A memorial ceremony will be held tonight in Norwich for Norwich High School Class of 2016 Graduate Savannah Williams, who died in a 2-vehicle crash in Geneseo Tuesday. Kaitlyn Jackson was a friend of Williams and was also class president, she told WCDO News that tonight’s Memorial would begin at 6:00 PM at the Norwich High School Track:

Jackson said that the event would then move over the Chenango County Fair grounds. Police in Geneseo said that Williams was a current SUNY Geneseo student, she drove her car into the path of the tractor-trailer, Williams was pronounced dead at the scene.

The Chenango Industrial Development Agency announced Frontier Railroad Services, completed construction on the Utica mainline project this month, which means that the rail line between Binghamton and Utica is largely restored and close to a return to service. IDA President Steve Craig explains:

Delaware County Sheriff’s Deputies arrested 42 year old Daniel White of Delhi Wednesday on charges of DWI, driving with a BAC of .08% or greater, speed not reasonable and imprudent, failure to stop for a stop sign, and for making an unsafe lane change following an investigation of a 1 car accident at Brick House Hill Road and County Highway 12 in Davenport. White allegedly failed to stop for a stop sign due to excessive speed, he left the roadway and struck a utility pole. White was released on tickets returnable to Davenport Town Court at a later date.

2 people have been arrested after State Police discovered a meth lab on State Route 206 in the Town of Triangle Tuesday. Police arrested 37 year old Thomas Parker of Berkshire and 35 year old Stephanie Keller of Whitney Point, Police seized methamphetamine oil, marijuana plants, 1 active & 2 spent one-pot methamphetamine labs, hazardous materials & $1,970 in cash, Both have been charged with criminal possession of controlled substance and unlawful manufacturing of meth, They were arraigned in the Town of Triangle Court and taken to the Broome County Jail without bail.

Police in Geneseo identified the victim a fatal crash Tuesday between a car and a tractor-trailer, as 18-year-old Savannah Williams of Norwich. Police said that Williams was a SUNY Geneseo student, she pulled off of Court Street, into the path of the tractor-trailer that was traveling on State Route 63. The tractor struck Williams' car, Williams was pronounced dead at the scene. The driver of the tractor-trailer was not injured,

State Police are currently investigating a fatal accident that had occurred at about 3:52 a.m., this morning on Interstate Route 81 northbound, between the Marathon and McGraw exits. This accident involves a tractor-trailer and a car. The driving lane is currently closed due to the investigation but traffic can continue in the passing lane.

Broome County District Attorney Steve Cornwell announced that 49 year old Michael Gumaer pleaded guilty today In Broome County Court to 1st Degree Rape. Gumaer was arrested following the report of an attack on a 12-year-old Girl in August 2016 in Endicott. Gumaer will be sentenced on February 17th, 2017.

Aizaz Siddiqui of Binghamton was released on $50,000 Bail today from the Broome County Jail. Siddiqui was accused in connection with the hit & run death of Stefani Lineva along State Route 434 on Binghamton Southside on December 3rd.

The Village of Sidney, along with officials with Delaware County & the Governors Office of Storm Recovery, will host a meeting on Wednesday December 14th at the Sidney High School Auditorium. Ithaca Police have arrested 38 year old Justin Barkley for 2nd degree murder for allegedly shooting 52-year-old William Schumacher. Police were called to the Ithaca Wal-Mart around 12:50 AM Thursday, where they found Schumacher dead at the scene. Officers tried to pull over the suspect vehicle along State Route 13 a short time later, the suspect took off and turned into the driveway, he fired a shot in the direction of police officers before running into the residence. Barkley is being held in the Tompkins County Jail on no bail. He will reappear in Ithaca City Court on December 14th.

Regional Economic Development Council Grant money was awarded This Afternoon at the Egg in Albany. Governor Cuomo's initiative started in 2001, with the concept of letting local stakeholders compete for state money for their own economic development plans:

Binghamton Police have arrested 26-year-old Aizaz Siddiqui of Binghamton, for leaving the scene of a personal injury accident, in connection with the hit-and-run death of 20-year-old Stefani Lineva of Queens early Saturday Morning. Lineva's body was found on State Route 434 near South Washington Street on Binghamton Southside at about 2:00 AM Saturday. Lineva was a student at Binghamton University, They announced a $10,000 reward for information leading to the arrest of the driver, other organizations have brought the amount of the reward up to $30,000. Siddiqui is being arraigned this afternoon in Binghamton city court.

New York State ranked first nationwide in nonprofit jobs and organizations, with nearly 1.3 million employees and more than 31,000 organizations in 2012, according to a report released today by State Comptroller Tom DiNapoli. The jobs comprised more than 18 percent of all private sector employment in the state. Nonprofit groups in New York showed employment growth of 5.6 percent from 2007 to 2012. Binghamton Police are investigating the death of Binghamton university student Stefani Lineva of Queens, who was found around 2:00 AM Saturday lying on State Route 434 South Washington Avenue and the Pennsylvania Avenue ramps. Lineva was taken to Wilson Hospital where she was pronounced dead from injuries consistent with getting hit by a vehicle. No eyewitnesses have come forward. Anyone with information is asked to call Binghamton Police at 772-7080, calls will remain confidential. A $10,000 reward is being offered for information leading to the arrest of the driver of the vehicle that hit Lineva Saturday.

Crews will be setting bridge girders for the new bridge. Motorists will encounter traffic stoppages intermittently for 10 – 15 minutes several times during the work hours daily. Motorists are advised to be alert for slow moving traffic and sudden stops.

State Police arrested 24 year old Thomas Brannigan of Stony Point for DWI and several other traffic violations. At that time troopers were stopped, with their emergency lights flashing, while assisting the Delaware County Sheriff’s Department with a car deer accident on State Route 23 in the Town of Davenport, Brannigan failed to yield the right of way to an emergency vehicle as stipulated by the state's Move Over Laws. Brannigan was arraigned in the Town of Davenport Court and was remanded to the Delaware County Jail in lieu of $1,500 cash bail or $3,000 property bond.

The "Painting SUNY Delhi Yellow" day presentation ill run from 12:30 to 1:45 at Farrell Hall at SUNY Delhi, it is free & open to the public.

Grant funding will support a partnership between the state Department of Health & Cornell University that will evaluate the effectiveness of a curriculum that promotes healthy relationships and gender roles to adolescent males aged 12-14. The evaluation will assess the curriculum’s impact on participants’ perceptions of gender norms, social norms around violence. The goal is ultimately to reduce youths’ risk for future acts of sexual violence. The CDC grants enhances the states Enough is Enough initiative.

Motorists must now slow down when they drive past sanitation vehicles, as a new state law classifies garbage trucks and waste collection vehicles as “hazard vehicles,” which adds them to the state's “Move Over” law. Motorists must reduce their speed when passing waste and recycling collection vehicles with flashing lights, a violation could result in fines of $45 to $100 and can carry a prison term of up to 15 days. The "Move Over" law in 2012 required motorists to slow down when passing a construction zone or public safety vehicle with flashing lights; tow trucks & and now garbage trucks are added to the law.

21-year-old Rebel Whitman of Binghamton man faces several charges, after allegedly trying to flee law enforcement. The Broome County Sheriff's Office attempted to stop a vehicle on Colesville Road near Route 11 in the Town of Kirkwood early this morning, Whitman allegedly failed to comply & continued to Sanitaria Springs, into Chenango County through back roads & then onto State Route 206 in the Town of Greene, where he sideswiped a State Police vehicle before traveling into a ditch. Whitman & a passenger were taken into custody, Whitman was charged with Forgery, Unlawful Fleeing a Police Officer, Reckless Driving, Aggravated Unlicensed Operation of a Motor Vehicle, plus numerous other Violations. Whitman was arraigned in the Town of Kirkwood Court and taken to the Broome County Jail. Whitman's unidentified passenger was released.

State Police arrested 30-year-old Sabrina Johnson of South New Berlin for DWI and other traffic violations, following a 1-vehicle crash on County Route 41 in the Town of Columbus. Johnson was not injured in the crash; she was issued tickets returnable in the Town of Columbus Court on November 2nd.

Governor Cuomo announced that from October 1 to October 14, the Department of Motor Vehicles automated online system processed 214,356 online voter registration applications, including 122,147 from first-time voters, shattering the previous one month set in the entire month of September. Since the state launched the online application system in 2012, the DMV website has processed 822,014 online voter registration applications, including 383,118 from first time voters.

State Police charged 28 year old Adam Youngblood of Binghamton was issued traffic tickets for failing to stop for a school bus, driving on the shoulder and leaving the pavement to pass on the right illegally, when he passed Chenango Forks school bus October 6th. Youngblood turned himself in after seeing the video of his vehicle on TV & Social Media; 15-year-old Alex Menard narrowly missed being hit by the Youngblood vehicle while exiting the school bus on state route 369.

37 year old Rasheen Sanders of Binghamton was found guilty Thursday after a trial in Broome County Court. Sanders was arrested in April in Binghamton by State Police, possessing about $12,000 worth of heroin for sale. Sanders was found guilty of 3 counts of 3rd degree criminal possession of a controlled substance, & tampering with physical evidence. He is expected to be sentenced on December 13th.

State Police arrested 37-year-old Kimberly Diffendorf of Kirkwood for felony DWI; she was observed driving erratically on State Route 11 in the Town of Kirkwood. The DWI arrest was a felony as Diffendorf has a prior conviction for DWI within the last 10 years; She was issued tickets returnable to the town of Kirkwood court on October 18th.

State police announced that a man who passed a stopped Chenango Forks School bus, has turned him self in Late Thursday night. 15-year-old Alex Menard was exiting the bus at about 6:30 last night, when she was almost struck by a black SUV driving on the shoulder of State route 369. The case has been turned over to the Broome County District attorney's office, the name of the driver & the charges he faces have not yet been announced.

State Police are investigating the theft of a Gray 2013 Ford F150 pickup truck with New York License Plate 20811-JV, back on September 22nd at about 2:00 AM from Winnie Hill Road in the Town of Oneonta. The vehicle was last seen about 90 minutes later around 3:30 am headed southbound on Interstate Route 81 in the Binghamton area. The State Police are also looking to interview the unknown male seen in a surveillance video near the area of the theft. State Police responded to a head on collision on State Route 17 in the town of Nichols 90 year old John McCarthy of Elmira was driving the wrong way on 17 after leaving the Nichols rest area, he crashed into a vehicle driven by 65 year old Sandra Spaeth of Rome Pennsylvania. She was transported to Packer Hospital for non-life threatening injuries. McCarthy was pronounced deceased at the scene.

State Police arrested 30-year-old Anthony Hebbard of Treadwell for Aggravated DWI with a B.A.C. result of .25%. Troopers responded to a 2-car crash on County Route 14 in the Town of Franklin. An investigation determined that Hebbard was driving while highly intoxicated when he crashed into a car that was driving just ahead of him, and caused that car to drive into a ditch. Hebbard was issued tickets returnable to the Town of Franklin Court on October 13, 2016.

State Police arrested 23-Year-Old Daniel Baker of Oneonta, for Aggravated DWI with a BAC result of .22%, plus unlawful possession of marihuana. This arrest occurred after a trooper observed Baker driving the wrong way on State Route 28 in the Town of Oneonta. Baker was issued tickets returnable to the Town of Oneonta court on October 11th.

The City of Binghamton Mayor Richard David presented the city's highest honor, to 5 men who came to the aid of a woman tramped in a burning vehicle, after a 10 car crash on State Route 17 recently.   Doug Kumpon, Ed Staff, Chris White, Fred Teribury and Albert Fiori all received a key to the City in a ceremony on Wednesday. The actions of the men were recorded by a dashcam in a vehicle involved in the massive pile up, the video went Viral, as Binghamton officials sought the names of those who responded to the fiery vehicle, the unidentified woman has fully recovered from injuries sustained the crash, she has declined to be identified.

The Delaware County Department Of Public Works announced that they would begin paving on County Route 14 on TOday at 7:00 AM. Work will be performed between Hayes road & Warner Road in the town of Meredith, daily between 7:00 AM and 5:00 PM; the project is expected to be completed on September 30th

Federal Prosecutors last month announced charges against three members of the Sex Money Murder gang of the Bronx, which included Corey Brown, Josnel Rodriguez & Christopher Canada, for racketeering, firearms charges, & for the murder of Vincent Davis in July of 2012. Rodriguez & Brown were brought into court, but Canada was on the run from law enforcement, until he was apprehended by US Marshals & Oneonta Police in a Division Street Apartment yesterday afternoon. Canada was apprehended without incident & was returned to New York City to face prosecution.

State Police responded to a car & tractor trailer fatal crash on State Route 90 in the Town of Homer. A 61 year old Cortland man was driving a Subaru southbound, he drifted into the northbound lane and struck a tractor trailer driven by 48 year old Michael Gross of Norwich. Police said that the Subaru spun off the southbound shoulder and came to rest, the tractor trailer crossed over the southbound lanes and came to rest in a swamp, diesel fuel spilled onto the roadway, and the tractor began to burn. The unidentified Cortland man was declared dead at the scene, Gross was transported to Upstate Medical for non-life threatening injuries. The deceased driver’s name is not being released pending family notification.

Tomorrow will be the 21st annual "Doctors with A Heart" event, where dentists at several locations in the Southern Tier perform free basic dental services to the unemployed or uninsured. Delaware County Clean Sweep 2016 begins today & concludes tomorrow for those County Residents who pre-registered. today, Businesses & Municipalities participate from 10:00 to 11:45 AM at their alloted time, then Farmers today from 12:00 noon to 1:30 PM. County residents bring their items Saturday, from 8:00 to 11:30 AM.

The Delaware County Department Of Public Works announced that they would begin paving on County Route 14 on Tuesday September 27th, at 7:00 AM. Work will be performed between Hayes road & Warner Road in the town of Meredith, daily between 7:00 AM and 5:00 PM; the project is expected to be completed on September 30th.

State Police arrested 43 year old Angel Rodriguez of Long Island, and 25 year old Desiree Hernandez of Brooklyn for criminal possession of stolen property, after a trooper responded to check on the welfare of the occupants of a broken down vehicle on State Route 17 in the Town of Hancock. An investigation determined that the car had been reported stolen on August 6th in New York City. Rodriguez & Hernandez were arraigned in the Town of Hancock court and were remanded to the Delaware County jail. Rodriguez had his bail set at $25,000 cash and Hernandez had her bail set at $15,000.

State Comptroller Tom DiNapoli released a report on student loan debt which found the average New Yorker with college loans owed $32,200 in 2015, higher than the national average of $29,700. Student loan debt more than doubled during the last decade in the state, growing to $82 billion from $39 billion, an increase of 112%. The number of students taking out loans rose sharply in New York over the past 10 years by 41% to 2.8 million. Student loans represented 11.4% of the $722 billion outstanding consumer (or household) debt in New York in 2015. The full report is available at osc.state.ny.us.

The town of Bainbridge will be closing Gifford Road from the Amphenol plant to County Route 39 for paving today. Motorists are encouraged to use a different route during the paving process.
