State Police at Binghamton responded to a 2-vehicle crash involving an SUV and motorcycle on Hunt Hill Road in the town of Fenton Thursday. The preliminary investigation indicates that an SUV was traveling north on Hunt Hill Road when the operator was making a left turn into a driveway, the motorcycle was traveling south when the 2 vehicles collided, the motorcycle became engulfed in flames, The operator of the motorcycle did not survive. The SUV operator did not report any injuries. The roadway was closed during the investigation. The investigation remains ongoing.

The FBI has announced the indictment of 63 year old Henry Garcia of Vero Beach Florida for "Sending a potentially hazardous material" charge, by mailing a letter last year to the New York Attorney General's Office in Albany, containing what was believed to be a biological weapon. The suspicious white powder was not a hazardous substance, the charge filed against Garcia carries a maximum term of five years in prison and a fine of up to $250,000.

56 year old Ronald Roof of Franklin appeared in the Delaware County Court and was sentenced for Driving While Intoxicated, Roof had previously pleaded guilty to felony DWI, he was sentenced to 5 years of felony probation, and his license was revoked, he must have an Ignition Interlock Device installed on any vehicle he owns or drives if he ever obtains a driver’s license. If he violates his probation, he is subject to being re-sentenced to 1 and 1/3 to 4 years in jail.
The Delaware County Department of Public Works will be closing CR 18 in the Town of Stamford to through traffic at 7:00 am. daily June 17th and 18th , for culvert replacement/repair work. The road will be closed between the Village Line and Red Rock Road, approximately 600 feet north of Pearl Street. The road will be opened by the end of the day each day. State Police arrested 26 year old Danny Clark of Tunkhannock, Pennsylvania for Driving While Ability Impaired by Drugs, Criminal Possession of a Controlled Substance and Criminal Possession of a Weapon, after a traffic stop on Main Street in Unadilla. After performing Standardized Field Sobriety Tests, Clark was arrested, he was found to be in possession of illicit drugs and brass knuckles, he was issued appearance tickets to the Unadilla Town Court on October 22.

Governor Kathy Hochul today announced that 65 New York National Guard Soldiers and Airmen have been deployed to Florida to assist the Florida National guard in responding to Hurricane Milton. The New York National Guard will deploy to Jacksonville, Florida. The New York National Guard currently has 48 Soldiers and Airmen deployed, including Army engineers and CH-47F Chinook heavy lift helicopters on storm response missions in North Carolina.

Motor vehicle fatalities in New York state rose 25.8% from 2019-2022, the highest level in a decade, as the number of vehicle miles travelled, licensed drivers, and traffic accidents have declined, according to a report by State Comptroller Tom DiNapoli. There were 1,175 traffic fatalities in New York in 2022, which was the highest number since 2013. This increase coincides with a 7% decrease in vehicle miles travelled and a 12.5% decline in traffic accidents in New York in this period. Regionally, the North County had the highest per capita fatality rate in 2022 at 12.9 per 100,000 people.

Delaware County Sheriff's Office announced that 2 people survived a plane crash in Delaware County Saturday Night in the town of Franklin. The pilot was 72 year old Ron Galuppo of Texas, the passenger was his son, 22 year old Nathan Galuppo, of Texas. Delaware County 911 was alerted by Air Traffic Control in Boston Massachusetts about a mayday transmission from a plane experiencing engine failure, they also received a call about a small plane crashing near a residence in Franklin. Both men crashed while attempting to fly home to Texas from Maine, they were taken to Delaware Valley Hospital in Walton after they were able to escape the wreckage of their plane, they suffered only minor injuries, Delaware County Sheriff’s Office was assisted by the Federal Aviation Administration with the investigation.
Delaware County Sheriff's Office arrested 42 year old Leslie McClenon of Walton for DWI, Aggravated Unlicensed Operation of a Motor Vehicle & several other Traffic charges. On August 13th Deputies observed a car entering an intersection was nearly struck by another vehicle running a red light. Deputies conducted a traffic stop, McClenon had her driving privileges suspended and was operating the vehicle while intoxicated, she was released on appearance tickets and directed to appear at the Town of Walton court at a later date to answer for the charges.

Binghamton Police arrested Ismael Sanchez of Rockingham, North Carolina, who was wanted by Police in Richmond County, on an arrest warrant for assault with a deadly weapon with intent to kill, robbery with a deadly weapon, and conspiracy to commit robbery. Sanchez was arrested after a search warrant was executed at a Wilson Street apartment by the Binghamton Metro SWAT team. He was taken to Binghamton Police Department where he was arraigned as a fugitive from justice and remanded to Broome County Jail pending extradition back to North Carolina.

Chenango County Sheriff's Office arrested 33 year old Brandon Cullipher Of Plymouth On May 31, for DWI, Driving with a .08% BAC or Greater, and Aggravated DWI for driving while a child under the age of 16 is in a motor vehicle. Cullipher was observed driving a vehicle with no affixed inspection sticker on the windshield, he is also accused of driving the vehicle with an open container, with passengers under the age of 16. Cullipher was taken into custody, processed and released on an appearance ticket, to appear in the Town of North Norwich Court at a later date.

The Delaware County DPW announced road work on county Routes 16 and 21 will take place in the coming weeks. Pavement rehabilitation work began today on county Route 21, from at the Walton village line heading north about 6 1/2 miles, that project will be complete by June 30. The department will begin work on county Route 16 on Monday, June 5, starting in Treadwell and progressing to state Route 10 in Fraser. that project should be completed by June 15. Drivers should expect extended delays during this work. Alternate routes are suggested.

The 61st General Clinton Canoe Regatta was held over the Memorial Day Weekend, with over 1500 paddlers ranging in age from 5 to 83, low water & the Hot Sun made things difficult for the 70 mile racers.

The 4 Person Pro Division Winners were New York Paddlers Ed Curley, Ben Schlimmer, Jake Crotser & Patrick Madden, Curley summed up the conditions to WCDO after the race:

The 4 man team beat the 2nd place canoe by about 20 minutes.

In the C1 Pro Race, Canadian Christoph Marchan also won by over 20 minutes with a time of 8:55:17, it was only his 2nd time at the Clinton Regatta, he told WCDO of his strategy:

In the 2 person pro endurance race, Canadian Steve Lajoie won for the 12th time with Michigan paddler Wes Dean, , it was his 1sty pro win, , taking home the $3,000 winning purse, they talked to WCDO's Craig Stevens after the race:

The pair finished 1st in the mixed Pro Division & 12th overall, it was Chamberland's 2nd 70 mile finish at the Clinton regatta.
Attorney General's Office of Special Investigation released its report on the death of Roger Lynch on August 6, 2021 in Franklin, which included review of radio transmissions, body-worn camera footage, and interviews. The investigation determined that a prosecutor would not be able to disprove justification beyond a reasonable doubt at trial & criminal charges against the State Trooper who shot Lynch are not warranted. On the evening of August 5th, members of several police agencies responded to a residence on Bob Holloway Road in Delhi, following reports that an individual had been shot, they learned that Lynch had shot multiple times at 1of the residents before driving away, Lynch was found at his house, he came out with a gun aimed under his chin. When the sergeant told him not to shoot himself, Lynch then leveled his shotgun on his shoulder and took aim at a trooper & 1 of the troopers fired his rifle at Lynch, who fell back into the house, where he was pronounced dead.

The Survey Team at the National Weather Service in Binghamton confirmed that there was an EF2 tornado in Sullivan County Saturday evening, with estimated maximum wind speed of 115 mph, it had a path of nearly 10 miles and a maximum width of 300 yards. A tornado touched down north of Jeffersonville, along Callicoon Center Road, damaging trees, it moved north, where with damage to trees & structures, including a 180 foot truss tower that collapsed, The tornado continued north to the Roscoe area with uprooted trees, & some damage to structures along Dutch Hill Road, it lifted as it approached Rockland. Fire Fighters from Franklin, Sidney Center & Wells Bridge responded to a Franklin barn & brush fire. Thursday afternoon at about 3:45 PM. Firefighters were at the scene until about 8:30 PM, no injuries were reported.
The Town Of Guilford will hold a special Board meeting Tuesday at 6:00 PM at the Town Hall on Marble Road. The meeting will be informational featuring representatives from Invenergy & Northland Power, Town of Guilford residents are urged to attend the meeting.
Binghamton Police arrested 28 year old Christopher Frederick for 2nd degree attempted murder, criminal possession of a weapon and first-degree criminal use of a firearm, in connection with a shooting that occurred on Binghamton's North Side on February 25th, following the report of several shots being fired, and where a 22 year old man was injured with a gunshot wound to the chest. Frederick was arrested without incident in Endwell, he was arraigned in Binghamton City Court and sent to Broome County Jail.
NBT Bancorp Announced that the shareholders of Salisbury Bancorp, voted to approve the proposed merger of Salisbury with NBT. The proposal was announced last December, Salisbury has 14 banking offices in northwestern Connecticut, the Hudson Valley region of New York, and southwestern Massachusetts.

35-year-old Bruice Jeffrey of North Norwich was arrested by Chenango County Sheriff's Deputies Sunday after allegedly stealing more than $130,000 from an elderly person. The arrest followed an investigation into Jeffrey started by a claim from the Chenango County Social Services Department, he is accused of stealing from an elderly person's account for 7 years. Jeffrey was charged with 3 counts of grand larceny and petty larceny, he was released with an appearance ticket and is due back in court at a later date.
Delaware County Sheriff's Office arrested Timothy Taylor of Franklin for Endangering Welfare of a Child and Sexual Misconduct Taylor is accused of performing sexual acts with a 15 year old female in the Town of Hancock. Taylor was processed and issued an appearance ticket to appear before the Hancock Town Court at a later date.
Governor Hochul announced that approximately $110 million was awarded to 86 projects through 2 grant programs to improve water quality across the state. Locally, Town of Chenango will get $10 Million for a new treatment technology at its Northgate facility to help meet State standards and improve water quality by reducing the amount of phosphorus entering the Chenango River and the Chesapeake Bay watershed.

Otsego County Sheriff's Office arrested 22 year old Vanessa Brewer of Unadilla following a traffic stop in the Town of Oneonta on January 30th. Brewer is accused of operating a motor vehicle on a public highway with a suspended driver’s license, she was ordered to appear in the Town of Otego Court at a later date.

The Broome County Special Investigations Unit Task Force arrested 5 people recovering tens of thousands of dollars in narcotics and illegal weapons. On Wednesday, Task Force members executed a search warrant at 127 Washington Avenue in Endicott, seizing 32.8 Grams of Fentanyl, plus black tar heroin; Suboxone strips; drug paraphernalia, Methadone Pills; weapons and $2,137.00 in suspected drug proceeds, they arrested Chase Tiffany of Binghamton & Paul Reed of Endicott. On Thursday, Task Force members conducted a traffic stop on I- 81 in the Town of Chenango, they seized 1,100 grams of Fentanyl, Forged identity documents & $1,994.00 in suspected drug proceeds, they arrested Adolofo Del Rio De Jesus of the Bronx, Franklin Valdez of the Bronx & Carlos Valdez of North Providence, Rhode Island, who is a previously deported felon originally from the Dominican Republic, All were transported to the Central Arraignment at the Broome County Correctional Facility.

Firefighters from Norwich, North Norwich, Plymouth & Sherburne responded to a structure fire at 145 Morgan Acres north of the City of Norwich Monday morning. Norwich Fire Chief Jan Papelino told WCDO News that a neighbor removed a dog, firefighters kept the fire from spreading further into the structure, which sustained sufficient damage, the investigation is continuing.
Delaware County Sheriff's Office have arrested 29 year old Victor Grandel of Brooklyn. Deputies responded July 2nd to an accident scene on County Route 21 in Franklin, where the vehicle had been reported stolen out of New York City in June, a search of the vehicle revealed a quantity of drugs, drug paraphernalia, a loaded firearm, and cash. 3 individuals occupying the vehicle were transported to the hospital for treatment of injuries, Grandel was taken into custody by Deputies and charged with Criminal Possession of Stolen Property & Criminal Possession of a Weapon, he was arraigned & was remanded to the custody of the Delaware County Correctional Facility pending a future court appearance. Arrest warrants were issued for the other 2 occupants of the vehicle.
Otsego County Sheriff's Office arrested 58-year-old Dale Beach of Franklin for criminal mischief for an incident last month. Beach is accused of damaging a vehicle by throwing rocks at it in the town of Otego, he was arrested and faces court action shortly.

The Franklin Fire Department responded Sunday night at about 7:30 pm to State Route 28 & Case Hill for a structure fire. Several area fire departments were called for mutual aid, firefighters were at the scene until about 9:30 pm, no injuries were reported, the cause of the fire is being investigated.
The Centers for Disease Control reports that 29 out of the 54 counties in New York State have a high number of COVID-19 cases. Counties in the "high" category on the CDC's COVID-19 tracker have more than 200 cases per 100,000 or have COVID-positive patients in more than 10% of hospital beds. The CDC said that residents of counties in the "high" category should wear masks indoors. Locally Broome County & most counties North & West of Broome are in the "high" category.

Delaware County Sheriff's Office arrested 24 year old Elizabeth Crandall of Meredith after Deputies observed a vehicle fail to stop at the stop sign at the intersection of County Highway 26 and State Highway 10 in Hamden. A check of Crandall’s driver’s license revealed that her driving privileges were suspended for failure to answer a summons out of the Town of Franklin Court. Crandall was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Failure to Stop at a Stop Sign, and Operating a motor Vehicle with an Obstructed View, she was released on and directed to appear at the Hamden Town Court on a later date.
Delaware County Sheriff’s Deputies responded to a one car Motor Vehicle Accident on Prospect Ave in the Village of Walton on October 17th. 31-year-old James Young of Walton was traveling north on Prospect Avenue when his vehicle exited the roadway and impacted a section of guidewire, Young’s ability to operate a motor vehicle was impaired by alcohol and drugs at the time of the collision. Young was charged with Failure Maintain Lane, Speed Not Reasonable and Prudent, Driving while Intoxicated, Driving While Ability Impaired by Drugs, and Aggravated Leandra’s Law DWI for operating a motor vehicle while under the influence of drugs with a child less than 15 years of age in the vehicle. Young was released with tickets returnable to the Village of Walton Court at a later date.

State Police responded to a 3-vehicle crash in the town of Guilford Sunday night shortly before 8:00 PM. Troopers and multiple EMS and fire personnel responded to the intersection of County Road 35 and State Highway 8, where a Dodge Pickup traveling eastbound on County Road 35 and a Ford Fusion was traveling north on State Highway 8. The Dodge Ram entered the intersection and struck the Ford Fusion then struck a Subaru Forester which was stopped at the intersection on County Road 35. The operator of the Fusion was a 36-year-old female of New Bedford, Massachusetts, & the passenger was a 30-year-old female of Port Leyden, New York, they were taken to Wilson Hospital with serious injuries. A 5-year-old female, a 7-year-old female and a 3-year old female all of Port Leyden, were transported to Tri-Town Hospital with non life-threatening injuries. The 69 year old man driving the Dodge was evaluated at Tri-Town Hospital and released. His passenger, a 37-year-old male was not injured. The operator & a passenger in the Subaru were taken to Tri-Town Hospital then to Wilson Hospital. The crash remains under investigation.
Sidney Police Department received a complaint Friday Morning of a fight in progress in the parking lot of the Smiley's convenience store on West Main Street. The investigation revealed that it was a home invasion at the residence above the convenience store. 2 males entered 17 West Main Street by force, they took a small safe or lock-box, they got into a physical altercation with a resident, a witness called 911 and also give a description of the vehicle & license plate number. State Police assisted & arrested 22 year old Lucas Tanner of Franklin, Friday, he was charged with 2nd degree Burglary, 2nd degree Robbery, plus Conspiracy & Petty larceny, he was arraigned in Village of Sidney Court & was remanded to the Delaware County Jail on $25,000 bail. The 2nd suspect is still at large and is expected to be identified & arrested shortly.

The State Department of Transportation announced that State Route 28 near Frank Slawson and Epps roads in the town of Franklin will close September 7th, for a culvert replacement over Knapp Brook. DOT Officials stated that motorists on State Route 28 will be detoured to take state Route 23 to Davenport Center and then take county Highway 10 to Meridale to connect back to state Route 28, the project is expected to be completed on September 22nd.

Governor Kathy Hochul has directed the State Department of Health to institute a universal mask requirement in all public & private schools, as determined necessary at the discretion of the Commissioner. The Department of Health will issue the requirement through regulatory action established by the Public Health and Health Planning Council. Governor Hochul will also pursue options to mandate vaccines for school employees or require weekly testing in the absence of vaccines and will continue to work with the Department of Health and the Legislature on establishing the mandate.
The American Red Cross continues to urge people to donate blood, as the severe Blood Shortage continues. Donors are strongly urged to give today at the Broad Street Methodist Church in at 74 North Broad Street in Norwich from 9:00 AM to 2:00 PM. State Troopers & local fire Departments responded to a bus fire in the northbound lanes on I-81 Thursday.  42 people were on the bus, 4 were injured; 1 person transported to Wilson Hospital for burns, 2 were taken to Binghamton General for smoke inhalation and 1 person was treated at scene.  Both northbound lanes were shut down for several hours just north of exit 7 Castle Creek, the highway was fully re-opened at about 6:20 PM.

Governor Cuomo announced today that 10 more states have been added to the list where individuals traveling from those states must quarantine for 14 days.  The new states are Alaska, Delaware, Indiana, Maryland, Missouri, Montana, North Dakota, Nebraska, Virginia and Washington Meet Metrics to Qualify for Travel Advisory, the state of Minnesota has been dropped from the list.  The 31 states are listed at coronavirus.health.ny.gov.
The murder & arson fire cover-up case of 16 year old Jeffrey Franklin of the town of Guilford, will be featured on the Investigation Discovery Channel tonight at 10:00 PM on the program "The Murder Tapes” Franklin was the disabled teenager killed by his parents Ernest & Heather Franklin, who then tried to cover up the boy's death by setting the family residence on fire, closely echoing the plot of the movie "Manchester By The Sea", the incident occurred back on February 28th 2017.

On Tuesday afternoon, Delaware County Sheriff's Deputies,
& State Police responded to a 2 car motor vehicle accident on State Highway
357, near Lawton Hill Road, in the Town of Franklin.  Deputies reported that 55 year-old Robert Ray
of Bainbridge travelled into the opposing lane & struck an on-coming
vehicle driven by 89 year-old Richard Dickson of Jensen Beach, Florida.  The Dickson vehicle subsequently ran off the
roadway and overturned in a ditch. Richard Dickson, and his 90-year-old
passenger, Helen Dickson suffered minor injuries and were transported to A.O.
Fox Hospital for treatment. Deputies later issued Ray traffic summonses for
failure to keep right and failure to wear a seatbelt.
Otsego County Chamber will host their state Mandated
Anti-Harassment Policies and Sexual Harassment Training on Wednesday, October
9th at 1:00 PM at Northern Eagle Beverages at 41 Browne Street in Oneonta.   The State mandates ALL employers adopt a
sexual harassment prevention policy as well as to train ALL employees on sexual

The Susquehanna SPCA announced that they will break ground
on their new animal shelter on Saturday August 24th.  The New Shelter will be about 1 mile north of
the current facility on State route 28 near Cooperstown.

Ernest Franklin of Guilford was sentenced in Chenango County
Court Monday, to 21 years to life in state prison, for the murder of his
adopted and disabled teen son Jeffrey, and starting a fire at the family home
to cover it up, in February of 2017.
Franklin planned the murder with his wife, Heather Franklin, who
accepted a guilty plea to manslaughter; she has not been sentenced for her role
in the murder.

State Police arrested 36 year old Joshua Brown of West
Monroe, for Criminal Possession of a Controlled Substance, Driving While
Ability Impaired by Drugs. Troopers responded to County Road 32 in the town of
North Norwich for a 1-car accident, they located the vehicle in a corn field
with Brown behind the wheel.  Brown was
transported to Chenango Memorial Hospital for an evaluation.  An investigation yielded suspected
concentrated cannabis, LSD, mushrooms and Marihuana wax.  Brown was arraigned in the town of Norwich
court and remanded to the Chenango County Jail on $5,000 cash bail or $10,000
property bond.

State Police are looking for a man accused of damaging an
ATM on North Canal Street in the village of Oxford, on June 8th.   The suspect is described as a heavy set
white male wearing a gray sweatshirt, black and gray shorts, had a Dallas
Cowboys hat on backwards and has a tattoo on his left calf.  Anyone with information is asked to call the

Ernest Franklin of Mount Upton is seeking a retrial, after
being found guilty of murdering his special needs stepson Jeffrey, and setting
fire to the family residence to cover up the murder.  Franklin was due to be sentenced in Chenango
County for the murder arson & tampering with physical evidence charges when
the motion for a retrial was filed.
Ernest Franklin's wife Heather pleaded guilty to manslaughter, arson and
evidence tampering for her role in the case.

is underway today in Chenango County Court. Franklin & his wife Heather are
accused of murdering the special needs son Jeffrey in the family home &

3 men were arraigned in federal court Wednesday on charges
connected to the bank robbery at the M&T Bank branch in North Greenbush
Tuesday morning.  Christopher Cohn and
Ulysses Walls were both charged with bank robbery offenses. A third man,
Quardel Valentine, was charged with conspiracy. 1 bank teller was grazed by a
bullet in the arm, as the 3 assailants fired their weapons upon leaving the
M&T bank, descriptions of the getaway car led police to a nearby motel
where the 3 were arrested.

Sheriff’s Deputies arrested 26 year old Philip Misner of Oneonta, New York on
one count Aggravated Unlicensed Operation 3rd degree following a traffic stop
on State Highway 357 in the Town of Franklin. Misner was additionally charged
with Unlicensed operator, Speed over 55 zone, Operating a motor vehicle with
registration suspended or revoked, and was released on tickets returnable to
Franklin Town Court at a later date.
A Town of Worcester
resident was arrested by the Chenango County Sheriff’s Office for one count of
Aggravated unlicensed operation, following a traffic stop in the Town of
Norwich.  38 year old Shawn Finch was
allegedly operating a motor vehicle with a suspended license. Finch was taken
into custody and arraigned in the Town of North Norwich Court where he was
released on his own recognizance. Finch is to appear in the Town of Norwich
Court at a later date.

Fire Fighters from Otego, Wells Bridge, Franklin & West Oneonta responded last night to the report of a structure fire on County Road 7 in Otego. All of the occupants escaped without injury, fire investigators are trying to determine what started the fire.
State Police at Troop C in Sidney announced that an elderly woman Otsego County woman, who had been reported missing, was found safe Wednesday afternoon. 89-year-old Belle Lord of the town of Otsego had left in a Toyota convertible with North Carolina plates, she was found in good condition and was returned to her family.

Norwich Police and the Chenango County Sheriff's Office announced the arrests of 37 year old Andres Figueroa & 46 year old Lourdes Medina of Norwich on charges of Criminal sales of a controlled substance & criminal nuisance. In Monday’s 70 mile 2 person pro race, Andy Triebold & Steve Lajoie from Quebec took 1st place for the 8th time together, beating 2nd place finishers Serge Corbin & Guillaume Blaise by just under 5 minutes. WCDO’s Craig Stevens spoke with Triebold about beating the 28-time winner Serge Corbin:
