Delaware County Sheriff's Office announced the arrest of 2 Correctional Facility inmates on assault charges. On August 1st, Investigators received a complaint of a fight that between 2 inmates, which resulted in injuries to 1 of the involved parties. Investigators arrested 22-year-old Dakota Mann on one count 2nd degree Assault & 31-year-old Timothy Reiche was charged with 1 count Attempted Assault, both were arraigned and were remanded back to the custody of Correctional Facility.

Sidney Police Department in a joint operation with NYS Parole, Otsego County Probation Department and State Police executed a search warrant at 22 Lincoln Ave in the Village of Sidney, which resulted in the seizure of methamphetamine, fentanyl and xylazine, Police arrested 41 year old Darcee Lewis of Sidney for Criminal possession of a controlled substance with intent to sell, & 43 year old Lloyd Hunt of Sidney, for Criminal possession of a controlled substance, Lewis was processed and transported to Delaware County Jail to await arraignment, Hunt was processed and released on an appearance ticket. The investigation is ongoing and more charges are expected.
Broome County Special Investigations Unit Task Force approached a vehicle in a parking lot & 2 people were spotted asleep inside the vehicle, and narcotics paraphernalia were in plain view, Officers located 48 grams of meth. The Task Force executed a search warrant at a residence of one of the people in the vehicle, Logan Tribe-Filhart, Items used for packaging narcotics were found in the residence. Tribe-Filhart was charged with Criminal Possession of a Controlled Substance & Criminal Using Drug Paraphernalia.

The State DOT is alerting motorists that State Route 79 will be closed from about 1,000 feet east of the Interstate 88 interchange to the intersection with Main Street in the Town of Colesville, until further notice. The closure is necessary to facilitate a culvert repair, which is expected to take several weeks. Motorists should follow posted detours. Drivers are asked to use caution when traveling through the work zone area and pay attention to all traffic control devices. Motorists are reminded that fines are doubled for speeding in work zones. 21 year old Leyska Rivera-Mateo of Binghamton, was sentenced to 4.5 years in New York State Prison followed by 3 years post-release supervision for 2nd degree Assault, in Broome County Court. Rivera-Mateo went to Endicott on July 23, 2023, where she attacked a female victim by throwing her to the ground, pinned her & repeatedly punched & kicked her, dragged her by her hair down concrete stairs, and resumed the attack, the victim sustained multiple jaw fractures.

Governor Kathy Hochul today outlined plans for the next 2 phases of the development project at the former Oakdale Mall in Johnson City. Efforts include the reuse of an adjacent vacant site for the construction of new housing, the creation of further commercial opportunities, Phase II and III of the project will include the construction of an 85,000 square-foot medical campus; the construction of a new 22,000 square-foot child care center. Governor Kathy Hochul announced emergency assistance to support homeowners impacted by the remnants of Hurricane Debby. New York Homes and Community Renewal is launching an emergency repair program for homeowners in numerous counties affected by Debby, including Delaware County locally. Additionally, staff from the New York State Department of Financial Services will be deployed to impacted communities to support residents and businesses with financial services questions.

Delaware County District Attorney Shawn Smith announced that 22 year old Nalya Jimenez of Sidney appeared in Delaware County Court Monday for arraignment on a 4 count indictment for Welfare Fraud, Offering a False Instrument. Jimenez was indicted after evidence was presented to the Delaware County Grand Jury, she is accused of providing false information while applying for the SNAP benefits & concealing recurring income from several sources, she is accused of receiving about $5,600 in public benefits that she was not entitled to, she faces court action at a later date.
Delaware County Sheriff's Deputies located and arrested 27 year old Clayton Utter of Unadilla for a Bench Warrant, issued by the Town of Delhi Court for Failure to Appear in Court on a previous DWI Arrest. Utter was turned over to the Delaware County Correctional Facility for Centralized Arraignment Processing.

41 year old Willis Bickham Jr, of Binghamton, was found guilty of 1st Degree Rape, forcible touching and endangering the welfare of a child by a Broome County Jury Thursday. On June 24, 2023, Bickham Jr. took a 12-year-old child into an apartment at 2 Green Street in Binghamton and engaged in sexual acts. Sentencing is scheduled for October 24, 2024 where Bickham is facing up to 25 years in State Prison followed by 10 to 25 years of post-release supervision, and he must register as a Sex Offender with the state. Due to his criminal history, the Broome County District Attorney’s Office will pursue a sentence of 25 years to life under the Persistent Felony Offender guidelines.
The Broome County Special Investigations Unit Task Force arrested 56-year-old Phillip Alvarez of Endwell, they recovered drugs and weapons from an apartment at 341 Main Street Binghamton. Police seized various weapons, ammunition , cocaine, crack cocaine, packaging materials, and over $5500 cash from suspected drug sales. Alvarez was charged with 3 counts of Criminal Possession of a Controlled Substance, 5 counts of Criminal Possession of a Weapon, Criminal Use of Drug Paraphernalia, Obstructing Governmental Administration & Resisting Arrest, an additional search warrant was executed in the Town of Union where investigators found around $1,500 in suspected drug proceeds.

State Health Officials are reporting an uptick in the number of West Nile Virus cases this summer. The West Nile virus has been detected in mosquitoes in Rockland County, New York City & officials state that it can easily move to the Southern Tier, Mohawk Valley & North Country with extended summer heat, thunderstorms & areas of standing water, where mosquitoes breed.
Delaware County DA's Office announced that 35 year old Dimitri Escrich of Deposit was sentenced sentenced to 10 years of felony probation supervision, with sex offender terms and conditions, he was also ordered to pay fines and surcharges of $1,425, after he pleaded guilty to Possessing a Sexual Performance by a Child. If Escrich violates the terms of his probation supervision, he is subject to being re-sentenced to 1.3 to 4 years in state prison.

Bainbridge Firefighters responded to a blaze at 104 County Route 38 shortly after Midnight last night. Bainbridge Fire Chief Fred Bell told WCDO News the the house was not occupied, & was completely destroyed, Bainbridge was assisted by firefighters from Masonville, Sidney, Coventry, Guilford, Mount Upton & Afton, there were no injuries reported, the cause of the fire is under investigation.
The Broome County Sheriff's Office announced that the County's #5 Most Wanted Fugitive was arrested in the Town of Union. 42 year old Matthew Knapp of Kirkwood was tracked down by the Warrants Division & was taken into custody without incident and was transported to the Broome County Correctional Facility. Knapp had been on the run since May 16th, when he absconded from probation for a Sex Offender Registration Violation, as he failed to update his address with the State Sex Offender Registry Under the Sex Offender Registration Act.

Locally, the new legislation will create a new judge position in Chenango County, with an expedited election process to fill the position. NYSEG reports that about 440 customers are without power this afternoon in the WCDO Listening area, as crews continue to work to restore power after several thunderstorms whipped through the region this week.

Chenango County Office of Emergency Services announced that Dry Ice and Bottled Water are still available for residents affected by this week's storms, at the South Otselic Fire Station today until 8:00 pm.
Otsego County Sheriff's Office arrested 40 year old Fredrick Canfield of New Lisbon following an investigation in the Town of Pittsfield. Canfield was charged with several counts of Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation of a motor vehicle, as well as several other related charges. Deputies were conducting traffic enforcement on June 23rd and observed a vehicle with switched license plates, they attempted a traffic stop, Canfield failed to stop and pulled into the driveway of a residence & fled inside, A quantity of Methamphetamine and Cocaine was located, deputies learned that Canfield was on Parole and residing at an unregistered address. Canfield was apprehended last week, in the Town of Pittsfield, he was taken into custody & is being held at the Otsego County Jail.
49 year old Demetrius Armstrong of Binghamton, pleaded guilty to Burglary in Broome County Court Wednesday. On September 7, 2023 Armstrong broke into a residence in the City of Binghamton with the intent to steal items and was found inside of the residence by the Binghamton Police Department. Armstrong is scheduled to appear back in court for sentencing this October, he faces between 5 and 15 years in State Prison followed by 5 years post-release supervision.

Delaware County Sheriff's Deputies received information last month that firearms had been turned over from 45 yr-old George Coulter to a third party for safe keeping. It was discovered during the course of the investigation that one of those firearms was a semi-automatic pistol & that Coulter did not possess a valid State Pistol permit. All firearms and one pistol were secured by Delaware County Sheriff Deputies, Coulter was charged with criminal possession of a weapon, he was released on an appearance ticket, returnable at a later date to the Franklin Town Court.

Delaware County Deputies responded Saturday night, to Gregory Hollow Road in the Town of Colchester for a report of a truck stuck in a brook. Upon arrival, Deputies identified a male walking away from the scene, as 44-year-old Jesse Luscomb of Hamden. Luscomb had traveled onto private property with a vehicle and caused significant damage to the property, ultimately becoming disabled in mud. Luscomb was charged DWI, Uninspected Motor Vehicle and Leaving the scene of a property damage accident, Obstructing Governmental Administration, Reckless Criminal Mischief & Trespassing, Luscomb was processed and was then transported to the Delaware County Correctional Facility for Arraignment.

State Police arrested 26 year old James Christ Jr. of Deposit for 1st degree Assault & 2nd degree Manslaughter. Troopers were dispatched Friday to Fair Street in Deposit after a toddler became unresponsive. Following an investigation, it was determined that Christ recklessly caused the death of the child. Christ was arrested late Friday and arraigned & was remanded to the Delaware County Jail on no bail. This investigation is on-going.
Broome County Special Investigations Unit Task Force executed a search warrant at 516 Central Street in Endicott last Wednesday. The target of the search warrant was 55 year old Gregg Stroud, During the search, officers located Methamphetamine, Amphetamines, Adderall, Scales and packaging used for the distribution of narcotics. Stroud was charged with multiple Counts of Criminal Possession of a Controlled Substance and 2 Counts of Criminally Using Drug Paraphernalia in the 2nd Degree, he was transported to the Broome County Correctional Facility for processing and arraignment.
Otsego County Sheriff's Office arrested 26 year old Brendan Rose of Milford following an investigation of a personal injury motor vehicle accident. Rose was charged with Aggravated Unlicensed Operation, Leaving the scene of personal injury accident, Reckless Driving, Unlicensed Operator, Rose fled the scene following the accident & was found to have a suspended New York State Driver's License, he was issued Appearance tickets and is set to appear in court at a later date.
Broome County Sheriff’s Road Patrol responded Sunday to an accident involving an overturned milk truck near Exit 83 on Route 17 in Deposit. Non-life-threatening injuries were reported, 1 lane was closed for several hours for the investigation & clean up.

Wohl & Burkman orchestrated a robocall campaign to dissuade about 85,000 Black people from voting in the 2020 election, in Ohio, Michigan, New York, Pennsylvania and Illinois. The robocall told the victims that they could be subjected to arrest, debt collection and forced vaccination if they voted by mail. Wohl and Burkman pleaded guilty to felony telecommunications fraud in Ohio, they were sued in New York by The National Coalition on Black Civil Participation, they also recruited a college student to falsely claim he was raped by then-Democratic presidential candidate Pete Buttigieg.

Broome County District Attorney's office announced that 39 year old Majid Richardson of Binghamton was found guilty of 4 counts of Criminal Contempt, plus 3rd degree Robbery and 2 counts of Grand Larceny by a Jury in Broome County Court. On June 1, 2023, Richardson forcibly stole from a victim and then attempted to contact that victim multiple times from Broome County Jail after an order of protection was issued. Richardson is due back in court for sentencing on July 3, 2024, where he will be sentenced to State Prison.

The Broome County Sheriff's Office announced that 34 year old Veronica Mitchell of Endicott, was located by their Warrants Division, with the assistance of the Binghamton Police Department, State Parole, and State Police Violent Felony Warrant Division. Mitchell was found at a residence on Day Hollow Road in the Town of Owego, hiding in a storage room, she was arrested and transported to the Broome County Correctional Facility. Mitchell was wanted regarding felony drug and weapon possession charges and was additionally charged with Resisting Arrest and Obstructing Governmental Administration, she will be arraigned in the Town of Owego Court at a later date.
Otsego County Sheriff's Office arrested 41 year old Shaliek Varra of Otego following a traffic stop on February 26, in the Town of Otego. Varra was charged with Aggravated Unlicensed Operation or a motor vehicle, speeding & other related charges, he was issued an Appearance ticket and will appear in Otego Court at a later date.

Broome County Sheriff's Office announced that 23 year old Souley Pertilla-Camara of Binghamton was arrested in Orlando, Florida. Pertilla-Camara was wanted by Binghamton City Police for the shooting of Lamont Weaver on June 17, 2023, where Weaver sustained a gunshot wound to the abdomen and survived, he was also wanted on an outstanding warrant for Criminal Possession of a Weapon. Pertilla-Camara will be returned to Broome County shortly.

US Marshalls in Florida arrested 33 year old Casey Lyons of Binghamton, On Friday, in Volusia County, Florida. Lyons was the Broome County Sheriff’s #6 Most Wanted fugitive and had been sought by deputies since September 2023 for Failure to Register Under the Sex Offender Registration Act, Lyons had been convicted of the charge 2 previous times and has now been charged a 3rd time. The Broome County Sheriff’s Warrants Division successfully developed information on Lyons’ location and coordinated with the Volusia County Marshals Regional Fugitive Task Force ahead of the arrest.
Oxford Firefighters responded last Thursday Afternoon at 3634 County Road 32, the house was fully involved when fire fighters arrived, 1 occupants escaped with minor injuries and was taken to Chenango Memorial Hospital in Norwich. The Chenango County Office of Emergency Services' Fire Investigation Unit is investigating the cause of the fire. The Oxford Fire Department was assisted by the Norwich, Coventry, Guilford and Greene Fire Departments.

The 15 year old juvenile had no previous record, the driver of 1st vehicle that was hit, sustained serious injuries and was transported to UHS Wilson Medical Center, and remains there in recovery, the juvenile was also taken to Wilson & was treated & released.
State Police at Troop C has updated the situation regarding the January 29th incident, where Cortland County Sheriff’s Office attempted to serve eviction paperwork to 58 year old Steven Burda who was in possession of a shotgun. State Police responded to the assist, they attempted to de-escalate the situation until Cortland Police Lieutenant Cheyenne Cute attempted to disarm Burda using beanbag impact rounds, which were ineffective and Burda discharged his shotgun at the Officers, who were not struck. Cortland County Sheriff’s Investigator Sergeant Anthony Phelps discharged his sidearm, striking Burda in the lower body. Burda was transported to Upstate Medical Center in Syracuse, he is in stable condition, State Police obtained an arrest warrant for Burda for Attempted Murder, he will be arraigned on the warrant following his release from the hospital.

The Binghamton Police Department is currently investigating a shooting on Monday At approximately 7:10 pm. at 100 Roberts Street building 6. officers located 15- 9mm shell casings and 10- 40 caliber Shell casings, No injuries have been reported, 4 vehicles had been struck by gunfire. The suspects are described as five to six masked men, last seen fleeing the area on foot. Anyone with information should contact the Binghamton Police Detective Bureau at (607) 772-7080.
Broome County Sheriff's Deputies arrested 37 year old Helene Delnegro of Port Dickinson, for Reckless Endangerment and Obstructing Governmental Administration, after driving through an active crime scene while fleeing police. Delnegro was taken into custody by New York State Police on separate charges related to his incident.
Scammers impersonating Sheriff’s detectives and deputies are again contacting Broome County residents in an effort to solicit money and gift cards from unsuspecting victims, where the residents are informed that they had missed a court appearance and were threatened with warrants for arrest or thousands of dollars in fines. The scammer will request payment in the form of credit card information or gift cards, in some cases the victim’s employer was also contacted as part of the scam. Residents are urged to terminate the call and not share any credit card information over the phone from cold callers, those who receive scam calls are urged to contact the Broome County Sheriff’s Office at 607-778-1911.

The Broome County Sheriff’s Office is investigating a multi-vehicle accident that occurred on State Route 12A in the Town of Chenango at about 8:10 AM this morning. Broome County Sheriff’s Office patrols received a report of a stolen Kia SUV in the Town of Chenango, a patrol recognized the stolen vehicle waiting at a stop light and initiated a traffic stop, the deputy approached the vehicle, the driver took off at a high rate of speed, running a red light, the deputy returned to his vehicle and began to initiate what would ultimately be a short pursuit, with the stolen Kia colliding with two other vehicles less than a mile from the site of the original traffic stop. The driver of 1 of the vehicles hit, sustained serious injuries and was transported to UHS Wilson Medical Center for treatment. The driver of the stolen Kia was identified as a minor, sustained minor injuries and was also taken to Wilson. The investigation is continuing.
40 year old Christopher Davis of Oneonta was indicted by a Delaware County Grand Jury Thursday, for Predatory Sexual Assault against a Child & Criminal Solicitation, Davis is alleged to have commanded, requested, or otherwise attempted to induce a third party to commit the felony crime of Criminal Sexual Act & repeatedly attempting to arrange for an adult mother to engage in sexual conduct with him and her minor daughters & attempting to cause an adult female to commit Sexual Abuse, and for planning with another adult to drug a female friend so that they could engage in sexual acts while that female was incapacitated. Davis was remanded to the Delaware County Correctional Facility without bail. He is scheduled to be arraigned on the indictment on Tuesday
Otsego County Sheriff's Office arrested 57 year old John Sheldrick of Edmeston following an investigation into a menacing complaint. Sheldrick was charged with Criminal Possession of a weapon, Menacing, Criminal Mischief & Aggravated Harassment, he was found to be in possession of a weapon, menacing the victim, intentionally damage the property of another and harassment, Sheldrick was held at the Otsego County Sheriffs Office, pending court action.
Sidney Police Department received a complaint Thursday of a deceased dog found in a wooded area near Fox Street. Officers responded to the scene and located a female dog that is believed to be a Bull-mastiff. The dog is a fawn color with a black mask and appears to be less than a year old. The dog also appeared to have been extremely malnourished before its death. Evidence at the scene suggests the dog was placed at the location after its death. Broome County Sheriff's Deputies responded to a report of a domestic incident at a residence at 90 Circle Drive in the Town of Colesville, Upon the deputies’ arrival, 22 year old Robert Bertram of Port Crane, pulled into the driveway behind the patrol car, exited his vehicle and began yelling at other residents at the scene. After repeatedly ignoring both verbal commands and efforts by patrols to deescalate the situation, Bertram was arrested, he was intoxicated and fought with officers, While in custody, he refused all sobriety and chemical tests. He continued to act aggressively and erratically, repeatedly shouting, screaming, throwing shoes, he was charged with DWI, Obstructing Governmental Administration, Resisting Arrest, Harassment, Refusing to Take a Breath Test, & various traffic violations, he was arraigned at Central Arraignment and released on an appearance ticket to answer for his charges at the Town of Colesville Court later this month.

Delaware County Sheriff's Office announced an arrest of a Walton residence on an Indictment Warrant issued by the Ontario County Superior Court. Deputies located 40-year-old Geoffrey Gould at his residence, he was arrested on the Indictment Warrant which was issued for 1 Count of Possessing Sexual Performance by a child less than 16 years of age. Deputies had transported Gould to Broome County where he was later turned over to members of the Canandaigua Police Department.

The Broome County Special Investigations Unit Task Force executed a search warrant at 1 Wakeman Road in the Town of Vestal Wednesday, The target of the search warrant was 34 year old Daontay Stephenson, also present was 56 year old Willie Mims of Vestal. Officers seized Fentanyl Pills, Cocaine, Crack Cocaine, Oxycodone, Scales and packaging used to distribute narcotics, A 12-gauge shotgun, A loaded high-capacity magazine, Assorted ammunition and over $1,000 in cash. Stephenson and Mims were transported to the Broome County Sheriff’s Office, where Stephenson tampered with evidence. Stephenson and Mims were charged on multiple weapons & drug charges, they were transported to the Broome County Correctional Facility for processing and arraignment.
Delaware County Sheriff's Office arrested 49 year old Anthony Orregio of Huguenot for Driving while ability impaired by the use of drugs, endangering the welfare of a child and violations of the vehicle and traffic law. Deputies observed a vehicle driving erratically while in the Village of Walton, Deputies arrested Oreggio, he was subsequently released on appearance tickets and directed to appear at the Village of Walton Court at a later date to answer the charges.

Former Teacher Benjamin Moyse of Delhi, pleaded guilty to 2 counts of Official Misconduct by a Public Servant, in Delaware County Court. A Delaware County Grand Jury returned an 11 count indictment last year against Moyse, where he was accused of intentionally aided a person under 16 years of age, to possessing and disseminating child pornography, and that he failed to follow Delaware Academy’s policy and procedures when students and parents reported that students were being sexually abused. Moyse was sentenced to a conditional discharge of 1 year for each count. Separate proceedings by the State Department of Education, Office of School Personnel Review and Accountability are pending, his teaching license is being revoked in New York State.
Delaware County Sheriff's Deputies arrested 20-year-old Rebecca Stickle of Livingston Manor for an alleged Assault on January 3rd, in the Town of Walton. Stickle is accused of making threats to a female victim that she would hit her with her vehicle. Stickle then attempted to leave the scene, and subsequently struck the female victim, causing physical injury. On January 13th, Deputies, assisted by State Police located and arrested Stickle at her residence she was charged with 2nd degree Assault & was held at the Delaware County Correctional Facility to arraignment.

State Police Bureau of Criminal Investigation at Binghamton arrested 48 year old Stacie Congdon of Windsor for 3rd degree Grand Larceny. An investigation revealed that while volunteering for the Windsor Town Fair, Congdon made several unauthorized debit card purchases and cash withdrawals totaling over $10,000 between May and September 2023. Congdon was arrested and then turned over to the Broome County Correctional Facility for Arraignment. On September 29, Congdon was arrested for 2nd degree Grand Larceny, for allegedly stealing over $50,000 from the nonprofit, Punch Out Parkinson’s Inc.

Local sales tax collections in New York state increased by 2.5% in October compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Broome County Sheriff’s Office responded to an accident on the I-88 West / I-81 South overpass in the Town of Chenango yesterday morning involving 6 different vehicles. The investigation found that a pickup truck was traveling westbound on the I-88 overpass when the vehicle hit a patch of ice and flipped onto its hood. The 2nd vehicle behind the truck was able to stop before a collision could occur, but the next four vehicles all hit the ice, were unable to stop and collided with the vehicle two and each other. The accident led to the closure of I-88 westbound near Exit 2 for several hours for cleanup. 2 of the drivers were transported to Wilson and Lourdes hospital respectively for minor injuries. The ice was caused by a parked construction site water truck that was leaking water onto the highway. No charges have been filed at this time.

State Police at Norwich arrested 37 year old Michael Salamey of Frankfort, in connection with a renovation at home in Chenango County. Salamey was charged with 2 counts of 3rd degree Grand Larceny, Scheming to Defraud & Petty Larceny. Salamey is accused of entering into a contract for $33,000 to complete improvements to a home in the village of Sherburne, he did not finish the work and also stopped communicating with the homeowners. 45 year old Kellie Sanderson of Walton, appeared in Delaware County Court and was arraigned on a sealed indictment. The 5-count indictment charged Sanderson with 3 counts of Offering a False Instrument for Filing, Welfare Fraud & Grand Larceny, for submitting false applications to the Delaware County Department of Social Services on 3 separate occasions reporting incorrect household income to obtain public assistance benefits that she was not entitled to in an amount greater than $3,000. Sanderson pleaded not guilty to the charges and was released, the case is scheduled for a conference on November 13th.

Former Colonial Restaurant owners Yaron Kweller and Jordan Rindgen were aquitted in Broome County Court Tuesday of sexually assaulting a 21-year-old woman in Binghamton in November 2021. The Broome County Jury took about 2 hours to clear the 2 of all charges.
21 year old Patrick Dai of Pittsford, and Cornell University, was arrested Tuesday on a federal criminal complaint charging him with posting threats to kill or injure another using interstate communications. Dai is accused of posting messages to the Cornell section of an online discussion site, where he allegedly called for the deaths of Jewish people and a post threatening to shoot up 104 west, which is a Cornell University kosher dining hall located next to the Cornell Jewish Center. The charge filed against Dai carries a maximum term of 5 years in prison, a fine of up to $250,000, and a term of supervised release of up to 3 years. Dai is being held at the Broome County Correctional Facility pending court action in a federal court in Syracuse.

The Broome County Sheriff’s Office released the name of the victim killed in a fatal motor vehicle accident on Monday. 17 year old Makai Wilkinson of Harpursville was driving a pickup truck with 2 passengers on Welton Street in the Town of Colesville when the vehicle left the roadway and collided with a tree. The two passengers were transported Wilson Hospital, one for minor injuries and the other for serious injuries, but Wilkinson was pronounced dead at the scene. This is an ongoing investigation.
30 year old Terrence Mewborn pleaded guilty to 1 count of Criminal Possession of a Weapon, in Delaware County Court. On July 2, 2022, Deputies responded to a motor vehicle accident with a rollover in the Town of Franklin, several of the passengers were injured and required hospitalization. Deputies found narcotics, drug paraphernalia, and a semi-automatic handgun, Mewborn was charged with Criminal Possession of a Weapon, along with several other criminal charges, he entered a plea of guilty, he admitted the handgun was his, and that he did not have a pistol permit, it is anticipated that Mewborn will be sentenced to 2 to 4 years in state prison.
The Sidney Elks Lodge will host the annual Veterans Resource Fair today at 104 River Street, a variety of veterans groups will be participating, including those from the Sidney Veterans Memorial Park, spokesman Tom Ruff commented:

On Wednesday, State Police Traffic Incident Management Unit issued a total of 25 tickets in Broome County during an “Operation Hard Hat” detail. Troopers monitored traffic on State Route 17 in the town of Sanford where road crews were doing bridge work. Of the 25 tickets issued, 9 were for speeding, 6 for seatbelt violations & the rest for a variety of offenses.
Broome County Sheriff's Deputies responded Monday in the Town of Fenton for a Burglary complaint. The homeowner had found an unknown man in a 2nd floor room around 1:30 AM, the intruder left on foot, a laptop computer and several other electronics were missing from his residence, a downstairs window was left ajar with the screen ripped out. Deputies apprehended an individual with the stolen items in a drawstring bag, 24 year old Mitchell Paul of Binghamton, was charged with Burglary, Grand Larceny, Criminal Possession of Stolen Property & Criminal Mischief, he was taken to Central Arraignment and is currently being held at the Broome County Correctional Facility. Later that morning Deputies responded to a separate Burglary complaint in the Town of Fenton, where various items were stolen, they discovered that those items were in Mitchell Paul's drawstring bag, he was additionally charged with Burglary.
Delaware County Public Health will be holding a free Car Seat Safety Event at The Cullman Center in Sidney today from 3:30PM-5:30PM. Parents and caregivers can have their child’s car seat checked at no cost by certified child safety seat technicians. Car seats which do not meet the Federal Motor Safety Standard may be replaced. 41 year old Paul Thayer of Utica was sentenced in Delaware County Court for his conviction of Attempted Dissemination of Indecent Materials to a Minor. On May 2nd, Thayer drove from Utica to the Village of Walton to meet a person he believed to be a 14 year old boy after sending the boy numerous text messages soliciting sexual acts. Thayer admitted he believed the boy was 14, the boy was actually a fictitious entity controlled by an organization dedicated to catching sexual predators, Judge Hubbard sentenced him to a 3-year term of probation supervision, which will include specific sex offender terms and conditions.
Otsego County Sheriff's Office arrested 42 year old Bobbi Jo Worden of Oneonta for allegedly for throwing toilet bowl contents onto corrections officers 2 separate times while incarcerated at the Otsego County Jail. Worden was charged with Aggravated Harassment of an Employee by an Inmate . The officers were treated at Bassett Hospital and released. Worden was issued an Appearance Ticket returnable to the Middlefield Town Court at a later date.
The Chenango County Health Department has lifted the BOIL WATER ORDER issued for the Village of Afton, issued Saturday. The Village of Afton’s water supply currently meets the minimum standards for Public Water Supplies, Based upon repeat sampling results, Residents may now resume normal water activity, more information is available at the Environmental Division of the Chenango County Health Department at (607) 337-1673.

State Police arrested 48 year old Theresa Price of Utica for 3rd degree Grand Larceny. Troopers were advised last week that Price took a used vehicle for a test drive from a car dealership, told them she’d like the vehicle checked out by her mechanic but never returned. An investigation revealed that on September 15, the vehicle was traveling on Interstate 90. Price and the vehicle were located at a truck stop in the town of Pembroke. She was arrested and was processed and was turned over to the Otsego County Jail for Arraignment.
Broome County Sheriff's Office conducted a traffic stop Saturday on Court Street in Binghamton. The Deputy stopped 28 year old Matin Avdel of Johnson City, the Deputy noticed a clear plastic bag filled with pills and powder in a fanny pack Avdel was wearing, he admitted to possessing illegal substances on both his person and in the vehicle he was driving. Avdel also identified a weapon hidden in his hoodie pocket. Avdel was charged with Criminal Possession of a Loaded Weapon, Criminal Possession of a Weapon, 4 Counts of Criminal Possession of a Controlled Substance, Deputies recovered Oxycodone, MDMA, Amphetamines, A loaded pistol, Avdel was taken into custody and arraigned in Binghamton City Court. He is currently being held at the Broome County Correctional Facility.

Broome County Sheriff Fred Akshar announced a further expansion of visitation hours at the Broome County Sheriff’s Correctional Facility effective immediately. Sheriff Akshar expanded visiting hours to 30 hours per week earlier this year, the latest increase brings the visitation time to 47 hours each week. The visitation expansion coincides with increased staffing levels at the Broome County Sheriff’s Correctional Facility after a successful hiring campaign for new and transferring Corrections Officers. Delaware County Sheriff's Office announced that 2 people survived a plane crash in Delaware County Saturday Night in the town of Franklin. The pilot was 72 year old Ron Galuppo of Texas, the passenger was his son, 22 year old Nathan Galuppo, of Texas. Delaware County 911 was alerted by Air Traffic Control in Boston Massachusetts about a mayday transmission from a plane experiencing engine failure, they also received a call about a small plane crashing near a residence in Franklin. Both men crashed while attempting to fly home to Texas from Maine, they were taken to Delaware Valley Hospital in Walton after they were able to escape the wreckage of their plane, they suffered only minor injuries, Delaware County Sheriff’s Office was assisted by the Federal Aviation Administration with the investigation.
State Comptroller Tom DiNapoli, the Otsego County Sheriff's Office & The Oneonta Police Department announced the arrests of 3 people of Phinaliz Communications LLC, who are accused of operating a long-running scheme to steal over $1 million from the Medicaid program. The 3 defendants were identified as 46 year old Philip Mtui of Mechanicsville, who owns the company, operations manager Mbaga Kaiza, and Dispatcher & Driver Tony Taylor, who were arrested last Thursday. Over a 4-year period, Mtui and Kaiza defrauded the Medicaid program by claiming payment for rides that never occurred, and double, triple, or quadruple billing for rides that did occur. Mtui and Kaiza were arraigned in Oneonta City Court for 1st degree Grand Larceny, both were held on $250,000 bail. Taylor was arrested on 1 count of conspiracy, he will be arraigned on September 19th, more arrests are expected.
Delaware County Sheriff's Office announced that an Arrest Warrant issued by the Chenango County Sheriff’s Office has resulted in the arrest of a Sidney man. Sheriff’s Deputies were dispatched to a check the welfare on Interstate 88 in the Town of Sidney, for a man climbing on the bridge. Deputies subsequently located 43 year old Arthur Cotton of Sidney, who was wanted on an active arrest warrant out of Chenango County, for Sexual Misconduct. Cotton was arrested and turned over to the Chenango County Sheriff’s Office.
The Otsego County Chamber of Commerce announced a job fair will be held at the Southside Mall in Oneonta on Tuesday. The Job Fair will run from 2:00 to 4:00 PM & will feature numerous employees from throughout the region with job openings currently available.
Delaware County Sheriff's Office arrested 42 year old Leslie McClenon of Walton for DWI, Aggravated Unlicensed Operation of a Motor Vehicle & several other Traffic charges. On August 13th Deputies observed a car entering an intersection was nearly struck by another vehicle running a red light. Deputies conducted a traffic stop, McClenon had her driving privileges suspended and was operating the vehicle while intoxicated, she was released on appearance tickets and directed to appear at the Town of Walton court at a later date to answer for the charges.

Binghamton Police arrested Ismael Sanchez of Rockingham, North Carolina, who was wanted by Police in Richmond County, on an arrest warrant for assault with a deadly weapon with intent to kill, robbery with a deadly weapon, and conspiracy to commit robbery. Sanchez was arrested after a search warrant was executed at a Wilson Street apartment by the Binghamton Metro SWAT team. He was taken to Binghamton Police Department where he was arraigned as a fugitive from justice and remanded to Broome County Jail pending extradition back to North Carolina.

Governor Kathy Hochul at the Great New York State Fair today signed an Executive Order directing State agencies to increase the percentage of food sourced from New York farmers and producers to 30 percent of their total purchases within five years. The Governor also signed legislation to bring together students at the New York State Fair to develop innovative agricultural technologies as well as legislation to support smaller and newer fairs across the state while promoting youth involvement in agriculture and domestic arts.
Delaware County Sheriff’s Deputies arrested 23 year old Nicholas Wayman of Bainbridge, after they responded to a Domestic Report in the Town of Delhi at the Victims place of work. The investigation revealed that Wayman had been involved in a Domestic Dispute while in a moving vehicle, having unwanted physical contact with the victim while in the presence of a child within the vehicle, the victim possessed an order of protection against him. Wayman was charged with Endangering the Welfare of a Child, Criminal Contempt, Harassment & Aggravated Unlicensed Operation and other related violation, he was arraigned in the Town of Walton Court and was remanded to the Delaware County Correctional Facility and is scheduled to appear in the Town of Walton Court on a later date to answer the charges.
Delaware County District Attorney's Office announced that 31 year old Derek Wignall of Hancock, pleaded guilty to Criminal Contempt. Wignall violated an Order of Protection by contacting the protected party while incarcerated on an unrelated matter, he was placed back into custody upon discovery of the violation of the Order of Protection. Judge Rosa ordered a pre-sentence investigation to be undertaken by the Delaware County Probation Department. If found to be appropriate, Wignall will be placed on probation supervision for a five-year term.

Broome County Sheriff’s Deputies responded to a 911 call placed at a Fast Trac gas station in the Town of Fenton from a victim reporting that she had been assaulted and held hostage on Ballyhack Road in the Town of Fenton before escaping. 39 year old Steven Fish of Fenton is accused of threatening the victim with a machete, sexually and physically assaulting the victim, who was treated at a local hospital. Fish was charged with 1st Degree Rape, Criminal Sexual Act by Forcible Compulsion, Unlawful Imprisonment & Menacing, he was arraigned and remanded to the Broome County Correctional Facility.
35 year old Antonio Felice of Utica appeared in Delhi Town Court and entered guilty pleas to Driving While Ability Impaired by Drugs & Bail Jumping. Felice was apprehended in Utica, he was arrested on a warrant & was transported to the Delaware County Jail, he was sentenced to a jail term to be followed by a year of conditional discharge & his license was revoked.

State Police arrested 22 year old Dustin Dungey of Afton, for Predatory Sexual Assault Against a Child, Criminal Sexual Act, Sexual Abuse & Resisting Arrest last week, following an investigation that accuses Dungey of having inappropriate sexual contact with a child under the age of 13 in June. Dungey was arrested and was processed at State Police Troop C Headquarter in Sidney, he was transported to the Chenango County Central Arraignment and Processing where he was remanded to the Jail on $100,000 cash, $200,000 bond or $500,000 secure bond.
Delaware County Sheriff’s Office arrested 26 year old Kyle Buckley of Walton for Aggravated Unlicensed Operation of a Motor Vehicle, Failing to Turn in New York State License, along with other violations, after Deputies observed a vehicle traveling on State Highway 206 in the Town of Colchester with no license plate lamps. Deputies conducted a check of Buckley’s driver’s license & found his driving privileges were suspended in New York. Buckley was released on the traffic summonses and is scheduled to appear in the Town of Colchester Court at a later date to answer the charges.
Otsego County Sheriff's Office arrested 49 year old Zacharias Fuller on over 80 counts of Criminal Contempt. Fuller is an Otsego County inmate accused of violating a court order of protection, for contacting the protected party prior to his incarceration, and while incarcerated in the Otsego County Correction Facility violating the order of protection. Fuller was turned back over to Otsego County Correctional Facility where he was being held for prior offenses, he is scheduled to appear in the Town of Worcester Court on a later date.

Binghamton Police & Firefighters responded Saturday to the report of shots fired & smoke coming from at 56 Howard Avenue. Binghamton police said that a man and woman were discovered inside after the fire was put out, they were taken to area hospital where they were later pronounced dead. The investigation is continuing.
Delaware County District Attorney's office announced that 26 year old John Macrabie of Walton, was arraigned on a 4 count indictment in Delaware County Court. Macrabie was charged with Endangering the Welfare of a Child, Disseminating Indecent Material to Minors & Criminal Sexual Act, he is accused of sending a child naked pictures of himself to entice sexual acts, which allegedly occurred, in the presence of a 2-year-old child. Macrabie pleaded not guilty, he was released to the supervision of the Delaware County Probation Department, the case is scheduled for a conference on September 5th.
Broome County Sheriff’s Deputies responded Saturday to the apartments at 101 Hooper Road for complaint of shots fired. Deputies located a male suffering from a gunshot wound to the abdomen on the lawn, he was taken to Wilson Hospital and was in stable condition following surgery. 25 year old Jeffrey Gates of Endwell was charged with Assault with a Weapon, Criminal Use of a Firearm & Reckless Endangerment, he was taken to Broome County Central Arraignment and remanded to the Broome County Correctional Facility, the investigation is continuing.
