Otsego County Sheriff's Office arrested 48 year old Aaron Vandusen of Unadilla for Criminal Use of a Firearm, Criminal Possession of a Weapon, & Criminal Contempt. On November 29th, Otsego County 911 received a call regarding a male subject who had suffered a gunshot wound in a vehicle, it was determined that Vandusen had fashioned a homemade pistol even though he was prohibited from possessing firearms due to a previous felony conviction, he was attempting to enter a vehicle and dropped the homemade firearm which discharged in to his abdomen & groin area. He was taken to Wilson Hospital in Johnson City. State Police and Otsego County Sheriff’s Deputies were dispatched Vandusen's residence Thursday for an unrelated complaint, he was arraigned in Otsego County Centralized Arraignment and released on his own recognizance pending future court action.

U.S. Senator Kirsten Gillibrand announced that starting today, the Department of Defense will try sexual assault cases outside the military chain of command. Senator Gillibrand fought for this reform for nearly a decade until it's passing recently in Congress, This move will remove judicial functions and prosecutorial decisions about the most serious crimes from the chain of command and put them in the hands of independent, trained professionals in the courts.

The United States Attorney’s Office announced that 33 year old Dupray Jordan of Binghamton entered a guilty plea in US District Court for possessing fentanyl and methamphetamine with the intent to sell, possessing a firearm in furtherance of drug trafficking, and possessing a firearm and ammunition as a convicted felon, in connection with a warrant executed in November of 2021. Jordan faces up to 20 years in prison, a series of fines, when he is sentenced on May 8, 2024 in Syracuse.

The Otsego County Sheriff’s Office arrested 23-year-old Leroy Williams for unlawful dissemination or publication of an intimate image, a warrant has been issued for Williams’ arrest in the revenge porn case.

The State Court of Appeals ordered new Congressional maps be drawn for the 2024 election, the redistricting decision will ensure that all , district lines should be drawn by the Independent Redistricting Commission, and not by state lawmakers.

Bassett Healthcare Network will enter the new year with Staci Thompson taking over for Dr. Tommy Ibrahim, she told WCDO News that the recruitment efforts will continue in order to meet the goals of the organization:

State Attorney General Letitia James led a multi state coalition of 23 attorneys general urging the U.S. Supreme Court to uphold the government's ability to work and communicate with social media companies to address the spread of dangerous content on their platforms. The coalition filed an amicus brief, urging the Supreme Court to reverse a recent decision of the U.S. Court of Appeals that prevents the important exchange of information between the federal government and social media companies about harmful content on their platforms. Other states participating include California, Connecticut, Delaware, Maine, Massachusetts, Michigan, New Jersey, Pennsylvania, Rhode Island, & Vermont.

The Jericho Arts Council is now accepting applications from artists who wish to participate in Regatta Row’s 10th year, which will feature Adirondack Canoe Paddle chairs, and Adirondack Canoe Paddle Rocking Chairs. The Otsego County Sheriff’s Office arrested 37 year old Matthew Romano of Unadilla for Aggravated unlicensed operation of a motor vehicle following a property damaged motor vehicle accident in the Town of Oneonta. Romano was found to be operating a motor vehicle with a suspended driver's license, he was issued a uniform traffic ticket and taken into custody on a Oneonta City Court Bench Warrant, he was then turned over to Oneonta PD to answer his warrant.

The State Division of Consumer Protection reminds shoppers of laws that protect consumers about holiday returns. The Department recommends that consumers carefully review and understand what to look for when reviewing return and refund policies. If the retailer does not post a return policy, the law requires the retailer to accept returns of unused, undamaged merchandise within 30 days of the purchase date, with a receipt. For retailers that allow returns, State law does not require refunds to be given in any specific manner. Consumers having difficulty obtaining a refund are encouraged to file a complaint at dos.ny.gov/file-consumer-complaint

The State Police are continuing the special enforcement initiative to crack down on impaired and reckless driving this holiday season. The enforcement campaign is part of the national “Drive Sober or Get Pulled Over” initiative and runs from Wednesday, December 13, 2023, through Monday, January 1, 2024. Drivers can expect to see sobriety checkpoints, Troopers will be watching for distracted drivers, vehicle occupants who are not properly buckled up, and drivers violating the “Move Over Law,” State Police will also conduct underage drinker enforcement details statewide. During last year’s crackdown, State Police arrested 453 people for DWI and issued 32,934 tickets, including 11,305 tickets for speeding, 912 for distracted driving, and 316 for the “Move Over Law.”

Bassett Healthcare Network and Helios Care are collaborating to provide hospice and palliative care to patients in Central New York. The State Department of Health has given approval for Helios Care to expand their services to include Herkimer and Chenango Counties to better serve within the Bassett Healthcare Network. Currently, Helios Care serves Otsego, Delaware, and Schoharie Counties.

Norwich Firefighters responded early Thursday Morning to 137 Horstman Lane for a reported structure fire in a mobile home, they located a fire in the ceiling and roof area of the structure. Crews quickly extinguished the fire containing it to the room of origin along with ensuring all occupants were clear of the structure. Firefighters from New Berlin & North Norwich also responded, the cause of the fire is under investigation. No injuries were reported & all occupants safely evacuated without injuries.

Acting State Police Superintendent Dominick Chiumento today honored 232 new State Troopers as they graduated from the 213th session of the Basic School of the New York State Police Academy. The ceremony was held at the Empire State Plaza Convention Center in Albany. Today’s graduation increases the State Police ranks to 4,781 sworn members. 26 of the new Troopers will be assigned to Troop C in Sidney.

Part of the Bail Reform Controversy in New York State over the last few years is that there is no drug court, and people arrested for drug offenses can not be held on bail, Current Assemblyman & former Norwich Police Chief Joe Angelino told WCDO News of the consequences of these changes:

Angelino said that there is an anti-police bias among many of his colleagues in the New York City Dominated Assembly, and he said he is waiting for the pendulum to swing back again in favor of law enforcement agencies.

Delaware County Sheriff's office arrested 60 year-old John Necci of Portlandville after deputies conducted a traffic-stop for Speeding Sunday on State Highway 23 in the Town of Davenport. Necci was traveling at about 80 miles per hour in a posted 55 mile per hour zone, Deputies stopped Necci, he was charged with aggravated unlicensed operation of a motor vehicle and Speeding, he was released and directed to appear in the Davenport Town Court on a later date to answer those charges.

32 year old Kyle Oakley of South Kortright pleaded guilty to 3rd degree Burglary in Delaware County Court. Oakley was charged following an investigation of forced entry into a seasonal residence during March of 2022. A Deputy responded to the crime scene on March 8, 2022, after the homeowner reported damage to his front door, the Deputy recovered a sweatshirt which was sent to the State Police Crime Lab for DNA extraction, Oakley was subsequently arrested by the Sheriff’s Department. Oakley was sentenced to a 5-year term of felony probation supervision, he was ordered to pay $1,000 in restitution to the homeowner, if he violates probation supervision, he faces a possible resentencing of up to 2 and 1/3 to 7 years in state prison.

Attorney General Letitia James sued SiriusXM Radio for trapping consumers in subscriptions and maintaining deliberately long and burdensome cancellation processes. An investigation found that SiriusXM forces its subscribers to call or chat online with an agent to cancel a subscription, then deliberately draws out those interactions as part of its strategy to prevent subscribers from canceling. Through this lawsuit, Attorney General James seeks restitution, penalties, and disgorgement from SiriusXM for violating New York's business laws.

ACCO Brands announced to their employees last week that they will be closing their Sidney manufacturing and distribution plant late next year. Kori Reed the Director of Communication at ACCO Brands in Ohio told WCDO News that there is no firm timeline for the closure, the process will take most of next year to fully execute.

The Otsego County Sheriff’s Office announces the arrest 52 year old Donald Lane of Portlandville following an investigation in to a sex offender who failed to register a change of address with the New York State Sex Offender registry. Lane is accused of relocating from a residence in the Town of Oneonta to a new location in the Town of Milford without notifiying authorities, Lane was located in the City of Oneonta Tuesday & was taken in to custody, he was processed & was being held in the Otsego County Correctional Facility to await an appearance in Otsego County Centralized Arraignment.

The storm which hit the region Sunday & Monday has claimed the lives of 4 New Yorkers so far. State Police said that an elderly woman in Catskill had her vehicle submerged in flood waters Monday, & she could not be reached by first responders due to the raging flood waters.

Local sales tax collections in New York state increased by 5.1% in November compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled $1.81 billion, up $88.6 million compared to the same time last year. County and city collections outside of New York City totaled $887 million, an increase of 4.4%, 55 out of 57 counties experienced year-over-year increases.

Otsego County Officials announced that several roads are closed due to flooding conditions, including County Highway 48 between Chamberlain Hill and Downey Road Spur in Otego, County Highway 4 between Mill Street and Hilton Street in the Town of Butternuts, Miller Road in Pittsfield, Bemis Road from State Highway 51 to Pegg Road in Morris. In Delaware County, State Route 30 in Roxbury has flooding issues, officals in all around counties advise motorists to turn around if they find flooded roads & report them to authorites as soon as possible. Delaware County Sheriff's Office arrested 31 year old Cachet Fernandez of Sidney on a sealed indictment arrest warrant issued out of the Delaware County Court. On Friday Morning, Broome County Sheriff’s Deputies, located and identified Fernandez, he was turned over to the custody of Delaware County Sheriff’s Deputies. The Delaware County Court issued a sealed indictment arrest warrant, stemming from Fernandez allegedly not reporting his new residence as a registered Sex Offender to the proper authorities upon moving. Fernandez was remanded to the Delaware County Jail to await arraignment in Delaware County Court at a later date.

The Governor's Office & the Public Employees Federation and Civil Service Employees Association announced an agreement to award nearly $3 million in backpay to more than 2,100 New York State employees who worked overtime during the COVID-19 pandemic. Starting this week, more than 1,700 PEF members and more than 400 members of CSEA will receive payments for work completed beyond traditional work hours at the height of the pandemic.

Delaware County DPW Commissioner Jim Thomas reported some roads were flooded earlier today, including State Route 357, which was closed between County Route 14 and State Route 28 in Franklin, also Flooding on State Route 10 slowed traffic between Peaks Brook Road in Delhi and County Route 16, 1 lane traffic was being directed by DOT flaggers, County Route 18 above Delhi & County Route 9 were also closed earlier this afternoon. Brenner said that the Community Bank closing in Morris affects several communities around Morris, and that there has been significant growth in the surrounding area the last couple of years, which they hope warrants a banking institution to set up some sort of bank or credit union locally, and not force everyone to go 20 miles or more to do all of their banking needs.

Chaquasja Veale of Norwich was indicted Friday & was charged with 2nd degree murder, for the killing of 44 year old Alisa Ann Martin in her Norwich home July 6th. Veale had been staying in Martin's home, she died died by strangulation, Veale was being held on bail in the Chenango County Jail pending future court action.

The number of full-time local government workers employed outside of New York City shrank 7.9% from 2007 through 2022, according to a report by State Comptroller Tom DiNapoli. New York’s decline in local government employment is in contrast to the nation, which saw a 2% increase in the number of full-time employees over this 15-year period. Local government workforce levels were most impacted by two key events during this time – the Great Recession of 2007-09 and the COVID-19 pandemic. School districts were the largest local government employer in 2022, Counties were second, followed by cities and villages and towns.

The project follows the 2023 project that replaced water lines in the downtown business district, some of the pipes dated back to more that 100 years in service.

The National Baseball Hall of Fame and Museum will celebrate the Texas Rangers’ 2023 World Series championship through Autumn Glory, the Museum’s tribute to the postseason. State Police responded to a 3-vehicle crash in the town of Newfield, with 1 fatality reported. The investigation revealed that a Toyota and a Jeep were traveling north, The Jeep was stopped for another vehicle in front of it making a turn when the Jeep was rear-ended by the Toyota, which then went into on-coming traffic and was struck by a Cadillac. Chenango County Sheriff’s Office executed a search warrant in the Town of Smithville on December 8, that resulted in the arrest of 37 year old Troy Dibble of Smithville. Dibble was taken in custody, he was wanted on a felony arrest warrant for Reckless Endangerment, for allegedly firing numerous rounds from a handgun into a vehicle that was occupied. The investigation also uncovered Dibble's drug sales from within the residence, Office members recovered Heroin, Fentanyl, Methamphetamine, and numerous handguns. Dibble was charged with Criminal possession of a controlled substance, criminal possession of stolen property, criminal possession of a weapon, Criminally using drug paraphernalia, resisting arrest & several other charges, he was arraigned & was remanded to the Chenango County Correctional Facility on cash bail pending future court action.

A new federal charge was filed Monday against 28 year old Mufid Alkhader, who is accused of firing a shotgun outside a synagogue in Albany. Alkhader was arrested Thursday for possession of a firearm by a prohibited person, he was additionally charged Monday with conspiracy to make a false statement during the purchase of a firearm, he was not eligible to buy a firearm because of a previous protective order, so he had a friend buy the shotgun on his behalf. Alkhader is being held without bail.

Angelino said that he felt that the new Clean Slate bill was unnecessary as there was already a mechanism to have criminal records expunged through the courts for those who have stayed out of trouble after jail, and he felt that the adjustments to the Bail Reform Laws have had little consequence.

The State Office of Cannabis Management has issued a recall on “Jenny’s Zee Zee Gummies" adult-use cannabis product.” The recall states that the products did not undergo the required testing for consumer safety and product quality. the product in question was sold between September 4th and November 1st, consumers should contact the dispensary where it was purchased for more information.

Otsego County Sheriff's Office announced that the investigation into Saturday’s gas explosion on Richards Avenue in Oneonta is still ongoing, and following acquiring information from examination of the scene, interviews, and forensic examinations, they concluded that an action by the resident, 60 year old Desmond Moan resulted in a non-intended natural gas leak, The escaping gases made contact with an ignition source which resulted in the explosion. Inspections and damage assessment is still ongoing, but currently there has been over 50 property parcels, and over 60 residents and their families affected. Initially 43 residents were displaced. The American Red Cross is working with the families providing community resources and services, The State of Emergency remains in effect.

The State Police announced it had the highest Trooper candidate processing turnout in over a decade. Over 1,100 candidates attended processing weekend. Trooper candidate processing took place at the New York State Police Academy in Albany, on the weekend of December 2. Candidates can learn about becoming a New York State Trooper and sign up to take the exam today at joinstatepolice.ny.gov. Applications are being accepted until March 4, 2024.

On December 3, 2023, Delaware County Sheriffs Deputies observed a vehicle in a field and observed a person running with a flashlight toward the vehicle. Deputies identified the person with the flashlight as the operator of the motor vehicle as 34 year old Michael Hunter of Walton, who is accused of driving while under the influence of alcohol, he was charged with DWI and moving from lane unsafely. The property that Hunter was on was owned by New York City Department of Environmental Protection, DEP Police charged Hunter with Trespass & Criminal Mischief, Hunter will appear in Andes Town Court at a later date.

On Saturday at approximately 5:30 pm; The Otsego County 911 Center received multiple 911 calls reporting an explosion and residential structure fire on Richards Avenue in the Town of Oneonta. The Oneonta Fire Department and multiple mutual aid departments responded. Upon arrival, they found multiple structures with severe damage and an active structure fire. Deputies and members of various fire departments assisted residents in the immediate area with a precautionary evacuation. Once the fire was extinguished, 60 year old Desmond Moan was found deceased. A neighboring resident received medical attention for minor injuries sustained during the explosion, the initial investigation determined the cause of the fire at 18 Richards Avenue was a result of human error.

Delaware County Officials are aware of a complaint filed in the Northern District of New York by The Reporter. Officials can not make any comment at this time as the matter is in pending litigation, but officials deny all claims against the County as well as any individual named as a defendant in that matter, and will vigorously defend the action. The County was sued last week by the Reporter, as they claim that the action by the Board of Supervisors to remove The Reporter as the County's official paper for the publishing of legal notices, was in retaliation for coverage of county affairs by the Reporter's staff.

Attorney General Letitia James & a coalition of 21 attorneys general, support a proposed Bureau of Alcohol, Tobacco, Firearms, and Explosives rule that would ensure more gun sales are subject to background checks. Following the passage of the Bipartisan Safer Communities Act, the ATF proposed a new regulation to clarify what it means for a person to be "engaged in the business" of dealing in firearms, and therefore required to obtain a license and run background checks when selling guns, that rule would close loopholes that allowed for the unlicensed sale of firearms, including online and at gun shows.

State Comptroller's office has completed audits of municipalities around the state, an audit of the Town of Colesville found that Officials did not always use a competitive process when purchasing goods or services and some officials were unfamiliar with the town's procurement policy requirements. In the village of Greene, officials developed a comprehensive investment program but did not effectively manage the program, they did not prepare monthly cash flow forecasts to estimate funds available for investment or monitor investments and did not formally solicit interest rate quotes or consider other legally permissible investment options.

Pucci said that about 3000 were distributed to Delaware County Families in need last year.

The State Health Department reported that flu cases rose by over 25% in the last week and hospitalizations have surged by 30%. Most of the cases have been reported in Western New York, especially in Erie, Niagara, and Chautauqua Counties. In the last recorded week, there were more than 4,000 cases reported in New York State, there has also been a surge in the respiratory virus known as RSV.

The West Kortright Center announced today a grant award totaling $30,000 from the New York State Council on the Arts to support the nonprofit arts and culture sector. In addition they received a $10,000 Artist Support Grant for Adrianna Newell. The State Council has awarded over $80 million since Spring 2023 to over 1,500 artists and organizations across the state.

35 year-old Bradley Law of Harpursville was sentenced in Broome County Court to 2 concurrent sentences of 1 1/3rd to 4 years in prison Tuesday. Law hit 13 year old Brennan Loveless with a pickup truck on January 1st 2023 while the boy was riding his bike on the shoulder of Route 7 near his home in Sanitaria Springs. Law fled the scene while Loveless, who was thrown 180 feet down the shoulder, suffering serious injuries. Law then told police he hit a deer with his truck instead. Law pleaded guilty to criminal possession of a firearm and attempted leaving the scene of a fatal motor vehicle accident.

State Police & Emergency personnel responded to a truck accident on I-88 in Schenectady County at about 3:00 AM this morning. A truck carrying compressed natural gas went off of the roadway, area residents were briefly evacuated, the unidentified driver was taken to an area hospital with serious injuries, the cause of the accident is under investigation.

The New York Lottery today announced 4 3rd-prize-winning tickets were sold for the December 4 Powerball drawing. 1 of the winning tickets was sold at the Stewart's Shop in Cooperstown, the ticket is worth $50,000. The Powerball drawing is televised every Monday, Wednesday and Saturday at 10:59 pm.

Congressman Marc Molinaro is pushing the U.S. Department of Agriculture to address the milk carton shortage in Upstate New York. Supply chain problems at 1 of the 2 major milk carton manufacturers has caused schools, hospitals, nursing homes, and other institutions in to forgo serving milk. This milk carton shortage may also force dairy farmers to dump milk if the issue is not rectified quickly.

State Comptroller Tom DiNapoli released a new report that confirmed, that taxpayers moved out of New York State reached its peak in 2020, when the state was the 1st to have outbreaks of the COVID 19 virus. Net-out migration Declined Significantly in 2021, But Still Exceeded Pre-pandemic Levels, the report found more than one of every 100 resident personal income tax filers left New York state in 2020, with net out-migration 400% higher in 2020 compared to 2019. 31 year old Caleb Lane of Franklin pleaded guilty to Possessing a Sexual Performance by a Child. On August 25, 2022, the National Center for Missing and Exploited Children received a cyber tip that an individual account had downloaded a sexually explicit image of a child in Franklin, records were seized from the Microsoft Corporation and on September 29, 2023, Lane was arrested and charged with 2 counts of Possessing a Sexual Performance by a Minor. Lane will be sentenced to a ten-year period of felony probation supervision and will be required to register as a sex offender.

11 Fire Companies responded Friday night a fire in Stamford. The buildings were on fire at 62 to 64 Main Street in Stamford, 2 historic buildings were lost, the fire displaced 30 residents and 2 businesses, 2 residents & 2 firefighters were injured, with non-life threatening injuries. The Red Cross & Churchill Gym helped displaced residents, the cause of the fire is under investigation. The Stamford Village Hall will accept donations today through Friday from 9:00 AM to 3:00 PM. Otsego County Sheriff's Office arrested 46 year old Joseph Ogborn of Otego for possessing social media accounts not listed on the sex offender registry. Ogborn is a level 3 sex offender, he was charged with 2 counts of Sex Offender Failure to Register, he was located today by investigators and parole officers and taken in to custody, bail was recommended by the Otsego County District Attorney's Office at $5,000 cash, $5,000 credit card and $50,000 bond.

Chenango Memorial Hospital is closing the long-term care unit located on the hospital’s second floor as of January 31st. CMH will no longer be accepting new residents and, over the next 2 months, they will work closely with our residents and their families to ensure their placement in other long-term care facilities. 19 residents are currently at the facility, and employees of the facility will be transferred to other positions across the Hospital's departments. The hospital’s board and leadership team are currently exploring options for alternative uses for the second floor of the hospital.

A Lawsuit was filed in Broome County Supreme Court against the Vestal School District where a former Vestal High School student alleges that economics teacher Robert Carr asked her to meet him, he allegedly kissed the victim numerous times, groped her inappropriately and continued to force sexual activity upon her until she moved to the state of Texas and changed her phone number. The lawsuit claims that School Officials did not take any action against Carr after learning of the accusations.

On Tuesday, Broome County Sheriff’s Deputies assigned to the US Marshal’s Regional Fugitive Task Force arrested 22 year old Nathan Williams Jr. of Endicott, at 68 Thorp Street in the City of Binghamton. Williams was wanted by the Endicott Police Department for Murder in connection with the shooting death of 25-year-old Molique Dawson in Endicott in July. The Metro SWAT Team of the Binghamton Police Department executed the search warrant and Williams was successfully taken into custody after a 5 hour standoff, Williams was transported to the Broome County Sheriff’s Correctional Facility, arraigned at Central Arraignment and is currently being held without bail.

State Police Bureau of Criminal Investigation at Binghamton arrested 48 year old Stacie Congdon of Windsor for 3rd degree Grand Larceny. An investigation revealed that while volunteering for the Windsor Town Fair, Congdon made several unauthorized debit card purchases and cash withdrawals totaling over $10,000 between May and September 2023. Congdon was arrested and then turned over to the Broome County Correctional Facility for Arraignment. On September 29, Congdon was arrested for 2nd degree Grand Larceny, for allegedly stealing over $50,000 from the nonprofit, Punch Out Parkinson’s Inc.

Former New York Governor Andrew Cuomo is being sued by former aide Brittany Commisso, who claims that Cuomo sexually harassed her while he was still in office. Commisso filed the case against the ex-governor in state Supreme Court in Albany on Wednesday, she was 1 of 11 women who accused Cuomo of sexual misconduct, leading to his resignation in 2021, he has denied the allegations.

Embattled Congressman George Santos faces a potential expulsion vote this week, following a House Ethics Committee report that revealed a “complex web of unlawful activity.” On Friday, Santos acknowledged that his chances of remaining in Congress were slim, only 5 times in history has a member of the U.S. House of Representatives been expelled.

Members of the U.S. Marshal’s Fugitive Task Force arrested Jade Pittsley Tuesday, she was wanted by the U.S. Marshals in Albany on an arrest warrant for escaping from federal custody. Pittsley was under the supervision of the Federal Bureau of Prisons and was afforded an opportunity to complete the final portion of her sentence at a halfway house in Albany to assist in her reentry to the community, she failed to show up & a warrant was issued for her arrest. Pittsley was located in Johnson City where she was observed leaving a retail store and, as she attempted to get into a nearby vehicle, task force members took her into custody. Officers found more than 40 grams of methamphetamines in her possession, she was transported to the Broome County Sheriff’s Office and charged with felony narcotics possession.

State Police will participate in a special traffic enforcement initiative to crack down on unsafe driving behaviors through Thanksgiving weekend. Governor Kathy Hochul signed legislation which aims to protect consumers during storms and other emergencies by requiring utility companies to develop plans to prioritize responding to reports of downed wires. If a member of the public identifies a downed wire that presents a hazard, they now can report that wire to their utility, which must respond to no later than 72 hours after the response to an emergency ends. State Police announced that 41 year old David Maycumber of Newfield, was indicted by the Tioga County Grand Jury and was arraigned before the Tioga County Court for 1st & 2nd Degree murder, Kidnapping and Intimidating a witness, in connection with the kidnapping & murder of Thomas Rath in Tioga County earlier this year. To date, 13 subjects have been arrested for various felonies regarding the murder investigation of Thomas Rath.

Numerous reports of criminals stealing from unlocked cars have been reported to Police across the region, they also remind people this holiday season to never leave valuables in plain site inside the passenger compartment of a parked vehicle.

The State Department of Environmental Conversation announced that a 72 year old New Jersey man has died. On November 18, at around 10:45 pm, Forest Rangers responded to a call for an overdue hunter in the Town of German, after a member of their hunting party never returned, Members of local law enforcement, Forest Rangers & 1st responders found the man deceased at about 3:00 AM.

Governor Kathy Hochul today announced nearly $23 million in New York State Community Development Block Grants have been awarded to 33 village, town, and county-wide applicants across the State. The village of Deposit will use $50,000 to complete a preliminary engineering report for an evaluation of the municipally owned water system. The village of Hancock in Delaware County will use $995, for Phase 2 of its Critical Sewer Improvements.

State Police will participate in a special traffic enforcement initiative to crack down on unsafe driving behaviors through Thanksgiving weekend. The special traffic enforcement period runs from Wednesday through Sunday, and will focus on impaired and distracted driving as well as speeding and the Move Over Law. Temporary lane closures for road and bridge construction projects on New York State highways will be suspended through 6:00 am on Monday, some work may continue behind permanent concrete barriers for emergency repairs.

State Comptroller Tom DiNapoli and State Police announced the arrest of Utica City School District Superintendent Bruce Karam and the former Utica Mayor and School Board President Louis LaPolla. Karam was using school money and resources to send election mailers in support of school board candidates that he favored and who determined his contract, salary and authority. He also is accused of using school resources to send invitations for a non-school related fundraiser for a purported charity run by LaPolla. LaPolla was allegedly aware that school resources were being used on his behalf. Karam also allegedly tried to cover up his actions by attempting to persuade school district employees to lie that the resources being used for a valid purpose.

State Police Major Crimes Unit members were in southern Vermont searching an area of forest for the remains of Sara Anne Wood, about 30 miles east of Albany. Wood was abducted while riding her bicycle 30 years ago in a remote area of the Town of Frankfort, & was killed by Lewis Lent of Massachusetts, Over 80 officers from the State Police assisted in the search, which concluded on Thursday, No remains were found in the search.

Craig Ross Jr. has been charged kidnapping, 4 counts of predatory sexual assault against a child, plus sexual abuse, assault and endangering the welfare of a child, Ross was arrested after he allegedly abducted 9 year old Charlotte Sena Spetember 30th at Moreau Lake State Park in Saratoga County. Ross was indicted on the charges Friday, he was initially charged with 1st degree kidnapping when he was arrested days after the girl was riding her bike & went missing during a day at the park with family. Ross was found in a camper where he was staying, police found Sena in a cabinet, Ross is accused of raping the girl over the 2 day period. Ross pleaded not guilty in Saratoga County Court Friday, he is beign held in jail without bail since his arrest.

State Police & The FBI arrested 43 year old Michael Hilliard of Horseheads November 11th, following an investigation into hazardous materials used for making bombs was found Hilliard's residence. On November 6th, a local Highway Department employee found a possible explosive, the State Police Bomb Disposal Unit and FBI responded and made the explosive safe. On November 11th Hilliard was apprehended and charged with Criminal Possession of a Weapon in the First Degree (B Felony). He was arraigned and remanded to the Chemung County Jail. On November 12th, State Police executed a search warrant at Hilliard’s residence, they located several suspicious hazardous materials inside the residence & the immediate surrounding the residence was evacuated. State Police are working in conjunction with the FBI for the disposal of all hazards. Anyone with information regarding this incident is asked to contact the New York State Police at 585-398-4100.

State Police are requesting the public’s assistance in locating a 2019 or newer white Volvo semi-truck with damage to the front passenger side. Police said that 40 year old John Viviano of Sidney was pronounced dead at the scene, State Police at Troop E investigated the fatal car-pedestrian crash that occurred on I-86 near exit 38 in the village of Bath, Police beleive that a westbound vehicle on I-86 struck Viviano between Friday night & Saturday Morning, The vehicle did not stop, and State Police is requesting the public’s assistance to identify the vehicle, which may have significant front-end damage. State Police arrested 31 year old Kevin Carter Jr. of Binghamton, for 3rd degree Robbery and Criminal Possession of a Weapon. Troopers were dispatched to a reported robbery at Speedway in the town of Union. Troopers located Carter who was found to be in possession of metal knuckles. The investigation determined that Carter made a small purchase but when the register was open, he reached over the counter and forcefully took a sum of money, however, he left his wallet with his ID on the counter during the incident. Carter was transported to the Broome County Correctional Facility for arraignment.

State Police arrested 4 women after a theft at the Oneonta Walmart on October 20th. A Trooper was dispatched to a report of the women walking with over $1,000 in merchandise. Troopers were able to locate and arrest all 4 women all were charged with Grand Larceny, they are identified as 19 year old Miranda Cole of Norwich, 18 year old Shania Reynolds-Broyles of North Bellmore, 19 year old Nevaeh Moore of Brooklyn, & 19 year old Samantha Sawyer of New York City, all will appear in Oneonta Town Court on December 5, 2023.

The Sidney Veteran's Memorial Park fundraiser at East Main Lanes in Sidney the last 2 weekends was a big success, Park President Doug Barnard told WCDO how much they raised:

Local sales tax collections in New York state increased by 2.5% in October compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled nearly $1.8 billion, up $43.5 million compared to the same time last year. County and city collections outside of New York City totaled $880 million, an increase of 2.2%. 45 out of 57 counties experienced some year-over-year increase.

Enrollment across the State University of New York campuses increased from year to year, for the first time in a decade. The Governor's Office reported that the year-to-year total system-wide student enrollment increased, 1.1% overall, 367,542 students. Undergraduate first-time enrollment was up across all sectors at 4.3% The technology sector showed the strongest increase at 13.3%, followed by community colleges at 3.9 percent.

NY State of Health announced the beginning of its annual open enrollment period for health insurance. The State Department of Labor announced that the number of private sector jobs in New York State decreased over the month by 10,300, or 0.1%, to 8,252,000 in October. The State's unemployment rate increased from 4.0% in September to 4.2% in October, while the State's labor force decreased by 1,900, the statewide labor force participation rate held constant at 61.6%.

Broome County Sheriff’s Office responded to an accident on the I-88 West / I-81 South overpass in the Town of Chenango yesterday morning involving 6 different vehicles. The investigation found that a pickup truck was traveling westbound on the I-88 overpass when the vehicle hit a patch of ice and flipped onto its hood. The 2nd vehicle behind the truck was able to stop before a collision could occur, but the next four vehicles all hit the ice, were unable to stop and collided with the vehicle two and each other. The accident led to the closure of I-88 westbound near Exit 2 for several hours for cleanup. 2 of the drivers were transported to Wilson and Lourdes hospital respectively for minor injuries. The ice was caused by a parked construction site water truck that was leaking water onto the highway. No charges have been filed at this time.
