State Police Responded to an apparent Murder Suicide in the town of Stamford Tuesday, after 57 year old Christopher German of South Kortright failed to show up for work in Cooperstown. Troop C BCI Captain Scott Heggelke Explains:

Captain Heggelke said that the incident occurred after 9:00 PM Monday; The Delaware County Coroner's Office ordered the bodies removed for autopsies, which were being performed at Lourdes Hospital in Binghamton this afternoon, the official cause and approximate time of death is expected to be in the final Autopsy report, which may be released later today.

The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. Ernest Franklin is being held without bail pending the start of his trial; Heather Franklin was released on bail.

State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Long Time State Assemblyman Cliff Crouch easily won the 122nd Assembly District on Election Day; he told WCDO News that he was thankful for that level of Support:

Crouch defeated Conservative Nicholas Libous in Tuesday’s election; there was no Democratic candidate in the race. Crouch has served in the State Assembly since 1995.

The Southern Chenango County Community Listening Session, Hosted by Truth Pharm, will be held this evening in Bainbridge. The main topic of discussion will be the local drug abuse problem; the event will begin at 6:30 PM at Bob’s Diner in Bainbridge.

The results are in from the State Board of Elections in the U.S. Senate seat, Democratic incumbent Kirsten Gillibrand by a 2 to 1 margin over Republican Chele Farley, in local Congressional races, in the 19th District, Democrat Antonio Delgado defeats incumbent John Faso by about 3%. In the 22nd District: Democrat Anthony Brindisi defeats incumbent Claudia Tenney. In State Office races, Incumbent Democrat Andrew Cuomo defeated all challengers to win a 3rd term as Governor, State Comptroller Tom DiNapoli easily defeats all challengers for another term., and the new Attorney General will be Democrat Letitia James. In the race for the 6th District State Supreme Court seat, Republican Joe McBride wins. In area State Senate races, in the 42nd district, Democrat Jennifer Metzger wins over Republican Ann Rabbitt for the seat previously held by the retiring John Bonacic, in the 51st district, Republican Incumbent Jim Seward wins re-election for a 17th term, in the 52nd district , Incumbent Republican Fred Akshar was unopposed. In local State Assembly Races, in the 121 District: Republican John Salka defeats longtime incumbent Bill Magee, in the 122 District: Incumbent Cliff Crouch easily defeats Conservative Nicholas Libous, in the 123rd District: Democratic incumbent Donna Lupardo was unopposed & in the 102nd District: Democrat Aidan O’Conner wins by a slim margin over incumbent Republican Christopher Tague. Rich Devlin is re-elected as Otsego County Sheriff & David Harder is re-elected as Broome County Sheriff.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.

State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

28-year-old Devan Ellsworth of Norwich has been indicted for manslaughter and criminally negligent homicide, for allegedly causing the death of his 20-month-old daughter in August in Norwich. Ellsworth was originally charged with assault following the August 27th incident, where first responders were called to Ellsworth’s home on Henry Street following the report of an unresponsive child, who died the following day in a Syracuse hospital. Ellsworth remains held in the Chenango county jail pending court action.

The Delaware County Board of Elections Office will be open extra hours in the days leading up to the General Elections on November 6th. The City of Norwich Police Department will be participating in the Drug Enforcement Agency’s National Drug Take Back Day on Saturday from 10:00 am to 2:00 pm. Governor Cuomo announced that the driver of the limousine involved in Saturday's in Schoharie, did not have the appropriate license to be driving the vehicle. Cuomo also announced today that the vehicle in question was inspected last month & failed the inspection. State attorneys are seeking a cease and desist order to stop Prestige Limo from operating until the investigation into the accident has been completed. 18 people in the vehicle, including the driver were killed; also 2 bystanders were killed in a convenience store parking lot when they were struck by a vehicle that had been struck by the limo. The investigation is continuing.

The state Division of Homeland Security and Emergency Services' Office of Fire Prevention and Control held their 21st annual ceremony Monday morning in the Empire State Plaza Convention Center. 28 names were added today, many of the names added in recent years were from New York City Fire Department who died from illnesses associated with working at the World Trade Center after the September 11th 2001 terrorist attacks.

Corning announced that they will invest 11 million dollars for upgrades to their Oneonta Plant. The upgrades will allow for the company to keep 175 jobs at the plant, local officials also expect that the Corning Expansion could help attract more businesses to locate at the railyard redevelopment project area.

Drug Overdose deaths from Opioids have declined in Broome County. In the first 9 months of 2018, Officials said that there were 22 overdose deaths, in 2016 there were 60 deaths, and in 2017 there were 55. Most of the deaths were male, the average age was 41.

The city of Oneonta Department of Public Service will flush water mains in a portion of the low-service area, starting at 9:00 this morning. Work will continue until 4:00 PM, Flushing is expected to take place through the end of the week. Streets where service will be affected include Main Street and various side streets in the City’s East End.

The Delaware County Board of Elections reminds area residents interested in voting the in the November 6th General Election, need to register by this Friday October 12th, which is the last day to register in person and to postmark a registration form for the November 6th General Election. State Police and the Schoharie County Sheriff's Department responded to a motor vehicle crash at the intersection of State Route 30 and S30A in the town of Schoharie. A Ford Excursion limousine was traveling in a southwestern direction on State Route 30 and failed to stop at the intersection with State Route 30A. The limousine traveled across the intersection into a parking lot and struck a 2015 Toyota Highlander which was unoccupied and parked; the Highlander then struck and killed 2 pedestrians. 20 victims were killed, all 18 in the limousine, including the driver, and the two pedestrians. The investigation is ongoing.

Otsego County Sheriff Department arrested 31 year old Joel Young of Exeter, after he pointed a shotgun at a Sheriff’s Deputy during a domestic dispute call. The deputy entered the residence and attempted to arrest the defendant, who fled from into his bedroom & retrieved a shotgun and pointed it at the Deputy. Young was taken in to custody following a physical struggle, he was arrested for Menacing a police officer, Criminal Possession of Weapon, Resisting Arrest & Harassment, he was arraigned in the Town of Otsego Court, & was remanded to the Otsego County Jail on $20,000 cash bail or $40,000 bond and he is scheduled to reappear at a later date.

State DOT announced the completion of a $2.7 million pavement resurfacing project on Interstate 88 in the town and city of Oneonta. The 3.9-mile improvement project between Exit 13 and 16 included the milling & repaving, the shoulders were also given a surface treatment and all pavement markings were replaced. Curb ramps at the ends of the Exit 14 and Exit 15 off ramps were improved to comply with the Americans with Disabilities Act.

Fire Prevention Week is this week & the Firemen's Association of the State of New York is urging New Yorkers to ensure their smoke alarms are in proper working order, they specifically encourage New Yorkers to install smoke alarms equipped with sealed-in, non-removable batteries that last for 10 years. According to the National Fire Protection Association, three of every five home fire deaths occur in homes without smoke alarms or working smoke alarms. Firefighters frequently encounter smoke alarms with missing or dead batteries.

Physician Assistant Alyssa MacIntosh of UHS Women’s Health Center in Norwich will hold a discussion about Breast Cancer & earl y detection in a free presentation today at Bohemian Moon, 103 W. State Comptroller Tom DiNapoli announced the release of his report, outlining municipalities in various stages of Fiscal Stress. Locally, the worst ranking was Broome County, which topped the list of “Susceptible to Fiscal Stress”, which was the 3rd level of fiscal Stress identified by DiNapoli’s office. The State Department of Labor today released preliminary local area unemployment rates for August 2018. The State’s seasonally adjusted unemployment rate decreased from 4.3% to 4.2% in August 2018. Locally, Chenango County had 3.8% unemployment, Delaware county registered 4.2% & Otsego County 3.9% in August.

Today is National Voter Registration Day, which is celebrated on the second Tuesday of September, to remind those of legal voting age to make sure that they don’t miss registration deadlines. Those who want to vote in the November elections must register to vote in person at your County Board of Elections by October 12th, if you are registering by mail, the application must be postmarked by October 12th and must be received by the Board of Elections by October 17th. Address changes must be made by October 17th.

Former Focus Otsego operators Joseph Zupnik and Daniel Herman pleaded guilty recently to endangering the welfare of an incompetent or physically disabled person, in connection with an incident in which a 94-year-old resident in the facility was left in a recliner for almost 2 straight days. Zupnik & Herman were ordered to pay a fine of $5,000, the maximum fine for that charge. Zupnik & Herman are no longer associated with the facility, which is under new ownership, and is doing business as "Centers Home Health Care"

Governor Cuomo signed legislation to prohibit the leasing of companion animals in New York. The practice has resulted in balloon payments and predatory interest rates that lower income pet owners cannot afford, the pets were repossessed, traumatizing both owners and their pets. The amended law will prohibit the use of a dog or a cat as security for payments in contracts and financing agreements with pet dealers. The bills passed both houses of the legislature earlier this year.

Governor Cuomo signed legislation that adds acute pain management to the list of conditions for which medical marijuana can be recommended as an alternative to opioid use. The bill will also allow for substance use disorder treatment providers to recommend medical marijuana to help patients manage underlying pain that contributes to the abuse of substances such as opioids. In order to recommend medical marijuana for pain management, a registered practitioner must determine that the patient's pain degrades health and functional capability, along with certain other requirements.

The Chenango County Department of Health and Area Agency on Aging will be hosting their annual Senior Flu Vaccination Clinic for adults age 60 and over Today, from 9:30 to 11:30 AM at the Norwich Family YMCA. The Chenango County Health Department will administer flu shots, and are available to discuss programs and services. Governor Cuomo announced today that the state Department of Financial Services has issued new regulations aimed at protecting the private data of millions of New Yorkers, following last year's Equifax security breach that exposed the personal information of 148 million Americans, including about 8 million New Yorkers. Cuomo said that the state financial services regulators now have oversight for the first time over credit reporting agencies operating in New York. The Governor stated that in addition to registering with the state, credit reporting firms will have to comply with the state's cybersecurity standard.

A Chenango County Grand Jury handed down an indictment against 45 year old Philip Cuda of Morris for 1st & 2nd degree Assault. Cuda is accused of causing serious injuries to an unidentified person by stabbing the person in the stomach & back on May 29th in Norwich; resulting in the victim undergoing emergency surgery.

The Oneonta Department of Public Service will be flushing water mains in the intermediate service area starting today. Flushing in these areas is expected to be completed this week; water users may experience a change in water color, pressure and/or loss of water. Delaware County Sheriff’s Deputies arrested 31 year old Ashlee Calabrese of Walton for 2 counts of Criminal Mischief and 1 count of Endangering the welfare of a child, after deputies investigated a domestic dispute at Calabrese’s residence in the Town of Walton. Calabrese was arraigned in the Town of Walton Court and later release on $1000 cash bail. Calabrese is set to return to the Town of Walton Court on a later date.

120 cars participated in the Great Race, which made a lunch stop at the Northeast Classic car Museum Sunday afternoon. The participants started out the day in Buffalo, stopped in Norwich where crowds of people turned out to see the wide variety of cars, before they department for their next stop in Troy. The State Department of Transportation will be closing State Highway 12 north of Oxford for a 2-week period for the construction of the Fly Meadow Creek bridge, where they will replace the bridge deck over the bridge which is located between County Road 4 and Turner Street. Officials stated that sometime during the period of July 16 and August 31, 2018, the bridge is scheduled to be closed for an approximate 2-week period; traffic will be maintained through an off-site detour using County Road 32, State Highway 220 and County Road 32B.

Delaware County Sheriff’s Deputies arrested 39 year old Cristal Cartelli of Pineville, Louisiana on an arrest warrant issued by the Village of Sidney Police Department. Deputies were alerted to Cartelli’s active warrant status and presence within Delaware County, she was turned over to Sidney Police Department, and she was arraigned at the Village of Sidney Court & was remanded to the custody of the Delaware County Correctional Facility on $1500 cash bail or $3000 bond pending future court action.

State Police arrested 34 year old Merrill Lamb Jr. of Hobbsville, North Carolina for Driving While Ability Impaired by Drugs.  Troopers were dispatched to I-88 in Worcester for a man walking along the interstate, they spotted a tractor trailer on the side of the interstate and the driver told them he got lost then ran out of gas.  An investigation revealed that Lamb was under the influence of drugs, he was arrested and arraigned, he was remanded to the Otsego County Jail on $1,000 cash bail or $2,000 bond.

The Bainbridge Chamber of Commerce announced that he Next “Reunite Bainbridge” Meeting will be held tonight.  The meeting will be starting at 7:00 PM, at Bob’s Diner.

The Sidney Central School Class of 2018 donated the remainder of its class funds to the Delaware Valley Humane Society.  The class presented a check to Erin Insinga of the Humane Society following graduation rehearsal on Friday afternoon.  The donation from the class was for $1,417.77.

Broome County Sheriff’s Department arrested 33 year old Emerson Ryan of Binghamton after a patrolling deputy observed a vehicle at 71 miles an hour in a posted 45 mile an hour zone.  The vehicle accelerated and then lost control on a curve, crashing into the ditch.  Ryan was charges with DWI, Driving with a BAC of .08% or higher, reckless driving & speed not reasonable & prudent, among other charges.   Ryan was released and issued tickets to return to the Town of Kirkwood court at a later date.

Governor Cuomo signed the New York Democracy Protection Act Wednesday, which calls on all political advertising in print, TV & radio to disclose the organization or individual paying for that ad. The Act also amends the definition of "political communication" to include paid Internet and digital advertisements, it ensures foreign entities cannot form an independent expenditure committee and purchasing political ads to influence elections; Requires all digital ad buyers to register as an independent expenditure committee, Requires paid independent political online ads to clearly display that the ad was not authorized by any candidate; and Directs the State Board of Elections to create an online archive of all political communications in order to make them transparent and accessible to the press, fact-checkers, political opponents and the public.

A Chenango County jury found Jeremy Coates of Norwich guilty of the murder of David Green in Oxford in 2016. Coates and his girlfriend Melissa Crispell robbed Green, Coates beating him 20 times with various weapons, Crispell pleaded guilty to robbery last May, in a plea deal in exchange for her testimony against Coates, Sentencing for Coates is scheduled for June 1st.

52 year old Michael Slack of Otego has been charged with making a terroristic threat, Menacing, criminal possession of a weapon, & Harassment, following the report of a domestic dispute Tuesday. Slack is accused of making terroristic threats about government officials, & threatening a victim with a rifle; he was arraigned & was remanded to the Otsego County jail on $25,000 cash or $50,000 bond.

The City of Oneonta Department of Public Service announced this year’s schedule for curbside residential brush and yard waste pick-up. Those living in wards 1-4 will be have their yard waste picked up on Monday April 16th, those in wards 5-8 will be picked up the following Monday, April 23rd. Residents should have brush and yard waste out no sooner than the weekend before the scheduled pick-up to prevent possible code violation. Brush pick up will continue through the end of November.

State Police released more details about the death of Whitesboro Police Officer Kevin Crossley, who was killed Wednesday night when his patrol car collided with a pickup truck driven by 26-year old Nicole Moshier-Harris of Whitesboro. Investigators reported that there is no indication that drugs or alcohol played a role in the crash. Officer Crossley was a full-time member of the Whitesboro Police Department for 7 years, he was 34 years old.

The Delaware County Historical Association will feature Kurt Reigel, who owns & is restoring the Andrew Mann Inn on State Route 7 Riverside Sidney. Howie Hawkins of Syracuse announced today that he is running for Governor to demand more progressive reforms and system change. Hawkins finished 3rd in the 2014 Gubernatorial race. His 184,419 votes moved the Green Party up to the 4th line among ballot qualified parties.

Afton’s 2nd Annual Chili Cook Off Challenge will be held tomorrow from 10:00 AM to 4:00 PM. The event will be held at the Afton Town Hall, proceeds will benefit the Afton Community Park Fund.

State Police CNET arrested 36 year old Matthew Mazepa of Harpursville, in the City of Binghamton on active felony bench warrants from Chenango County Court. Mazepa was found to be in possession of an assault rifle, crystal methamphetamine, cocaine, crack cocaine, marihuana, ammunition and drug paraphernalia. Mazepa was charged with Criminal Possession Controlled Substance, Criminal Possession of a Weapon, Tampering with physical evidence, Criminally Using Drug Paraphernalia & Resisting Arrest, he was arraigned and remanded to the Broome County Jail without bail.

State Police arrested a 21-year-old man following a domestic incident. Joshua Backus of Greene was charged with 2nd degree Burglary, Criminal Possession of a Stimulant, Criminal Possession of a Controlled Substance, 4 counts of Menacing and Harassment and Unlawful Possession of Marihuana. Troopers were called to a residence in the Town of Oxford to investigate a domestic dispute; Backus pushed 2 subjects and threatened them with a hammer, pointed a gun at them and attempted to hit them with his vehicle. Troopers observed Backus drive by the residence, he was arrested, arraigned and was remanded to the Chenango County Jail on $40,000 cash bail or $80,000 bond pending Grand Jury action on April 18th.

Erin Collier of Cooperstown, who is a candidate for Congress in New York’s 19th district, announced today that she has qualified to be on the ballot for the Democratic Primary on June 26th. Collier’s campaign filed over 2,700 signatures in support of her candidacy with the State Board of Elections, more than double the required number of signatures.

Oneonta Mayor Gary Herzig announced that the city has chosen Trampoline Advertising and Design Co. of Glens Falls to develop and implement Oneonta's Downtown Revitalization Initiative branding, marketing, downtown directory and welcome signage programs. Oneonta was awarded $570,000 for the programs as part of the state's DRI award of $10 million.

34 year old Tristan Reid of Scranton Pennsylvania was charged with reckless endangerment, reckless driving, unlicensed operator, leaving the scene of a property damage accident, & several other related charges, following an accident on Main Street last Friday evening. Reid is accused of driving into on-coming traffic, he went up a curb onto a sidewalk and lawn, damaged a street sign, & drove into the side of 365 Main Street. Reid was sent to Otsego County jail on $7,500 cash bail or $15,000 bond pending future court action.

The Otsego County Sheriff’s department announced that Margaret Thayer was found deceased near her Property in the town of Otsego this morning. Thayer was reported missing back on march 6th, Deep snow drifts had prevented deputies from reaching some of her property behind her residence, an autopsy may be performed, Sheriff Richard Devlin reported that there was no trauma to the body and foul play is not suspected, the investigation is continuing.

Norwich City Police arrested Regina Donovan on charges of Making a Terroristic Threat against a staff member at the Norwich School District Middle School. Donovan was arraigned & was released on her own recognizance, an order of protection was put in place for the staff member & grand jury action is anticipated in April.

State Police arrested 27 year old William Laraby of Burlington for Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation, Unlawful Possession of Marihuana and having a Controlled Substance in the Non-Original Container. Troopers received a complaint that Laraby borrowed someone’s car and did not return it; they located Laraby in the town of Exeter. Laraby was arraigned in the town of Exeter and remanded to the Otsego County Jail on $1,000 cash bail or $2,000 bond.

April 14th is the last day to register in person at the Board of Elections for the April 24th Special Election to fill the 102nd State Assembly seat. State Police arrested 49 year old Wilford Bridenbaugh of Germantown, Ohio for DWI and several traffic infractions. Troopers were dispatched to Stumptown Road in the town of Bainbridge for a 1 car motor vehicle accident, Troopers discovered Bridenbaugh’s vehicle on its side, in a snow embankment and Bridenbaugh walking from a driveway nearby. He was released on tickets to the town of Bainbridge Court on March 27th.

The Golf Tournament will run from August 13th to August 19th at En-Joie Golf Club in Endicott. State Police arrested 2 men following a traffic stop on State Route 7 in Binghamton. Troopers arrested the driver, 43 year old Kenneth Rauch of Colesville for Criminal Possession of a Controlled Substance and having a Controlled Substance in the Non-Original Container. The passenger of the vehicle, 27 year old Justin Cook of Colesville was arrested for Criminal Possession of Marijuana, both were released on appearance tickets and are due in the City of Binghamton Court on March 30th.

State Police arrested 66 year old Deborah Visceglia of Deposit for Aggravated DWI with a B.A.C of .26% and several traffic infractions after Troopers observed her speeding and unable to maintain her lane on State Route 17 in the town of Windsor. Visceglia was released on tickets and due in the town of Windsor Court on March 21, 2018.

State Police at Oneonta arrested 49 year old Heidi Andreas of Masonville for DWI and several traffic infractions, after they observed her speeding on I-88. Troopers initiated a traffic stop on State Highway 7 in the town of Oneonta, Andreas was released on appearance tickets for Town of Oneonta Court on March 27th.

Jennifer Grenchus of Vestal was sentenced Friday in Broome County Court to 5 years of probation, following her serving 11 months in jail, for striking 47 year old Ronald Richardson of Binghamton with her vehicle, Richardson was found pinned underneath. Grenchus' vehicle struck Richardson along Main Street and dragged his body underneath for several yards, before she turned into a parking lot. Richardson died at the scene, Grenchus was impaired by drugs at the time, she pleaded guilty to criminally negligent homicide in November.
