State Police will increase patrols to crack down on drunk and drugged driving and other traffic infractions over the Fourth of July holiday, through Sunday night. Drivers can expect to encounter sobriety checkpoints and DWI patrols, Troopers will also be looking for motorists who are using their phones and other electronic devices while driving, they should also remember to “move over” for stopped emergency and hazard vehicles when traveling. Last year’s Fourth of July enforcement period, Troopers issued 10,497 total tickets, arrested 210 people for DWI, 258 tickets for distracted driving, 301 tickets for Move Over law violations.

Otsego County Office of Emergency Services announced that the State of Emergency for bot the towns of Pittsfield & Laurens have been rescinded today. Motorists are urged to drive with caution in those towns as recovery efforts are continuing.

State Police at Binghamton responded to a 2-vehicle crash involving an SUV and motorcycle on Hunt Hill Road in the town of Fenton Thursday. The preliminary investigation indicates that an SUV was traveling north on Hunt Hill Road when the operator was making a left turn into a driveway, the motorcycle was traveling south when the 2 vehicles collided, the motorcycle became engulfed in flames, The operator of the motorcycle did not survive. The SUV operator did not report any injuries. The roadway was closed during the investigation. The investigation remains ongoing.

Norwich Police Department arrested Todd Talbot of Norwich, for Endangering the Welfare of a Vulnerable Adult, Sexual Abuse, and Forcible Touching. Talbot allegedly subjected the victim to unwanted sexual contact, he was located by and taken into custody without incident. Talbot was arraigned in Norwich City Court and remanded to the custody of the Chenango County Sheriff’s Office on cash bail. He is scheduled to appear in court at a later date.

State Police arrested 52 year old Lawrence Slater of Norwich, after a Chenango County Grand Jury indictment. Slater was operating a vehicle on April 12th and crashed into an on-coming vehicle driven by 62 year old Steven Biviano of Oxford, who was pronounced dead at the scene, on State Highway 12 in the town of Oxford. Slater was operating the vehicle with a BAC of .18%, he was charged with Aggravated Vehicular Homicide, Manslaughter, Vehicular Manslaughter, Felony DWI & Aggravated Driving While Intoxicated, he was was arraigned in Chenango County Supreme Court and remanded to the Chenango County Jail on $25,000 cash bail, or $50,000 bond.

47 year old Steven Caiati of Starlight, Pennsylvania, pleaded guilty in Delaware County Court to 1 count of Tampering with Physical Evidence and 1 count of Driving While Ability Impaired by Drugs, for driving under the influence of methamphetamine, he attempted to conceal his stash of methamphetamine from police. Caiati will be required to pay a fine of $1,270 while also having his driver’s license suspended for 6 months, he was sentenced to time served (approximately 90 days) and extradited to Pennsylvania where his parole will be violated as a result of this felony conviction.

On May 8, Troopers were notified that a victim was seeking care at UHS Wilson Medical Center for injuries sustained at a residence in Afton, after being pepper sprayed and struck with an object which caused fractures to both of the victim’s arms. Troopers were not able to immediately locate Lagano and a warrant was issued for his arrest, he was located Thursday by the Broome County Sheriff’s Department and turned over to Troopers, he was processed & was Arraigned & released on his own recognizance, He’s scheduled to appear at Afton Town Court on July 1.

The Tioga County Sheriff’s Office has released more information regarding a fatal accident on Sunday, at about 1:00 AM. Patrols responded to Bailey Hollow Road in Newark Valley after reports of a crash, where the vehicle left the road and struck a tree. The driver of the car was an unidentified 17-year-old, the driver & 3 passengers were taken to Wilson Hospital, 18 year old Connor VanZile of Newark Valley, succumbed to the injuries sustained in the accident.

The Foothills Performing Arts Center in Oneonta announced that the Paula Cole Concert scheduled for this Friday Night has been canceled. Foothills Director Geoff Doyle told WCDO News said that the concert was canceled due to circumstances beyond their control and they are working to reschedule the show at a later date. State Police responded Thursday at about 11:45 AM to a motorcycle and a utility truck crash on Bert Washburn Road in the town of Otego. An investigation revealed that a utility truck was parked and unoccupied when 39 year old Robert Burns of Otego lost control of his motorcycle and slid into the front of the utility truck. He was thrown from the motorcycle and was located underneath the truck. Troopers, Otego EMS and Otego Fire rendered aid to Burns, but he was pronounced deceased on scene. The investigation is ongoing.

State Police announced that a woman wanted in connection with a triple homicide was taken into custody Thursday following a vehicle pursuit in I-86. A State Trooper initiated a traffic stop, the suspect failed to comply, so pursuit was initiated into Steuben County where Sheriff's Deputies assisted. A tire deflation device was used & 23 year old Alyssa Venable of Spotsylvania, Virginia, was taken into custody. Venable was wanted on 3 counts of 2nd-degree murder and criminal use of a firearm, Venable will be returned to Virginia shortly.

The special enforcement period began on Friday, May 24, 2024, and ran through Monday, May 27th, in the Troop C Area, there were 770 total arrests, 11 for DWI, 192 for speeding & 234 violated the child restraint & seat belts laws.

31 year old Cachet Fernandez of Unadilla was convicted of Failing to Register as a Sex Offender, on Monday in Delaware County Court, Fernandez appeared in Delaware County Court for a conference on his pending case, after the conference, he pleaded guilty to the indictment. Fernandez relocated from Delaware County to Binghamton, but never changed his address with the State Sex Offender Registry. Judge John Hubbard sentenced Fernandez to a 3-year conditional discharge, if he fails to keep his address current during that 3-year period, or violates any laws, he is subject to being re-sentenced to 1 and 1/3 to 4 years in state prison.
Governor Kathy Hochul today announced the ratification of a three-year labor agreement with the Police Benevolent Association of New York State, which includes more than 1,100 members of the New York State Agency Police Services Unit in titles such as Forest Ranger, Environmental Conservation Officer, Park Patrol Officer and University Police Officer. The agreement, which runs until March 31, 2026, won the approval of 97 percent of PBA of New York State members who cast ballots.

Broome County Sheriff's Deputies responded Tuesday to a report of a physical injury domestic dispute in the Town of Binghamton, they found a female victim with lacerations, 38 year old Adam Gurney of Binghamton, was arrested, after deputies found that he had a full Stay Away Order of Protection against him, he also had an outstanding arrest warrant through the Town of Vestal, for violating an order of protection. Gurney was charged with Criminal Contempt, Aggravated Family Offense, Criminal obstruction of breathing or blood circulation, he was arraigned and has remained in custody of the Broome County Sheriff’s Office.

Delaware County Sheriff's Deputies initiated a traffic stop Wednesday on State Highway 10 in the Town of Hamden after observing a vehicle driving erratically, and passing multiple vehicles on the roadway. Deputies identified the driver as 26-year-old, Kyle Buckley, of Walton, Buckley’s driver’s license had been suspended for failure to answer a summons on 3 separate dates. Buckley was charged with Aggravated Unlicensed Operator & improper passing, he was released on the traffic tickets and is directed to appear in the Town of Hamden Court at a later date to answer the said charges.
Governor Kathy Hochul today announced that her administration has reached contract agreements with the New York State Public Employees Federation and with the United University Professions. The agreement with PEF is for a three-year term running until April 1, 2026 for more than 51,000 New York State employees in a in a wide variety of professional, scientific and technical titles. The agreement with UUP is for a four-year term running until July 1, 2026 for more than 37,000 SUNY system faculty and professional employees. Both agreements are subject to ratification by union membership.

Norwich Police arrested 36 year old Thomas Wright for criminal contempt, resisting arrest, tampering with physical evidence, criminal possession of a controlled substance, burglary and grand larceny charges. Police received information Thursday that Wright was hiding in an apartment at 46 Henry Street, he was eventually taken into custody. Wright was turned over to the State Police.

Delaware County Sheriff's Office arrested 51 year old Donna Dalton of Davenport for driving with a suspended registration. Deputies were patrolling Sunday on State Highway 10 in the Town of Delhi, they conducted a traffic stop & charged Dalton with Operating a Motor Vehicle with a Suspended/Revoked Registration, she was released and is scheduled to appear in the Town of Delhi Court at a later date.
Delaware County Sheriff's Deputies arrested 38 year-old Danielle Pitre of Staten Island, for driving with a suspended registration. Deputies were patrolling Sunday on State Highway 30 in the Town of Colchester, they conducted a traffic stop, Pitre was charged with Operating a Motor Vehicle with a Suspended/Revoked Registration, Failure to turn in License Plate to DMV, Failure to Notify DMV of Address Change, and several other lesser charges, she was released on the traffic tickets and is scheduled to appear in the Town of Colchester Court at a later date to answer the charge.

19 year old Payton Gendron of Conklin has had his court date adjourned, due to the snow storm that dumped about 6 feet of snow on the Buffalo area since Thursday. Gendron was due in Erie County Court today to to answer to a series of charges for the fatal shooting for 10 people and the injuring of 3 others, during an attack on a Supermarket in a black neighborhood in May. Gendron is being held pending court action in for local and federal courts in the near future.
Delaware County Sheriff's deputies arrested 24 year old Henry Kaufmann of Delhi following an investigation into a 1 vehicle accident Friday night on State Highway 10 in Delhi. Deputies responded to the accident site, where the driver left the scene, Kaufmann was later located & he was charged with operating a motor vehicle while intoxicated, leaving the scene of a motor vehicle accident, moving from lane unsafely, speed not reasonable and prudent, operating with no seat belt, and open container. Kaufmann was released on an appearance ticket and was scheduled to appear before the Town of Delhi Court at a later date.

The Greater Binghamton Airport announced today that they will be offering additional flights to New York City shortly. Officials announced that Delta Airlines will be offering 2 flights a day to LaGuardia Airport, starting on January 9th. Tickets for the New York City flights will be sold starting tomorrow.

Chenango County Public Health announced a 6th death from the Coronavirus today. They report a total of 135 cases, 2 patients are hospitalized, 69 are quarantined, 124 have recovered, and about 6400 tests have been conducted.

State Police are cracking down on drunk and drugged driving and other traffic infractions for the 4th of July holiday. State Troopers are conducting sobriety checkpoints and targeting reckless and aggressive driving statewide to keep New York highways safe during one of the busiest times for summertime traveling. The enforcement detail will run through Thursday, July 5th. Early Monday morning, Trooper Clark, the Stueben County Sheriff’s Office and the Corning Police Department responded to a call of a suicidal subject barricaded at a residence in the town of Erwin, Stueben County. During the incident response, Trooper Clark was shot and killed. 43-year old Steven Kiley was found in the residence dead of an apparent gunshot wound. Trooper Clark was 29 years old, he graduated from the 203rd session of the Basic School in 2015. The incident remains under investigation.

32 year old Jillian Hren of Walton arrested Sunday by State Troopers for operating a motor vehicle while impaired by drugs and criminal possession of a controlled substance, after Troopers were called to the Mirabito gas station on Main Street in the village of Franklin, where they discovered Hren asleep in her vehicle with the engine running. Hren was released with appearance tickets for the Village of Franklin Court on April 10.
Governor Cuomo announced the application for the Excelsior Scholarship for new applicants in the 2018-19 academic year is now open. Officials with SFCU announced today that they will not hold their annual "Hometown Day Parade" again this June, due to the Main Street Revitalization project, and the inability to find a suitable alternative route. 51-year-old John Gomes of Cohoes has been charged with reckless endangerment & arson, for allegedly trying to recreate a smithing technique he saw on television that led to a fire that destroyed 3 buildings & damaged 18 others last Thursday in Cohoes. 1 firefighter was injured in the Thursday afternoon fire, which spread rapidly from Gomes's backyard due to 20 to 30 mile an hour wind gusts.
State University at Oneonta officials announced that a freshman at the college died over the weekend. 18-year-old Daniel Michaels of Dix Hills died Saturday evening, details surrounding the death have not yet been released, and a memorial service was held on campus Sunday for Michaels.

A vigil was held at Memorial Park in Binghamton this morning, to remember those killed 8 years ago today at the American Civic Association immigration center on Front Street by Jiverly Wong of Johnson City. 13 people were killed inside the center; Wong eventually turned a gun on himself. It was one of the largest homicides in US history.
State Police arrested 34 year old Nathan Reigles of Gilbertsville for felony 2nd degree Assault. The arrest occurred after troopers investigated an assault on Saturday on Ives Settlement Road in the Town of Guilford, where Reigles allegedly struck another man with a pipe several times to the face and head. The victim was treated at Tri-Town Regional hospital and was released. Reigles was arrested & arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail on $5,000 cash bail or $10,000 property bond, he faces court action on Thursday.

The Broome County Sheriff’s Office is currently investigating a lead that was called in Thursday of a suspicious vehicle parked on Zion Hill Road near the Steam Mill State Forest in Masonville. Arthur Gehr’s Chevy Silverado pick-up truck was located parked on the side of the roadway locked. Gehr was not located anywhere near or around the vehicle. State Police & Deposit Police were called in to assist, State Police are conducting the current investigation & search effort in Delaware County. Gehr is 61 years of age and was last seen on Saturday June 4th at his residence on Barton Ave in the Town of Union. He last spoke with his employer on Sunday afternoon. He suffers from depression and has medical conditions & he may be in the Deposit area. Governor Cuomo today announced special education providers would receive a 4% increase in reimbursement rates. Schools benefiting from this increase serve approximately 13,500 students across the state with emotional or physical disabilities, mental health issues, trauma, substance abuse, or involvement with the juvenile justice, social service or child welfare system. Action was taken to continue the reforms approved 2 years ago to help stabilize and streamline the rate-setting process for school-age providers.
Fox Hospital’s executive leadership team and the board of directors announced that Dr. Reginald Knight has been selected as the new Vice President of Medical Affairs. Dr. Knight will begin his appointment at Fox on July 5th; He will be based at Fox three days of the week, splitting time between Bassett Medical Center and Fox. For the last 7 years, Dr. Knight has been an attending orthopedic surgeon for Bassett Medical Center. Area Republican Congressman Richard Hanna made national headlines today, as he joined Kevin McCarthy in suggesting that an investigation into the Benghazi incident may have been an effort to damage Democratic presidential hopeful Hillary Clinton. In a radio interview in Utica yesterday, Hanna implied that McCarthy was forced to withdraw his bid for House Speaker, by his Republican peers because of his statements regarding the political damage that they tried to inflict on Hillary Clinton & her presidential bid.
State DOT officials today announced the scheduled reopening of the Interstate 81 southbound ramp to State Route 17 westbound, a major milestone in the $135 million project to reconstruct the Prospect Mountain Interchange of State Route 17 and I-81 in the city of Binghamton and town of Dickinson, Broome County. The I-81 southbound ramp to Route 17 had been closed since December 2014. An estimated $164 million project to reconfigure Interchange 4 will begin next spring and is expected to be completed by the end of 2019.
The New York State unemployment rate has dropped to its lowest level in over seven years in September, according to statistics released today by the State Labor Department. The statewide unemployment rate fell from 5.2% to 5.1% in September, the lowest level since April 2008, the state also added 11,400 private sector jobs in September.
The State DEC today urged outdoor adventurers to suspend exploration of caves and mine sites that serve as homes for bat hibernations. Human disturbances are harmful to the state’s bat population since the arrival of the disease known as white-nose syndrome, which has killed more than 90% of hibernating bats in New York. Officials warned that if you encounter hibernating bats while underground, leave the area as quickly and quietly as possible. 2 species of bats are currently protected under federal and state endangered species law, including the northern long-eared bat, which was prevalent in New York, but the current population for this formerly common bat is approximately 1% of its previous size.

On Saturday night, October 10th, Delaware County Sheriff’s Deputies arrested 23 year old Erick Daly of Queens with Criminal Possession of a Weapon and Unlawful Possession of Marihuana, following traffic stop on State Highway 17 in the Town of Hancock. Troopers initially stopped Daly for driving 83 mph in a 55mph zone, Deputies found Daly to be in possession of marijuana and an electronic stun gun. Daly was arraigned in the Hancock Town Court and was remanded to the Delaware County Correctional Facility in lieu of $500 bail.

State lawmakers are meeting in joint budget committees today as they try to approve a budget by the end of the month. Conference committees, on policy areas such as transportation and health, will be held by the state Senate and Assembly. State leaders are trying to determine how much money will be spent on different programs. Negotiations behind closed doors, between Governor Cuomo and legislative leaders, are expected to continue through next week.
State tax collections totaled $62.9 billion eleven months into the fiscal year, about $30 million below the latest projections, according to the February 2014 state cash report (http://www.osc.state.ny.us/finance/finreports/cash/monthly/february14.pdf) released today by New York State Comptroller Tom DiNapoli. All Funds tax collections of $62.9 billion through February 28th were $3.1 billion higher than last year; Personal income taxes totaled $40.4 billion, or 6.8% higher than last year. All Funds spending of $117.3 billion through February was $723.8 million below updated projections.
