Otsego County Sheriff's Office arrested 35 year old Jacob Snook of Gilbertsville on multiple charges following the execution of a search warrant following a residential fire in the Town of Butternuts. Snook was charged with Criminal Manufacture of Undetectable Firearm, Criminal Possession of Ammunition Feeding Device, Criminal Possession of a Firearm, Criminal Possession of a Ghost Gun, among other similar charges, Deputies and investigators executed the search warrant at the residence and discovered that Snook had two 3D printers to manufacture untraceable firearms, plus loaded high-capacity magazines and a large quantity of ammunition, he was taken into custody and was being held at the Otsego County Correctional Facility to await Centralized Arraignment.

Broome County Sheriff's Office arrested 57 year old David Zimmer of Whitney Point following a high speed chase from Binghamton, onto I-88 into the Town of Fenton. on Tuesday,, a traffic stop was attempted on Zimmer, who's vehicle matched the description from an incident in Johnson city earlier. Zimmer was eventually stopped when his vehicle became disabled from a spike strip deployed by deputies & State Troopers. Zimmer faces 2 felony charges, 4 misdemeanors and 31 traffic violations following the high-speed pursuit, he was taken into custody, K9 units found cocaine in Zimmer's Vehicle, he was arraigned at & remains in custody at the Broome County Correctional Facility.

Smith stated that the motivation behind the creation of Drug Court was noble, to help low level, non-violent, drug users obtain the treatment they needed, but the State’s Bail Reform and Discovery Reform, has led to the portion of the population the program was meant to help, are no longer entering the criminal justice system. WCDO News will interview Smith for more on this story next week.

Binghamton Police responded to the report Thursday morning of an bomb threat at the State Office Building, at the 17th floor Attorney General’s office. A K9 Unit along with the Endicott Police Bomb Squad searched the office and did not find a bomb. The building has reopened, the investigation is continuing and anyone with information is encouraged to contact Binghamton Police Detectives at 607-772-7080.

37 year old Antwain Greene of Binghamton, was sentenced to 18 years to life for Criminal Possession of a Weapon Friday, in Broome County Court. In September of 2021, Greene was discovered to have a loaded and operable handgun, The Broome County Special Investigations Unit also discovered cocaine, ecstasy, and drug paraphernalia after a executing a search warrant at Greene’s residence in Binghamton.

Chenango County Sheriff's Office arrested 43 year old Thomas Toomer of Oxford for multiple counts of Criminal Possession of a Weapon, 1 count of Aggravated Criminal Possession of a Weapon, 1 count of Criminal Contempt. Members of the Chenango County Sheriff’s Office responded to Toomer’s residence to serve an eviction notice, Toomer and an additional occupant of the residence were removed, the other occupant had an order of protection against Toomer. Toomer was then taken into custody without incident. Several firearms, ammunition, and high-capacity magazines were located in the residence. Toomer had 3 previous Felony convictions & was not allowed to have firearms, he was arraigned & was remanded to the Chenango County Correctional Facility without bail pending additional court action in Chenango County Court.

Broome County Sheriff Road Patrol deputies responded to a motor vehicle accident involving 2 vehicles Early Sunday morning on Morgan Road in the Town of Binghamton. Broome County Sheriff Fred Akshar identified the deceased as 29 year old Charles Burrell of Conklin, who was ejected from 1 of the vehicles, he said that the operators of the 2 vehicles were engaged in a continuing dispute over women & narcotics, they engaged in a road rage incident that ended with the fatality. 20 year old Cody Diffendorf of Kirkwood & 26 year old James MacDowall of Binghamton were each charged with 2nd degree manslaughter, both are in the custody of the Broome County Correctional facility pending future court action.

The Chenango County Weekly Wastewater Surveillance Data Report shows an increase in COVID levels over the past 3 weeks, and compared to levels found across New York State’s average, levels of COVID are elevated and described as higher than average in Chenango County. Chenango County Health Department Director Isaiah Sutton told WCDO News what they have found:

47 year old Grady Hunter of Johnson City was found guilty of Criminal Possession of a Weapon by a Broome County Jury Tuesday after deliberating for less than 2 hours. On May 31, 2023, Hunter, was arrested by the Broome County Special Investigations Unit after he was found to be in possession of a loaded and operable .380 caliber handgun, after a search warrant was executed on his vehicle in the City of Binghamton. Sentencing is scheduled for November 27, 2024, where Grady will be sentenced to State Prison.

Troopers and Investigators canvassed the area and interviewed the two individuals in the reported pick-up truck. Both the driver and passenger were cooperative and explained their lawful reason for being in the area, no crime was committed.

34 year old Rashima Rollocks of Binghamton, pleaded guilty to 2nd degree Assault in Broome County Court. On June 19, 2023 Rollocks committed a violent assault on a seventy-five-year-old blind man inside his home in the City of Binghamton. Rollocks is scheduled to appear back in court for sentencing on November 7th, where she is expected to receive 7 years in New York State Prison followed by 3 years post-release supervision.
The 8th Annual Savannah Williams Memorial Scholarship Fundraising Golf event will be held this Saturday. The registration starts at 11:00 AM at the Canasawacta Country Club in Norwich, the day will also feature the Beadle Brothers performing at the Pavilion at 5:30 PM. The Scholarship is named after Williams, who was a Norwich High School Graduate who was killed in a motor vehicle accident in 2016 while attending SUNY Geneseo.

Hunt was charged with Criminal Possession of a Controlled Substance and was released on an appearance ticket, Kingsbury was arrested on an unrelated Bench Warrant issued by Delaware County Court for a failure to appear in Court, she was remanded to the Delaware County Jail without bail. Last Week, Delaware County Sheriff’s Office arrested Kingsbury at the Delaware County Jail for Attempted Criminal Sale of a Controlled Substance and Criminal Possession of a Controlled Substance, she was arraigned and was remanded to the Delaware County Jail.

19 year old Qualem Hernandez of Binghamton, pleaded guilty last week in Broome County Court to Criminal Possession of a Weapon. Hernandez will be sentenced to 8 years in New York State Prison, followed by 5 years of post-release supervision when he is sentenced on September 13th. On April 12th, Hernandez opened fire in the direction of individuals in the City of Binghamton. The Binghamton Police Department investigated the shooting and with the assistance of visual recording devices and Street Cameras they were able to identify and arrest Hernandez.

31 year old Cachet Fernandez of Unadilla was convicted of Failing to Register as a Sex Offender, on Monday in Delaware County Court, Fernandez appeared in Delaware County Court for a conference on his pending case, after the conference, he pleaded guilty to the indictment. Fernandez relocated from Delaware County to Binghamton, but never changed his address with the State Sex Offender Registry. State Troopers along with local police departments will be ramping up more DWI patrols starting on Friday as part of their annual "STOP-DWI" High visibility engagement campaign. The campaign for Memorial Day weekend will kick off on Friday, & run through Monday, May 27th, Troopers and other local police departments will be looking for impaired drivers, plus speeders, distracted drivers and those with expired registrations or inspections.

45 year old Antwain Greene of Binghamton was found guilty of Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance, and 2 counts of Criminally Using Drug Paraphernalia, by a jury in Broome County Court. On September 21, 2021, Greene was discovered to have a loaded and operable handgun while in the City of Binghamton. The Broome County Special Investigations Unit discovered the handgun, cocaine, ecstasy, and drug paraphernalia after a executing a search warrant at Greene’s residence located at 100 Roberts Street in the City of Binghamton. Greene is set to return to court for sentencing on August 16, 2024

Broome County District Attorney's office announced that 38 year old Joshua Smallze of Binghamton was found guilty of 1st degree Burglary and Criminal Mischief by a Broome County Jury. Smallze forcefully entered 75 Prospect Street in Binghamton on January 22, 2023, where he assaulted the resident, & threw a brick through a window, Smallze is scheduled to appear back in court for sentencing on August 1, he will face a sentence between 5 and 25 years in New York State Prison.
Broome County District Attorney's Office announced that 58 year old Joy LaBarr of Binghamton woman, was sentenced to pay full restitution of $32,000 and serve five years' probation for a guilty plea for 3rd degree Grand Larceny. LaBarr pleaded guilty for stealing nearly $32,000 in New York State pension payments intended for her deceased father-in-law Jack Burnett, who retired in 2006 from the Binghamton Housing Authority, payments should have stopped upon his death in December 2020, No one from his family reported his passing.

Binghamton Police Department arrested 31 year old Okan Thompson of Binghamton, in connection with a shooting at an apartment at 100 Susquehanna Street on April 27. 5 others were arrested shortly after the incident, Thompson was charged with Criminal Possession of a Weapon, Reckless Endangerment and Criminal Possession of a Firearm, he was arraigned and remanded to the Broome County Jail.

The Delaware County Sheriff's Office is participating in the "No Empty Chair" campaign, this week. The Delaware County Sheriff’s Office and other law enforcement agencies statewide are stepping up their enforcement near area high schools. These patrols will focus on a different traffic safety threat each day of the week including cell phone use and texting while driving, speeding in school zones, seat belts and child restraints, graduated driver license provisions and underage drinking and impaired driving. State Attorney General Letitia James announced that 2 conservative political operatives; Jacob Wohl and Jack Burkman, will have to pay $1.25 million under a settlement to New York. Wohl & Burkman orchestrated a robocall campaign to dissuade about 85,000 Black people from voting in the 2020 election, in Ohio, Michigan, New York, Pennsylvania and Illinois. The robocall told the victims that they could be subjected to arrest, debt collection and forced vaccination if they voted by mail. Wohl and Burkman pleaded guilty to felony telecommunications fraud in Ohio, they were sued in New York by The National Coalition on Black Civil Participation, they also recruited a college student to falsely claim he was raped by then-Democratic presidential candidate Pete Buttigieg.

Binghamton Police are investigating a homicide after they received reports Friday of shots fired near Lewis Street and Henry Street. Police located a 20 year old male lying in the street with a gunshot wound, he was pronounced dead at the scene, the investigation revealed the the victim was shot while driving, causing the car to crash.
The Johnson City Police Department arrested a 15 year old suspect this Morning in connection with a stabbing of an 18 year at the Johnson City High School this morning. The victim sustained serious but non-life-threatening injuries & was taken to Wilson Hospital, The unidentified 15-year-old suspect was charged with 1st degree assault & criminal possession of a weapon & was being held at the Johnson City Police Department pending arraignment. The Johnson City High School was placed on lock-down.
Delaware County Sheriff's Office arrested 46 year old Antonio Andrial of Staten Island after Deputies responded Thursday to a motor vehicle accident at the intersection of State Highway 28 and State Highway 30 in the Town of Middletown. Andrial is accused of operating a motor vehicle in an intoxicated condition, moving from lane unsafely, speed not reasonable and failing to stop at a stop sign. Andrial was released on an appearance ticket for the Town of Middletown Court at a later date.
Broome County District Attorney's Office announced that Michael Gibson of Binghamton pleaded guilty as a second time felony offender to 1st degree Rape, he admitted to having sexual contact with a victim less than 13 years old in 2023. Gibson is due back in court for sentencing on May 10, 2024, he faces a sentence of 15 years in State Prison, followed by 15 years of post-release supervision.
Major Construction is underway at the Greater Binghamton Airport, on the airport’s terminal building including the demolition of existing restaurant, kitchen and interior hallways to allow for the construction of temporary waiting areas, new restroom facilities, and a walkway to a jet bridge, with future work on the new outdoor canopy and entrance portals beginning in the spring. The project received $32 million from the Governor’s $230 million Upstate Airport Economic Development and Revitalization Competition.

Joseph Swarts of Binghamton, pleaded guilty to Criminal Possession of a Controlled Substance in Broome County Court. On May 4, 2023, Swarts was found to be in possession of Methamphetamine after a traffic stop by the Binghamton Police, he admitted to possession with the intent to sell. Swarts will be sentenced to 3 years in State Prison and 2 years post-release supervision. Sentencing is scheduled for April 18th.

The Bainbridge Lions Club has started a fundraiser to purchase their own camera to test children's eyes at several area school districts, spokesman Cliff Crouch said that they previously borrowed the device, but they would like to get their own camera & continue the program more efficiently:

Broome County Sheriff’s Deputies responded to reports of a stolen pickup truck from Pennsylvania Monday, the driver failed to comply & a pursuit continued at high rates of speed, until the vehicle was stuck in mud in the Town of Maine. 21 year old Samuel Pierce of Candor was taken into custody, officers seized a loaded handgun & Pierce was charged with several counts of Criminal Possession of a Weapon, Criminal Possession of Stolen Property, Criminal Possession of a Firearm, Unlawful Fleeing a Police Officer, Reckless Endangerment & 17 Traffic Violations. Pierce was wanted on a warrant from Tioga County for Criminal Possession of a Controlled Substance with Intent to Sell. He was arraigned and remanded to the Broome County Correctional Facility. 2 juvenile females who were with Pierce for part of the pursuit were charged with Criminal Possession of a Controlled Substance.

Deputies located 40-year-old Geoffrey Gould at his residence, he was arrested on the Indictment Warrant which was issued for 1 Count of Possessing Sexual Performance by a child less than 16 years of age. Deputies had transported Gould to Broome County where he was later turned over to members of the Canandaigua Police Department.
16 school districts were designated in some level of fiscal stress under State Comptroller Tom DiNapoli's Fiscal Stress Monitoring System for the school year, up from 14 districts in fiscal stress the prior year, but still well below the 33 designated in stress in 2019. Increased temporary federal aid and growth in state aid have contributed to the declining number of school districts designated in fiscal stress. None of the School Districts in the WCDO listening area made the list this year.

Broome County’s Special Investigation Unit Task Force raided 435 Chenango Street, in Binghamton, Police arrested 44-year-old Luis Ruiz and 42-year-old Rasheda Crowder. Police seized 2 loaded handguns, an AK47 style handgun, thousands of rounds of ammunition, three high-capacity magazines, as well as heroin & fentanyl. Ruiz and Crowder were charged with multiple counts of criminal possession of a controlled substance and criminal possession of a weapon & face court action shortly.
Property tax levy growth for school districts and 10 of the state’s cities will be capped at 2%, according to State Comptroller Tom DiNapoli. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions. The law also includes provisions that allow school districts and municipalities to override the cap. DiNapoli’s office calculated the inflation factor at 4.12% for those with a June 30, 2025 fiscal year end. The 2% allowable levy growth affects the tax cap calculations for 676 school districts and 10 cities with fiscal years starting July 1st.
