State Police arrested 26 year old Ryan Gregory of Coram, Wednesday following a neighbor dispute that resulted in a man shot on Houghtaling Hollow Road in the Town of Meredith, Gregory allegedly shot the victim and 2 unoccupied vehicles. A 57-year-old male from Meredith sustained non-life threatening injuries and went to A.O. Fox Hospital in Oneonta, he was later transported to Albany Medical Center for further treatment. Troopers located Gregory at his local residence where he was in possession of firearms and refused commands to surrender, after several hours, Gregory surrendered and was charged with Attempted Murder, Criminal Use of a Firearm & Additional charges are likely. Gregory was processed then transported to the Delaware County Jail for Arraignment.
A Troy New York man wanted as a suspect in a shooting investigation was apprehended by the Broome County Sheriff’s Strategic Response Group and taken into custody within 5 minutes of his vehicle triggering a license plate reader in the City of Binghamton. On Wednesday, local law enforcement received an Attempt to Locate bulletin from the Watervliet Police Department regarding a possibly armed male suspect and vehicle wanted in relation to a shooting investigation in Watervliet. The vehicle was located in Binghamton, a traffic stop was conducted at a fast food drive through lane the unidentified suspect was taken into custody, members of the Watervliet Police took custody of the suspect and he was returned to answer for his charges.
Attorney General Letitia James today announced that 74 year old Miles Marshall of Hamilton was sentenced to 4 to 12 years in prison for operating a Ponzi scheme that fraudulently stole more than $50 million from 988 investors in Madison County and other nearby counties. Marshall convinced unsuspecting clients to invest millions of dollars into his so-called "Eight Percent Fund," claiming that their funds would be primarily used for real estate investments, Instead, Marshall used the funds to pay investment returns to prior investors, cover the expenses of his other businesses, and to fund shopping trips, vacations, and restaurant visits. Marshall's scheme lasted three decades, and in April, he pleaded guilty as a result of investigation.

The Broome County Sheriff's office arrested 61 year old MD Omar Faruk and 39 year old Mohammad Rahman for Criminal Tax Fraud, Possession or Transport of Unstamped or Unlawfully Stamped Cigarettes following an investigation into the illegal sales of cigarettes, vapes and marijuana in the Town of Colesville. On February 12th, the Sheriff’s Office, the Special Investigations Unit Task Force & the Broome County Health Department conducted a flavored nicotine vape compliance check at the Empire Plaza gas station, a search warrant uncovered illicit flavored nicotine vapes, marijuana products, untaxed cigarettes and $18,346 in Cash. Faruk was released with an appearance ticket to the Town of Colesville Court, Rahman was turned over to U.S. Border Patrol, as he had failed to appear for immigration proceedings.

Delaware County Sheriff's Office arrested 26 year old Jacob Roman of Walton with 2 counts of Grand Larceny, and 1 count of Burglary, On October 18th, Deputies were dispatched to Benton Avenue in the Village of Walton for a reported Burglary in Progress where they located, identified and arrested Roman. On November 21st, Deputies located and arrested Roman on new charges after it was alleged that he had taken the victim’s credit card and made numerous purchases on the card which amounted to over $1,500 without authorization. Roman was transported to the Delaware County Correctional Facility for arraignment.

State Police & Local Law Enforcement Agencies around the State New York State will increase patrols during the holidays to combat issues like impaired and reckless driving, and to deter other crimes like robbery and larceny. The patrols will include both visible enforcement, such as checkpoints, as well as unmarked vehicles mingle with traffic to catch distracted drivers.
The 14th Annual Holiday Craft Fair will be held by the Bainbridge Guilford Teacher's Association on Saturday from 9:00 AM to 1:00 PM in the BG High School Gym. 33 year old Corey Green of Vestal was sentenced in U.S. District Court to 19 years in federal prison for his role in a drug trafficking conspiracy spanning the United States. Green admitted that he possessed, distributed, and conspired to distribute large quantities of fentanyl, heroin & Methamphetamine in and around Broome County, he also admitted to possessing 3 handguns and 2 AK-47 style weapons to further his drug-trafficking activities, while being prohibited from possessing firearms due to previous convictions, & conspiring to launder his drug-trafficking proceeds. Green was sentenced to a 19 year prison term, concurrent 3 and 5-year terms of post-release supervision, and a money judgment of over $185,000 of unrecovered proceeds from his drug trafficking. Co-conspirator Michael Jacobs of Endicott, was previously sentenced to 10 years and 10 months term of imprisonment & 5 years of post-release supervision.
21 year old Joziah Worthington was sentenced following his convictions after trial in Broome County Court, Criminal Possession of a Weapon in the 2nd & 3rd Degree, to 9 years in a State Correctional Facility with 5 years of post-release supervision for 1 charge, and 7 years in prison with 3 years of post-release supervision for other charge, to run concurrently. Worthington was arrested by state Police in 2024 in Johnson City, for illegally possessing a firearm as well as a large capacity ammunition feeding device capable of accepting 31 rounds, loaded with 25 rounds, Worthington’s DNA being found on the firearm.
Chobani announced that at the East Park Bandstand in Norwich last Saturday, following the 30th annual Norwich Parade of Lights, More than 30 Chobani volunteers distributed 3,000 cases of Chobani products, to thank the community. Chobani will also participate in the annual tree-lighting ceremony at Hyde Park in New Berlin on December 6th, employees plan to give out over 200 cases of yogurt to local families.
NBT Bank presented the United Way of Mid Rural New York with a check for $190,000 to help fund programs that provide financial stability, education and health resources for individuals and families in Chenango, Delaware, Madison and Otsego counties. NBT Bank employees donated $95,000 to the United Way’s annual campaign through personal contributions, and the company matched that amount with an additional $95,000.

The Delaware County Sheriff’s Office has been officially awarded Civil Re-accreditation by the New York State Sheriffs’ Association for the period commencing October 2025, through October 2030. Sheriff DuMond told WCDO news what this means:

DuMond said that about 30% of law enforcement agencies across the state earn the Civil Accreditation.
State Police Organized Retail Theft Task Force has recovered more than $2.6 million in stolen goods statewide since launching new initiatives to curb retail theft in April 2024. Across 1,006 operations, State Police and local law enforcement partners have made 1,224 arrests and filed 2,146 charges, which translates to a 13% decrease in retail theft year-over-year in municipalities outside of New York City, for the 1st 6 months of 2025.
Broome County Sheriff's Office arrested 22 year old Ross Guglielmetti of Deposit,on a number of charges, following a pursuit through Broome, Chenango & Otsego Counties. Guglielmetti was charged with Criminal Possession of Stolen Property, Tampering with Physical Evidence, Unlawful Fleeing a Police Officer in a Motor Vehicle, Obstruction of Governmental Administration, Reckless Endangerment & resisting arrested, he face court action at a later date.
The New York State Department of Health has sent out an alert, warning New Yorkers or a new scam. Health department officials stated that Telephone scammers are mimicking the Department, some New Yorkers have been receiving phone calls from people identifying themselves as a Department of Health Employee, they will ask for information about a controlled substance prescription, adding to the confusion, the caller ID may even say the caller is from the Department of Health. Officials said that the Health Department will not make such calls to private citizens, they advise people who receive these calls to hang up & alert local law enforcement.

The City of Norwich Police Department arrested 51 year old Delf King of Norwich for 2nd & 4rd Degree Robbery, plus criminal mischief & Grand larceny, following an investigation of a robbery in the City on April 6th. King is accused of attacking a victim on East Main Street, causing multiple bleeding injuries, & forcibly stole the victim's cell phone, and smashed it, he then retreated to his residence, retrieved a firearm, and pointed it at the victim. King appeared in Chenango County Arraignment Court where bail was set at $5,000 cash, He was remanded to the Chenango County Correctional Facility and will appear in City of Norwich Court at a later date.
Chobani announced that the City of Rome Planning Board approved Chobani's plan to build a facility, consisting of 8 buildings. A new design was required as the FAA said parts of the original facility were too close to the runway of the Griffiss Airport, and the 130 foot building is being moved to another part of the campus.

Local government sales tax collections totaled $11.9 billion in the first half of 2025, an increase of 3.7% compared to last year, according to State Comptroller Tom DiNapoli. 86% of counties experienced a year-over-year increase in first-half collections, with Hamilton County seeing the highest growth at 14.6%, followed by the counties of Delaware (12.9%), Orleans (12.1%) and Chenango (11.7%). Nearly 75% of cities outside of New York City that impose their own sales tax experienced growth in the first half, with Norwich having the largest increase at 19.3%.

The horse is a neutered male, He is grey with flecks of red and has a darker muzzle. Governor Kathy Hochul declared a state of emergency in 32 New York counties after severe thunderstorms resulted in 3 deaths and thousands of power outages across parts of the state, and due to the forecast of extreme heat expected to last through Wednesday. The National Weather Service has confirmed a tornado touched down early Sunday morning in Clark Mills, 3 people were killed from the Storms, The state of emergency exists in Broome, Chenango, Delaware & Otsego Counties locally.
Broome County Sheriff’s Office received a report of a stolen rental car, where the victim stated that he had rented an SUV from Enterprise, but it had been stolen by his girlfriend, Christine Turner, who took the vehicle to Rochester and would not be returning the rental. On Friday, the missing SUV was located in Binghamton, patrols attempted a traffic stop, but Turner failed to comply, she eventually stopped & was forcibly removed from the vehicle, and her passenger, Christina Yacalis, were both placed into custody. Turner was charged with Grand Larceny, Criminal Possession of Stolen Property, Criminal Possession of a Controlled Substance, Obstruction of Governmental Administration & Multiple traffic violations, Yacalis was charged with Criminal Possession of Controlled Substances, both were arraigned and were released on appearance tickets returnable to the Town of Maine Court & City of Binghamton Court.
State Police conducted an Underage Drinking Detail in Chenango County Thursday. All of the businesses checked were in compliance and did not sell alcohol to an underaged operative. Businesses that complied included area Mirabito Quickway stores, Stewarts Shops, Speedways & privately owned liquor stores in Norwich, & Sherburne. During these investigations, businesses are checked utilizing a Trooper in plain clothes and one or several underage operatives who cannot lie about their age or provide a false date of birth.
The State DEC announced several proposed regulation changes to streamline use and reporting of hunting tags and provide new deer hunting opportunities. First, DEC proposes a process for using electronic carcass tags for deer, bear, and turkey. Second, DEC proposes to provide a replacement regular season deer tag to youth hunters who successfully use that tag during the Youth Big Game Hunt weekend. Norwich Police Department, and New York State Parole concluded an investigation into a Level III Sex Offender who was using social media without registering his account, as well as violating his parole conditions. Additionally, the Chenango County Sheriff’s Office has separate charges as well. 44 year old Joshua Clifton of Norwich was charged with, Failure to Register & on a State Parole Violation Warrant, for allegedly using an unregistered Instagram account where he had access to juveniles and activity in violation of his Level III Sex Offender status, Clifton is being held at the Norwich Police Department, pending arraignment, The investigation is ongoing, and more charges are expected.

The Otsego County Health Department reported that a raccoon in the town of Laurens, tested positive for rabies. All people & animals exposed to the raccoon are receiving medical care. Delaware County Sheriff's Deputies arrested 37 year old Matthew Walsh of Sidney For 3rd degree Grand Larceny. Walsh was arrested last August on multiple felony and misdemeanor charges related to an identity theft investigation, earlier this week he was additionally charged with Grand Larceny, Walsh was located with the help is the Sidney Police Department, Walsh was turned over to the Delaware County Correctional Facility Centralized Arraignment where he was released on his own recognizance and directed to appear at the Village of Sidney court at a later date to answer for the charge.

The Otsego County Sheriff’s Office arrested 33 year old Gary Garbera of Oneonta following an investigation into a property damage motor vehicle accident on East Street in Oneonta. Garbera fled the vehicle and after a search of the immediate area, he was located and taken into custody without further incident. Garbera was charged with Criminal Possession of a Firearm, Criminal Possession of a Controlled Substance, Criminal Use Drug Paraphernalia, Resisting Arrest, Felony DWI, Operating Motor Vehicle Impaired by Drugs, Aggravated Unlicensed Operation and Numerous NYS Vehicle and Traffic Law Violations, he was processed and released on an Appearance Ticket returnable to Town of Oneonta Court at a later date.
New York State Office of General Services will hold the 5th annual celebration of Dr. Martin Luther King Jr.'s life and legacy, with guest speakers, live performances, and the premiere of the 2025 film tribute “We Press On: New York State Celebrates the Legacy of Dr. Martin Luther King Jr.”. Otsego County Sheriff's Office arrested 40 year old Timothy Melius of Pittsfield following a visit by the Otsego County Probation Department. Melius was charged with Criminal Possession of a Weapon & 3 counts of Criminal Contempt for possessing of firearms & ammunition despite having multiple court orders prohibiting him from possessing them. Melius was taken in to custody and transported to the Otsego County Sheriff’s Office for processing, he was issued an appearance ticket returnable to the Town of Pittsfield Court for the above charges. The defendant was then transported to the Otsego County Probation Department where he was processed on a probation violation and arraigned in the presence of an Otsego County Court magistrate. Following arraignment, the defendant was remanded to the Otsego County Correctional Facility to await further court proceedings.

Delaware County Sheriff's Office arrested 3 Walton residents on multiple Drug charges stemming from a narcotics investigation. On September 4, the Sheriff’s Office Special Response Team, executed a no knock search warrant at a residence on State Highway 10 in the Town of Walton, they arrested 43 year old Benjamin Pankiewicz, 22 year old Gage Pankiewicz & 37 year old Ashley Calabrese, all of Walton on a number of drug charges, A quantity of Methamphetamine, Fentanyl, drug packaging & processing equipment were seized, as well as a firearm and approximately $1,000 in cash. All 3 were arraigned, Benjamin and Gage Pankiewicz were were released to reappear at a later date, Ashley Calabrese was remanded to the Delaware County Jail on $7,500 bail.
Law enforcement agencies throughout State have increased patrols through this Saturday, for Speed Awareness Week, which is a high-visibility enforcement campaign, supported by funding from the Governor’s Traffic Safety Committee to stop speeding and prevent avoidable crashes caused by unsafe speed. In 2023, there was 33,844 crashes and 18,833 killed or injured in New York State.

State Police were dispatched Friday afternoon to a crash involving a dump truck into a residence on Old Plank Road in the town of Sanford. A 29-year-old male who was operating the dump truck was pronounced deceased at the scene, 3 people were inside the residence at the time of the crash, with a 10 year-old male airlifted to Albany Medical Center for injuries. A 22-year-old male was not injured. A 40-year-old female was treated by EMS at the scene. The investigation is on-going.
Governor Kathy Hochul requested a Major Disaster Declaration from President Biden to support the ongoing recovery efforts of communities impacted by the severe weather caused by the remnants of Tropical Storm Debby that occurred on August 8 – 10. If granted by the federal government, this declaration would provide federal funding for a number of Counties including Broome & Delaware Counties locally, to cover debris removal, emergency protective measures and repairs to public buildings and infrastructure.
3 people were arrested following a traffic stop by the Broome County Sheriff’s Strategic Response Group on Matthews Street in Binghamton last Wednesday night. Patrols determined that the vehicle had no insurance, was unregistered, uninspected and all 3 occupants had suspended driving privileges, deputies observed a pistol partially concealed on the floor of the vehicle, a search of the vehicle revealed methamphetamine, & a digital scale. Officers arrested 26 year old Stanley Conklin of Binghamton, 39 year old Jorge Cortina of Binghamton & 31 year old Christen Sterling of Johnson City were arrested on a number of drug & weapons charges, with Conklin also facing 10 traffic violations. All 3 were transported for arraignment and are currently in custody at the Broome County Sheriff’s Correctional Facility.
3 people were taken to Wilson hospital after a BC Transit bus crashed into a light pole on the west side of the Oakdale Commons complex in Johnson City. The incident happened shortly after 8:30 AM, near the former Burlington Coat Factory store. State Police announced that troopers issued 6,876 tickets during a special STOP DWI traffic enforcement period over Super Bowl Weekend. State Police increased patrols and conducted sobriety checkpoints to deter, identify and arrest impaired drivers, they arrested 139 people for DWI, and investigated 245 crashes, which injured 37 people. State Police did not respond to any fatal crashes during the weekend. In Troop C there were 465 tickets issued, including 13 for DWI & 102 for speeding & 11 for distracted driving.
Port Dickinson Police and Broome County Sheriff’s Deputies responded Sunday to Port Dickinson for a report of gunfire and possible domestic dispute. Upon arrival, a female victim was located with minor injuries from a dispute with her boyfriend, who was located shortly afterwards. Law enforcement located several shell casings, both parties sustained minor injuries and the female was transported to a nearby hospital & were treated & released, neither party was cooperative with the investigation and the handgun used to fire the shots was not located. Chenango Street was closed for a few hours while Detectives processed the scene and canvassed the area for property damage and witnesses. No person sustained injuries from the firearm being discharged and no charges have been filed. During the initial crime scene investigation, a vehicle struck a Trooper car that was blocking the roadway & drove through the scene, nearly striking a Detective. That vehicle was located nearby and the operator, 37 year old Helene Delnegro of Port Dickinson was charged with DWI, Reckless Endangerment & Obstructing Governmental Administration.
New York State Public Service Commission adopted a $200 million New York State energy bill credit to be administered by the large electric and gas utilities on behalf of their customers. The energy bill credit is a one-time credit using State-appropriated funds to provide energy bill relief to more than 8 million directly metered electric and gas customers, more than $1.4 billion has been or will be made available to New York consumers to help offset energy costs in 2024.
SUNY campuses are investing nearly $10 million in State funding to increase their mental health services and support for students, faculty, and staff, at 28 campuses. The plans call for Hiring more staff to support students, Entering tele-counseling contracts to provide more access to therapy, Extending counselor contracts to provide services over the summer months. 36 year old Ryan Wood of Sidney appeared in Delaware County Court Wednesday and was arraigned on a sealed indictment. A 1 Count Indictment was unsealed, charging Wood with Criminal Sale of a Controlled Substance, for allegedly selling fentanyl in the Village of Sidney on September 18, 2023. Wood pleaded not guilty to the indictment, he was released from custody, if he is convicted of this crime, he faces a maximum sentence of 9 years in state prison and up to 2 years of post-release supervision.

U.S. Senate Majority Leader Chuck Schumer and U.S. Senator Kirsten Gillibrand announced over $157 Million Dollars in federal funding is coming to New York to reimburse the State Division of the Budget for the cost of emergency protective measures taken during the COVID-19 pandemic. The State utilized equipment, materials, and contracts to implement protective measures to reduce and prevent the spread of the virus, which allowed testing center operations to run smoothly & ensure that thousands of New Yorkers could be tested to minimize the spread of the virus. NBT Bancorp announced that effective May 21st, John Watt will step down as NBT’s President and Chief Executive Officer. Watt will continue to serve on the Board of Directors and be named Vice Chairman in May. A Broome County Jury found Matthew Devaul of Binghamton, guilty of 3rd degree Burglary, and Criminal Mischief, he faces up to 7 years in New York State Prison. On November 17, 2022, Devaul unlawfully entered a residence in Binghamton and cut copper piping from the home, when confronted by the homeowner, Devaul fled the residence. Devaul refused to return to court while the jury deliberated & a warrant was issued for his arrest, and a sentencing date will be set once Devaul is located.

Broome County District Attorney Paul Battisti announced that a Broome County jury found Jerome Adams of Binghamton, guilty of Criminal Contempt. On March 22, 2023 Adams violated an order of protection that was issued just 5 days earlier, by going to the home of the protected party. During the trial, Adams also admitted that he had previously been convicted of Criminal Contempt in 2018, he faces up to 2-4 years in New York State prison. Sentencing is scheduled for April 26 in Broome County Court.
A.O. Fox Hospital leadership has reached an agreement with the New York State Nurses Association related to a collective bargaining agreement for registered nurses at A.O. Fox Hospital. Negotiations have successfully concluded after just a few months. The Otsego County Sheriff's Office held a public meeting Monday afternoon, Investigators announced that the occupant of 18 Richards Avenue, 60-year-old Desmond Moan, allegedly fired a gun inside his home severing a gas line. NYSEG was called to 24 Richards Avenue around 8 am Saturday after a report of the smell of gas, that was followed by another report at 14 Richards Ave for a similar issue, then 18 Richards Avenue exploded, the technician was uninjured. The Town of Oneonta code enforcement office has waived fees for building permits for those whose homes were damaged in the blast.
Delaware County Sheriff's Office arrested 31 year old Cachet Fernandez of Sidney on a sealed indictment arrest warrant issued out of the Delaware County Court. On Friday Morning, Broome County Sheriff’s Deputies, located and identified Fernandez, he was turned over to the custody of Delaware County Sheriff’s Deputies. The Delaware County Court issued a sealed indictment arrest warrant, stemming from Fernandez allegedly not reporting his new residence as a registered Sex Offender to the proper authorities upon moving. Fernandez was remanded to the Delaware County Jail to await arraignment in Delaware County Court at a later date.
The Governor's Office & the Public Employees Federation and Civil Service Employees Association announced an agreement to award nearly $3 million in backpay to more than 2,100 New York State employees who worked overtime during the COVID-19 pandemic. Starting this week, more than 1,700 PEF members and more than 400 members of CSEA will receive payments for work completed beyond traditional work hours at the height of the pandemic.
The Delaware County Sheriff's Office arrested 38 year old Richard Santiago of Masonville on a bench warrant, issued by the Village of Sidney. Deputies responded to Delaware County Correctional Facility where Richard Santiago was being arraigned on a separate charge. Deputies subsequently arrested 38-year-old Santiago on two active bench warrants issued by the Village of Sidney Court. Santiago was arraigned at Delaware County Central Arraignment Court, released on his own recognizance, and directed to appear in the Village of Sidney Court at a later date to answer for the charges.

Delaware County District Attorney's Office announced that 32 year old Courtni Baker of Sidney, appeared in Delaware County Court on September 25th and was sentenced for Aggravated Vehicular Assault. Baker had previously pleaded guilty to Aggravated Vehicular Assault and Aggravated DWI following a crash in February in the Village of Sidney, where she struck 14 year old Anielle "AK" McEwan Lomnicki as she was walking home from school. Judge Hubbard sentenced Baker to an indeterminate term of state prison having a minimum of 4 years and a maximum of 12 years for Aggravated Vehicular Assault, she was also sentenced to serve a concurrent 1-year sentence for her conviction of Aggravated DWI. The Court imposed fines totaling $2,270.00 and ordered that the defendant’s driver’s license be revoked.
State Comptroller Tom DiNapoli has published a report detailing the economic issues facing 10 rural upstate counties, including Chenango & Delaware Counties. DiNapoli's report states that while the state population increased by about 4% from 2011 to 2021, rural population dropped by 3.4%. State Attorney General Letitia James & 17 other state's attorneys general, joined the Federal Trade Commission in suing Amazon, alleging that the online retail and technology company is a monopolist that uses a set of interlocking anti-competitive and unfair strategies to illegally maintain its monopoly power. State Police announced that applications to take the New York State Trooper Entrance Exam have reached 10,000. The age to become a State trooper has been changed from 29 to 34. New York State will be offering the Trooper Entrance Exam at 59 testing centers across the state, as well as over 250 locations across the United States and 112 military locations around the world. The Otsego County Sheriff's Office arrested 42 year old Kristina Hill of Cooperstown following the report of an accident on July 9th in the Town of Burlington. Hill was charged with Leaving the Scene of a Personal Injury Motor Vehicle Accident, Failure to Keep Right & Moving from a Lane Unsafely, Hill is accused of leaving the scene after crashing into a mailbox & failing to report the accident, also a child sustained an injury in the accident. Hill was issued Uniform Traffic Tickets returnable to the Town of Burlington Court at a later date.

State Police announced that the unidentified man police have been looking for since Wednesday afternoon, was taken into custody by members of Broome County SWAT Team Thursday Afternoon near his residence in the 6000-block of State Route 79 in the town of Fenton. State Comptroller Tom DiNapoli announced that the Property tax levy growth will be capped at 2% for 2024 for all counties, towns and fire districts, as well as 44 cities and 13 villages. DiNapoli’s office calculated the 2024 inflation factor at 6.26% which is well above the 2% allowable levy increase. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions including a provision that allows municipalities to override the tax cap.

The United States Attorney's Office in the Northern District announced that 51 year old Dennis Nelson, who is currently incarcerated in a Federal Prison in Massachusetts, pleaded guilty to mailing Bomb Threats in 2018 and 2019, while incarcerated in State of New York correctional facilities to U.S. District Judge Thomas McAvoy in Binghamton, then Congressman Anthony Brindisi & and to United States Senator Charles Schumer. Nelson faces a term of imprisonment of 84 months, a fine of up to $250,000, and a term of supervised release of up to 3 years when sentenced.
Broome County District Attorney Mike Korchak announced that Philip Garcia of Endicott, pleaded guilty to felony Arson. Garcia admitted that on May 2, 2021, in the Village of Endicott, he intentionally damaged property by setting a fire on a stove inside a Hillside Court apartment and the interior of a motor vehicle, by lighting objects inside the car on fire, after a domestic dispute with a 31-year-old female in the Village. The fire in the apartment was put out by residents with minimal smoke damage. The Endicott Fire Department responded to the scene and quickly extinguished the car fire. The vehicle sustained interior damage. Garcia, who has a criminal history dating back to 1992, will be sentenced to 5 years in New York State prison followed by 2 1/2 years post release supervision on June 9, 2023.

Governor Kathy Hochul today announced the nomination of Dr. James McDonald to serve as Commissioner of the New York State Department of Health. Dr. McDonald is originally from Cohoes and received his bachelor's degree from Siena College. He joined the New York State Department of Health in July of 2022, serving as medical director of the Department's Office of Public Health. He later was appointed Interim Director of the Center for Community Health and began serving as Acting Commissioner of Health on January 1 of this year.
The Otsego County Sheriff’s Office arrested 24 year old Garyn Huntley of Oneonta following an attempt to flee police during a traffic stop on March 20th in the City of Oneonta. Huntley was charged with Unlawful Fleeing a Police Officer in a Motor Vehicle, Reckless Driving, Aggravated Unlicensed Operation of Motor Vehicle, Failure to Obey Police Officer, Operating a Motor Vehicle without Insurance, Speeding among several other charges, he was released on an appearance ticket for Oneonta Court on April 6th.

Delaware County District Attorney's Office announced that 64 year old Jeffery Laskow of Big Indian was convicted of 1 count of Driving While Ability Impaired by Drugs, he entered his guilty plea in the Town of Middletown Court last week. Laskow was involved in a 1 car motor vehicle accident in Margaretville on June 10, 2022, State Police accused Laskow of being under the influence of a drug, he was sentenced to 2 years of probation, and ordered to pay a $1,000 fine and a $400 surcharge, his driver’s license was revoked for 6 months, and he was ordered to attend a Victim Impact Panel and an Impaired Driver Program.

The State Department of Health announced that for the 16th consecutive week, the flu remains widespread across the State, even as the number of laboratory-confirmed influenza cases has decreased 39 percent, the 6th straight week for declining numbers. There were no influenza-associated pediatric deaths reported this week, there have been 8 since the flu season started late last year. There have been 4,459 cases of flu reported, 465 people were hospitalized with influenza in New York, a 44% decrease over the previous week.
The Otsego County Sheriff's Office arrested 38 year old Danielle Mingleton of Cooperstown, following a recent traffic stop in Milford. Mingleton was charged with DWI, Aggravated DWI, Failure to Keep Right, Operating while Registration is suspended or revoked, Operating without Insurance & Consumption of Alcohol in a Motor Vehicle on a Highway, she was released on appearance tickets for Milford Town Court on February 14th.
Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 206 in the Town of Colchester, crossing over the double yellow line. Deputies identified the driver of the vehicle as 20 year-old Breawna McCree of Bronx, a check of the vehicle’s license plate showed that the vehicle inspection had expired in 2021. McCree was charged with Displaying a Forged Inspection Sticker, Uninspected Motor Vehicle, and Moved from lane unsafely, she was released and is scheduled to appear in the Town of Colchester Court at a later date.

State Police arrested 18 year old Noe Casas-Aguilar of Binghamton and a 17-year-old juvenile for 2 counts of 1st degree Burglary, 2 counts of 1st degree Robbery plus Criminal Possession of a Weapon & Reckless Endangerment. Troopers were dispatched Sunday Morning to a residence on Bevier Street in the town of Dickinson for a report of 2 males that broke into an occupied home. The suspects fled the area and were located later in Binghamton and were arrested. Casas-Aguilar was transported to Broome County Jail for Central Arraignment and Processing. The 17-year-old was transported to Oneida County Correctional Facility.

Governor Kathy Hochul today announced the ratification of a 5-year labor agreement with the Civil Service Employee Association, which includes over 52,000 State employees. Village of Sidney Police Department responded Thursday night at about 9:50 PM, to a security alarm activation at Smoker's Choice at 6 Doran Lane, where a burglary was in progress, a suspect has been identified and an arrest is pending. While at Smoker's Choice, officers received a report of shots fired and a person with a firearm on Union Street at the Maria's convenience store, Police found no evidence of a discharged firearm, a store employee was checking the business for a break in & legally possessed a firearm, police discovered that a burglary was attempted at Maria's prior to the Smoker's Choice burglary. The investigation is ongoing.
State Comptroller Tom DiNapoli reported that the total cost of overtime in 2021 reached an all-time high at more than $924 million, up 8.7% from 2020. Total overtime hours worked at state agencies have increased by 38% since 2012, while the number of employees has declined by more than 10% at 10 major agencies. 66% of the state’s overtime in 2021 came from the Office for People with Developmental Disabilities & the Department of Corrections and the Office of Mental Health.
The State Health Department reported the latest statistics on the COVID 19 pandemic, and the results of Wednesday's testing statewide. Over 97,000 New Yorkers were tested Wednesday, with over 9200 positives, the statewide positivity rate is still slightly over 9%. Hospitalizations are back over 2400, with 233 Patients in an ICU bed & 70 on ventilators., there were 14 more deaths in hospitals & nursing homes Wednesday.
New Yorkers enrolled in SNAP will receive the maximum allowable level of food benefits for July, including those already at the maximum level of benefits. Eligible families will see the extra benefits post between today and Friday, July 22.
Broome County District Attorney Mike Korchack announced that 38 year old Shandel Terry of Binghamton was sentenced to 10 years in prison today in Broome County Court, following a guilty plea for criminal possession of a controlled substance. Terry was arrested following the execution of a search warrant in March of 2021, Terry possessed crack cocaine & fentanyl with intent to sell. Terry was also sentenced to serve 3 years of post release supervision at the conclusion of his jail term.

Delaware County Sheriff's Office arrested 25 year old Matthew Fenelon of Brooklyn for Aggravated Unlicensed Operation & a variety of other charges, following an investigation of a Rollover accident in the Town of Franklin July 5th. Deputies reported that the vehicle was operated by Fenelon, he was extricated from the vehicle and transported to a hospital by LifeNet. Deputies found that Fenelon was operating a vehcile with a suspended registration, his driving privileges were also suspended. On July 8th, Deputies made contact with Fenelon after he was released from the hospital & he was arrested & was released on appearance tickets for Town of Franklin Court at a later date.

Governor Kathy Hochul announced $200 million dollars in funding will be made available to revitalize downtown areas across the state. Governor Hochul announced NY Forward, which is a new program aimed at rejuvenating smaller and rural communities, and Round 6 of the state's Downtown Revitalization Initiative.
Property tax levy growth will again be capped at 2% for 2023 for local governments that operate on a calendar-based fiscal year, according to State Comptroller Tom DiNapoli. This figure affects tax cap calculations for all counties, towns, and fire districts, as well as 44 cities and 13 villages. DiNapoli said given this year's inflation factor calculation of 7.17%, a majority of New York's counties, towns and calendar year cities and villages could see cost increases that exceed the amounts they are set to receive in their final round of American Rescue Plan Act funds.

18-year-old Payton Gendron of Conklin was charged Wednesday by an Erie County Grand Jury with domestic terrorism motivated by hate and 10 counts of 1st-degree murder. Gendron has been in custody since the May 14th shooting at a Buffalo TOPS Supermarket, the 25-count indictment also contains charges of murder and attempted murder as a hate crime and weapons possession.
State Police responded to a report of a head-on collision involving an SUV and a Trailways bus on State Highway 23 in the town of Davenport. The only occupant of the SUV, a 65-year-old woman of Stamford, was pronounced deceased on scene. Her name is being withheld pending notifications to family. 5 people were on the bus, the driver is a 44-year-old woman of Astoria, and passenger who is a 59-year-old female of Hartwick were transported to Bassett Medical Center with non-life-threatening injuries. 3 other passengers were not injured, The investigation is on-going.
A law introduced after the murder of Utica teen Bianca Devins has passed in the State Senate and Assembly. Bianca’s Law would create criminal and civil penalties for disseminating personal images of crime victims. In 2019, Bianca Devins was murdered by Brandon Clark in Utica, he posted photos of her body on social media, which were spread on various platforms and sent directly to members of her family. The law is headed to Governor Hochul’s desk for approval..

The CDC is warning residents in most upstate counties to wear masks due to high case-counts of COVID-19. 36 counties are now classified as having "high" community levels of the coronavirus, making up almost half of the entire nationwide total. “High Transmission” counties have confirmed cases of the new BA.2.12 sub-variant, according to the state Health Department officials. State Police have identified 20-year-old Tyler Graham of Burlington Flats as the driver of a car in a fiery crash in Edmeston Thursday night. The initial investigation revealed that Graham was traveling at an unsafe speed on County Highway 20 when he struck a fence and tree & his vehicle caught fire. Police were able to remove Graham from the car, he was transported by helicopter to Upstate Medical Center, The crash remains under investigation.
The City of Oneonta Police Department arrested 36-year-old Melissa Scott of Oneonta for 1st degree Assault and criminal possession of a weapon, after Scott and a 34-year-old male victim engaged in a domestic dispute at 7 Fonda Avenue in Oneonta. Scott allegedly stabbed the male victim causing a serious injury and uncontrolled bleeding, he was transported to Fox Hospital, was stabilized & was transported to Albany Medical Center. 17 year old Alexander Borgreen of Oneonta pleaded guilty to 1st degree Burglary, for his role in the October 10th 2019 murder of Kenneth Robinson at his home in Worcester.  Borgreen is accused of going to Robinson's house to steal Money & drugs, Dylan Robinson is accused of fatally shooting his father, and the house was set on fire.  Borgreen faces sentencing at a later date, Nicolas Meridy pleaded guilty to 2nd-degree murder earlier this year for his role in the crime, and he was sentenced to 22 years to life in prison.
Police across New York State are cracking down on drinking and driving this Thanksgiving weekend. The statewide effort and enforcement begins tomorrow & runs through Sunday November 29th.  Police will also be looking for speeders, aggressive drivers, those failing to buckle up & they will be enforcing the state's "Move Over" Law.
The New York State Association of Counties applauds Governor Cuomo for signing legislation to end the incineration of firefighting foam that contains toxic PFA chemicals.  Since the 1970s, PFA's have been used in firefighting foams because of their ability to produce fast-spreading foam. However, the “forever chemicals” accumulate in the body and the environment and have been linked to serious health effects, including birth defects, delayed development, liver and immune system damage, and cancer.
Chenango County Public Health reported that they had 58 Active Cases of COVID 19, they have 399 Active Quarantines, and 5 are hospitalized.  Chenango County has had 578 confirmed cases since March, with 495 recoveries and 10 deaths.
Governor Cuomo held a COVID 19 briefing on Long Island this afternoon, he said that is people do not mask up & get together in large gatherings, the rate of increase of the infections from COVID 19 could go up by 20%, he also commented that most of the executive orders he has signed since the pandemic started are not really "Enforceable" and that they have only worked because people took their health seriously:

The state Health Department reported that over 164,000 tests were conducted Monday with 4881 positive outcomes, the number of people hospitalized is up to 2856, and there were 47 deaths from the virus Monday.

Otsego County Department of Health announced that they had 30 new cases of COVID 19 Monday, they have had a total of 1215 cases, with 109 active cases, 5 are hospitalized, there have been 8 deaths, and 764 cases are linked to SUNY Oneonta & 71 confirmed cases in Hartwick College students.
Delaware County Public Health announced that they had another 7 new cases of COVID 19 Monday.  They have 46 active cases, 4 are hospitalized, and 212 are quarantined.  The total for Delaware County is now 315 since March, with 260 recoveries & 9 deaths.

Delaware County Sheriff's Department arrested 19 year old Dakota Hall of Fleischmanns for 2nd degree murder following a domestic dispute in Fleischmanns Thursday night.  Deputies, State Police & EMT's responded at about 10:50 PM Thursday night to a reported stabbing at a residence on Main Street. The stabbing victim, 27-year-old Eric Hall, was taken to Margaretville Memorial Hospital and died for injuries sustained in the attack.  Dakota Hall was taken into custody without incident by Deputies for allegedly stabbing his brother; Hall was arraigned and was remanded to the Delaware County Jail without bail pending future court action.  The investigation is ongoing.
Delaware County Sheriff's Deputies investigated a head-on collision in the Town of Franklin on Wednesday afternoon.  Deputies reported that at about 5:30 PM, they responded with EMT's to the accident on County Highway 21 near Leland Hull Road.  Deputies determined that a vehicle driven by 50 year-old Jeffrey Lewis of Walton crossed over the center line and collided with a vehicle driven by 62 year-old Wayne Knorr of Laurens, causing the Knorr vehicle to overturn several times.  Knorr was taken to Fox Hospital in Oneonta for a head injury; Lewis was taken to Delaware Valley Hospital also for the treatment of a head injury.  Lewis’ driving privileges were revoked as a result of previous alcohol related offense, he was charged with aggravated unlicensed operation of a motor vehicle, operation of a motor vehicle without an ignition interlock device, failure to keep right and unlicensed operation of a motor vehicle, he was released to appear in Town of Franklin court at a later date.  Alcohol was not a contributing factor in this accident.

Governor Cuomo announced $357 million in funding for the renewal of 135 paving projects throughout the State. Locally $42.4 million will go for rehabilitating I-88 from exit 17 Colliersville/Cooperstown Junction to exit 18 Schenevus in Otsego County, $3.2 million will be used to resurface Route 8 from the Village of Sidney Line to south of the intersection of Routes 37 and 51 in Mount Upton & $4.5 million to resurface Route 206 from Route 27 in the Hamlet of Trout Creek to the Village of Walton Line.

Broome County Health Department announced that they have 103 new COVID 19 cases and 55 recoveries, the county's active cases up to 646.  There was another death reported, bringing the county's death count up to 89, the number of people hospitalized went up by 5 to a total of 19.  The total number of cases is up to 3060, 2325 have recovered.  The County has a 3.7% positivity rate; it's over 9% in the state designated "Yellow" zone.
The Oneonta City School District have switched middle and high school students to remote learning yesterday & again today after being notified of a teacher testing positive.  NO student or any faculty/staff member is deemed a “close contact” to the affected teacher, according to a district letter; all elementary buildings will open as normal. Middle & High School students are scheduled to return on the previous hybrid schedule Monday.
Otsego County Department of Health reported 10 new cases of COVID 19 Thursday; they are investigating a cluster of cases that originated at a wedding that has now spread into the community.  Current COVID numbers, they report 952 total confirmed cases, 27 active cases with  2 hospitalizations, they've had 7 deaths,  747 probable and confirmed cases linked to SUNY Oneonta &  Hartwick College reported 2 more cases of COVID-19 have been detected, they have 3 active cases on campus; the total number of cases is 24.
Delaware County Public Health reported 4 new cases of COVID 19 Thursday, with 12 active cases, 3 hospitalizations, & 73 in quarantine.  Delaware County is up to 149 cases since March with 8 deaths and 129 recoveries.

The Otsego County Health Department has not had a new Coronavirus positive test since May 2nd, had a total of 62 positive cases, with 4 deaths, there were no current hospitalizations in Otsego County.
State Police and the Unadilla Emergency Squad responded Monday evening to Ben McCumber Road in the town of Unadilla for a report of an accidental death.   The investigation revealed that 80 year old William Marszal of Unadilla was clearing trees on the property & while pulling a downed tree, the downed tree uprooted another tree that then fell on Marszal causing head trauma.  Marszal was pronounced deceased on scene.
Delaware County Sheriff’s Deputies responded to an accident on Elk Creek Road in the Town of Meredith Sunday afternoon, resulting in tickets for 26 year old Brandon Bathrick of Oneonta.  Deputies ticketed Bathrick for unlicensed operation of motor vehicle and aggravated unlicensed operation of motor vehicle, after he struck a tree limb in the roadway.   Bathrick’s driver’s license was suspended as a result of his failure to pay outstanding vehicle and traffic fines in the Town of Milford, Town of Oneonta and City of Oneonta Courts, he was released & will appear in the Town of Meredith Court at a later date.

Delaware County is reporting no new cases of COVID-19 Tuesday, the known active cases remains 8.  To date there have been 62 confirmed positive cases of COVID-19 in Delaware County, there are 10 people under mandatory quarantine, 3 are isolated in a hospital, 5 are recovering at home, 4 people are deceased and 50 have fully recovered.

Local sales tax collections dropped 24.4 percent in April compared to April 2019, according to State Comptroller Tom DiNapoli. Sales tax collections totaled $1.02 billion in April; Plummeting sales tax collections were widespread, leaving counties, cities and some other local governments short by about $327 million compared to last year.   March sales tax collections had already begun to show the impact of the COVID-19 shutdown–a decrease of 3.7% statewide.
Sidney Central School Alumni Association announced the cancellation of the All Class Reunion scheduled for July 17th through the 19th in Sidney.  The Association Board of Directors will meet later this month to assess whether they may be able to hold the event later this year, possibly in early October.

regarding the Coronavirus.  The state
Health Department is in contact with the 28 private labs, to get them up to
speed for testing for the virus, they expect to double the number of testing
next to 6000 a day.  Today there are 421 confirmed

have been no deaths in New York State, and there are 41 nationwide, 31 in the

County Sheriff's Office is investigating an on-line computer repair scam that
led to significant financial loss to an elderly local resident.  Investigators were contacted by The Delaware
National Bank of Delhi, the customer had fallen victim twice to an on-line
Pop-Up scam and lost thousands of dollars, the victim was stopped from further
issues by an alert UPS employee. The investigation is on-going by Delaware
County Sheriff's Investigators and San Diego County Sheriff’s Office.  Sheriff DuMond reminds the public that they
should contact the Sheriff's Office or local law enforcement if they may be the
target of a scam or identity theft.  On-line
complaint forms are available through the State Attorney General, ag.ny.gov;
the Federal Trade Commission, consumer.ftc.gov; and the FBI at ic3.gov.
Officials
with Quest Diagnostics announced that the AMBA Blood Clinic will continue as
planned tomorrow morning at the Sidney Elks Lodge.  The event will run from 6:00 AM to 9:30 AM,
officials said that just over 80 people have made appointments, spread out over
the 3 1/2 hours, which falls within the parameters set by the State Health
Department Thursday.
State
Police will increase patrols to combat drunk, impaired and reckless driving as
St. Patrick’s Day celebrations get underway this weekend. This enforcement
detail begins today and runs through next Wednesday.  Drivers can expect to encounter additional
DWI patrols and a number of sobriety checkpoints during the enforcement period.
State Police will also be ticketing districted drivers who are using handheld
electronic devices, and will also conduct underage drinking and unlawful sales
to minor’s details during the campaign.
The Governor's Traffic Safety Committee & the State STOP-DWI
Foundation suggest that people download the "Have a Plan" mobile app,
to locate and call a taxi service and program a designated driver list.
The
Community Foundation for South Central New York has released a survey to assess
the COVID-19-related needs of local non-profits and the individuals and
communities they serve.   The survey will
provide information on critical operating and programming issues that are
anticipated as the COVID-19 situation progresses locally, it is located at

The
Chenango County Board of Supervisors passed a resolution to implement a 4%
occupancy "Bed" tax in Chenango County. The new Law will provide a
dedicated funding stream to promote and develop the tourism industry in
Chenango County and to reduce pressure on the property tax levy.  Chenango County has been one of just a few
counties in New York State that had not previously collected a bed tax.   Tourism is New York’s 3rd largest industry,
hosting 253 million visitors annually who spend 71.8 billion at NYS businesses
creating 114.8 billion in economic impact.

The New
York State Public High School Athletic Association announced that regional
& state championships will be postponed indefinitely.  The impacted events include Ice Hockey, Bowling
& the Boys & Girls Basketball regional & State Championships.  Officials announced the postponements were
due to the reports of the Corona Virus outbreaks across the state, to insure
the safety & health of the student athletes.
The
Sidney Chamber of Commerce has decided to cancel the 3rd Annual Sidney- Irish for
a Day Parade Saturday, due to health concerns related to the coronavirus.
The
American Hockey League announced the suspension of play until further notice
due to the COVID-19 health and safety concerns of players, officials, staff and

Starting Sunday March 1st, the bag
waste reduction law will take effect in New York State.   The Bag Waste Reduction Law bans Single Use
plastic bags in grocery stores, clothing shops or home improvement stores; more

The New York State Association of
Counties is calling on the Federal government to provide $3.1 billion in
emergency supplemental funding for the public health response to the novel
coronavirus. Of the $3.1 billion, at least $500 million should be directed to
local and state health departments.
Additionally, Governor Cuomo recently announced that he was seeking a$40
million emergency appropriation for the New York State Department of Health to
hire additional staff, procure equipment and other resources necessary to
respond to the potential novel coronavirus.
A.O. Fox Hospital recently received
the 2019 Financial Sustainability Silver Award from Centurion Service Group,
which annually recognizes top U.S. hospitals for financial and environmental
sustainability in responsible equipment management.  The Award acknowledges hospitals for

The Otsego County Office of Emergency
Services confirmed that 5 firefighters were injured in a Middlefield garage
fire from a series of explosions Wednesday night at 3679 Otsego County Route
35.  The firefighters were James Tallman,
Jon Roach & Scott Monington of the Cooperstown Fire Department & John
Sears & Ryan Smith of the Middlefield Fire Department, Roach &
Monington were taken to a Syracuse Hospital for treatment of injuries, the
other 3 were treated at Bassett Hospital & were released.  Firefighters from Middlefield, Cooperstown,
Westford, Cherry Valley, and Milford responded to the fire Wednesday
night.  State Police, State office of
Fire Prevention & Control & the Otsego County Sheriff’s department are
investigating the cause & origin of the fire.
41 year old Nasir Azmat of Franklin
appeared in Town of Franklin Court Thursday night to answer to more than 40
counts of charges relating to animal cruelty.
Azmat pleaded “not guilty” to all charges, he was ordered to check in
weekly with authorities prior to his next court appearance March 26th. Many
protesters showed up to Franklin to show their support for the dogs who are
known as the "Franklin 20", who were brought to area shelters
following Azmat's arrest.
State Police arrested 55 year old
Robert Horan of Unadilla for Endangering the Welfare of a Child and Forcible
Touching, after an investigation of an incident in Unadilla in January.  Horan is a case worker with Otsego County,
the incident did not occur as a part of Horan’s official work duties;  he was arraigned & was released on his
own recognizance and is due back in court on April 13th.
The total number of flu cases in New
York State has eclipsed the record number of since the State Department of
Health began tracking flu cases 22 years ago.
For the week ending February 22, there were 131,604 laboratory-confirmed
cases so far this season, last week, the number of laboratory-confirmed flu
cases decreased 26% and hospitalizations decreased 13%.

State Police arrested 2 men in the
process of burglarizing a residence in the town of Guilford.  20 year old Connor Audette of Guilford &
25 year old Joseph Schneider of Oxford were charged with 3rd degree
Burglary, Troopers were attempting to locate another individual on a warrant on
January 28th when they spotted Audette and Schneider hiding in a
field in the town of Guilford, they discovered that the 2 were in the process
of burglarizing a nearby residence where the owner had died.  Audette was detained by troopers but
Schneider attempted to flee the scene and was ultimately taken into custody
with the assistance of a New York State Police K9.  Audette was arraigned & was released on
an appearance ticket,  Schneider was
transported to Norwich City Police where he was wanted on 2 warrants.
The Otsego County
Sheriff’s Department arrested 37 year old Shelly Ann Young of Laurens for 2nd
degree rape & disseminating indecent material to a minor.  Young is accused of performing sexual acts
with a 15 year old boy & texting indecent messages to the same
teenager.   Young was arraigned and
remanded to the Otsego County Jail on $10,000 cash bail or $20,000 bond; she is
scheduled to appear in court Thursday.

State Police arrested 28 year old
Michael Alfaro of North Carolina for Criminal Possession of a Firearm. A State
Trooper observed a vehicle commit a traffic infraction on state route 80 in the
town of Burlington and initiated a traffic stop, during the investigation; the
trooper located a gun and a magazine with ammunition in Alfaro’s possession
that he did not have a permit for.
Alfaro was arrested and was released on appearance tickets to the town
of Burlington court on March 2nd, Alfaro’s passenger was not
charged.
Spectrum officials today announced
that customers may now apply for a refund, following their widespread outage
across the northeast this past weekend.
Millions were left without service; customers can call 855-707-7328 and
ask for a credit. The Spectrum outage was caused by the winter storm Friday, &
affected customers in Maine, New Hampshire and New York, Service was largely
restored by Saturday evening.
Students at SUNY New Paltz are being
sent home through the weekend, following the discovery of strong odors with the
village's water supply.  The state has
deployed over 40,000 gallons of fresh water to support residents and students,
following a "do not drink" advisory from the State Department of
Health and Ulster County Department of Health.
Officials at SUNY Binghamton
announced that they received an anonymous gift of $60 million to Binghamton
University which will fund a new, state-of-the-art Baseball Stadium Complex.
The construction will begin within the next few weeks; the new stadium is
expected to be ready next year.
The New York
Association of Counties held an advocacy day at the State Capitol to voice
concerns over changes to the Medicaid program contained in the Executive Budget
and to advocate for the maintenance of current local Medicaid caps.  The Association also wants the state to
maintain the 2% property tax cap, implemented by the Cuomo administration &
the State Legislature in 2012, which has slowed the increases in state property
taxes from previous annual double digit increase levels.

State Police arrested 51 year old
John Travis of Port Crane, for felony of Aggravated Unlicensed Operation, plus
DWI & False Personation.  A trooper
on Interstate 88 in the town of Fenton checked on a motorist who had pulled
over to the shoulder of the road,  Travis
appeared intoxicated & gave the trooper a fake name.  Travis was issued appearance tickets to the
town of Fenton court & was turned over to a sober third party.

merger agreement where Norwood will acquire UpState in a stock and cash
transaction. The combined company will have $1.7 billion in assets and 31

residents of the "Grandparent Scam", where a con artist calls or
emails the victim posing as a relative in distress or someone claiming to
represent the relative & requests for them to wire money for a fictitious
expense.  Law Enforcement agencies
suggests that Before sending funds, independently contact the relative the scam
artist is claiming to be, at a known phone number, to verify the details of the
story.  Also Scam artist’s payment method
of choice is the wire transfer; any urgent request to wire money should be

Delaware County Sheriff’s
Deputies arrested 19 year old Trent Wade of Rochester for Aggravated Unlicensed
Operation of a Motor Vehicle, Operation of a Motor Vehicle with Improper
plates, Speed not Reasonable and Prudent, and Operating a Motor Vehicle without
Insurance. Wade was charged following a Motor Vehicle Accident on County
Highway 14 in the Town of Meredith. Wade is scheduled to appear before the Town
of Meredith Court at a later date.

The State DOT announced completion of a $1.1 million project
that replaced a culvert under Dilly Road in the Town of Colesville. The new
culvert ensures more efficient water flow underneath the road, reducing erosion
and enhancing safety for motorists traveling to and from nearby State Route 7.
The Town of Colesville assisted in the project and will maintain the new
pre-cast concrete box culvert.  The bulk
of construction took place last summer to comply with stream work restrictions
and minimize disruptions to school bus routes.
NY State of Health announced that consumers will have an
additional week to enroll in a Qualified Health Plan for 2020, as the Open
Enrollment deadline has been extended until February 7th.  Consumers can enroll in a health plan Online

Matviak said that residents in each village should call their Village Clerk's office to get their individual village's email requirement, the email information that residents will submit will not be used for other purposes, a test run will go out this Thursday and the email blasts will go out every Thursday starting February 6th.

Chenango County Sheriff's Deputies arrested 46 year old Matthew Rolley of Norwich following an investigation into a 911 hang-up call of a man with a gun at a residence in the Town of Norwich. Rolley is accused of displaying a firearm in front of 3 people; one of victims was under the age of 17. Rolley was arrested, arraigned and released on his own recognizance. An order of protection was issued on behalf of the child involved; Rolley is scheduled to appear in the Town of Norwich Court at a later date.

The New York Association of Counties announced that County Officials will convene in Albany for the next 3 days for Legislative Conferences at the Desmond Hotel and Conference Center. Workshops at the conference will cover a range of issues including drinking water safety, criminal justice reform, the opioid epidemic, early intervention, health insurance, the growing hemp economy, and more than a dozen more.

Governor Cuomo announced funding for a 10th round of the Regional Economic Development Councils and a 5th round of the Downtown Revitalization Initiative is included in the Executive Budget. So far, the State has invested more than $6.9 billion through the REDCs, funding more than 8,300 projects.

Delaware County Sheriff’s Deputies arrested 51 year old William Macy of Bainbridge on 1 count of DWI, following a traffic stop on Sunset Avenue in the Village of Sidney. Macy was also charged with improper right turn at intersection, and moving from a lane unsafely. Macy was released on appearance tickets and is scheduled to re-appear in the Village of Sidney Court at a later date.

Delaware County Sheriff Deputies arrested 22 year old Joseph Bifaro of Walton on an Arrest Warrant issued by the Town of Walton Court for Criminal Contempt and Harassment. Bifaro is accused of disorderly behavior during a court session at the Hamden Town Court, he was arraigned in the Village of Walton Court and released on his own recognizance, and he will appear in the Town of Walton Court at a later date.
