Delaware County Sheriff's Deputies responded last month to a Harassment complaint in the Town of Davenport. 75-year-old George Sydlar of Davenport had engaged in a course of conduct, which alarmed or annoyed another person, and Deputies requested a criminal summons to be issued by the Davenport Town Court, last week Deputies arrested Sydlar, he is scheduled to return to the Davenport Town Court at a later date. Sydlar was sentenced to 30 days in jail earlier this year after he falsely reported that his neighbor committed a crime, and he refused to cooperate with authorities during the investigation.
The Chenango County Board of Supervisors will hold a public Budget hearing on the County budget proposal today at 5:00 PM today in the board meeting room at the County Office Building in Norwich, more information at chenangocountyny.gov/251/Budget
51 year old David Louden of Sidney appeared in Delaware County Court Friday after being arrested for a probation violation. The Delaware County Department of Probation had filed a revocation petition alleging 10 violations of the terms of his probation, for failing to report to his probation officer, possessing and consuming alcohol in violation of his conditions, possessing illegal narcotics, and refusing to answer the door to probation officers at his residence. Louden was remanded to the Delaware County Jail, he is scheduled for a conference on December 9th. .

Otsego County Sheriff's Office arrested 35 year old Jacob Snook of Gilbertsville on multiple charges following the execution of a search warrant following a residential fire in the Town of Butternuts. Snook was charged with Criminal Manufacture of Undetectable Firearm, Criminal Possession of Ammunition Feeding Device, Criminal Possession of a Firearm, Criminal Possession of a Ghost Gun, among other similar charges, Deputies and investigators executed the search warrant at the residence and discovered that Snook had two 3D printers to manufacture untraceable firearms, plus loaded high-capacity magazines and a large quantity of ammunition, he was taken into custody and was being held at the Otsego County Correctional Facility to await Centralized Arraignment.

Chenango County Sheriff’s Office arrested 29 year old Damion Spicer of Plymouth for 2nd degree Assault last week. Deputies were called for an assault in Sherburne, Spicer allegedly hit the victim several times in the face, causing serious physical injury. The victim was transported to Upstate Medical Center in Syracuse to receive further treatment. Spicer was arraigned & was remanded to the Chenango County Correctional Facility on $50,000 cash bail. Spicer is set to appear in the Town of Sherburne Court at a later date.
Chenango County Fire officials are investigating a fire at 27 State Street in Oxford Friday afternoon. 2 people were injured, 1 suffered severe burns, 2 Life Net Helicopters were called for the victims.

Several Area Fire Departments responded to a Chimney Fire at 9 Ceperley Avenue in Oneonta early this morning. The Fire was reported shortly before 4:30 AM this morning, with fire on the 1st & 2nd floor, coming through the roof, mutual aid was received by the Oneonta Fire Department from West Oneonta, Worcester, Sidney, Franklin, Milford, Laurens & Otego, at about 5:30 AM, the Fire knocked down, the investigation into the cause of the fire in ongoing.

Manon was accused of stealing over $3,000 in cash from a home he was doing work in on February 1, 2024, in the Town of Middletown, if Manon violates the terms of his probation, he faces one and a third to four years in State Prison.

41 year old Brian Canfield of Greene appeared in Delaware County Court for sentencing for Driving While Ability Impaired by Drugs. Back on February 17th, Sidney police observed a vehicle parked and running with headlights on at the Sidney Memorial Public Library after the library was closed, a male was slumped over in the driver’s seat. Canfield failed the Standard Field Sobriety Testing, & drug paraphernalia was found in the vehicle, Canfield admitted that he was under the influence of Amphetamine, Methamphetamine, and Fentanyl. Canfield was sentenced to 5 years’ felony probation, if he violates the conditions of his probation, he is subject to being re-sentenced to 1 and 1/3 to 4 years in State Prison.
23 year old Zachary Hoffman Kowatch of Oneonta was sentenced to 5 years of probation for his guilty plea to Attempted Reckless Endangerment, he was arrested on May 9th by State Police in Fleischmanns, for allegedly swerving his vehicle at a bicyclist and for yelling antisemitic slurs.

Delaware County Board of Supervisors Chairperson Tina Mole issued a State of Emergency and instituted a county-wide burn ban as a prolonged lack of rainfall has caused abnormally dry environmental conditions, including dry ground cover which has increased substantially, leading to a significantly elevated risk of wildfires. The county-wide burn ban is in effect for all open burning, including, but campfires, brush piles, burn barrels, wood-stove ash dumping, leaf/yard debris, and torches or other devices containing an open flame.

Deputies & Oneonta Police executed a search warrant, all individuals were detained for further investigation, Beech and Jones were turned over to the Chenango County Sheriff’s Office and New York State Police respectively, Tsiraouglou was turned over to Immigration Officials. Weapons & narcotics were seized, Neu was lodged in the Otsego County Correctional Facility for arraignment.

The Delaware County Board of Elections announced that the ballot drop box previously outside the Board of Elections Office at 97 Main Street in Delhi, has been removed. Officials stated that It was taken down by maintenance in response to a directive from the chair of the Board of Supervisors, Tina Mole, citing security issues and a contentious election. Anyone who received an absentee or early vote by mail ballot who prefers not to return it by mail can deliver it to the Board of Elections office during normal business hours, from 8:30AM to 4:00 PM, and during some extended hours during early voting being held at our Delhi Office, October 28 through November 3. Absentee/early mail ballots can also be delivered to any poll site on Election Day, November 5th.

Worden was charged with Attempted Promoting Prison Contraband when he failed to take his prescribed medication properly and attempted to remove the medication from the medication room but was caught by a Correctional Officer, he was issued an Appearance Ticket returnable to the Town of Middlefield Court at a later date.

Broome County Sheriff Road Patrol deputies responded to a motor vehicle accident involving 2 vehicles Early Sunday morning on Morgan Road in the Town of Binghamton. Broome County Sheriff Fred Akshar identified the deceased as 29 year old Charles Burrell of Conklin, who was ejected from 1 of the vehicles, he said that the operators of the 2 vehicles were engaged in a continuing dispute over women & narcotics, they engaged in a road rage incident that ended with the fatality. 20 year old Cody Diffendorf of Kirkwood & 26 year old James MacDowall of Binghamton were each charged with 2nd degree manslaughter, both are in the custody of the Broome County Correctional facility pending future court action.
The Delaware County Planning Board announced that they plan to develop a Strategic Comprehensive Plan, to guide future growth, development, and preservation in the County. Fisher Associates will lead the planning process and public engagement efforts. Public Input Sessions will be today from 6:00 PM -8:00 PM at the Hobart Community Center & Tuesday, September 17 from 6:00 PM - 8:00 PM at the Walton Fire Hall, on West Street. The input gathered from the public survey and during these initial input sessions will be reviewed by Delaware County Planning and Fisher Associates, followed by additional opportunities for public review and comment.

State Police responded late last night to a residence on Houck Road in the town of Masonville for a reported domestic dispute. 32 year old Drew Garnier of Masonville, was charged with 2nd degree Murder and 2 counts of attempted Murder. Garnier allegedly stabbed his pregnant wife, 29 year old Samantha Garnier & their 2 children. Troopers and Sheriff’s Deputies rendered aid to Samantha prior to EMT’s arrival, she was airlifted to Wilson Medical Center where she later succumbed to her injuries. 1 child was taken to Wilson Medical Center but later transferred to Upstate Medical Center. A second child was airlifted to Upstate Medical Center. Both children are expected to survive. State Police responded late last night to a residence on Houck Road in the town of Masonville for a reported domestic dispute. 32 year old Drew Garnier of Masonville, was charged with 2nd degree Murder and 2 counts of attempted Murder. Garnier allegedly stabbed his pregnant wife, 29 year old Samantha Garnier & their 2 children. Troopers and Sheriff’s Deputies rendered aid to Samantha prior to EMT’s arrival, she was airlifted to Wilson Medical Center where she later succumbed to her injuries. 1 child was taken to Wilson Medical Center but later transferred to Upstate Medical Center. A second child was airlifted to Upstate Medical Center. Both children are expected to survive. State Police and Delaware County Sheriff’s Deputies responded to the 2800 block of State Highway 268 in the town of Hancock for a report of a shooting Wednesday Morning. A 32-year-old man was shot in the upper arm and airlifted to Albany Medical Center, with a non-life-threatening injury. 60 year old Robert Trago Jr., of Hancock, was charged with Attempted Murder and Criminal Possession of a Weapon, he was located just before 3:00 pm., in the Margaretville area and taken into custody. Trago Jr. was taken to Delhi where he was arraigned & was remanded to the Delaware County Correctional Facility on $100,000 cash, $200,000 credit, $400,000 bond.
The Delaware County Planning Board announced that they plan to develop a Strategic Comprehensive Plan, to guide future growth, development, and preservation in the County. Fisher Associates will lead the planning process and public engagement efforts. Delaware County Sheriff's Office arrested 54 year old Stephen Kiss of Davenport for Criminal Contempt and Harassment following an Order of Protection Violation incident, in the Town of Davenport. On August 14th, Deputies responded to the Charlotte Creek Mobile Home Park, Deputies found that the victim had been harassed by Kiss while an order of protection was in place, On August 19th, Deputies arrested Kiss, he was held at the Delaware County Correctional Facility to await centralized arraignment.
Delaware County Sheriff's Office arrested 75 year old Wayne Sparling of Walton for Aggravated Harassment. On July 23rd, Deputies received a complaint of a dispute between neighbors, they requested an Arrest Warrant from the Town of Walton Court. On August 7th, Deputies received an Arrest Warrant and arrested Sparling, he was turned over to the Delaware County Correctional Facility for Centralized Arraignment Processing.

38 year old Nikita Kingsbury of Sidney appeared in Delaware County Court Monday and she pleaded guilty to 2 counts of Criminal Possession of a Controlled Substance with the Intent to Sell. Kingsbury was indicted by the Delaware County Grand Jury for allegedly selling Methamphetamines in the Village of Sidney on August 11, 2022. she was released on her own recognizance while the case was pending. Separately, a felony complaint was filed alleging the sale of illegal narcotics in the Town of Davenport in May. Kingsbury pleaded guilty in a plea bargain arrangement she will be sentenced to 2 years of incarceration in state prison to be followed by two years of post-release supervision on each conviction.
The National Transportation Safety Board released a preliminary report on the fatal plane crash that occurred on June 30 in Delaware County, killing 5 people. The report indicated that storm activity was in the plane's path, and that a controller had warned the pilot about the weather before the crash., although it is unclear if that was a factor in the crash. The report also found evidence of "overload failure", 5 people from Georgia will killed in the crash, the investigation is ongoing.
The State DOT announced that a tractor trailer carrying manure, overturned on US 11 in the town of Barker, losing about 1/3 of its load on the road. Both lanes are blocked, Guiderail damage was reported, there was No fuel spill or leak reported. Detours have been set up, at least 1 injury is reported, the road is expected to be closed for several hours for clean up & for the accident reconstruction & investigation.

Bainbridge Firefighters responded to a blaze at 104 County Route 38 shortly after Midnight last night. Bainbridge Fire Chief Fred Bell told WCDO News the the house was not occupied, & was completely destroyed, Bainbridge was assisted by firefighters from Masonville, Sidney, Coventry, Guilford, Mount Upton & Afton, there were no injuries reported, the cause of the fire is under investigation.
The Broome County Sheriff's Office announced that the County's #5 Most Wanted Fugitive was arrested in the Town of Union. 42 year old Matthew Knapp of Kirkwood was tracked down by the Warrants Division & was taken into custody without incident and was transported to the Broome County Correctional Facility. Knapp had been on the run since May 16th, when he absconded from probation for a Sex Offender Registration Violation, as he failed to update his address with the State Sex Offender Registry Under the Sex Offender Registration Act.

The investigation determined that an 11-year-old male from Marathon, was fishing with friends and decided to jump in the water to swim when he went under the water and didn't resurface due to the strong current. At 7:15 pm., the victim was located deceased in approximately eight feet-deep water by the Broome County Dive Team. There were no signs of foul play, and the scene was consistent with an accidental drowning.

Arrested were 44 year old Dominick Brown, for 9 counts of aggravated cruelty to animals & 95 counts of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance. 74 year old Jane Richards for 9 counts of Aggravated Cruelty to Animals & 87 counts of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance. 56 year old Helen Goude & 60 year old Katheriena Goude, lesser counts of Aggravated Cruelty to Animals & Overdriving, Torturing and Injuring Animals; & Failure to Provide Proper Sustenance. On April 26th, over 2 dozen animals were located deceased and an additional 107 neglected animals were removed, including horses, pigs, cattle, sheep, goats, a llama, dogs and cats. All 4 were issued appearance tickets for New Berlin Town Court tomorrow

Otsego County Sheriff's Office arrested 26 year old Justin Kucera of West Edmeston following an animal cruelty investigation. Kucera was charged with Overdriving, Torturing, Injuring Animals; Failure to provide proper Sustenance, following an investigation into a dog complaint in Edmeston. Kucera was issued an Appearance Ticket and is to return to Town of Edmeston Court on May 6, 2024.
The Oxford Village Tree Board will be holding its 31st "Tree City USA" and Arbor Day Celebration on Saturday, starting at 9 am., at Lafayette Park. The Tree City USA flag and plaque presentation will be held along with a giveaway of seedling trees and shrubs.

Long time Sidney businessman Bill Thomas passed away Friday at the age of 70, Thomas & his wife Linda ran Sidney Auto Body until 2018, Bill also served on the Masonville Town Board & The Sidney School District Board of Education, calling hours will be Thursday from 5:00 to 7:00 PM on at C.H. Broome County Sheriff's Office arrested 18 year old Steven Cook of Vestal for Attempted Use of a Child in a Sexual Performance, Endangering the Welfare of a Child, Obstruction of Governmental Administration, Cook is accused of soliciting pornographic images from a 12-year-old girl. Deputies responded last week to a 911 report from a 12-year-old victim in the Town of Union, who informed investigators that she had been talking and exchanging explicit messages with Cook where he allegedly attempted to initiate sexual contact with the minor and attempting to solicit pornographic images from her. During the execution of a search warrant, Cook was uncooperative with investigators, but was eventually taken into custody, Cook remains in the custody of the Broome County Sheriff’s Office awaiting arraignment.
National Baseball Hall of Fame Chairman of the Board Jane Forbes Clark announced that a Hank Aaron statue will be unveiled at the National Baseball Hall of Fame in Cooperstown on May 23. The bronze representation of Aaron will be installed on the first floor of the Museum. Aaron was elected to the Hall of Fame in 1982 following a 23-year big league career with the Braves and Brewers, Aaron launched his 715th career home run 50 years ago today. Aaron’s Hall of Fame plaque made a rare appearance outside of the Hall of Fame Plaque Gallery when it traveled to Atlanta for today’s event, the plaque will also be featured at Truist Park today for fans to view at this evening’s Braves-Mets game.

A raccoon tested positive for rabies in the town of Meredith. This is the first laboratory confirmed positive case of rabies in Delaware County in 2024. A rabid raccoon entered a cow barn in the town of Meredith and attacked and bit a cow. The raccoon was sent for testing to the State Department of Health Wadsworth Laboratory. The cow that was attacked and bitten has been euthanized. There were no human exposures, and no other domestic animals were exposed to the rabid raccoon. The State Police are working alongside other state agencies in preparation for the solar eclipse at approximately 3:00 PM today, with a narrow path of totality across Buffalo, Rochester, Syracuse, Watertown, Lake Placid and Plattsburgh. Motorists who must travel in the areas impacted by the eclipse are asked to allow for extra travel time due to expected large volumes of traffic.

Delaware County Sheriff's Office arrested 57 year old Tracy Elderkin of Sidney for operating a motor vehicle with a revoked driver’s license. Deputies were notified last Thursday that Elderkin had driven to the Delaware County Probation Department for a scheduled meeting with a revoked driver’s license. Deputies charged Elderkin with vehicle and traffic misdemeanors of, aggravated unlicensed operation in the 2nd degree, operation of a motor vehicle with a suspended license, as well as a traffic violation for, unlicensed operator. Elderkin was subsequently released on appearance tickets and directed to appear at the Town of Delhi court at a later date to answer the charges.
Delaware County Sheriff's Office arrested 44 year old Robert Powell of Hamden following a traffic stop in the Town of Bovina. A County Deputy observed a vehicle speeding last Wednesday on County Highway 6 in the Town of Bovina, a traffic stop was conducted and Powell was found to be driving with his driving privileges suspended, he was charged with Aggravated Unlicensed Operator, Unlicensed Operator and Speeding. Powell was issued an Appearance Ticket for Town of Bovina Court at a later date.

Broome County District Attorney's office announced the conviction of Carnell McCarden of Johnson City, who pleaded guilty to Attempted Criminal Possession of a Weapon. On April 18, 2023, Broome County Special Investigations Unit executed a search warrant at 57 Miriam Street in Johnson City where McCarden was found to be in possession of weapons, McCarden will be sentenced to 5 years in New York State Prison and 5 years post-release supervision. Sentencing is scheduled for July 24th in Broome County Court.

Local sales tax collections in New York state increased by 0.3% in January compared to the same month in 2023, according to State Comptroller Tom DiNapoli. Collections totaled nearly $1.9 billion, up $4.8 million from the same time last year, with the increase led by New York City's 3.5% increase, County and city collections in the rest of the state had a decrease of -2.8%, as 27 of 57 remaining counties experienced year-over-year increases.

Unadilla Fire Department was alerted for a house fire in the town of Unadilla Monday night with possible entrapment. Crews responded & it was quickly confirmed that all subjects were accounted for and out of the structure. One subject was transported to A.O. FOX Hospital, firefighters were able to halt the fire before it could spread to the rest of the residence. Unadilla received assistance from Franklin, Sidney Center, Wells Bridge, and Otego Fire Departments, the cause of the fire is under investigation.

Otsego County Sheriff's Office arrested 26 year old Joshua Hunt of Unadilla for failing to abide by the State Sex Offender Registry. Hunt was charged with Failure to Notify a Change of Address & Failure to Update Registry Photograph, as required by sex offenders. Hunt relocated from his residence in the Town of Unadilla and did not notify authorities or give an updated photo within the required time frame. An arrest warrant was issued & Hunt was located by State Police and turned over to the Otsego County Sheriff's Office, he was arraigned and was released on his own recognizance.

The victim was then able to retreat inside while Ackley remained in the parking lot. Ackley was arrested without incident and charged with Menacing & Reckless Endangerment, he was processed and released on an appearance ticket to answer for his charges at the Town of Dickinson Court at a later date.

Delaware County Sheriff's Office arrested 43 year old Jennifer Williams for Criminal Possession of a Controlled Substance, following a disabled vehicle investigation. On February 20th, 2023, Deputies observed a vehicle with its hazards flashing On State Highway 17 in the Town of Hancock. During the course of investigation drugs and drug paraphernalia were recovered. On August 10th, 2023, a Sealed Indictment Warrant was issued for Williams arrest for Criminal Possession of a Controlled Substance with Intent to Sell, last week Fallsburg Police Department located Williams and took her into custody, she was returned to Delaware County where she was held in the Delaware County Correctional Facility without bail.

Delaware County Sheriff's Office arrested 62 year old Bert Mullineaux of Walton on January 9th. On January 8, Deputies assisted the SUNY Delhi Police Department on a traffic stop in the Village of Delhi, it was determined that the passenger in the vehicle was in possession of a quantity of crack cocaine and heroin. Mazepa was released on appearance tickets for the Town of Delhi court at a later date.
The Broome County district Attorney's Office announced that on January 12th, in Broome County Court, just prior to trial, Craig Brigham of the Town of Maine, pleaded guilty to felony Attempted Robbery. On August 1st, 2022, Brigham entered the Vestal Walmart selected a backpack and miscellaneous merchandise. When an employee attempted to retrieve the stolen merchandise, Brigham pulled out a small aerosol can and threatened to pepper spray the employee. Brigham will be sentenced in Broome County Court on April 12th to 1.5 to 3 years at a state prison.

The Broome County Special Investigations Unit Task Force executed a search warrant Tuesday at 373 Prospect Street in the Town of Dickinson. Police arrested 39 year old Andrew Fuller of Binghamton for multiple counts of Criminal Possession of a Controlled Substance & criminally using drug Paraphernalia and 45 year old Betty Hobbs of Binghamton for multiple Counts of Criminal Possession of a Controlled Substance. Officers seized Methamphetamine, Suboxone, Oxycodone & other narcotics, ecstasy, cocaine scales & packaging materials, Fuller and Hobbs were transported to the Broome County Correctional facility for processing and arraignment.
The Broome County Special Investigations Unit Task Force executed a search warrant Tuesday at 373 Prospect Street in the Town of Dickinson. Police arrested 39 year old Andrew Fuller of Binghamton for multiple counts of Criminal Possession of a Controlled Substance & criminally using drug Paraphernalia and 45 year old Betty Hobbs of Binghamton for multiple Counts of Criminal Possession of a Controlled Substance. Chenango County Sheriff’s Office arrested 30 year old Mark Lamphear of New Berlin for Criminal Possession of a Controlled Substance with Intent to Sell, Criminally Using Drug Paraphernalia, Driving While Ability Impaired by Alcohol and DWI. Deputies conducted a traffic stop in the Town of Norwich for a speeding violation. they found Lamphear to be in possession of methamphetamine, Hydrocodone, gun parts that pieced together a non-compliant AR-15 and a 30-round magazine, packaging material and had a large sum of cash. Lamphear was processed and released on an appearance ticket and is to appear in the Town of Norwich Court at a later date, Additional Weapons Charges are Pending**

Otsego County Sheriff's Office arrested 41 year old Rashon Spear of Oneonta, for Criminal Mischief, Criminal Tampering, Criminal Nuisance & Harassment. Investigation revealed that while incarcerated at the correctional facility, Spear caused damage to a television set in his cell & used his bodily fluids to create a hazardous risk to corrections officers, hew as arraigned & was returned to the correctional facility with an Appearance Ticket returnable to the Town of Middlefield Court at a later date.

Effective immediately, Bassett Medical Center in Cooperstown has re-instituted temporary masking requirements per COVID-19 safety guidelines, all patients, visitors, employees, students, and volunteers are now required to wear medical-grade masks across Bassett Medical Center’s facilities in Cooperstown. Masks will be available at all entrances. Currently, the number of COVID-19 cases confirmed among employees at Bassett Medical Center reached the threshold for masking, the requirement will be reassessed in 14 days and lifted as soon as the number of active COVID-19 cases within the facility falls below the established threshold. The Cobleskill Health Center also currently has temporary masking measures.
