The state’s 2018-19 Enacted Budget Financial Plan projects that spending will outpace revenues over the next 3 years with potential cumulative gaps totaling $17.9 billion, according to a report released today by State Comptroller Tom DiNapoli. The $170.3 billion spending plan is up $6.5 billion from last year, while Total receipts are expected to by $541 million, to $166 billion. The Division of the Budget expects that the state will utilize 42% of the $9.4 billion General Fund balance from last year into the current fiscal year, and that General Fund reserves will decline to $2.9 billion by SFY 2021-22. State Police arrested 33 year old Michael Swantak of New York Mills, for felony Aggravated Unlicensed Operation, after a trooper observed Swantak commit several vehicle and traffic infractions while on Interstate 88 and State Route 205 in Oneonta. A traffic stop and an investigation revealed that Swantak’s license had been suspended 21 times. He was arraigned in the town of Oneonta court & was released on $250 cash bail and is due back in court on July 19th.
