The Otsego County Sheriff's Office stated that they were notified this morning by a local school district regarding the social media threat to unnamed schools, regarding possible gun violence at 12:15, but no specific date or school was named. This incident is currently being investigated by not only the Sheriff’s Office but multiple police agencies within and outside of Otsego County. The threat has been received by students at various schools in the area and statewide, the threat appears to be false. Officers communicated with school officials and were present in the areas of all of the schools this morning. Officers will continue to show a police presence & the investigation is ongoing.

Governor Kathy Hochul announced today that the statewide Mask Mandate will be re-instituted; masks will be required in all indoor public places. The Governor stated that an exception to the mask rule will be if a business or venue has a vaccine requirement. The State Health Department reported that the COVID positivity rate is back over 5% state wide, Hospitalization are well over 3000, the number in ICU Beds & on ventilators has increased at a lower rate than earlier in the year, due to a high rate of vaccinations.

Otsego County Sheriff's Department arrested 41 year old Jeremiah Butler of the town of Maryland, following an investigation into a November 13th motor vehicle accident in the Town of Middlefield. Butler was charged with Felony DWI, operating a Motor Vehicle with a BAC of .08 of higher, failure to keep right, speed not reasonable & prudent along with other charges, Butler was released on an appearance tickets for Town of Middlefield Court at a later date.

Delaware County Public Health will be conducting a COVID-19 vaccination clinic for people 18 and older on Saturday, at the DCMO BOCES Harrold Campus. Otsego County Sheriff's department arrested a County inmate Wednesday for assaulting a Corrections Officer and fleeing from custody during a Court appearance in the Town of New Lisbon yesterday afternoon. 27 year old John Clark was charged with Assault on Police Officer, 2nd degree Escape, 3rd degree Assault, Obstruction of Governmental Administration, Resisting Arrest & Harassment. Otsego County corrections officers were transporting Clark to a regularly scheduled court appearance when he fled from the custody of the corrections officers, a foot pursuit was initiated and a corrections officer attempted to take the defendant back in to custody. During a brief struggle, Clark caused the correction officer to sustain a hand fracture. Clark was returned back to the Otsego County Correctional Facility and will be processed at Otsego County Centralized Arraignment at a later time. The corrections officer was treated at Bassett Hospital and a return to work has not been established.

Oxford Fire Fighters responded this morning to a structure fire at 16 Merchant Street at the corner of Greene Street in the village. The Fire was reported at around 7:30 AM, the building housed several apartments & all occupants were able to escape, some pets were not able to be saved, the cause of the fire is under investigation.

Bassett Healthcare Network announced today that in accordance with an executive order enacted by the New York State Department of Health on December 3, 2 of their hospitals; A.O. Fox Hospital in Oneonta & Little Falls Hospital, have been placed on a state-wide list of facilities that currently have occupancies of 90% or more. These facilities will limit non-essential elective procedures for the next 2 weeks.

The Delaware County Board of Supervisors has decided to name the Delaware County Department of Economic Development as the entity to promote tourism. Previously, tourism programs were run by the Delaware County Chamber of Commerce, through a contract with Blue Spark Creative Services of Delhi, Blue Spark is expected to continue its work through the Department of Economic Development.

State Police arrested 36 year old William Sabines of Preston after he was indicted by a Chenango County Grand Jury Thursday. Sabines was charged with 2nd degree Murder, Concealment of a Human Corpse and Tampering with Physical Evidence. Sabines was arrested following an investigation into the disappearance of Jesse Donlin, formerly of Sidney, Unadilla and Afton locally. Donlin was reported missing in September of 2019 after failing to appear for a court appearance in Utica, the investigation ultimately led to Sabines arrest. Sabines was remanded to the Chenango County Jail on $250,000 cash bail or $500,000 bond pending future court action.

Chenango County Sheriff's Office received a missing person complaint regarding 32 year old Amanda Lanfair, who was last seen on November 26th, and stated that she was going to Long Island and was to return on November 28th. Lanfair was last seen wearing a black baseball cap, green Carhartt jacket and black Puma sneakers. Former New York City Health Commissioner Dr. Mary Bassett became the State Health Commissioner on Wednesday, replacing Dr. Howard Zucker, who had been the state Health Commissioner since 2015. Bassett takes over as the state's COVID-19 hospitalizations are increasing across the state. Bassett was credited, along with Dr. Zucker & Dr. Anthony Fauci of the CDC with stopping a potentially deadly Ebola Outbreak after 1 case was found and contained in New York City in 2013.

Governor Kathy Hochul today announced the first 5 confirmed cases of the COVID-19 Omicron variant in New York State. So far, the cases appear unrelated and have been confirmed through sequencing of the SARS-CoVID-2 virus. 1 case is from Suffolk County, 4 others are in New York City, 4 other states have also reported cases of the new COVID variant. On Thursday, Governor Hochul announced that the State has ordered 1 Million Testing Kits to Distribute to Local Health Departments & 40 New Pop-Up Vaccine Sites will be launched this month.

The Greater Binghamton Sport Complex on Airport Road in the Town of Maine had its roof collapse Sunday, for the 2nd time in less than a year. The roof collapsed last December after snowfall, the structure was replaced and the roof collapsed during construction Sunday Afternoon. No injuries were reported & the investigation into the latest collapse is ongoing.

State Police responded to a report of a vehicle into a pond in the town of Laurens. An investigation revealed that a 56-year-old male of Hopewell Junction, NY swerved in an attempt to avoid a deer. He went off the roadway and into a pond. The man was not injured. The New York State Police Underwater Recovery Team responded to assist in removing the Dodge Challenger out of the pond. State Police remind motorists that if a deer enters the roadway brake firmly and calmly and stay in your lane. Swerving can cause you to lose control of the vehicle. If you do hit a deer, pull off to the side of the road as soon as it’s safe to do so. Turn on your hazard lights, stay in the car & Call local police.

Delaware County Sheriff’s Deputies were dispatched to the Town of Walton October 29th, on a report of a domestic dispute, where it was alleged that 39 year old Martin Planty had stolen another person’s vehicle & threatened to cause another person bodily harm. Planty left the scene and an arrest warrant was issued by the Town of Walton Court. On November 16th, Deputies conducted a traffic stop on a vehicle operated by Planty in the Town of Davenport, Panty’s driving privileges were suspended due a failure to answer a summons, and he was arrested for Unauthorized Use of a Motor Vehicle, Aggravated Harassment, Aggravated Unlicensed Operation of a Motor Vehicle and Speeding. Planty was arraigned & was released on his own recognizance; he is scheduled to appear at Walton & Davenport Courts at later dates.

On Wednesday, October 27th, Delaware County Sheriff’s Deputies responded to a report of a male subject acting irrational and driving at an extremely high rate of speed on State Highway 30 in the Middletown/Andes area. Responding Deputies located 29-year old James Lor of Margaretville, who is accused of operating the vehicle while in an intoxicated condition. Lor’s Driver’s license was revoked due to numerous previous DWI related suspensions. Lor was also found to be in possession of a small quantity of Cocaine. Lor was charged with Felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance, along with several other charges, Lor was arraigned in the Town of Delhi Court and was released on his own recognizance, pending court action at the Town of Middletown Court at a later date.

State Police, the Delhi Police Department, and the State University Police at Delhi responded to a fight Sunday at a large college party off campus on Scotch Mountain Road in Delhi. One person sustained stab wounds and was ultimately transported to Albany Medical Center for treatment. 3 others were treated at a local hospital for non-life-threatening injuries. The incident is still under investigation but appears to be an isolated incident. Anyone who may have witnessed the altercation is asked to call New York State Police at (607)432-3934.

Delaware County District Attorney John Hubbard has announced the start of his campaign for Delaware County Judge in the 2022 election. The position will be on the 2022 ballot following the announcement of retirement by Judge Richard Northrup. Hubbard was elected District Attorney in November 2016 and was re-elected in 2020, he previously served as Chief Assistant District Attorney under Northrup for 10 years, after first joining the office in 2000 as an Assistant D.A.

The Cannabis Control Board today advanced regulations for public comment that will allow for the home cultivation of medical cannabis. The regulations follow the requirements of Marijuana Regulation and Taxation Act, allowing for up to three mature plants and three immature plants per person and a cap of six mature and six immature plants within any private residence. They will now be subject to a 60-day public comment period. More information is available at cannabis.ny.gov.

Butterball has issued a recall on more than 14,000 pounds of ground turkey products after consumers complained of finding pieces of blue plastic embedded in their raw ground turkey. The items being recalled are the 2.5-pound "farm to family Butterball all-natural Ground Turkey" trays with a sell-by date of October 18th, and the 3-pound "Kroger Ground Turkey" trays with an October 17 sell-by date. The items were produced on September 28, & should be returned to the place of purchase.

The FCC has adopted rules to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. To ensure that calls to 988 reach the National Suicide Prevention Lifeline, area codes with a "988 Exchange, will need to transition to 10-digit dialing. Beginning THIS SUNDAY, in the 607 area, callers must dial 10-digits, the area code + telephone number, for all local calls, those who only dial the 7 digit phone number will not have their call completed, and a recording will remind the caller to hang up and dial again using the area code and the 7-digit number.

The Trial of Donald Reese ended in Chenango County Court, with the jury deciding that Reese was NOT guilty of 1st & 3rd degree rape. Reese was a former Chenango County Sheriff's Department Corrections Officer who was accused of committing rape on September 11, 2019, or a woman he had been dating at the time. Otsego County Court Judge John Lambert presided over the case with Otsego County District Attorney John Muehl prosecuting. Reese resigned from his position after his arrest by Norwich City Police.

Broome County Executive Jason Garnar announced today an uptick in COVID 19 cases in the County over the last week. The Broome County Health Department had 105 new cases in Thursday, the total number of active cases is up to 780, up by 140 in the last week, the 7 day rolling average positivity rate was back up to 6%, and hospitalizations doubled in the last week back up to 92, the percentage of Broome county residents fully vaccinated was 59%.

Governor Kathy Hochul announced that the State Environmental Facilities Corporation has approved more than $44 million for drinking water and wastewater projects, with grants, interest-free and low-cost financing. Drinking Water Projects will include the Village of Walton; Clean Water Projects will go to the City of Binghamton and Village of Johnson City.

With the opening of its new Main Entrance, UHS Chenango Memorial Hospital will implement a new visitor management system starting Monday; all visitors will be required to show a driver’s license or other government-issued identification upon entering the facility. Anyone without a validated ID will have their photo taken and information collected by hospital staff so that a visitor pass may be issued. State Police responded the report of 2 adults and 2 children being thrown from an Amish buggy after being hit by a car in Madison County on Friday. State Police stated that 19-year-old Madison Mae Davis of South Otselic was driving on Lebanon Road around 6:00 PM when she hit a horse-drawn buggy traveling in the same direction. A 22-year-old man, a 27-year-old woman and two kids, ages 1 and 2, were ejected from the buggy upon impact. All four were taken to Upstate University Hospital to be evaluated. Davis was taken to Community Memorial Hospital and was later released, Davis received a ticket for failure to use due care for an animal.

State Police arrested 36 year old Amber Suprunchik of Dolgeville for Tampering with Physical Evidence, Leaving the Scene of a Fatal Accident and Aggravated Unlicensed Operation of a motor vehicle. Back on June 15th, troopers were dispatched to a hit and run accident on State Route 26 in Cincinnatus, 4 people on bicycles were on State Route 26 when a vehicle struck 2 of them, and did not stop. 67 year old Kitt Warren of DeRuyter was killed and 67 year old John Rutan of McGraw suffered non-life-threatening injuries. The vehicle was ultimately located that night by a Cortland County Sheriff’s Deputy. The investigation has revealed that Suprunchik was operating the vehicle and was not impaired at the time of the accident, she is accused of tampering with the vehicle after the collision, she was processed Friday & was sent to Cortland County Central Arraignment and Processing.

State Senator Peter Oberacker and Assemblyman John Salka criticized Governor Kathy Hochul's veto of legislation to assist the Oneonta City School District and local taxpayers. State Senate Bill 396 would correct a clerical error and assist the Oneonta City School District by preserving $400,000 in state transportation aid due to the school district, correcting an oversight in the application process for the district's transportation aid for the 2019-2020 school year, when the district did not file its application for transportation aid to the state education department in a timely fashion. Chenango County Sheriff's Office and the City of Norwich Police Department executed a search warrant at 11 Pleasant Street in Norwich Friday, following an investigation into the sale of Heroin and Methamphetamine in Chenango County. 35 year old Jennifer Shoales was charged with Criminal Sale of a Controlled Substance, Criminally Using Drug Paraphernalia and Criminal Nuisance, Shoales was released on an appearance ticket to appear on a later date in the City of Norwich Court.

Delaware County Sheriff's Office announced that a violation of post release conditions imposed by the Village of Walton Court has resulted in the arrest of a Sidney man.  Deputies & Sidney Police officers arrested 42-year-old Dana-John Britton of Sidney on the warrant for the parole violation after his release from the Delaware County Correctional Facility.  Britton was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $10,000 cash bail or $20,000 bond.

The Delaware County Board of Elections is reminding county potential voters that October 8th is the last day to register in person and to postmark a registration form for the November 2nd General Election.  On this year's ballot is a Supreme Court Justice seat and many Town Offices, plus 5 State propositions and the Town of Colchester has one proposition on the Ballot. The State DEC announced that another State Free Fishing Day will be held Saturday, where anyone can fish in New York State and no fishing license is required. State Police have arrested 7 people linked to a crime spree across 4 local counties.  In July, State Police arrested Christopher Youngs of the town of Maryland & John Clark of Morris in connection with multiple burglaries in Otsego, Delaware, Chenango and Madison counties.  State Police Investigators have lodged additional charges against Youngs and Clark, & they have also arrested 32 year old Joseph Santiago of Burlington Flats, 32 year old Charles Hall of Edmeston, 23 year old Kayla Van Pelt of Edmeston, 59 year old Henry Schmidt of Garratsville, 56 year old Samuel Madero of Morris, All 7 have been linked to over 40 cases between the State Police, local Sheriff’s departments and local police departments.  More charges are likely as investigators continue to work through the open cases.

State Police arrested 22 year old Jessica Winans of Unadilla for the felony Aggravated Unlicensed Operation of a motor vehicle as well as Driving While Intoxicated, following an accident on September 6th.  Troopers were dispatched to a report of a vehicle that struck a tree on Plankenhorn Road in the town of Sidney.  Winans was the only person in the vehicle, she was transported to Wilson Hospital in Johnson City for the treatment of injuries to the face & ankle, and she was issued appearance tickets to the Sidney Town Court on September 23rd.

On the 20th anniversary of 9/11, Governor Kathy Hochul has proposed legislation that would allow National Guard members to qualify as veterans under New York State law. Governor Hochul has also issued a Citation honoring members of the New York National Guard for their service during and after the events 9/11.  Over 6,700 New York State National Guard members were called to serve in response to and recovery from the attack on September 11th 2001.

The State Department of Transportation is advising motorists that State Route 51 will be closed just north of Walters Road in the Town of New Lisbon, today through October 4th, for a culvert replacement.  Motorists should follow posted detours utilizing County Routes 12, 14 and 16. The Sidney Central School District announced a plan for the school year that will include being in session 5 days per week for in-person learning for all grade levels. There will be no health screenings or temperature checks upon entering the building, but Face coverings will be required starting today, Sidney Superintendent Eben Bullock told WCDO News that the requirements are in line with Governor Hochul's recommendations, plus the district has an added bonus:

Lawmakers could be called back to Albany as early as this Wednesday for a Special Session.  Lawmakers are expected to extend the eviction moratorium until next January, to alleviate financial pressure on both renters and owners due to the COVID 19 pandemic.

State Police arrested 32 year old Phillip Cosilmon of Preston for Criminal Possession of a Controlled Substance following a traffic stop in the village of Greene and the execution of a search warrant at his residence. State Police seized crystal methamphetamine, suboxone strips, cocaine, LSD, heroin, prescription pills & a large quantity of Cash, multiple firearms which included 4 assault rifles, a large quantity of ammunition and various stolen items.   Cosilmon was arraigned in the Coventry Town Court and was remanded to the Chenango County Jail on $150,000 bail.

The Funeral for State Trooper James Monda will be held this morning at 10:00 AM, in his hometown of Schenectady, at the St. John the Evangelist Church.  Trooper Monda’s death was ruled as an accidental drowning during a marine detail on the Great Sacandaga Lake last week, Law Enforcement officials from around the state & Governor Kathy Hochul will attend.

Village of Sidney Police Department officers responded to a residence on River Street on June 13th for a report of an assault, officers found the victim bleeding from a laceration to his head, the suspect fled the scene, and allegedly used a shovel to attack the victim.  Sidney Police Department arrested 46 year old John Hedman of  Unadilla, he was charged with 2nd degree Assault & Criminal possession of a weapon, he was  arraigned in Village of Sidney Court where he was released on his own recognizance to appear back in court on a later date.

Delhi Village Police responded on May 8th for a report of a person passed out behind the wheel of a running motor vehicle, Police found 3 people who all appeared to be suffering from an opioid overdose. They were taken to O’Connor Hospital for treatment. Police discovered of a small amount of heroin in the vehicle; resulting in the arrests of 60-year-old Ronald Alston of Portlandville, 69-year-old Charles David Jr. of Delhi & 67-year-old Thaddeus David of Portlandville on drug charges, all 3 were released with appearance tickets returnable to the Delhi Town Court.

The National Baseball Hall of Fame and Museum announced expanded summer hours beginning this Sunday, from 9:00 AM to 7:00 PM through Sunday of the Labor Day weekend. Governor Cuomo announced that, based on current COVID trajectory, all New York State schools will reopen for full in-person learning for the 2021-2022 school year beginning in September. The Governor said that if there is a change in the trajectory of the virus, they will revisit this decision.

A New Sienna College Poll reported that Voters by a 50-35% margin that Governor Cuomo should not immediately resign & by a 48-34% margin, they say he can continue to effectively do his job as governor.   Voters were satisfied with the way Cuomo has addressed the sexual assault allegations, by a 57-32% margin &  Voters still approve of Cuomo’s handling of the pandemic, 60-33 percent,

Delaware County Public Health reported 7 new COVID cases Tuesday, out of 343 tested, they have 109 active cases, 14 hospitalized & 227 quarantined.  Delaware County Public Health will be conducting a first dose Moderna COVID-19 vaccination clinic on Thursday April 29, 2021 at 97 Main St., Delhi, from 2:00 PM to 6:00 PM.   This vaccination clinic is open to all New York state residents or people who work in New York State over the age of 18.  Registration is mandatory, at apps2.health.ny.gov,   more information or assistance getting registered is available at 832-5200.

Effective March 15th, marriage receptions in New York State can be held under limited state guidelines. Events must be approved by the local health department and there will be testing of all guests before an event. Capacity at weddings and receptions will be limited to no more than 150 people or no more than 50 percent of the venue's capacity, whichever is lower.

Chenango County officials announced that the Grand Jury originally scheduled for today has been postponed until Friday February 5th at the same scheduled times.  More information is available at 337-1456.

Delaware County Sheriff's Deputies responded to a neighbor dispute in the Town of Walton.  63 year old John DiMartini of Walton is accused of making threatening statements against the victim, who requested for a criminal summons from Town of Walton Court.   Deputies had received a copy of the summons last Thursday, DiMartini was charged with harassment & will appear in the Town of Walton Court on a later date.

Delaware County Public Health reported 5 new COVID cases Friday & 13 new COVID cases Saturday & 11 on Sunday, with 17 hospitalized, 256 quarantined & 114 active cases.  Delaware County reports a 7 day Rolling average of 4.9% positivity for COVID testing.

Otsego County Department of Health received the 1st two shipments of vaccines in early January 4th, with 700 doses for 1b population.  Otsego County Health Department officials were ordered NOT to vaccinate the 65+ population, however last week; they received a ONE time allotment of 200 doses for 65+ populations. Last Friday they received an additional 100 doses for the 1b eligible workers, and they have now vaccinated 870 individuals with 130 doses on hand.  They do NOT expect to receive any further allotments for the 65+ population; the state is working with pharmacies to vaccinate that population. Other proposals include expanding access to Tele-medicine for all New Yorkers, Prohibiting Disconnections by Utility Companies during a state of emergency, modernizing the Office of Professional Medical conduct and pushing for additional Green Technologies and transitioning to renewable energy sources.

New York State is moving on to the next phase of people for vaccinations against the COVID virus. All of those eligible in Phase 1A have not been completed due to he slow rollout of vaccines, New York is already starting to vaccinate those in Phase 1B this week, using the State Fairgrounds, doctors' offices, county health departments and about 1,200 pharmacies to get doses to those in Phase 1B. Sidney Village Department of Public Works announced this afternoon that there is a water leak near the intersection of Circle Drive & Manatee. Water will be shut off to all of the area apartments complexes on Circle Drive, repairs are expected to be completed by 6:00 PM.

Governor Cuomo updated New Yorkers on the state's COVID-19 pandemic numbers. On Saturday, over 246,000 New Yorkers were tested for the virus, with 15,355 testing positive, that was 6.22% of all tested. Hospitalizations went down slightly to 8,484, the number in ICU beds was 1436, with 892 on Ventilators, and there were 151 deaths Saturday from the virus.

Sidney Fire Fighters were called to a kitchen range fire at 23 Sharon Street Sunday night at about 6:30 PM. The kitchen was severely damaged; the Sidney Fire Department was assisted by the Bainbridge and Masonville Fire Departments.

The mobile screening coach will be at the Oneonta Southside Mall Today from 9:00 am to 2:30 pm to provide NO COST mammograms and Pap tests to women 40 and over. Appointments are required at 1-888-345-0225, colorectal cancer screening kits also available for men and women 50 and over.

The State Health Department reported that there were more than 134,000 COVID tests Sunday, with over 11,200 people testing positive, which was 8.25% of all tested. Hospitalizations continue to increase, up to 8251 Sunday, there were 170 deaths in the state.

Governor Cuomo updated New Yorkers on the state's COVID-19 pandemic statistics. On Saturday, over 142,000 tests were conducted, with 11,368 positives, which was just fewer than 8% positive. Patient Hospitalization increased to 7,963, the Number of ICU patients increased to 1,344 with 815 on ventilators, there were 138 deaths.
