A new state law beginning tomorrow, will make the cost of Insulin on insurance cheaper. The law eliminates co-pays for insulin covered by health insurance plans, making New York the 1st state to eliminate co-pays. The American Diabetes Association estimates that about 1.8 million adult New Yorkers have the illness, the measure is expected to save New Yorkers $14 million in 2025.

The Delaware County Chamber of Commerce announced that they are offering a Defensive Driving Course in Delhi next week. Drivers are able to reduce the cost of their auto insurance coverage by taking the Course offered at Chamber's Business Center in Delhi on Tuesday, January 7 from 10:00 am to 4:00 pm. Certificates of completion will be issued to each participant’s home and New York State Department of Motor Vehicles will be notified of attendance. Students are responsible to notify their insurance carriers. The course fee is $35 and attendance is limited to 20 people. Advance registration is required by calling 607-538-9632.

The State Department of Health encourages New Yorkers to get the flu vaccine following an increase in influenza cases and hospitalizations in New York State. During the week ending on December 21, there was an 86 percent increase in lab-confirmed influenza cases, and 648 hospitalized influenza cases were reported to the Department, a 57 percent increase from the 414 hospitalizations reported the week prior, the sixth consecutive week of increases. Delaware County Sheriff's Deputies observed a vehicle speeding recently at 85-mph in the 40mph zone, while road conditions were poor and snowplows were out clearing snow. Upon conducting a traffic stop, Deputies identified the driver as 21-year-old Scott Barnhart of Walton, he was charged with one count of Reckless driving, speeding and other lesser charges, Barnhart was released and was directed to appear in the Town Davenport Court at a later date.

Delaware County Sheriff's Office arrested 32 year old Michael Vogel of Walton on a sealed indictment warrant issued by Delaware County Court after a Grand Jury action. Vogel was charged with 1 count of Criminal Sale of a Controlled Substance, for selling Fentanyl, Vogel was remanded back to the Otsego County Correctional Facility on separate and unrelated charges and is scheduled to re-appear at the Delaware County Court at a later date.
Delaware County Sheriff Office arrested 23 year old Dakota Mann of Walton for an assault on a Corrections Officer. On Tuesday, members of the Delaware County Sheriff’s Office Criminal Investigation Division responded to the Delaware County Jail to assist the Correctional Division regarding the assault, Mann is alleged to have punched a Corrections Officer in the head, he was arrested and charged with 2nd degree Assault, he was arraigned and was remanded back to the Delaware County Jail.
64 year old Douglas Webb admitted in Chenango County Court to offering a false instrument for filing with the intent to defraud, he admitted to misleading Sherburne Earlville school officials on an application, where Webb allegedly did not disclose a 1987 conviction. Webb was originally indicted for offering a false instrument for filing with the intent to defraud, falsifying business records, plus 3 counts of forcible touching, and 3 counts of endangering the welfare of a child, while serving a bus driver for the district.

50 year old Andras Kasuba of Brooklyn pleaded guilty to DWI & Aggravated Vehicular Assault, in Delaware County Court, on March 18, 2023, the Delaware County Sheriff’s Office responded to a motor vehicle crash on Highway 26, Kasuba was the driver of one of the vehicles. 3 individuals needed extraction due to serious physical injuries sustained in the accident, Kasuba was intoxicated at the time of the collision and had caused the crash, he had a blood alcohol content of 2.5 times the legal limit. New York State Health Commissioner Dr. James McDonald today declared that influenza is now prevalent in New York State, with a total of 23,313 positive flu cases across 60 counties in New York have been reported this season to date. Outside of New York City, week-over-week lab-confirmed flu cases are up 75%, rising from 2,058 cases in the previous week to 3,603. Hospitalizations due to influenza climbed by 48%, up from 270 in the previous week to 399 across the State. More information is available at nyshc.health.ny.gov.
A new law that begins January 1st will help new mothers in New York. The state is making it easier for new moms to take time off to care for their health before their babies are born, employees are now able to receive an additional 20 hours of paid sick leave for prenatal care, in addition to the existing sick leave. The state is also using $250,000 to start a grant program that will expand access to community-based program to help train, support and mentor, especially in vulnerable communities.

Delaware County Sheriff’s Deputies were dispatched to a report of a stolen vehicle from Delhi, 38-Year-Old Jared Barnes had used the vehicle without the owner’s permission, the vehicle was located by a tracking device on I-88 in the town of Afton. State Police, Chenango County Sheriff’s Office and Broome County Sheriff’s Office, assisted, a traffic stop was conducted and Barnes was transported to the Village of Sidney Police Department where Barnes was issued an appearance ticket for Unauthorized use of a Motor Vehicle, he was released and directed to appear in the Delhi Town Court on a later date.

The Otsego County Department of Health reports that a bat tested positive for rabies in the town of Oneonta, 1 person was exposed and started rabies post exposure vaccinations. All dogs, cats, and ferrets must be vaccinated for rabies, Unvaccinated pets in contact with wildlife that is suspected or confirmed to be rabid must be either euthanized or strictly quarantined at owner’s expense for 6 months. Delaware County Sheriff's Office arrested 56 year old Scott Wood of Hamden for Driving While Intoxicated on November 16thth. Deputies responded to an assist EMS call on West Terry Clove Road for a male having trouble breathing, the male left the scene and was traveling on West Terry Clove Road. Deputies found a vehicle stopped in the roadway with a male asleep in the driver seat, who was identified as Scott Wood, who was charged with DWI & Driving with a BAC of .08 of higher, Open Container among other charges, he was released and will appear in the Town Hamden Court at a later date.

The State DEC collected the fox from the Town of Otsego on September 9th, it was held until tested this week, there were no animal or human exposures. 49 year old Keith Audette of Hamden pleaded guilty to Driving While Ability Impaired by Drugs, in Delaware County Court Tuesday, Audette admitted that he had been previously convicted of Operating a Motor Vehicle While Intoxicated in Chenango County in 2015, he also admitted that he drove a motor vehicle in the Village of Walton on April 9th while under the influence of methamphetamine. Audette is expected to be sentenced to 5 years of felony probation supervision, and his license will be revoked, he will also be required to pay any fines and surcharges imposed by the Court.

A check for $4,000 was presented by the Rotary Club of Cooperstown to support a partnership between Bassett Healthcare Network’s Cancer Institute and the Cooperstown Food Pantry that delivers free food to cancer patients in need across the region. The matching grant, made up of a $2,000 grant from Central New York Rotary and a $2,000 grant from the Rotary Club of Cooperstown, will help the program continue. 20 year old Elijah O’Neill of Unadilla pleaded guilty in Delaware County Court to Criminal Possession of a Firearm. On July 26, Sidney Police responded to a motor vehicle crash on River Street, O’Neill was the driver of 1 of the vehicles, a loaded 40 caliber Glock was observed next to the driver side door, O'Neill admitted that it was his pistol, he did not have a pistol permit, the firearm had been previously reported as stolen. O'Neill will be sentenced to 6 months in the Delaware County Correctional Facility, and then 5 years of felony probation supervision.

The State Department of Health today announced that as the transmission of seasonal respiratory illnesses is underway, the State’s weekly flu reports and Flu Tracker website have been activated. The Department’s first Weekly Report for the week ending October 19, shows there were 565 lab-confirmed cases reported across the state, with 26 people hospitalized and 5 outbreaks were reported in long-term and acute care facilities. 42 year old Dennis Fickeria of Margaretville pleaded guilty to Criminal Possession of a Controlled Substance this week in Delaware County Court. In January, members of the Delaware County Sheriff’s Office executed a search warrant at Fickeria’s residence in the town of Middletown, they seized controlled substances and firearms, he was indicted for 38 counts related to illegal gun possession and drug sales, he admitted in court that he possessed Fentanyl with the intention of selling it, he faces 4.5 years in state prison, to be followed by 1 year of post release supervision, when sentenced on December 16th.

Trago allegedly shot another person, while intending to cause his death, in the Town of Hancock on September 4th, Both face lengthy Jail Sentences if convicted on all of the charges.

33 year old Shaun Carman of Walton pleaded guilty to Criminal Possession of a Controlled Substance in Delaware County Court last week. Carman admitted that on March 13th, in the Village of Delhi, he possessed a quantity of fentanyl with the intent to sell it, he will be sentenced to 2 years in state prison, followed by 1 year of post release supervision, he was remanded to the Delaware County Correctional Facility pending final sentencing on December 16th.
41 year old Brian Canfield of Greene appeared in Delaware County Court for sentencing for Driving While Ability Impaired by Drugs. Back on February 17th, Sidney police observed a vehicle parked and running with headlights on at the Sidney Memorial Public Library after the library was closed, a male was slumped over in the driver’s seat. Canfield failed the Standard Field Sobriety Testing, & drug paraphernalia was found in the vehicle, Canfield admitted that he was under the influence of Amphetamine, Methamphetamine, and Fentanyl. Canfield was sentenced to 5 years’ felony probation, if he violates the conditions of his probation, he is subject to being re-sentenced to 1 and 1/3 to 4 years in State Prison.
23 year old Zachary Hoffman Kowatch of Oneonta was sentenced to 5 years of probation for his guilty plea to Attempted Reckless Endangerment, he was arrested on May 9th by State Police in Fleischmanns, for allegedly swerving his vehicle at a bicyclist and for yelling antisemitic slurs.

The county-wide burn ban is in effect for all open burning, including, but campfires, brush piles, burn barrels, wood-stove ash dumping, leaf/yard debris, and torches or other devices containing an open flame.

The indictments charged Ellis with Criminal Possession of a Controlled Substance, Obstructing Governmental Administration, he is accused of possessing cocaine, if convicted, he faces up to five and a half years in State Prison. Ellis was arraigned before the Delaware County Court, bail was set at $10,000 cash or $100,000 bond. The case is set for a pre-trial conference on November 4, 2024.

Delaware County Sheriff's Office arrested 36 year old Ronnie Hernandez on a Fugitive from Justice complaint. The Delaware County Criminal Investigation Division received information that Hernandez was an Inmate at the Delaware County Correctional Facility & he had an active warrant from the Pennsylvania for stealing a motor vehicle, valued at $30,000. Lewis was arraigned & was remanded on $25,000 cash bail or $50,000 bond.

The Otsego County Department of Health reports that a skunk from the town of Middlefield has tested positive for rabies. The skunk was found acting abnormally. Several farm animals were exposed to the skunk. All animals were up to date with their rabies vaccine. There was human exposure, and the individual is being treated with post exposure prophylaxis, more information about rabies is available by calling the health department at 607-547-4230 or visit otsegocountyny.gov for up to date rabies information.
The State Dec Environmental Conservation Police Officers responded in May about a full-body leopard mount listed for sale on social media for $2,500. Officers identified the seller and determined they did not possess the permits required in New York State to sell the leopard for sale for $2500 in Delaware County. EnCon Officer Osborne responded to the seller’s location, seized the leopard and charged the individual with commercialization of endangered wildlife, As part of the legal resolution, the seller agreed to pay a $2,500 fine and forfeit the mount. ?DEC Officials stated that it is illegal to sell endangered or protected species in New York without the proper permits, more information on requirements to legally sell mounts or items containing parts of endangered species, is available at the DEC’s Special Licenses page.
56 year old Claude Manon of Margaretville, pleaded guilty to Grand Larceny in Delaware County Court Monday, for stealing over $3,000 in cash from a home he was doing work in on February 1, in the Town of Middletown. The Delaware County Chamber of Commerce is continuing with their "Leaderful Delaware" classes starting in October through May of next year, where participants learn what is takes to develop leadership qualities in their work & in their communities, according to chamber president Ray Pucci:

The 2024-2025 program will start on October 10 with an in-person session in Delhi. We will continue to meet on the second Thursday of each month through May 2025. A graduation recognition will be celebrated at the Chamber’s Business and Breakfast event in June 2025. Hochul's office also announced a 21 percent decline in the number of individuals killed by gun violence in the same period, the initiative supports 28 police departments in 21 counties, Nassau, Suffolk & Yonkers had the steepest declines of almost 60%.

The State Department of Health & the State Education Department have issued an official determination that certifies pharmacists can administer vaccines against m pox. The Health Department stated that there is a new m pox variant circulating in Africa, which prompted the World Health Organization to declare a global health emergency. Delaware County Sheriff's Office arrested 54 year old Stephen Kiss of Davenport for Criminal Contempt and Harassment following an Order of Protection Violation incident, in the Town of Davenport. On August 14th, Deputies responded to the Charlotte Creek Mobile Home Park, Deputies found that the victim had been harassed by Kiss while an order of protection was in place, On August 19th, Deputies arrested Kiss, he was held at the Delaware County Correctional Facility to await centralized arraignment.

On July 23rd, Deputies received a complaint of a dispute between neighbors, they requested an Arrest Warrant from the Town of Walton Court. On August 7th, Deputies received an Arrest Warrant and arrested Sparling, he was turned over to the Delaware County Correctional Facility for Centralized Arraignment Processing.
Chenango County Health Department will hold a rabies clinic for Dogs, Cats & Ferrets today at Baille Lumber in Smyrna from 5:30 to 7:00 PM. Pre-Registration is required by calling 607-337-1673, a $5 donation is suggested. Otsego County Public Health is also holding a vaccine clinic for dogs, cats & Ferrets at Neahwa Park in Oneonta today from 6:00 to 8:00 PM.

The State DOT is alerting motorists that State Route 79 will be closed from about 1,000 feet east of the Interstate 88 interchange to the intersection with Main Street in the Town of Colesville, until further notice. The closure is necessary to facilitate a culvert repair, which is expected to take several weeks. Motorists should follow posted detours. Drivers are asked to use caution when traveling through the work zone area and pay attention to all traffic control devices. Motorists are reminded that fines are doubled for speeding in work zones. Governor Kathy Hochul today outlined plans for the next 2 phases of the development project at the former Oakdale Mall in Johnson City. Efforts include the reuse of an adjacent vacant site for the construction of new housing, the creation of further commercial opportunities, Phase II and III of the project will include the construction of an 85,000 square-foot medical campus; the construction of a new 22,000 square-foot child care center.
