The Broome County Sheriff's Office investigates an armed robbery at the Sunoco station on Chenango Street in the town of Fenton last night. Deputies responded to the Report of an armed robbery at 11:00 PM, where a man entered the store, pulled a knife on a clerk and left with an unknown amount of cash. The man is described as approximately 6 feet tall, wearing a gray hoodie, black ski mask, sunglasses and black pants, he left on foot in an unknown direction. Anyone with information is asked to contact Sheriff's Detectives at 778-2053.
The Chenango County Sheriffs Department responded to a tractor-trailer accident on state route 8 in the town of Norwich. Deputies reported that 30-year-old Joshua Schaller of Edwardsville Pennsylvania lost control, left the roadway & overturned, spilling food items into a cornfield. Schaller was taken to Chenango memorial hospital for the treatment of minor injuries; the cause of the accident is under investigation.

The American Red Cross is holding a “Communities That Care” Blood drive in Norwich today. Today’s Blood Drive will run from 12:00 noon until 7:00 PM at the Howard Johnson Hotel at 75 North Broad Street. The Red Cross is asking eligible blood donors of all blood types to donate blood during the winter months to strengthen the community's blood supply.

Assemblyman Cliff Crouch announced that he would be hosting 3 town hall meetings, in Kirkwood, Windsor and Triangle. New York lawmakers who pledged to go without salaries during the 16-day partial government shutdown in October never missed a paycheck. All members of Congress were paid on their usual salary schedules because of the timing of their pay periods. Most of New York’s 27 House members and Senator Kirsten Gillibrand, made no pledge to forgo their pay during the shutdown.
New York has given state police 32 tall, unmarked SUVs to better peer down at drivers' hands, part of an aggressive attack on texting while driving that also includes steeper penalties and dozens of highway "Texting Zones," where motorists can pull over to use their devices. New York has banned text messaging for all drivers and prohibits using hand-held cell phones. this year The state toughened penalties for motorists caught using hand-held devices, increasing penalty points on the driving record from 3 to 5, along with tickets that carry fines of up to $200.
U.S. Senator Chuck Schumer is introducing legislation to toughen the penalties against telemarketing companies that violate the "do not call" rules. Schumer says spammers are taking advantage of new technology and legal loopholes, he proposes that the penalties be increased to $20,000 dollars for each violation and jail time for repeat offenders. Since August, the FTC has logged as many as 200,000 robo-call complaints a month.
A government watchdog group is calling for limits on money individuals and corporations can give candidates in state elections. The New York Public Interest Research Group blames the state's political scandals on lax limits, poor enforcement and loopholes. They claim that individual limits per candidate should be $2,600 per election with a $1,000 corporate limit to any campaign committee during an election cycle. NYPIRG submitted its proposals to the state’s newly formed Moreland Commission to Investigate Public Corruption, which is scheduled to issue a preliminary report December 1st.

The state Senate held a hearing yesterday in Albany to delve into issues raised about new testing standards for students and teachers. The hearing came as state Education Commissioner John King continues to be criticized for overseeing the “Common Core” initiative, which requires additional tests for students that are also used to evaluate the effectiveness of teachers. Several hundred teachers were also in Albany this week to receive training about the new standards, which was implemented last school year

Delaware County Deputies investigated a rollover accident in the Town of Walton. 56 year old John Wilson of Walton was driving on Upper East Brook Road in Walton at the time of the rollover, he fled from the scene but was later located and issued tickets for leaving the scene of a property damage accident, unsafe land change, speed not reasonable and prudent, drinking alcohol in a motor vehicle and driving an uninspected motor vehicle. Wilson faces court action in Town of Walton Court on December 4th.

Binghamton police announced 2 arrests in connection with a homicide on Mygatt Street Monday. Fire fighters were called to 32 Mygatt Street around 6 a.m. Monday, they found a critically injured woman who said her boyfriend had just been murdered, the man’s body was discovered on the 2nd floor. Arrested Monday night were 21-year-old Julian Talamantez of Binghamton, and 25 year old Nigel Saunders of Binghamton, for 1 count each of 2nd degree murder & attempted murder.
State Attorney General Eric Schneiderman announced that an Election Day hotline is up & running today, to help ensure that minority-language voters, people with disabilities and all eligible voters are able to cast an effective ballot during the today’s elections. The Hotline is 800-771-7755, it will be open today through 9:00 PM.
State spending was nearly $860 million lower than expected through the first half of the fiscal year while tax collections were just shy of projections, according to the Mid-Year report from State Comptroller Tom DiNapoli. Spending from All Funds through the first six months was $64.1 billion, an increase of 6.9%, but was $859.4 million below projections. The National Baseball Hall of Fame in Cooperstown is receiving items used in the World Series, which ended last night with the Boston Red Sox 3rd world championship since 2004. Officials at the Hall will receive a Bat used by David Ortiz, Spikes worn by closer Koji Uehara, a Jacket worn by Manager John Farrell, a Catcher’s helmet and mask worn by David Ross, a Glove used by shortstop Stephen Drew, batting gloves used by Xander Bogaerts & a bat used by Jonny Gomes. The Museum will open the exhibit dedicated to the 2013 Red Sox in early December in Cooperstown.
State Comptroller Tom DiNapoli’s Office found more than 25% of the real estate is exempt from all local taxes, totaling $680 billion. The study found some municipalities had less than 10% tax exempt, while others had more than 60%, 41% is government-owned property, 28% individual homeowners with special exemptions and14% for non-profits. Industrial and commercial properties account for 9 percent, and agriculture and public housing another 8 percent of tax-exempt property.
The state smoking ban was toughened when a new law made it illegal to smoke on the grounds of hospitals and nursing homes. The new law will makes it illegal to smoke within 15 feet of a building’s entrance or exit and 15 feet from the start or exit of the property of the facility. The state Clean Indoor Act prohibited smoking indoors in almost all workplaces went into effect in 2003.
The state DEC is conducting a statewide deer hunter survey in an effort to provide improved deer hunting experiences. All who receive the survey are encouraged to take the time to complete and return it as soon as possible. The survey is being conducted for DEC by Cornell University in Ithaca. Former Otsego county Chamber of Commerce president & CEO Rob Robinson & Norman Michaels have been indicted by an Otsego county grand jury on charges of grand larceny, scheming to defraud, & insurance fraud. The pair is accused of adding downstate residents into the chamber’s health insurance plan. Robinson resigned from the chamber in 2011 when the allegation came to light.
State Comptroller Tom DiNapoli announced that Binghamton Parks and Recreation Department Director John Whalen has been charged with grand larceny, for allegedly using $108,000 in taxpayer funds for his own purposes. DiNapoli’s audit accuses Whalen of using the money to pay for his son’s student loans, and to pay his home mortgage, cell phone bills, credit cards insurance, gasoline and flowers, between 2007 and 2012. Governor Cuomo announced that the State DMV is now offering qualified veterans the option of having their veteran’s status indicated on their drivers license, permit or non-driver identification card. The Governor signed legislation last year that directed the DMV to make the veteran’s status available to all honorably discharged veterans of the United States Armed Forces who apply for the designation on a DMV issued photo document. Flu season doesn’t technically start until December 1, experts are urging people to get their flu shot early after last year's flu numbers rose across New York State. Anyone 6 months and older should get the shot every year. People younger than 5, and older than 50 have the highest risk of suffering complications from the flu. New York is looking into creating its first statewide early warning system for tornados. A bill signed into law by Governor Cuomo directs a review into the feasibility of installing a system that could involve sirens at firehouses, schools, hospitals, sports facilities and other buildings to alert residents in areas statewide. The effort by the Legislature and governor comes after three years of severe weather that included hurricanes, floods and tornados. The warnings would also be spread in social media including text messages. The first report of findings and recommendations is due March 1st.
THE CHENANGO COUNTY arrested 3 people on charges of criminal possession of a controlled substance, conspiracy, making a false written statement and Petty Larceny. Charged were 25-year-old Vanessa Furgison, 40-year-old Brian Smith and 30-year-old Heidi Moore, for allegedly stealing a prescription bottle from a victim’s purse while visiting that person’s residence in the village of new Berlin. All 3 were issued appearance tickets for town of New Berlin court at a later date.

State Police arrested 37-year-old Victoria Young of Hancock for endangering the welfare of a child and 2nd degree Forgery. Troopers also arrested 33-year-old Jeffery Johnson of Hancock for endangering the welfare of a child and criminal possession of a forged instrument. Young & Johnson were arrested yesterday following the death of their 2-year-old daughter Andie Johnson, who fell from a second-story apartment September 17th in Hancock. The pair were arraigned in the Hancock court and remanded to the Delaware county jail with no bail set at this time.
New York Farm Bureau has announced their annual “Circle of Friends,” naming 101 State Legislators to the list. Local lawmakers who were named to the list included state senators Jim Seward, John Bonacic & Tom Libous and Assemblymen Cliff Crouch, Bill Magee & Pete Lopez. The award is an indication of the individual lawmaker’s legislative support of New York agriculture and of the Farm Bureau.
State troopers arrested 30-year-old Michael Hercules of Columbia, Maryland for criminal possession of a weapon, aggravated unlicensed operation of a motor vehicle and unlawful possession of marihuana. Hercules was stopped for speeding on Interstate 88, he was found to have a suspended license and illegally possessed a handgun. He was arraigned before the town of Maryland court and was remanded to the Otsego county jail in lieu of $2,000 cash bail.
The Public Market in Norwich is now a year-round farmers market. The winter farmers market will run from November through May each Wednesday from 10 a.m. to 3 p.m. The location will continue to be in East Side Park as long as the weather is temperate. State troopers arrested 55-year-old Jeffrey All of Bloomville for felony DWI, unauthorized use of a Motor Vehicle, & felony aggravated unlicensed operation. While responding to a report of a stolen vehicle in Delaware County, troopers found that the suspect returned to the residence after crashing the vehicle. All is accused of taking the vehicle without permission, that he was intoxicated at the time of the accident, had 2 prior DWI convictions in the last 10 years, and his BAC was 3 times the legal limit. All was arraigned and was remanded to the Delaware county jail with no bail set pending future court action.

Governor Cuomo signed legislation to prohibit pharmacies and retails stores from selling cold medications containing Dextromethorphan to anyone under 18 unless they have a prescription. The new law addresses the problem of teens using the cough suppressant to get high, its use & abuse could lead to short and long term health risks including agitation, paranoia, hallucinations, and even death. All retail establishments selling DXM will be required to request proof of age unless the customer appears to be more than 25 years of age, or they could be subject to a fine of $250 for each violation.

Delaware County Deputies investigated a 2-car accident in the Town of Walton on Lower Third Brook Road Wednesday. 67-year-old Marilyn Condon of Bainbridge went into the opposite lane around a parked vehicle and struck a vehicle driven by 44 year old Kimberly Finch of Walton. Both drivers to be taken to Delaware Valley Hospital by Walton, Condon was issued a summons for failure to keep right for Town of Walton court on September 25th.

K9 “Ozzie” and Deputy John Demeo, assisted Walton Police with a traffic stop Wednesday. Officers initially discovered marijuana in plain sight in the stopped vehicle; the K9 unit was brought in, which led to the discovery of heroin hidden in the vehicle. Charged were 24-year-old Anthony Palladino of Walton, 22-year-old Troy Terney of Walton and 21-year-old Melissa Dacey of Delhi for unlawful possession of marihuana, criminal possession of a controlled substance and criminally using drug paraphernalia. All subjects were issued appearance tickets returnable to the Village of Walton Court at a later date.

Chobani Yogurt has issued a recall as a type of mold commonly found in a dairy environment was found in products made at their new Idaho plant. The product in question is fewer than 5% of their total production; the effected product may appear to have swelling or bloated containers, with the code number 16-012 with the expiration dates between September 11th and October 7th. Officials said that the retails stores have removed the majority of the affected products. Product made in the Chenango county facility is not affected. Delaware County officials announced that a new and upgraded 911 system would be installed in the county. The new system is estimated to cost $15 million, although some of it will be offset by state and federal grants. It's not yet known what the local share of the cost will be. Throughout the county, older communication towers will be replaced with new ones. It will increase the range of the emergency calls and the amount of channels on which first responders can communicate. The number of towers will also double. The system is expected to be up and running by 2015.

The SUNY 4E network will focus on societal challenges in energy, the environment, economics and education. 41-year-old Scott George of Norwich pleaded guilty to 3rd degree assault and petty larceny, in Chenango county court; George is scheduled to serve 2 consecutive 1-year sentences according to a plea agreement. State Health Commissioner Nirav Shah urged all New Yorkers to take protective measures to avoid mosquito bites, as cases of the West Nile virus have been reported in New York City and 5 counties. This year, a total of 20 mosquito pools have tested positive for West Nile virus, as far north as Onondaga County, the rest were in Rockland County, New York City & Long Island. State Police received a report of a vehicle with multiple Vehicle and Traffic Law violations being operated by EDWARD SHERMAN on State Route 206 in Masonville. A pursuit began when Sherman refused to stop. He was followed onto Randell Hill Road where he intentionally drove his pick up truck into 2 patrols cars, causing extensive damage. Sherman then drove away and led the remaining patrol vehicles onto numerous roads; he again struck 3 more police vehicles and fled the scene on foot. Sherman was located about 3 hours later in a field, he was arrested for 4 counts of Reckless Endangerment, 4 counts of Criminal Mischief, and Unlawfully Fleeing a Police Officer in a Motor Vehicle. Sherman was arraigned in the Town of Franklin Court and remanded to the Delaware County Jail in lieu of $30,000 cash bail.

The Southern Tier Chapter of the American Red Cross has been actively responding to flooding in the Utica, Oneida and Mohawk Valley since late last week. Officials said that Sherburne is getting clean up kits and water, which is being delivered, to the Sherburne fire department for distribution. State comptroller Tom DiNapoli released the results of the audit for the Town of Hamden. The report said that the (http://www.osc.state.ny.us/localgov/audits/towns/2013/hamden.pdf)town board has not properly monitored budgets and managed fund balance in the general fund. The board has consistently relied on fund balance to fund operations, which has depleted town resources. 24-year-old John Desantis of Johnson City has been arrested for allegedly robbing the M&T Bank in Binghamton yesterday morning. Desantis is accused of entering the bank branch on Exchange Street at around 9:10 Wednesday morning; he was arrested shortly after the robbery on a charge of 1st degree Robbery & was arraigned & was remanded to the Broome County Jail without bail.

Sergeant Taylor served as team leader of 6-man long range reconnaissance patrols in Vietnam, he earned the Combat Infantry Badge, Vietnam Service Medal, National Defense Service Medal, Vietnam Campaign Medal, and Air Medal. Sergeant Taylor returned to home & served as a 45 year member of American Legion Post 1689, along with the Vietnam Veterans of America and the Disabled American Veterans in 2005. State Police arrested 3 people Wednesday in the Town of Middletown, after they executed a search warrant at 104 Frog Alley Road in the Town of Middletown. Troopers arresting 57-year-old Victor Perez, 45-year-old Kris Perez, & 53 year old John Gilchrist, of Margaretville, for possession of cocaine. Troopers seized 46 packets of cocaine, as well as packaging materials, and a 12-gauge shotgun with ammunition. Victor and Kris Perez were both charged with 3rd degree Criminal Possession of a Controlled Substance, they were arraigned in the Town of Middletown Court and were remanded to Delaware County Jail in lieu of $15,000 bail. Gilchrist was charged with Criminal Possession of a Controlled Substance, He was released on an appearance ticket and ordered to appear in the Town of Middletown Court on March 28th. The investigation is continuing and more charges are pending.

Chenango County Sheriff Ernest Cutting is confirming the identity of the body found on Tuesday February 26, 2013 on Center Road in the Town of Pharsalia. The body had been identified by the Onondaga County Medical Examiner’s Office as Jennifer Ramsaran who was reported missing by her husband on December 11, 2012. The Sheriff’s Office along with the Onondaga County Medical Examiner’s Office is still investigating the cause of Jennifer’s death. Police have nabbed a man who may have been involved in series of store robberies over the last few months across the southern tier. 62-year-old John Malowsky of Attica was arrested by the Tioga County Sheriff's Department in connection with an armed robbery of the Owego CVS store last night, and a Maurice’s in Corning the night before. Deputies apprehended Malowsky leaving the CVS Store; he is also accused of threatening Deputies with a knife. Malowsky will be arraigned in Tioga County and is expected to be arraigned for armed robberies in Chemung and Steuben Counties shortly.

Dr. James Terzian conducted a post mortem examination of both sets of human remains, from Tuesday's fire in Walton, one of the deceased has been identified as 48 year old Debra Sundstrom of Walton, with the cause of death being suicide and cause of death being a gunshot to the head. Governor Cuomo announced “New York Open for Fishing and Hunting” plan to streamline hunting and fishing licenses and reduce license fees to support tourism. The proposal is part of the 30-day amendments to the 2013-14 Executive Budget. Under the new plan, anglers will get a full year of fishing no matter when they purchase the license. Also, the proposal consolidates both small-game and big-game license privileges into a single hunting license. The proposal also makes the marine fishing registration permanent & will continue to be free.

State Police responded Tuesday afternoon to investigate a suspicious fire at 294 John Lockwood Road in the Town of Walton. Troopers found that Walton Police & Delaware county sheriff’s department had responded to the residence for a criminal investigation, the officers heard 2 gunshots , they entered & located a deceased female on the 2nd floor. The residence was already on fire & officers were forced to leave. Walton and Delhi firefighters responded, after the fire was extinguished, Investigators located a single set of human remains in the debris. The investigation continued Wednesday & a 2nd set of human remains was located in the basement. Both of the deceased were taken to Lourdes hospital in Binghamton for identification, the investigation is continuing, anyone with information is requested to contact the State Police at 561-7400. All calls will remain confidential.
The Chenango County Sheriff's Office arrested 38 year old Jeffery Lapallo of Binghamton on an active arrest warrant for 1st degree Criminal Contempt. Lapallo was arrested by Binghamton Police, he was turned over to Chenango county authorities after a warrant was issued by the Town of Norwich Court in December, Lapaalo is accused of sending numerous cell phone messages to a protected party in violation of an order of protection issued by the Town of Colesville Court. Lappallo was arraigned and was remanded to Chenango County Jail on $1,000 bail pending action in the Town of Norwich Court for Felony Hearing at a later date.

Governor Cuomo and United University Professions announced a tentative contract agreement between the state and the union representing more than 35,000 SUNY employees. UUP members had been without a contract since 2011. The agreement is tentative pending ratification by UUP membership later this spring. According to the State Budget Office, the agreement will save approximately $87 million in wages through a Deficit Reduction Program over the contract period. All changes to health benefits will save $99 million over the contract period.
Sidney village police arrested 44-year-old Kevin Duvall of Sidney, on a charge of 2nd degree placing a false bomb or hazardous substance. Duvall was charged after a report to police of a pipe bomb in a desk at Duvall’s residence, which was not active, and was dismantled by authorities and turned over to village police. Duvall was arraigned and was remanded to the custody of the Delaware county sheriff’s department on $5,000 bail pending future court action, the investigation is continuing.
Delaware County Sheriff’s Deputies arrested 27-year-old Joseph Naccarato of Ballston Lake for Driving While Intoxicated, Failure to Keep Right, and Speed not Reasonable and prudent, following a 1-car accident on Scotch Mountain Road in the Town of Delhi. Naccarato was driving too fast for road conditions and left the roadway and overturned, he was transported to O’Connor Hospital where he was treated and released, he was arraigned in Delhi Town Court and released on his own recognizance & will return to court at a later date.
Oneonta police arrested 19-year-old John Kolankowski of North Java for 3rd degree criminal mischief & 2nd degree attempted criminal trespass, following the report of an intoxicated individual trying to enter an Oneonta residence by breaking a door. Kolankowski tried to get into a Walnut Street home apparently mistaking it for his local residence at about 12:45 a.m. Friday, he faces court action at a alter date.

Yesterday's fire at Matteson Hall on the SUNY Oneonta campus has been ruled accidental. The investigators from the Oneonta Fire Department reported that the fire started as from a malfunction and the improper use of an electric plug strip on the 3rd. Inspectors ruled tat Matteson Hall is structurally sound, but the electrical infrastructure and 3rd floor fire alarms have been compromised. Disaster Clean-Up from Endwell, has been retained to clean the third floor, which is expected to take at least two weeks. The college will continue to offer shelter at Chase Gymnasium for students displaced by the fire & a plan for long-term housing is under development now. 177 students were affected. No injuries were reported.

The state labor department announced that in December, the State's economy added 34,300 private sector jobs, the state’s overall job gain to 123,200. the state reached an all time high private sector job count of 7,353,000. the December unemployment rate fell from 8.3% to 8.2%. the upstate counties rate dropped from 7.9% to 7.8%.

Bainbridge officials announced that village crews have found the source of the leak, in a field behind the former Borden plant on Guilford Road. The leak has been repaired, all water has been turned back on, and the conserving of water is no longer necessary. Officials appreciated the cooperation from village residents & they suggested that only those who had dirty water in the last few days could voluntarily boil water for the remainder of the day today only.
Following the January tax law changes made by Congress under the American Taxpayer Relief Act, the Internal Revenue Service announced today it plans to open the 2013 filing season and begin processing individual income tax returns on January 30th. The IRS originally planned to open electronic filing this year on Jan. 22; more than 80 percent of taxpayers filed electronically last year. Updated information will be posted on IRS.gov.
State Attorney General Eric Schneiderman has won litigation against retailers selling deceptively labeled designer drugs. The Supreme Court decision holds business owner John Tebbetts responsible for selling deceptively labeled drug products to consumers from his 8 upstate head shops, & for denying that the products were meant for human consumption. Schneidermann’s lawsuit attempted to stop the sale of “Bath Salts” and “Synthetic Marijuana” in violation of the state's labeling laws.
