A lower level State Appeals Court has affirmed the decision of the State Court of Appeals, where convicted murderer Ganesh Ramsaran of New Berlin will NOT get a new trial. Ramsaran was sentenced to 25 years to life in prison after being convicted in Chenango County Court in 2014 of killing his wife, Jennifer. The state Appellate Division Third Department granted Ramsaran a new trial in 2016, The State Court of Appeals reversed that decision earlier this year, the case was returned to the appellate court, they affirmed the Court of Appeals ruling today.

Governor Cuomo today reminded New York State residents that this Friday, October 13, is the last day to register to be eligible to vote in next month's general election. Applications must be postmarked no later than October 13 and received by the New York State Board of Elections no later than October 18. New Yorkers can easily apply to register to vote, or change their enrollment information, by using the state's online voter registration application service on the New York State Department of Motor Vehicles' website.

Broome Sheriff's deputies arrested 27-year-old Tajharay Pugh of Binghamton following a chase from Binghamton into the Town of Fenton. Pugh was charged with Unlawfully fleeing a police officer in a motor vehicle, Unlawful possession of marijuana, Resisting arrest, Reckless driving and multiple traffic violations. Deputies reported that Pugh wouldn't pull over when deputies tried to stop his vehicle on Henry Street in Binghamton Saturday night, he was chased into the town of Fenton where he exited the vehicle and attempted to flea on foot & was tased. Pugh faces court action shortly.

Delaware County Sheriff’s Deputies arrested 31-year-old Danielle Lister of Walton, for 1st degree Identity Theft, 3rd degree Grand Larceny, & Unlawful Possession of Personal Identification. Lister is accused of fraudulently presenting herself as another person, fraudulently opening financial accounts using the victim’s personal identification information and using the victim’s existing financial accounts to obtain goods and services totaling more than $3,000. Lister was arraigned & was remanded to the Delaware County Jail on $1,000 cash bail pending further court proceedings.

Commerce Chenango annnounced that they are hosting a Job Fair for high school students and job seekers, to explore college and career opportunities. The City of Oneonta today announced a revised Brush & Yard Waste collection schedule. The Department of Public Service will conduct curbside residential brush pickup in Wards 1-4 the week of October 16th and Wards 5-8, the week of October 23rd alternating each week through November. Officials ask city residents to place brush and yard waste at the curb by 7:00am on Monday of your scheduled week.

On Friday, Delaware County Sheriff’s Investigators assisted State Parole Officers and Delaware County Probation Officers with the search of a residence in the Village of Delhi. Officers found 24 year old Harry Ramirez of Delhi, in possession of a quantity of cocaine and narcotics packaging material, as well as $3250 in cash he was taken into custody by Parole Officers and remanded to the Delaware County Jail as a Parole Violator. On Tuesday, Sheriff’s Investigators arrested Ramirez at the Jail and charged him with Criminal Possession of a Controlled Substance. Ramirez was arraigned in the Town of Delhi Court and remanded to the Delaware County Jail with no bail. Additional charges are expected at a later time, pending laboratory analysis of the substances seized.

The Village of Sidney hosted the first of a series of meetings regarding the progress of the Main Street Revitalization Project. Ian Law of Place Alliance designed the project & told WCDO News of the 2 main items that has slowed the project down:

Law said that the plans will be to finish the one side of Main Street in the comings weeks, and start the second side as early as possible next year.

State Attorney General Eric Schneiderman released a statement today following EPA Administrator Scott Pruitt’s announcement that the Trump Administration will repeal the Clean Power Plan. Schneiderman said that the Trump Administration is putting energy industry special interests ahead of New Yorkers’ and all Americans’ safety, health, and the environment. In November 2015, a coalition of 25 states, cities and counties, led by New York Attorney General Schneiderman, intervened in defense of the Clean Power Plan against legal challenge in the D.C. Circuit Court of Appeals.

New York Farm Bureau President David Fisher encouraged members of the House Agriculture Committee to work closely with farmers to improve the 2018 Federal Farm Bill. Fisher highlighted the need for a revamped safety net for New York's dairy farmers and improved protection for the important specialty crops grown in New York. Fisher's presentation was part of a special listening session held at SUNY Cobleskill, New York Farm Bureau's goals for the 2018 Farm Bill include no further cuts in spending, following more than $20 billion in cuts in the previosu 2014 Farm Bill.

The Delaware County Chamber of Commerce annnounced that former area Congressman Chris Gibson will be their special guest at their next 1st Friday Eat & Meet Breakfast on Friday, November 3rd from 8:30 to 10:00 am. New York lawmakers convicted of abusing their power and sent off to prison may have their pensions removed, when voters will be asked in November whether to change the state constitution to authorize judges to strip pensions from corrupt politicians. 30 state lawmakers have left office since 2000 because of criminal charges or allegations of ethical misconduct. Voters will also be decide whether to call for a constitutional convention, where delegates would consider tweaking or rewriting the state Constitution.

State Comptroller Tom DiNapoli will join the Chenango County Democratic Committee for a fall fundraiser in Norwich. Attendees will also hear from former Congressman Michael Arcuri and local Democratic candidates. The event will be held today from 6:00 pm - 8:00 pm at Bohemian Moon, 103 East Main Street in Norwich.

Oneonta city Police arrested Nicholas Cartelli of Oneonta following a traffic stop on Chestnut Street. Cartelli is accused of giving police a false name, officers determined his real identity & he is accused of using a stolen credit card, for driving with a suspended license & for a 2012 domestic incident. Cartelli was charged with Criminal Possession of Stolen Property, False Personation, Criminal Obstruction of Breathing and Endangering the welfare of a child.

The corruption case against former State Senate Majority Leader Dean Skelos and his son Adam has been overturned by a U.S. Appeals Court today. Skelos was sentenced last year to 5 years in prison on federal corruption charges, but the court overturned the conviction after a Supreme Court decision narrowed the legal definition of corruption. The U.S. Attorney’s Office Southern District announced that they plan on a retrial of both Dean and Adam Skelos as soon as possible.

43-year-old Andrew Hathaway of Oneonta was charged with resisting arrest following a foot pursuit with Oneonta City Police. Hathaway was wanted on an outstanding warrant, When police responded; Hathaway climbed out of a window and ran. Police caught up with Hathaway, but he resisted arrest and was subdued by the use of a Taser Hathaway was additionally charged with petty larceny on the warrant and was turned over to state police on unrelated charges.

State DEC is reminding hunters to apply for deer management permits this week, ahead of the Oct. 1 deadline. Governor Cuomo announced that $50 million in grant funding is available, over 3 consecutive application rounds, to help New York livestock farms implement water quality protection projects. The funding is a part of the $2.5 billion Clean Water Infrastructure Act of 2017 for drinking water and wastewater infrastructure protection. The application period is open but closes on November 20th, County Soil and Water Conservation Districts can apply for the Program on behalf of eligible farmers. Delaware County Sheriff’s Deputies and local Fire Departments and Emergency Squads responded to a fatal all-terrain vehicle accident on a riding trail in Town of Stamford at about 12:30 AM today. The accident was discovered and reported by other ATV riders, the deceased has been identified as 27 year old Daniel Reed of Stamford, who lost control of the vehicle, which subsequently overturned, Reed was ejected from the vehicle and suffered fatal injuries. Deputies believe excessive speed and failure to wear a seat belt were contributing factor, the investigation is continuing.

State Senator Fred Akshar announced over two dozen funding grants to support local volunteer fire departments and emergency services squads totaling $125,000. The grants will go toward a variety of projects depending on the needs of each department. Locally, the Bainbridge Fire Department, Colesville Fire Company, Greene Emergency Squad, Brisben Fire Department, Town of Hancock Volunteer Ambulance Corps, Hancock Fire Department, &  Windsor Emergency Services all received $5,000.

New York's new Drinking Water Council will hold its first meeting on Long Island to consider setting maximum levels of several contaminants not regulated by the Environmental Protection Agency. the 12-member council will recommend maximum levels for various chemicals which have contaminated drinking water in Rensselaer County and Newburgh. The council will also address dioxane, an industrial solvent that has contaminated water supplies in Long Island and elsewhere.

Jennifer Lopez has pledged $1 million to aid victims of the hurricanes that have devastated Puerto Rico. Lopez joined Governor Cuomo at a press conference announcing aid to the stricken island; her personal donation will be taken from the proceeds of her residency shows in Las Vegas.

State Police Major William McEvoy invites the public to help celebrate 100 years of service by attending the Centennial Open House at Troop C in Sidney on October 7th from 11:00 am to 3:00 pm. Chenango County Sheriff's department arrested 2 Town of Greene residents for Criminal Sale of a Controlled Substance, Criminal Possession of a Controlled Substance and Criminal Nuisance. Arrested were 47-year-old Chad Shields of Greene, & 19-year-old Shawn Rhodes of Greene. Shields and Rhodes were arrested following an investigation into the sale and possession of Cocaine and Methamphetamine in Chenango County; they were arraigned in the Town of Oxford Court and remanded to the Chenango County Jail on $30,000.00 cash bail. The Greene Police Department, State Police, and the Chenango County District Attorney’s Office assisted the Chenango County Sheriff’s Office.

28-year-old Joshua Shurock of Norwich was sent to jail without bail, after being accused of assaulting a police officer & possession of heroin. Shurock was arrested last Thursday; he allegedly injured a Norwich officer while being arrested on the drug charge. The officer was treated & released at Chenango Memorial Hospital. Shurock was remanded back to jail pending future court action.

Delaware County Sheriff's Deputies arrested 36-year-old Seth Maki of Minnesota, with Criminal Impersonation; he is accused of falsely identifying himself to Deputies at the Delaware County Fair. Maki was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $500 cash bail.

State Police arrested 28-year-old Todd Matias of Harpursville for Felony DWI, Aggravated Unlicensed Operation 1& several other traffic violations, after a trooper heard a vehicle with a loud exhaust on State Route 79, in the town of Colesville. The officer determined that Matias was driving while intoxicated, had a suspended driver's license, and an expired vehicle registration. Matias refused to submit to a breath test to determine his blood alcohol content, he was arraigned in the town of Colesville court, and was remanded to the Broome County jail on $5,000 cash bail or $10,000 bond.

Delaware County Sheriff's Deputies arrested 22-year-old Ashley Murphy, of Sidney Center, on a Bench Warrant issued by the Town of Walton, for failure to appear to answer a charge of Criminal Possession of a Controlled Substance. Murphy was arraigned in the Town of Walton Court and was released on her own recognizance and directed to reappear in the Town of Walton Court on a later date.

State Police arrested 46-year-old Wayne Johnson of Oneonta, for Felony DWI, Aggravated Unlicensed Operation, and Operating a Motor Vehicle without an Interlock Device. Johnson was pulled over for improperly working headlights, a trooper determined that Johnson was intoxicated, had a suspended driver’s license, and was driving a vehicle that was not equipped with an ignition interlock device. Johnson was arraigned in the town of Oneonta court and was remanded to the Otsego county jail on $1,500 cash bail or $3,000 bond, pending September 12th court action.

Governor Cuomo signed Briana’s Law that requires State Police and New York City Police Department candidates and officers to receive CPR training prior to graduation and every 2 years after. In 2010, Briana Ojeda suffered an asthma attack while playing at a playground, on the way to the hospital; Briana's mother was stopped by a police officer who was unable to perform CPR. Briana died shortly after she got to the hospital. The new law will go into effect in 60 days.

The Chenango County Department of Public Works will close County Road 38 between Hohreiter Road and Searles Hill Road, in the Towns of Guilford and Bainbridge today, between 6:00 AM to 6:00 PM, for a Culvert Replacement project. Cal Harris has filed papers in federal court in Syracuse today, against Tioga County officials for malicious prosecution and civil rights violations. Harris was twice convicted for murdering his estranged wife Michelle in 2001 he won appeals each time, the 3rd murder trial was moved to Schoharie County, that jury was deadlocked, and in trial Number 4, Harris was freed from Jail. Harris' lawsuit targets former Tioga County District Attorney Gerald Keene, who prosecuting the murder case twice, and got convictions against Harris, plus Police detectives that worked the case, & people who testified against him, they are expected to respond to the suit in Federal court later this year.

Delaware County Sheriff’s Deputies arrested 51 year old Matthew Dyer of Florida, for 20 counts of Reckless Endangerment, following an investigation by Sheriff’s Deputies and the management of Reithoffer Shows, that revealed that Dyer was operating a ride at the Delaware County Fairgrounds while intoxicated; endangering the passengers on the ride. Dyer was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $20,000 cash bail pending further court action.

Delaware County Sheriff's Deputies arrested 30-year-old Patrick Ford of Delancey, on a Bench Warrant issued by the Town of Delhi Court as a result of Ford’s failure to appear to answer charges of Grand Larceny in the Fourth Degree and Petit Larceny. Ford was arraigned in the Town of Delhi Court & was remanded to the Delaware County Correctional Facility on $250 cash bail.

State Police & Delaware County Sheriff’s deputies arrested 33-year-old Christopher Davis of Otego on a Warrant of Arrest issued by the Town of Franklin Court. Davis was charged with 3rd degree Robbery, Criminal Mischief & Petty Larceny, for allegedly forcefully stealing a cell phone from a victim during a domestic dispute in the Town of Franklin. Davis was arraigned in the Town of Franklin Court and was remanded to the Delaware County Correctional Facility on $1,000 cash bail pending further court action.

State Police arrested 73-year-old Csaba Fekete of Bainbridge, for 2 felony counts of Criminal Contempt in the 1st degree. Troopers were advised of 2 incidents where Fekete was allegedly sounding a loud alarm outside his home and then yelling at separate neighbors, which violated an order of protection. Fekete was arraigned in the town of Bainbridge court and was remanded to the Chenango County jail on $20,000 cash bail. His next court date is pending.

The Chenango County Sheriff’s Office & State Police arrested 23-year-old Geraldo Rivera of Greene for 2nd degree Burglary. Deputies arrested Rivera following a report that he was found inside the victim’s residence by the victim. Rivera was arraigned in the Town of Greene Court and remanded to the Chenango County Jail on $10,000 cash bail pending future court action.

The year marked the 131st edition of the Delaware County Fair.

The U.S. Court of Appeals for the 2nd Circuit upheld New York State's denial of a water quality certification for the proposed Constitution Pipeline. The Pipeline would include construction of 100 miles of new natural gas pipeline across Central New York, crossing more than 250 streams and more than 80 acres of wetlands. In 2014, the Federal Energy Regulatory Commission approved the pipeline but conditioned that approval on certification from New York State, the State DEC denied the certification on the grounds that they failed to provide sufficient information that the project would meet the state’s standards.

Attorney General Eric Schneiderman announced that New York has agreed in principle to join a state-federal $465 million settlement with Mylan Inc. New York led a coalition of states in the investigation that resolved allegations that Mylan knowingly underpaid rebates owed to Medicaid for the drugs EpiPen® and EpiPen Jr.® that were dispensed to Medicaid beneficiaries. Under the settlement, New York will receive $38.5 million.

State Police arrested 60-year-old Lawrence Jaeger of Edmeston for felony Grand Larceny, after troopers were advised of a theft of funds from the Burlington Flats Fish and Game Club, in the town of Hartwick. An investigation determined that, while acting as the club treasurer, Jaeger had stolen just over $50,000 from the club funds, from June 2010 up until May 2017. Jaeger was arraigned in the town of Hartwick court and was released without bail; his next court date is on September 13th.

The state appeals court on Thursday overturned the former Assembly Speaker Sheldon Silver's 2015 corruption conviction for pocketing $4 million in kickbacks from a cancer researcher and real estate developers. Silver was sentenced to 12 years in prison last year, he appealed after the Supreme Court narrowed the definition of "official act" for the purposes of proving corruption cases. Silver was convicted on 2 counts each of mail fraud, wire fraud, extortion and 1 count of monetary transactions involving crime proceeds.

13 people were rescued from a ravine after floodwaters trapped hikers, swimmers and picnickers along the Canajoharie Creek last night. Rescuers from State Police, local Fire Agencies, responded, and there were no injuries reported. Rescuers had to use various equipment and ropes to pull some of the people up a 120-foot-high cliff in the gorge; the operation took about 8 hours to complete.

Another Democrat has thrown his hat into the ring for the 2018 election for the 22nd Congressional District seat. Heath Phillips of Cincinnatus, made the announcement to challenge fellow Democrat Anthony Brindisi of Utica, for the seat occupied by Republican Claudia Tenney, who was only elected to the seat last November.

State Police are looking for 16-year-old Khailee Stoughton of Laurens; she was last seen leaving her home on June 19th. She is described as a Black Female; 5' 4" tall and medium build. She has long brown hair and brown eyes. She has been traveling between Albany and the Laurens/Morris/Oneonta areas, anyone with information is asked to call State Police at 432-3211.

Governor Cuomo signed legislation and announced new actions to support the emerging industrial hemp industry and boost the agricultural economy in New York State. This legislation solidifies the status of industrial hemp as an agricultural commodity under New York Agriculture and Markets Law and creates an industrial hemp-working group to advise the State on research and policies concerning the crop. The Governor announced up to $10 million in grant funding would be available through 2 initiatives to advance industrial hemp research and economic development opportunities.

The State Court of Appeals reversed a decision today, that would have granted convicted murderer Ganesh Ramsaran of New Berlin a new trial, The Court of Appeals sent the case back to the appellate division to re-examine the Ramsaran trial in Chenango County Court, Ramsaran was found guilty in September 2014 of killing his wife, Jennifer in 2012, last July, a state appellate court ruled that Ramsaran should get a new trial due to ineffective defense regarding DNA evidence

Sidney, Unadilla & Masonville fire fighters responded to a fire at 80 Main Street in Sidney today at about 2:45 PM, in the basement of Ermeti’s Community Lounge. Sidney Fire Department Assistant Fire Chief Ray Baker told WCDO News that the fire appears to have started in a dryer, & it was under control in about 30 minutes.

Delaware County Sheriff’s Deputies arrested 20-year-old Rumeal Soler of Davenport, on a Bench Warrant from the Town of Oneonta Court for Failure to Pay Fines. The arrest came as the result of an investigation into a two-car motor vehicle accident in which Soler was one of the drivers. Soler had an active warrant for his arrest; he was taken into custody and turned over to the Oneonta Police Department for arraignment.

40-year-old David Burton of Johnson City was found guilty today in Broome County Court on murder & arson charges. Burton was found guilty of starting a fire at an ex-girlfriends residence in October 2015 in Johnson City, the fire Killed the Ex-Girlfriend's 2 sons, 3 year old Michael Maxwell & 4 year old Joshua Maxwell, and injured 2 others. Burton will be sentenced on September 14th.

Ride Sharing services began in New York State today, after Uber & Lyft paid to begin operating in the state. The ride sharing services were only allowed in New York City, until legislation was passed this year, allowing for it to expand into all 62 New York Counties. An app must be downloaded in order to order a ride, which will be available anywhere in the state where drivers have signed up to participate.

State Lawmakers have reportedly reached a deal to name the new Tappan Zee Bridge after the late Governor Mario Cuomo. A new bridge is currently being built to replace the old span over the Hudson River, which was originally named after Governor Malcolm Wilson, who served as Governor in the 70's.

The Chenango Arts Council Board of Directors have officially appointed Alecia O'Neill the Council’s new executive director, she told WCDO News that they have a full slate of activities planned already:

Former Area Congressman Maurice Hinchey is suffering from a degenerative disorder that is adversely affecting his speech & movement. The 78-year-old former lawmaker is suffering from Frontotemporal Degeneration; he served for 18 years in the State Assembly & 20 years in the US House of Representatives from 1992 to 2012.

Congresswoman Claudia Tenney announced the first "Coffee With Claudia" event, to be held on July 15th from 11:00 AM to 1:00 PM, at her Binghamton Office. Tenney's office said that there would be a series of small groups meeting with Tenney, on a first come, first serve basis, appointments are requested at 315-732-7013. Tenney decided against Town Hall Meeting in the 22nd district earlier this year, following a series of contentious meeting with constituents by other Republican Congressional Members, and a series of threats against Tenney, that were turned over to Capital Police to investigate.

Delaware County Sheriff’s Deputies were dispatched Tuesday Morning to West Front Street in the Village of Hancock for a property damage accident involving a camp bus and tractor trailer. The bus was driven by 78 year old Richard Weaver of Bethany, Pennsylvania, struck the rear end of a tractor trailer driven by 47 year old Shawn Smith of California. The camp bus had discharged all of its passengers just prior to the accident, Weaver was issued traffic summonses for following too closely, failure to keep right and failure to have a US DOT number and failure to display the carrier’s name on the bus. Both drivers also face administrative action against their commercial driver’s licenses as a result of safety and log book deficiencies.

Governor Cuomo is nominating Justice Paul Feinman to serve as an Associate Judge on the State Court of Appeals. Justice Feinman is currently an Associate Justice on the Appellate Division of the New York State Supreme Court and has served as a judge in New York for more than 20 years. Justice Feinman has been nominated to fill the vacancy created earlier this year by the tragic death of the Honorable Sheila Abdus-Salaam. If confirmed, Justice Feinman would be the first openly gay person to serve on the Court of Appeals.

The New York Lottery celebrated its 50th Anniversary this afternoon with a series of activities on Albany’s Empire State Plaza, hosted by Lottery spokeswoman Yolanda Vega. The New York Lottery continues to be North America’s largest and most profitable Lottery, contributing $3.27 billion in fiscal year 2016-2017 to help support education in New York State. The Lottery’s contribution represents approximately 14% of total state aid to local school districts.

New York spends more money per student than any other state, according to the U.S. Census Bureau. In fiscal year 2015, New York spent $21,206 per pupil, almost double the national average of $11,392. In New York, $8,758 goes toward instruction, or teacher salaries. That's the highest number in the nation. Only California spends more money on Education than New York.

Survivors of child molestation are urging lawmakers in New York to loosen the statute of limitations on lawsuits for past abuse. The proposal would eliminate the criminal and civil statute of limitations for several child sexual abuse crimes and create a one-year window for past victims to file civil suits. Victims now have until they turn 23 to sue.

New York's highest court; The Court of Appeals will hear arguments over whether state statutes and its constitution provide room for physicians to legally prescribe medications to help terminally ill, mentally competent people end their own lives, if the patients choose. The action is being brought by 3 people who say they may face questions on whether to seek end-of-life medical assistance, as well as four physicians and a PhD nurse from End of Life Choices New York. 5 states have legalized a role for physicians to aid in patient suicides; they are Oregon, Colorado, Washington, California and Vermont.

Binghamton Police arrested 34-year-old Edward McCray of Binghamton, following a domestic disturbance Saturday. McCray is accused of menacing his neighbors with a sharp object and was driving an SUV erratically, Police reported that McCray attempted to flee in his vehicle as officers arrived, striking 2 parked vehicles, and intentionally ramming 2 police vehicles, before driving a short distance & overturning his vehicle into a house at 6 Macon Street. McCray exited his overturned car and tried to run on foot, but police apprehended him & charged him with DWI, Attempted Aggravated Assault of a Police Officer, Menacing, and Resisting Arrest. No injuries were reported.

Delaware County Sheriff’s Deputies arrested 34 year old Cherie Ebert of East Branch on numerous charges stemming from a report of an underage house party on May 20th in the Town of Hancock where alcoholic beverages and illegal drugs were alleged to have been used and consumed by minors. Deputies charged Ebert with 15 counts of unlawfully dealing with a child, criminal nuisance, and 2 counts of endangering the welfare of a child, A 16 year old was also arrested and released on an appearance ticket for unlawful possession of marijuana. Ebert was arraigned & was remanded to the Delaware County Jail on $500 bail.

Delaware County Sheriff’s Deputies arrested 25 year old Steven Smith Jr. of Franklin Friday, for DWI, driving while ability impaired by drugs, failure to keep right, making an unsafe lane change, unlawful possession of marijuana, and criminal possession of a controlled substance. The arrest followed a 1-car accident on State Highway 357 in the Town of Franklin. Smith was later released on tickets returnable to Franklin Town Court at a later date.

Over 1200 canoe racers participated in the Clinton Regatta this Memorial Day Weekend; participants came from 28 state & Canada to compete.

Chenango County Sheriff's Department arrested 46 year old Shawn Springett of Sidney for 2nd degree Burglary and Criminal Mischief. Deputies arrested Springett following an investigation in the Town of Afton, after it was found that he allegedly entered a residence without permission and broke the homeowners belongings. Springett faces court action shortly.

The Otsego County Health Department announced that a child safety seat check will be held today in Cooperstown. Technicians will be available at the parking lot of the Tops Market in Cooperstown from 4:00 to 6:00 PM, more information is available at 547-4230.

The Ed Wessels Canoe regatta was held Saturday, with over 100 Paddlers competing in the 20-Mile Race, which runs from Otego, to Wells Bridge, Back to Otego & then finishing at Keith Clark Park in Sidney. The Men’s’ Pro Race was won by Canadians Steve Lajoie & Guillaume Blaise from Quebec. Blaise won the General Clinton Pro race last year with Matthew Pellerin of Quebec. Lajoie has won the Clinton 7 time with Andy Triebold of Michigan. Saturday’s 2nd place finishers were local paddlers Trevor LeFever & Ben Schlimmer of Oneonta. Saturday’s 1-man Pro winner was Pennsylvania resident Steve Rankinen. The Wessels race is considered a warm-up to this weekend’s 70-mile General Clinton Canoe Regatta Races from Cooperstown to Bainbridge; WCDO will provide complete coverage of the Clinton Races all weekend.

Delaware County Sheriff’s Deputies arrested 24-year-old Troy Ladlee of Delhi, for 1 count each of Driving While Ability Impaired Drugs, Criminal Possession of Controlled Substance, and Criminal Possession of a Hypodermic Instrument. Deputies responded to the report of a vehicle off the road and into a ditch, in the Town of Davenport. Ladlee was found unresponsive in the driver’s seat, after allegedly overdosing on heroin, he was administered Narcan at the scene, he was subsequently arraigned at the Town of Davenport Court and was remanded to the Delaware County Jail on $1,000 cash bail or $1,500.00 bond, he will appear before the Town of Davenport Court at a later date.

The state’s ban on burning has ended but the DEC reminds residents to check for local laws & regulations regarding burning. Residents of towns with fewer than 20,000 residents may burn brush and tree limbs unless prohibited by local law. Residents in “fire towns” must obtain a permit. The DEC encourages residents to mulch or compost brush along with other yard waste. The DEC has a list of Frequently Asked Questions with answers at dec.ny.gov.

Delaware County Sheriff’s Deputies arrested 18-year-old Ben Lane of Delhi, Wednesday on 4 counts of endangering the welfare of a child and 3 counts of unlawfully dealing with a child. Lane is accused of transporting 3 children in a motor vehicle to Delhi from Walton without notifying the parents, & allegedly engaged in sexual contact with a child under 17 years of age, and permitted the 3 children to remain on the premises where activity involving marijuana was maintained. Lane was arraigned & was remanded to the Delaware County Jail without bail pending future court action.

The Chenango County Department of Public Health will hold a free rabies clinic this evening. The clinic will be held at the McDonough Town Barn from 5:00 to 6:00 PM for dogs, cats & Domesticated ferrets.

The New York State Assembly approved 9 bills last week to reform and modernize New York's outdated election system. If they become law, the bills would allow early voting and "no-excuse" absentee ballots, combine some primary elections, and allow online registration and automatic transfer of registrations when voters move within the state. Similar bills have passed the Assembly in previous years but have not made it through the state Senate. Last year, 1 in 3 candidates for the New York Legislature ran unopposed.

High school artists from across the region have the opportunity to compete for a scholarship and the chance to display and sell their work alongside professional artists at the Colorscape Chenango Arts Festival. Colorscape is a juried exhibition of art that draws 12,000 people to downtown Norwich each September. This year, it will take place on September 9th & 10th. Through the Francis K. The United States Air Force Heritage Brass will hold a free concert at the Anderson Center at SUNY Binghamton on Tuesday, June 13th at 7:30 PM. State Police arrested 44-year-old John Shapley of Afton for Aggravated Driving While Intoxicated with passengers less than 16 years old and with a B.A.C. result of .18%, as well as other traffic violations. Troopers responded to a 911 report of an accident on Oak Hill Road in the Town of Afton, Shapley is accused of driving while highly intoxicated, with his two children as passengers, he crossed into the opposing lane and caused another driver to swerve off the roadway, he then struck a mailbox and continued to drive to his home nearby. Shapley was arraigned in the Town of Afton and was remanded to the Chenango County Jail on $20,000 cash bail or $50,000 property bond.

192 new members of the State Police were added to the force at the 205th session graduation ceremony from the Basic School of the New York State Police Academy this morning in Albany. Trooper Arron Erickson of Jametown will be assigned to Troop C in Sidney:

Trooper erickson is one of 35 new troopers that are assigned to Troop C in Sidney.

New York State Court of Appeals upheld a state law that allows for a permanent suspension of driver's licenses for repeat drunk driving offenders. The 5 justices ruled unanimously in favor of maintaining the law, which allows for the DMV Commissioner to have the authority to refuse to re-license drivers who have lost their licenses to repeated drunk driving convictions.

State Police arrested 26 Year Old Kimberly Steeley of Worcester for Driving While Ability Impaired by Drugs and other traffic violations. The arrest occurred after an Otsego 911 report of an erratic driver on Chaseville Road in the Town of Maryland, a traffic stop was conducted when Steeley was observed making an unlawful U-turn. Troopers determined that Steeley was driving while impaired by drugs, the charge was a felony due to a prior DWI conviction. Steeley was issued tickets returnable to the Town of Maryland court on May 23rd.

State Police responded to the Morris High School Tuesday, following an alleged threat by a student to bring a gun to school. The unidentified 16-year-old male student was removed & was sent for a mental health evaluation. State Police said that no gun was located & no injuries were reported.

On Monday, State Police executed a search warrant in the Town of Milford. During the search, a quantity of heroin and cocaine as well as CASH, was seized, & 3 people were arrested on a variety of drug charges. Charged were 28 year old Richard Cushnie of Maryland,  37 year old Keith Blush, of Maryland, NY & 24 year old Kwannasia Barnes of Binghamton, all 3 were arraigned in Town of Milford court & were sent to the Otsego County Correctional Facility pending future court action.

The State Senate passed the "Community Heroes Protection Act" with a 55-7 vote. The bill sponsored by Senator Fred Akshar would designate crimes explicitly made against law enforcement and first responders punishable as hate crimes. A recent study found that 135 law enforcement officers were killed in the line of duty in 2016, the highest total since 2011. Of those killings, 21 came in ambush-style shootings – the highest total in more than two decades. The bill heads to the Assembly for consideration.

Governor Cuomo today signed legislation enacting the Excelsior Scholarship to provide tuition-free college at New York’s public universities to families making up to $125,000 a year.

The legislation was passed as part of the State Budget, the Budget additionally includes $8 million to provide open educational resources, including e-books, to students at SUNY and CUNY colleges to help defray the cost of textbooks.

State Police Superintendent George Beach announced that the State Police have launched a new recruiting effort to attract qualified candidates to become State Troopers. The State Police will be holding a new Trooper entrance examination this fall, on October 7th, 14th. 21st & 28th at several locations around the state. The State DEC reminds residents that a statewide burn ban is in effect until May 14th. DEC officials said that the lack of snow cover over much of the state and rising temperatures in the forecast means that conditions are favorable for the rapid spread of wildfires.

Broome County Executive Jason Garnar announced his efforts to work with local municipalities under Governor Cuomo’s Shared Services Property Tax Savings Plan. The panel will be comprised of the Mayor or Supervisor from each city, town and village in Broome County. The first meeting of the Shared Services panel will be Thursday, April 13 at 10:00 AM at Cornell Cooperative Extension on Front Street; the public is invited to make recommendations at three public meetings. The first meeting is scheduled for Thursday, April 20th in the Decker Room of the Broome County Library from 5:00 to 7:00 PM. If the plan is approved it will be presented to the public in September 2017.

The Otsego County Planning Department is hosting a FREE training program tonight for members of planning boards and zoning boards of appeals. The workshop will be held at the Otsego County MEADOWS OFFICE COMPLEX, County Highway 33w, in Cooperstown.

State Police and the Broome County SIU Task Force executed a search warrant at 24 Dennison Avenue in Binghamton. Officers located and seized $2,834.00 in cash, plus, cocaine, marijuana, digital scales, materials used to package narcotics and a counterfeit $20.00 bill. 37 year old Shupin Cooper was charged with Criminal Possession of a Forged Instrument, Criminal Possession of Controlled Substance, Criminal Use of Drug Paraphernalia & Unlawful Possession of Marijuana. Cooper was arraigned in the City of Binghamton Court and remanded to the Broome County Jail without bail.
