Local sales tax collections in New York state increased by 2.5% in October compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled nearly $1.8 billion, up $43.5 million compared to the same time last year. County and city collections outside of New York City totaled $880 million, an increase of 2.2%. 45 out of 57 counties experienced some year-over-year increase.
Enrollment across the State University of New York campuses increased from year to year, for the first time in a decade. The Governor's Office reported that the year-to-year total system-wide student enrollment increased, 1.1% overall, 367,542 students. Undergraduate first-time enrollment was up across all sectors at 4.3% The technology sector showed the strongest increase at 13.3%, followed by community colleges at 3.9 percent.
NY State of Health announced the beginning of its annual open enrollment period for health insurance. Beginning today, consumers have until December 15th, to renew or enroll in a Qualified Health Plan for health insurance starting January 1, 2024. more information is available at 1-855-355-5777 or nystateofhealth.ny.gov.
The House Ethics panel says it has found "substantial evidence" of lawbreaking by Congressman George Santos, and has referred its findings to the Justice Department. The committee said Thursday that Santos' conduct warrants public condemnation, is beneath the dignity of the office, and has brought severe discredit upon the House. Santos has maintained his innocence and refused to resign despite calls from many of his colleagues to do so. Santos is accused of knowingly making his campaign committee file false or incomplete reports with the Federal Election Commission, among other misdeeds.
The State Department of Labor announced that the number of private sector jobs in New York State decreased over the month by 10,300, or 0.1%, to 8,252,000 in October. The State's unemployment rate increased from 4.0% in September to 4.2% in October, while the State's labor force decreased by 1,900, the statewide labor force participation rate held constant at 61.6%.

Otsego County Correctional Facility is seeking full-time Correction Officers. Broome County Sheriff’s Office responded to an accident on the I-88 West / I-81 South overpass in the Town of Chenango yesterday morning involving 6 different vehicles. The investigation found that a pickup truck was traveling westbound on the I-88 overpass when the vehicle hit a patch of ice and flipped onto its hood. The 2nd vehicle behind the truck was able to stop before a collision could occur, but the next four vehicles all hit the ice, were unable to stop and collided with the vehicle two and each other. The accident led to the closure of I-88 westbound near Exit 2 for several hours for cleanup. 2 of the drivers were transported to Wilson and Lourdes hospital respectively for minor injuries. The ice was caused by a parked construction site water truck that was leaking water onto the highway. No charges have been filed at this time.
The Chenango County Health Department is hosting a COVID-19 vaccine clinic for uninsured and under-insured individuals through the Bridge Access Program. This COVID-19 vaccine clinic is for 18 years of age and older, it will be held today & tomorrow from 9-11 am and 1-3 pm at 5 Court Street Norwich. Appointments can be made at 607-337-1660.

State Police announced today that they are embarking on a new recruitment campaign. Applications for the State Trooper Entrance Exam will open on October 23rd through March 4th of next year. The last day to take the Trooper Entrance Examination is March 17, 2024. During its most recent recruitment campaign which ended on October 1st, 12,691 individuals applied to take the exam, with a significant increase in applications within the 29 to 34-year-old age range, after Governor Hochul approved a request from the State Police to raise the maximum age to apply to 34, more information is available at joinstatepolice.ny.gov.
The State Department of Labor announced that the number of private sector jobs in New York State increased over the month by 7,500 to 8,261,800 in September. The State's seasonally adjusted unemployment rate increased from 3.9% in August to 4.0% in September, the statewide labor force participation rate increased slightly to 61.6% in September 2023, matching its highest level in a decade.
The Broome County Sheriff’s Office announced that Pamela Fox is now in Custody. The Office announced Wednesday that there was an outstanding warrant for Fox's arrest for a Violation of Probation for Aggravated Unlicensed Operation of a motor vehicle. Fox was apprehended following a tip being forwarded to the Sheriff's Office.
The Delaware County Board of Elections reminds area residents that October 23rd is the Last day to receive application or letter of application for General Election absentee ballot, October 28 is the last day an application can be received by Board of Elections for eligibility to vote in the General Election. & for them to receive a change of address from a registered voter. State Police Bureau of Criminal Investigation arrested 44 year old Erin Walker of Union, for 3rd degree Grand Larceny and Falsifying Business Records. An investigation revealed that Walker embezzled approximately $12,000 from American Window Cleaning Company in the town of Fenton from 2016 to 2022. Walker was arrested and brought to the Broome County Correctional Facility for Central Arraignment.
The Southern Tier Regional Economic Development Council will host a public open forum today to solicit feedback and priorities from the community, today at 5:30 at SUNY Delhi. The session will be led by Omar Sanders, who is the regional director of the Southern Tier Regional Council, he will be joined by representatives from River Street Planning and Development of Troy, they will focus on talent attraction and retention. There were issues with Request for Proposals for 7 professional service providers and the insurance provider & 18 claims were approved without documentation. The Auditors recommend that the claims auditor and deputy claims auditor Conduct a thorough and deliberate audit of each claim before authorizing payment.

State Police announced the arrest of 46 year old Craig Ross Jr., of Ballston Spa, for 1st degree kidnapping. Ross was arraigned & was remanded to the Saratoga County Correctional Facility without bail. Additional charges are anticipated. Ross is accused of kidnapping 9 year old Charlotte Sena Saturday evening as she was riding her bicycle at Moreau Lake State Park State Police located Charlotte last night, she was safe, in good health & was reunited with her family.

The Oneida County Sheriff's Office announced that The driver who was killed in a 1-vehicle crash on Route 8 in Bridgewater has been identified as 36-year-old Edward Cuevas, of Oneonta. Cuevas was driving on State Route 8 at about 8:15 on September 25 when the crash occurred, the cause remains under investigation. Anyone with information is asked to call the Oneida County Sheriff's Office at 315-765-2737.

Matthews will distribute up to $150,000 to the charities based on the miles walked and the percentage of votes each charity receives during registration.
The Broome County District Attorney's office announced that DeJoghn Llamas pleaded guilty to Attempted Assault and was sentenced to 7 years in state prison and 5 years of post-release supervision. Llamas admitted that he slashed a 61-year-old woman in the face with a knife during an argument at a Binghamton residence in October of 2022.

9 year old Charlotte Sena, who went missing Saturday evening while on a bike ride at a park, has been found. State Police reported Monday night that the girl was located and in good health and that a suspect is in custody. State Police said they identified an individual as being in the area of the Moreau Lake State Park around the time Charlotte went missing Saturday & the investigation is continuing.
Delaware County Sheriff’s Deputies responded to a 1 car motor vehicle accident with injuries on September 26th, where the vehicle was found to have rolled over and the operator was found to be suspected of operating the vehicle in an intoxicated state. 19 year old Samantha Hanneman of New Jersey was charged with driving while intoxicated with a blood alcohol concentration over .08, Failure to Keep Right, Move from Lane Unsafely, No Seatbelt, and Speed not Reasonable and Prudent. Hanneman was released to a family member on appearance tickets and directed to appear at the Town of Middletown court at a later date to answer the charges.
The Next General Clinton Canoe Regatta Meeting will be held today at General Clinton Park Office, the meeting will start at 6:30 PM.
The Sidney Town Board will hold its Budget Workshop at 6:30 pm this evening. The meeting will be held in the Board Room at the Town Building, located at 44 Grand Street.
On Sunday Morning, September 24th, 2023, Sheriff’s Deputies observed a speeding vehicle traveling on Meredith Street in the Village of Delhi. Deputies identified the driver as 21 year-old Blaise Atanga of White Plains, his driver’s license was revoked in the State of New York. Deputies arrested Atanga for Aggravated Unlicensed Operation of a Motor Vehicle, along with other charges, he was released on the traffic tickets and is scheduled to appear in the Town of Delhi Court at a later date to answer the charges.

Chenango County Sheriff's Deputies arrested 24 year old Nathaniel Rowe of Coventry for 4 counts of Criminal Possession of a Weapon, 3rd degree Burglary, Grand Larceny & Petty Larceny. Rowe is accused of illegally entering a garage & stealing a vehicle & Several Firearms. Deputies located the stolen vehicle at a residence, just a few miles away from crime scene, Rowe was inside the residence with the stolen firearms. Rowe was on parole at the time of his arrest, he was processed and was held at the Chenango County Correctional Facility on his Warrant, he was ordered to appear in Town of Smithville court at a later date.

Justice Robert Putorti of the Village of Whitehall Court faces action in the state Court of Appeals, after he allegedly pulled a gun on a defendant in his court room. Putorti has been the Whitehall judge since 2014, he claimed that he acted in Self defense when defendant Brandon Wood appeared to rush the judge''s stand in 2015. Wood claimed that he was chained to a bench in a hallway & could not rush the judge, he also claimed that Putorti flashed a gun under his robe.

Acting New York State Police Superintendent Steven Nigrelli has announced he's stepping down from office. Nigrelli was no longer under consideration for the permanent role, he plans to retire effective October 6th. A report from the Albany Times Union stated that Nigrelli was investigated for alleged harassment and discrimination complaints, he has served in law enforcement for 32 years.
22 year old Jacoyia Byrne of New York, was sentenced to a 3 year term of probation supervision for the crime of Criminal Possession of a Controlled Substance. . Byrne was arrested May 5th for selling amphetamine to undercover officers with the Delhi Police Department. The Department of Probation recommended Byrne receive a period of probation supervision as punishment, Judge Burkert accepted the plea agreement and sentenced Byrne.
The opening game of the Eastern League Championship Series between the Binghamton Rumble Ponies and Erie Seawolves scheduled for Sunday at Mirabito Stadium has been postponed due to inclement weather in the forecast. The game will be made up on Monday at 6:05 pm. at Mirabito Stadium and gates will open at 5 pm. Fans with tickets to Sunday's game can use the same tickets for Monday's game. The Nate Lull Scholarship Foundation is hosting their next fundraiser event on Sunday, October 15th at Awestruck Ciders in Sidney from 11 AM to 5 PM. A portion of all sales from the event will go to The Nate Lull Scholarship, which is available to local seniors in the WCDO coverage area. Chenango County Sheriff's Deputies arrested 24 year old Nathaniel Rowe of Coventry for 4 counts of Criminal Possession of a Weapon, 3rd degree Burglary, Grand Larceny & Petty Larceny. Rowe is accused of illegally entering a garage & stealing a vehicle & Several Firearms. Deputies located the stolen vehicle at a residence, just a few miles away from crime scene, Rowe was inside the residence with the stolen firearms. Rowe was on parole at the time of his arrest, he was processed and was held at the Chenango County Correctional Facility on his Warrant, he was ordered to appear in Town of Smithville court at a later date.

Broome County Sheriff Fred Akshar announced a further expansion of visitation hours at the Broome County Sheriff’s Correctional Facility effective immediately. Sheriff Akshar expanded visiting hours to 30 hours per week earlier this year, the latest increase brings the visitation time to 47 hours each week. The visitation expansion coincides with increased staffing levels at the Broome County Sheriff’s Correctional Facility after a successful hiring campaign for new and transferring Corrections Officers. The hours are explained at the Broome County Sheriff's Office Facebook page.
The Delaware County Chamber of Commerce will recognize several businesses and groups for their service to the county’s business community at its 2023 Business Awards celebration on October 18 at Bluestone Restaurant in Delhi. Delaware County Chamber President Ray Pucci said that 2 businesses have been chosen as the "Business of the Year:"

Tickets for the dinner event are $50 per person. Reservations are required and may be made under the Events column at DelawareCounty.org.

With $1.5 million in lost money returned every day, the Comptroller’s Office holds over 49 million unclaimed funds accounts valued at $18.4 billion as of August. Attendees will have the opportunity to engage with representatives from the Broome County Office For Aging, Broome County Health Department, Broome County Sheriff's Office, Southern Tier Independence Center, Visions Federal Credit Union, among others. The session will be held at the American Legion Post 1645 at 177 Robinson Street in Binghamton.
Delaware County Sheriff's arrested 75 year old Alan Donner of Roscoe for Criminal Mischief. On August 26th, Deputies responded to a Criminal Mischief Complaint in the Town of Colchester, Donner had intentionally damaged another person’s vehicle following a verbal altercation while at the Mobil Gas Station in Downsville, Donner was released on appearance tickets returnable to the Town of Colchester Court at a later date to answer the charges.
The next meeting of the Sidney Chamber of Commerce will be this morning. The meeting begins at 8:00 AM at the Sidney Golf & Country Club.
