Delaware County Sheriff's Office announced that a man missing from Delaware County was discovered illegally harvesting ginseng in the town of Middletown. The unidentified man was reported missing on August 31st after he failed to return home; an acquaintance found the man’s vehicle on a private logging road in the town of Middletown. The Sheriff’s Office K9 team located the missing person in good health, An Environmental Conservation Office seized the ginseng he was charged with harvesting ginseng without landowner permission, trespassing, and petty larceny.
The Greater Binghamton Airport announced today that they will be offering additional flights to New York City shortly. Officials announced that Delta Airlines will be offering 2 flights a day to LaGuardia Airport, starting on January 9th. Tickets for the New York City flights will be sold starting tomorrow.

State Police are continuing their search to locate Frederick Mayock who was last seen on the Canadarago Lake boat launch with a kayak on October 22, 2022. Investigators are asking the public who live or have businesses near Canadarago Lake and near the boat launch on State Highway 28 to review security or surveillance footage that show a white kayak (pictured below). If anyone has video of the kayak from Saturday, October 22 between the hours of 9am and 8pm to please contact New York State Police at (607)561-7400.

The State Department of Labor announced that the number of private sector jobs in New York State increased over the month by 17,400, to 8,061,000 in September, the 1st time the number has been over 8,000,000 since early 2020, prior to the start of the COVID 19 Pandemic. The State's unemployment rate decreased from 4.7% in August to 4.3% in September 2022.

The Delaware County Chamber of Commerce is again participating in the Annual Toys For Tots Campaign. Governor Hochul announced this week that over $15.5 million is being invested by the State to expand child care access at State University schools. The funding includes $10.8 million to address child care weaknesses across SUNY campuses that have kept parents continuing their education.

Broome County Sheriff’s deputies responded Tuesday to a Town of Fenton residence, where they found 18 year old Gavin Marsh with a stab wound to his upper thigh, following a road rage incident on Upper Front Street. The other driver was identified as 50 year old Michael Seaman, who allegedly followed Marsh to his residence & engaged in a fist sight with Marsh & another teenager, before allegedly stabbing Marsh. Marsh was transported to Wilson Hospital for treatment. The Broome County Sheriff’s Office & the Chenango County Sheriff’s Office located Seaman in South New Berlin, he was taken into custody, he was been charged with Felony Assault and was turned over to Broome County Sheriff’s Office Correctional Staff.

State Police responded to I-88 westbound near exit 13 in the town of Oneonta Tuesday night at about 6:00 PM for a report of a car carrier on fire. Members of the Oneonta Fire Department extinguished the fire. Damage was primarily around the passenger side rear axle; some of the trailer and cargo was damaged. The driver was not injured, the right lane was closed until about 9:30 pm.

On Tuesday, Delaware County Sheriff’s Deputies were dispatched to a serious personal injury 2 car Accident on Covered Bridge Road in the Town of Sidney. Deputies discovered that 1 of the vehicles in the crash was sheered into 2 separate pieces. Deputies also discovered that the occupants of both vehicles had been wearing their seat-belts, and that no occupant had been ejected from either vehicle. 4 patients were transported from the scene, one patient was later transferred to Upstate Medical Center for a higher level of care. The investigation is continuing and anyone with any information should call Senior Investigator Chris Erwin at (607) 832-5633 or Investigator David Barnes at (607) 832-5629.

State Police at Norwich are investigating a reported domestic incident that led to the stabbing of two individuals in the town of Otselic early this morning. The victims were transported to a local hospital for treatment and are currently in stable condition. There is no threat to the public. The suspect was taken into custody by members of the New York State Police. More information will be provided when it is available.

State Police and the Division of Homeland Security and Emergency Services announced that a contingent of 50 State Troopers left Saturday morning for Puerto Rico to help the island nation as it recovers from the devastation left behind in the wake of Hurricane Fiona. State Police and local law enforcement will be out in force through Labor Day weekend as part of the national "Drive Sober or Get Pulled Over" DWI campaign. The enforcement period starts today and runs through Monday, Police will be looking for impaired drivers, distracted drivers & they will be watching out for those violating the state's "Move Over" laws. Governor Kathy Hochul today announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended until Tuesday, to ease travel throughout the Labor Day holiday weekend.

Broome County District Attorney Mike Korchak announced that Dwayne Benjamin of Johnson City was sentenced in Broome County Court to 3 years in State prison plus 5 years post release supervision after pleading guilty to Attempted Criminal Possession of a Weapon. On April 2nd, Benjamin was driving in Johnson City when police attempted to stop him for a traffic infraction, he abandoned the vehicle and fled on foot, a loaded unlicensed pistol was found in the vehicle, Benjamin was probation for a narcotics conviction, & was arrested a few weeks after the attempted stop.
Roy Peterson of Binghamton pleaded guilty in Broome County Court to Criminal Possession of Stolen Property, Peterson was found in possession of 2 stolen credit cards last october, which he attempted to hide from Johnson City police, when he was taken into custody on unrelated charges. Peterson will be sentenced to 1 1/2 to 3 years in State prison on November 23rd in Broome County Court.

The New York State Fair official opening day attendance Wednesday was 49,112, about 11,700 more people than last year’s extended fair’s Day 1. The Opening Day attendance was still far less than the record-setting 74,000 attendees on opening day in 2019, the year before the pandemic. The Latest COVID 19 statistics show a slow steady decline, with 7% Positivity rate reported on Tuesday, the 7 day rolling average was down to 6.29%. Patients hospitalizations have declined to 2,394, that a decrease of about 175 since last week, also there were 252 ICU patients with 102 on Ventilators, which is an increase of 13 since last week, & with the overall decline in COVID 19 cases, Students in New York state will not have to wear masks or be quarantined if they came in contact with someone with COVID.
State Officials announced that the 9/11 Tribute Museum in New York City closed down last week. The number of visitors drastically declined with the pandemic & never recovered. Annual admissions dropped to only 26,000 last year, compared to 150,000 in 2019.
Visitors will be allowed at the Broome County Correctional Facility starting September 5th, visitation had been suspended in March 2020 at the beginning of the COVID 19 pandemic, a Lawsuit was filed to allow visitors back into the Jail and a decision in the State Supreme Court allowed for the Jail to be re-opened for visitation, as the COVID situation had changed considerable since 2020.

Valdes-Pica is also a repeat Violent Felony Offender and will serve 5 years in New York State Prison starting in November.

The State DMV is reminding New York Motorists to check to see if they have peeling license plates on their vehicles, as police have increasingly ticketed motorists for having the defective plates. People can replace their peeling plates free of charge at an area DMV office.
The State DOT is advising motorists that the off-ramp at Exit 19 on Interstate 88 westbound in the Town of Worcester, will close for approximately 60 days starting on Monday, August 29. The closure is necessary to facilitate a project to resurface the road and rehabilitate bridges. A variable message sign will alert motorists of the closure and direct them to Exit 20 and a signed detour utilizing State Route 7.
Governor Kathy Hochul announced that police agencies have removed 6,007 illegal guns from communities across New York State during the first 7 months of the year, a 20% increase over 2021. Agriculture in New York state paid close to $1 billion in wages and produced roughly $3.3 billion in gross domestic product in 2021, according to a report by New York State Comptroller Thomas P. DiNapoli. The sector has proved to be among the most resilient during the COVID-19 pandemic, losing just 1% of jobs in 2020 compared to the statewide annual employment loss of 8.7%. Both employment and wages in the farming sector grew in 2021 to reach new highs of 23,868 employees and $970.2 million in wages.

In January, Hoyt illegally entered a St. Charles Street apartment in the Village of Johnson City and struck the resident in the arm with a hammer causing injury. Hoyt is a Second Violent Felony Offender and will be sentenced to 5 years in state prison on November 15th.
Delaware County Sheriff’s Deputies responded to a Fight-in-Progress Complaint in the Hamlet of Arkville on July 16th. Rolland Billadeau of Shandaken allegedly pushed and struck the victim, Billadeau was located on August 21st and was served with a criminal summons on the charge of Harassment in the Second Degree. Billadeau is scheduled to appear before the Town of Middletown Court at a later date to answer for the charge. Sheriff’s Deputies were assisted by members of the New York State Police.

Former Governor Andrew Cuomo won a lawsuit Tuesday in which he challenged New York’s defunct JCOPE agency’s attempt to seize his profits from a $5.1 million book deal his handling of the COVID-19 pandemic. JCOPE determined that Cuomo improperly used state staff and resources while writing his 2020 memoir, "American Crisis.” they ordered him to surrender his compensation to the state. Albany County Supreme Court Justice Denise Hartman ruled in Favor of Cuomo Tuesday, JCOPE no longer exists & current Governor Kathy Hochul is looking to establish a new ethics commission.

The State DEC has expanded its Drought Watch to about 2/3rds of the state's land, as dry weather conditions continue. The watch now includes all of the counties south of the Mohawk River Valley, & excludes those in the Adirondacks, Eastern Great Lakes, Westchester County & New York City. DEC Officials are encouraging residents in affected counties, particularly those dependent on private groundwater wells, to conserve water whenever possible during the coming weeks. No mandatory restrictions are in place under a state drought watch.

The Broome County Special Investigations Unit Task Force executed 2 narcotics search warrants in Binghamton, at 65 Schubert Street and 216 Court Street. Police found 60 grams of Fentanyl and drug packaging materials at the Schubert Street address, Orlando Torres of Binghamton was charged with 2 Counts each of Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia. Police found approximately 15 grams of Fentanyl packaged for sale and other drug packaging materials at the Court Street location, Kaheem Ward of Binghamton was charged with 4 Counts of Criminal Possession of a Controlled Substance and 2 Counts of Criminally Using Drug Paraphernalia.
New York State has announced a statewide pharmacy standing order for all pharmacies for naloxone beginning today. Naloxone blocks the effects of opioids allowing a person to regain consciousness and resume normal breathing. The State health department stated that some pharmacy chains already have provided their own standing orders, covering over 2,600 pharmacies, and independent Pharmacies may now also have naloxone ready for use.

Law enforcement agencies throughout the State are increasing patrols to target speeding through Sunday, as part of Speed Awareness week. Last year, law enforcement throughout the state issued 23,087 tickets for speeding and 32,170 tickets for other vehicle and traffic law violations, such as impaired and distracted driving.
The State DOT is advising motorists that starting Today, State Route 7 between Pleasant Hill Road and Hancock Road in the Town of Colesville, will be closed to traffic for a culvert replacement. The closure is expected to last approximately 7 days, weather permitting, traffic will be directed to I-88. For up-to-date travel information, call 511.

The State Department of Labor announced the conclusion of an identity theft and fraud case from a 2017 investigation. 54 year old Guy Cuomo of Frederick, Maryland, was sentenced yesterday to 45 months after being found guilty of computer fraud, misuse of a social security number, aggravated identity theft, and related conspiracy charges.
Former New York Governor Andrew Cuomo believes that state taxpayers should pay for his legal defense against the allegations of sexual harassment that led to his resignation from office one year ago. Cuomo filed suit Thursday against the state Attorney General for allegedly violating state law by denying his request to be assigned public assistance for his defense, after Attorney General James denied the former Governor legal counsel. James issued a statement saying: “Taxpayers should not have to pony up for legal bills that could reach millions of dollars so Mister Cuomo’s lawyer can attack survivors of his abuse.”

The Trial of Jason Johnson of the town of Colesville continues in Broome County Court. Johnson is accused of shooting State Trooper Becky Seager in June of 2021, Jason's father, David Johnson is accused of tampering with evidence on behalf of his son. Police had been called to the East Windsor Road locations for the report of shots fired, Johnson was apprehended following a 19 hour manhunt, Trooper Seager was hospitalized after being shot in the hip.

Sidney Area 1st Responders were dispatched to the report of a tractor trailer going into a ditch in the south bound lane of State Route 8 South of Sidney This Morning. Crews emptied the contents of the trailer for several hours, the vehicle was being removed from the site earlier this afternoon.
The State Health Department reported on the latest COVID Statistics Friday, the Positivity rate was almost 8.5% with 6502 positive cases in more than 74,000 Tests. There were 2550 people hospitalized statewide with 224 patients in an ICU, with 81 on Ventilators, there were 20 more deaths reported in Hospitals & Nursing Homes, 73,028 have died from COVID since 2020.
Broome County DA's office announced that 42 year old Matthew Bowden of Deposit, pleaded guilty to felony Criminal Contempt. In 2021, Bowden Violated a court order of protection by harassing the protected party named in the order. He was sentenced to 1 to 3 years in New York State Prison.

The increase includes a Major Gun Bust by New State Police Unit, where 30 illegal guns were seized, including Assault Rifles and Ghost Guns; with multiple suspects arrested. Delaware County Sheriff's Office executed a search warrant at D's Pizzeria in Walton and arrested Damien Falconio on 2 counts of Endangering the Welfare of a Child, 1 count each of Forcible Touching, Unlawful Imprisonment & Persistent Sexual Abuse. Falconio was convicted of 3rd Degree Rape & Sexual Abuse in 2012, he was released from state prison as a Level 3 Sex Offender in August 2016 and just completed his parole supervision in June. Falconio was arraigned and remanded without bail to Delaware County Correctional Facility. The investigation is ongoing and additional charges may be filed at a later time.

State Police arrested 18 year old Noe Casas-Aguilar of Binghamton and a 17-year-old juvenile for 2 counts of 1st degree Burglary, 2 counts of 1st degree Robbery plus Criminal Possession of a Weapon & Reckless Endangerment. Troopers were dispatched Sunday Morning to a residence on Bevier Street in the town of Dickinson for a report of 2 males that broke into an occupied home. Dunkin' Donuts announced that their annual Go for the Gold initiative, held at more than a dozen locations in the Southern Tier last Thursday, raised $51,832 for Special Olympics New York. The CDC reports that New York has the majority of confirmed monkeypox cases in the United States, with 1,345 cases, out of the more than 5,100 cases in the country. The next highest is California, which reported 799 cases of the virus.
Federal authorities are investigating a single engine plane crash on Saturday, afternoon in Palantine in Montgomery County. The State Police initial investigation determined that a mechanical failure occurred, the pilot sustained non-life-threatening injuries and was air lifted to Albany Medical Center by LifeNet. No other injuries were reported. The investigation into the accident is continuing.

Broome County Executive Jason Garner announced that the County has its 1st confirmed case of Monkeypox. Health Department officials stated that some groups may be at heightened risk for severe outcomes if they contract the disease. SUNY Board of Trustees approved the criteria for allocating $113 million in direct funding from State, to support campus programs designed to increase services to SUNY students, bolster enrollment at SUNY institutions, and support college completion rates. The additional $53 million will be used to hire new full-time faculty.
The State Health department reported that there are 80 known cases of the Monkeypox virus in New York State currently. 32 of the 80 cases are in Westchester County, 17 in Suffolk County on Long Island, the rest of the cases are mostly isolated around New York City, its Northern Suburbs, 3 in the Capital District and 10 in Western New York Counties. The State Health Department reported a polio case, in Rockland County, it's the 1st case of Polio in the U.S. in nearly a decade. Officials did not offer details yet on who the resident is, whether the person was vaccinated or their current condition. In 1979, polio was declared eliminated in the U.S., however travelers with polio have brought infections into the U.S., the case was in 2013.

Troopers went to a home on Emmons Hill Road in the town of Oneonta Saturday night to interview Burr, for his involvement in a theft from Price Chopper on June 20th, Burr aimed a bow and arrow at the troopers then shot in the direction of the troopers. Burr eventually attempted to flee from the residence Sunday evening and was taken into custody. Burr was charged with 4 counts of Menacing a Police Officer, 3 counts of Criminal Mischief, & 3rd degree Burglary, he was processed & transported to the Otsego County Jail to await arraignment. More charges are possible.

Former Prattsville Town Supervisor Kory O'Hara plead guilty to wire fraud in connection with a grant extended to Prattsville in the wake of Hurricane Irene. As Town Supervisor, O'Hara entered into various grant agreements, O'Hara admitted that he obtained false invoices from Moore's Homes, purporting to reflect construction work performed on O'Hara's Service Station, which Moore's Homes did not perform. O'Hara faces up to 20 years in prison; plus post-imprisonment supervised release of up to 3 years; and a maximum fine of $250,000. He will also be required to pay $24,915 in restitution to the State of New York.

Broome County District Attorney Mike Korchak announced that 28 year old Joseph Santi of Binghamton was sentenced to 3 years in prison, after he pleaded guilty to criminal possession of a controlled substance. The Broome County Special Investigations Unit Task Force executed a search warrant in June of 2021 and found Santi to be in possession of pills, methamphetamines, and fentanyl with intent to sell. Santi will also serve 2-years post-release supervision.
41 year old Bradley Cook of Oneonta was sentenced to 20 years in state prison and 15 years of post-release supervision, Cook was convicted on 2 counts of a first-degree criminal sexual act.
The application period is now open for New York State's entry-level law enforcement civil service exam, will be held in the fall. Qualified candidates can apply online until August 3rd. The exam is used to fill jobs for the DEC for Environmental Conservation Police Officer Trainee & Forest Rangers, in the Parks Department for Park Police Officer Trainees & in SUNY for University Police Officers. Approximately 400 entry-level law enforcement positions statewide will be filled over the next year.

The court on Thursday overturned the state law that required that people applying for a concealed carry permit demonstrate a specific need to have a gun in public. New York officials are considering restrictions on concealed carry in “sensitive locations,” such as government buildings and bars. They're also looking at implementing specific training for permit applicants, among other options.

Legislation co-sponsored by Assemblywoman Donna Lupardo of Endwell, is elevating care standards at animal shelters and animal rescue organizations in New York State. The new legislation will require shelters to pass state inspections, to be administered under the division of Agriculture and Markets. Violations could result in denial, revocation, suspension or refusal of license renewal as well as possible fines of between $100 and $1,000 per violation. The new standards take effect in 2025.

The Binghamton Police Department announced the arrested of 28 year old Justin Williams of Greenville North Carolina in connection with a fatal shooting at 58 Floral Avenue Tuesday morning. Williams was charged with 2nd degree murder and criminal possession of a weapon for the shooting death of 31-year-old Victor Texidor of Binghamton. Williams was stopped by a Pennsylvania State Trooper who spotted Williams Vehicle on Interstate 81 near Gibson. Williams was arraigned in Binghamton City Court and remanded to the Broome County Jail. Brockway was working as a Home Health Care nurse, she was accused of stealing, forging and depositing checks owned by a patient and her family, totaling over $17,000. Brockway and charged her with 21 counts of Forgery and 1 Count of Grand Larceny, she was issued appearance tickets for Town of Sidney Court at a later date.

New Yorkers will have to wait until August to vote in the primary elections for Congressional Seats and State Senate Seats, following a a ruling by U.S. District Judge Gary Sharpe of Albany on Tuesday. Delgado will be on the ticket with Governor Hochul in the June 28th primary and the November 8th general election. STATE POLICE Troop C Commander officer, Major Jeffrey VanAuken, announced that In the month of April members from Troop "C" removed 46 impaired drivers off the roadways. Troop "C" encompasses 7 counties, including Broome, Chenango, Delaware & Otsego Counties.
The Great New York State Fair will ban outdoor smoking except in designated areas starting this summer. Smoking is already prohibited inside buildings on the fairgrounds and at the Chevy Court and Chevy Park venues. The new policy only covers the NYS Fair, and smoking rules for non-fair events may vary.

State Police Bureau of Criminal Investigation and the Computer Crimes Unit arrested a 17-year-old for Promoting a Sexual Performance by a Child and Possessing a Sexual Performance by a Child. An investigation revealed that the unidentified 17-year-old from Otego was in possession and was promoting images consistent with child sexual exploitation. The arrest stems from a cyber tip received by the New York State Internet Crimes Against Children Task Force. Investigators located 233 videos and 68 images depicting child pornography. The teen was issued appearance tickets to the Otsego County Court on Wednesday.

Construction of a new SUNY Oneonta sign on the corner of Ravine Parkway and West Street will soon be underway. The groundbreaking for this project is scheduled for Monday, May 23 and we anticipate that the project will take approximately five months to complete. All construction will take place between 7:30 am. and 4:00 pm. Monday through Friday.

Last Thursday Braedon Baker of Norwich asked permission to bring his tractor to Norwich High School Friday, as he had some errands to run with it after school, he was told he could not. Braedon's Father Rob Baker told him that it was not illegal, and to take it anyway and Friday the tractor was impounded by Norwich City Police & taken to the City Lot. The CDC is warning residents in most upstate counties to wear masks due to high case-counts of COVID-19. 36 counties are now classified as having "high" community levels of the coronavirus, making up almost half of the entire nationwide total. “High Transmission” counties have confirmed cases of the new BA.2.12 sub-variant, according to the state Health Department officials. The State DMV is warning residents about an increase in catalytic converter thefts across the state. The DMV will now issue serial numbers to dealers to etch into each catalytic converter, which use platinum, palladium, and other precious metals is the reason criminals are stealing them, The catalytic converters have a street value of between $200 and $300.

State Police have identified 20-year-old Tyler Graham of Burlington Flats as the driver of a car in a fiery crash in Edmeston Thursday night. The initial investigation revealed that Graham was traveling at an unsafe speed on County Highway 20 when he struck a fence and tree & his vehicle caught fire. Police were able to remove Graham from the car, he was transported by helicopter to Upstate Medical Center, The crash remains under investigation.

The City of Oneonta Police Department arrested 36-year-old Melissa Scott of Oneonta for 1st degree Assault and criminal possession of a weapon, after Scott and a 34-year-old male victim engaged in a domestic dispute at 7 Fonda Avenue in Oneonta. Scott allegedly stabbed the male victim causing a serious injury and uncontrolled bleeding, he was transported to Fox Hospital, was stabilized & was transported to Albany Medical Center. Scott was held at the City of Oneonta Jail Anyone with information is asked to contact the Oneonta Police Department Detectives Division at (607)432-1111.
Governor Kathy Hochul has tested positive for COVID-19. Governor Hochul stated that she has been both vaccinated and boosted, along with not showing any symptoms. Hochul will be continuing her isolation throughout the week and work remotely until she is cleared.

A joint investigation with State Police Investigators at Sidney and Binghamton has led to the arrest of 32-year-old James Blackman of Afton. Troopers received a report accusing Blackman of inappropriate behavior with children, the investigation revealed that Blackman allegedly raped and sexually abused 2 children under the age of 11 on multiple occasions in Chenango County. Blackman was charged with 2 counts of Predatory Sex Assault Against a Child, 4 counts of Criminal Sex Act, 2 counts of Sex Abuse, and 2 counts of Endangering the Welfare of a Child. Blackman was arraigned and remanded to the Chenango County Jail.

The State Department of Transportation is advising motorists that starting Today, eastbound traffic on I-88 will be crossed over to the westbound lanes from just west of Exit 19 in Worcester to Exit 21 in Richmondville. The crossover will result in one lane of travel in each direction, the on-ramp at Exit 20 eastbound will close, followed by the westbound off ramp at Exit 19. The crossover and ramp closures are expected to be in place for approximately 5 months. Motorists are urged to slow down and drive responsibly in work zones.
