Governor
Cuomo announced a proposal that will require telecommunications companies to
deploy technology that allows customers to block suspected robocalls.  Telecom companies will be required to update
their blocking technology to protect their consumers; they must also adopt
available technology that warns consumers about potential robocalls and scams,
including those not originating from New York numbers. The proposal would also
ramp up financial penalties against companies who do not comply with New York's
"Do Not Call Law."
New
York lost more people than any other state in the nation for the 2nd year in a
row, according to estimates by the U.S. Census Bureau.  New York has a population of  19.5 million people, ranking 4th out of the
50 states,  the state's population
dropped by 76,790 other states losing significant population were Illinois,
West Virginia & Alaska.   New York
could lose 1 congressional seat when district lines are redrawn based on the
2020 Census.  Top reasons cited for
leaving New York included low wages, lack of jobs, high housing costs, bad
weather, partisan politics, high energy costs, crime & high taxes.
New
York Farm Bureau has released its annual "Circle of Friends," naming
77 New York State Legislators to the distinguished list. The award is an
indication of the individual lawmaker's support of New York agriculture and
Farm Bureau.   All of the representatives

Several
new laws go into effect this week on New Year's Day.  Starting January 1st, farmworkers across New
York have the right to unionize. The new law also requires farmers to set a
60-hour work week for workers and allow them at least 24 consecutive hours of
rest each week. Also, the state's Minimum wage will increase; Workers across
Upstate will get a new minimum wage to $11.80 an hour.  Also on January 1st, Health insurers must
limit co-pays or co-insurance for outpatient mental health treatment and
treatment for addiction.

Otsego County Sheriff's Department arrested 33 year
old Aaron Willey of Oneonta for 2 counts of Criminal Sale of a Controlled
Substance. Wiley was arrested on December 23rd, after the issuance of a sealed
indictment from Otsego County Court. Willey allegedly sold crack cocaine in
Oneonta on 2 separate occasions; he was arraigned in the Otsego County Court
and was released on his own recognizance.

Firefighters responded Monday
afternoon to a fire at 959 County Highway 10 in Laurens.  The fire at the Decker residence was
attributed to a clogged chimney, the Deckers & their dog escaped without
injury, friends & relatives have started a go fund me page to assist the
family.

Governor Cuomo announced a proposal for eliminating the
"Pink Tax" on products aimed specifically for women.  A study in 2015 that analyzed prices of toys,
clothing, personal care products and home health products that were substantially
similar and found that 42% of the time, products targeted towards women are
more expensive than men's.   Women’s
merchandise costs 7% on average more than similar items for men, with personal
care products for women found to be priced 13% higher than men's products.
Members of the Governor's administration participated in
volunteer events at 15 organizations statewide, they distributing over 5,600
toys, coats and school supplies to communities in need. Volunteers from the
Producers Guild of America participated in collecting and sorting donations for
the 4th year in a row.

Governor
Cuomo today unveiled legislation to prevent convicted sex offenders from using
social media accounts, dating apps and video game chat functions to exploit
children. The proposal builds on New York's e-STOP law, which was passed in
2008 and requires sex offenders to register certain online activities with the
state.

The Centers for Disease Control and
Prevention announced Thursday it has confirmed 138 cases of E. coli in 25 states.  Consumers should continue to avoid romaine
lettuce from Salinas, California, where investigations have found a common
grower.  If the location of the romaine
lettuce isn't listed, the CDC still warns consumers to avoid it.  Of the 138 total cases, 72 have resulted in
hospitalizations, with 13 people developing kidney failure, so far, No deaths
have been reported.
State Police will be
out in full force over the Christmas & New Year's holidays this year.  Police will be on the lookout for speeding,
distracted drivers, intoxicated or impaired drivers, road rage and they will be
making sure that motorists are buckled up; they will also pay special attention
to violators of the state's "Move Over" law

Governor Cuomo announced that more
than $761 million in economic and community development funding has been
awarded through Round 9 of the Regional Economic Development Council
initiative.   Locally, The Southern Tier
will receive $88.9 million supporting 109 projects, Central New York will get $86.2
million supporting 93 projects & the Mohawk Valley receives $82.7 million
supporting 81 projects

Governor Cuomo proposes protecting New York consumers from
predatory and abusive debt collectors, by requiring debt collectors to be
licensed by the State Department of Financial Services, where they would have
to adhere to stringent standards of conduct and empower the State to examine
debt collectors and pull the license of bad services. The proposal will also
codify a FTC rule that prohibits confessions of judgment, which give lenders
the unfettered power to go into court, get a judgment from a clerk and empty
the consumer's bank account.
State Officials announced a
$10.5 million settlement with NYSEG & Rochester Gas & Electric Corp.,
following the companies' failure to adequately prepare for and restore service
after storms in 2018 that left more than 300,000 homes and businesses without
power.   NYSEG acknowledges and admits to 18 violations
of its state-approved emergency response plans, and RG&E acknowledges and
admits 3 violations.  The money will be
used to provide customer benefits at the direction of the Public Service Commission.
NYSEG will hire and maintain 20
additional employees with storm restoration responsibilities.

Governor Cuomo announced a proposal to prohibit the
distribution and use of Styrofoam, single-use food containers. The proposal
also bans the sale of packaging materials known as packing peanuts.
Additionally, the bill would authorize the State Department of Environmental
Conservation to review and take action to limit or ban other packaging material
upon a finding of environmental impact. The ban would go into effect by January
1, 2022. The ban exempts prepackaged food sealed prior to receipt at a
restaurant or food service establishment, as well as packaging for uncooked or
raw meat, fish or eggs.

The Chenango County Sheriff's Department arrested 43 year
old Amy Grant of New Berlin, for allegedly stealing more than $155,000 from her
employer over a 5 year period.  Grant was
charged with 2nd-degree grand larceny, 1st-degree scheming to defraud and
falsifying business records, she will appear in court at a later date.

Delaware County Sheriff Deputies responded December 8th to a
1 car accident in the Town of Kortright.
22 year old Zachary Keenan of Delancey was the operator of the vehicle,
he was charged with DWI, Operating a Motor Vehicle with a BAC of greater than
.08%, failure to keep right and operating a motor vehicle with no seat
belt.  Keenan was taken to O'Connor
Hospital in Delhi & was treated & released, he is due to appear in Town
of Kortright Court at a later date to answer the charges.

The Driver's License Access and Privacy Act, also known as
the 'Green Light law', is now in effect , It allows all New Yorkers age 16 and
older to apply for a standard, not for federal purpose, non-commercial driver
license or learner’s permit regardless of their citizenship or lawful status in

applicants who have never been issued a Social Security Number are eligible to
apply, provided that they show a combination of documents that prove their
name, date of birth, New York state residency & any number of allowed

The New York Siting Board has approved of Calpine's wind
turbine project in Broome County.  4
turbines will be built in the Town of Windsor & 23 in the town of Sanford,
in spite of the Sanford Town Board passing a resolution last week, which was
labelled as overly burdensome to Calpine and was rejected by the Siting
Board.  Calpine will be able to begin
construction of the 27-tower project shortly.
Calpine also has plans to build turbines in the town of Guilford; the
state has not made any decisions on that project yet.

Thursday after pocketing $4,788 in public funds for her personal use, following
an audit and investigation by State Comptroller Tom DiNapoli's office.  Barnes issued 4 checks to herself from
December 2017 to October 2018. She pleaded guilty to petty larceny and agreed
to pay full restitution plus $500 to cover the village of Delhi's insurance
deductible in lieu of 3 years' probation plus 1 year conditional
discharge.

State Police at Oneonta arrested 37 year old Hector
Reiter of Otego for the felony Aggravated DWI, and Aggravated Unlicensed
Operator, after a trooper initiated a traffic stop on Lower Main Street in the
city of Oneonta after he observed Reiter operating a vehicle in an unsafe
manner.   Reiter's B.A.C was .21%, he was
processed then transported to Otsego County Central Arraignment and Processing.

The Broome County Sheriff’s Office arrested 30 year old
Matthew Baxter of Harpursville Saturday following a domestic dispute in the
Town of Colesville.   Baxter allegedly
broke a chair over his mother's back while being under the influence of
narcotics, the victim sustained a serious physical injury and Baxter was
charged with 1st degree Assault, and was sent to the Broome County Correctional
Facility for processing.
The Division of Homeland Security and Emergency Services'
Office of Counter Terrorism conducted more than 1,000 counter terrorism
exercises throughout the state for the 2nd consecutive year. During these
exercises, state and local counter terrorism experts work in tandem to assess
the ability of businesses to recognize and report suspicious activity; so far
the Department of Homeland Security has conducted more than 3,500 exercises.

State Police are investigating the death of a Walton man who
died while snowmobiling Friday.  46 year
old Jeffrey Benson's snowmobile went through ice Friday, at about 6:15 PM, near
Chipmunk Hollow Road in the town of Walton; a friend that Benson was snowmobiling
with tried to pull him out of the water unsuccessfully, Walton firefighters
eventually pulled him out.  The cause of
death is suspected to be hypothermia, the investigation is ongoing.
Governor Cuomo today announced a new $14 million initiative
to support agriculture with a new funding opportunity, to address the threat of
the conversion of viable agricultural land to non-farm development and help
farms facing financial difficulties because of increased challenges resulting
from trade disputes, increasing debt, changing consumer preferences and climate
change. The grant program will assist eligible farmers with the acquisition of
perpetual conservation easements on agricultural land and ensure the long-term
viability of New York's farming operations.

Otsego County Sheriff's Department arrested 22 year old John
Morton of Fayetteville, for the theft of a motor vehicle from the Village of
Cooperstown on December 1st.  Police were
called to Stewart's following the complaint by a patron that when she returned
to her car from inside the store, her vehicle was gone; she did leave the car
unlocked with it running.   State Police
located the vehicle on State Route 28 in Richfield Springs, Morton was charged
with 3rd degree Grand Larceny, & 2 counts of Petty Larceny, he was
arraigned & remanded to the Otsego County Jail on $2000 cash bail or $4,000
bond pending future court action.

Governor Cuomo today announced the next steps for the $15
minimum wage phase-in will take effect December 31st, following a report by the
Division of the Budget that found the decline in New York's unemployment rate
to record lows indicates that recent minimum wage increases have been absorbed
with little to no impacts in every region.
The minimum wage will rise $15.00 an hour in New York City & to
$11.80 on December 31st for the upstate Counties.

year old Aiden Demorier of Bloomville, who was last seen on November 19th.  Demorier is white, 5'10", 180 pound with
blonde hair and brown eyes, wearing black sweatpants with a white stripe down

Cuomo signed legislation to help connect veterans who experienced sexual trauma

resources. The new law requires the Division of Veterans' Services to maintain

trauma. The law goes into effect in 90 days.

Sunday was "World AIDS Day"
Governor Cuomo announced that the number of new HIV infections continues to
fall to historically low levels. The new data further validates that New York's
aggressive actions are keeping the state on track to achieve Governor Cuomo's
goal of "Ending the Epidemic" by the end of 2020. Additionally, data
from 2018 shows 82 percent of newly diagnosed New Yorkers were connected with
care within 30 days of being newly diagnosed with HIV.
Governor Cuomo today signed
legislation enacting the Nuisance Call Act, which closes a loophole in the Do
Not Call Registry and requires live telemarketers to give consumers the option
to be added to the seller's do-not-call list. It also requires telemarketers to
have a consumer's written consent before sharing or selling their contact
information.   The legislation takes
effect in 90 days.

storm.  The State DOT has deployed over
2200 pieces of equipment to clear roads around the state.  Governor Cuomo also directed non-essential

State Police will be in full force this Thanksgiving holiday weekend, with fixed sobriety checkpoints, underage drinking enforcement and the "Operation Hang Up" initiative, which targets distracted drivers by utilizing unmarked patrol vehicles to better locate drivers talking or texting on hand held devices.  Last Year, More than 15,100 tickets issued and 215 people arrested for DWI statewide during last year's enforcement.  Also, Governor Cuomo today announced that temporary lane closures for road and bridge construction projects on State highways will be suspended through Monday, December 2 at 6:00 AM to accommodate travelers during the busy Thanksgiving Holiday weekend.

State Division of Homeland Security and Emergency Services' Office of Fire
Prevention and Control today urged New Yorkers to stay alert and focused while
cooking this season as more home cooking fires occur during the Thanksgiving

Governor Cuomo signed legislation
prohibiting consumer reporting agencies and lenders from using the credit
scores of people in a consumer's social network to determine that individual's
credit worthiness.  The US General
Accounting Office has estimated that some 75 percent of credit scores are wrong
based on incorrect information collected by credit bureaus and attached to
individual credit scores.  This new law
will prevent credit agencies from using this data to determine an individual's
credit score, this law goes into effect immediately.

Binghamton Police have
charged 22 year old Elijah Burnside of Binghamton with 2nd degree  manslaughter following a 2-car crash on the
corner of Chapin Street and Leroy Street on Thursday afternoon.  Binghamton Police responded to the report of
a 2 car crash with the vehicle than crashing into a house, 5 people were
injured & 1 unidentified person was killed.
Police accused Burnside of driving His Honda too fast through a Stop
Sign & colliding with a BMW, whose driver was killed as a result of the
injuries sustained in the accident, Burnside's passengers suffered non-life
threatening injuries

State Senator Fred Akshar released
his latest Community Voice Survey on the public financing of political
campaigns. The State Budget cleared the way for the state to establish a
taxpayer-funded public campaign financing system by creating a Commission and
setting aside up to $100 million in tax dollars to fund the program.  The commission is also examining eliminating
or changing the practice of fusion voting, which allows a candidate to appear
on more than one party line on the ballot.

Broome
County Sheriff's department arrested 3 people following an unruly protest at
the County Office Building Thursday afternoon during the regularly scheduled
meeting of the Broome County Legislature. Deputies were informed that some
protesters were unruly and refused to obey directives from the Broome County
Division of Security.  Arrested were 20
year old Brian McQuaid, 28 year old Quinton Archer & 30 year old Carinne
Vizvary, all of Binghamton, they were charged with Obstructing governmental
administration, resisting arrest, & were processed by the Binghamton Police

State Liquor Authority has suspended the liquor license of the Sip & Sail

have 140 patrons with fake or altered ID's recently, which was about 90% of the

New York Attorney General Letitia James announced a lawsuit
against the electronic cigarette company JUUL Labs for deceptive and misleading
marketing of its e-cigarettes, which contributed to the ongoing youth vaping
epidemic in New York State. The lawsuit alleges that JUUL engaged in deceptive
business practices when marketing and advertising its products, and illegally
sold its products to minors through its website and in third-party retail stores
throughout the state, causing large numbers of New York youth to become
addicted to nicotine. The suit also alleges that JUUL's advertising campaign
misled consumers by misrepresenting its products as a safer alternative to
traditional cigarettes.

The
State Legislature is holding a hearing this Wednesday regarding the successes or
failures of this year's first attempt at early voting.  The state Board of Elections has said over
256,000 people cast their ballots before Election Day between Oct. 26 and Nov.
3 under early voting.
Delaware
County Sheriff’s Deputies arrested 35 year old Albert Janke of Shirley for Speeding
& Aggravated Unlicensed Operation of a Motor Vehicle on State Highway 17 in
the Village of Hancock, where a DMV check revealed that Janke's driving
privileges in New York were suspended. Janke was subsequently released on an
appearance ticket, and was scheduled to appear before the Village of Hancock
Court at a later date.

State Police issued 21,467 tickets and arrested 280 people
for impaired driving during the annual Halloween Enforcement Campaign, from
October 25th through November 1st.  Other
law enforcement agencies issued 40,272 tickets for various traffic violations,
including impaired driving, speeding, distracted driving, seat belt infractions
and move over law violations. The enforcement campaign was funded by the
Governor's Traffic Safety Committee.
The State DEC announced that big game hunting in New York's
Southern Zone begins Saturday.  The  DEC's reminds hunters of the HuntFishNY
mobile app, to report deer or bear harvest, hunters, can still use the phone

There is ample
opposition to Governor Cuomo’s bail elimination reforms that are scheduled to
take effect on January 1st.  Local

Cuomo's reforms would allow hundreds of defendants accused of
"non-violent” offenses to be released prior to their trial date, some of
crimes that are included are criminal sale of a controlled substance, 2nd
Degree Manslaughter, failure to register as a sex offender, Domestic violence
and aggravated cruelty to animals.

Chamber of Commerce will co-host the "Hiring Our Heroes Veterans Business

5th annual Community Job Fair will be held today at SUNY Morrisville’s Norwich
campus from 11:00 AM to 6:00 PM.    The

Palliative Care of Chenango County, NBT Bank/NBT Insurance, The State
Department of Corrections, The State Veterans’ Home at Oxford, Raymond

The legal age of sale
of tobacco products and e-cigarettes in the State of New York will be raised
from 18 to 21 today.  Every day, close to
2,500 youth under 18 try their first cigarette and more than 400 kids become
regular daily smokers.  State lawmakers
believe that New York's new law will greatly reduce the number of high school
students who have easy access to tobacco products, and the State Police will
team up with the State Department of Health to enforce the new law.
