State Police arrested 46 year old James Lewis of Binghamton after a dispute that resulted in another man sustaining serious injuries. Lewis has been charged with 1st Degree Robbery & Assault, On Friday afternoon, Troopers were dispatched to Endicott for a report of a male who had been struck multiple times by a baseball bat following a dispute. The 48 year old unidentified victim was taken to Wilson Medical Center, where he underwent surgery & was listed in stable condition. An investigation determined that Lewis and the victim had previously traded e-bikes, with the victim expected to pay Lewis, when he failed to provide payment, Lewis struck him multiple times with a baseball bat then left the area with the e-bike. Troopers located Lewis Saturday, was taken into custody without incident, and the e-bike was recovered. Lewis was processed & was turned over to the Broome County Jail for Arraignment.

Broome County Sheriff’s Office and numerous local fire departments responded last Wednesday to a house fire at 803 Hill Avenue in the Town of Union. Firefighters found a fully involved fire, after extinguishing the fire, a victim was located inside the residence, deceased. The deceased victim was identified as 86 year old Joyce Bassos, There were no other occupants in the residence. The cause of the fire is under investigation, The preliminary investigation does not indicate any criminal action.

The Deposit Village Board has decided to discontinue their contract with the Broome County Sheriff's Office to have a dedicate law enforcement presence in Deposit. The move comes about 6 years after the dissolution of the Deposit Police Department. Broome County Sheriff Fred Akshar released a statement saying the\at the decision will make emergency response times in the Village unpredictable, they will respond to emergencies along with the New York State Police going forward.

Broome County Sheriff’s Office deputies responded to a report of a suspicious vehicle parked at a residence in the Town of Sanford Tuesday. Deputies located the suspicious vehicle and performed a traffic stop. The driver, 29 year old Philip Briggs of Deposit told deputies that he had picked up the passenger, 37 year old Emily Cecere of Binghamton, who claimed to have been staying at the residence, The owner confirmed that no one was authorized to stay there. Briggs was found to have a burglary tool in his possession and Cecere was found to be in possession of a credit card belonging to a deceased individual who lived at the residence. Briggs was charged with Burglary, Possession of Burglar Tools and Conspiracy, Cecere was charged with Burglary and Conspiracy, they will face court action shortly.

During Earth Week, The State DEC announced a total of 23 municipalities certified under New York State’s Climate Smart Communities Certification program. The certifications recognize that these communities have taken actions to reduce flood risk, address extreme heat, invest in clean energy, improve infrastructure, reduce air pollution, and increase resilience across the state. Bronze certified and re certified communities include: Village of Cooperstown, the Town of Middlefield & Otsego County.

State Comptroller Tom DiNapoli & the State Department of Financial Services announced the approval of the Butternut Valley Banking Development District as a participant in the Banking Development District program and deposited $35 million in New York State funds to Sidney Federal Credit Union’s new Morris Branch. The Broome County Sheriff's Office arrested 2 Walton residents following a narcotics investigation in Kirkwood. Arrested were 30 year old Joseph Hahm, on 2 counts of Criminal Possession of a Controlled Substance and 22 year old Jubilee Klimas for Criminal Possession of a Controlled Substance, both face court action on the charges shortly.

The Delaware Valley Humane Society's Shelter Saviors fundraising efforts brought in a lot of money for the shelter recently, Shelter Director Erin Insinga told WCDO news how much was raised:

4 Binghamton men who were arrested February 4th by the Broome County Sheriff’s Office on 11 felony weapons charges have been remanded to the Broome County Correctional Facility following an indictment filed by the Broome County District Attorney’s Office in Broome County Court. Samear Wallace, Johnathan Ayala, Isaiah Johnson, and Jahliek Walker-Coates, were charged with a total of 11 felony weapons charges following an investigation into gunshots fired in the Town of Dickinson, they were found to be in possession of 4 loaded ghost guns, one stolen and loaded handgun and six high-capacity ammunition feeding devices, including a 50-round drum magazine.

Delaware County Sheriff's Deputies investigated a trespassing complaint earlier this month, they interviewed the victim who accused 40-year-old Kristen Rice of Hancock had entered and remained in the dwelling of another person despite being asked, and that Rice subjected another person to unwanted physical contact. Deputies arrested Rice for Criminal Trespass and Harassment, Deputies transported Rice to the Delaware County Sheriff’s Office for processing, she was turned over to the Delaware County Correctional Facility & was held for arraignment.

Delaware County Sheriff's Deputies conducted a traffic stop in Delhi February 10th, the driver provided Deputies with a false name and date of birth, K9 Dexter discovered Methamphetamine, Fentanyl, plus scales and packaging materials. 43-year-old Adam Bright of Delhi was charged with Criminal Possession of a Controlled Substance with intent to sell, plus Criminally using Drug Paraphernalia, Obstruction of Governmental Administration, False Personation, Aggravated Unlicensed Operator among other traffic violations, Deputies transported Bright was turned over to the Delaware County Correctional Facility to be held for Arraignment.

U.S. Senator Kirsten Gillibrand is demanding that the Trump administration unfreeze the grants that provide child care assistance to thousands of families in New York, she said that she will work with State Officials to keep the services going:

The Trump administration froze $10 billion in funding for child care subsidies, social services, and cash support for low-income families in five Democrat-controlled states---including New York. The administration is claiming widespread fraud throughout these states, Gillibrand said that they did not provide any evidence of fraud in New York.

Otsego County Sheriff's Office arrested 46 year old Derrick Gray of Middlefield for Criminal Contempt. Gray failed to obey a lawful court order issued by a judge to respond to the Otsego County Probation Department to receive a GPS ankle monitor, the Otsego County Court issued a bench warrant for Gray's arrest, he was arrested on December 25th and was remanded to the Otsego County Correctional Facility without bail, he was charged with violating a court order and issued an appearance ticket returnable to the Town of Otsego Court, he was returned to the correctional facility.

The U.S. Small Business Administration is encouraging disaster loan recipients in New York to apply for additional funds to protect their homes and businesses from future storms. Loan recipients have up to two years from their loan approval date to request an increase of up to 20% of their verified physical damages to cover the cost of improvements. Otsego County Sheriff Richard Devlin announced his plans Wednesday to run for re-election on the November Ballot for a 6th Term as Sheriff. Devlin has 36 years in law enforcement, including 19 years as Sheriff. Also, 25-year veteran of the Otsego County Sheriff’s Office Michael Stalter is challenging Devlin, both are running as Republicans.

The Number of Flu cases is trending down in New York State, according to the State Health Department. The last Week of 2025 had 49,000 new cases reported, down 32% from the week before, there have been just under 240,000 for the entire flu season, Locally, there were 350 new cases of the flu reported in the Tri-County Area.

State Police arrested 42 year old Francisco Ortiz of Deposit Monday for Felony Assault following a domestic dispute. Troopers were dispatched to a report of a domestic dispute in a vehicle traveling on Interstate 88 in the town of Colesville. Ortiz is accused of striking a victim in the face and crushing the victim’s arm in the middle console of his vehicle, as well as breaking a door at the victim’s residence in Afton. The victim was transported to Tri-Town Regional Hospital in Sidney for treatment to injuries, Ortiz was located in Deposit and arrested, He was transported to the Broome County Jail for Centralized Arraignment, and he was issued appearance tickets to the Afton Town Court on January 20 for the damage he caused to the victim’s door.

Governor Hochul delivers the official 2026 State of the State Address on January 13th, Among the topics Hochul will discuss includes centers on youth safety for online platforms, & AI, free school meals, rural revitalization, workforce training, expanding Teen Mental Health First Aid, middle-class tax relief, increased minimum wage, and investments in housing and education.

Several area fire departments responded to the report of a structure fire at Bordinger's Welding & Fabricating at 336 Winney Hill Road. The fire was reported at about 12:15 this afternoon, and people were able to escape the blaze. WCDO will have more information as it becomes available.

State Police & local Law Enforcement agencies responded today to a host of accidents related to the slippery roads in all of the local counties. Police agencies are reminding motorists to drive slowly now that wintry conditions have returned to the region.

The Otsego County Sheriff’s announces the arrest of 31 year old Marcus Borggreen & 26 year old Destiny Grant both of Mt. Upton, following a trespass complaint in the Town of Westford. Deputies were dispatched to a residence for a report of 2 subjects, they were located inside the basement of the residence, and were detained and were in possession of MDMA, narcotic drugs, and several weapons. the pair are facing numerous drug & weapons charges & were transported to the Sheriff’s Office and were turned over to the Jail to be held for Arraignment.

Governor Hochul announced that the last statewide Free Fishing Day of 2025 will be today, to mark Veterans Day. During Free Fishing Days, New York State waives the fishing license requirement for freshwater fishing in New York’s waters. While no license is required, all other freshwater fishing regulations remain in effect.

On the 24th anniversary of Michele Harris’ disappearance, State Police continue to investigate. Harris was last seen on September 11, 2001, Despite extensive investigation, her whereabouts remain unknown. In the coming weeks, State Police investigators will be conducting additional searches for evidence related to this case. State Police & State Parks Police continue the search for 20-year-old Jonathan D'Agostino, who is described as approximately 6’ tall, 210 pounds with a Shaved head, dark beard and mustache. Police reported that D'Agostino was spotted on Video footage as he was leaving Ithaca College on Sunday, Wearing blue jeans, gray sweatshirt and a green knit hat, his vehicle was located at lower Buttermilk Falls State Park in the Town of Ithaca and his cell phone was in the vehicle, with a note within the vehicle suggesting self harm. 41 year old Kenneth Todd of Middletown, pleaded guilty in County Court to 1 count of 3rd degree Grand Larceny, he admitted that he and two other individuals entered City of New York property by breaking through a locked gate and stole a DEP owned woodchipper. Todd was placed on interim probation for 1 year, He has to complete 100 hours of community service, If he were to violate these conditions, his sentencing date will be moved up and he faces the potential of 2 and 1/3 to 7 years in state prison.

New York State DEC announced a drought watch is being expanded by 30 counties, bringing the total to 50 counties under a watch across the state. The action was taken after consulting with the State Drought Management Task Force and federal partner agencies. 1 of the counties added to the drought watch includes Delaware County, residents are asked to Water lawns only when necessary, Reuse water collected in rain barrels, dehumidifiers, or air conditioners to water plants; Raise lawn mower cutting heights. Use a broom, not a hose, to clean driveways and sidewalks; Wash only full loads of dishes and laundry; Take shorter showers and Wash cars less frequently.

Baker also said that the Stewart's project is moving forward and should be coming before the Planning Board Shortly, and the Senator Schumer is looking to convince FEMA to reverse their negative decision on the Culvert project under State Route 8.

All water systems in the state were mandated to complete a Lead Service Line inventory for all service connections. Sidney Village Mayor Ray Baker told WCDO News that they had to send the letter out to residents, but there is no history of lead or copper piping used in the village of Sidney:

Anyone who would like to have their water service lines tested anyway, can call Shane Nordberg at the Sidney Wastewater Treatment plant to find out about testing kits, the number of 607-561-2330. Baker said that test kits typically cost about $45.

The Jennings Creek/Sterling Forest State Park wildfire on the New York border was fully contained over the weekend, Response actions in the area will continue in the coming days with a smaller force of state and local experts as final fire control efforts advance. To date, the fire has burned 5,304 acres across New York and New Jersey since Nov. 8. The fire is 100-percent contained and 100-percent controlled.

Delaware Opportunities and the Delaware County Chamber of Commerce are partnering with dozens of businesses and organizations across Delaware County to provide Christmas gifts to Delaware County children in need. Governor Kathy Hochul today announced nearly $220 million in federal funding to support counter-terrorism and emergency preparedness efforts across New York State. The funding is provided by the FEMA, it supports planning, organization, equipment, training and exercise activities which are critical to sustaining and improving community prevention, protection, response and recovery capabilities. Locally, Chenango & Otsego Counties get over $93,000 each, Delaware County receives more that $85,000.

New York State repealed on Friday a law that made it a crime to cheat on your spouse, which was a misdemeanor punishable by up to 3 months in prison. Governor Hochul signed the bill that repealed that law that dates back to 1907, about a dozen people have been charged since the 1970s, and 5 of those cases resulted in convictions.

State Police and local law enforcement agencies throughout the State will increase patrols through Thanksgiving weekend, targeting impaired and reckless driving. The special enforcement period runs through this Sunday and will also target other unsafe driving behaviors like Move Over Law violations. During the 2023 Thanksgiving holiday period, law enforcement officers arrested 1,342 drivers for DWI, issued 7,656 speeding tickets and 970 tickets for distracted driving.

Delaware County Sheriff's Deputies responded last month to a Harassment complaint in the Town of Davenport. 75-year-old George Sydlar of Davenport had engaged in a course of conduct, which alarmed or annoyed another person, and Deputies requested a criminal summons to be issued by the Davenport Town Court, last week Deputies arrested Sydlar, he is scheduled to return to the Davenport Town Court at a later date. Sydlar was sentenced to 30 days in jail earlier this year after he falsely reported that his neighbor committed a crime, and he refused to cooperate with authorities during the investigation.

NYSEG announced that almost all of the power has been restored, following last week's Heavy Wet Snow, that knocked down tree limbs & power lines all over the region. NYSEG was assisted by power companies from all over the northeast, after 24,000 customers lost power.

51 year old David Louden of Sidney appeared in Delaware County Court Friday after being arrested for a probation violation. The Delaware County Department of Probation had filed a revocation petition alleging 10 violations of the terms of his probation, for failing to report to his probation officer, possessing and consuming alcohol in violation of his conditions, possessing illegal narcotics, and refusing to answer the door to probation officers at his residence. Louden was remanded to the Delaware County Jail, he is scheduled for a conference on December 9th. .

The Delaware County Board of Supervisors & New York City have to come to an agreement to stop New York City from buying up more land in the watershed region, Shelly Johnson Bennett of the Delaware County Planning Department told WCDO News how the agreement works for both sides:

Johnson Bennett said this was an important step after the 1997 Watershed Agreement, where the City wound up buying for more land that was originally agreed upon, & it gives Delaware County more options for growth than they have had in decades.

Governor Kathy Hochul announced Today, the creation of the SUNY Top 10% Promise Program, which will allow students in the top 10% of their class, who meet other applicable criteria, to be automatically accepted to select SUNY schools. Students would be able to sign a consent form allowing their school to share their academic info with SUNY, with no application, essay, or fees. The inaugural 2025 roll-out includes 9 SUNY schools, including SUNY Oneonta.

Otsego County Sheriff's Office arrested 3 people following the execution of a search warrant in the Town of Laurens. 31 year old Ronald Neu of Laurens was charged with Criminal Possession of a Firearm, Criminal Possession of a Controlled Substance, Criminal Use of Drug Paraphernalia, Endangering the Welfare of a Child and Unlawful Possession of Ammunition Feeding Devices. 21 year old Christopher Beech, was arrested on an outstanding warrant , as was 23 year old Alyssa Jones, & 20 year old Rafail Tsiraouglou. Deputies & Oneonta Police executed a search warrant, all individuals were detained for further investigation, Beech and Jones were turned over to the Chenango County Sheriff’s Office and New York State Police respectively, Tsiraouglou was turned over to Immigration Officials. Weapons & narcotics were seized, Neu was lodged in the Otsego County Correctional Facility for arraignment.

The Chenango County Health Department announced that a skunk found along Pleasant Street in the City of Norwich was tested by the State Wadsworth Laboratory, it was found to have rabies. The Health Department reminds area residents to make sure all your dogs, cats, ferrets, and livestock are vaccinated against rabies. Assemblyman Joe Angelino commented on the state parole board’s release of convicted cop killers, at a press conference in Albany earlier this week:

Angelino said that since 2017, the parole board has released at least 41 cop killers, they are looking for changes in the law to keep certain dangerous offenders from being released from jail.

25 year old Justin Robinson of Homer, Michigan is facing the charges of Criminal Contempt and Harassment, following an Order of Protection Violation, which occurred in the Town of Kortright. On May 25th, 2024, Delaware County Deputies responded to a domestic dispute they arrested Robinson for Criminal Trespass and Harrassment, he was arraigned, an order of protection was issued On Monday, Deputies were advised that Robinson had returned to the residence of the victim, Deputies arrested on the Criminal Contempt & Harrassment charges, he was held at the Delaware County Correctional Facility for arraignment.

Governor Kathy Hochul was picked Thursday in New York City as the Democratic party's choice for the 2022 race for Governor. Hochul has more than $21 million in her campaign warchest, she earned 85.6% of the weighted vote at the Democratic Party convention Thursday, she will likely still face primary challenges from Congressman Tom Suozzi and New York City Public Advocate Jumaane Williams.

The 1st public meeting regarding the Norwich Downtown Revitalization Initiative was held virtually Wednesday evening. Sidney Police arrested 44 year old Andrew Besuglow of Afton Tuesday on a drug charge, following a vehicle and traffic complaint received on December 3rd, where Besuglow was arrested for allegedly Driving while ability impaired by drugs, the substance was sent to the State Police crime lab for processing, where it was confirmed to be Fentanyl. Besuglow was charged with Criminal possession of a controlled substance, he was arraigned in the Village of Sidney Court where he was released on his own recognizance at appear back in court at a later date.

The State's 1st Free Fishing Weekend of 2022, on February 19 and 20, when freshwater anglers are permitted to fish for free without a license. Additional free fishing days include June 25 and 26, September 24 (National Hunting and Fishing Day), and November 11 (Veterans Day). During free fishing days, residents and visitors can fish for free on any of the state's 7,500 lakes and ponds or 70,000 miles of rivers and streams. All other freshwater fishing regulations still apply.

New York Attorney General Letitia James announced that the State Supreme Court ruled that Donald Trump, Donald Trump, Jr., and Ivanka Trump must all appear for sworn testimony, and Donald Trump must produce additional documents in compliance with subpoenas from the Office of the Attorney General. The judge ordered the Trumps to appear for testimony within 21 days, and ordered Donald Trump to produce additional documentation within 14 days.

The State Supreme Court, Appellate Division has ruled Delaware County was justified in terminating former Department of Social Services Commissioner, Dana Scuderi-Hunter and her petition to be reinstated and receive back pay was denied. In 2019, Delaware County filed charges against Scuderi-Hunter for misconduct, insubordination, and child endangerment. Under Civil Service Law, an independent Administrative Hearing Officer was brought in to review evidence, hear testimony, and make a recommendation to the Delaware County Board of Supervisors regarding the case, the Officer found significant evidence to support the charges and recommended immediate termination with no back pay.

The Governor's Office & the State Health Department announced that Wednesday's COVID 19 Statewide Positivity was 2.19%, the Lowest Since October 30th, there were 3,065 COVID-19 Hospitalizations Wednesday, the Lowest Since November 30th, there were 46 COVID-19 Deaths Statewide in Nursing Homes & Hospitals.

The budget, as unveiled by the Governor, totals 216.3 billion dollars, lawmakers have until April 1st to get the budget passed on time.

The Otsego County Department of Health reported their 100th death from COVID 19 in their latest report. The County has had 5 deaths already this year, they reported 128 new cases, and they have 8 hospitalized and a positivity rate of 16.8% over the previous 7 days.

The State Department of Health today announced the publication of the largest comparative study of its kind on immunity to COVID-19 from vaccines and from previous infection. The study, based on 32 million cases, found that both vaccination and a prior infection provided protection against future infection and hospitalization. The study concluded that becoming vaccinated and staying up-to-date with booster doses remains the most effective and only recommended way to gain immunity to COVID-19. Governor Kathy Hochul today announced more than $12 million added to the Drive Clean Rebate program to help consumers save up to $2,000 on the purchase of an electric vehicle and $2.7 million awarded to local governments to purchase electric vehicles and install zero-emission charging stations for public use to address climate change. The Rebates range from $500 - $2,000, they are available on more than 60 models of vehicles and consumers receive higher rebates for the purchase or lease of longer range, all-electric vehicles with a base Manufacturer Suggested Retail Price of less than $42,000. U.S. Senate Majority Leader Chuck Schumer and U.S. Senator Kirsten Gillibrand announced $420,000 in federal funding to develop and implement regional economic development strategies throughout New York State. The funding was allocated through the Economic Development Administration and will promote public-private partnerships to diversify and strengthen regional economies in New York. The Southern Tier East Regional Planning Development Board receives $70,000 for the Development and implementation of economic development strategies for 8 counties, 129 towns, 54 villages and the cities of Binghamton, Ithaca, Cortland, Oneonta, and Norwich.

State Police at Sidney are looking to identify a white male subject, who was caught on a surveillance camera at the Bainbridge Coin Laundry on West Main Street in the village of Bainbridge November 20th, and is a suspect in a larceny investigation. Bassett Healthcare Network temporarily suspends visitation to inpatient units across all of its hospitals beginning today. Network officials say the community virus spread around Central New York remains high with the Omicron variant, leading to measures to protect the safety and health of its patients and staff. State Police arrested 20 year old Brandon Carlson of Endwell for Criminal Possession of Stolen Property, Criminal Mischief, Reckless Endangerment & 2nd degree Assault Monday.  Shortly before 3:00 p.m., a trooper spotted Carlson in a truck that had been involved in a hit and run in the village of Endicott.   The trooper attempted to stop the vehicle, but Carlson failed to comply.  A short distance later, Carlson crashed into another vehicle on Country Club Road in Endwell, he fled on foot and was ultimately taken into custody.  Carlson was transported to Wilson Hospital and was treated and released.  Carlson was processed then transported to Broome County Central Arraignment and Processing. The driver of the vehicle that was struck by Carlson on Country Club Road is identified as 90 year old Eileen Patch of Endwell, She was transported to Wilson Hospital and is being treated for injuries sustained in the crash.  The investigation is on-going by state Police & Endicott Police.

Otsego County Sheriff's Office arrested 43 year old Dennis Kropp of Oneonta on outstanding warrants after a traffic stop in the Town of Hartwick Tuesday.  Kropp was charged with Speeding, operating an Uninspected Motor Vehicle & other charges, Kropp was taken into custody for the warrants out of the Oneonta City Court, he was turned over to Oneonta Police Department to await arraignment, Kropp was order to appear in Town of Hartwick Court at a later for the traffic violations.

The Village of Sidney will hold a public meeting later this month, regarding the village's option to opt out of the state Marijuana legalization program, Mayor Andy Matviak told WCDO News that the village has options:

New York Attorney General Letitia James will continue her 'HealNY' tour by visiting Binghamton and Ithaca today, and making two announcements regarding support to New York families and communities impacted by the opioid crisis.  James will first be at Binghamton General Hospital at 11:00 AM where she will be joined by Broome County Executive Jason Garnar & other local leaders.

Governor Kathy Hochul today announced $7.4 million in federal funding is available to county emergency management agencies in New York State to support planning and operational readiness for any type of disaster. Through the annual federal Emergency Management Performance Grant, awardees can access funding to support a wide range of efforts ranging from the development and implementation of training and exercises to acquiring emergency response resources. Locally, Chenango County gets $23,428, Delaware County gets $22,516 & Otsego County gets $27,729.

The American Red Cross is experiencing an emergency blood and platelet shortage and must collect 10,000 additional blood products each week over the next month for the blood supply to recover and meet hospital and patient needs. Village of Delhi Police Department arrested 28-year-old Andrew Kreger for Reckless Driving, Endangering the Welfare of a Child and Improper Passing. Kreger was released on appearance tickets returnable to the Delhi Town Court at a later date.

Delaware County Board of Elections announced that the Local Primary Election date is June 22nd, with the polls will be open from 6:00 AM to 9:00 PM. The statewide single-day COVID-19 positivity rate dropped to 0.44% Wednesday, and the 7-day rolling average dropped to 0.60%, & hospitalizations from COVID statewide fell below 1,000 to 970 for the first time since October 21st of last year. There were 245 ICU patients with 143 on ventilators Wednesday, over 128,000 tests were administered with 565 positive tests, and there were 10 COVID attributed deaths. The State Health Department reported that 46.3% of New Yorkers have completed their full Vaccine series.

State Police responded Tuesday Night to the Perch Pond Cemetery on Nabinger Hill Road in Colesville for a report of a vehicle that struck a tree. 20 Year old Joshua Klee of Nineveh was the only occupant and was pronounced dead at the scene.

McKnight said that the September 17th Mass Food Distribution helped out about 1200 individuals from 500 families, with 12 tons of food given out.

The State Education Department announced the cancellation of the January Regents Examinations due to the ongoing coronavirus pandemic. The Education department also plans to submit a proposal at the December Board of Regents meeting to modify requirements for high school diplomas, so the Regents cancellation will not affect students about to graduate. The Education department canceled the June Regents earlier this year because of the pandemic, and modified high school diploma requirements for the Class of 2020.

The State Health Department reported that 133,000 COVID 19 test results were reported Tuesday, yielding 2126 positives. Patient Hospitalization went up again by 26 to 1,253, the number of ICU patients increased to 284, 129 are on ventilators, there were 14 COVID Deaths.

Otsego County Department of Health reported 14 new cases of COVID 19, 2 are in college students, and there is a cluster of 10 cases related to a residential group home in Oneonta. Otsego County reports 1039 total confirmed cases with 47 active cases, 0 hospitalized, 8 deaths, and 754 cases linked to SUNY Oneonta & 56 confirmed cases in Hartwick College students

Delaware County Public Health reported 8 new cases of COVID 19 Wednesday, they have 47 active cases & 181 quarantined, and they are now at 201 total cases since March with 9 deaths and 145 recoveries.

Richelle and Delana Wood of Walton held a lemonade sale at their Walton home in September to benefit the Delaware County Sheriff’s K9 program. The Wood Sisters indicated they wanted to recognize K9 “Ozzie” who passed away due to a medical condition earlier this year, & support the continuation of the program and our agency’s new K9, “Eli”. The girls raised $516.55 for the K9 program; $416.55 through lemonade sales as well as another $100.00 by private donation, Deputy Kyle Karcher and K9 Eli received the donation from the girls at their Walton home last week.

Delaware County Sheriff's Deputies responded to a reported burglary in the Town of Walton, Deputies were informed by the victim that property stolen from a building located on County Highway 21 was found at the Cow Path Lane location. Deputies obtained and executed a search warrant and recovered the stolen property. Deputies arrested 40 year-old Robert Smith and 35 year-old Terriann Connolly, both of Walton, for 3rd degree burglary & Petty larceny. Smith was also charged with criminal possession of stolen property; both were released on appearance tickets directing them to appear in the Town of Walton Court on a later date.

Governor Cuomo announced today that travelers from Alaska, Arizona, Delaware, Maryland and Montana will no longer have to self-quarantine for 14 days when arriving in New York.  The U.S. territory of Guam was added to the states quarantine list, the full list can be found at coronavirus.health.ny.gov.

The Federal EPA is planning to complete the clean-up of the GCL Tie & Treating plant in Sidney that closed over 26 years ago, and was included on the Federal Superfund site in 1994.  The plant was contaminated by creosote, which was used to treat railroad ties, the owners abandoned the business & the creosote contaminated groundwater.  The EPA will hold an online public meeting September 3rd at 7 PM at Eventbrite.com.

The Broome County Sheriff's Office arrested 27 year old Ridge McCollum of Whitney point following an investigation into the report of a car in a ditch in Windsor.  Deputies accuse McCollum of trying to ingest cocaine that was discovered by sheriff's deputies during their investigation.  McCollum was charged with tampering with physical evidence, DWI, Criminal Possession of a controlled substance & obstructing governmental administration, he faces court action at a later date.

Attorney General Letitia James today announced an $85 million multistate settlement with American Honda Motor Company over allegations that Honda concealed safety failures in the airbags of certain Honda and Acura vehicles sold in the United States. The settlement was reached between a coalition of 48 attorneys general and Honda & it concludes a multistate investigation into Honda's alleged failure to inform regulators and consumers of issues related to the frontal airbag systems installed in certain model cars, which resulted in at least 14 deaths and over 200 injuries in the United States alone.   Customers can learn about the class action settlement at AutoAirbagSettlement.com or visit Honda's airbag recall website at HondaAirbagInfo.com.

The Otsego County Health Department announced that they will hold another free COVID 19 testing on Thursday from 9:00 AM to 12:00 NOON at the former "Greenies" site on state route 7 in Otego, near the Unatego school campus.  This testing site is for people who are not sick but want to be tested by a nasal swab.  This is a drive up testing site. Individuals will be required to remain in their vehicle and wear a mask when pulling up to the testing tent.  This testing site is for Otsego County residents only who preregister by calling 547-4279.

State Police arrested 48 year old Robert Gregory of Oneonta for 3 counts of Forcible Touching, 3 counts of Sexual Abuse and 2 counts of Endangering the Welfare of a Child.  An investigation was opened when the parents of two victims under the age of 17 contacted State Police, an investigation revealed that Gregory allegedly made inappropriate sexual comments and forcibly touched the intimate parts of 2 under aged victims. Gregory was virtually arraigned and remanded to the Otsego County Jail on $500 cash bail or $1,000 bond.  The judge issued orders of protections to each of the victims.

Governor Cuomo issued an executive order that requires county boards of elections to be ready for the changes in voting in the November elections.  The executive order requires county boards of elections to Send a mailing outlining all deadlines for voters by Tuesday, September 8, Send staffing plans and needs to the State Board of Elections by September 20th so they can assist them in ensuring adequate coverage, make sure that boards are ready to count votes and reconcile affidavit and absentee ballots by 48 hours after elections & Provide an option for New Yorkers to vote absentee in village, town and special district elections.

Delaware County received no new positive test result for COVID-19 since Friday, 1 additional recovery has been reported. The known active cases in the County as of today is 3, all are recovering at home. To date there have been 101 confirmed positive cases of COVID-19 in Delaware County, with 29 people now under mandatory quarantine, 6 people have died and 92 have fully recovered.

The Broome County Sheriff's Department is searching for a
missing teenager from Port Crane.  15
year old Rebecca Sabrina Cortez left her parent's home in Port Crane last
night; she is described 5', 6" tall weighing between 115-120 pounds and
has dark hair with highlights in it.  She
was last seen wearing light brown pajama pants and a dark blue sweat
shirt.  Anyone with information should

Delaware County Public Health announced that a raccoon in
the Town of Bovina has tested positive for rabies. The rabid raccoon exposed 1
dog that was not up to date on its rabies vaccinations; Public Health is
working with the dog owner and Town of Bovina officials to implement six-month
quarantine on the dog. The Remaining 2019 rabies clinics in Delaware County are

Governor Cuomo today announced $187 million in funding to
support 25 statewide projects that will protect and transform New York State's
health care system. This funding from the Statewide Health Care Facility
Transformation Program will improve patient care through the development of
high-quality medical facilities and programs serving the inpatient, primary
care, mental health, substance use disorder and long-term care needs of
communities throughout the State.  The
Southern Tier will get 11.5 Million Dollars.

Now that the Woodstock 50 festival has been completely
cancelled, fans who want to commemorate the original festival can still see a
series of concerts at the original Woodstock 1969 site, over the August 16th
through 18th Weekend.  Bethel Woods will
have the Ringo Starr All Star band August 16th, Santana & the Doobie
Brothers on Saturday August 17th, & John Fogerty on August 18th, Santana

Local law enforcement officers
will take to the rooftops of several Dunkin' restaurants Friday Morning for the
annual "Cops on Top" event in order to raise awareness and funds for
Special Olympics New York. Locally, Law enforcement agencies are participating
Friday morning at the Dunkin Donuts at 117 State Route 7 in Sidney.

Governor Cuomo signed legislation authorizing firefighters
and other emergency medical responders to remove animals in unattended motor
vehicles under conditions that endanger their health or well-being. This
legislation will help reduce wait times when calls are made to 911 that a pet
is in danger, especially in areas and at times when law enforcement or animal
control availability is limited. The bill goes into effect immediately.

19th District Congressman Antonio Delgado will be holding a

State Police continue to search for 32-year-old Brandon
Williams of Endwell, who has not been heard from since March 5th. Williams was
last seen in the area of State Highway 38B and State Route 26 in Maine.  Williams is described as 6'2", 220
pounds with brown hair and brown eyes.

Governor Cuomo signed the Farm Workers Bill Wednesday, which
establishes a Fair Labor Practices Act to protect farm worker rights and ensure
equitable housing and working conditions.

The bill grants farm workers overtime pay, a day of rest
each week, disability and Paid Family Leave coverage, unemployment benefits and
other labor protections. The bill will take effect on January 1, 2020.

Delaware County Sheriff’s Deputies arrested 40-Year-Old
Robert Decker of Sidney on an active Bench Warrant from Town of Sidney Court
for failure to appear on previous charges of Menacing and Harassment.  Decker was arraigned in the Town of Sidney
Court, and he was remanded to the Delaware County Correctional Facility on
$1,000 cash bail or $2,000 bond.  Decker
is scheduled to re-appear in the Town of Sidney Court at a later date, Deputies
were assisted by the Village of Sidney Police Department.

State Police arrested 57 year old Edward Fernly of Oneonta,
on 5 counts of petty larceny.  Fernly is
accused of stealing items from Lowe's in Oneonta, worth about $930.  Fernly was released on appearance tickets for
Oneonta Town Court at a later date.

Organizers of Woodstock 50 have
submitted their 3rd application to have the event held at Vernon Downs in
Oneida County.  Previous applications
were turned down due to the closeness in time of the scheduled event, and for
the lack of planning for law enforcement & first responders to be on hand
to sufficiently handle the demands of a large 3 day music festival.  A previous attempt to hold the festival on
the 50th anniversary of the original Woodstock festival at Watkins Glen
international fell apart last month.

25 year old John Mehne of Florida pleaded not guilty
Wednesday to a Broome County grand jury's indictment.  Mehne was arrested June 4 after he allegedly
crashed a stolen car on I-81, tried to escape by jumping on 2 other vehicles,
fled in to the woods, then Police agencies launched a manhunt.  The grand jury indicted Mehne for Grand
Larceny and Menacing; he was arraigned on the latest charges & was remanded
back to the Broome County Jail.  Another
Grand Jury presentation is expected, as the Broome County District Attorney's
Office continues to work with State Police on additional charges relating to
the series of incidents involving Mehne on June 4th.

The State Office of General Services announced that a

The Investigation of Scott Lisincchia revealed that he had
drugs in his system, at the time when he was the driver in Schoharie limo crash
that killed 20 people last October.
Lisincchia reportedly had marijuana and traces of an anti-seizure
medication in his system; he was one of the 20 killed in the crash.  The owner of the Prestige Limo Service that
Lisincchia worked for, Nauman Hussein, faces grand jury proceedings
tomorrow.  The National Transportation
Safety Board and state police are continuing to investigate the crash.

State Attorney General Letitia James provided taxpayers with
tips to help avoid fraudulent tax schemes, and how to report any suspected
scams intended to steal personal and financial information.  Currently, Scammers are impersonating
representatives from the U.S. Treasury Department, the IRS, the Taxpayer
Advocate Service in an attempt to collect phony tax debts; & some Scammers
claim consumers owe past tax debts and insist that consumers pay using a
prepaid credit card or gift card;   New
Yorkers should report potential scams to the Office of the Attorney General by
submitting a complaint online or calling the consumer hotline at
1-800-771-7755.

The State Education Department needs to improve its efforts
to ensure school districts are following state requirements for school safety
planning, according to an audit released by State Comptroller Tom
DiNapoli.  The audit found that the Department
did not do enough to make certain that the requirements under the Safe Schools
Against Violence in Education Act were being met by school districts, many of
the districts could not demonstrate they had adopted annual safety plans, held
public hearings on the plans, or appointed required personnel to safety teams
or trained employees on the plans.

State Police continue to investigate the November 1983
murder of 19-year-old Bessie Williams of Johnson City, who was reported missing
to the Johnson City Police Department when she did not return home after
picking up her paycheck at the Quality Inn Lodge in Endwell.   On April 11, 1985, State Police responded to
a report of human skeletal remains near King Street in the Town of Barker.    A forensic examination determined the
remains were those of Bessie Williams, and the manner of death was
homicide.  State Police have been attempting
to identify a suspect whose vehicle was towed by citizens in the fall of 1983,
from a field bordering the wooded area where her remains were discovered, he
was described as an intoxicated white male, 25 - 30 years old, 5' 7" to
5'10" with medium build, wearing work boots, jeans and a blue wind
breaker, the vehicle was a late 1970s white hatchback.  Many leads have been followed up, the case is
still open.  Anyone with information is
asked can call State Police at 561-7400.

State DEC Officials remind New
Yorkers that there is a burn ban in the state through May 14.  Officials stated that open burning of
household trash releases dangerous compounds including arsenic, carbon
monoxide, formaldehyde, and lead, into the air, & that open burning is also
the single greatest cause of wildfires in New York, a few have already been
reported in the Mohawk Valley Region.

State Police arrested 54 year old William Davis of Franklin
for DWI, after a trooper was dispatched to State Highway 357 in the town of
Sidney for a 1-car rollover.  The trooper
located Davis’s vehicle down an earth embankment and on its roof.  Davis was uncooperative with the trooper’s
investigation and did not want to be seen by EMS even though he had blood on
his face and hands,  He arrested &
arraigned in the town of Sidney Court and remanded to the Delaware County Jail
on $1,000 cash bail or $2,000 bond.  His
next court date in the town of Sidney is Thursday, He will also to appear at a
DMV refusal hearing on May 3, 2019 in the city of Oneonta.

State Police arrested 45 year old Steven Whitehead of
Unadilla for DWI, after a trooper observed Whitehead’s vehicle with an
equipment violation while on Interstate 88 in the town of Sidney.  A traffic stop was initiated on River Road,
Whitehead was arrested & was released on appearance tickets for town of
Sidney court on April 25th, and he was turned over to the village of Sidney
Police Department where he was wanted on a warrant.

Sidney Village Police announced the arrest of 2 people Tuesday, after they executed a search warrant along with State Police. An 18 year old Sidney youth was charged with criminal possession of a controlled substance, criminal possession of a weapon & Criminal Possession of Stolen Property Assault, Endangering the welfare of a minor & Harassment, he was arraigned & was remanded to the Delaware county jail on $10,000 cash bail. Am 18 year old Unadilla youth was also charged with criminal possession of Stolen property, he was arraigned & was sent to the Delaware County Jail on $3,000 bail. The investigation is ongoing & more charges are pending.

Governor Cuomo today issued a cease and desist letter to ICE to demand the immediate stop of their unconstitutional enforcement actions. Cuomo condemns the agency's patterns of targeting immigrants and jeopardize public safety in places of businesses, and public places such as schools. Also the Governor signed an executive order to modify executive order #170 to prohibit ICE arrests in state facilities without a warrant, and it also prohibits law enforcement officers from inquiring about immigration status unless they are investigating illegal criminal activity.

Delaware County Sheriff Deputies arrested 28 year old Donald Kern of Hancock for Aggravated Unlicensed Operation after they responded to a 1 car property damage accident on South Dry Brook Road in the Town of Tompkins. Kern is accused of operating his motor vehicle while his driving privileges were suspended. Kern was issued an appearance ticket having to appear in the Town of Tompkins Court at a later date.

State Comptroller Tom DiNapoli released the results of several audits today, including an audit of the Village of Milford. Key Findings were: Duties performed by the Clerk-Treasurer are not segregated, and the Board does not provide adequate oversight & The Board did not ensure that the required annual audit of the Clerk-Treasurer’s records was performed. DiNapoli's auditors recommended that the Board should periodically review bank statements, canceled check images, bank reconciliations and monthly reports & they should perform the required annual audit of the Clerk-Treasurer’s records.

Community Foundation for South Central New York announced that they have awarded $5,000 to Organizations in Walton, from the Paul G. and Miriam B. Mattern Fund. After a competitive local selection process, the advisory committee approved 2 grants to the Town of Walton for $2,500 to support the River Edge Trail planning activities, and $2,500 for the Walton Cemetery Association for the repair and maintenance of roads in the cemetery.

The State Board of Elections announced that all precincts have reported in the 102nd State Assembly race, they have declared Republican Christopher Tague as the winner, with 45.8% of the vote, over Democrat Aidan O'Connor with 44.3%, and Independent candidate Wesley Laraway with 9.7%. Tague replaces Pete Lopez, who left the seat last year following an appointment to the EPA.

Governor Cuomo launched the 3rd round of the Downtown Revitalization Initiative, investing $100 million into 10 additional downtown neighborhoods across the state. The Broome County Special Investigation Unit Task Force executed a search warrant in Port Crane, which resulted in the arrests of 31-year-old Brett Poyer & 30 year old Jodi Bickos. Officers seized 2.2lbs of methamphetamine, packaging materials, and paraphernalia at the residence, Poyer and Bickos were charged with Criminal Possession of a Controlled Substance, and Criminally using Drug Paraphernalia, they face court action shortly.

The Chenango County Sheriff’s Office has completed its investigation of Monday's fatal fire at 553 German Hollow Road in the Town of Plymouth. Investigators have determined the fire started in the area of a wood stove being used to heat the residence. It was also determined from autopsies that Debbie Pfeiffer, Amber Morrow and Benjamin Pfeiffer all died from smoke inhalation.

Delaware County Sheriff’s Deputies arrested 22 year old Nicholas Corrao of Stamford on 1 count of Endangering the Welfare of a Child following a report of child abuse in the village of Stamford. Deputies allege that Corrao acted in a manner which was injurious to the mental and moral welfare of a child less than 17 years of age. Corrao was issued an appearance ticket and is scheduled to reappear at the Town of Stamford court at a later date.

The State Labor Department released local unemployment rates for the month of December. Locally, Chenango County was up to 5.8%, Delaware County had 5.7% unemployment & Otsego County had 5.2% unemployment, the state rate was at 4.4% for December.

The Unatego School District Board of Education is holding a special vote today from 12:00 noon to 8:00 PM, in the Unatego Middle/High School building in Wells Bridge. Eligible voters in the Unatego district will vote on the leasing of 3 large and 1 small passenger school buses.

28-year-old Joshua Shurock of Norwich was sent to jail without bail, after being accused of assaulting a police officer & possession of heroin. Shurock was arrested last Thursday; he allegedly injured a Norwich officer while being arrested on the drug charge. The officer was treated & released at Chenango Memorial Hospital. Shurock was remanded back to jail pending future court action.

Delaware County Sheriff's Deputies arrested 36-year-old Seth Maki of Minnesota, with Criminal Impersonation; he is accused of falsely identifying himself to Deputies at the Delaware County Fair. Maki was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $500 cash bail.

State Police arrested 28-year-old Todd Matias of Harpursville for Felony DWI, Aggravated Unlicensed Operation 1& several other traffic violations, after a trooper heard a vehicle with a loud exhaust on State Route 79, in the town of Colesville. The officer determined that Matias was driving while intoxicated, had a suspended driver's license, and an expired vehicle registration. Matias refused to submit to a breath test to determine his blood alcohol content, he was arraigned in the town of Colesville court, and was remanded to the Broome County jail on $5,000 cash bail or $10,000 bond.

Delaware County Sheriff's Deputies arrested 22-year-old Ashley Murphy, of Sidney Center, on a Bench Warrant issued by the Town of Walton, for failure to appear to answer a charge of Criminal Possession of a Controlled Substance. Murphy was arraigned in the Town of Walton Court and was released on her own recognizance and directed to reappear in the Town of Walton Court on a later date.

State Police arrested 46-year-old Wayne Johnson of Oneonta, for Felony DWI, Aggravated Unlicensed Operation, and Operating a Motor Vehicle without an Interlock Device. Johnson was pulled over for improperly working headlights, a trooper determined that Johnson was intoxicated, had a suspended driver’s license, and was driving a vehicle that was not equipped with an ignition interlock device. Johnson was arraigned in the town of Oneonta court and was remanded to the Otsego county jail on $1,500 cash bail or $3,000 bond, pending September 12th court action.

Governor Cuomo signed Briana’s Law that requires State Police and New York City Police Department candidates and officers to receive CPR training prior to graduation and every 2 years after. In 2010, Briana Ojeda suffered an asthma attack while playing at a playground, on the way to the hospital; Briana's mother was stopped by a police officer who was unable to perform CPR. Briana died shortly after she got to the hospital. The new law will go into effect in 60 days.

37 year old Robert Stutzer of Stamford has been charged with arson & criminal Mischief in connection with an alleged arson at 2630 State Highway 7 in the town of Unadilla last Thursday. State Police reported that Stutzer was arrested shortly after the report of a fire at that location on February 16th, the investigation is continuing.

Bonacic predicted that the bill would easily pass the Senate, but he was not sure if it would pass the Assembly. The bill was forwarded after an unprecedented number of attacks against Police, Firefigthers & EMT's around the country in recent years.

New York placed seventh nationally in the percentage of public high school graduates succeeding on Advanced Placement exams in 2016, moving up from eighth the year before, according to a College Board report released Wednesday. New York, which in 2008 led the nation and in 2012 was second, trailed other states that have surged ahead — including Massachusetts, which ranked No. 1 for the first time, with 31% of their high school graduates scoring a "3" or higher on last year's AP exam. Maryland ranked 2nd, followed by Connecticut, Florida, California & Virginia & then New York.

Governor Cuomo today announced the New York State Local Emergency Management Accreditation Program, the first of its kind state-level program for local emergency management agencies in the nation. 24-year-old Andre Lee of Binghamton was sentenced in Broome County Court to 25 years to life in jail for the July 4th 2015 killing of 19-year old Scott Wright in Binghamton. Lee got into a fight with Wright's friends at a party, he later returned with a gun & fatally shot Wright

Oneonta Police announced that 17-year-old Kobe Kimble and 17-year-old Gabriel Perez were arrested in connection to the knifepoint robbery of a SUNY Oneonta student in December. The teens were charged with Robbery, 4th degree Grand Larceny, Kimble was also charged with Criminal possession of a weapon, Menacing, & Petty Larceny. Perez was also charged with Petty Larceny and Harassment. Both were arraigned in & were held on $15,000 bail or $30,000 bond and remanded to the custody of the Otsego County Sheriff Department.

Sidney village police arrested 23-year-old Shane Fallon of Norwich for 1 count of 1st degree sexual abuse for allegedly abusing a child under the age of 11. Fallon was arraigned & was remanded to the Delaware County Jail on $5,000 cash bail pending future court action. Norwich Police, The Otsego County Sheriff’s Department & the Otsego County department of Social Services, assisted Sidney Police in the investigation.

The Otsego County Chamber of Commerce announced the 2017 winners of its annual awards. Richards said that the Facilities committee has suggested closing the Otego Elementary School first, and then the Unadilla Elementary School in 4 to 5 years after that, the Unatego Board of Education is expected to vote on the Otego closure next month. Richards said that the district has lost 28% of their student population in the last 10 years, and the 2 buildings are over 90 years old and face millions of dollars in repairs & renovations.

Another public meeting of the Oneonta Downtown Revitalization initiative will be held on Tuesday January 24th at the Foothills Performing Arts Center Atrium. Updated information will be provided by Stantec Urban Planners, Otsego Now & the local planning committee, regarding plans to transform the downtown business district. Oneonta received 10 million dollars from the state last year for the projects. The public is encouraged to attend & participate in the meeting on the 24th.

Delaware County Sheriff Deputies responded to a 2-car motor vehicle accident on State Highway 206 in the Town of Walton Monday. 48-year-old Tenzin Pelmo of Ithaca was rear-ended by a vehicle being driven by 37 year old Karyl Rose of Bainbridge. Both drivers were transported to Delaware Valley Hospital for treatment of their injuries. Rose was charged with Driving While Ability Impaired by Drugs and Aggravated Unlicensed Operation, unsafe tires and following too closely. Rose was arraigned & was released on her own recognize pending later court action in Town of Walton Court.

Oneonta Police arrested 30-year-old Jesse Tetlow of Oneonta on charges of 2nd degree burglary, plus criminal contempt, obstructing Governmental administration & harassment. Tetlow is accused of entering the residence of a former girlfriend, which violated an order of protection, & pushing another resident against a washing machine and using physical force to prevent police from performing his official duties at the scene. Tetlow was sent to the Otsego county jail on $20,000 cash bail or $40,000 bond pending court action on Friday in Oneonta City Court.

An Afton Central School District bus slid off Lord Road in icy conditions this morning, No Injuries were reported, The Afton district delayed the opening of classes today by 2 hours.

Property tax levy growth for school districts will be capped at 1.26% for the 2017-18 fiscal year, according to State Comptroller Tom DiNapoli. The tax cap limits tax levy increases to the lesser of the rate of inflation or 2% percent; with certain exceptions, including a provision that allows school districts to override the cap with 60% voter approval of their budget.

Bainbridge-Guilford-Afton-Harpursville Head Wrestling Coach Brandon MacNaught has been named the 2015-2016 New York State Wrestling Coach of the Year. The New York State Public High School Athletic Association recognized MacNaught's work during the 15-16 season, he had the task of working with 3 different school districts for his combined team, yet the Bears are consistently one of the most successful teams in the area. They sent several wrestlers to the state tournament in Albany last year and won several tournaments as a team as well.

State Comptroller Tom DiNapoli today urged New Yorkers to read the fine print on gift cards this holiday season for details about fees and expiration dates. While some gift card sellers have done away with inactivity fees, consumers should still ask whether fees apply when purchasing a gift card. As a rule of thumb, DiNapoli said New Yorkers should register the card with the retailer and use gift cards within a year of purchase to avoid inactivity fees. Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy. In State Fiscal Year 2015-16, $11 million from gift cards was turned over to the state’s Abandoned Property Fund.

Lieutenant governor Kathy Hochul announced today planning grants are being made available for Brownfield Remediation projects around the state. The grant applications are due in March; there are currently 38 designated Brownfield Opportunity Areas in the state.

Delaware County Sheriff’s Office Arrested 36 year old Chad Walters formerly from the Sidney, at the Texas State Penitentiary. Walters was released from the Delaware County Correctional Facility in November, 2014, after posting a $50,000 bail bond, he was arrested on a Bench Warrant issued for failure to appear on a charge of Criminal Sale of a Controlled Substance. Walters is currently serving a 4 1/2 year prison sentence in Texas on a felony conviction for evading police officers, Walters was extradited from Texas to New York on Tuesday after waiving extradition proceedings, he is being held in the Delaware County Correctional Facility without bail pending trial.

Miller Park is located at the intersection of the Lettis Highway & Main Street in Oneonta, to honor Dick Miller, who served as President of Hartwick College and then Mayor of Oneonta, he took his own life in October of 2014.

Early Saturday morning, Oneonta Police officers responded to a report of a man inside an apartment at 10 Market Street, they arrested 32 year old Ryan Leonard, formerly of Oneonta & currently from Fort Lauderdale Florida, Leonard was intoxicated, without clothing, and is accused of attempting to sexually attack 2 females while they slept. Leonard was charged with 2nd degree Burglary & Attempted 1st degree Rape, Leonard was held at the City of Oneonta Police Department pending arraignment in the City of Oneonta Court.

State Attorney General Eric Schneiderman announced that his office has reached settlements with Viacom, Mattel,  Hasbro and JumpStart Games resolving investigations into the companies' violations of the Children's Online Privacy Protection Act. "Operation Child Tracker," discovered that websites operated by these companies were home to tracking technology that illegally enabled third-party vendors, to track children's online activity in violation of the law. The companies agreed to pay a combined $835,000 in penalties and implement significant reforms.

State Police were dispatched to West River Road, in the Town of Nichols, for a vehicle off the road. 32 year old Harley Spencer of Sayre, Pennsylvania drove his minivan off the east shoulder of the road and struck a tree. Spencer died at the scene from the injuries he sustained in the collision, the investigation into the cause of the accident in continuing.

State Police arrested 31 year old Kevin Craven of Binghamton, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a Broome County 911 report of a dispute at a home on Burr Avenue in the Town of Binghamton. Craven is accused of pushing the vicitm several times & choking the victim against a wall. Craven was arraigned in the Town of Binghamton court and was remanded to the Broome County jail on $500 cash bail or $1,000 property bond. An order of protection was issued.

State Police arrested 21 year old Colby Russo of Margaretville, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a dispute at a home on Thompson Hollow Road in the Town of Middletown. Russo allegedly punched and choked the victim during an argument. Russo was arraigned in the Town of Middletown where he was released on his own recognizance to appear at the court on October 13, 2016. An order of protection was issued by the court against him.

Delaware County Sheriff’s Deputies arrested 37 year old Corey Northrup & 35 year old Jessica Vollaro of Walton, following an investigation into a physical domestic incident inside the family home, in front of a child. Both were charged with Endangering the Welfare of a child, they were processed & were released on Appearance Tickets for Town of Walton Court on a later date.

The Binghamton Senators announced that single game tickets for the team’s 2016-17 regular season home games will go on sale Monday, September 19th at 10:00 AM at the B-Sens Executive Offices, the Arena Box Office, and all Ticketmaster outlets. Binghamton will play 37 regular season games at Floyd L. Maines Veterans Memorial Arena in addition to a home preseason game against the Rochester Americans on Saturday, October 8th starting at 7:05 p.m. The B-Sens’ home opener is scheduled for Saturday, October 15th against the Hershey Bears at 7:05 p.m.

The Village of Sidney Planning Board will hold a public hearing today at 7:00 PM in the board room at the Sidney Civic Center, regarding the proposed minor subdivision of 21 Liberty Street for the Sidney Municipal Apartments and the site plan review. The environmental significance of the application will be considered by the Planning Board following the public hearing.

Maine Endwell Little League is headed to the USA Finals in Williamsport, after defeating a team from Bowling Green Kentucky yesterday in the latest action of the Little League World Series. The Binghamton Mets announced that NYSEG Stadium would host the Official Watch Party for the Championship Game on Saturday at 3:30pm on the stadiums big screen. Parking will be free and there will be no admission charges. Limited concessions options will be available. Maine Endwell's team will play the winner of today's Tennessee Kentucky match up in Saturday's game.

Governor Cuomo signed legislation to curb the power of independent expenditure campaigns unleashed by the 2010 Supreme Court case Citizens United vs. Federal Election Commission. The legislation strengthen disclosure requirements for political consultants and lobbyists who provide services to sitting elected officials or candidates for elected office by requiring them to register with the state and reveal their clients.

A Town of Greene resident was arrested by the Chenango County Sheriff’s Office for Criminal Mischief & Harassment following a Domestic Dispute in the Town of Greene. Deputies arrested 56-year-old Joshua Browning who allegedly intentionally pushed the victim and prevented the victim from call 911 by damaging a phone. Browning was arraigned in the Town of Greene court and released on his own recognizance. Browning is to reappear in the Town of Greene Court at a later date.

Delaware County Sheriff’s Deputies arrested 31-year-old Courtney Otte of Walton for aggravated unlicensed operation of a motor vehicle in the third degree. Deputies allege the defendant operated a motor vehicle in a northerly direction on State Highway 10 in the Town of Walton while having an active suspension on her license for failure to answer a summons. Otte was additionally charged with unlicensed operation, operating a motor vehicle with an out headlight, and was released on traffic tickets returnable to Walton Town Court at a later date.

Governor Cuomo announced a coordinated effort by several state agencies and institutions to prevent underage drinking on college campuses as the fall semester begins. The State Office of Alcoholism and Substance Abuse Services, the State Liquor Authority, the DMV, and State Police are aligning resources to prevent underage drinking on campuses, More than 1,800 college students die from alcohol-related injuries, 696,000 college students are assaulted by another student that has been drinking, 97,000 college students experience alcohol-related sexual assault.

A Town of Plymouth resident was arrested by the Chenango County Sheriff’s Office on a Fugitive of Justice complaint for active Bench Warrant out of the Cleveland County Court in the State of Oklahoma. Deputies arrested 37-year-old Michael Lee Hall on the Fugitive of Justice complaint Hall was taken into custody and taken to the Town of Norwich Court. Hall was remanded to the custody of the Chenango County Correctional Facility with no bail. He is to reappear in the Chenango County Court at a later date.

Sidney village crews will continue milling today. Motorists should note that there would be traffic delays on West Main Street between east Main and Chestnut streets, as well as Dewitt drive.

Fire fighters from several area departments responded this morning to a structure fire on Main Street in Delhi. The fire began at about 6:30 this morning in the kitchen of Village Pizzeria at 106 Main Street, it eventually spread to an adjacent antiques store. Main Street has been closed off & the Delaware County Courthouse has cancelled all activity today due to a loss of electrical power. Delaware County Emergency Services department reported that fire fighters from Manpower and Apparatus from Delhi, Andes, Bloomville, Bovina, Franklin, Margaretville, Meridale, Oneonta, Pindars Corners, Sidney, Walton, & Wells Bridge responded, 1 firefighter fell on stairs & suffered minor injuries.

Governor Cuomo directed State Police to ramp up enforcement efforts as part of a national crackdown on impaired driving through Labor Day weekend, one of the deadliest times of year for drunk and drugged driving fatalities. The Drive Sober or Get Pulled Over campaign began today and ends September 5, will be carried out with assistance from local law enforcement agencies and aims to reduce deaths and injuries caused by motorists driving drunk or impaired by drugs. 1/3rd of all traffic crash fatalities in the United States involve drunk drivers. In New York State, alcohol involvement was listed as a contributing factor in more than 7,000 police-reported crashes in 2015, while illegal drugs contributed to more than 800 crashes.

Governor Cuomo today announced the availability of $98.7 million in funding to support bicycle, pedestrian, multi-use path and transportation-related programs as well as projects that reduce congestion and help to meet the requirements of the Clean Air Act. These projects will be selected through a competitive solicitation process and rated based on established criteria that include public benefit, air quality improvement, and innovation. The New York State Department of Transportation will be accepting applications for this funding opportunity through October 21, 2016. Program guidance, applications and workshop schedules may be found at dot.ny.gov.

In July, New York State’s private sector job count increased by 36,200, or 0.5%, to 7.95 million a new state high, according to the state Labor Department. The statewide unemployment rate was unchanged from June’s level of 4.7%, and remained below the comparable U.S. rate of 4.9% in July 2016. New York’s statewide unemployment rate remained at its lowest level since August 2007.

Alphonso Dennis of Binghamton was sentenced to 15 years in jail, after he pleaded guilty in federal court to having 2 young females engaging in prostitution in Broome County. Dennis must also register as a sex offender.

The Delaware County Board of Elections announced that Friday is the last day to register in person at the Board of Elections for the September 13th Primary Election. The Bainbridge town board will hold a special finance meeting today at 4:00 PM. The meeting will be held at the Bainbridge Town Hall & will be open to the public.

John Guzy of Bainbridge was sentenced to 40 years to life in prison, for the murder of 26-year-old Derek D. Prindle and attempted murder of Derek S. Prindle, the victim's father on October 27th, 2014, in front of the former Peak Fitness on State Route 7 in Bainbridge. Guzy was also ordered to pay restitution for funeral expenses for Prindle, among other related expenses, Guzy's attorney has filed a notice of appeal.

State Police arrested 19-year-old Jason McCrady of Greene, for 3rd degree Assault, criminal obstruction of breathing or blood circulation and harassment. This arrest occurred after troopers. McCrady is accused of punching, shoving & choking his girlfriend, causing injuries, he was also wanted on a bench warrant for aggravated harassment by State Police in Homer. McCrady was arraigned in the Town of Greene court and was remanded to the Chenango County jail on $1,000 cash bail or $2,000 property bond, pending court action on July 12th.

The trial of Almond Upton is scheduled to begin on July 11th In Broome County. Upton is accused of intentionally running down State Trooper Christopher Skinner as he was conducting an unrelated traffic stop on May 29 2014, on I-81 in the town of Chenango, Trooper Skinner was killed instantly.

The City of Oneonta Fire Department will be conducting a community risk assessment over the next few months. State Police CNET along with State Troopers & Norwich Police executed a search warrant following an investigation into Heroin sales in the Norwich area. 54 year old Antonio Totten of Norwich was found to be in possession of crack cocaine, $1803. in cash, wax envelopes containing heroin, brass knuckles, marijuana, and 2 cell phones. Totten was charged with 2 counts of Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon & Unlawful Possession of Marijuana. Totten was arraigned & was remanded to the Chenango County Jail on $100,000 cash bail or $250,000 bond.

The Village of Sidney Police Department announced the Main Street railroad crossing will be closed to traffic today for repairs. Reopening of the railroad crossing is expected on Tuesday, Motorists are advised to use an alternate route.

The State DOT announced that construction work for the Prospect Mountain construction project will require alternating lane closures in the City of Binghamton, today through Thursday, from 7:00 AM to to 5:00 PM. Front Street will have periodic, alternating lane closures between Prospect Street and Bevier Street. Crews will be performing bridge pier work. Flag personnel will guide alternating traffic through the work zone. Work will be performed weather permitting. Motorists are advised to be alert for slow moving traffic and sudden stops.

Law Enforcement Agencies in Otsego County have responded to a reported Bank Robbery at the NBT Bank Branch at 1 West Street in Edmeston at about 11:30 this morning. The Edmeston Central School District & Pathfinder Village were locked down and State Police & Otsego County Sheriff's deputies have been investigating. The Sidney Police Department arrested 43-year-old Jack Blanchard of Guilford for 2 counts of Criminal Sale of a Controlled Substance. The arrest is the result of a 2-month investigation into the sale of Cocaine in the Village of Sidney. Blanchard was arrested on an Arrest Warrant Sealed Indictment issued by Delaware County Court. He was sent to the Delaware County Correctional Facility to await arraignment on the charges.

Congressman Chris Gibson announced the passage in the House of an amendment he authored in support of former Navy and Marine Corps personnel and other Veterans who were exposed to Agent Orange during their service aboard vessels off the coast of Vietnam and now have serious illnesses that are directly connected to that exposure. The Blue Water Navy Vietnam Veterans Act ensures those Veterans is granted presumptive coverage for Agent Orange exposure. The House bill introduced by Congressman Gibson has 320 cosponsors from both parties, while the Senate version introduced by Senator Kirsten Gillibrand has 41 bipartisan cosponsors.

The New York State DOT announced that construction work for the Prospect Mountain construction project will be performed and will require lane closures in the City of Binghamton. Beginning tomorrow, through Thursday, from 9 AM to 3:00 PM, I-81northbound/State Route 17 westbound will be reduced to 1 lane between Exit 3 and 4S for the removal of concrete barrier. The right two lanes will be closed. On Thursday, from 9:00 AM to 3:00 PM, I-81 northbound/State Route 17 westbound Exit 4S will be closed temporarily for the removal of concrete barrier. A signed detour will be in place directing motorists around the ramp closure. All work will be performed weather permitting.

The Village of Sidney announced that work would be performed on the Main Street Bridge on Tuesday May 24th from 9:00 to 3:00 PM. The bridge will be open for 1 lane traffic only during the work.

24-year-old James Spain of Walton pleaded guilty to sexual misconduct, for allegedly performing sexual acts with an under-aged female. Spain was released on his own recognizance; Sentencing is scheduled for July 18th.

Governor Cuomo today announced $500,000 in federal funding has been awarded to the New York State Academy of Fire Science in the Southern Tier. The funding will support a crude oil training simulation for first responders. This marks the third consecutive year that the Division of Homeland Security and Emergency Services Office of Fire Prevention and Control has been awarded this funding. The Academy trains over 6,000 emergency services providers from across the state in over 130 courses per year.

Constitution Pipeline Company has appealed the State DEC’s refusal to grant the company’s request for a Section 401 Water Quality Certification under the Clean Water Act. The appeal was filed with the U.S. Circuit Court of Appeals, they contend that the refusal is arbitrary and capricious and constitutes an impermissible challenge to the Federal Energy Regulatory Commission’s Certificate of Public Convenience and Necessity, which was issued in December 2014. The company also filed an action with the U.S. District Court seeking a declaration that the State of New York’s authority to exercise permitting jurisdiction over certain other environmental matters is preempted by federal law.

State Police responded to a Delaware County 911 report of a motor vehicle accident on West Kortright Church Road in the Town of Kortright, Monday at around 5:45 PM. Troopers determined that 58 year old Michael Berry of East Meredith, lost control of his pickup truck, he left the roadway, struck a culvert, & overturned. Berry was transported to Fox Hospital in Oneonta where he was pronounced deceased from internal injuries. The investigation is ongoing.

Governor Cuomo today announced that New York State will award $1 million each to Bard College, University at Buffalo and SUNY Broome as part of the “Energy to Lead Competition, ” which challenged student-led coalitions to design and develop plans for clean energy projects. SUNY Broome’s “Geothermal Learning Laboratory” project shows how a geothermal system can harness the energy stored in the earth to heat and cool a campus, serve as a hands-on learning resource for students, and generate energy bill savings that can be reinvested in energy conservation measures. The project is expected to result in the avoidance of 135 metric tons of greenhouse gas emissions annually.

The Unadilla Chamber of Commerce will have its next regular meeting tonight at Country Squire Realty, at 1639 State Route 7 beginning at 6:00 pm. On the agenda will be making final plans for the 40th Annual Carnival of Sales on Saturday, July 9th along with fireworks discussion and the Concert Series with entertainment on Thursday, July 7th.

State Police arrested 53-year-old Kenneth Hines of Brooklyn for aggravated unlicensed operation and other traffic violations. This arrest occurred after a trooper observed Hines speeding at 92 mph, when the posted speed limit is 65 mph, on Interstate 81 southbound in the Town of Barker. An investigation determined his New York driving record showed him having 57 suspensions and revocations on 20 separate dates. Hines was arraigned in the adjoining Town of Fenton court and was remanded to the Broome County jail with no bail set at this time. His next court date in the Town of Barker court is pending.

Sidney Village Police arrested a local couple on drug & weapons charges. Police arrested 41-year-old Elizabeth Roettger (Rote-te-ger) for criminal possession of a weapon, criminal possession of a controlled substance, and controlled substance not in its original container, and 42-year-old Christopher Roettger for criminal possession of a weapon unlawful possession of marijuana. Both were arraigned in Sidney Village court & were remanded to the Delaware County jail on $5,000 Cash Bail & $10,000 bond.

The Broome County Sheriff’s Office is releasing the names of the persons involved in the fatal accident on East Maine Road on May 8th. 32-year-old Thomas Steyer of Binghamton was operating a Cadillac Escalade on East Maine Road; he collided with a Toyota Camry operated by 17-year-old Jontay Card of Binghamton, causing significant damage and multiple injuries. The front seat passenger in the Toyota, 17-year-old Dashaen Pabon of Endicott suffered a serious head injury and was transported to Wilson Hospital. The rear seat passenger, 4-year-old Samrya Oakley, of Johnson City suffered traumatic injuries and died at the scene. Both Steyer & Card were transported to Wilson Hospital for head injuries, Steyer was treated and released. The cause of the accident is still under investigation.

State Police arrested 43-year-old Donald Card of Endwell for robbery, intimidating a witness & unlawful possession of marihuana. Troopers responded to a report of a robbery at home on Delaware Avenue in the Town of Union, last Thursday night, where Card had allegedly forcibly took a wallet with money and valuables from a victim in a wheelchair and fled the scene. Troopers responded to the same location early Friday Morning as Card had returned and was threatening the victim, broke a window & fled the scene. Card was arrested at his home, he was arraigned and was remanded to the Broome County jail with no bail set at this time.

After a spate of lawmakers breaking the law over the last 20 years, lawmakers have not passed any meaningful legislation. Assemblyman Cliff Crouch comments:

Crouch said that he favors legislation that calls for the forfeiture of pensions of convicted lawmakers, complete transparency with regards to all campaign contributions and term limits on leadership & committee chairmanship positions.

The Otsego County District Attorney's Office reported the arrest of 45-year-old Kevin Blush of Milford for 2nd degree rape & child endangerment. Blush is accused of performing sexual acts with a female under the age of 15; he was arraigned in the Town of Hartwick and remanded to the Otsego County Correctional Facility on $5,000 bail. He faces court action on May 11th. A temporary order of protection was issued for the victim.

The Sidney Planning Board will hold a “Meeting in Public” this evening at 7:00 PM. The meeting will be held in room 202 at the Civic Center, the work session is being held to continue work on the Town of Sidney Zoning Local Law

State Senator Jim Seward announced a $50,000 state grant he secured to help with improvements at Copes Corners Park in the Town of Butternuts. The capital funding has been used to help with improvements to the park's bathroom facilities, pavilions, and purchase of playground equipment, it was included in the 2015-16 state budget and secured by Senator Seward through the New York State and Municipal Facilities Program.

The city of Oneonta will be milling, paving & striping the Westcott Lot over the next 3 days. Today, crews are milling & hauling away old asphalt, Tuesday crews will be paving with a hot new asphalt mix, and striping is expected on Wednesday, more information is available at 432-6465.

The town of Unadilla officials announced that Butternut Road is closed today. Crews are oil & stoning the road, they expect to have the project completed at around 4:00 this afternoon.
