Delaware County Sheriff's Department and State DOT Inspectors conducted a commercial vehicle inspection on State Highway 30 in the Town of Colchester. 3 Inspections were conducted; Deputies issued 17 summonses for various safety violations including unsafe tires, uninspected motor vehicle, unregistered vehicle, loose cargo, spreading debris on the highway, & inadequate brakes. 2 of the vehicles were taken out of service, 1 driver was arrested for a displaying a forged commercial motor vehicle inspection certificate and issued multiple summons returnable to the Town of Colchester Court.
Delaware County Sheriff’s Office Criminal Investigation Division arrested 46 year old Michael Lynch of Sidney following the execution of a search warrant at his County Highway 23, Town of Sidney, and residence. Members of the Criminal Investigation Division, acting on a tip, obtained a search warrant for Lynch's residence, they seized marijuana plants, drying marijuana and a number of rifles and shotguns, Lynch was charged with criminal possession of marijuana & unlawful cultivation of cannabis, he was issued an appearance ticket for Town of Sidney Court at a later date.
The Regional Economic Development Council awards will include $690,000 for the Bethel Woods Center for the Arts, located on the site of the original 1969 Woodstock Music and Art Fair held 50 years ago. Bethel Woods will use the state funding for the 50th anniversary event for next year, which is planned as a 3-day festival like the original event.
The Otsego County Health Department will hold the next Rabies Vaccination clinic tonight in Otego. The clinic will be held at the Otego Fire Department from 6:00 to 8:00 PM. More information is available at 547-4230.
The Broome County Health Department has confirmed 2 cases of the West Nile Virus in recent weeks. Both Patients were hospitalized and both are recovering. Mild cases usually feature a fever, headache, body aches and occasionally skin rash or swollen glands, more serious cases include high fever, neck stiffness, muscle weakness and an altered mental status. Public health officials say the key is to avoid being bitten by mosquitoes, through insect repellent, screens and the elimination of standing water.

19-year-old Alexander Wetzel was reported missing Tuesday, the SUNY Broome student was found by Binghamton Police Wednesday, SUNY Broome officials announced their condolences to Wetzel's family on their website today. Grief Counselors are available for students & staff following the announcement of Wetzel's death. Funeral arrangements have not yet been announced.

Chenango County Sheriff's Department investigated a robbery Tuesday Night on Royal Avenue in the Town of Norwich, after a male victim went to Chenango Memorial Hospital with missing teeth, head lacerations and additional trauma. The investigation revealed that the victim was lured to the Royal Avenue address by 19 year old Jade Orlando, who requested marihuana to be delivered to her, Brenden Gager, Hunter Speenburgh and Landon Cummings were hiding nearby, they allegedly assaulted and robbed the victim. All 4 were arrested & were charged with Robbery & Assault; they were arraigned and remanded to the Chenango County Correctional Facility. The City of Norwich Police Department assisted with the investigation. The investigation is ongoing and additional charges are expected.
Two men were arrested and 100 pounds of marijuana were seized after the Otsego County Sheriff’s Department raided elaborate growing operations in Morris and New Lisbon. 47 year old Christian Balmaceda of Morris and 49 year old Joseph Ali of New Lisbon were arrested, Balmaceda was charged with Criminal Possession of Marijuana, Unlawful Growing of Cannabis, and 3 counts of Endangering the Welfare of a Child, Ali was charged with Criminal Possession of Marijuana, Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance & Unlawfully Growing of Cannabis, they were remanded to the Otsego County Jail pending future court action.
Free 5-gallon pails of remixed exterior latex paint are still available to non-profit agencies and county residents on a first come, first served basis. The paint was collected as part of the county’s annual Household Hazardous Waste Collection Day, it was re-mixed and packaged for distribution by Golden Artist Colors of New Berlin. Otsego County held its 21st annual Hazardous Waste Collection Day this past weekend, with a Friday event in Unadilla & the Saturday event at the Meadows Office Complex in Cooperstown. Approximately 689 households participated, & this was the 9th year that pharmaceuticals and medications were collected free of charge, with an estimated 175 pounds collected for incineration. A team of local volunteers diverted latex paint from the waste stream and poured an estimated 270 gallons into bulk containers, which will be re-mixed by Golden Artist Colors of Chenango County for eventual re-distribution to local not-for-profit agencies.

Delaware County Sheriff's Deputies, Walton Village Police, New York State Police, & several local Emergency Squads responded Thursday to a head-on collision, with 5 victims and 1 entrapment, on County Highway 21 near the intersection of Russell Road in the Town of Walton. The Investigation by Sheriff's Deputies determined that 42 year old Jeremy Shaw of Walton was driving a pickup truck when he crossed over the center line and struck a SUV head on driven by 43 year old Michael Franzese of Pearl River. Franzese was transported to Delaware Valley Hospital in Walton with head and facial injuries and was later transferred to UHS Wilson Hospital in Johnson City, 41 year old Diane Franzese, 12 year old Anthony Franzese and 10 year old Angelina Franzese were also transported to Delaware Valley Hospital in Walton, they suffered various injuries and were treated and released. Jeremy Shaw sustained injuries to his head and lower extremities, as well as possible internal injuries, and was airlifted to Albany Medical Center. The cause of this accident remains under investigation.

Governor Cuomo announced that teams from FEMA have begun Joint Public Assistance Preliminary Damage Assessments in 8 counties impacted by severe flooding in early August. The assessments will determine if the total amount of damage costs meets the $28.29 million requirement for federal aid, if so, a disaster declaration will be granted and FEMA funding would be available to support infrastructure repair. Broome, Chenango, & Delaware Counties are included locally. The heavy rain storms and resulting flooding caused significant damage to roads, bridges and other critical infrastructure. state & local officials believe that the total costs meet the federal threshold for a disaster declaration.
Delaware County Sheriff’s Deputies & the State DOT Safety Unit conducted a commercial vehicle safety check point at the intersection of State Highway 357 and County Highway 14 in the Town of Franklin. 6 commercial vehicles were stopped and examined, 4 were found to have violations significant enough to necessitate that they be taken out of service until their mechanical issues were fixed or negligence corrected, 5 traffic tickets were issued.

The Broome County Sheriff's Office announced that Chenango Valley Teacher Matthew Stanton was the person killed in a crash into a stone barn on route 369 in the town Of Fenton Sunday morning. Stanton was driving at a high speed when his Chevy Equinox went off the road, striking the side of a stone barn, he was pronounced dead at the scene. Investigators said that alcohol was a factor in the crash.
Norwich Police arrested 28 year old Devan Ellsworth of Norwich for Assault & endangering the welfare of a child after a child was seriously injured over the weekend. Ellsworth was charged following an incident on Henry Street in the City of Norwich; the child was not breathing & had suffered a head injury & was taken to Chenango Memorial Hospital & was transferred to Upstate Medical Center in Syracuse, where the child died. Ellsworth was arraigned & was remanded to the Chenango County Jail without bail; more charges may be forthcoming pending the results of the autopsy.
Delaware County Sheriff’s Deputies arrested 20 year old Thomas Phillips of Fleischmann’s New York on 1 count of criminal mischief following a report of a vandalized vehicle at the Delaware County Fair. A 16 year old youth was also charged with criminal mischief in connection with the same reported vandalism of a vehicle in the parking lot at the Delaware County Fair.  Both Phillips and the 16 year old youth were later released on appearance tickets and are scheduled to appear at Walton Village Court at a later date to answer the charges.
State Police arrested 30 year old Maggie Davis of New Berlin for Driving While Intoxicated, several traffic tickets, including one for Refusal to Submit to Breath Test. Troopers on patrol observed the vehicle Davis was operating cross over the solid center line on multiple occasions while on State Route 32 in Norwich, a traffic stop was initiated and Davis refused to provide identification or to perform field sobriety tests. She was arrested and while being processed, refused to give her fingerprints. Davis was arraigned in the town of North Norwich Court where she was remanded to the Chenango County Jail on $2,000 cash bail.
State Police arrested 66 year old John Johnson of Newport for Driving While Intoxicated, after a trooper monitoring traffic on Interstate 88 in the town of Sidney observed Johnson’s vehicle unable to maintain its lane. A traffic stop was initiated and Johnson was arrested & was arraigned in the village of Sidney Court where he was remanded to the Delaware County Jail on $500 cash bail.

Tourism-related dollars spent in Delaware County in 2017 have grown to nearly $112 million, according to a report issued by Tourism Economics for New York State Empire State Development Division of Tourism; Delaware County Chamber of Commerce President Ray Pucci comments:

The report showed that tourist spending statewide increased by 4.4%, growth in the Catskills region increased by 7.1%, while Delaware County saw an increase of 11.6% in 2017. Pucci said that tourism dollars translates into 1,100 Jobs, which translates into $38 Million in Labor Income recirculating into the County's economy. Broome, Chenango, Delaware and Otsego counties will all receive funding to support emergency response operations, as part of a statewide program administered by the Department of Homeland Security and Emergency Services. Funding will be used for upgrades in call-taking and dispatching technology, including investing in new services such as text messaging, data communication and improvements to geo-location for emergency response. Local Assemblyman Cliff Crouch said that Broome County was awarded $194,069, Chenango County $179,215, Delaware County $168,096 and Otsego County $157,615.
The State Labor Department released the statistics for the month of July today, as unemployment statewide fell 2/10's to 4.3%. Locally, Chenango County had 4.1% unemployment, Delaware County had 4.7% & Otsego County had 4.3% in July.
Reports from South Carolina said that it was a Union-Endicott teacher from Broome County New York who was attacked and killed by an alligator while walking her dog near her vacation home in South Carolina. 45 year old Cassandra Cline was a kindergarten teacher at the Johnson Elementary School, investigators said that the alligator went for the dog first, Cline tried to rescue the dog when the 9 foot alligator attacked her & pulled her several feet into the lagoon.

Broome County Executive Jason Garnar has declared a State of Emergency in Broome County because of flooding and damaged roadways. The emergency orders dictate No recreational use of waterways, & do not drive on flooded roadways. Julian VanCourt-Wels pleaded guilty to 1st degree Assault, after he accepted a plea deal from the Otsego County District Attorney’s office, back in December; VanCourt-Wels stabbed his girlfriend in the face multiple times at their Maple Street apartment in Oneonta. Vancourt-Wels will serve 10 years in a State correctional facility as part of the plea bargain arrangement.
Delaware County Sheriff’s Deputies arrested 48 year old Roy Cullen of Arkville, on charges of felony aggravated unlicensed operation of a motor vehicle, DWI, unlicensed operator, and moving from lane unsafely following a report of car into a tree in the Town of Middletown. Cullen was arraigned at Hamden Town Court, he was released on his own recognizance and scheduled to re-appear at Hamden Town Court at a later date to answer the charges.

Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney's Office for the rape & murder of 11 year old Jacelyn O'Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.
Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.
The Greene Fire Department announced that Chenango County road 2 between Route 12 and Route 206 is closed, Officials said that flash flooding washed out the road, make it impassable until further notice.

Jordan Patch of Animal Adventure announced today that he has withdrawn a request for a small business municipal fund for $30,000 from Broome County. Patch said in a letter released today that he appreciated the efforts of Broome County Executive Jason Garner with the funding program, but said that an email from an un-named Broome County Legislator accusing Patch & Animal Adventure of criminal activity was inappropriate, and that his business was being used as a chip in a political game. Patch said that he will address his concerns with the lawmaker in question, the entire Broome County Legislature & the public at a later date.

Wallace was arraigned in Town of Delhi Court and remanded to the Delaware County Jail in lieu of $500 cash bail or $1000 secured bond.

Delaware County Sheriff Deputies arrested 34 year old Otto Mullen of Cobleskill for Unlawful Possession of Marihuana, Aggravated Unlicensed Operation and other traffic infractions, after a traffic stop where Mullen was observed traveling at a high rate of speed on State Highway 10 in the Town of Hamden. Mullen is accused of operating a motor vehicle while his driving privileges were suspended & possessing marihuana. Mullen was processed and released with appearance tickets to appear in the Town of Hamden Court at a later date.

Delaware County Sheriff’s Deputies responded to a one car, roll-over, accident in the Town of Hamden Friday afternoon that resulted in 18 year old Lilliana Bevilacqua of Franklin, sustaining minor injuries. Bevilacqua was driving on Covert Hollow Road when she lost control on a curve due to excessive speed, her car entered a ditch, struck a tree and overturned several times. Bevilacqua exited her vehicle, she was transported to O’Connor Hospital in Delhi for treatment of an arm injury. Deputies issued Bevilacqua traffic summonses for speed not reasonable and imprudent, failure to keep right, and making an unsafe lane change and directed her to appear in the Hamden Town Court on a later date to answer those charges.
Delaware County Sheriff’s Deputies arrested 30 year old Jennifer Giacalone and 29 year old Christopher Mills of Deposit, on sealed Grand Jury Indictment Warrants issued by the Delaware County Court. Giacalone and Mills were indicted by a Delaware County Grand Jury for allegedly filing false written instruments and collecting public assistance benefits which they were not lawfully entitled to. Giacalone has been charged with 9 counts of offering a false instrument for filing & 1 count of welfare fraud, Mills has been charged with 1 count of offering a false instrument for filing & 1 count of welfare fraud, they were remanded to the Delaware County Jail pending further court action.
Delaware County Sheriff’s Deputies arrested 47 year old Timothy Smith of Walton for 1 count of Aggravated Unlicensed Operation of a Motor Vehicle, Unregistered Motor Vehicle, and Unlicensed Operator, following a traffic stop. Deputies discovered that Smith’s Driver’s License had been suspended, he was released on an appearance ticket and scheduled to appear before the Town of Walton Court at a later date.
The Broome County Sheriff's Office responded Wednesday to a fatal crash in Windsor. 57-year-old Stephen Rynearson was driving a van on Route 79 when he failed to negotiate a curve, lost control of the vehicle and struck a tree. Rynearson was not wearing a seat belt and alcohol was a contributing factor. He was pronounced dead at the scene.

State Police arrested 34 year old Gabriel McKown of Guilford for 2nd degree Burglary. Troopers began an investigation after a complainant in Union reported that McKown had unlawfully entered their residence without permission on several occasions. McKown was arraigned in the town of Union Court. He was remanded to the Broome County Jail on $2,000 cash bail or $5,000 bond.
State Police at Deposit arrested 55 year old Thomas Leonard of Hancock for Criminal Possession of a Controlled Substance and Criminal Possession of a Forged Instrument. A trooper on patrol observed Leonard operating a vehicle with an expired registration and what appeared to be a photocopy of an inspection sticker. After a traffic stop was initiated, an investigation led to the trooper locating drugs in Leonard’s possession. He was subsequently arrested and arraigned in the village of Hancock Court. Leonard was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bond.

Delaware County Sheriff’s Deputies issued 37 year old Joel Klinegardner of Sidney Center 25 Traffic Tickets as a result of an investigation into Commercial Vehicle Accident on May 31st on Pines Brook Road in the Town of Walton. The initial investigation stated that Klinegardner lost control, the truck struck a sign, the trailer detached & overturned in a parking lot, the truck struck a tree before coming to rest. Klinegardner was issued tickets for violations including Operating A Commercial Vehicle Without a Commercial Driver’s License, Inoperable Brake, worn tires, Inoperable Required Lamps, Switched Trailer Plate, Improper Heavy Machine Securement, Moved From Lane Unsafely, Speed Not Reasonable and Prudent, and Failure To Stop At A Stop Sign. Klinegardner is scheduled to appear at Walton Town Court at a later date to answer the charges.

Delaware County Sheriff’s Deputies responded to a report of an ATV rollover accident in the Town of Walton involving two individuals. 30 year old John Wright of New Jersey was operating an ATV without a helmet and in an intoxicated condition while 26 year old Alaire Houck of New Jersey was a passenger on the ATV. Both were transported to Delaware Valley Hospital for further treatment. Broome County District Attorney Steven Cornwell announced that a Grand Jury indicted Michael Roque for 2nd degree murder of Binghamton University student Joao Souza. Souza was found dead on April 15th at Binghamton University, Roque will be arraigned on the indictment shortly.

Governor Cuomo announced New York State is moving to join a lawsuit against the federal government for failing to enforce the Fair Housing Act. Delaware County Sheriff's Office and the Delhi Emergency Squad responded Saturday to 2 ATV accidents in the Town of Hamden. 30 year old Michael Armstrong of Roxbury lost control of the ATV on a curve, struck a tree and sustained head injuries, his passenger, 28 year old Laura Armstrong was ejected, Both subjects were taken to O’Connor Hospital, Michael Armstrong was transferred to Bassett Hospital, where he is in critical condition. Laura Armstrong was treated and released. A 2nd ATV accident occurred when 27 year old Corey Hochbrueckner of Oneonta, struck Armstrong’s ATV; Hochbrueckner & 33 year old Ashley Joslin of Hamden, were injured. The investigation is continuing & alcohol was a contributing factor, charges are anticipated.

29 year old Corey Robinson has been brought back to Broome County to face murder charges, for the April 1st killing of Ericka Smith of Binghamton, at 92 Crocker Avenue in Johnson City. Robinson was located in Marietta Georgia & was returned to Broome County Friday, the murder weapon has been retrieved by State Police Divers from the Susquehanna River. Robinson is being held in the Broome County jail pending court action.
Delaware County Sheriff’s Deputies responded to a 2 car head collision on State Highway 206 in the Town of Walton Saturday morning at about 6:00 AM. The investigation revealed that a Volkswagen operated by 24 year old Tyler Cox of Binghamton collided with a Volvo operated by 70 year old Sante Moesle of Mt. Tremper. Volvo passengers included 60 year old Debra Abreu-Moesle and 19 year old John Abreu, all passengers involved were taken to Wilson Hospital in Johnson City for treatment, and Sante Moesle was later transported to Upstate Medical Center for internal injuries. The investigation is ongoing at this time.
Otsego County Sheriff’s Department has charged a Garrattsville couple on charges of cruelty to animals. Over 100 animals were removed from a farm at 166 Backus Road in Garratsville, the animals were brought to the Susquehanna Animals Shelter in Cooperstown, and some were then moved to area farms after they were evaluated by Veterinarians. The Department has not yet released the name of the couple, the investigation is continuing & additional charges are expected.

State Police arrested a 21-year-old man following a domestic incident. State Police are investigating the death of a 10-year-old girl in the town of Colesville. Broome County 911 received a call Sunday from a residence on East Windsor Road for a 10-year-old girl who was unresponsive. The responding troopers determined that Belladonna Loke was discovered by the owner of the house in a second floor bedroom, Loke's family had been staying at the residence since December. The preliminary investigation revealed that Loke suffered from a serious medical condition, she was transported to Lourdes Hospital where an autopsy was performed today, the results have not yet been released, The investigation is continuing.

Delaware County Sheriff's Deputies and Investigators responded to the Downsville Central School after a reported threat of possible school violence Friday. Deputies were advised of the threat by School officials after they learned of a social media post Thursday night by a parent, administrators and Deputies immediately identified a 17 year old student as the source of a verbal threat made during school on Thursday. Investigators believe that the student made an inappropriate comment during school on Thursday; there was no credible threat or intention by the student to engage in any school violence.
A Broome County Grand Jury filed charges against 36 year old James Giacalone of Glen Aubrey Friday, after he allegedly tried to run over State Troopers last month with his car, the trooper shot and wounded Giacalone, who was indicted Friday for attempted first-degree murder, attempted aggravated assault upon a police officer and second-degree assault. He is expected to be arraigned in Broome County Court shortly; he could face 25 years to life in prison.
State Police arrested 22-year-old Tristen Caballer from Worcester for 2nd degree Burglary. On February 9th, a trooper responded to a burglary in the town of Worcester. The Otsego County Deputies had attempted to serve an arrest warrant on Caballer who then fled on foot. Caballer allegedly entered an enclosed porch to a residence, without permission, & then stole clothing and shoes and eventually returned to home, where He was arrested without incident. State Police arrested 27 year old Nathaniel Richardson of Unadilla and 28 year old Katrina Ellis-Seymour of Sidney, for Petty Larceny, the 2 are accused of shoplifting several times on February 9th at the Oneonta Wal-Mart, and allegedly stole merchandise valued at more than $200. Richardson and Ellis-Seymour were subsequently arraigned before the Oneonta Town Court and were remanded to Otsego County Jail in lieu of $300 cash bail. Their next court date is pending.
The Chenango County Republican Committee has endorsed District Attorney Joseph A. McBride for New York State Supreme Court in the Sixth Judicial District. The endorsement came following a vote of Committee Members from across Chenango County. The Sixth Judicial District encompasses all of Broome, Chemung, Chenango, Cortland, Delaware, Madison, Otsego, Schuyler, Tioga and Tompkins Counties. The vacancy in this office was created by the recent retirement of Judge Kevin Dowd.
