The Chenango County Sheriff’s Office has confirmed that 39-year-old Lucinda Knoll has died, from injuries sustained in an attack early Friday morning. Knoll’s former boyfriend, 48-year-old William Danielson of Oxford is now charged with 2nd degree Murder & he was arraigned on the new charge this morning & continues to be held in the Chenango County jail without bail. Anyone with information about the early Friday morning attack at the Maple Grove Trailer Park in Norwich is asked to call the sheriff’s department at 337-1921 or 337-1863.
Many new laws go into effect on Wednesday, New Year’s day. The Family Tax Relief law means that over the next 3 years, Middle class families with at least 1 dependent child and a household income between $40,000 and $300,000 will receive $350 in direct tax relief each year. Also, the state’s corporate tax on manufacturers will be reduced by almost 10% in 2014 & will be fully phased-in by 2017-18.
Nearly a year after passage of the state’s new gun law, dealer sales of AR-15 semi-automatic rifles have ended in New York, and arrest data show more than 1,000 gun possession charges were boosted from misdemeanors to felonies because of the changes. 59 people were charged statewide for possessing large-capacity magazines. A report from the Division of Criminal Justice Services shows only one person charged with the illegal sale or transfer of a gun defined as an assault weapon as of mid-December. Owners may keep their older weapons but must register them by April 15th.

Governor Cuomo announced changes yesterday to the mental health situation in the southern tier, with a new plan to keep much of the existing services going, and add new services. Area Assemblyman Cliff Crouch was one of the lawmakers who opposed the initial plans to close down mental health services around the greater Binghamton area, he told WCDO News that he is pleased with this outcome:

Sidney village police arrested 61 year old Robert Holt of Unadilla on a charge of petty larceny. Holt is accused of taking a misplaced envlelop with $1,000 cash belonging to someone else, in the lobby of the Sidney Federal Credit Union’s Main Branch. Holt faces court action in February.

Governor Cuomo announced that his Administration has approved a new program from Esurance, which allows policyholders to install a device free of charge in their cars that helps prevent teens from texting and calling while driving. Esurance policyholders may install an in-car device into their teen’s car that, in conjunction with an Esurance app installed on their teen driver’s phone, can limit the use of text, email, application usage, and phone calls while driving, with the exception of 911. The device can also monitor driving behavior, including speeding, hard braking & fast acceleration, more information is available at dmv.ny.gov/youngerdriver.

State Senator Tom Libous reported that only 70% of Delaware County homeowners have registered for their STAR exemption. Libous said that there are still about 1,100 homeowners in Delaware County who are missing out on this money-saving School Tax Relief exemption. Homeowners across New York State who receive the Basic STAR exemption must re-register with the New York State Tax Department, by December 31st. registrations are available at tax.ny.gov and clicking on Register for STAR, or by calling 518-457-2036. Seniors receiving Enhanced STAR are NOT affected. Libous stated that the STAR program saves the average property owner $700 a year.
Delaware County Deputies arrested 23-Year-old Maxwell Ginty Jr of Delhi Monday. Deputies reported that an arrest warrant had been issued by the Town of Fenton Court on a charge of 4th degree Grand Larceny. Ginty was turned over to the Broome County Sheriff’s Office for further action.

Delaware County Sheriff’s Deputies arrested 36-year-old Travis Platt Jr of Delhi on a charge of 3rd degree Criminal Mischief. Platt was arraigned in the Town of Walton Court & was remanded to Delaware County Correctional Facility on $500 cash bail and $1,000 bond. He will appear in Delhi Town Court Tuesday for a felony hearing.

Sidney village police have arrested 27-year-old Jordan O’Neill of Sidney, following the report of a self inflicted gunshot wound to the hand Monday night. O’Neill was charged with 2nd & 3rd degree criminal possession of a weapon & falsely reporting an incident. O’Neill was arraigned in Sidney Village court and was remanded to the Delaware County Jail on $10,000 cash bail pending future court action. State police assisted Sidney police in the investigation.

Copeland was arrested after deputies responded to a domestic dispute in the Town of Norwich; Copeland is accused of destroying property of the victim during an altercation. U.S. Senator Chuck Schumer is introducing legislation to toughen the penalties against telemarketing companies that violate the "do not call" rules. Schumer says spammers are taking advantage of new technology and legal loopholes, he proposes that the penalties be increased to $20,000 dollars for each violation and jail time for repeat offenders. Since August, the FTC has logged as many as 200,000 robo-call complaints a month.
A government watchdog group is calling for limits on money individuals and corporations can give candidates in state elections. The New York Public Interest Research Group blames the state's political scandals on lax limits, poor enforcement and loopholes. They claim that individual limits per candidate should be $2,600 per election with a $1,000 corporate limit to any campaign committee during an election cycle. NYPIRG submitted its proposals to the state’s newly formed Moreland Commission to Investigate Public Corruption, which is scheduled to issue a preliminary report December 1st.

The Delaware county sheriffs department announced the arrest of 24-year-old Cameron Wentz of Delhi, in Minnesota last Thursday. Wentz was wanted on a Delaware County Grand Jury Sealed Indictment Warrant, he was charged as a Fugitive from Justice, he waived extradition and was returned to New York. Wentz was arraigned Friday on the Sealed Indictment for 1st degree Robbery, 1st degree Burglary, Criminal Mischief & Petty Larceny, in connection with a burglary at a home in the Town of Tompkins in June 2012. Wentz was remanded to the Delaware County Jail without bail pending further court action.

The Chenango county sheriffs department arrested 41-year-old Paula Adams of Otsego County for Criminal Possession of a Controlled Substance & Aggravated Unlicensed Operation of a Motor Vehicle. Adams was charged following a traffic stop in the Town of New Berlin, after an individual was spotted in the vehicle with an active arrest warrant for an unrelated charge, During the stop, Adams was found to be operating the motor vehicle with a suspended license, and she was also found to be in possession of the narcotic Suboxone. The state DEC is conducting a statewide deer hunter survey in an effort to provide improved deer hunting experiences. The Chenango county sheriffs department arrested 25-year-old Tanya Osman of Coventry on a Bench Warrant and Resisting Arrest. Osman is wanted on the warrant from Chenango County Court for failing to comply with the conditions of her probation following a conviction for Aggravated DWI. Osman is accused of refusing to open her door to the deputy and then attempted to hide once the deputy entered the residence. Osman was arraigned in the Town of Coventry Court & was remanded to the Chenango County Jail on $500.00 bail, pending future court action.

Gartung is accused of getting into an altercation Wednesday morning with an unidentified 43 year old woman near Muller Plaza, and swinging a bag of bottle at her, one broken bottle resulted in a leg contusion, the woman was treated at Fox hospital.

Jury selection is completed for the murder trial of a Virginia man charged with killing the Clymer School District Superintendent Keith Reed Jr. Anthony Taglianetti is charged with 2nd degree murder for the fatal shooting of Reed, who previously served as a principal at the Sherburne Earlville school district. Taglianetti is accused of driving to Clymer, New York in September 2012 and shooting Reed outside his home, he was arrested in Virginia a week after the shooting.

The Chenango County Sheriffs arrested 3 Town of Sherburne residents for drug related offenses. The Narcotics Division attempted to stop 46-year-old Steve Manwarren; he drove off & during the pursuit, his passenger 27 year old Randy Buck Jr. allegedly threw heroin packets out of the car. The vehicle was later stopped, the heroin recovered, and both men were arrested. Detectives discovered another 60 packets of heroin belonging to Manwarren, 56 year old Kim Chlad was also arrested as she attempted to discard the 60 packets of heroin from her and Manwarren’s residence. Manwarren was charged with Criminal Possession of a Controlled Substance, Buck was charged with Criminal Possession of a Controlled Substance & Tampering with Physical Evidence. Chlad was charged with Tampering with Physical Evidence. All 3 were released pending future court action.

The Otsego County Sheriff’s department arrested 20-year-old Samantha Rinker of Nineveh for allegedly bringing heroin into the Otsego County jail while being booked on a petty larceny charge. Rinker was charged with a felony count of promoting prison contraband and criminal possession of a controlled substance, during processing Rinker was in possession of a small amount of heroin. Rinker was arraigned in Village of Cooperstown Court and was returned to the Otsego County jail on $1,000 bail, pending court action October 16th.
Flu season is coming and the State Health Department is recommending people get their flu shots now. The health department recommends anyone older than 6 months of age should get the flu shot unless their doctor instructs them otherwise.
Federal courts will run out of money this month unless Congress ends their shutdown. The U.S. Northern District Court of New York is operating on carry over funds from previous budgets. The entire federal court system will run out of that option by October 15th if shutdown continues. Courts are considered essential services so many employees will still have to report to work without pay. The courts say there could be delays because of possible furloughs.

28-year-old Jennifer Morris of East Branch pleaded guilty to a felony charge of falsely reporting an incident. Morris will serve 6 months in Delaware County jail followed by 5 years probation orders of protection were issued for all victims named in the indictment filed against Morris. Morris was arrested following a series of threats made on Facebook against people associated with the Walton Central School district. Morris is scheduled to be sentenced in Delaware County Court on September 30th.

Delaware county sheriff Tom Mills announced that the newly formed K-9 Unit participated in its first arrest 1 day after graduating from the Academy. K9 “Ozzie” and Deputy John Demeo, assisted Walton Police with a traffic stop Wednesday. Officers initially discovered marijuana in plain sight in the stopped vehicle; the K9 unit was brought in, which led to the discovery of heroin hidden in the vehicle. Charged were 24-year-old Anthony Palladino of Walton, 22-year-old Troy Terney of Walton and 21-year-old Melissa Dacey of Delhi for unlawful possession of marihuana, criminal possession of a controlled substance and criminally using drug paraphernalia. All subjects were issued appearance tickets returnable to the Village of Walton Court at a later date.
Chenango county sheriff’s deputies arrested 73-year-old Henry Hemsley of North Norwich on an active Bench Warrant and Resisting Arrest. Hemsley is accused of failing to appear in court for the charge of Unlawful Growing of Cannabis. Hemsley resisted arrest by attempting to run into his residence and by fighting with the Deputy. Hemsley was remanded to the Chenango County Correctional Facility in lieu of $5,000 cash bail to reappear in the Town of North Norwich Court at a later date.

Delaware County Deputies investigated a motorcycle accident on Basin Clove Road in the Town of Hamden. 54-year-old Anthony Ives of Bainbridge lost control of the motorcycle and rolled it over. Ives was transported by Life-net helicopter to Bassett Hospital in Cooperstown with undisclosed injuries, he was listed in stable condition.

The Chenango County Sheriff’s Office arrested 31 year old Kyle Angle of Sherburne Following an investigation of a Domestic Dispute. Angle was charged with for Criminal Obstruction of Breathing and Blood Circulation, Three counts of Endangering the Welfare of a Child and Criminal Possession of a weapon. Angle was found to be choking a female victim while three young children were nearby. Angle was also found to be in Possession of a hand gun without holding a pistol permit. Angle was arraigned in Town of Sherburne Court and will re-appear at later court date.
Oneonta police arrested 23 year old Gable Bugel of Oneonta on a charge of third-degree arson. Bugel is accused of setting fire to a car that was parked in a lot off Roundhouse Road on May 13. The vehicle was destroyed. Last year, Bugel was charged with attempted arson in connection with an incident behind Community Bank on Main Street. In a separate case, 28 year old Therese Sandborn of Oneonta was charged with second-degree attempted arson for allegedly attempting to set her apartment on Luther Street on fire. Sandborn was arraigned in city court and set to Otsego County jail.
Thirty schools will be eligible for up to $500,000 in state grants through a new community-schools program launched by Gov. Cuomo. The governor outlined the plan in his State of the State address in January as a way to help struggling communities with additional services. Schools have until Sept. 18 to apply for the money. State Comptroller Tom DiNapoli announced charges against 48 year old Joe Junkovic of the Bronx for allegedly engaging in a scheme to defraude the state department of health out of more than $700,000 dedicated to providing cancer screening services to low income New Yorkers. Junkovic allegedly used a non profit corporation that he controlled, Cancer Service Network, to obtain more than $25 million in federal and state funding to administer cancer screening services, and then billed the state health department for thousands of hours that he did not work. Junkovic is charged with one count of mail fraud and one count of theft of US government property.
The New York state division of criminal justice services is assisting the Cayuga County Sheriff's office in searching for 16 year old Victoria Groom, who was reported missing from Skaneateles on August 7th. Groom is white female, 5 foot 2, 130 pounds with blonde hair and brown eyes. Anyone with information should call 1-800-346-3543
Gov. Cuomo warned parents and young people about an increase in child-identity theft. He said child victims may not know their identities had been stolen until they get older and start applying for loans or need a credit report. The problem is that a thief can use a minor’s personal information and Social Security number to open a credit-card account or take out a loan. The state Division of Consumer Protection said be aware of any suspicious mail addressed to your child. If any credit-card offers or debt collection materials contain your child’s name, contact the credit agencies. The state website on identity theft is dos.ny.gov

State Attorney General Eric Schneiderman announced the indictment of John Hall, a former Engineer-in-Charge for the New York State Office of General Services who oversaw emergency service projects, for defrauding the State of more than $50,000. As alleged in the indictment, Hall approved fraudulent expense reports submitted to OGS by a contractor, in exchange for expensive construction equipment and home improvement materials for personal use. Hall is charged with sixteen felonies and was arraigned in Seneca County Court.

President Barack Obama is expected to make a trip to the upstate region on August 22nd & 23rd on a bus tour through New York and Pennsylvania. The trip may include visits to Binghamton, Syracuse and Buffalo, & Scranton. Licenses for the upcoming hunting, fishing and trapping seasons are now on sale at sporting outlets across New York. The DEC will issue about 18% more deer management permits which will allow for the hunting of antlerless deer.
Binghamton City police are on the lookout for a 27-year-old Andrew Jaworski, who is wanted on a Binghamton City Court arrest warrant for a felony grand larceny charge. Jaworski is described as white, 5 feet 9 inches tall, and 150 pounds with brown hair and blue eyes. Anyone with information is asked to call the Binghamton Police Warrant Division at 772-7044.

The Chenango county sheriffs department arrested 73-year-old Henry Hemsley of North Norwich on a charge of Unlawfully Growing Cannabis. Officers responded after discovering marijuana plants growing in the front yard of a residence, Hemsley was released on an appearance ticket and will appear in court at a later date.
The Chenango county sheriff’s department arrested 29-year-old Rick Donnelly of Norwich on an active bench warrant issued by the Town of New Berlin Court for violation of probation. Donnelly had been arrested in July 2012 on charges of 3rd degree sexual abuse and endangering the welfare of a child, he was arraigned on the probation violation charge and was remanded to the Chenango County Jail on $5,000 cash bail & will re-appear in the Town of New Berlin court on August 21st.

The Chenango county sheriff’s department arrested 34-year-old Hayes Cutting of Bainbridge on a Parole Warrant & for Resisting Arrest. Cutting was located in Bainbridge, & after deputies informed Him that he was being placed under arrest for Parole Violation for a previous charge of 2nd degree Assault, he attempted to flee the scene on foot. Cutting was taken into custody a short distance away and charged with Resisting arrest. Cutting was remanded to the Chenango County Correctional Facility without bail and will appear at a later date in court for the additional charge.

The Chenango County Sheriff’s Office & State Police Contaminated Crime Scene Emergency Response Team conducted a “no knock” search warrant on Stein Road in the Town of Greene. The search warrant followed an investigation into the manufacturing of methamphetamine at the residence. Glenn O’Connor has been charged with Criminal Possession of a Controlled Substance, he was already in the Chenango County jail on a weapons charge following a shooting last week in McDonough. The investigation remains open with additional charges pending.

Delaware County Sheriffs Deputies arrested 55-year-old John All of Kortright following a domestic incident, which occurred near his residence on County Route 33 in the Town of Kortright. All is charged with a violation of Disorderly Conduct, he was arraigned in the Town of Delhi Court on the charge and remanded to the Delaware County Correctional Facility on $250 cash bail.
Delaware County Sheriff’s Deputies arrested 20-year-old Timothy Reiche of Arkville for 2nd degree Assault, 3rd degree Criminal Mischief and Disorderly Conduct. The charges stem from a 2 incidents in Margaretville on July 4th, where Reiche was intoxicated and was causing a disturbance. Reiche is accused of damaging a parked vehicle and attempting to strike a member of the medical staff at an area hospital. Reiche was arraigned in Roxbury Town Court and sent to the Delaware County Jail on 2000 cash bail 4000 bond. He is to return to Middletown Town Court at a later date.
State Police will continue to conduct a statewide "Buckle Up New York Summer Parks” Initiative through July 28th. Police will focus on seatbelt use and child passenger safety violations at state parks throughout the state. Each year about 60 million people visit the parks throughout New York State; many of these guests include families with improperly restrained young children.

The body of an 80-year-old Virginia man who was the subject of a search by local police this week was recovered Friday in the Eastern Shore area of Virginia. Authorities said the death is being investigated as an apparent suicide. The man, Robert C. Merkel Sr. of Chesapeake, Va., had been last seen on Monday and investigators said there were indications he may have been in the West End of Oneonta last week. Items that may have belonged to Merkel were located Saturday at the Valero convenience store in the West End.

A car crash at the intersection of County Routes 36 and 37 in Guilford has left one person dead. State Police were on scene at around 5 p.m. Friday, along with multiple fire and ambulance teams. Troopers confirm that one person was killed. State Police are still investigating, and have not released the victim's name.

The American Red Cross has spent the past few days distributing supplies to victims of recent flooding. Bulk distribution sites were set up in Herkimer, Sherburne, and Oneida Counties. Hundreds of families picked up hot food, medical supplies and cleaning supplies. The Chenango county sheriffs department arrested an unidentified 16-year-old female from Guilford on a charge of 2nd degree harassment. The juvenile was arrested after an investigation into a fight on a school bus where the suspect struck the victim in the head and face several times. The juvenile will appear in the Town of Guilford Court at a later date.

24-year-old John Desantis of Johnson City has been arrested for allegedly robbing the M&T Bank in Binghamton yesterday morning. Desantis is accused of entering the bank branch on Exchange Street at around 9:10 Wednesday morning; he was arrested shortly after the robbery on a charge of 1st degree Robbery & was arraigned & was remanded to the Broome County Jail without bail.
Oneonta police arrested 3 city residents on drug possession charges Tuesday. Charged were 37-year-old Terell Hardy, 20-year-old Jose Gonzalez and 21-year-old David Kohls, all of Oneonta, for 3rd degree criminal possession of a controlled substance. Oneonta Police made the arrests after responding to a reported fight at 40 Maple Street; police confiscated a large quantity of drugs, about $3,000 cash, and a firearm. All 3 were arraigned in Oneonta city court and were remanded to the Otsego County Jail on bail pending future court action.
The Sidney Police Department arrested 40-year-old Gary Hackett Jr of Guilford for DWI, Driving with more than .08 BAC and Aggravated Unlicensed Operator. Hackett will appear in Sidney Village court to answer to the charges on July 2nd

Light was arraigned at Sidney Village Court and Remanded to the Delaware County Jail on $10,000 cash bail or $20,000 bond, he will return to Sidney court on June 25th.
