51 year old Timothy Hoose of Berkshire, was sentenced today in Broome County Court following his conviction for Grand Larceny after a Jury Trial. Hoose was sentenced to a term of 2 to 6 years in New York State Prison, also the Court entered a Civil Judgment in favor of the victim. Hoose operated a business known as H&H Contracting, he entered into a construction contract with the victim to build a garage on the victim’s property, the victim paid a $15,000 down payment, Hoose illegally converted over $3,000 of those funds for other purposes unrelated to the project. Hoose further failed to provide the victim with an accounting and disposition of the trust funds despite a written request, as required by Law.

The Delaware County Sheriff’s Office and the Walton Fire Department responded to the Delaware County DPW Garage in Walton Tuesday. A metal object had been brought to the Garage by an employee for disposal, it was determined to be an antique undetonated explosive device & the State Police Bomb Disposal Unit responded & removed it from the scene. The incident closed several Walton Streets & altered the schedule of the Walton School District, there were no injuries reported.

Delaware County Sheriff’s Deputies conducted a traffic stop Monday on State Highway 17 in Hancock. 25-year-old Keisha Herelle of Brooklyn was arrested for operating while registration revoked or suspended, & speeding. Herelle was released and is scheduled to appear before the Town of Hancock Court at a later date.

Highway and bridge projects have been shortchanged because the state continues to use money in the Dedicated Highway and Bridge Trust Fund to pay down debt from past projects and cover the operating costs for state agencies, according to a report by State Comptroller Tom DiNapoli. Fund spending was only 17 cents of every dollar spent from the Dedicated Highway & Bridge Fund, DiNapoli recommended the state Maximize the share of trust fund revenue for capital projects by developing a multi-year plan to reduce state operations and debt service costs paid for by the Fund, Increase the share of transportation capital projects on a pay-as-you-go basis; and Reduce the trust fund’s reliance on annual General Fund transfers and use the fund’s dedicated revenue streams.
Delaware County Sheriff Deputies responded Wednesday to a 2 car motor vehicle accident at the intersection in the Town of Harpersfield. Deputies discovered only 1 vehicle at the accident scene, the 2nd operator fled the scene. Deputies identified the operator of the fleeing vehicle as 45-year-old Wayne Swart of Hobart, whose Driver’s License was revoked on 3 separate dates. Deputies arrested Swart Sunday and charged him with Obstructing Governmental Administration, Aggravated Unlicensed Operation of a Motor Vehicle, Operating a Motor Vehicle Without an Ignition Interlock Device, and several other related charges, Swart was released on appearance and traffic tickets and is scheduled to appear at the Town of Harpersfield Court at a later date.

State Police arrested a 17-year-old high school student for Criminal Possession of a Weapon, after the Bainbridge-Guilford School district notified State Police about a video posted to social media which showed a subject firing a rifle at a tree after making a general threat against Black people using a racial slur. The rifle possessed by the 17-year-old was not SAFE Act compliant, he was arrested and later arraigned as an adolescent offender in Chenango County Court. The Chenango County District Attorney determined that a hate crime did not occur, since the video was not directly sent to a specific person or group. The second individual in the video will not face any charges.
Fire destroyed a trailer at 117 April Lane in the town of Guilford Saturday Evening. Mount Upton, Unadilla & Sidney fire departments responded, all occupants & pets escaped, no injuries were reported.

The State Office of Temporary and Disability Assistance announced that an additional $15 million is available to help eligible New Yorkers facing a home heating emergency. Households that have already received emergency assistance from HEAP can apply for a 2nd round of benefits if they are in danger of running out of fuel or having their service disconnected when the statewide moratorium on utility shutoffs expires at the end of March, the deadline to apply for both the regular and emergency HEAP benefits was extended until April 30. State Police responded to a 2 vehicle crash at County Routes 36 and 37 in Guilford today. a 52-year-old male of Bainbridge was operating a Honda, he made a U-turn directly in the path of a Pick-up truck pulling a loaded cattle trailer with 12 cows, driven by a 68-year old unidentified female from McDonough. The vehicles collided & exited the roadway. The Honda driver was transported by helicopter to Wilson Memorial Hospital where he died of his injuries. The 71 year old unidentified female passenger of the Honda was taken to Wilson Memorial Hospital in Johnson City. The pick-up driver declined medical treatment, 1 of the cows was killed during the crash. The investigation is continuing.

State Police at Sidney arrested 56 year old James Watson of Guilford for Criminal Mischief, after Troopers were dispatched to a domestic dispute on State Route 8 in Guilford. Watson is accused of breaking the victim’s car window during the dispute, he was arraigned in the town of Guilford Court where he was remanded to the Chenango County Jail with no bail pending court action on September 11th, and an order of protection was also issued to the victim.
3 people were arrested in connection with a series of area burglaries. State Police arrested 27 year old Steven Barrows of Sidney and 27 year old Zackery England of Sidney for Burglary and Conspiracy and 30 year old Nicole Bell of Oneonta for False Personation, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon and Unlawfully Possessing a Noxious Material & as a fugitive from justice from the state of Georgia. An investigation revealed that Barrows and England allegedly attempted to break into the property in Guilford, burglarized a seasonal home in Oxford and a seasonal garage in Guilford. Bell originally provided a false name during the arrest of all 3, she was found to be in possession of 2 bb guns, methamphetamine, heroin and brass knuckles. Barrows and England were arraigned in the town of Oxford Court where Barrows was remanded with no bail to the Chenango County Jail and England was remanded on $15,000 cash bail or $30,000 property bond. Bell was arraigned in the town of Unadilla Court and was remanded to the Otsego County Jail on no bail. Additional charges are also expected.

New York State is now accepting applications from companies interested in testing or demonstrating autonomous vehicles on public roads. New legislation allows for testing autonomous technology through a year-long pilot program. Applications for testing may be submitted by manufacturers, all vehicles will also have to comply with federal safety standards as well as State inspection standards, and a person holding a valid driver license must be present in the driver's seat at all times while it is operated on public highways. Testing results must be sent to the Commissioner of Motor Vehicles no later than March 1, 2018. The law permitting demonstrations will expire April 1, 2018.

Bigelow was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail on $50,000 cash bail.

The National Weather Service surveyed an area of storm damage from Monday's Storm, in Chenango County. Damage to trees was found near Oxford, the damage became more concentrated along Lyon Brook Road northeast of Oxford, where numerous trees were uprooted and snapped near Pratt Road. The tree damage pattern indicated either straight-line winds, indicating a microburst or a series of microbursts as opposed to a tornado. Structural damage included a large tree destroying a garage on Lyon Brook Road, and a peeled roof and a large tree on a house along Pratt road.
A large wind turbine is being moved today down State Highway 12 from the North Norwich rest area to the Oxford rest area. This will cause major traffic delays, particularly in the City of Norwich, to get the load over the Canasawacta Creek Bridge around the lunch hour. Motorists are encouraged to avoid State Highway 12 if possible. You can use County Road 32/East River Road as an alternate.
The Bainbridge-Guilford Central School will hold a Board of Education Meeting today in the Guilford Elementary School Cafeteria at 6:30 PM. The business portion of the meeting will start at 7:00 PM.

The Chenango County Sheriff’s Office arrested three individuals after they were caught in the act of trying to steal catalytic converters from Menards Garage in the Town of Oxford. Detectives conducted surveillance in Menards Garage, and at approximately 12:30 am Saturday, 3 suspects attempted to remove a catalytic converter from a vehicle in the lot. After a short foot pursuit, 27 year old Casey Towndrow & 20 year old Monica Towndrow were taken into custody. 27 year old Joshua Shurock was arrested a short time later as he attempted to pick up a co-defendant from an area near the scene. All 3 were charged with Criminal Mischief, Conspiracy & Attempted Petty Larceny. They are scheduled to appear in the Town of Oxford Court at a later date. The City of Norwich Police Department and New York State Police assisted at the scene.
