State Police at Troop C in Sidney announced that a 5-year-old and her dog, who were reported missing in the town of Franklin, were located safe & sound this afternoon at about 1:15 PM.  State Police Aviation was able to spot Destiny & her dog in a tall grassy area and direct troopers and emergency personnel to her location.  Police and several other agencies were dispatched this morning to the area of Grange Hall Road and State Route 28 in the town of Franklin.  State Police said that Destiny and her puppy were located several hundred yards from the area where they were reported missing.

The State Comptroller’s office audited the City of Norwich
Emergency Medical Services Billing practices, they discovered that the EMS
Department did not bill for 614 incidents resulting in $417,600 of unbilled
medical services and inaccurately billed 9 incidents totaling $8,300; this
equates to approximately $200,000 in lost revenue at the current rate of
collection.  The EMS Department had 903
unserviceable incidents resulting in approximately $400,000 in unrecoverable
costs.  Norwich City officials disagreed
with some of the audit’s findings, but indicated they have initiated corrective
action.

The Susquehanna Society for the
Prevention of Cruelty to Animals will host a public celebration tomorrow at
5088 State Highway 28, Cooperstown marking the groundbreaking of the future
site of its planned animal shelter and adjoining campus.  The reception is free and open to the public,
it will kick off at 12:00 noon with a groundbreaking ceremony and run until 2
p.m.
