The Delaware County Sheriff’s & Sidney Police arrested 3 people in the Village of Sidney Thursday following narcotics trafficking investigation conducted. Arrested were 22 year old Harry Ramirez of Sidney and Bronx with 2 charges of Criminal Possession of a Controlled Substance and one charge of 3rd degree Robbery.   Ramirez is accused of forcibly stealing money from a cooperating witness, was found to possess a quantity of heroin with intent to sell. Police conducted a search of Ramirez’, Sidney residence, 44 year old Dawn Beta, and 29 year old Jasmine Santiago of Valley Stream, are accused of possessing and unsuccessfully attempted to flush and destroy heroin.   Beta and Santiago were charged with Criminal Possession of a Controlled Substance & Tampering. Police seized heroin, liquid PCP, hypodermic instruments and more than $1000 cash. All were arraigned, Ramirez were remanded to the Delaware County Jail on $350,000 cash bail. Beta and Santiago were each remanded on $250,000 cash bail pending further court action.

Convicted murderer, Ganesh Ramsaran appeared in Chenango County Court Wednesday, where he pleaded guilty to a bribery charge, for offering $100,000 to a corrections officer to assist in a scheme to break out of jail. Ramsaran was returned to the Chenango County Jail where he was being held for the murder of his wife Jennifer 3 years ago, he faces sentencing on the new bribery charge on February 3rd.
A Broome County Sheriff’s Deputy pulled over a vehicle for a loud exhaust early Thursday morning; the Deputy noticed a hypodermic needle in plain sight in the passenger’s purse. The passenger also provided the deputy with her sister’s name to hide that she was wanted on a warrant elsewhere in New York State. Melinda Sutton was charged with Criminal Possession of a Hallucinogen, 3 Counts of Criminal Possession of a Controlled Substance, Criminal Impersonation, she is accused of possessing mushrooms, cocaine, methamphetamines, & controlled substances. She was arraigned in the Town of Chenango Court & is being held at the Broome County Jail without bail.
Chenango River Theatre announced that the New York State's Council on the Arts Theatre Panel has awarded the theatre a 3-year grant to support overall operations. The grant award is for $7,000 a year, for 2016 to 2018, which reflects a 40% increase over previous grant awards. Chenango River Theatre is the only non-profit, professional theatre in Chenango County to receive direct NYSCA funding, and one of only two in the greater Binghamton area.
State Police arrested 39 year old Christopher Crawford of Kirkwood for aggravated criminal contempt, after troopers responded to a physical dispute in the Town of Kirkwood. Crawford violated a court order of protection, he allegedly punched his wife, and the crime was elevated to aggravated criminal contempt because he had a prior conviction for criminal contempt. Crawford was located in the Broome County jail on an unrelated charge. He was arraigned in the Town of Kirkwood court and then remanded to the Broome County jail with no bail set.

State Police arrested 45-year-old Michael Clark of Port Crane for criminal sexual act. On April 29, Troopers received a report of child abuse from the Broome County Child Protective Service, Clark is accused of sexually abused his 4 children in 2011, they were less then 11 years old. Clark was being held in the Gowanda Correctional Facility on an unrelated charge, he was arraigned at the Town of Fenton court and then remanded back to his correctional facility, pending future court action.
State Parole Officers & Broome County Sheriff’s department arrested 5 people on various drug & weapons charges Thursday at the Econo Lodge in the town of Dickinson. Arrested were 38 year old Terrance Brown of Dickinson., 27 year old Patrese Reid of Brooklyn, 24 year old Lauren Steckler of Binghamton, 23 year odl Breeanna Ortiz of Afton & 25 year old Gabrielle Bohn-Blodgett of Binghamton. Authorites seized heroin, marijuana, hypodermic needles, heroin packaging materials, scales and s stolen Pennsylvania State Police handgun. All fcee court action at a later date.

Delaware County Sheriff's Department Investigators arrested 35 year old Wilber Tyrrell of Hancock Tuesday as a Fugitive From Justice from the State of Pennsylvania. Tyrrell was incarcerated at the Delaware County Correctional Facility on an unrelated charge at the time of his arrest, Tyrrell will be arraigned as a Fugitive From Justice in the Town of Delhi Court at a later time.

A Town of Bainbridge resident was arrested on an active arrest warrant by the Chenango County Sheriffs department. 26-year-old Richard Margarum was wanted on a charge of Criminal Possession of Stolen property, he was arrested at a Town of Afton residence, upon arrest, he was found that he was in possession of a controlled substance. Margarum was arraigned in the Town of Norwich Court and remanded to the Chenango County Correctional Facility. Margarum was also issued an appearance ticket to appear in the Town of Afton Court at a later date.
Governor Cuomo today announced that GEICO is the first insurance company in New York State to complete the certification process through the New York State Department of Motor Vehicles to allow customers to begin using electronic identification cards on their smart phones and other electronic devices. At the Governor’s direction, DMV amended its regulations in April 2015 to allow insurance companies to issue e-cards to their customers. This new feature will be available to New York customers on the GEICO app starting tomorrow.
NYSEG and Rochester Gas & Electric will mark a milestone this month as the 50,000th refrigerator or freezer is picked up through the companies’ recycling program that began in 2011. The recycling program pays customers $50 for an energy-wasting refrigerator or freezer still in working condition. Customers can also save up to $150 a year in electricity costs by removing energy-wasting units from their homes. Customers can call 1-877-691-0021 toll-free to schedule a free pick-up of an old, working, energy-inefficient refrigerator or freezer picked at their home. Governor Cuomo announced households that need help paying their heating bills this winter can begin applying for assistance from the Home Energy Assistance Program today. Eligible households can receive a one-time benefit of up to $625 this winter depending upon income, household size and heating source. On Tuesday afternoon at about 2:10 pm, State Police responded to a reported armed robbery at the Runway Food Mart, Gulf Gas Station, on Martin Hill Road in the town of Colesville. State Police are currently seeking one suspect, a white male, small build, wearing a blue sweatshirt and jeans. A handgun and knife were displayed and the suspect was last seen exiting the gas station on foot in an unknown direction. Anyone with information is requested to contact State Police at 775-1241.
On Tuesday morning, a Delaware County Correctional Facility inmate was arrested and charged with assaulting another inmate at the County Jail last week. Sheriff’s Investigators arrested and charged 19 year old Michael Fairbairn of Sidney, for 2nd degree Assault, for allegedly punching another inmate in the face several times, causing injuries requiring medical treatment. Fairbairn, who was being held on a burglary charge pending in Delaware County Court at the time of the assault, he was arraigned and was returned to the Delaware County Jail on the previous County Court order, on $10,000 cash bail.

The scams try to trick taxpayers into providing personal and financial information & may involve intimidation tactics to coerce victims into making false tax payments that are collected by the scammer. Sheriff Mills said that you should not share any personal or financial information with these callers, & that the IRS will never make such calls to private citizens. A man arrested by Delaware County Sheriff's Office Investigators on September 29th on a heroin possession charge was arrested again on Tuesday & charged with 2 additional felony drug charges. 31 year old Sean Dingle of Binghamton and Queens was charged Tuesday with Criminal Possession of a Controlled Substance, with intent to sell & Criminal Sale of a Controlled Substance, for allegedly possessing and selling heroin in the Town of Sidney in September. Dingle was arraigned in Town of Sidney Court on the new charges; his previous set $50,000 bail was subsequently raised by Judge Rose, who remanded Dingle to the Delaware County Jail on $250,000 cash bail.
Delaware County Sheriff Deputies arrested 63-year-old Patricia Carlson of Delhi on a bench warrant issued by the Town of Delhi Justice Court for Failing to Appear at her scheduled court date October 9th. Carlson was arraigned at the Town of Delhi Justice Court and remanded to the Delaware County Jail on $20,000 cash bail or $40,000 bond. A felony hearing has been rescheduled for Friday in the Delhi Town Court.

Attorney General Eric Schneiderman today announced that his office has obtained an order dissolving Angel’s Gate animal hospice and rehabilitation charity & directing that the charity’s real property be sold with the proceeds to be paid to another charity whose mission is the protection and care of animals. Acting Supreme Court Justice John Lambert ordered the appointment of a receiver to sell the property held in the names of Angel’s Gate, Inc. and Susan Marino in the Town of Meredith. Schneiderman’s Office previously brought a proceeding against Angel’s Gate and Marino to dissolve the corporation because they had failed to file legally required financial reports related to the handling of their charitable funds.  Marino and Angel’s Gate had raised over $3.1 million from donations; Marino mismanaged the funds while continuing to live on the property as her primary residence, without any oversight by an inactive Board of Directors.
State Police at Oneonta arrested 25-year-old Britney Fraser of Oneonta for criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle & possessing a controlled substance in a non-original container. 21-year-old Ashley Harty of Sherburne was also charged with 3 counts of criminal possession of a controlled substance, and unlawful possession of marihuana. The arrests occurred after a vehicle stop when Fraser was observed failing to stop for approaching traffic as she drove onto State Route 7 in the Town of Oneonta. Troopers detected the odor of marihuana & a search was conducted, troopers accuse Fraser of possessing half of a narcotic and driving with a suspended license. Harty was found to unlawfully possess marijuana, heroin and cocaine. Fraser and Harty were arraigned at the Town of Oneonta court and both were remanded to the Otsego County jail on $400 cash bail or $800 property bond, pending Town of Oneonta court on November 12th.

On Monday October 8th, Delaware County Sheriff's Deputies and State Police responded to a reported bomb threat at the DCMO BOCES, Harrold Campus, in the Town of Masonville. The bomb threat was discovered written on a bathroom wall. The building was evacuated, a search found no explosive devises. Deputies have determined that a 14-year-old male was responsible for making the written threat. The youth and his legal guardian were subsequently issued a juvenile appearance ticket for the Delaware County Probation Department where the juvenile will answer a charge of Filing a False Report in the First Degree.
State Police in Norwich observed a 2007 Hummer traveling on State Route 12 in the Town of North Norwich; the vehicle matched the description of a stolen vehicle from Utica, and had been in a pursuit earlier in Oneida County. Several attempts to stop the driver were made and were stopped for safety reasons as the suspect approached the City of Norwich and then the Village of Greene. Troopers reported that as the vehicle entered Broome County, 2 Tire Deflation Devises were deployed, the front tires were disabled & the suspect continued to the Town of Chenango, and then fled the disabled vehicle and ran into the woods, A search by a State Police & Broome County Sheriff’s K-9 teams led to 17 year old La-Tee Baker of Utica, who was located near Otsinigo Park. Baker was charged with reckless endangerment and criminal possession of stolen property, he was arraigned at the Town of Chenango court and remanded to the Broome County jail with no bail set at this time.
The New York State Office of Information Technology Services is offering a number of resources and activities to help all users learn more about cyber security and how to safeguard themselves from cyber-based threats. The 2015 Cyber Security Toolkit features awareness resources geared to a broad audience, including government, businesses, schools, and the general public. Goldwire is accused of attempting to shoot 26-year-old Michael Perez following a confrontation, Perez was not injured. Goldwire faces court action in Broome County Court shortly.
The New York State Police will conduct graduation exercises for its 2015 Canine Handler Basic School at the State Police Academy in Albany Thursday afternoon. State Police arrested 37-year-old Brett White of Binghamton for the felony of criminal contempt of court and the misdemeanor of endangering the welfare of a child. The arrest occurred after troopers responded to a Broome County 911 report of a dispute in the Town of Binghamton. An investigation determined that during a physical dispute White grabbed and threw his wife and his 7-year-old child to the floor, which violated a prior valid order of protection. White was arraigned in the Town of Windsor Court and released after he paid a $2,000.00 cash bail.
On Tuesday, Delaware County Sheriff's Deputies arrested a Lakewood, Pennsylvania man on a felony assault charge following a domestic incident in the Town of Walton. 44 year old Joshua Loucks was charged with 2nd degree Assault and leaving the scene of a personal injury motor vehicle accident, for allegedly using a motor vehicle to cause physical injury to a 42 year old female by intentionally striking her with it, on State Highway 206 in the Town of Walton and then leaving the scene of the incident. The victim was transported to Delaware Valley Hospital where she was treated and released. Loucks surrendered to Deputies in Hancock and was arraigned in the Town of Delhi Court where he was released upon posting $1000 cash bail pending further court action.
The New York State Department of Health reminds parents that the fall season is prime time for head lice as children head back to school. Infestations are especially common in school, where children spend time in close quarters. When kids share objects like headgear, hats and hairbrushes, the lice can spread easily. Delaware County Sheriff's Deputies arrested 35 year old Shane Bellows of Downsville for Reckless Driving, Criminal Mischief, Leaving the Scene of a Property Damage Accident and Falsely Reporting an Incident following an August 15th property damage accident in the in the Town of Walton. Bellows is accused driving on State Highway 10 in a reckless manner when he became involved in a head-on collision & fled the scene & then falsely reported that his vehicle was stolen. No injuries were sustained as a result of the accident, he will appear in the Town of Walton Court at a later date. 70-year-old Joseph Bellows of Downsville was also arrested for Falsely Reporting an Incident for reporting the theft of his son’s truck, he was released to appear in the Town of Walton Court at a later date to answer that charge.

On Saturday Oneonta Police responded to Fox Hospital Emergency Department for a reported stabbing victim. Police arrested 25-year-old Avi Figueroa of Oneonta, 37-year-old Nancy Callahan of Oneonta and 16-year-old Future Clovis if Richfield Springs, for 2nd degree Assault & 5th degree Conspiracy, Clovis was also charged with Menacing & Criminal Possession of a Weapon. Police stated that the victim had been walking on Chestnut Street in Oneonta near Fonda Avenue, when a confrontation ensued; the victim suffered a stab wound to the upper buttocks that required medical treatment. All 3 suspects were held for arraignment in the City of Oneonta Court.
On Saturday, Delaware County Sheriff’s Deputies arrested and charged 44-year-old Edward Kaneg of Delhi, New York, with Grand Larceny, Burglary, Unauthorized Use of a Motor Vehicle, Aggravated Unlicensed Operation of a Motor Vehicle, Operating a Motor Vehicle without an Ignition Interlock Device, & several other charges, following a month long investigation of a burglary involving the theft of a vehicle from a garage in the Town of Delhi. Kaneg was already serving a sentence in the Delaware County Correctional Facility on an unrelated charge; he is scheduled to appear at Delhi Town Court today to answer the charges.
2 bridges on Interstate 81 near the Castle Creek exit in the Town of Chenango were formally dedicated today to State Trooper Christopher Skinner. Skinner was conducting a routine traffic stop on I-81 when a car swerved from the left lane & hit Trooper Skinner in May of 2014. Almond Upton of Florida will stand trial in November in Broome County court; he is facing an 11-count indictment that includes a first-degree murder charge.
State Police at Endwell arrested 3 suspects for Burglary following a 911 call of a burglary in progress to an unoccupied residence in the Town of Union. Troopers located 2 suspects in the residence & a 3rd suspect was taken into custody on an adjacent street with proceeds of the burglary. Charged were 54 year old Otis Bivins of Endicott, 32 year old Roger Edwards Jr. of Endicott & 30 year old Russell Harris of Binghamton, all 3 were arraigned and remanded to the Broome County Jail without bail. The Broome County Sheriff's Office assisted in the apprehension of the defendants.

State Police are investigating a 1 car fatal motor vehicle accident on Hawleyton Road in the Town of Binghamton at approximately 3:20 AM Thursday. The investigation determined that a 2004 Lexus being operated by 34 year old Jemark Ballenger of Endicott, NY, failed to negotiate a left hand turn and exited the right side of the roadway striking a tree. Ballenger & passenger, Troy McIver of Johnson City, had to be extricated from the vehicle. McIver was pronounced deceased at the scene, Ballenger suffered a compound fracture to his right femur and a broken right arm, he was taken to Wilson Hospital, Alcohol is believed to be a factor in the crash. The investigation is continuing and charges are pending.

32 year old Teddy Faison of Oneonta & was charged with 2nd degree assault for allegedly dragging an unconscious woman along a city street, police found the female victim in an apartment. Faison was apprehended, Police said that Faison is also a level 3 sexual offender, he will appear in Oneonta City Court on Monday for the assault charge & for violating the terms of his probation.
The Broome County Sheriff’s Deputies were dispatched to the Town of Conklin for a report of a woman screaming and standing in the road. Deputies found a bloodied 19 year old woman crying in the road, she reported that she had been arguing with her boyfriend, 49 year old William Finnerty of Conklin, who drove at high rates of speed with her standing on the running boards, she jumped off as he allegedly accelerated. Finnerty was taken into custody without incident. & was charged with Reckless Endangerment 2nd Degree, he was arraigned & was remanded to Broome County Jail in lieu of $500 cash bail. An Order of Protection was also issued on the victim’s behalf. This investigation is ongoing and additional charges may be pending.

The Broome County Sheriff’s Office, State Police Warrant Task Force and the State Parole apprehended Justin Knapp at a residence on Route 369 in the Town of Fenton. Knapp had a parole warrant for dangerous drugs violations; additional charges will be filed regarding a “one-pot” methamphetamine Knapp allegedly cooked. Knapp attempted to break out a rear window to escape police, who had surrounded the house, he dove out of a glass bedroom window, and he was subdued with a Taser & was remanded to the Broome County Correctional Facility. Knapp was charged on the Parole warrant, police seized Methamphetamine materials, he was then charged with Criminal Possession of a Controlled Substance Unlawful Manufacture of Methamphetamine.
Governor Cuomo directed the State Police to ramp up enforcement efforts as part of a national crackdown on impaired driving. The 20-day campaign, Drive Sober or Get Pulled Over, runs from tomorrow through Labor Day, September 7th it is aimed at significantly reducing deaths and injuries caused by motorists driving drunk or impaired by drugs. On November 1, 2014, stronger penalties were enacted in New York to deter impaired driving. Drivers convicted of DWI or DWAI three or more times in 15 years face a Class D felony charge, up to 7 years in prison, and a fine up to $10,000.
Governor Cuomo announced that global technology leader AG plans to generate more than 1,000 new jobs and initially invest over $2 billion to support a cutting edge, 360,000 square foot wafer fabrication facility to be constructed at the Nano-Utica site in Marcy. A FORMER BINGHAMTON RESIDENT, RUDD OWES MORE THAN 12 THOUSAND DOLLARS IN RESTITUTION ASSOCIATED WITH 2010 CONVICTIONS FOR CRIMINAL MISCHIEF. U.S. Sen. Kirsten Gillibrand said she doesn't want to run for president or governor here in New York. Gillibrand has built a national profile in recent years, working on top-tier issues such as combating sexual assault in the military and allowing gay and lesbian soldiers to serve openly. 18 year old Dayne Feehan didn’t know much about being a professional before this year. Now, he and a fellow Windsor High School student have received recognition for their management decision-making skills. A man who was caught driving drunk did not have a license, according to the Otsego County Sheriff's Office. 41 year old Zacharias Fuller of Schenevus, was arrested after a one-car accident on Race Street in the village of Schenevus. He was charged with DWI, as well as aggravated unlicensed operation of a motor vehicle. He also faces several other misdemeanors and traffic violations. Fuller will appear in the Town of Maryland Court at a later date

Delaware County Sheriff's Investigators arrested a former Hancock area man Tuesday morning, for failure to comply with the State Sex Offender Registration Act. 32-year-old Walter Lewis was arrested for Failure to Report an Address, he is a Level 2 Sex Offender who was already being held in the Delaware County Jail on an unrelated Parole Violation charge, he is accused of failing to register an email account accessed through a smart phone. Lewis was arraigned & was remanded back to the Delaware County Jail on $500 cash bail pending a Felony Hearing Thursday.

Former State Senate Majority Leader Dean Skelos & his son Adam are facing new charges in a federal corruption case. A rewritten indictment Tuesday adds more conspiracy and extortion charges against Dean Skelos for allegedly having at least $300,000 illegally steered to Adam, the new indictment also accuses Adam Skelos of obtaining a no-show job through his father's influence, Dean Skelos stepped down from his leadership role earlier this year after his arrest, but he still holds a seat in the Senate.
State Police arrested 34-year-old Michael Swatling of Oneonta for Aggravated DWI & Endangering the Welfare of a Child, following a vehicle stop for using an electronic device while driving on State Route 28 in the Town of Milford. Swatling is accused of was driving while intoxicated with an 11 year old girl as a passenger, the DWI charged is a felony due to a prior conviction for DWI within the last 10 years. Swatling was arraigned & was remanded to the Otsego Jail in lieu of $1,500 cash bail or $3,00 bond pending court action on August 11th.

A State Department of Corrections employee has been charged with 2nd degree attempted murder in Norwich. Norwich Police arrested 33-year-old Wayne Spratley Sunday morning, following a call about a person displaying a weapon in the area of a North Broad Street business. A Norwich Police Officer responded and heard gunshots near Lackawanna Avenue, where the officer found the victim who appeared to be shot in the stomach, the victim was taken to University Hospital in Syracuse & was listed in critical condition. Spratley was arraigned in Chenango County Court and was remanded to the Chenango County Correctional Facility on $50,000 bail, additional charges against Spratley are pending & the investigation is ongoing. On Saturday night Delaware County Correctional Facility intake officers conducting a search of a new inmate found Brayan Thompson of Delhi was in possession of a concealed belt buckle knife while being booked into the jail, on an unrelated Burglary charge, he was subsequently charged with Promoting Prison Contraband. Thompson was arraigned on the new charge, & was remanded to the Delaware County Correctional Facility on $2000 cash bail; he remains incarcerated pending future court appearances.

The Otsego County sheriff's department reported that State Route 23 in West Oneonta was closed following an early-morning tractor-trailer accident. The tractor trailer was traveling east on state highway 23 when the driver failed to negotiate a curve, causing him to overturn the vehicle, hitting trees, guard rails & a telephone pole, & knocked down utility lines. A deputy’s vehicle also became entangled in the downed wires for about an hour. No injuries were reported, several electric outages were reported, & State highway 23 was closed from West Laurens to the intersection with state highway 205 in Oneonta to allow for NYSEG to put up new poles and wires.
State Police at Oneonta arrested 49-year-old Seth Clark of Oneonta, for the felony DWI. The arrest occurred after a traffic stop for failing to keep right on Church Street in the City of Oneonta, Clark's charge was a felony because he had a prior DWI conviction within the last 10 years. Clark was issued tickets returnable to the City of Oneonta Court on June 29, 2015.

Deputies arrested 33 year old Dennis Lafferty Jr., on a Warrant and Bail Forfeiture issued by a New Jersey Superior Court in March 2014. Davis was wanted on violating Felony Probation on a previous Grand Larceny charge. Deputies acting on leads tracked Davis to a home in Franklin where he was taken into custody without incident. Federal Prosecutors have added more charges against former Assembly Speaker Sheldon Silver Thursday, claiming that he illegally did favors for an investor; the indictment said Silver did not pay a fee to the adviser for access to the high-yield private instruments and did not disclose to the adviser the source of the funds. Silver has been free on bail since his arrest earlier this year, on charges that he exploited his power in Albany to collect $4 million in kickbacks, he resigned as Speaker but still hold his seat in the assembly representing his lower Manhattan district.

Oneonta police Arrested 36 year old Corinne Simmons of Deposit, for bank robbery friday in Oneonta. Simmons is accused of robbing the the NBT Bank at 1 Wall Street at about 12:15 Friday afternoon, she indicated she had a weapon and left on foot with about $1,500. The new law also requires enhanced consumer disclosures from insurers, doctors and hospitals, allowing consumers to more easily know which providers are out-of-network, how much those providers expect to charge, and how much the insurer expects to cover.

Police in Broome County are asking for the public's help in identifying the man recovered from the Susquehanna River in the Town of Union Sunday night. The Autopsy report said that the man pulled from the river was white, about 18-25 years old and weighing 150 pounds, with tattoos on both hands. The left hand tatoo spelled out the word "Fear" and on the right hand were the numbers 9,2,3, and 12 written on each knuckle. Anyone with information is asked to call Broome County Sheriff's detectives at 778-2053.
The Attorneys General of New York, Oregon, Minnesota, Missouri and Texas filed lawsuits against Orbital Publishing Group, Inc. and a ring of interrelated New York and Oregon companies for mailing millions of unauthorized and allegedly misleading magazine and newspaper subscription notices to consumers nationwide. The solicitations were sent without the permission of the publishers and stated that consumers were receiving “one of the lowest available rates,” when, in fact, they were being charged, in some cases, more than double the publication price. The companies then pocketed the difference. New yoork residents who were a victim of a magazine or newspaper subscription scam, can file a complaint with the Attorney General’s Office at 1-800-771-7755.
