 0.18%, he was released on appearance tickets returnable to the Town of Meredith Court at a later date.
Delaware County Sheriff's Office arrested 2 juveniles for 3rd degree Assault, following an incident at the Charlotte Valley Central School on April 12th. The Preliminary investigation by Deputies revealed that a physical altercation had occurred where the victim was physically injured, both juveniles were charged, and were issued a juvenile appearance ticket and were directed to report to the Delaware County Probation Department at a later date.

Rajee Almashni of Binghamton pleaded Not Guilty in Broome County Court Friday to 17 counts, including Murder & DWI, for the March 5th Hit & Run that led to the death of 72-year-old Elizabeth Atkinson, as she exited the Oakdale Commons in Johnson City. Police were called to the commons & attempted to make contact with Almashni, but he fled in a vehicle at a high rate of speed through the parking lot & hit Atkinson, who was taken to Wilson Hospital where she succumbed to her injuries. Almashni is being held in the Broome County Jail pending additional court action.

Broome County District Attorney Mike Korchak announced that Philip Garcia of Endicott, pleaded guilty to felony Arson. Garcia admitted that on May 2, 2021, in the Village of Endicott, he intentionally damaged property by setting a fire on a stove inside a Hillside Court apartment and the interior of a motor vehicle, by lighting objects inside the car on fire, after a domestic dispute with a 31-year-old female in the Village. The fire in the apartment was put out by residents with minimal smoke damage. The Endicott Fire Department responded to the scene and quickly extinguished the car fire. The vehicle sustained interior damage. Garcia, who has a criminal history dating back to 1992, will be sentenced to 5 years in New York State prison followed by 2 1/2 years post release supervision on June 9, 2023.

Governor Kathy Hochul today announced the nomination of Dr. James McDonald to serve as Commissioner of the New York State Department of Health. Dr. McDonald is originally from Cohoes and received his bachelor's degree from Siena College. He joined the New York State Department of Health in July of 2022, serving as medical director of the Department's Office of Public Health. He later was appointed Interim Director of the Center for Community Health and began serving as Acting Commissioner of Health on January 1 of this year.

A Cortland man charged with DWI after colliding with Broome Sheriff’s Office patrol car in the Town of Lisle Sunday. Additional Sheriff’s deputies responded to the accident, conducted the investigation and interviewed the driver, 26 year4 old Zackary Kohout of Cortland. Kohout was arrested and charged with Driving While Intoxicated, Following Too Closely, Speed Not Reasonable & Prudent, & Consumption of Alcohol in a Motor Vehicle, he was arraigned and released on an appearance ticket for the Town of Lisle Court later this month. The deputy whose patrol car was struck sustained minor injuries and was transported to Wilson Hospital for evaluation. He was subsequently treated and released.
19th District Congressman Marc Molinaro announced that Opportunities for Otsego will receive $4.3 million dollars. Seaman admitted that on October 18, 2022, in the Town of Fenton he attempted to cause serious injury to an 18-year-old male by stabbing him in the leg with a knife during a road rage altercation. The victim was hospitalized and required surgery. Seaman will serve 4 years in State prison followed by 5 years post release supervision, he also waived his right to appeal. He will be sentenced on May 24th.
Delaware County District Attorney's Office announced the conviction of 43 year old Jonathan Sanchez of Meredith for criminal contempt, harassment. Sanchez was accused of contacting a protected party who had an order of protection filed against him, he is accused of violating that order, he will remain incarcerated at the Delaware County Correctional Facility until an opening at a rehabilitation center becomes available, where he will spend a 3 year term of probation supervision.
