Delaware County Sheriff's Office arrested 41 year old Gerald Johnson of Oneonta on an Sealed Indictment Arrest Warrant issued by the Delaware County Grand Jury. On April 16th, the Delaware County Criminal Investigations Unit and Road Patrol division, Otsego County Sheriff’s Office and State Police responded to a residence in the Town of Oneonta, Johnson was located and arrested in Lantern Hill Mobile Home Park in the Town of Oneonta. Johnson was charged with 3 counts of Criminal Possession of a Forged Instrument, 2 counts of Grand Larceny, and 1 count of Petty Larceny, he was arraigned & was remanded to the Delaware County Correctional Facility on $30,000.00 cash bail Or $100,000.00 secured bond. Johnson is scheduled to appear in the Delaware County Court at a later date.

Delaware County District Attorney's office announced that 28 year old Jessica Lopez of Sidney was convicted of Criminal Possession of a Controlled Substance in Delaware County Court Monday. Lopez appeared in Delaware County Court for an arraignment on drug related charges, she pleaded guilt after she admitted that she possessed fentanyl in the Village of Sidney on February 27, she intended to sell. Lopez will be sentenced to 6.5 years in state prison, and 2 years of post-release supervision on June 10th.

Craig Ross Jr. pleaded guilty Wednesday to 1st-degree kidnapping and predatory sexual assault of a child, according to the Saratoga County district attorney, and faces 47 years to life in prison. Ross abducted 9 year old Charlotte Sena on September 30th from Moreau Lake State Park, as she was riding her bicycle while picnicking with her family, she disappeared and a search led to Ross 2 days later when state police troopers and an FBI SWAT team stormed a camper Ross was staying in. Rescuers found the girl alive in a cabinet. The guilty plea comes prior to a trial that was scheduled in April, Ross will be sentenced on April 17.

Ramsaran pleaded guilty last year to a reduced charge of Manslaughter fro the 2012 killing of his wife Jennifer Ramsaran. State Police responded Wednesday night to a 1-vehicle crash on County Road 39 in the town of Bainbridge. 39 year old Naqwain Johnson of Schenectady drove his vehicle off the roadway and struck a tree, Sidney EMS responded however, Johnson did not survive, the passenger, 38 year old Shelly Courcelle of Schenectady, was transported to an area Hospital, The investigation is on-going.
Sidney Fire Fighters responded this morning to the report of a trailer fire at 50 East Main Street at about 6:00 AM. The trailer was fully involved, all occupants escaped, WCDO News will have more details as they become available.

Broome County Executive Jason Garnar announced a new emergency order that prevents New York City residents from using housing vouchers in Broome County. County officials said the vouchers are part of a New York City program which provides a housing allowance to eligible city families in a shelter or who are homeless. Garnar previously issued an executive order earlier this year that allowed for law enforcement to order busses with migrants to turn back around & not stop in Broome County, as the County was facing its own housing issues.

State Police issued a total of 13,471 tickets statewide during the Memorial Day Weekend enforcement campaign. Troopers arrested 194 people for DWI and investigated 839 crashes, including 130 personal injury crashes. No fatal crashes were reported. Troopers charged over 3800 for speeding, 373 for distracted driving, over 3000 for seat belt violations & 122 for the Move Over law.
Broome County Special Investigations Unit Task Force seized a handgun during a search warrant on Wednesday on a vehicle and at 11 Pine Street in Binghamton. The Otsego County Sheriff’s Office arrested 35 year old Tadd Sherwood of Morris following the investigation of a physical Domestic Dispute that took place May 26th in Morris. A Bench Warrant had been issued by the Otsego County Supreme Court based on this information as the Defendant had been previously charged and released on bail for Criminal Mischief, Assault, Criminal Contempt & other charges. Sherwood was arraigned at the Otsego County Supreme Court regarding this Bench Warrant and was charged with Criminal Contempt, Criminal Possession of a Firearm, Unlawful Imprisonment, Assault, Criminal Mischief & Disobeying a Court Mandate, he was remanded to the Otsego County Jail on $5000 cash bail or $50,000 secured bond.

19 year old Payton Gendron of Conklin is expected to plead guilty Monday in Erie County Court, for fatally shooting 10 people & injuring 3 others, in a racist attack on a buffalo Tops Supermarket in a predominantly Black Neighborhood May 14th. Gendron was charged in federal and state courts with multiple counts of murder and hate crimes, he is being held pending the court appearances.

State Police responded Wednesday to an SUV Rollover accident on Frost Hill Road in the town of Plainfield, where the vehicle driven by 28 year old Amber Brown of Rome went off the roadway, struck an embankment and partially overturned. 3 year old Amina Estrada was pronounced dead at the scene, 2 adults & 4 children in the Estrada family were taken to Saint Elizabeth Hospital in Utica for further medical care. The accident is still under investigation.

Attorney General Letitia James and the State Department of Taxation and Finance announced the arrest and arraignment of 60 year old Carl Carro of Walton, for failing to pay more than $75,000 in New York state taxes over the past 6 years, he was previously arrested for operating a multi-million dollar Ponzi scheme. Carro is charged with multiple counts of Criminal Tax Fraud, Offering a False Instrument for Filing and Repeated Failure to File Personal Income Tax Returns, if convicted, he faces 10 to 20 years in state prison. Carro was arraigned in the village of Sidney court and was remanded pending a bail hearing.
The Redistricting of Congressional, State Senate & Assembly District in New York State has turned into a litany of mistakes, lawsuits, new maps and more lawsuits, Local Assemblyman Joe Angelino told WCDO News that at first his district changed very little, now he doesn't know what his district encompasses:

Delaware County Sheriff's Deputies arrested 64 year old Sherrie White of Deposit, following an investigation of a domestic dispute. Deputies reported that White was engaged in the dispute with a protected party of an order of protection, Deputies charged White with Criminal Contempt, White was processed and released on an appearance ticket for Town of Deposit Court at a later date.

State Senator Fred Akshar joined Broome County officials to welcome the "Hockey 4 Hope" charity event back, on 2 nights at the SUNY Broome Ice Center in Binghamton to raise money to help alleviate the financial burden associated with fighting cancer. The charity hockey game begins with "Paint the Ice" today 5:00 to 8:00 PM where attendees will be able to paint a message of hope, love, and remembrance on the ice. Governor Kathy Hochul & Lieutenant Governor Brian Benjamin wrote an op-ed piece in a Downstate news paper this week, they claimed that New York's Bail Reform doesn't need to be repealed, but there are changes needed to the law. Governor Hochul wrote that problems that needs to be addressed include Repeat offenders, those accused of hate crimes, judges should be allowed to set bail; even if the crime would not currently be bail-eligible. The Governor wrote that judges should be able to set bail in all felony cases involving illegal guns, including guns given or sold to minors, & in crimes involving guns, judges should be able to set more restrictive pretrial conditions

The State Comptroller's Office conducted an audit of the State Department of Health, they found that the Department was unprepared to respond to infectious disease outbreaks at nursing homes, even before the COVID-19 pandemic hit New York. A lack of funding for public health forced the Department to operate without critical information systems and staff that could have identified and helped limit the spread of COVID-19 at nursing homes, also the department did not provide the public with accurate COVID-19 death counts and became entangled in the undercounting of those deaths as Governor Cuomo took control of information provided to the public. The Auditors believe that the actual number of nursing home residents who died is still uncertain.

Norwich City Police officers conducted a traffic stop on Mitchell Street Friday Morning, the driver left the vehicle & ran, & was apprehended after a short foot pursuit. Norwich police charged 23 year old Dylan Keenan of Bridgewater for criminal possession of a controlled substance, obstruction of governmental administration and aggravated unlicensed operation of a motor vehicle, plus Keenan was wanted on several outstanding warrants from different police agencies. Police confiscated methamphetamines packaged for sale, Keenan was processed & was was released on an appearance ticket, but was turned over to State Police for additional processing on the warrants.

The Otsego County Sheriff's Office stated that they were notified this morning by a local school district regarding the social media threat to unnamed schools, regarding possible gun violence at 12:15, but no specific date or school was named. This incident is currently being investigated by not only the Sheriff’s Office but multiple police agencies within and outside of Otsego County. The threat has been received by students at various schools in the area and statewide, the threat appears to be false. Officers communicated with school officials and were present in the areas of all of the schools this morning. Officers will continue to show a police presence & the investigation is ongoing.

Firefighters responded to the report of a Structure Fire at 26 Cushman Street in New Berlin Thursday Evening. The fire was confined to a garage & no injuries were reported, the cause of the fire is under investigation, the New Berlin & South New Berlin Fire Department responded.
State Police & local Emergency Crews responded to a 2 Vehicle Head on Collision near the intersection of State Routes 7 & 8 this morning, shortly before 8:00 AM. State Police reported that the crash occurred when a 22-year-old male from Plymouth, lost control of his vehicle stuck a minivan, driven by a 31-year-old male of Norwich, the mini van was overturned in the accident & the driver was transported to AO Fox Hospital's Tri-Town Campus for treatment. The investigation is continuing.

The New York State Office of Cannabis Management announced the availability of a web-based portal at cannabis.ny.gov/local-government, through which localities seeking to opt-out of hosting cannabis retail dispensary and/or on-site cannabis consumption licensees within their jurisdictions, can easily send their requests to the state Cannabis Control Board. The new state Marijuana Regulation & Taxation Act gives cities, towns, and villages until December 31, 2021 to pass a local law that makes a request to the state Cannabis Control Board to opt their jurisdiction out of hosting retail and/or on-site cannabis consumption licensees. Localities that opt-out by December 31, 2021, can always opt back in. After the December 31 deadline has passed, the Office of Cannabis Management will compile the information provided by localities and make it public so that those seeking a license will have the information they need to find jurisdictions in which they can operate.

State Police responded to a fatal accident Saturday involving a pedestrian. The incident occurred on State Highway 17C near exit 69 in the town of Union, where 38 year old Wesley Conklin entered the roadway and was stuck by 2 vehicles. Conklin was pronounced deceased at the scene, no criminal charges will be filed. State Police Bureau of Criminal Investigation, Collision Reconstruction Unit, Johnson City Fire and the Broome County Sheriff’s Department assisted at the scene.

The Delaware County Substance Use Task Force announces the launch of DELcovery, a multi-platform hub of information for individuals and families interested in recovery from substance use disorders. State Police issued 17,797 tickets and arrested 207 people for impaired driving during the special traffic enforcement detail over Columbus Day weekend. The initiative began on Thursday, October 7th and continued through Tuesday, October 12th. Statewide, law enforcement issued a total of 38,255 tickets, including 828 for impaired driving and 10,593 for speeding.
