A new state law beginning tomorrow, will make the cost of Insulin on insurance cheaper. The law eliminates co-pays for insulin covered by health insurance plans, making New York the 1st state to eliminate co-pays. The American Diabetes Association estimates that about 1.8 million adult New Yorkers have the illness, the measure is expected to save New Yorkers $14 million in 2025.

The Delaware County Chamber of Commerce announced that they are offering a Defensive Driving Course in Delhi next week. Drivers are able to reduce the cost of their auto insurance coverage by taking the Course offered at Chamber's Business Center in Delhi on Tuesday, January 7 from 10:00 am to 4:00 pm. Certificates of completion will be issued to each participant’s home and New York State Department of Motor Vehicles will be notified of attendance. Students are responsible to notify their insurance carriers. The course fee is $35 and attendance is limited to 20 people. Advance registration is required by calling 607-538-9632.

Governor Kathy Hochul announced enhanced security measures are being taken this week by state agencies ahead of New Year's Eve. State Police will be at maximum staffing through the New Year’s holiday and there will be an increased presence of Troopers at critical infrastructure and transportation facilities statewide. State Police will monitor all mass gatherings and share intelligence with other law enforcement agencies to keep New Yorkers safe. Troopers will also be highly visible on interstates and state highways as part of a dedicated holiday traffic enforcement initiative targeting aggressive and impaired drivers.

The State Department of Health encourages New Yorkers to get the flu vaccine following an increase in influenza cases and hospitalizations in New York State. During the week ending on December 21, there was an 86 percent increase in lab-confirmed influenza cases, and 648 hospitalized influenza cases were reported to the Department, a 57 percent increase from the 414 hospitalizations reported the week prior, the sixth consecutive week of increases. The Otsego County Sheriff's Office arrested 59 year old Robert Solberg of Milford Saturday, for Criminal Contempt. The Otsego County Sheriff’s Office arrested Solberg following an investigation into a violation of a temporary order of protection and a trespassing complaint, where he was found to have entered the residence of the protected party, he was turned over to the Correctional Facility to await arraignment. State Police and the Otsego County District Attorney’s Office assisted in the investigation.

New York state government agencies will have to conduct reviews and publish reports that detail how they’re using artificial intelligence software, under a new law signed by Gov. Kathy Hochul. The law requires state agencies to perform assessments of any software that uses algorithms or AI techniques, and then submit those reviews to the governor and top legislative leaders along with posting them online. It also bars the use of AI in certain situations, such as an automated decision on whether someone receives unemployment benefits or child care assistance, unless the system is being consistently monitored by a human.
New York Attorney General Letitia James is investigating the death of an inmate Robert Brooks at the Marcy Correctional Facility. Body cam footage shows Brooks was assaulted by multiple State Corrections Officers within the Infirmary Building at the Marcy Correctional Facility, Brooks was transported by ambulance to Wynn Hospital on Dec. 10, where he was pronounced dead, a dozen corrections officers and a nurse are under investigation for their alleged involvement in the death. An autopsy of Brooks was performed by the Onondaga County Medical Examiner's Office on December 11.

Otsego County Sheriff's Office arrested 42 year old Christopher Devins of Milford, for Sex Offender Failure to Report Change in Status, following an investigation in to a report of a Registered Sex Offender operating a Facebook account not listed on his sex offender registry, and doing so under a false name. Additionally, Devins was found to have prior convictions of violations of the sex offender registry, he was located by deputies at his residence in the Town of Milford and taken in to custody without incident, he was processed and turned over to corrections staff to await further court proceedings.

The Investigation revealed that Combes contacted the protected party of an order of protection 38 times while incarcerated in the Otsego County Correctional Facility. Combes was processed and returned to the Otsego County Correctional Facility to await further court proceedings.

New York Farm Bureau announced that Governor Hochul signed 10 bills into law that were endorsed by them this year. 1 law authorizes the direct intrastate and interstate shipment of alcoholic beverages, which allows distilleries & cideries the same shipping privileges enjoyed by wineries and liquor stores, another Clarifies the law that requires each livestock and equine rescue facility to hold a Domestic Animal Health Permit and another Allows the DEC commissioner to enter into contracts for maple tree tapping and sap production on state lands, another new law allows for fresh produce from farms for incarcerated individuals.

Members of the Oneonta Fire Department responded to a structure fire at 88 Ford Avenue this morning at approximately 7:30am. The fire was quickly contained and all occupants were able to evacuate safely. Mutual aid was provided by West Oneonta Fire Department, Franklin Fire & Rescue, Otsego County Office of Emergency Services.

Local Fire Departments were called for a structure fire at 1104 County Route 37 in Mount Upton This morning. The structure was a total loss and the investigation into the cause of the fire is continuing.

State Police responded responded Friday to State Route 34 in the town of Barton for a head-on collision with injuries. A preliminary investigation at the scene revealed that a Toyota Highlander driven by 42 year old Janesa Lorenzo of the Bronx crossed into the opposite lane of travel and struck a Chevy Silverado pick-up truck head-on, driven by 68 year old Gary Sinsabaugh of Athens, Pennsylvania Sinsabaugh was pronounced dead at the scene. Janesa Lorenzo was transported to Packer in critical condition. Front Seat passenger, 56-year-old Delroy Christie from the Bronx was taken to Packer Hospital for non-life-threatening injuries. Rear seat passenger, 41 year old Carlos Lorenzo from the Bronx, was pronounced deceased on scene, another Rear seat passenger was 38 year old Sabrina Surita of New Jersey succumbed to her injuries at Packer Hospital. The investigation is on-going.
The Chenango Arts Council has been awarded at $40,000 Grant from the New York State Council on the Arts. The State Council has awarded $82 million this year to 509 artists and 1,497 organizations across the state.

Otsego County District Attorney's Office announced the sentencing of Jamesan Conville of Pennsylvania. Conville was charged with reckless endangerment for driving off with an Otsego County Deputy partially inside of his car and dragged the deputy 300 feet. The deputy conducted a traffic stop on I-88 in the Town of Milford after Conville was clocked at about 100 miles an hour. Conville is expected to serve between 1 to 4 years in state prison.

Friends of Recovery Dedicated to Others celebrated the re-opening of its new recovery center, “The Turning Point of Delaware County” on Friday. The new facility provides a new and improved space for people struggling with substance abuse and addiction. The building additionally has a private entrance to keep confidentiality for patients going to the downtown Delhi location.

Former New York Governor Andrew Cuomo filed a legal notice that he intends to sue Charlotte Bennett, who accused him of sexual harassment. Bennett sued Cuomo in State & Federal Court, but last week dropped the federal lawsuit. Cuomo resigned in 2021 after a report from the state attorney general found he sexually harassed at least 11 women. Cuomo is now seeking compensatory and punitive damages, Bennett's lawsuit in state court is ongoing.
Effective January 1, 2025, the sale or offering for sale of any new apparel containing per- and polyfluoroalkyl substances or PFAS as intentionally added chemicals will be prohibited in New York State. 50 year old Kevin Harrington of Oneonta was sentenced to serve a 3-year term of federal probation and ordered to pay over $150,000.00 in restitution to his former employer, for his previous guilty plea to 2 counts of mail fraud. Harrington admitted that while he was the executive director at First Community Care of Bassett, he submitted fraudulent expense reports seeking reimbursement for the purchase of CPAP machines that were not purchased. Harrington was ordered to serve six months of home confinement and was fined $5,500.00.

New York State Health Commissioner Dr. James McDonald today declared that influenza is now prevalent in New York State, with a total of 23,313 positive flu cases across 60 counties in New York have been reported this season to date. Outside of New York City, week-over-week lab-confirmed flu cases are up 75%, rising from 2,058 cases in the previous week to 3,603. Hospitalizations due to influenza climbed by 48%, up from 270 in the previous week to 399 across the State. More information is available at nyshc.health.ny.gov.

The state is making it easier for new moms to take time off to care for their health before their babies are born, employees are now able to receive an additional 20 hours of paid sick leave for prenatal care, in addition to the existing sick leave. The state is also using $250,000 to start a grant program that will expand access to community-based program to help train, support and mentor, especially in vulnerable communities.
State Residents can celebrate the New Year at State Parks, historic sites, natural areas, environmental education centers, and public lands across the Empire State on January 1st. The 14th annual First Day Hikes program is offering varied hike options for people at nearly 100 locations across the state to enjoy, there will be no parking fees at all State Parks on New Year’s Day. Admission to State Park grounds is always free.

47-year-old Timothy Stone of Cooperstown is facing additional charges, after being arrested on December 6th following a report of physical child abuse at a residence in the town of Middlefield. Deputies responded to Stone’s residence a week later, to serve additional paperwork, they discovered a number of firearms within the residence, he was charged with Criminal Possession of a weapon on top of the previous charges of Assault, Criminal Obstruction of Breathing, endangering the welfare of a child, & criminal contempt. Stone was transported to the Otsego County Correctional Facility to await Centralized Arraignment.

Researchers have ventured to Stockton New York in Orange County where a complete mastodon jaw was discovered in the backyard of a home. The homeowner spotted two teeth hidden in a plant on their property and found 2 more teeth buried inches underground. Staff from the New York State Museum sent an archaeological team from their research department, and SUNY Orange is also investigating, their excavation unearthed additional fossils, including a full, well-preserved adult jaw and fragments of rib and toe bones that once belonged to a mastodon.
U.S. officials are sending a drone detection system to New York State after drones were spotted near Stewart Airport this week, following multiple reports in New Jersey and other surrounding states. Governor Hochul said that state governments need more power to deal with the small aircraft.

Carman previously pleaded guilty to in October, he was arrested on March 13, along with 3 other individuals after a traffic stop, cocaine and suspected drug packaging were seized. The Otsego County Sheriff’s Office arrested 37 year old William Killenberger of Worcester on multiple charges of Criminal Possession of a Weapon, Investigators received information that Killenberger was in possession of firearms at his residence in East Worcester, After execution of the search warrant, multiple firearms were located with corresponding ammunition. Killenberger was previously in custody following an unrelated incident and was processed and was then lodged in the Otsego County Correctional Facility to await Centralized Arraignment. The Otsego County Sheriff’s Office was assisted by the New York State Police.

Charlotte Bennett voluntarily dismissed her federal lawsuit against former Governor Andrew Cuomo and 3 of his top aides, but will continue to pursue her case in State Court. Bennett filed the lawsuit in federal court 2 years ago, which faced numerous delays and various tactics by Cuomo's legal team. Bennett started working for New York State in 2019, she claimed that Cuomo sexually harassed her while she worked as an executive assistant, she resigned from the position and pursued legal action, Cuomo denied the allegations, but eventually resigned as Governor.

State Police & multiple area Fire Departments responded to 68 White Birch Lake Road in the town of Windsor Sunday for a house fire. 84 year old Daniel Price, was located deceased inside the residence by members of the Windsor Fire Department. An 82-year-old female and a 53-year-old male were transported by ambulance to Wilson Medical Center for what appear to be non-life-threatening injuries. The investigation is ongoing.

Chenango County Sheriff’s Office arrested two State of Louisiana residents on several weapons charges, as well as charges from a Domestic Dispute. 27 year old Jennifer Cascio, and 40 year old Jonathan Rieben were arrested after a domestic dispute in the Town of New Berlin. Deputies found that Cascio and Rieben were in possession of several handguns, high-capacity magazines, as well as an assault weapon. Deputies verified that the firearms were not stolen. Both subjects were arrested, and all weapons were seized for the time being. Cascio, was charged with Criminal Possession of a Weapon, Rieben was charged with Harassment and Criminal Possession of a Weapon, both were released and were ordered to appear in court at a later date.
State Police are reminding people to keep their vehicles locked and to never leave valuables in the vehicle. Criminals are finding vehicles that are unlocked and stealing valuables, also Police remind gun owners to never leave a firearm in an unattended vehicle, it is now a crime in New York to leave a firearm in a vehicle and could result in misdemeanor charges. ALL firearms out of your immediate control should be unloaded and stored in a safe storage depository which requires a key, keypad or other mechanism to access it.

41 year old Philip Albergo of Delhi appeared in the Delaware County Court and pleaded guilty to 2 counts of Criminal Mischief, Judge Hubbard sentenced him to 1 year of jail on each count to be served concurrently. On July 1, Albergo had damaged his apartment by ripping out the electrical wiring & kicked a door in response to receiving eviction papers, he was indicted by the Delaware County Grand Jury, was arraigned & was released on the condition that he have no further violations of the law. In August, Albergo returned to the apartment and smashed a window, he was indicted again by a Grand Jury, an arrest warrant was issued, and Albergo was taken into custody. Albergo was issued an order of protection for 3 years and and was ordered to pay restitution to the landlord.

Members of the Chenango County Sheriff’s Office arrested Tubbs after positively identifying him as the driver of a vehicle, he was taken into custody without incident, he was arraigned and released on his own recognizance, he faces court action at a later date.

Senator Kirsten Gillibrand recommended Judge Brindisi to President Biden earlier this year and he was nominated in July. Chenango County Sheriff’s Office Detectives Division arrested 2 Norwich Juveniles last week for 3rd degree Burglary, Criminal Mischief, Grand Larceny & Conspiracy in the 6th degree. On the morning of August 17, a business in the Town of Norwich was burglarized by the juveniles, property was damaged and merchandise was stolen. The Juvenile’s were brought to the Chenango County Sheriff’s Office for processing, they were arraigned in Chenango County Youth Court, the case was turned over to Chenango County Family Court, where the Juveniles were released into the custody of their parents/guardians.

The Broome County Special Investigations Unit Task Force were alerted to a stolen SUV by multiple license plate readers, the vehicle was located in Binghamton , officers approached the stolen vehicle, & the driver, 32 year old Zachary Swire of Tunkhannock, Pennsylvania drove away, he was wanted on 2 active arrest warrants for felony theft of a motor vehicle and related charges. Swire refused to comply, struck multiple vehicles & went back into Pennsylvania on 3 wheels, he went off the road, attempted to flee on foot & was taken into custody. He was charged in New York for Reckless Endangerment, criminal mischief, criminal possession of stolen property & obstruction governmental administration, he was turned back over to Pennsylvania authorities to face felony charges in his home state.

A Florida man is facing multiple charges following a firearms related incident in Endicott. Last Tuesday, patrols responded to a report that the Endicott Police Department were searching for a male suspect who had pointed a handgun at a female in Endicott, before fleeing the scene in a red Dodge Caravan. A short time later, Broome County Sheriff’s Deputies located the vehicle in the Town of Dickinson and conducted a traffic stop, 62 year old Jack Hawe of Zephyr Hills, Florida was found to have a loaded Glock pistol & ammunition, he was charged with Criminal Possession of a Weapon, and other similar charges, he was processed & was sent to the Broome County Correctional Facility for Arraignment.

Broome County Sheriff Fred Akshar released the results of the targeted, 5-week public safety and crime response initiative conducted by the Broome County Sheriff’s Office Strategic Response Group in Binghamton. From October 10th to November 15th , the Group's efforts resulted in 19 Narcotics Arrests, 14 Warrant Arrests, 43 Vehicle and Traffic Arrests, they conducted over 800 traffic stop and issued over 760 traffic violations.

On Monday at the DEP Offices on Smith Street in Kingston, community leaders gathered to announce a new initiative to improve wireless connectivity across the watershed. New York City DEP Commissioner Aggarwala discussed the project’s aim to build wireless infrastructure that will not only enhance DEP operations but also address the gaps in connectivity affecting local communities. The project will help fill in "dead zones" along critical roadways and ensure better communications for first responders, in areas where cell service is unreliable. The DEP's ability to create this infrastructure on their land will allow private wireless carriers to also utilize it to provide much-needed service boost to residents and businesses.

The Jennings Creek/Sterling Forest State Park wildfire on the New York border was fully contained over the weekend, Response actions in the area will continue in the coming days with a smaller force of state and local experts as final fire control efforts advance. To date, the fire has burned 5,304 acres across New York and New Jersey since Nov. 8. The fire is 100-percent contained and 100-percent controlled.

Governor Kathy Hochul today announced nearly $220 million in federal funding to support counter-terrorism and emergency preparedness efforts across New York State. The funding is provided by the FEMA, it supports planning, organization, equipment, training and exercise activities which are critical to sustaining and improving community prevention, protection, response and recovery capabilities. Locally, Chenango & Otsego Counties get over $93,000 each, Delaware County receives more that $85,000.
New York State repealed on Friday a law that made it a crime to cheat on your spouse, which was a misdemeanor punishable by up to 3 months in prison. Governor Hochul signed the bill that repealed that law that dates back to 1907, about a dozen people have been charged since the 1970s, and 5 of those cases resulted in convictions.

49 year old Keith Audette of Hamden pleaded guilty to Driving While Ability Impaired by Drugs, in Delaware County Court Tuesday, Audette admitted that he had been previously convicted of Operating a Motor Vehicle While Intoxicated in Chenango County in 2015, he also admitted that he drove a motor vehicle in the Village of Walton on April 9th while under the influence of methamphetamine. Audette is expected to be sentenced to 5 years of felony probation supervision, and his license will be revoked, he will also be required to pay any fines and surcharges imposed by the Court.

State Police responded at about 6:50 this morning to the report of a single vehicle crash on Broad Street in the village of Morris. An investigation at the scene determined that a 42-year-old male from Utica was operating an SYV when he crashed, he was pronounced deceased on scene. The roadway reopened shortly after 10:00 AM, the name of the deceased has not been released pending family notification.

The Clean Slate Act went into effect in New York State Saturday, which will automatically seal an individual’s New York State criminal records. The law states that Convictions under New York state law are eligible for sealing, Except for Sex crimes, Sexually violent offenses or class “A” felonies with the exception of drug-related convictions. State Police and Broome County Sheriff’s Deputies responded to a fire alarm and disturbance at an apartment located at 2708 North Street in Endicott Saturday. 46 year old Michael Stephens of Endicott is accused of intentionally starting the fire & for menacing troopers with a knife before retreating back into his apartment. Stephens suffered from smoke inhalation, 1 Trooper climbed a ladder and removed Stephens from the scene, he was taken to Wilson Hospital where he was treated & released, he was then charged with 2nd degree Arson & Menacing a police officer, he was taken to the Broome County Correctional Facility for Arraignment.

New York City officials announced that they have elevated to a drought warning and paused the $2 billion Delaware Aqueduct Repair Project upstate, the reservoirs are expected to be re-opened to allow for more water to reach New York City, meanwhile the Statewide burn ban continues as wildfires continue to burn at more than a dozen locations, due to low water levels & exceedingly dry conditions. Various warnings have been released to conserve water because of drought-level conditions throughout the Catskill region and beyond.

Otsego County Sheriff's Office arrested 43 year old Andrew Vandusen of New Lisbon for 2nd degree assault & Menacing following an investigation involving a Domestic Incident that occurred in the Town of New Lisbon. VanDusen was held for arraignment at the Otsego County Correction Facility and is set to appear in court at a later date.

Lambrecht Auction in Sidney held their 2nd Annual Sidney EMS Charity event Saturday at their Sidney Location on Delaware Avenue. Jared Lambrecht told WCDO News this afternoon that they raised $50,800 for the Sidney Emergency Squad, that is in need of a new fully loaded ambulance, which costs about $250,000. Last year they raised $18,000 in their 1st charity auction effort for the Emergency squad.

Local sales tax collections in New York state increased by 2.3% in October according to State Comptroller Tom DiNapoli. Local collections totaled $1.84 billion for the month, up $41 million from the previous October, County and city collections outside of New York City increased by only .4%, 36 of 57 counties experienced year-over-year increases.

Statewide there were 13 wildfires reported Sunday, encompassing more than 5,000 acres, the state wide burn ban remains in effect.

UHS Chenango Memorial Hospital Auxiliary will launch “Be the Light,” to illuminate Newton House on Broad Street in Norwich. With a suggested donation of $20, community members can purchase a light that celebrates or memorializes a loved one. Names of honorees will be displayed at CMH throughout December. Proceeds will benefit the Auxiliary’s efforts to support patient services at CMH, the lighting ceremony and reception on Tuesday, December 3rd at 5:30pm at Newton House.
