P.M. NEWS TUESDAY 12-21-21

The State Department of Labor released preliminary local unemployment rates for November. Locally, Chenango County had 3.4% unemployment, Otsego & Delaware Counties both had 3.5%, the State's unemployment rate dropped 3/10th's to 6.6% in November.

Bassett Healthcare Network announced today that Bassett Medical Center in Cooperstown and Cobleskill Regional Hospital have been placed on a state-wide list of facilities that currently have occupancies of 90% or more; A.O. Fox Hospital and Little Falls Hospital remain on that list. Those impacted facilities are also limiting non-essential elective procedures in accordance with an executive order enacted by the New York State Department of Health on December 3rd. Capacities at affected hospitals are being reassessed every 2 weeks. With rising cases of COVID-19 in the region, Bassett Healthcare Network will suspend visitation for the safety of patients and staff in all emergency departments across its network starting Wednesday.

Chenango County Health Department reports the continued increase in the number of COVID 19 cases in the county. The county has 301 active cases with 2/3rds unvaccinated, 523 are quarantined, 13 are hospitalized, all are unvaccinated, and there have been 92 COVID related deaths since the start of the pandemic. The State Health Department tested over 258,000, with 23,391 testing positive, for a Positivity rate of 9.04%. Patient Hospitalization are up to 4,020, with 769 in an ICU bed, and Patients on ventilators is up to 451, New deaths reported by healthcare facilities was 60 on Sunday.

Delaware County Public Health reported 77 new cases of COVID 19 Saturday through Monday, there are 263 active cases, 4 hospitalized & 533 in quarantine.

Visitation is suspended at Otsego County Correctional Facility until further notice due to the increase in COVID cases in the area, according to the Otsego County Sheriff’s Office. Otsego County Health Department reported 21 new cases Monday, there are 320 active COVID-19 cases, 12 people are hospitalized & there were 2 new deaths reported.

Governor Hochul announced that over 40 New Vaccine & Booster Pop up sites will be up & running this week around the state. The State Health Department & the Governor's Office are partnering with local health departments and community partners to launch more sites over the coming weeks. Sites are expected to be announced for the tri county area shortly, as this region has among the lowest vaccination rates in the state. Current Vaccine sites can be found at vaccines.gov/search.

Rural Health Network of South Central New York’s Getthere Call Center seeks volunteer drivers for a new program in the City of Norwich: Community Rides, starting December 29th. Volunteer drivers will provide local rides to healthcare, food, prescriptions, events, and other community locations on Wednesdays from 9 AM to 3 PM, for seniors and others in need, those who want to sign up as a volunteer driver, should call 1-855-373-4040.

The Chenango United Way announced today that there are only 11 days left in their fundraising campaign, & they are at 95% of their projected goal of $425,000. More information about the current campaign or their services are available at chenangouw.com.

The State Health Department reported a surge in COVID 19 positive tests Sunday with 22,478 positives out of 267,422 Tests for an 8.41% Positivitiy rate, Patient Hospitalizations were at 3,880, Patients in ICU is up to 761, the number of Patients on ventilators is up to 448. There were 58 deaths in hospitals & nursing homes.

Delaware County Public Health reported 77 new cases of COVID 19 for Thursday & Friday, for an 8.9% positivity rate. There were 289 active cases, 7 hospitalized and 530 quarantined, 54.3% of Delaware County Residents were fully vaccinated.

The Southern Tier Regional Economic Development Council has awarded the City of Norwich a 10-Million-Dollar grant for the revitalization of downtown Norwich. Commerce Chenango President & CEO Kerri Green commented about the award on WCDO this morning:

Bassett Healthcare Network announced today that in accordance with an executive order enacted by the New York State Department of Health on December 3, 2 of their hospitals; A.O. The Delaware County Board of Supervisors has decided to name the Delaware County Department of Economic Development as the entity to promote tourism. Previously, tourism programs were run by the Delaware County Chamber of Commerce, through a contract with Blue Spark Creative Services of Delhi, Blue Spark is expected to continue its work through the Department of Economic Development.

State Police arrested 36 year old William Sabines of Preston after he was indicted by a Chenango County Grand Jury Thursday. Sabines was charged with 2nd degree Murder, Concealment of a Human Corpse and Tampering with Physical Evidence. Sabines was arrested following an investigation into the disappearance of Jesse Donlin, formerly of Sidney, Unadilla and Afton locally. Donlin was reported missing in September of 2019 after failing to appear for a court appearance in Utica, the investigation ultimately led to Sabines arrest. Sabines was remanded to the Chenango County Jail on $250,000 cash bail or $500,000 bond pending future court action.

Chenango County Sheriff's Office received a missing person complaint regarding 32 year old Amanda Lanfair, who was last seen on November 26th, and stated that she was going to Long Island and was to return on November 28th. Lanfair was last seen wearing a black baseball cap, green Carhartt jacket and black Puma sneakers. Former New York City Health Commissioner Dr. Mary Bassett became the State Health Commissioner on Wednesday, replacing Dr. Howard Zucker, who had been the state Health Commissioner since 2015. Bassett takes over as the state's COVID-19 hospitalizations are increasing across the state. Bassett was credited, along with Dr. Zucker & Dr. Anthony Fauci of the CDC with stopping a potentially deadly Ebola Outbreak after 1 case was found and contained in New York City in 2013.

Governor Kathy Hochul today announced the first 5 confirmed cases of the COVID-19 Omicron variant in New York State. So far, the cases appear unrelated and have been confirmed through sequencing of the SARS-CoVID-2 virus. 1 case is from Suffolk County, 4 others are in New York City, 4 other states have also reported cases of the new COVID variant. On Thursday, Governor Hochul announced that the State has ordered 1 Million Testing Kits to Distribute to Local Health Departments & 40 New Pop-Up Vaccine Sites will be launched this month.

Bassett Healthcare Network will be holding a COVID-19 vaccination clinic open to community members, including children, on Saturday, from 9:00 AM to 1:00 PM at Bassett Medical Center’s outpatient clinic building in Cooperstown. The clinic will offer boosters for Moderna, Pfizer, Johnson & Johnson; first- and second-dose Pfizer shots for children ages 5 to 17; and flu shots. Chenango County Public Health confirmed 4 more COVID-19 attributed deaths in the county from COVID 19, bringing their total number of deaths to 91 spokesman Isaiah Sutton comments:

Chenango County continues to have COVID 19 numbers as high, or higher than the numbers they were getting in January of this year, there are 238 active cases, 1/3 of which are fully vaccinated, 5 are hospitalized and 582 are quarantined.

Bassett Healthcare Network announced that they are now offering COVID-19 vaccines to everyone aged 5 and older. Vaccines are available for children ages 5 to 11 in pediatric clinics and school-based health centers across the region, parents should make an appointment by calling the child’s practitioner. The State Department of Labor released preliminary local unemployment rates for October, the State's seasonally adjusted unemployment rate decreased from 7.1% in September to 6.9% in October 2021. Locally, Chenango County had 3.7% unemployment, Delaware & Otsego Counties both had 3.9% unemployment in October.

U.S. Senator Kirsten Gillibrand announced her bipartisan More Options to Develop and Enhance Remote Nutrition in WIC Act today.

In the first year of the pandemic, WIC providers reported a 2.5% increase in WIC participation, and more than 360,000 low-income New Yorkers continue relying on this social safety net to feed themselves and their families. To keep up with the growing need, Gillibrand’s bill would codify 2 waivers granted through the Families First Coronavirus Response Act that simplified user access to WIC benefits by offering remote services, and it would also invest $60 million to modernize the critical safety net program.

Delaware County Public Health reported 3 more COVID deaths, bringing their total up to 74 during this pandemic. Delaware County had 70 more positive cases of COVID 19 during the latest reporting period of Saturday through Monday, there are now 265 active cases, 12 hospitalized & 366 quarantined. 53.2% of the total Delaware County population are vaccinated while 73% of the positive cases are unvaccinated, 32% of the cases are in public schools among students & staff.

Norwich Native Matt Beadle has formed a Billy Joel Tribute Band with top musicians in the state, and they will be performing in Norwich on Saturday November 20th at 7:30 PM the Martin W. Chenango County Health Department reported their 87th death related to COVID 19 today. Officials reported that they have 185 active cases, 31% are vaccinated, they are up to 469 quarantined, 6 hospitalized, they have had a total of 5143 total cases since the pandemic started.

Delaware County Sheriff’s Deputies stopped a vehicle operated by 32- year-old Jesse McHargue of Middleburgh, last Thursday for inadequate tail lamps. Deputies learned that McHargue’s driver’s license was revoked due failing to answer a previous summons out of the Town of Middleburgh. McHargue was charged with Aggravated Unlicensed Operation of a Motor Vehicle and Operating a Motor Vehicle Without Tail Lamps, he was released and was directed to appear at Hamden Town Court at a later date to answer the charge.

Delaware County Public Health reported another COVID death in their report covering Saturday through Monday, bringing their total to 68. They reported 79 new positive cases, a positivity rate of 10.85%, 245 active cases and 268 quarantined.

The Broome County Health Department announced that they have reached 400 deaths from COVID-19 since March 2020. The department reported that the peak month was January of 2021 when 86 people died from the virus. Currently, there are 778 cases of COVID 19 in Broome County, with 73 hospitalized, The deadliest month was January 2021, where the county reports 86 deaths from the disease. Currently, there are 778 active cases of COVID-19 in Broome County. 73 people are hospitalized. More than 24,200 positive cases have been reported since the beginning of the pandemic.

Butterball has issued a recall on more than 14,000 pounds of ground turkey products after consumers complained of finding pieces of blue plastic embedded in their raw ground turkey. The items being recalled are the 2.5-pound "farm to family Butterball all-natural Ground Turkey" trays with a sell-by date of October 18th, and the 3-pound "Kroger Ground Turkey" trays with an October 17 sell-by date. The items were produced on September 28, & should be returned to the place of purchase.

The FCC has adopted rules to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. To ensure that calls to 988 reach the National Suicide Prevention Lifeline, area codes with a "988 Exchange, will need to transition to 10-digit dialing. Beginning THIS SUNDAY, in the 607 area, callers must dial 10-digits, the area code + telephone number, for all local calls, those who only dial the 7 digit phone number will not have their call completed, and a recording will remind the caller to hang up and dial again using the area code and the 7-digit number.

The Trial of Donald Reese ended in Chenango County Court, with the jury deciding that Reese was NOT guilty of 1st & 3rd degree rape. Reese was a former Chenango County Sheriff's Department Corrections Officer who was accused of committing rape on September 11, 2019, or a woman he had been dating at the time. Otsego County Court Judge John Lambert presided over the case with Otsego County District Attorney John Muehl prosecuting. Reese resigned from his position after his arrest by Norwich City Police.

State Police & Broome County Sheriff's Deputies responded to the report of a tractor trailer with scrap metal crashing & landing on its side Thursday afternoon. The crash occurred at about 1:00 PM, on I-88 near and Interstate 81 in the town of Chenango. Some of the scrap metal wound up on an embankment near the Comfort Inn Hotel the unidentified driver was treated for back pain, no tickets have been issued.

Broome County Executive Jason Garnar announced today an uptick in COVID 19 cases in the County over the last week. The Broome County Health Department had 105 new cases in Thursday, the total number of active cases is up to 780, up by 140 in the last week, the 7 day rolling average positivity rate was back up to 6%, and hospitalizations doubled in the last week back up to 92, the percentage of Broome county residents fully vaccinated was 59%.

Governor Kathy Hochul announced that the State Environmental Facilities Corporation has approved more than $44 million for drinking water and wastewater projects, with grants, interest-free and low-cost financing. Drinking Water Projects will include the Village of Walton; Clean Water Projects will go to the City of Binghamton and Village of Johnson City.

With the opening of its new Main Entrance, UHS Chenango Memorial Hospital will implement a new visitor management system starting Monday; all visitors will be required to show a driver’s license or other government-issued identification upon entering the facility. Anyone without a validated ID will have their photo taken and information collected by hospital staff so that a visitor pass may be issued. Chenango County Public Health announced that next Tuesday, October 5th, they are hosting a Pfizer booster clinic for those eligible, from 1:00 to 4:00 PM at the South Plaza location in Norwich. About 400 appointments are available, more information or registration is available at co.chenango.ny.us. The County currently has 108 Active Cases of COVID 19, 29% are vaccinated cases, and 272 are quarantined.

Bassett Healthcare Network announced some temporary changes to services, this week, as they anticipated that there would be a significant shortage of employees, based on the state mandate that health care workers had to get COVID Vaccinations, or leave their jobs. Governor Kathy Hochul today announced Dr. Mary Bassett has been appointed Commissioner of the Department of Health. From 2014 through summer 2018, Dr. Bassett served as commissioner of the New York City Department of Health and Mental Hygiene. Dr. Bassett replaces Dr. Howard Zucker, who served as Health Commissioner for just under 7 1/2 years.

Delaware County Sheriff's Deputies investigated a personal injury car-deer accident on State Highway 206 in Trout Creek Saturday Night. 32 year-old Anthony Mister of Sidney collided with a deer and sustained a head injury, he was transported to Delaware Valley Hospital in Walton for treatment. A routine driver’s license inquiry revealed that Mister’s driver’s license was suspended for failure to answer a summons, he was charged with aggravated unlicensed operation of a motor vehicle, he was released and directed to appear in the Town of Tompkins Court on a later date.

The State Office of Temporary and Disability Assistance announced that construction is underway on Greater Opportunities for Broome and Chenango’s North Side Rehabilitation Project, that will create 27 units of permanent supportive housing across 4 sites in Binghamton. The 8.1 Million Dollar project will serve people who have experienced homelessness, mental illness, people who were formerly incarcerated, veterans, young adults and youth aging out of foster care.

Chenango County Public Health confirmed their 84th COVID-19 attributed death today.  Chenango County Public Health has 105 active cases, including 33 vaccinated cases; they have 277 quarantined, & 2 hospitalized.    Only 57% of Chenango County Residents have had at least one dose of a COVID vaccine, more Pfizer vaccine clinics are expected to be scheduled next week, more information is available by calling 337-1660.

The Broome County Health Department announced that they have had to reopen their rapid COVID testing site.   Residents can get tested on weekdays from 3:00 to 6:00 PM by appointment only, in front of the health department on Front Street in Binghamton.  The announcement follows that the rapid increase in COVID cases in the county has once again increased demand for the testing, as some local health care providers were becoming overwhelmed with testing requests.  More information is available at 778-2802.

Bassett Healthcare Network announced some temporary changes to services beginning today.  Officials reported that Outpatient Laboratory blood draws are now by appointment only, Monday through Friday, from 7:30 a.m. to 4:30 p.m.  Patients can schedule an appointment online at mybassetthealthconnection.org or call 547-3700.  Also, the Cooperstown’s Convenient Care location is temporarily closed; those services are available in Oneonta with more information available at 433-6400.  Also officials said that over the next several days, patients may find that on hold times may be slightly longer than usual.  The most up-to-date information about temporary service changes can be found at bassett.org.

Governor Kathy Hochul announced the implementation of booster doses into the State's COVID-19 vaccination program Monday.  In accordance with CDC's recommendations,  individuals must have received the Pfizer vaccine for their initial vaccine series at least six months ago will be eligible, along with those who have underlying health issues. Individuals who received the Moderna or Johnson & Johnson vaccine are not currently eligible for a booster dose, but may be in the near future.

Delaware County Public Health announced 30 new COVID 19 cases Saturday through Monday, with 163 active cases, 8 hospitalized & 275 quarantined.  50.5% of County residents are vaccinated, 75% of positive cases are unvaccinated, the percentage of school aged students & faculty with COVID is up to 28%.

Chenango County Public Health released their latest COVID 19 statistics today; they report 95 active cases, with 24 cases vaccinated. They have 181 people in quarantine, 7 are hospitalized, 1 is vaccinated, Chenango County has had 3985 cases with 82 deaths & 3724 recoveries since the pandemic began.

The Gilbertsville Mount Upton School District held their Open House & opened up their new Bassett Healthcare Network Health Center & on-campus apparel store Last Night. Among those in attendance were retired State Senator Jim Seward, Current State Senator Peter Oberacker, & Bassett Healthcare Network President and CEO Dr. Tommy Ibrahim. The GMU School district returns for classes on Thursday.

State Police in Troop C announced that they removed 40 impaired drivers from local roadways in the month of August. Troop C encompasses Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins Counties.

Otsego County Department of Health reported 380 total COVID 19 cases reported in the month of August, with 52% were unvaccinated which includes those who had no or 1 vaccines in the 2 shot series, while 48% were fully vaccinated, 100% of hospitalizations are unvaccinated. 9% of the cases in August were in college students/employees; 10% of the cases were 0-11 years old, 27% were 12 to 24 years old, 46% of the cases were in the 25-55 age group & 17% were 56 & older.

Firefighters from several companies responded to the report of a Barn Fire at 723 Hotchkiss Road in Greene Late Sunday Night. Firefighters from Greene, Chenango Forks, Port Crane, Coventry, and Brisben responded, the barn was fully engulfed & was a total loss, and the investigation into the cause of the fire is ongoing.

The State Health Department conducted over 100.000 COVID Tests Sunday, with 3660 positives, for a 3.65% positivity rate Hospitalizations were up to 2334, Patients in an ICU bed went up to 519, Patients on ventilators went up to 263, there were 26 deaths from COVID Sunday.

Governor Kathy Hochul announced that the Public Health and Health Planning Council passed an emergency regulation and the Health Commissioner issued a determination requiring all teachers, administrators and other school employees to submit to weekly COVID-19 testing unless they show proof of vaccination, with either a CDC vaccine card or the Excelsior Pass.   The Governor also announced that the State Department of Health has finalized and released official guidance for classroom instruction regarding Facemasks, which closely echoes the CDC guidance which districts were advised to follow. Delaware County Public Health reported 63 new cases of COVID 19 in the last week, with 84 active cases, 6 Hospitalized and 122 quarantined.  Delaware County has had 2742 total cases, with 2606 recoveries & 52 deaths during the pandemic.

The State Health Department reports that 95% of Recent COVID Positive tests are linked to the Delta Variant. So far, More Than 23 Million Vaccine Shots have been delivered Statewide, with over 52,000 Vaccine Doses Administered Over the most recent 24 Hour period. Over 156,000 people were tested for COVID Tuesday. With over 4700, or just over 3% testing positive. 75 more New Yorkers were hospitalized bring the total close to 1900, over 380 patients are in ICU Beds, 157 are on ventilators. There were 20 COVID deaths reported.

Following the United States Department of Agriculture’s announcement that up to $500 million in American Rescue Plan emergency rural health care funding will be newly available, Senator Kirsten Gillibrand is encouraging all eligible New York entities to apply ahead of the deadline. Applicants may apply for Impact Grants by October 12th, and Recovery Grants on a continual basis until funds are expended. The Appalachian Regional Commission announced approval of a grant today to the Rural Health Network for $150,000 for their "Get There" transportation to employment program. The Chenango County Public Health announced that with the increase on COVID 19 cases, they are once again releasing their statistics every day. Today they reported 94 active cases, 7 hospitalized with 193 quarantined; they are up over 3700 cases with 80 deaths since the start of the pandemic. This Saturday, a 2nd dose Pfizer COVID vaccination clinic will be held at the old Label Shopper location in the South Plaza in Norwich from 10:00 AM to 12:00 Noon. CHENANGO COUNTY PUBLIC HEALTH ANNOUNCED THAT they have 91 Active Cases, 197 active Quarantines 197, 6 hospitalized & a total of 3694 Total Confirmed Cases & 80 deaths since the start of the pandemic.

All healthcare workers in New York State, including staff at hospitals and long-term care facilities including nursing homes, adult care, and other congregate care settings, will be required to be vaccinated against COVID-19 by Monday, September 27th. The State Health Department will issue Section 16 Orders and implement a policy mandating employee vaccinations, with limited exceptions for those with religious or medical reasons. To date, 75% of the state's 450,000 hospital workers, 74% of the state's 30,000 adult care facility workers, and 68% of the state's 145,500 nursing home workers have completed their vaccine series. The State reported a 3.6% positive COVID 19 positivity rate Sunday, out of over 99,000 people tested, or 3575 positives, over 1700 are hospitalized, with 362 in an ICU bed & 134 on Ventilators, there were 11 deaths Sunday.

Otsego County Department of Health reports a HIGH level of community transmission of COVID 19. The CDC & Otsego County Department of Health recommend everyone, even those who are fully vaccinated, wear a mask indoors in public to maximize protection from the Delta variant and prevent possibly spreading it to others. Since May 1st, there has been 291 cases of COVID-19 reported in Otsego County, 76% are unvaccinated or vaccine status is unknown, 24% are breakthough cases in vaccinated individuals, the overall number of cases in vaccinated individuals remains at less than 1%, 13.4% of the cases are in children 0-11 years of age, 7.9% in 12-17 years of age, 57.3% in 18-55 years of age & 21.3% 56 and older. There have 10 individuals hospitalized since May 1st, all were unvaccinated, Health Officials urge everyone to get vaccinated against COVID 19.

New York Attorney General Letitia James and the U.S. Department of Labor announced landmark agreements with United Healthcare to resolve allegations that United unlawfully denied health care coverage for mental health and substance use disorder treatment for thousands of Americans. United will pay approximately $14.3 million in restitution to consumers affected by the policies, including $9 million to more than 20,000 New Yorkers with behavioral health conditions who received denials or reductions in reimbursement.

Downtown Norwich continues with the Thursday evening NBT Bank’s free Summer Concert Series. The weekly musical performances are presented by the Chenango Blues Association, to East Park, tonight, Johnson & Johnson 1-shot COVID vaccines are available from UHS Chenango Memorial Hospital. “We will have several doses of the Johnson & Johnson vaccine on-hand on a first come, first serve basis with no appointment necessary, set up opposite the stage near the gazebo; from 6:30 pm. to 8:30 pm., for those 18 & older.

Due to an increased spread of COVID-19, Chenango County is requiring mandatory face masks in all County Buildings and Offices at the start of business on Monday, August 16, 2021. All employees and members of the public (vaccinated and unvaccinated) fall under this requirement. It is also at this time recommended that Chenango County businesses, organizations and schools immediately implement a face mask requirement for their vaccinated and unvaccinated employees, patrons and students.

Otsego County is currently at a SUBSTANTIAL level of community transmission, and is on the verge of becoming HIGH level of community transmission. CDC & Otsego County Department of Health recommends everyone to wear a mask indoors in public if you are in an area of substantial or high transmission, to maximize protection from the Delta variant and prevent possibly spreading it to others. This week there have been several cases of individuals having a repeat COVID-19 infection. This occurs when someone is infected with COVID-19 and 90 or more days later tests positive again for COVID-19. These repeat infections are mostly occurring in unvaccinated individuals. This reinforces that immunity from natural infection diminishes after 90 days. It is important if you have had COVID-19 and are not vaccinated please consider getting vaccinated to prevent a reinfection. In Otsego County. there are 82 active cases, 19 new cases reported today, with 5 hospitalized, there have been 2614 total cases in 2021.

Broome County Sheriff’s Office responded to a fatal motorcycle crash Tuesday night in West Corners at Glendale Drive & Campville Road at 11:44 pm. 42-year-old Jason Krissel of the Town of Union was ejected off of his motorcycle & was pronounced dead, Krissel applied the brakes aggressively at the intersection, after traveling at a high rate of speed. The investigation is continuing.

The State Education Department today released a health and safety guide to help schools and school districts as they plan for the 2021-22 school year. The guide provides strategies, based on information from the Centers for Disease Control and the American Academy of Pediatrics, to position schools and districts to manage the risks for students and staff from COVID-19. The health and safety guide, as well as other back to school resources, are available on the Department’s Back to School website.

Otsego County Department of Health reported that over the past 6 days they have seen a significant increase in the number of COVID 19 cases reported. 12 new cases have been reported in the last 2 days, only 8 cases were reported over the 1st 3 weeks in July, since July 23rd, 20 new cases have been reported.  The Health Department urges unvaccinated individuals to get vaccinated and continue to wear a mask until they are fully vaccinated, and with the Delta variant, the call for vaccinations is more urgent than ever.   Otsego County has 20 active cases, no one is hospitalized, and Vaccine Clinic sites can be found at otsegocounty.com or covid19vaccine.health.ny.gov.

State Health Department reported that the state Positivity rate for COVID 19 tests on Wednesday was just fewer than 2.5%, out of more than 103,000 tests conducted.  hospitalization are back up to 611 state wide, patients in ICU beds was at 126, and those on Ventilators are up to 57, an increase of 19 since the beginning of the week.  The Delta variant is what is driving the latest increases, state Health Department officials said that almost all of the COVID deaths now are from that variant, and are not vaccinated.   55.3% of all New Yorkers have completed their vaccine series.

The statewide single-day COVID-19 positivity rate dropped to 0.44% Wednesday, and the 7-day rolling average dropped to 0.60%, & hospitalizations from COVID statewide fell below 1,000 to 970 for the first time since October 21st of last year. There were 245 ICU patients with 143 on ventilators Wednesday, over 128,000 tests were administered with 565 positive tests, and there were 10 COVID attributed deaths. Chenango County Public Health announced their latest COVID 19 Numbers today, they report 11 active cases, and they are up to 506 quarantines & 8 hospitalizations.  They report 3104 total cases with 2831 recoveries.  The Total number of doses given by Public health to date is 5,395, 37.4 % of the population has had at least one dose of vaccine in the county, This week they anticipate 100 first doses and 400 second doses..

State Police at Norwich arrested 53 year old Jose Gonzalez of Norwich, for 2nd degree Assault and Criminal Possession of a Weapon, in connection with an alleged assault on 2 people at Fred's Inn of Norwich On April 14th.  2 people suffered injuries & were taken to Chenango Memorial Hospital, they were treated and released.

Delaware County Public Health reported 35 new COVID positive cases for Saturday, Sunday & Monday out of 414 tested.  They reported 122 active cases, 15 hospitalized and 229 quarantined, and they reported their 47th COVID Death.

Chenango County Public Health reported 3 more COVID related deaths today, bringing their total to 72 since that pandemic began. Chenango County has 113 active cases, 411 quarantined & 7 Hospitalizations; the number of tests conducted is now over 100,000.

State Police at Norwich were dispatched Tuesday morning at about 10:00 AM to a reported domestic related incident involving 3 people at Fred's Inn in the town of Norwich.  An investigation revealed that 2 people were assaulted with a sharp object resulting in minor injuries; they were taken to Chenango Memorial Hospital & were treated and released.  The investigation is on-going and appears to be an isolated incident; Police are looking for 53 year old Jose Gonzalez of Norwich as a person of interest.

Delaware County Public Health reported 6 new COVID cases Thursday out of 684 tested, with 117 active cases, 233 mandatory quarantines & 19 hospitalized.

More than 50% of New Yorkers 18 years of age and older have received at least one dose of the COVID-19 vaccine, and more than 1 in 3 in the same age group have been fully vaccinated. More than 12.5 million doses of the vaccine have been administered in New York State. 198,257 doses have been administered across the state's vast distribution network in the last 24 hours, and more than 1.5 million doses have been administered over the past seven days.

The City of Oneonta Common Council will hold a special Zoom meeting Thursday evening, to discuss & possibly vote on their Police reform & Reinvention plan.  The Plan is posted on the City’s website.

Norwich Police & State Police are seeking the public’s help in locating a sexual assault suspect.  On March 23rd, an individual was attacked at around 2:30 PM while walking along the railroad tracks downtown.  The attacker forced the victim into the brush & attempted to remove clothing, when the victim managed to break free & ran for help.  The suspect is described as a white male, in his mid-20 with dirty blond hair, wearing a gray colored tank top & holding either a red belt or handkerchief, anyone with information is asked to contact Norwich police at 336-TIPS.

Otsego County Health department reported 18 new Positive COVID 19 tests results, giving them over 3800 total cases & 55 deaths since the pandemic began.  Chenango County today reported 120 active cases with 414 quarantined, they have had over 2700 cases so far.  In Delaware County, there are 132 active cases, 354 in quarantine and 1888 total cases with 45 deaths.

A Rochester woman becomes the latest person to accuse governor Cuomo with inappropriate advances.  Sherry Vill said that the governor kissed her several times, while he was examining her home for flooding in 2017.  Lawmakers from both parties are calling for the governor to resign following several accusations of sexually harassing behavior.

23 year old George Wang of Kansas pleaded not guilty to attempted murder in Otsego County Court.  Wang is accused of driving off of state route 28 in the town of Hartwick in front of the Tops Market & Striking a pedestrian last November, he then sped off.  Wand was charged with operating a motor vehicle while impaired by drugs & alcohol he is free after posting $300,000 bond, he is due back in court may 24th.

Trout Season begins in New York State tomorrow.  The State DEC is stocking 1.8 million trout in waters across the state.

The Murder Trial of Dylan Robinson of Oneonta will begin in Otsego County Court on April 14th Robinson is accused of murdering his father, along with several others, and then setting the house on fire  in October of 2019 in Worcester.

The Sidney Police Department is partnering with the Delaware County Sheriff's Office and Chenango Health Network for a medication take back day. Anyone with any unused, outdated or unwanted medication can safely dispose of it at the date, time and place listed below. Note: no sharps or needles will be accepted.  The event will be held at the River Street Fire Station from 2:00 to 7:00 PM today.

Delaware County Public Health reported 28 new COVID 19 cases out of 169 tested Monday.  The county has 13 hospitalized, 139 active cases & 301 quarantined.

The Otsego County Department of Health will be holding a vaccination clinic at the Meadows Office Complex in Cooperstown on April 2nd, from 9:00 AM to 3:30 PM.   Registration is up on the Otsego County Department of Health Website, Anyone currently eligible to receive the vaccine per the NYS guidelines may register for an appointment. Do not register unless you meet the current eligibility.  Anyone over the age of 30 is eligible to be vaccinated.

Nursing homes in New York can allow visitation without having to be COVID-free for 14 days, according to the State Health Department. Earlier this month, the Centers for Disease Control and Prevention updated the nursing home visitation guidance, to allow indoor visitation at all times for all residents, regardless of vaccination status, except in specific circumstances. Under the new guidance, visitation will be temporarily suspended for: Unvaccinated residents, Residents with confirmed COVID-19 infection, & Residents in quarantine, whether vaccinated or unvaccinated, until they have met criteria for release from quarantine.

Chenango County Public Health reported 14 new COVID positive tests today, bringing their total to 2700. Chenango County reports 104 Active Cases, 361 Quarantines 5 Active Hospitalizations, 2449 Recoveries & 64 deaths.

Otsego County Health Department reported their 55th death from COVID Thursday. Otsego County had 38 new positive cases, 169 active cases & 5 hospitalized. 35 of their 55 deaths have occurred since January 1st.

A.M. NEWS FRIDAY 3-26-21

U.S. Majority Leader Charles Schumer and U.S. Senator Kirsten Gillibrand announced over 2.4 Million dollars in federal funding for 12 airports across New York State. This funding was allocated through the Federal Aviation Administration under the Department of Transportation and will serve as a lifeline to local airports struggling to stay afloat after nearly a year of limited operations. Locally, the Albert S Nader Regional Airport in Oneonta, the Sidney Municipal Airport, the Eaton Airport in Norwich & the Tri-Cities Airport in Broome County will get $13,000 each.

Delaware County Public Health reported 14 new COVD cases Thursday, out of 740 tests collected. they have 10 hospitalizations, 126 active cases, 383 quarantined, they have vaccinated 2199 people against COVD 19.

State Police arrested 58 year old Martin Lewicki of Norwich for 3rd degree Burglary & Criminal Mischief.   State Police asked for the public’s help in identifying a person who broke into the Balsam Inn in the town of Pharsalia last November, Surveillance video caught the suspect taking neon signs, bar lights, a bar table, bar stools and destroying several items, a tip led investigators to Lewicki, who was arrested, arraigned & was remanded to the Chenango County Jail without bail.

Delaware County Public Health will be conducting a COVID-19 vaccination clinic on Saturday at the DCMO BOCES- Harrold Campus, on State Route 206 from 9:00 AM to 2:00 PM. Chenango County Public Health reported 11 new COVID cases today.  They have had a total of 2609 positives, 2362 recoveries and 64 deaths.  Currently, Chenango County has 5 hospitalized, 95 active cases & 272 quarantined.

Chenango County Sheriff's Department arrested 46 year old Christina Clifford of Edmeston following an investigation into forged fraudulent checks being cashed in a Town of North Norwich business. Clifford was charged with 2nd degree Forgery &plus conspiracy & petty larceny, she was taken into custody without incident, & was released to on an appearance ticket to appear in the Town of North Norwich Court at a later date.

Friends of Rogers started their 2nd annual Electric Car Raffle today March 19th, which features a prize of a 2020 Tesla Model 3. The raffle runs through October 15th, the winner will be announced on October 21st. at Rogers Center and will be open to the public. Chenango County Correctional Officers discovered an unconscious male inmate in his cell Wednesday.    22 year old Dillin Button was pronounced deceased after attempts to revive him were unsuccessful.  The autopsy ruled his death as a result of a bacterial blood infection of the heart and pneumonia, it was revealed that 2 weeks earlier that Button was diagnosed with a bacterial blood infection and pneumonia at an area hospital & he checked himself out of before receiving complete treatment.

Delaware County Public Health reported 19 new COVID 19 cases Thursday out of 352 tested.  They report 111 active cases, 7 hospitalized & 354 in quarantine.

The State Health Department reported that on Wednesday over 271,000 COVID tests were given statewide, with 2.87% testing positive.  Patient hospitalizations, the number of patients in an ICU bed & the number on ventilators continue to decline, there were 57 deaths from the virus.

Chenango County Public Health will hold a Vaccine clinic today at the former Label Shopper Store in the South Plaza Center on State Route 12 in Norwich.  Registrations are required at co.chenango.ny.us; for groups outlined by the state Health Department.

P.M. NEWS Thursday 3-18-21

State Health department announced that some restrictions are being lessened as COVID positivity rates continue to decline & vaccinations increase.  Indoor fitness classes can resume at limited capacity on March 22, at 33% with health screening and contact information required at sign-in.  Local health departments shall inspect before or within 2 weeks of the fitness center opening to ensure compliance.  Also, Beginning April 5th, the 11:00 PM curfew currently in place for casinos, movie theaters, bowling alleys, billiards halls, gyms and fitness centers will be lifted. The 11pm curfew for food and beverage establishments and the midnight curfew for catered events will remain in effect; both curfews will be re-evaluated in late April.

State Police conducted an Underage Drinking Initiative Tuesday, in Otsego & Chenango Counties.  All 17 businesses were found to be in compliance in Greene, Oxford, Norwich, Sherburne, & Morris.  During the Underage Drinking Detail Initiative retail establishments are checking utilizing a trooper in plain clothes and one or several under aged operative who cannot lie about their age or give a fake date of birth.  When asked for ID, they must show their real ID.

Delaware County Public Health Services and Friends of Recovery- Delaware Otsego will be sponsoring a Recovery Coach Academy & Ethical Considerations training from April 12th to April 17th, from 9:00 AM to 5:30 PM, at the First Baptist Church in Delhi.  The Recovery Coach Academy includes all course materials. Chenango County Public Health announced that their website has been updated and there is now a place to register for COVID-19 vaccine appointments at co.chenango.ny.us/public-health/nursing/covid19.  Registration for vaccine appointments must be done online. There will be no Walk-ins; the vaccine will only go to eligible groups outlined by the state Health Department.  The next Chenango Vaccine clinic is this Friday March 19th at the former Label Shopper Store in the South Plaza Center on State Route 12 in Norwich.  Chenango County reported 15 new COVID cases today, they report 2585 total cases, and they have 83 active cases, 247 quarantined and 7 hospitalizations.

The State Department of Labor today released preliminary local area unemployment rates for January 2021.  The State unemployment rate increased to 8.8% in January 2021.  Locally, Chenango County had 6.3% unemployment, Delaware County 6.6% & Otsego County 6.7% in January.
