Starting today, November 1st, 2019, New York State law
requires any child under the age of 2 to ride in a rear-facing car seat. Did
you know that many car seats are designed with greater height and weight limits
and can keep a child rear-facing, even beyond age 2? The American Academy of
Pediatrics suggests that the best way to keep your child safe is to keep them
rear-facing for as long as possible.
Artifacts from the Washington Nationals’ first-ever World
Series title are headed to the National Baseball Hall of Fame and Museum.  Artifacts donated by the Nationals include

right field foul pole for the go-ahead home run in Game 7, A jersey worn by
World Series MVP Stephen Strasburg,  A
cap worn by starting pitcher Max Scherzer in Game 7 & a bat used by Anthony

in the Autumn Glory exhibit, which will be on display in Cooperstown through
the 2020 Postseason.
The Delaware County Chamber of Commerce "Hiring Our

Daylight Saving Time ends on
Sunday at 2:00 AM, as clocks will be turned back one hour.   The move means that it will get dark an hour
earlier at 5:19 PM Sunday, Standard time will be used through March 8th
2020  when clocks will “spring” forward
an hour to begin Daylight Saving Time.

Last Night’s storms left behind flooding, power outages
& closed roads.  In Chenango County,
State Highway 23 in Pharsalia is expected to be closed for an extended period
of time, Nyseg reported that about 1300 were without power in Otsego County,
about 1700 were out in Delaware County, about
800 in Chenango County and over 1100 in Broome County this afternoon.

Governor
Cuomo signed legislation to establish a uniform poll closing process on
election nights and authorize the consolidation of certain election districts
with fewer than 10 eligible voters.  This
new law establishes a uniform procedure for winding down poll sites across the
State at the end of an election day.

State Police arrested 20 Year Old Tyler Jordan of Oneonta
Saturday, after he allegedly drove into a utility pole while intoxicated at
about 2:45 AM Saturday.  Many Unadilla
Area residents lost power for several hours before NYSEG Crews restored
power.  Jordan was charged with DWI,
speeding & unsafe lane change on state Route 7 in Unadilla.
Governor Cuomo today announced that the second phase of the
Raise the Age law is in effect, which will remove 17-year-olds who have
committed criminal acts from automatically proceeding as adults in the criminal
justice system. The change is effective midnight tonight.  The law requires youth to be treated in age-
and developmentally-appropriate ways and will receive needed services and
treatment to avoid re-offending.

Former area Republican Congresswoman Claudia Tenney is
seeking a rematch against current 22nd district Democratic Congressman Anthony
Brindisi.  The announcement was put on
Tenney's Twitter account, only 11 months after losing the election to Brindisi
after serving 1 term in Congress.  Tenney
ran for the Congressional seat twice before, losing in the primary to fellow
Republican Richard Hanna, she won the seat in 2016 over democrat Kim Myers
& Independent Martin Babinec.
The Trial of Orlando Tercero is
underway in his home country of Nicaragua.
Tercero is accused of killing fellow Binghamton University Student
Hailey Anderson in his apartment in March of 2018 & then fled the US back
to Nicaragua.  Witnesses are being
allowed to testify by video at the Broome County District Attorney's Office.

2 teens were charged with Criminal Possession of Stolen
Property and Resisting Arrest early Monday Morning.  State Police were dispatched to a car off the
roadway that was facing the wrong way on I-88 in the town of Otego.  Troopers located the vehicle and two teens
walking near the roadway.  When the
troopers activated their emergency lights, the teens took off running, but were
taken into custody a short time later.  The
vehicle, a 2013 Chevrolet Malibu was reported stolen in Albany; the teens will
appear in Family Court.
Otsego County Sheriff Departments arrested 24 year old
Gregory O’Bryan of East Meredith for the Burglary of a commercial business in
the Town of Milford.   O’Bryan was charged
with 3rd degree Burglary plus Criminal Mischief, & Petit Larceny following
the investigation of a Burglary at The Cooperstown Brewing Company at 110 River
Street in Milford. O’Bryan was arraigned in the Town of Hartwick Court and
scheduled to appear in the Milford Court at a later date.
The 4th annual Upper Susquehanna Watershed Forum is being
held at Binghamton University Center of Excellence today from 9:00 AM t0 5:00
PM.  The program will focus on how to move
forward with the Phase III Chesapeake Bay Watershed Implementation Plan.   Otsego County Conservation Association is
planning the forum in partnership with the Upper Susquehanna Coalition, Otsego
Land Trust, SUNY Oneonta, Binghamton University, among others.  This year’s forum includes morning and
afternoon sessions covering research in the watershed, innovative practices to

Governor Cuomo will not go forward with the controversial
mandatory license plate replacement plan.
Cuomo had announced that the state would introduce a new plate design
next year and mandate that all motorists with 10-year-old plates get new ones
at an extra cost of $25, or $45 if you wanted  to keep your current plate number.  new plans are expected for new plates for
those with peeling old plates that don't pass inspection, Cuomo changed his
mind after opposition was registered form State lawmakers from both parties
& after a Siena poll showed major opposition to the plan.
The Otsego County Chamber of Commerce announced their 2019
Workforce Summit will be held on Thursday, October 10th  at Morris Hall at SUNY Oneonta starting with
9:00 AM.    The Chamber of looking for
Educators, Students, Workforce and Economic Developers, Community Leaders,
Human Resource Specialists, Employers, and Industry Partners to come together

The 10th Annual Sidney Center Tractor Parade will be held
this Saturday through the hamlet of Sidney Center.  The parade is open to anyone with tractors,
doodlebugs, antique or muscle cars, participants can line up at Firemen’s Field

State Senator Jim Seward joined members of the senate and
assembly for a public hearing on rural broadband expansion in Albany Tuesday.  Senator Seward's district lacks high-speed
broadband, yesterday’s public hearing featured testimony from state agencies
including the New York State Broadband Program Office and the Public Service
Commission, local government officials, school leaders, rural electric
cooperative associations, and business representatives.
Former Norwich Assistant Superintendent of Public Works,
George Carnrike Jr., of Norwich faces 21 charges following an investigation
into alleged illegal dumping of waste and chemicals while working for the City
of Norwich and falsifying documents to cover up the dumping. Carnrike resigned
last September, he is charged with unlawful dealing with hazardous wastes,
offering a false instrument for filing, unlawful delivery of regulated waste,
failure to properly contain regulated waste during transport as well as many
related charges.

The Federal Energy Regulatory Commission has found that New
York waived its water quality authority for Williams' Constitution Pipeline,
giving new life to a natural gas project stalled since April 2016 when the
state DEC denied a permit.   Federal
regulators have cleared the way for the Constitution pipeline project to move
forward, if the company still plans to do so.
The original plans called for the pipeline to run from Pennsylvania
through the Susquehanna River Valley to the Capital Region, Williams Partners
appealed to federal courts after New York rejected a water quality permit over
concerns for 250 streams. The project still needs a permit from the U.S. Army
Corps of Engineers.
The State DEC invites Public Comment about Proposal for No
Further Action at the Amphenol Superfund Site on Delaware Avenue at dec.ny.gov
until September 20th.  The DEC has also
scheduled a public meeting on September 4th at 7:00 PM at Sidney Civic Center
to discuss the proposed remedy and accept public comments.
The State Division of Budget
announced today that they are approving the State Board of Elections’ plan to
distribute $10 million to county governments to support early voting
implementation.  The State Budget
allocated $24.7 million for assistance with implementing a series of election
law reforms, including early voting. The State Board of Election’s Aid to
Localities Plan can be viewed at nysac.org.

Governor Cuomo announced that temporary lane closures for
road and bridge construction projects on New York State highways will be
suspended now until Tuesday, at 6:00 AM, to accommodate travelers during the
busy Labor Day weekend.  Governor Cuomo
is urging motorists to follow the state's Move Over Law & that state and
local law enforcement will be participating in the statewide "Drive Sober
or Get Pulled Over" enforcement through Monday.

31 year old Johnnah DeGraw of Deposit pleaded guilty Tuesday
to Federal Charges of conspiracy with intent to distribute a controlled
substance.  DeGraw was arrested along
with Marlon Graham in Deposit last November, for selling methamphetamines &
fentanyl, she is already serving a 12 year sentence on drug charges in a State
Prison, she is due to be sentenced on the federal guilty plea later this year.
The Oneonta Common Council approved plans to move forward
with the redevelopment of the old Railyards at last night's meeting.  Plans call for a variety of developments in
the Roundhouse Road area, which are designed to bring more jobs to the region
upon completion.
SUNY Oneonta officials estimate
that about 2000 new students are moving in today, as classes start for the fall
semester on Monday.   A number of
orientations for the new students will be held prior to the start of classes
for the incoming freshman.

Delaware County Sheriff’s Deputies arrested 23 year old
Joseph Hahn of Walton for Driving While Ability Impaired due to Drugs,
following an investigation of a 4 car motor vehicle accident on Main Street in
Delhi.   Hahn allegedly rear ended a
parked vehicle, causing damage to an additional two vehicles, while operating a
motor vehicle while impaired by drugs.
Hahn was released on appearance tickets, and was scheduled to appear
before the Town of Delhi Court at a later date for further process.

25 year old Cody Franciscovich has been charged with 1st
degree murder, in connection with the death of his 8 month old daughter Ruby
last weekend.   Franciscovich was
arraigned this morning in Town of Tioga Court,
State Troopers responding to a report of a missing baby  Sunday morning at the Deep Well Motel, they
found Franciscovich naked near the motel, he eventually directed Troopers to a
pond where the baby was found.  She was
pronounced dead at Wilson Hospital.
Franciscovich was returned to the Tioga County Jail without bail pending
a felony hearing on Friday.
State Senator Fred Akshar released the results of his latest online surveys asking constituents to weigh in on a proposal to end religious and any other non-medical exemptions for vaccination for children attending school in New York State.   All 50 states require that students be vaccinated for diseases like measles, mumps, whooping cough, chickenpox and polio,  but 47 state including New York allow exemptions for religious reasons.  Measles cases nationwide have more than doubled from 2018 to over 1000 this year, with at least 850 cases in the New York City and Rockland County regions of New York.  The Survey Results in the 52nd Senate District show that 70% of respondents support removing all non-medical exemptions for vaccinations, Akshar said that the results from his district were similar to a recent Siena Poll, which showed 84% of New Yorkers statewide support ending the religious exemption for vaccinations.
CID Entertainment, the production company that "had
been engaged to provide camping, travel packages and transportation for
Woodstock 50," has pulled out of the event.  Woodstock 50 principal Gregory Peck released
a statement announcing that festival organizers are in discussions with another
venue to host Woodstock 50 on August 16th-18th, and that they looked forward to
revealing the new location when tickets finally go on sale in the coming weeks.
Delaware County Sheriff Craig DuMond announced that he has
implemented a body worn camera program and has equipped his Patrol Deputies
with Axon Body Worn Cameras:

State Police arrested 48 year old Lisa Stevens of Glen
Aubrey for 2nd degree Grand Larceny.  A
several month-long investigation revealed that Stevens collected over $50,000
from several victims promising to make travel arrangements that were not
made.  Victims of the scam called the
State Police & Stevens was arraigned at Broome County Central Arraignment
and Processing.   The case is continuing,
Investigators believe there may be more residents in the area that have not yet

Delaware County Sheriff’s Deputies arrested 57 year old
Gerald Walke of Franklin Monday on a charge of Felony Driving while intoxicated
following a traffic stop for an obstructed license plate on County Highway 21
in the Town of Walton. Deputies allege the defendant operated a motor vehicle
while in an intoxicated condition and additionally while having a prior
conviction of Driving While Intoxicated. Walke was arraigned in front of Judge
Hall at Walton Village Court, and was remanded to the Delaware County Jail in
lieu of $2,000 bail.
Governor Cuomo has removed a proposal from his executive
State Budget plan that would have banned modified limousines, like the one
involved in the fatal crash in Schoharie last October that killed 20 people.  Cuomo may still forward a bill this session
for the legislature to consider regarding limousine modifications.
A benefit "Sock Hop"
will be held this Saturday, at the Sidney Elks Lodge at 5:30 PM. All proceeds
will benefit the Delaware Valley Humane Society.

Governor Cuomo
directed an investigation into Facebook's collection of personal information
after a Wall Street Journal report on Friday said the company was obtaining
"intimate secrets" from smartphone apps.   11 widely used smartphone apps, including
programs that collect health information, were relaying information to
Facebook, even when users are not Facebook members or logged into their
accounts.  The Department of State, the
Department of Financial Services and other state agencies will conduct an
investigation.

Governor Cuomo today announced up to $10 million in capital
funding is available to expand addiction treatment services.   The funding is being administered by the New
York State Office of Alcoholism and Substance Abuse Services, and will be
distributed through a Request for Applications process.   Selected applicants must develop and support
a minimum of 16 beds up to a maximum of 40 beds. Funding is only available for
new beds, not conversions of currently operating programs. The Request For
Applications can be viewed at oasas.ny.gov. Responses are due by February 19.
Several upstate cites are
teaming up for a lawsuit against pharmaceutical companies, for misleading
health care providers about the addictive dangers of opioid medications they
manufactured.  so far, the cities of
Albany, Schenectady, Troy & Plattsburgh are on the lawsuit against several
top manufacturers of prescription opioid medications, more are expected to join
the suit, as the opioid crisis has continued to grow across New York State.

Bainbridge Fire fighters responded to 1025 Searles Hill Road
Monday afternoon for a structure fire at a Barn that had been converted into
Apartments.  Fire Fighters from Afton,
Coventry, Sidney & Masonville responded, no injuries were reported, but 1
dog died in the fire.  The cause of the fire
was a malfunction with the propane system, according to Bainbridge Fire Chief
Fred Bell.
The American Red Cross continues to ask for eligible
residents to come forward & donate blood, as blood supplies are still quite
