The State Department of Labor released preliminary local unemployment rates for November. Locally, Chenango County had 3.4% unemployment, Otsego & Delaware Counties both had 3.5%, the State's unemployment rate dropped 3/10th's to 6.6% in November.

Bassett Healthcare Network announced today that Bassett Medical Center in Cooperstown and Cobleskill Regional Hospital have been placed on a state-wide list of facilities that currently have occupancies of 90% or more; A.O. Fox Hospital and Little Falls Hospital remain on that list. Those impacted facilities are also limiting non-essential elective procedures in accordance with an executive order enacted by the New York State Department of Health on December 3rd. Capacities at affected hospitals are being reassessed every 2 weeks. With rising cases of COVID-19 in the region, Bassett Healthcare Network will suspend visitation for the safety of patients and staff in all emergency departments across its network starting Wednesday.

The county has 301 active cases with 2/3rds unvaccinated, 523 are quarantined, 13 are hospitalized, all are unvaccinated, and there have been 92 COVID related deaths since the start of the pandemic. Governor Hochul announced that over 40 New Vaccine & Booster Pop up sites will be up & running this week around the state. The State Health Department & the Governor's Office are partnering with local health departments and community partners to launch more sites over the coming weeks. Sites are expected to be announced for the tri county area shortly, as this region has among the lowest vaccination rates in the state. Current Vaccine sites can be found at vaccines.gov/search.

State Police arrested 36 year old William Sabines of Preston after he was indicted by a Chenango County Grand Jury Thursday. Sabines was charged with 2nd degree Murder, Concealment of a Human Corpse and Tampering with Physical Evidence. Sabines was arrested following an investigation into the disappearance of Jesse Donlin, formerly of Sidney, Unadilla and Afton locally. Donlin was reported missing in September of 2019 after failing to appear for a court appearance in Utica, the investigation ultimately led to Sabines arrest. Sabines was remanded to the Chenango County Jail on $250,000 cash bail or $500,000 bond pending future court action.

Chenango County Sheriff's Office received a missing person complaint regarding 32 year old Amanda Lanfair, who was last seen on November 26th, and stated that she was going to Long Island and was to return on November 28th. Lanfair was last seen wearing a black baseball cap, green Carhartt jacket and black Puma sneakers. Former New York City Health Commissioner Dr. Mary Bassett became the State Health Commissioner on Wednesday, replacing Dr. Howard Zucker, who had been the state Health Commissioner since 2015. Bassett takes over as the state's COVID-19 hospitalizations are increasing across the state. Bassett was credited, along with Dr. Zucker & Dr. Anthony Fauci of the CDC with stopping a potentially deadly Ebola Outbreak after 1 case was found and contained in New York City in 2013.

Delaware County Sheriff’s Deputies stopped a vehicle operated by 32- year-old Jesse McHargue of Middleburgh, last Thursday for inadequate tail lamps. Deputies learned that McHargue’s driver’s license was revoked due failing to answer a previous summons out of the Town of Middleburgh. McHargue was charged with Aggravated Unlicensed Operation of a Motor Vehicle and Operating a Motor Vehicle Without Tail Lamps, he was released and was directed to appear at Hamden Town Court at a later date to answer the charge.

Butterball has issued a recall on more than 14,000 pounds of ground turkey products after consumers complained of finding pieces of blue plastic embedded in their raw ground turkey. The Trial of Donald Reese ended in Chenango County Court, with the jury deciding that Reese was NOT guilty of 1st & 3rd degree rape. Reese was a former Chenango County Sheriff's Department Corrections Officer who was accused of committing rape on September 11, 2019, or a woman he had been dating at the time. Otsego County Court Judge John Lambert presided over the case with Otsego County District Attorney John Muehl prosecuting. Reese resigned from his position after his arrest by Norwich City Police.
State Police & Broome County Sheriff's Deputies responded to the report of a tractor trailer with scrap metal crashing & landing on its side Thursday afternoon. The crash occurred at about 1:00 PM, on I-88 near and Interstate 81 in the town of Chenango. Some of the scrap metal wound up on an embankment near the Comfort Inn Hotel the unidentified driver was treated for back pain, no tickets have been issued.
Broome County Executive Jason Garnar announced today an uptick in COVID 19 cases in the County over the last week. The Broome County Health Department had 105 new cases in Thursday, the total number of active cases is up to 780, up by 140 in the last week, the 7 day rolling average positivity rate was back up to 6%, and hospitalizations doubled in the last week back up to 92, the percentage of Broome county residents fully vaccinated was 59%.

Drinking Water Projects will include the Village of Walton; Clean Water Projects will go to the City of Binghamton and Village of Johnson City.

With the opening of its new Main Entrance, UHS Chenango Memorial Hospital will implement a new visitor management system starting Monday; all visitors will be required to show a driver’s license or other government-issued identification upon entering the facility. Anyone without a validated ID will have their photo taken and information collected by hospital staff so that a visitor pass may be issued. Governor Kathy Hochul today announced Dr. Mary Bassett has been appointed Commissioner of the Department of Health. From 2014 through summer 2018, Dr. Bassett served as commissioner of the New York City Department of Health and Mental Hygiene. Dr. Bassett replaces Dr. Howard Zucker, who served as Health Commissioner for just under 7 1/2 years.

The State Office of Temporary and Disability Assistance announced that construction is underway on Greater Opportunities for Broome and Chenango’s North Side Rehabilitation Project, that will create 27 units of permanent supportive housing across 4 sites in Binghamton. The Broome County Health Department announced that they have had to reopen their rapid COVID testing site. Residents can get tested on weekdays from 3:00 to 6:00 PM by appointment only, in front of the health department on Front Street in Binghamton. The announcement follows that the rapid increase in COVID cases in the county has once again increased demand for the testing, as some local health care providers were becoming overwhelmed with testing requests. Officials reported that Outpatient Laboratory blood draws are now by appointment only, Monday through Friday, from 7:30 a.m. to 4:30 p.m. Patients can schedule an appointment online at mybassetthealthconnection.org or call 547-3700. Also, the Cooperstown’s Convenient Care location is temporarily closed; those services are available in Oneonta with more information available at 433-6400. Also officials said that over the next several days, patients may find that on hold times may be slightly longer than usual. Governor Kathy Hochul announced the implementation of booster doses into the State's COVID-19 vaccination program Monday. In accordance with CDC's recommendations, individuals must have received the Pfizer vaccine for their initial vaccine series at least six months ago will be eligible, along with those who have underlying health issues. Individuals who received the Moderna or Johnson & Johnson vaccine are not currently eligible for a booster dose, but may be in the near future.

Following the United States Department of Agriculture’s announcement that up to $500 million in American Rescue Plan emergency rural health care funding will be newly available, Senator Kirsten Gillibrand is encouraging all eligible New York entities to apply ahead of the deadline. To date, 75% of the state's 450,000 hospital workers, 74% of the state's 30,000 adult care facility workers, and 68% of the state's 145,500 nursing home workers have completed their vaccine series. The State reported a 3.6% positive COVID 19 positivity rate Sunday, out of over 99,000 people tested, or 3575 positives, over 1700 are hospitalized, with 362 in an ICU bed & 134 on Ventilators, there were 11 deaths Sunday.

The CDC & Otsego County Department of Health recommend everyone, even those who are fully vaccinated, wear a mask indoors in public to maximize protection from the Delta variant and prevent possibly spreading it to others. Since May 1st, there has been 291 cases of COVID-19 reported in Otsego County, 76% are unvaccinated or vaccine status is unknown, 24% are breakthough cases in vaccinated individuals, the overall number of cases in vaccinated individuals remains at less than 1%, 13.4% of the cases are in children 0-11 years of age, 7.9% in 12-17 years of age, 57.3% in 18-55 years of age & 21.3% 56 and older. There have 10 individuals hospitalized since May 1st, all were unvaccinated, Health Officials urge everyone to get vaccinated against COVID 19.

Due to an increased spread of COVID-19, Chenango County is requiring mandatory face masks in all County Buildings and Offices at the start of business on Monday, August 16, 2021. All employees and members of the public (vaccinated and unvaccinated) fall under this requirement. This occurs when someone is infected with COVID-19 and 90 or more days later tests positive again for COVID-19. These repeat infections are mostly occurring in unvaccinated individuals. This reinforces that immunity from natural infection diminishes after 90 days. It is important if you have had COVID-19 and are not vaccinated please consider getting vaccinated to prevent a reinfection. In Otsego County. there are 82 active cases, 19 new cases reported today, with 5 hospitalized, there have been 2614 total cases in 2021.

Broome County Sheriff’s Office responded to a fatal motorcycle crash Tuesday night in West Corners at Glendale Drive & Campville Road at 11:44 pm. 42-year-old Jason Krissel of the Town of Union was ejected off of his motorcycle & was pronounced dead, Krissel applied the brakes aggressively at the intersection, after traveling at a high rate of speed. The investigation is continuing.

Broome County Sheriff’s Office responded to a fatal motorcycle crash Tuesday night in West Corners at Glendale Drive & Campville Road at 11:44 pm. 42-year-old Jason Krissel of the Town of Union was ejected off of his motorcycle & was pronounced dead, Krissel applied the brakes aggressively at the intersection, after traveling at a high rate of speed. The investigation is continuing.
The State Education Department today released a health and safety guide to help schools and school districts as they plan for the 2021-22 school year. The guide provides strategies, based on information from the Centers for Disease Control and the American Academy of Pediatrics, to position schools and districts to manage the risks for students and staff from COVID-19. Otsego County Department of Health reported that over the past 6 days they have seen a significant increase in the number of COVID 19 cases reported. 12 new cases have been reported in the last 2 days, only 8 cases were reported over the 1st 3 weeks in July, since July 23rd, 20 new cases have been reported. State Health Department reported that the state Positivity rate for COVID 19 tests on Wednesday was just fewer than 2.5%, out of more than 103,000 tests conducted. hospitalization are back up to 611 state wide, patients in ICU beds was at 126, and those on Ventilators are up to 57, an increase of 19 since the beginning of the week. The Delta variant is what is driving the latest increases, state Health Department officials said that almost all of the COVID deaths now are from that variant, and are not vaccinated. 55.3% of all New Yorkers have completed their vaccine series.

The investigation is on-going and appears to be an isolated incident; Police are looking for 53 year old Jose Gonzalez of Norwich as a person of interest.

Nursing homes in New York can allow visitation without having to be COVID-free for 14 days, according to the State Health Department. Earlier this month, the Centers for Disease Control and Prevention updated the nursing home visitation guidance, to allow indoor visitation at all times for all residents, regardless of vaccination status, except in specific circumstances. Under the new guidance, visitation will be temporarily suspended for: Unvaccinated residents, Residents with confirmed COVID-19 infection, & Residents in quarantine, whether vaccinated or unvaccinated, until they have met criteria for release from quarantine.

State Police arrested 58 year old Martin Lewicki of Norwich for 3rd degree Burglary & Criminal Mischief. State Police asked for the public’s help in identifying a person who broke into the Balsam Inn in the town of Pharsalia last November, Surveillance video caught the suspect taking neon signs, bar lights, a bar table, bar stools and destroying several items, a tip led investigators to Lewicki, who was arrested, arraigned & was remanded to the Chenango County Jail without bail.

Chenango County Correctional Officers discovered an unconscious male inmate in his cell Wednesday. 22 year old Dillin Button was pronounced deceased after attempts to revive him were unsuccessful. The autopsy ruled his death as a result of a bacterial blood infection of the heart and pneumonia, it was revealed that 2 weeks earlier that Button was diagnosed with a bacterial blood infection and pneumonia at an area hospital & he checked himself out of before receiving complete treatment.
Delaware County Public Health reported 19 new COVID 19 cases Thursday out of 352 tested. They report 111 active cases, 7 hospitalized & 354 in quarantine.
The State Health Department reported that on Wednesday over 271,000 COVID tests were given statewide, with 2.87% testing positive. Patient hospitalizations, the number of patients in an ICU bed & the number on ventilators continue to decline, there were 57 deaths from the virus.

Indoor fitness classes can resume at limited capacity on March 22, at 33% with health screening and contact information required at sign-in. Local health departments shall inspect before or within 2 weeks of the fitness center opening to ensure compliance. Also, Beginning April 5th, the 11:00 PM curfew currently in place for casinos, movie theaters, bowling alleys, billiards halls, gyms and fitness centers will be lifted. The 11pm curfew for food and beverage establishments and the midnight curfew for catered events will remain in effect; both curfews will be re-evaluated in late April.

State Police conducted an Underage Drinking Initiative Tuesday, in Otsego & Chenango Counties. All 17 businesses were found to be in compliance in Greene, Oxford, Norwich, Sherburne, & Morris. During the Underage Drinking Detail Initiative retail establishments are checking utilizing a trooper in plain clothes and one or several under aged operative who cannot lie about their age or give a fake date of birth. When asked for ID, they must show their real ID.
Delaware County Public Health Services and Friends of Recovery- Delaware Otsego will be sponsoring a Recovery Coach Academy & Ethical Considerations training from April 12th to April 17th, from 9:00 AM to 5:30 PM, at the First Baptist Church in Delhi.
